t is official now. The Punjab police has issued written instructions to its personnel to keep an eye on people with Pashtun/Afghan dresses and food habits as terror suspects. Police officials of Mandi Bahaudin were not shy of widely circulating written instructions for profiling of Pashtuns/Afghans with interesting details in this regard. According to credible press reports Punjab police is keeping thousands of FATA Pashtuns under surveillance and is considering the issuance of special NIC equipped with security chip in Rawalpindi, Attock, Chakwal and Jehlum. Not that it’s new. This has been a policy implemented by the Punjab government during the last so many years. Deputy Commissioners of Attock, Bhakkar, Chakwal and some other districts of Punjab adjacent to Pakhtunkhwa had been issuing directions to the local population for not renting out or selling properties to Pashtuns hailing from FATA or Pakhtunkhwa. The "champion" of Pashtun rights, the "quasi Pathan"- Immy Khan - has also been mouthing the same sentiment !
Every wave of Punjab police action against “terrorists” would practically mean incarceration of large numbers of Pashtuns/Afghans. Initially the Afghan refugees bore the brunt of this policy of racial discrimination. But the IDPs from Malakand division and FATA also faced similar treatment when they were forced to leave their homes during military operations in their areas. Even their Pakistani Identity Cards wouldn’t help them as Punjab police and Federal Investigation Agency would block these cards after their arrests. Pashtun political leaders and parliamentarians have raised these issues on every level but the arrogant Punjabi bureaucracy has refused to budge. Ironically, the Punjabi political elite and their so called mainstream media that clamours a lot about the unjustness and unfairness of Muslim profiling in US fails to see the brazen racial discrimination against Pashtuns under their nose. The irony is further deepened by the fact that Afghan Taliban along with several other proscribed organisations feel quite safe.
The flow of Pashtun/Afghan population to the south and the east towards Indian subcontinent has been a constant phenomenon for a long time in the history of South Asia. From seasonal migration to military invasions and to empire building, these population movements have taken different forms. But by and large people migrating from the northwestern highlands were able to integrate with local populations and become part of their social and cultural milieu by enriching it. However the massive dislocation of Pashtuns over the last four decades has been caused by the devastating military conflict in Afghanistan and in the Pashtun belt of Pakistan. This is the biggest dislocation in Pashtun/Afghan history and also caused by the biggest catastrophe ever faced by them.
So far no scientific research has been conducted to ascertain the quantity and quality of the dangerous modern weapons used against Afghan/Pashtun people and the horrific devastation caused by them. But if such a research is conducted some day I am sure it will bring out the fact that both the arsenal used and the destruction caused by it are unprecedented in the history of warfare. The Pashtuns, who are also known for their long memory, will surely implement the Pakhtunwali code and extract "revenge" in the future for such atrocities :evil: There have been a number of players from big powers like the former Soviet Union and the US as well as regional states who have shaped the conflict in and around Afghanistan by their political and military intervention. All of them are responsible for creating this large scale and long-term humanitarian crisis of refugees and displaced populations. But one player that has remained at the core of this conflict almost all the time is the Punjabi dominated security establishment of Pakistan and its policy of the so-called strategic depth. Taliban project is its favorite instrument for implementation of the policy of strategic depth. In recent years it has become the sole reason for prolonging the conflict. Victims of the humanitarian crisis will obviously feel greater pain when the policy of racial discrimination is devised and executed by the very player that bears the main responsibility for causing the crisis in the first place. Imagine the dilemma of the Pashtun IDPs from FATA who are still facing F-16 bombardments and heavy artillery firing in their own areas and extreme harassment, persecution and racial profiling when they enter Punjab to seek shelter for physical security. Pakistan should not "hesitate" to give shelter to them, under the concept of "Islamic Brotherhood", which it is fond of quoting off and on :twisted:
The Pakistan Peoples Party functions as a bridge for Sindhis to connect them to the mainstream but at times even they are forced to shout out against the high handedness of the big brother. Urdu speaking population in urban areas of Sindh have their own grievances caused by oppressive state policies. The situation is further aggravated by the decline of the left in country’s politics because it was instrumental in connecting national question of the smaller ethnic groups with the class question, leading to a stronger democratic movement. Currently democratic movement is quite fragmented. This certainly doesn’t auger well for the future of the federation.Formalisation of the policy of racial profiling of Pashtuns in Punjab is yet another challenge for federal democracy and rule of law in Pakistan. Much of the future will depend on response to such challenges. This veteran politician is sounding an indirect warning to the Pakjabi Establishment !

