Sunni Terrorist Fragments of Unstable Pakistan- November 7, 2016

Get your house in order…the Chinese are coming

KARACHI: The Pakistan Stock Exchange (PSX) has been talk of the town for both good and bad reasons. In a nutshell, it had been booming, before news of fraud, scams and negative investor sentiment cast a shadow on the bullish run.

The PSX was upgraded to the MSCI Emerging Market Index after being in the Frontier Markets one for a while. The actual reclassification will take place this year.

Developments on macro and microeconomic levels are also supporting the upward trajectory. To top it off, it was declared the top performing Asian market in 2016.

Simultaneously, regulatory authorities concerned have come into action, as they have detected default of brokerage firms, unearthed scams of misuse of investors’ funds by owners, caught an official on the charges of being an inside informer, suspended an official of PSX on charges of having failed to timely detect default of a brokerage firm.

Complaints about the prohibited in-house financing (badla) at some of the brokerage houses have also surfaced and regulators have also noted existence of single-member brokerage firms.

Questions arise as to why a couple of brokerage firms have defaulted if the market is booming. The Joint Action Committee, which has detected the defaults, has existed since 2015. Then why has it suddenly started detecting the defaults in 2017?

Why did it not detect any default in 2015 when the market performed comparatively at a slower pace (the benchmark KSE 100-Index increased only 5% in 2015 as compared to around 40% in 2016)?

In-house financing has been prohibited since the 2008 crash. Then how did the brokerage houses continue using the prohibited product?

The answer to these questions is transformation of the PSX from a local market to a regional player. A strategic Chinese consortium won 40% stake in the PSX and is expected to take over control of the management anytime.

The regulators have tasked themselves to conduct a clean-up operation ahead the handover. Also, they have conveyed that lethargic attitude in this regard will not be tolerated. The suspension of PSX official is an example.

Secondly, the level of defaults and change in regulations are not as big as they are being projected.

To be noted, the defaults have taken place at the brokerage firm in Lahore and Islamabad, which earlier were not being monitored as closely as brokerage firms in Karachi were.

PSX-Chairman Munir Kamal said the other day that fundamentals of the market remain strong and intact and fraud committed by a handful of brokers should not be construed as a sign of weakness in the market.

Shahzad Chamdia, chairman of the stock market’s divestment committee, said the winning Chinese consortium is a good synergy between PSX and Chinese stock and future markets, which are part of the consortium.

The strategic partners are aimed at introducing new value products (including CPEC-bonds and derivatives/options), upgrading technology, facilitate cross-border listing and attract many more foreign investors from across the world, including China.

“The PSX would become a prominent regional market in the next two-three years. We, in partnership with the consortium, are aiming to increase the size of market capitalisation which stands at around $100 billion at present,” he said.

The size of the market capitalisation in India stands at $1.5 trillion and this is around $3-3.5 trillion in China. “This is the size of market cap, which makes it big or small,” he said.

The PSX has made necessary amendments to welcome four nominee directors of the Chinese consortium on the board. And they would have right to make nominees for the posts of chief executive, chief financial officer and chief regulatory officer at PSX, he said.

Another broker recalled that such defaults, detection of wrongdoing and massive amendments in regulations were last made at the PSX (formerly known as Karachi Stock Exchange) in 2008-2009 after the crash.

“This time regulators have not made massive changes in regulations. But their efforts are more in the way of getting the existing regulations implemented,” he said.

Guidance : MARKET CAPITALIZATION January 2017 - World Federation of Exchanges

BSE India Ltd : US$ 1,663,722.5 Million = US$ 1.6637225 Trillion

National Stock Exchange India Ltd : US$ 1,632,829.3 Million = US$ 1.632 8293 Trillion

In goodwill gesture, India to release 39 Pakistan prisoners - Sachin Parashar, ToI
In a significant sign that India is finally responding to Islamabad's peace overtures, the government has decided to release 39 Pakistani nationals languishing in Indian jails. Among them are 21 prisoners who have completed their sentence and 18 fishermen.

