In an address to bureaucrats in July 2009, President Zardari said: "Militants and extremists were deliberately created and nurtured as a policy to achieve some short-term tactical objectives. Let us be truthful to ourselves and make a candid admission of the realities. The terrorists of today were the heroes of yesteryears until 9/11 occurred and they began to haunt us as well"

In Nov. 2009, Prime Minister Gilani admitted to the support for terrorism by Musharraf as "running with the hares and hunting with the hounds".

When Bush warned the Pakistanis in August 2008 of their support to Al Qaeda, Afrasiab Khattak, President of Awami National Party (ANP) said this: "The question is why it has taken the Americans so long to see what the ISI is doing. We’ve been telling them for years but they wouldn’t buy it.". See here.

In an interview to the BBC as far back as on Feb. 13, 1994, Benazir Bhutto admitted how she handed over to Rajiv Gandhi the complete list of Sikh activists colluding with the ISI in terrorism in the Punjab. Later, Nawaz Sharif described this interview as a faux pas.

Apart from these, of course, numerous Pakistani commentators, analysts, and editors have openly admitted to terror as a state policy.

Why Did Pakistan's Spy Chief Make a Secret Trip to China?
Pasha's China trip has been interpreted by some as a tacit act of defiance—a reminder to his American counterparts that the Pakistanis can always look east to their “all-weather” friend across the Himalayas rather than bend the knee to the will of the U.S.

But it also may be a sign of China's growing disquiet with Pakistan. Another top-ranking Pakistani military officer, Lt. Gen Wahid Arshad, had already conducted a considerable tour of China just weeks ago in a bid to improve ties. A few analysts have suggested that Pasha's trip — couched in vague terms about building a “broad-based strategic dialogue” — may have been less a visit and more of a summons.
Chinese officials claimed the attacks in Kashgar were authored by the shadowy East Turkestan Islamic Movement, a jihadist organization of mostly ethnic Uighurs, a Turkic Muslim minority that comprises the majority in the far-western Chinese region of Xinjiang. China routinely invokes the specter of the terrorist threat when cracking down on dissent in the restive region. Yet disturbances there tend to be triggered more often by social discontent — many Uighurs chafe at state policies they deem discriminatory and marginalizing — than militant connivance. Pasha's presence in Beijing may mark Beijing's continued efforts to root out Uighur dissidents and sympathizers beyond China's borders, as it has already done in Kazakhstan.

Over the past year or so, advertisings in Khyber Pakhtunkhwa, Punjab, and now Sindh, have all asked for ‘Non-Muslims’ to apply for positions of ‘sweeper,’ and ‘sanitation worker.’
...we are a deeply religiously biased society and are extremely caste ridden.
For non-Muslims, life in Pakistan is a double whammy. Not only are they second class citizens due to the mere fact that they are not Muslim but also because a large number of them belong to lower castes
Pakistan too is very caste conscious and that we are simply, and deliberately, oblivious of it.
A large number of Muslims even don’t marry outside their ‘caste,’ and largely familial and friendship relations rely on caste — biradari — networks. Caste consciousness has become such an integral part of our society that we don’t even feel it, or even think that it is wrong.
For the Christians, the partition of 1947 was an odd phenomenon. Since the division was between Muslims on one side, and Hindus and Sikhs on the other, they were caught in between. But since they were religiously closer to Muslims, they preferred living in Pakistan because they thought that this country would treat them better.
But little did both the Hindus and Christians know that living in Pakistan would become a constant reminder of their inferior status as citizens and also as humans in a stringent social hierarchy.

IMF data bloats Pakistan forex reserves by $3bn

ISLAMABAD: The International Monetary Fund (IMF) has overstated Pakistan’s foreign currency reserves by a whopping $3 billion for outgoing fiscal year, denting its credibility, which has already come under criticism because of huge variations between its projections and actual results.

However, the IMF’s data released late last week suggested that Pakistan’s external financing requirements would rise to $17 billion in the next fiscal year, but the global lender did not show any negative implication on the official forex reserves.