Pakistan’s debt problem
Let’s start by clarifying one of the foremost misconceptions: we take on debt because domestic resources are not enough to meet our requirements. This line has been endlessly perpetuated over time by substandard textbooks and policymakers. First of all, we must define what ‘scarce’ means in the Pakistani context? Our tax revenues, as we are told, are around Rs3 trillion. Does this sound like a scarce resource? As I will argue later, it is not scarcity, but the unproductive use of this money that gives rise to this scarcity.
Pakistan does not necessarily take on debt because resources are scarce. And, as the finance minister has accepted many times, we are taking on loans mostly to pay off former loans.
To make sense of all this, let us start with two examples: Amazon and Snapchat. Jeff Bezos, the founder of Amazon, left his job and started the company in 1994 by utilising his parents’ savings. In 1995, he took on a further $8 million in debt. Today, Amazon’s valuation stands at a staggering $300 billion and the company has raked in more than $61 billion in annual revenues. From 1947 to 2007, Pakistan’s total debt stock stood at Rs7 trillion. Did we have any asset worth even a billion dollars? No. Within a decade, our debt has soared by another Rs16 trillion to touch a record Rs23 trillion – notice that this ‘record’ is never mentioned. Of this stratospheric increase within a decade, what asset have we managed to create that is worth even a billion dollars? None. Cwapistan's Total Debt and Liabilities 31-12-2016 is Rupees 23.1430 Trillion and mounting.
Once we begin to understand the difference between the two scenarios, we’ll understand why debt can be good or bad. Between 2007 and 2017, Rs16 trillion of debt could add nothing substantial to the state of Pakistan’s inventory. Its behemoths like the Pakistan Steel Mills – with thousands of employees and billions in accumulated debt (all state-backed) – stand as a vivid testament of the failure of our policymakers and their imagination. Despite their best efforts, not a single buyer is willing to buy it.
Pakistan’s debt is a problem. It is a problem because there is little or no investment in ideas that could create value. It is a problem because a majority of debt, except for a small amount, is taken on by the government, which will tax its citizens even more to pay it back.
Debt is a problem because it is poorly negotiated, not necessarily needed. State institutions lack the capacity to utilise it properly and productively and spend it disproportionately to meet unproductive expenditures. It is usually spent on projects that later turn out to be a liability.
Debt is accumulated mostly by the government, which often ends up misusing it. Debt is often contracted vaguely and dubiously, without any clear roadmap for repayments. It is also devoid of any calculation of expected and marginal returns of earlier and intended investments and is seldom used on things that could usher future growth and value – human capital is the most prominent example.
And yet, we are taking on an additional $51 billion under CPEC. How exactly will we pay it off? Around $34 billion of this money is being spent on energy projects – which is quiet perplexing since Pakistan’s present installed capacity is enough to meet its demands. Power outages in Pakistan are basically a governance issue rather than an issue of the lack of power-generating capacity. The total installed capacity is rarely utilised because it adds to the circular debt. And yet, we are on our way to add even more power plants. This shows that we take on debt for purposes which really don’t merit taking it on in the first place?
Taking on debt is not always a necessarily bad thing. In fact, today’s environment – characterised by negative real interest rates – provides a wonderful opportunity to accumulate debt. As Dr Nadeemul Haque and others keep reminding us, it is not debt that is the problem, but debt management and its utilisation which are the real concerns.