Immediately after Islamabad released Indian soldier Babulal Chavan, Pakistan high commissioner to India Abdul Basit had told TOI that Pakistan expected India to acknowledge the repatriation and release 33 Pakistanis whose sentences had run out. "We have identified the prisoners and with Pakistan confirming their nationality, they will be released on March 1," said an official source.

While India has reacted cautiously to the house arrest of JuD chief Hafiz Saeed, the Centre believes it may be the right time to open channels of communication.

The move comes even though a full-fledged diplomatic dialogue remains no more than a barely visibile speck on the horizon. India has repeatedly said in the past couple of months that it won't dilute its stand that there can be no dialogue without demonstrable action from Pakistan against terror groups targeting India.

However, there's also a feeling within the government that India needs to reciprocate to the opening which Pakistan PM Nawaz Sharif, according to diplomats there, has sought to provide after the retirement of Raheel Sharif as army chief. This saw the government inviting Pakistan for a South Asia Speakers' Summit in Indore last week and also seeking to promote people-to-people contact by ensuring and sponsoring Indian participation in the Karachi Literature Festival. {I am holding back my comments in anger}

Officially though, it continued to insist these developments shouldn't be seen as a precursor to resumption of talks. The release of prisoners and fishermen will be more significant though as that's exactly what Pakistan was looking for to take the peace process forward.

In fact, in his first reach out to India after he saw the back of Raheel, Sharif too had released over 200 Indian fishermen on his birthday on December 25 last year. He followed it up with the release of Chavan, who was said to have "inadvertently" crossed over into Pakistan territory.

Pakistan diplomats have maintained since the release of Chavan that the time to move forward is now as Islamabad too will go into poll mode after June this year.

I hope the real reason is not "good gesture". It would be incredibly stupid of Modi to do that. Pakis don't understand that language, they just understand the sting of a stick.

this has all the hallmarks of a "negotiated" settlement in which the pakis have once again bested us. Unfortunate.

Yes I see nothing wrong in releasing people who have completed their sentences and the fishermen should be released asap anyway. Spinning this as some grand peace gesture is far fetched IMO. Looks more like routine ativity. Karachi literature festival is another ball game though. India should stay away from such shyte.

Was "Due Diligence" Done On C.P.E.C ?

NA panel cautions govt over CPEC use by Chinese trucks

ISLAMABAD: A parliamentary committee on Monday warned the government against the Nato supplies-like deal for allowing Chinese trucks to ply the China-Pakistan Economic Corridor (CPEC).“We are giving roads, land and the entire route to Chinese trucks as they were utilised by Nato (North Atlantic Treaty Organisation), but on what terms and conditions,” chairman of the National Assembly’s Standing Committee on Planning and Development Abdul Majeed Khan Khanan Khail said while presiding over a meeting of the committee. Maybe, there is a "side deal" between the Chinese and the Paki Fauj and the NA is not aware of
He asked what China would give Pakistan for using the corridor for trade. “Something would have been decided definitely.”Expressing concern over the safety of roads and their users, he wondered who would bear the cost of maintenance of roads and security on the corridor. In a "normal" country, all these things would have been openly discussed and decided on, before the projects are undertaken, not after!
Former chairman of the National Highway Authority (NHA) Mohammad Ali Gardezi told the Public Accounts Committee in May 2012 that the country had suffered a loss of Rs100 billion (figures out of the hat ?) due to Nato supplies to Afghanistan via Pakistan, but not a single penny was paid to it for repairing the damaged highways.
In a separate briefing on railway projects to be executed under the CPEC, the planning and development secretary said the existing railway track ML-1 would be made dual from Karachi to Peshawar under a $20 billion investment.“Once the existing track is dualised, the department will be able to stand on its own feet and then medium- and long-term projects will be launched, including laying of railway tracks from Gwadar to Quetta and from Peshawar to Torkham and Jalalabad,” he added.
Pakistan's future to be decided by the SeePeeESee

Bullet-Proof Cars For All Ex CJP Of Pakistan  Ganja Sharif Trying To Bribe Supreme Court ?