On June 16, the IMF issued a communiqué after concluding Article IV consultations, showing official foreign currency reserves to be at $18.5 billion by the end of this fiscal year. However, the figure appeared totally off the mark.

Global lender warns of risks to Pakistan’s economic stability

As of June 9, forex reserves held by the State Bank of Pakistan (SBP) stood at $15.3 billion, the central bank’s data showed.

It is highly unlikely that the country will be able to increase the reserves level to $18.5 billion over the next two weeks, particularly at a time when the reserves have come under massive pressure because of rising trade deficit.

The $15.3 billion foreign currency reserves are also $5.5 billion less than what the IMF had projected in its 12th review report on Pakistan’s economy, released in October last year.

Independent experts and sources in the Finance Ministry said that such huge variations in projections demonstrated that Pakistan’s external account was deteriorating at a much rapid pace than projected by both the IMF and Pakistan government.

Instead of addressing structural issues, which would have attracted non-debt creating inflows, the Finance Ministry preferred to obtain expensive foreign loans for inflating its reserves, they said, adding that this practice was now proving to be costly.

“Projections were made in the context of Article IV discussions in early April based on current account trends and expected financing at that time,” said an IMF spokesman in response to a query.

Hefty tax breaks result in whopping Rs415.8b dent

The overstatement of official foreign currency reserves was not an isolated incident.

During the three-year period of the $6.2 billion IMF programme, the global lender struggled to project near-reality picture of exports, imports, external debt and current account deficit. The huge gap between its projections and end-year results exposed the country to many risks.

For the outgoing fiscal year 2016-17, the IMF had originally projected the current account deficit at 1.5 per cent of Gross Domestic Product (GDP) or equivalent to $4.5 billion. However, now it has revised the deficit projection to over $9 billion, which is double than the original projection, bringing the foreign currency reserves under pressure.

Reliance on borrowing: Cost of public debt eats up 45% of revenues

At the beginning of the fiscal year, independent economists said that current account deficit would be close to $8 billion by the end of the fiscal year 2016-17 but Finance Minister Ishaq Dar dismissed their projections.

New fiscal year’s projections

For the new fiscal year, IMF’s detailed note suggests that Pakistan’s external financing requirements would touch an unprecedented $17 billion. In its June 16 note, IMF had stated that Pakistan’s current account deficit would be 3.2 per cent of GDP, or $10.6 billion.

However, in its Annual Plan 2017-18, the federal government put the current account deficit at $8.6 billion, or $2 billion lower than IMF’s projections and $4.4 billion lower than the projections of independent economists.

Moreover, external debt repayments for the new fiscal year have been projected at $6 billion, bringing the total financing requirements to $17 billion.

Occasionally, someone or the other points to a defective or defunct link and if possible it is set right. This is a problem with URLs because websites archive or delete linked material. Personally, I download material of interest to me in order to avoid this type of situation, or put them in vaults such as Evernote etc.

If you can point out unworking links and if BRf members find a fix, we can update them.

Added later: There are two issues that I found. One was some URL migration/relocation/archive issue. The other was that when a new thread was started after the previous one was manured, sometime back, the first post was cut & pasted without the pHp mark-up. I have now corrected some of them now. Would do more as and when I find some time. Thanks, SaraLax for pointing out.

Pakistan, Afghan envoys in US trade barbs at Washington moot - DAWN
Afghanis­tan cannot blame Pakistan for all its ills, as terrorist attacks happening there originate in that country, says Ambassador Aizaz Chaudhry, Islamabad’s envoy in Washington.

His Afghan counterpart Hamdullah Mohib argues that Afghanistan is not alone in blaming Pakistan; other neighbours, including Iran, also accuse it of interfering in their internal affairs. “Only the fish (of the Arabian Sea) do not because fish do not complain.”