PIA probing safety breach after seven passengers forced to stand during flight
KARACHI: As many as seven passengers aboard the Pakistan International Airlines flight PK-743 (Karachi-Madina) on Jan 20 were forced to stand throughout the over three-hour flight after the airline boarded excess passengers in a serious breach of air safety regulations.
The PIA management appears to have taken this lightly as no action has been taken against those responsible for the bizarre situation.According to sources, PIA staffers — the pilot, senior purser and traffic staffers — have been trying to shift culpability onto each other and the aviation regulator, the Civil Aviation Authority, has not taken punitive action against the airline or its staffers for putting the passengers’ lives at risk. Take the matter to the UN , who will decide whose fault it is ; a precedent has already been set ! BB's murder was taken up by UN on the request of Dus Percenti :mrgreen:
Despite repeated requests, PIA Spokesperson Danyal Gilani did not offer a concrete response and said the matter was being investigated. If someone was found responsible for any wrongdoing, the PIA would take stern action against them under the company rules, he said. This "crisis" requires the intervention of Ganja; he may "order", "take note" or "authorize" a "thorough investigation" !
The Boeing 777 aircraft (Reg No: AP BID) has a seating capacity of 409, including jump seats, while flight PK-743 carried 416 passengers from Karachi to Madina.Sources said this constituted a serious air safety breach as in the case of an emergency, passengers without seats would not have access to oxygen and could also cause congestion in case of an emergency evacuation.
The boarding passes issued to the extra passengers were hand-written and not computer-generated, sources said. The computer-generated list, provided to the aircraft crew by the ground traffic staff, did not mention the excess passengers.Sources said that the senior purser (air hostess), Hina Turab, maintains that she informed the captain that there was chaos in the cabin because the passengers were over and above the configuration, but the captain told her to adjust those passengers as the aircraft was on the taxi way. In the interest of passenger safety, the International Aviation Authorities should seriously consider giving responsibility of day to day management of this airline to a reputed foreign based third party management team. :D
Capt Anwer Adil, who operated that flight, maintains that the computer-generated sheet did not show excess passengers. He said: “After takeoff when I came out of cockpit, Ms Turab informed me that there were some extra people who [had been] boarded by the traffic staff. I also noticed some people were those who were categorically refused jump seats by me at the check in counter before the flight. I had already taken off and the senior purse did not inform me about extra passengers before closing the aircraft door. Therefore after takeoff immediate landing back at Karachi was not possible as it required lot of fuel dumping which was not in the interest of the airline.” :rotfl:
Protocol necessitates that in such cases, the aircraft should be brought back to the terminal and excess passengers offloaded, sources said. Only then can an aircraft resume its flight.
His statement adds: “At Madina and after landing at Karachi from the return flight, I could not highlight this fact in the captain’s de-brief.” He insists that it was responsibility of the senior purser to ensure that the number of passengers matched the trim sheet and that she should not have closed the door knowing that there were excess passengers on the plane. The traffic staff was also responsible for ensuring that the passengers had computer-generated boarding passes and that nobody should have been allowed on the aircraft with manual passes.
Sources added that the apparent reason for going ahead with the journey was to save fuel cost. The crew had conveniently not mentioned any of this in their reports at the end of the journey or after returning to Karachi.
It would be interesting to learn if the "efficient" Saudi Aviation Authorities at Medina , even noticed the blatant violation of the rules and whether they brought it to the attention of the relevant authorities :mrgreen:

On the first question about the Pakistani state, you have to go back to Partition to set benchmarks about how it was expected to perform relative to India. Implicit in the creation of Pakistan was an assumption Muslims would be safer in a separate country. There was also an expectation that a country run along Islamic principles of social justice would be fairer than one dominated by the Hindu caste system. Those assumptions took a serious hit in 1971 with East Pakistan breaking away to form Bangladesh. But even after 1971, Pakistan was able to retain a sense of superiority over India – its economy continued to perform much better than the Indian state-planned economy. It is only very recently that India began to emerge as a rising economic power. In terms of Indian GDP per capita, this rose above that of Pakistan only in 2009. Such is India’s current trajectory that we can now argue its success relative to Pakistan is irreversible. Thus by the standards Pakistan set itself at Partition—that its citizens would be better off in a separate country, or at least as well off as those in India—the Pakistani state has failed. Not only is it unable to offer its citizens the same promise of economic development, it can’t even offer them security.

Sounds like some VIPs were added to the flight at the last moment (and likely, bribes paid to pilot and crew) and given the reserved seats of some of the other passengers. 400% guarantee that's what happened, because this wouldn't be the first time they did this -- have heard stories from other dudes who had to face this precise situation when some paki politician and his large family boarded the plane and the mango abduls and their families were forced to stand in the galley and toilets during the flight. Other times, it was PIA employees friends/families that were given seats. Apparently this sort of thing happens quite frequently.