Bulletproof cars for all ex-CJPs, IHC told

ISLAMABAD: Prime Minister Nawaz Sharif approved the provision of bulletproof sports utility vehicles (SUVs) to all retired chief justices of the Supreme Court, at public expense, effective from the retirement of Justice Iftikhar Mohammad Chaudhry. This change of heart on the federal government’s part is surprising because it has been trying to recover a bulletproof vehicle from Justice Chaudhry since 2013.But on Sept 5, 2016, the government seemed to change its mind, and the prime minister decided to provide officially maintained 2,400cc bulletproof SUVs to all outgoing chief justices. So, obviously, this was not budgeted for, and the amount will be appropriated "stolen" from someone else's promised funding :)
This was disclosed in a summary submitted to the Islamabad High Court by the Cabinet Division during the hearing of an appeal filed by the government in a bid to retrieve the bulletproof car from Justice Chaudhry. If and when the "promise" is fulfilled is anybody's guess !
According to the summary, signed by Secretary to Prime Minister Fawad Hassan Fawad, “the office of the chief justice of Pakistan is a unique office which requires the recognition in all forms”.“[The] nature of duties performed by the chief justice with particular reference to the threat perspective emanating out of the prosecution and trials of criminals and terrorists would require the continuation of some basic essential facilities for him even after retirement,” it read.It said the prime minister was pleased to order that “a 2,400cc car shall be provided to every outgoing chief justice with effect from the former chief justice Iftikhar Mohammad Chaudhry… the facility will be available during the lifetime of the chief justice and the expenditure on maintenance and [fuel] shall be catered for by the Supreme Court of Pakistan”. :((
The summary also suggested that the bulletproof currently in Justice Chaudhry’s possession, may be recovered upon the provision of a new vehicle. Good luck ![/quote]
The single member bench, consisting of Justice Shaukat Aziz Siddiqui on December 2, 2016 ordered the former chief justice to surrender the vehicle, but his order was not complied with and the judge later recused himself from hearing the case.

Pakistan Feeling Pressure On Multiple Fronts .

Block JuD/JeM finances in 90 days or face action: Financial Action Task Force to Pakistan

NEW DELHI: International terror finance watchdog, the Financial Action Task Force (FATF), has virtually put Pakistan on a three-month notice to demonstrate that it has blocked financial routes of Jamaat-ud-Dawa, Jaish-e-Mohammed and their affiliates.
The fallout of non-compliance will be serious for Pakistan, which runs the risk of being placed in the category of jurisdictions with serious deficiencies in adhering to global standards on combating terror finance and check money-laundering.
Pakistan has had to rally hard to even get these 90 days of breathing space at the just-concluded FATF meet in Paris. The actions against JuD, JeM and its front Falah-i-Insaaniyat, in January last week were a start to a series of efforts to convince the FATF that it was serious in its actions. This culminated in putting JuD founder Hafiz Mohammed Saeed on a travel ban list and in house arrest by January 31.
Reliable officials told ET that the APG report, which was ready by January, was quite scathing and contradicted Pakistan’s claims. There were specific questions against Pakistan, which needed both answering and action.Though Pakistan tried to raise diplomatic pressure, but the new Donald Trump administration was clear that Islamabad would have to satisfy FATF queries.
The set of actions it took through January resulted in the plenary deciding to defer the Pakistan case by another three months, giving Islamabad a chance to make good on what it claims to have started. Pakistan’s defence minister Khawaja Muhammad Asif, attending the Munich Security Conference, best exemplified Pakistan’s changed line under pressure. When asked about Saeed’s house arrest, he said: “In the last four or five moths, we have put a lot of people, who could be potential facilitators of terrorism, under schedule 4 which is a section in our legal system that restricts the movements of the individuals, they are monitored and cannot move out of a certain area.” Khawaja, a Paki hardliner faced a lot of criticism in Pakistan, when he made these statements.
Referring specifically to JuD, he claimed: “Let me assure that such people who in the past had some licence to move around.. continue their work, which is not really terrorism related but they could be dangerous to our own society, we have taken stern action... we intend to put them to test.”. IMO, Pakistan will be financially propped up . It is in the category of "too big to fail" Bank !