The two ambassadors met on Monday afternoon in a dialogue on ‘Pakistan & Afghanistan relations, diplomacy & security challenges’, organised by a Washington-based think-tank, Indus, at Carnegie Endowment. {Poor Pakistani Ambassador. While Ambassador Chaudhry stressed the need for a dialogue, reviving the quadrilateral peace process and seeking a political solution to the Afghan conflict, Mr Mohib was not in a reconciliatory mood.

He not only accused Pakistan of stirring troubles in Afghanistan but also asked other nations, like China and the United States, not to give weapons to it. “One day, those weapons will be used against you,” he warned.


He was obviously emboldened by media reports that the Trump administration was ready to harden its approach toward Pakistan to crack down on militants who use their alleged hideouts in the Federally Administered Tribal Areas for launching attacks into Afghanistan.

Washington’s options

One report claimed that National Security Adviser Gen H.R. McMaster had told Pakistani officials that the US could attack targets inside Pakistan if American hostages held by the Afghan Haqqani militants were killed.

Reports in the US media claimed that the Trump administration was considering various options, which included expanding drone strikes, redirecting or withholding some aid and eventually downgrading Pakistan’s status as a major non-Nato ally.

But there are elements within the US administration that oppose taking such tough measures against Pakistan.

They argue that America’s close ties with India are already pushing Pakistan away and such harsh measures would further reduce Washington’s influence in Islamabad.

Whether motivated by these reports or other factors, the Afghan ambassador minced no words in attacking Pakistan in the dialogue.

“Military grade explosive were used in last month’s truck-bomb attack in Kabul” that killed more than 90 people, he said. “Those are not produced in ungoverned spaces of Afghanistan.”

Ambassador Mohib said that there were several “real issues” in working with Pakistan.

“We must work with Pakistan, yes. Which Pakistan? The one occupied by the military or the civil government?” he asked.

“Policies are made by the military. We are talking about today’s military that has a liberal mindset and uses extremism as tool for foreign policy. This new generation trained by Dawa institutes of Zia. We are seriously concerned about that generation.”

Ambassador Chaudhry began politely, expressing Pakistan’s desire to stay engaged with Afghanistan. “Time and history has shown that when Afghanistan was unstable, instability came to Pakistan as well,” he said.

“We have a genuine interest in a stable and prosperous Afghanistan.”

Mr Chaudhry said the Pakistani economy had stabilised and the country did not want to jeopardise that by seeking instability in Afghanistan.

He said that after the Tora Bora bombing in Afghanistan, militants came to the northern parts of Pakistan, but it had eliminated them from those areas at a huge cost, as 6,000 Pakistani soldiers had laid down their lives in those operations.

“Now peace has been restored and the economy is getting better. Investments are coming. These gains are at risk if Afghanistan does not become stable,” he said.

Kabul govt control

Ambassador Chaudhry pointed out that the government in Kabul did not have control over the entire country and militants were using those areas for carrying out their activities, such as the militant Islamic State (IS) group in Nangarhar, which was a matter of concern for Pakistan. “We are ready to contribute to peace in Afghanistan in whatever way possible,” he said.

“Glad to see the Pakistani economy picking up. So is the Afghan economy,” said Ambassador Mohib, but alleged that the global heroin trade was a third of the Pakistan economy and human trafficking and smuggling also contributed to it.

“We are at threat from these criminals who are threatening to take over,” he said. “No dialogue will succeed unless we are candid. We know what our objectives are. We don’t know what are Pakistan’s objectives.”

Mr Mohib said Afghan President Ashraf Ghani had “invested huge political capital” in ties with Pakistan but now he stated that Pakistan was engaged in an undeclared war.

“Nothing new, we have heard this mantra for the last few years,” Ambassador Chaudhry responded. “But we decided not to engage in blame game. It will not help any country.”

He told his Afghan counterpart that it’s “too simplistic to say Pakistan is responsible for all ills of Afghanistan,” and while doing so, the accusers ignored their own problems such as weak governance, corruption, drug trade and economic stress.

“Academically speaking, if the Pak-Afghan border is sealed completely, will it fix Afghanistan?” he asked. “We should show a friendly spirit, which was shown in Astana recently between President Ghani and PM Nawaz Sharif.”