ISI, ISIS join hands to launch strikes against India
According to those tasked with responsibilities involving security, the high number of “accidents” involving the Air Force, the Navy, Indian Railways and other institutions vital to national existence have pointed to the need for a comprehensive examination of every individual involved in sensitive tasks, rather than just a few. Also, in practice, the few who get scanned usually come within the radar after they have indulged in activity of a suspicious nature. However, while processes are being improved after Prime Minister Narendra Modi took charge in 2014, officials are hesitant to accept the premise of an increasing number of sympathisers of ISIS and other ultra-Wahhabi terror groups biding their time within the governmental machinery, readying themselves to strike when commanded to do so from controllers in Dubai, Karachi and other locations, where a substantial number of ISIS supporters function
Even in the 26/11 carnage of 2008, domestic auxiliaries of the ISI-backed terrorists were not touched, possibly for fear of a political or other backlash. This was despite evidence that individuals within India gave information to ISI handlers about the internal floor plan of the two hotels in Mumbai that were targeted and also revealed details of the floor plan and work habits of volunteers at Chabad House, a location in which members of the Jewish community were specifically targeted. Exhaustive follow up was not done of suspicious individuals who had established contact with the Chabad volunteers weeks before the terror attack in order to get operationally useful information from them and about them.
Even nine years later, several officials are reluctant to accept the view of diligent police officers in Bihar that the ISI is behind the spike in railway accidents, since Prime Minister Narendra Modi began in 2015 to implement a much tougher line towards GHQ Rawalpindi than his predecessor. The reason is that such a finding would necessitate a scan of the thousands of railway and other staff concerned with maintenance and other functions relating to passenger safety. For much the same reason, evidence has been brushed aside that at least a few of the “pilot error” crashes in the Indian Air Force and the “accidents” occurring in naval vessels were due to planned acts of sabotage, sometimes carried out in-house by individuals who had been indoctrinated or otherwise motivated to obey instructions emanating from GHQ Rawalpindi. Security experts warn that there needs to be an assessment of not just online patterns and contact lists, but any spike in spending or travel of all those associated with maintenance and other sensitive functions in cases where naval vessels or military aircraft have been lost as a consequence of “accidental malfunction”.
n the US, over the past two years, there has been an undeclared but comprehensive examination of the online habits, friend lists, travel done, spending patterns and outside contacts profile of all—repeat, all—those within the military seen as being susceptible to recruitment by the ISIS and other ultra-Wahhabi groups. In India, security experts point to the need for a comprehensive and systematic trawl of the internet surfing, travel, spending and social contact patterns of those within both military as well as civilian organisations, who are involved in tasks essential to security. In the absence of such a secret but 360-degree examination, information will remain sketchy on their private travel patterns, internet surfing and the list of friends outside their parent service. Instead of focusing on a few core groups, the tradition has been to cast a much wider surveillance net. Such an expanded base involves even the painstaking examination of individuals unrelated to security, with the consequence that those posing an actual danger to the state often slip under the radar.
For reasons of tactical advantage and keeping open funding channels, Al Qaeda units and ISIS often claim to have a hostile relationship with each other, when the reality is that practically all such ultra-Wahhabi terror groups are linked in a Unified Field of Terror (UFT). An example is the Harkat-ul-Mujahideen (HuM), a terror group openly backed by GHQ Rawalpindi, which set up the Batrasi camp specially to train fighters to conduct terror operations across India, with a special focus on Kashmir. The camp is also known to provide motivational training to intending suicide bombers, who are thereafter exfiltrated to locations in Kashmir, Xinjiang and parts of the Middle East. AQIS (Al Qaeda in the Indian Subcontinent) chief Asim Umar has been in constant (and monitorable) contact with the ISI since 1995, when he left his home district of Moradabad in UP and joined the Jamia Uloom in Karachi, whose mentor is Masood Azhar, who is under the protection of China in the UN Security Council. Subsequently, Umar was transferred to Daul Uloom Haqqani in Khyber Pakhtunkhwa, an institution that boasts terrorists of the notoriety of Sirajudden Haqqani and Mansour Akhtar. On the instructions of the ISI, Umar has trained and inducted nearly three dozen Indian nationals into AQIS. The organic link between AQIS and the ISI was most recently outed in 2015, when US investigators filed a proceeding against HuM founder Fazlur Rahman Khalil, revealing details of his contacts with senior officers in the ISI, all of whom remain unsanctioned by Washington under the Bush-Obama doctrine of giving a free pass to GHQ Rawalpindi in its terror operations, a doctrine that is likely to be re-examined, now that Donald John Trump has been elected the 45th President of the United States.
Those involved in security-related tasks are hopeful that the forthcoming meeting between Prime Minister Narendra Modi and President Donald Trump will zero in on the links between the ISI and ISIS, so that this partnership gets weakened and finally broken up before more damage can be done to either the US or India. In the meantime, they call for a comprehensive scan of those involved in sensitive tasks such as safety and maintenance of military and core civilian assets, so that further unexplained “accidents” on rail, sea and air may be averted.