Thousands of Afghan Taliban studying in Balochistan: provincial minister

WASHINGTON: Balochistan’s minister for home and tribal affairs, Sarfaraz Bugti, has told the Voice of America radio that thousands of Afghan Taliban were still studying in seminaries across the province.“There are many seminaries where Afghan Taliban are studying, and many are owned by the Afghan Taliban group,” Bugti told VOA’s Deewa Afghan service.Amin-ul-Hasnat Shah, the minister of state for religious affairs, told VOA that funds for most of these madressahs originate abroad, mostly in Arab countries. “The government is monitoring the money trail and how this money is spent and utilised by the madressahs. We want to ensure that these funds are not used for any suspicious activity or to promote extremism through Islamic seminaries in Pakistan.”The schools nurture militants’ ideology and provide foot soldiers for the Taliban, who have been engaged in a bloody insurgency with the US-backed Afghan government for more than a decade,” the report added.According to the report, much of the militant activity was centred in Balochistan, where 5,500 madressahs operate as boarding schools.“Many of them are kept from government scrutiny and are breeding points for terror,” the report claimed.Sediq Seddiqi, a spokesperson for the Afghan Ministry of Interior, told VOA that last month’s terrorist attack in Kandahar that killed five UAE diplomats was planned in Mawlawi Ahmad Madressah in Chaman.

Pakistan COAS On "Damage Control" Visit To UAE

Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, on Monday received General Qamar Javed Bajwa, Pakistan’s Chief of Army Staff.Shaikh Maktoum Bin Mohammad Bin Rashid Al Maktoum, Deputy Ruler of Dubai, was present during the meeting held at Zabeel Palace.
The meeting was also attended by Dr Anwar Mohammad Gargash, Minister of State for Foreign Affairs, ( who has been "very blunt" with Pakistan in the past !) Shaikh Ahmad Bin Saeed Al Maktoum, President of Dubai Civil Aviation and Chairman and Chief Executive of Emirates Airline and Group, and other officials.

Afghan official: Attack which killed UAE officials planned in Pakistan

A senior Afghan interior ministry official has alleged that a terror attack last month that killed six Emirati diplomats in Kandahar was planned in Pakistan.“The attack was planned in Mawlawi Ahmad Madrassa in Chaman, Quetta,” Sediq Seddiqi, a spokesman for the Afghan ministry of interior, told Voice of America.
The United Arab Emirates ambassador to Afghanistan died of wounds sustained in the bomb attack in Kandahar last month that also killed five others. The diplomats were expected to open a number of UAE-backed projects as part of an aid program in Afghanistan. The Taliban denied carrying out the bombing, saying the attack was a result of “internal local rivalry”.VOA said 30,000 madrassas operate across Pakistan, most of them legal and adhering strictly to religious teaching, the report said. “But thousands of them are not registered with the government and are teaching grounds and recruiting points for militants and Taliban, according to Pakistan and Afghan intelligence officials,” it added.

The specific level of intelligence that Afghans have is surprising. I wonder where they get their intel from given that this nation has been devastated by decades long war.

Pakistan’s next economic crisis

Outsiders and the government are cheering strong economic data, but domestic economists remain highly skeptical. Who is right and who is wrong? More importantly is the next crisis around the corner?