He urged both countries to devise a mechanism to coordinate efforts to defeat terrorism.

As long as they dont commit troops it wont change the result, Jawheel sharif is neither prophet nor Mcaurther and even with all the shiny toys, the troops on ground are poorly trained and very poorly committed. The result might change from outright beaten to contain losses.

They are darned if they commit (one against another on ummah biraadar) and troops diversion from our border.
and darned if they dont (spanking from both masters)

Obviously they can get 'innovative' and raise a few brigades and squadrons from petrodollars, but seems difficult in low oil price environment

More than their shooting capabilities, I am amused with their detection capabilities. I strongly suspect that this is one of these drone shooting prank that they tried with us sometime back, afterwards they realized that it was their drone only.

An Anti-Terrorism Court (ATC) on Wednesday acquitted two accused in the Sri Lanka cricket team attack case. Obaidullah and Ibrahim Khalil had been accused of providing arms and training to the terrorists involved in the attack on a visiting Sri Lankan cricket team in Lahore on March 3, 2009.
The doors of international cricket in Pakistan had, till recently, closed as a result of the incident.
Representing the accused, Advocate Rana Baleegh had argued that the allegations against his clients were false and baseless.

In one fell swoop, and without once mentioning Pakistan or the US, India yesterday came down heavily on both countries, as well as on the UN, for their collective inaction on safe havens for terrorist groups in Pakistan.

However, Syed Akbaruddin, India's envoy at the UN, did make sure he mentioned the Taliban, the Haqqani Network, Al-Qaeda, Daesh, Lashkar-e-Toiba and Jaish-e-Mohammad, in his speech Wednesday at the United Nations Security Council (UNSC), on the security situation in Afghanistan.

And, by raising questions about how and why terrorist groups in Afghanistan continue to get away with their agenda of violence, Akbaruddin didn't need to name Pakistan and the US to make absolutely clear whom he was talking about.

"Clearly, the international community is dealing in Afghanistan with an adversary who is not averse to flagrantly violating international humanitarian and human rights laws; an adversary flush with resources, weapons and operational support; an adversary that has access to sanctuaries outside the sovereignty of Afghanistan and operational command of the international forces deployed there; an adversary that sees no reason or incentive to give up violence and participate in the creation of a democratic, united, stable, secure and prosperous state," Akbaruddin said.

Kabul has for long blamed terrorists in Pakistan's safe havens+ for the attacks on Afghanistan. The US has also acknowledged - many times - the existence of such safe havens in Pakistan+ and various state forces' support to them. And yet, US military aid to Pakistan continues.

That's what Akbaruddin was alluding to when he said the situation in Afghanistan "can't change" when participants on the international stage "can't or are unwilling to see" the various state and non-state agencies roiling the situation there.

"This we believe, for a long time, has remained the conundrum that the international community has faced in Afghanistan. The international community's collective inability and unwillingness to see the problem for what it is has inflicted huge costs on the people of Afghanistan," India's UN envoy said.

Akbaruddin held even the UNSC culpable for Afghanistan's security situation.

"While no two conflicts are comparable, one wonders why, despite the worst possible violence witnessed in Afghanistan, this Council doesn't think appropriate to meet more often than at routine quarterly debates on the situation in Afghanistan," said Akbaruddin
, taking a jab at one of those very "routine quarterly debates" he was participating in, thus underscoring his message.

Here are some of the questions Akbaruddin raised in his debate on Afghanistan:
- "... where are these anti-Government elements getting their weapons, explosives, training and funding from?
- "Where do they find safe havens and sanctuaries?
- "How is it that these elements have stood up against one of the biggest collective military efforts in the world?
- "How is it that these elements collaborate with the world's most dreadful terrorists in killing and brutalizing the Afghans?"


Akbaruddin further said international bodies must not differentiate between 'good terrorists and 'bad terrorists' or play one group against the other.
"The Taliban, Haqqani Network, Al-Qaeda, Daesh, Lashkar-e-Toiba, Jaish-e-Mohammad and others of their ilk are all terror organizations, many of them proscribed by the UN. They should be treated like terrorist organizations with no justifications offered for their activities," he said.