Law Minister Rana Sanaullah, putting the speculations to an end, has finally declared the DHA Z-Block explosion in Lahore, which became mysterious due to the unending variety of explanations from police officers as well as emergency responders, as an “accident”. According to eyewitnesses and the CCTV footage of the blast that made its way on social media, the video depicts a strong explosion followed by a storm of dust and panic in the vicinity. It partially damaged nearby buildings, charred vehicles and motorbikes parked in the immediate surroundings. It would be "foolish" to absolutely rule out Terrorism . No one has claimed responsibility cannot be equated to "No Terrorism" ; second opinion - from" phoren experts" should be sought :mrgreen:
But perhaps the real panic ensued due to the rumours and unverified reporting of certain news channels, that a second explosion had taken place in Gulberg in Lahore, which turned out to be a hoax. Pakistan Electronic Media Regulatory Authority (PEMRA) has served show cause notices to 29 satellite television news channels on Thursday for telecasting this fake news and rightly so, for Lahore stood at a standstill and schools remained closed on Friday due to terror and fear caused by these rumours – when a terror strike had not actually taken place. When "9-11" happened, Pakis danced on the streets. Now, they are getting the taste of their own medicine; the Law Of Karma works !

As a result of these rumours, The Lahore Literature Festival (LLF) 2017 has been reduced to a two-day event instead of three days with its venue changing. The LLF has become integral to promoting culture and arts in the country and the event has attracted tens of thousands of people from all over the province every year. Last year as well due to the security threat and the change of venue, caused a reduction in numbers of attendees. The fate of the PSL final also hangs in a balance due to these rumours of imminent threat. ( The Paki Fauj should be enlisted to ensure that this "important event"- to be held in the hometown of the Good And The Bad Sharif - is not cancelled :twisted: ) On Thursday and Friday, markets were also deserted and many commercial events across Lahore have been postponed or cancelled, resulting in economic losses.
These social activities, that can bring us together as unified communities are the tragedies of terrorism as well as irresponsible fear mongering. This psychological warfare must be ended immediately by the government’s effort to come forward to share correct, verified information with public as soon as possible, and by the citizens who have a collective responsibility to keep calm and not let terrorists succeed in inducing fear.[ The Islamic Ummah needs to "express solidarity" with the citizens of La-Whore in their "special hour of need " :mrgreen: /quote]

So, Ganja Sharif, himself no religious guy, approved this Islam - pasand Qazi to head the AJK justice dept :D

Man wanted for Terrorism in Pakistan finds refuge in Canada
A Pakistani-Canadian man wanted for leading a mob attack on a Mosque in Pakistan has found refuge in Canada.
Rasheed who is in his early 80’s and has lived in Canada for over 40 years traveled to Pakistan from his home in Missausaga and revived the decade-old campaign to grab hold of the Mosque property. Rasheed along with local clerics also filed an application with the Police requesting assistance in the “take over” of the Mosque.
Days after the attack, Pakistani authorities named Rasheed Ahmed as the main suspect in the Mosque attack. On December 17th, five days after the attack, the Provincial Government requested the Federal Government that Rasheed should be barred from leaving the country for his role in the attack.On January 15th, Dawn News reported that Rasheed had managed to flee the country ( by greasing some palms on the way :wink: ) before his name could be added to the Exit Control List (ECL).
Rasheed said upon his return to Canada, he was questioned by Canadian authorities but “they were satisfied and said that I can go.” He claimed the Canadian Intelligence also cleared him of any wrongdoing: The harsh Canadian winter is now almost over, so he ( and fellow "Canadian" Tahir-ul-Qadri) can resume their Islam pasand activities on unsuspecting Aam Abduls here ! :D

Prayers should also be mandatory for the plaintiffs and defendants, and their counsels, family, friends, media... Court timings should be synchronized with azan, the calls to prayers, by court appointed muezzins (pulpits in every court room?). This will also weed out the qadianis.