Long article with interesting information !
Yes, CPEC, the China-Pakistan Economic Corridor, or the road that nobody in Pakistan can seem to stop talking about. By now, most people are well aware that CPEC is not a $46 billion gift from Beijing to the Pakistani economy, but rather a complicated set of infrastructure investments that will be paid for mostly by Pakistani investors, consumers, and taxpayers in the form of commercial loans from Chinese banks paid back by Pakistani power generation companies and the government, and electricity tariffs paid by ordinary Pakistani consumers. China is not losing money through CPEC, it is making money at every step of the way. The so-called "gamechanger"
Domestic economists, however, find the notion that Pakistan can somehow avoid returning to an IMF bailout program, laughable. For them, it is not a question of if but when Pakistan returns to the IMF seeking a bailout.
Another distinguished economist, Kaiser Bengali said “International agencies only praise the government if it opens the doors for them, it is only their vested interests in the economy that makes them praise the country’s state of economy. As of now Pakistan is selling bonds at 8% rate while Sri Lanka is selling at 5.5%. This shows how much progress we have actually achieved.”
And if one wants to dig even deeper, the reason the government had to seek a bailout from the IMF is because the government of Pakistan spends far more than it takes in through tax revenues, largely because of a decision made as far back as 1947 to not tax the wealthy elite of the country. Instead, the government enforces taxes based on what it has the ability to collect without much effort – likes sales taxes, or transaction taxes on highly documented sectors – but not what it should be taxing, such as the incomes of the country’s increasingly large moneyed elite. On this front, there is unanimous consensus amongst skeptical domestic economists and optimistic global economists alike: the government of Pakistan has done absolutely nothing to substantively solve its tax collection problem and is not even pretending to try.Economists are right to expect that something similar is likely to happen again, in large part because most economic crises in developing countries occur due to balance of payments crises. Pakistan, for instance, does not have a large enough mortgage or consumer financing sector for a housing or consumer lending crisis to bring the economy crashing down, like it did in the US in 2008.

And this article, has not even mentioned the problem of massive corruption and the appropriation of the most of the revenue/funding by the military sector !

US plan against IS includes Pak-Afghan region
https://www.dawn.com/news/1317730/us-pl ... han-region

WASHINGTON: US Defence Secretary James Mattis has delivered to the White House a new plan for combating the militant Islamic State group (IS), which calls for using both military and non-military means for defeating the extremist organisation. As Pentagon officials said that the plan went beyond Iraq and Syria, the commander of the US forces in Afghanistan warned that the IS had a significant presence in the Pak-Afghan region as well.
The United States media reported that the new plan was an updated version of the Obama administration’s strategy of relying on local forces to fight the militants and called for using more US troops than allowed by the previous rulers. The plan also suggests various options for tightening the screws on the terrorist group’s funding. As the Trump administration expanded its plans for defeating terrorists, Gen John Nicholson, Commander of US and Nato forces in Afghanistan, told a military publication that “alliances of convenience” among terrorist networks in Afghanistan and Pakistan was a big concern for the United States.

Talking to a publication of the Combating Terrorism Centre, an academic institution at the US Military Academy in West Point, Gen Nicholson outlined how Al Qaeda, the IS and other militant groups worked together in the Pak-Afghan region.“Al Qaeda is linked to the Taliban, who are not a designated terrorist organisation but a violent extremist organisation, and the Taliban provide a medium for designated terrorist organisations like the Haqqani network, Lashkar-e-Taiba and AQIS. These five form a loose sort of confederation that complement one another and work together,” he said. The general pointed out that the IS, the Islamic Movement of Uzbekistan and the banned Tehreek-i-Taliban Pakistan had also formed a loose configuration. “So, we see these alliances of convenience or where they have complementary goals come together. This is one of our big concerns,” he said.At the Pentagon, officials told various media outlets that these ground realities were part of the comprehensive plan they had submitted to the White House.“It is a broad plan that’s global in scope and not just military, [and] it is not just Iraq and Syria.” An official told CNBC.The plan called for the involvement of “all elements of national power” in a “trans-regional approach”, he added.“Diplomacy is a key part of the plan” that was focused on the IS but was also shaped to include other “trans-regional” terrorist groups, the spokesman said. “This is really a framework for broader discussion.”At the White House, Mr Mattis outlined the plan to the ‘Principals Committee’ of the National Security Council, led by the new National Security Adviser, Lt Gen H.R. McMaster. The committee includes White House chief strategist Steve Bannon and other senior Trump advisers.

