India’s ex-army chiefs want covert operations in Pakistan
NEW DELHI: India should plan offensive and covert operations to target militant leaders and hit the Pakistani Army hard, two former Indian Army chiefs said on Tuesday, reports the Indian media.
Gen (retd) Bikram Singh was of the view that the Indian government should exploit the fault lines in Balochistan and "Pakistan-occupied Kashmir" (Azad Jammu and Kashmir) so that the Pakistan Army is forced to concentrate internally and not externally. “We need to create asymmetric capabilities, which include doing covert operations and targeting militant leaders," he said, adding the adversary should "feel the pain" and be put in an "embarrassing spot".
Speaking at the Agenda Aaj Tak here, former army chief Gen (retd) V P Malik said, "Till now we have been focusing on defensive operation. We now have to look at offensive operation." He was of the view that an all-out war between India and Pakistan or India and China was "unlikely". To have better planning of security needs, military experts should be roped into the government and be made minister of state for defence, Malik suggested.

Insufficient evidence against alleged Indian spy Kulbhushan Yadav, says Sartaj Aziz - Economic Times
Advisor to Pakistan Prime Minister on Foreign Affairs, Sartaj Aziz, today said the Pakistan government was presented with only insufficient evidence on Kulbhushan Yadav, who according to the country is allegedly an Indian spy working for the Research and Analysis Wing (RAW). The developments were shared by Pakistan media, Geo News.
Aziz, while addressing a full Senate chamber, said the dossier on Yadav contained "mere statements", according to Geo News. He added it did not have conclusive evidence.
"What the dossier contained was not enough. Now it is up to the concerned authorities how long they take to give us more matter on the agent," Aziz said, as per the Pakistan media.
Yadav was arrested during a raid in Balochistan in March this year. Pakistan alleges he is a RAW agent, who has admitted he had been directing various activities in Karachi and Balochistan at the behest of Indian spy agency, RAW, since 2013. He has allegedly confessed of playing a role in deteriorating law and order situation in Karachi.
On the other hand, India has said that Yadav was a former navy officer, but insisted he had no connection with the Indian government or RAW.

In USA, there is a saying "adult time for adult crime". For serious crimes such as rape, murder, gang violence etc, juveniles are given life sentences. They are put in a juvenile prison till they are an adult then put in a regular prison to serve out their life sentences. I have met so many such lifers, who did 30-35 years and then released on parole.

I guess it is more than local ... there have been more than the usual contacts between the Bakis and the Russians, not that anything has materialized from those contact yet. Russians, per some news report, defended Bakis both at BRICS and HoA summit.
Russians are worried that it may lose it *historic* pull in an India which is more engaged with the world. They are trying to show us that they too have options.
International relations change overt time and there will be adjustments on both sides given *some* divergence in interests. We must accept that and be prepared. Theek hai.

World Bank cancels $100 million loan for Pakistan
ISLAMABAD: The World Bank has cancelled a $100 million loan to Pakistan for a natural gas efficiency project due to no progress in achieving the development objectives and a lack of interest on the part of the gas distribution company.
The project, which was to be carried out by Sui Southern Gas Company (SSGC) in its distribution areas in Karachi, interior Sindh and Balochistan, was aimed at enhancing the supply of natural gas by reducing physical and commercial losses of gas in the pipeline system.
A World Bank report said the failure of the project led to its closure and, as a result, the levels of unaccounted-for gas (UFG) remained high while continuing to drain the precious natural resource, the Dawn reported.
Illegal connections, one of the drivers of UFG, were increasing at a rate faster than the countervailing reduction of technical losses.
Justifying its rating of "unsatisfactory", the World Bank report said it should have exercised caution and not proceeded with a project that did not receive sustained interest from the board and management of SSGC, which had insufficient ownership in the project.

The ministry of petroleum and natural gas was keen on the reduction of UFG, which was on the rise at the time of the project preparation and increased further during the project implementation phase.
Oil and Gas Regulatory Authority (Ogra) had imposed a penalty on gas companies for UFG beyond the benchmark of 4.5 per cent.
Bureaucratic processes within SSGC also contributed to procurement delays and bid expiration. The SSGC management attributed the failure of the project to the procurement process.

World Bank cancels $100 million loan for Pakistan
ISLAMABAD: The World Bank has cancelled a $100 million loan to Pakistan for a natural gas efficiency project due to no progress in achieving the development objectives and a lack of interest on the part of the gas distribution company.
The project, which was to be carried out by Sui Southern Gas Company (SSGC) in its distribution areas in Karachi, interior Sindh and Balochistan, was aimed at enhancing the supply of natural gas by reducing physical and commercial losses of gas in the pipeline system.
A World Bank report said the failure of the project led to its closure and, as a result, the levels of unaccounted-for gas (UFG) remained high while continuing to drain the precious natural resource, the Dawn reported.
Illegal connections, one of the drivers of UFG, were increasing at a rate faster than the countervailing reduction of technical losses.
Justifying its rating of "unsatisfactory", the World Bank report said it should have exercised caution and not proceeded with a project that did not receive sustained interest from the board and management of SSGC, which had insufficient ownership in the project.

The ministry of petroleum and natural gas was keen on the reduction of UFG, which was on the rise at the time of the project preparation and increased further during the project implementation phase.
Oil and Gas Regulatory Authority (Ogra) had imposed a penalty on gas companies for UFG beyond the benchmark of 4.5 per cent.
Bureaucratic processes within SSGC also contributed to procurement delays and bid expiration. The SSGC management attributed the failure of the project to the procurement process.