Only then true justice will be served.

Looks like a spam email circulating around. The text is very American (it even includes the pop rocks marketing slogan) + CAPITAL LETTERS highlighting the product. My sensors went up immediately on these indicators and so I googled for some of the text in the report and sure enough, snopes.com and urbanlegends popped up:

Pakistan blames Afghanistan for a spate of terrorist attacks but there is much Pakistan could do to put its own house in order :D
IN THE space of five days in mid-February, Pakistan suffered ten acts of terrorism, affecting all four of its provinces. On February 13th a suicide bomber killed 15 people outside the provincial assembly in Punjab, including two senior police officers. On February 16th more than 80 were killed and over 200 injured when another suicide bomber targeted the throngs of worshippers at Lal Shahbaz Qalandar, a Sufi shrine in the southern province of Sindh. Yet more bombs killed police and soldiers in Balochistan, Khyber Pakhtunkhwa and the Federally Administered Tribal Areas (FATA), along the border with Afghanistan.

Pakistan may lose claim over grant pledged by donors
ISLAMABAD: Pakistan may lose its claim over a grant worth millions of dollars committed by foreign donors for the rehabilitation of people affected by Operation Zarb-e-Azb because of bureaucratic bickering.
The additional financing for Fata Rural Livelihoods and Community Infrastructure Project could lapse by the end of next month, because of the delay by Fata Secretariat in getting the project’s PC-1 approved even after eight months, said sources in the World Bank.
The original cost of this project was $12 million and the multi-donor trust fund committed an additional $8.1 million. However, swift action is needed for securing additional funds, said the sources.

Of course, we have our heroes. Justice of the Supreme Court Qazi Faez Isa single-handedly put together the detailed Quetta terrorism inquiry commission report that convincingly indicts the interior minister for improper behavior. But nothing has happened yet and nothing will. In contrast, a mere US sessions judge could stump Trump and overturn his executive Muslim-ban order. What can you expect from a corrupt legal system, where court judges and their families physically abuse domestic servants and nothing is done !
People: I cannot remember the last time when Pakistanis rallied together for a cause that was not specifically Muslim. Of course, Kashmir, Palestine, Bosnia and Myanmar are all worthy causes, but they are Muslim causes. In contrast, the thousands of Americans who stormed airports last month to protest Trump’s Muslim ban were there to protect a principle — that all peoples of all religions and ethnicities should have exactly the same rights. In Pakiland too, the "Constitution", provides for "equal rights" to minorities and other disadvantaged sections of the society :wink:
Perhaps someday (that "someday" will never come !) we too will learn to respect people for what they are — humans — and fight for their rights also, not just our own. Perhaps an Ahmadi, Hindu, Christian or Parsi will be allowed to run for president of Pakistan or become the army chief. Until that time, in moral terms, we cannot really protest where Trump wants to take America. :lol:

What on earth are standing room flights?
How many times have you complained about travelling in a crowded bus or Metro without managing to grab a seat?
Now, imagine that the very discomfort you have been complaining about becomes the USP for a flight. No, we are not making this up. Something called the standing-only flight does exist.The standing or 'vertical seats' came into being when the seat configuration was created by Airbus in 2003. The configuration also involves standing passengers on a flight, who are given the option of standing in a particular position.
And now, a probe is being carried out on Pakistan International Airlines, which allegedly flew seven standing passengers from Karachi to Saudi Arabia on January 20, 2017.
Some people from the fraternity, however, do argue that vertical seats would ensure as much safety as a regular plane seat. One is only left to wonder that once these safety issues are dealt with, will airlines across the world finally accept the idea and make it the new norm? Would we actually be boarding a standing flight? More importantly, would you pay for it? Food for thought ?