The specific level of intelligence that Afghans have is surprising. I wonder where they get their intel from given that this nation has been devastated by decades long war.

This is paki retaliation for Emirati expulsions of pakis.

This is a warning message, sent and received.

Chetak ji, Any Indian in Paki jail is our responsibility but what mechanism is there to identify such people and get them out except for the words of released Prisoner.
I think we need to develop a mechanism with Pakis to get such prisoners out of Paki Jails. Two wrongs don't make a right unless both govts wants to play this game of hostage-ship.
I wonder what benefit does India or Pak acrue by keeping folks in Jail post their sentences.

Ganja's Daughter Accuses "Kaptaan Khan" Of Being "The Bal Thackeray Of Pakistan" :D

Imran Khan opposes PSL final in Pakistan

ISLAMABAD: Pakistan Tehreek-e-Insaf chairman and former cricket hero Imran Khan on Monday opposed the government’s decision to hold the final of Pakistan Super League in Lahore, citing security concerns in the country.Speaking to media shortly after the Punjab government made the decision at a meeting presided over by Chief Minister Shahbaz Sharif, Khan expressed doubt that deploying army and strict security arrangement for the event would make people think that peace has been restored. The "great cricketer" - who has been a thorn in the political life of the Sharif Brothers - speaketh !
Imran Khan said there would no cricket in Pakistan for the next ten years if fear of blast materialized.
The PTI chairman said decision to hold the final in the wake of deadly bombings was madness. Ganja family and Immy fighting for the "heart and soul" of La-Whoris
Reacting to Imran Khan’s statement, Marriyum Aurangzeb asked the PTI chairman not to become Bal Thackeray of Pakistan by opposing the cricket event.
The "reelection chances" of the Sharif family will improve dramatically if this event, can be pulled off without any untoward incident !
The PSL T20 tournament is being played in United Arab Emirates and as part of their efforts to restore international cricket in the country Pakistani cricket officials and the government want to hold the final in Lahore. ( Paki prestige at stake !) Gunmen attacked a bus of Sri Lankan cricket team which was part of a convoy on March 3 2009 in Lahore. At least eight people including six po licemen were killed in the attack.

I think so. Pakistan has been smart in turning every situation to its advantage and providing headaches to India in the process. If there was nothing, it would create a situation.

PSL Final - Edit, DT
Although the Zimbabwean Cricket Team visited for bilateral series back in May 2015, a minor terrorist attack near Gaddafi Stadium Lahore, which the government tried to cover up as a transformer blast, :rotfl: {short circuit in air vacuum} was a serious blow to security measures.

The other thing that caught my eye was the assertion that the
attack on the Sri Lankan Cricket Team, orchestrated by Research & Analysis Wing (RAW)-backed terrorists {first time I am hearing this in English-language Pakistani press}, back in March 2009

‘Fright syndrome’ hits dollar holdings

Stored old dollar bills worth $500m surfaced in the first two months of 2017 as panic stricken savers and hoarders rushed to exchange them at any price. Market sources confirmed a sizeable amount was traded at sub-market rates.

The ‘fright syndrome’ contributed to the sudden surge in dollar flow which eased pressure on greenback supply in the open market, observed market watchers.

The shrinking of the demand-supply gap helped bring relative stability in the value of a slipping rupee. The rupee recovered to 107 after crossing 109 to a dollar some time back.

The warning by the regulator on Feb 20 halted the trading of old dollar bills at sub market rates and further stabilised the situation. The State Bank of Pakistan directed commercial banks and money changers to accept old dollar bills of all designs and denominations at the market rate. It warned that those found flouting the said order would be penalised.

The duality of the exchange rate for old and new dollar bills was highlighted by the media in January. Asked what took the regulator so long to act, a written response e-mailed is reproduced below:

“The SBP has been aware of this recent phenomenon since its beginning and has been dealing with banks/exchange companies individually against whom complaints were made.

Nervous citizens took the preference of commercial banks for new dollar bills as a signal of the old ones going out of circulation

“With the growing number of incidences, the SBP has taken cognisance of the issue at a broader level and made clear to banks that there is no room for quoting different exchange rates for old and new design US dollar currency notes. In case of violation, the SBP may take strict regulatory action against the involved bank or exchange company”.

It is hard to say what triggered the cycle or when but in late Dec 2016 amid heightened dollar demand and post Trump victory in the US, rumours about redundancy of the old design $100 notes started circulating.

Nervous citizens took the preference of commercial banks for new dollar bills as a signal of the old ones going out of circulation. This led to a run on money changers who started ramping up the selling rate for the new dollar bill and pulling down the buying rate for the old design $100 notes.

The depressed exchange rate for old dollar notes has hurt ordinary households who exchanged them for local currency. Many middle class Pakistani households store some savings in dollars to maintain a baseline value against rupee depreciation. The worst impact, however, was borne quietly by dollar hoarders of ill-gotten wealth.

They tried secretly to salvage the value of wades of $100 bills and accepted the loss as a fait accompli. According to an estimate this segment lost, on an average, about 10pc of the value of old design dollars owing to market manipulation.

“Initially I was enraged at the price of the dollar quoted by my currency agent. Soon I realised that it would be wise to endure some loss to avoid a bigger one later. I managed to exchange all of my old notes but after I accepted the rate (Rs100 to a dollar) quoted”, a retired income tax officer from Lahore said.

According to anecdotal evidence money changers pocketed 10-20pc of the market value of old design dollar notes that reached them during the episode.

The margin of the individual dealer depended on his assessment of the degree of vulnerability of the client approaching them with requests, a stock broker also dealing in currency said.

“Money changers, particularly unlicensed ones, made the most out of this. There is no evidence to implicate the government in the old/new dollar episode but it did save them the embarrassment of rupee depreciation”, commented a mutual fund operator.

Most bankers contacted were reluctant to comment.

“In a parallel economy as big as ours it is not easy to accurately trace factors behind market volatility. Sometimes rumours trigger a cycle of reaction leading to market aberrations”, said a senior banker. Cwapistani is trying to state that Cwapistani TOTAL Economy is possibly DOUBLE the Official Economy.

Malik Bostan, Chairman, Exchange Companies Association, blamed commercial banks for the fiasco. “How can they refuse a legal tender? But they do all the time. We are intermediaries and pass notes that we receive”.

“We do export foreign currency stocks to Dubai to our sister companies there but only after authorisation from the State Bank. The operation involves physical cost and time”, Bostan said justifying the spread between the official and market rates for currencies.

He insisted that licensed companies operate within legal confines and suspected unlicensed operators of mischief. “In January, according to our estimates, the demand for dollar in the kerb market was of $5-8m against the supply of $2-3m. How can our members be blamed if the dollar rate started climbing?” he defended his sector.

A respected retired banker was caught unawares when reached over phone for his comment.

He said, “the US had not demonetised any currency note in over 100 years. It did introduce advance security in a new series. People who park savings in dollars ought to know this”.

Three points emerged from the market as key factors for creating the situation: First, the thought that after the sudden demonetisation in India, the same can be repeated by other governments.

Second, an erratic and unpredictable Trump could do anything at will; and third, the low credibility of the government regarding dollars, recalled by the foreign currency account freeze of 1998.

This certainly doesn’t auger well for the future of the federation.Formalisation of the policy of racial profiling of Pashtuns in Punjab is yet another challenge for federal democracy and rule of law in Pakistan. Much of the future will depend on response to such challenges. This veteran politician is sounding an indirect warning to the Pakjabi Establishment !

Indeed. It looks like the fissures seem to be getting larger and coming out into the open. This should make for some very interesting times within Pak, as though they don't have enough problems already....

And the opinion pieces condemning vilification of Pashtuns continue. Here, career journalist Imtiaz Gul posts some impressive data showing Punjab is the epicentre of terror, thanks to state policy, and even reminds everyone that OBL,was not Pashtun (though he doesn't come out and say, "though he was a guest of ours...", it sure seems that was implied)

Pushtoon profiling is good for us, may be we can leverage this and create more awareness among Pushtoons about Durand line and widen the rift between them and pakjabis. When you see a small hole in a fabric, widen it till only a huge hole and no fabric remains.

Two transgender Pakistanis tortured to death in Saudi Arabia
The Express Tribune > Pakistan

PESHAWAR:
Two transgender persons, both natives of Khyber-Pakhtunkhwa (K-P), died on Tuesday after being subjected to torture allegedly by Saudi police in Riyadh for dressing up as women in public.Thirty-five transgender people were arrested by a law enforcement agency for cross-dressing, which is a punishable offence in the kingdom.A rest house was raided where a ‘Guru Chela Chalan’ gathering, a formal meeting of Khuwaja Sara in which they choose their Guru (leader) and Chelas (Students), was taking place.Amna, 35, who belonged to the Mingora area of Swat and Meeno, 26, who was from Peshawar died in police custody. The police allegedly packed them in sacks and thrashed them with sticks in prison. India asked the US authorities to investigate the recent senseless murder/ assault on two of it's citizens in a Kansas bar ; will Pakistan do an = = and ask for the same of the Saudi authorities, or they will walk on "egg shells " when it comes to dealing with the "strategic ally and also because the victims belong to the "transgender" category
Colonel Fawaz bin Jameel alMaiman, the police’s media spokesperson in Riyadh, told a local news agency that the field-control management  ( AKA "religious police " ?) had the site under constant surveillance. Women’s clothing and jewellery were also recovered from the rest house.
“Majority of the arrested, belong to K-P and the others from other cities of Pakistan. Torturing humans after throwing them into bags and beating them with sticks is inhumane,” said Qamar Naseem, a transgender rights activist. While 11 were released later after paying a fine of 150,000 riyals, 22 are still in police custody, Naseem added. The suffering ended for these two after being physically tortured, however, the rest are still languishing in Saudi jails, he added. So, the recent assurances issued by the Saudi authorities, with reference to the transgenders, that they will be treated as "equals" ( and reported as such in the Paki press !) was all a Big BS
Speaking to The Express Tribune, Farzana, a transgender person, said that if they were involved in any illegal activity the police should take them to court instead of thrashing them like animals.”Ending someone’s life without a court ruling is in itself illegal,” Farzana said. She claimed the kingdom would not even allow a transgender person to perform Hajj or Umrah. The ‘Kabbah’ is not their property — it is god’s property and every Muslim has a right to visit, she added.
Farzana should not throw caution to the wind ! Thrashing the "Head Of The Two Holy Mosque" and a "strategic ally" in the Paki press is probably not a good idea!
In 2016, local media reported that the Saudi consul-general in Islamabad, in a notification issued to the Travel Agents Association of Pakistan (TAAP), warned against granting visas to transgender persons for Umrah pilgrimage.TAAP has denied receiving instructions from the Saudi government for not issuing visas to transgender persons who wish to visit the holy land. Pakis should know, by now, that in Saudi, policies are not made or followed on a consistent basis; everything depends on the "mood" of the higher ups or is he having a "bad day" on that particular morning !