India's UN envoy said India, unlike most, is standing with Afghanistan. He mentioned the direct air corridor New Delhi set up between the two countries which became operational earlier this week, "overcoming the obstructions our two countries have faced in connecting and trading with each other."

"We see a growing tendency of treating violence in Afghanistan as a routine. Brutalities by terrorist and criminal networks are ignored under the label of anti-Government elements or a consequence of a civil and political conflict," he said.

"In the last few months, Afghanistan has faced some of the worst attacks on its territories. Attacks on hospitals, schools, funerals, or international development agencies and diplomatic missions seem to be aimed at sending a message to a nation trying to stand on its feet. We salute the Afghan National Security Forces who are doing their best in countering the forces of terrorism and extremism which strike persistently one after another," Akbaruddin further said.

I dont understand why, in UN speeches, india only "alludes" to, "without naming points fingers to" pakistan. Why can't the diplomat say "pakistani government sponsored terrorism needs to end".

History is replete with terms like "country at the western border", "our neighbour", "cross-border firing", "militant infiltration" etc etc... Nehruvian foot in mouth disease.

Drone strikes violate Pakistan's sovereignty: FO
Foreign Office (FO) Spokesperson Nafees Zakaria on Thursday said that drone strikes are against Pakistan's sovereignty.
The FO's statement came a day after a Pakistan Air Force JF-17 Thunder jet shot down an unmanned Iranian drone allegedly on a spying mission in Balochistan's Panjgur area.
Islamabad had notified Tehran of the development
"Pakistan is taking action against all terrorist groups and is determined not to allow its soil to be used against any country," Zakaria said.
So, let me get this right. According to the FO,

1. Bakistan is against drone strikes
2. Bakistan shot down an unarmed eyerainian drone on a spying mission
3. Bakistan promptly informs tehran about the shooting
4. While their UN rep is crowing to the rest of world that bakistan does not have any terrorists on their soil, their FO is claiming otherwise ("Pakistan is taking action against all terrorist groups... not to allow its soil to be used against any country")

That's one screwed up kabila.

China today asked the US to respect Pakistan’s sovereignty and backed its all-weather ally for being on the “forefront” of the fight against terrorism, amid reports that the Trump administration is exploring tough measures against Islamabad for harbouring militant groups.

“Pakistan is an important country in South Asia. Peace, stability and economic development in Pakistan serves the interest of regional countries and people,” Chinese Foreign Ministry spokesman, Geng Shuang told the media here.

He was responding to reports that the US is exploring hardening its approach toward Pakistan to crackdown on Pakistan-based militants launching attacks in Afghanistan.

“Pakistan is on the forefront of global fight against terrorism. It has been firmly opposing terrorism and has made important sacrifice and contribution to fighting terrorism and maintaining regional security and stability,” Geng said.

The foreign ministry spokesman said the international community should acknowledge that and support the counter terrorism efforts made by Pakistan on the basis of respecting the sovereignty and territorial integrity of Pakistan.
China wants to be seen supporting Pakistan to the hilt, is sending a message to us on where it stands in Masood Azhar case etc. More than that, IMHO, it is warning us not to bomb the Chinese construction activities in POK, a real possibility at some point of time IMHO.

Pakistan's BAT attack in J&K: 2 Indian soldiers martyred, one attacker killed - ToI
Two soldiers were martyred in Jammu and Kashmir's Poonch district after Pakistan's Border Action Team (BAT) attacked Army's patrol party along LoC, Army said.

One of the attackers was injured in the Indian retaliatory action and his body was extricated under the cover of heavy firing by the Pakistani troops from their posts across the LoC, an Army official said.

"The attempt to intrude was foiled today at 1400 hrs by our vigilant jawans. This was BAT's third attempt this year in the area," Jammu-based defence spokesperson said, adding, "Unfortunately, our two brave jawans were martyred during heavy exchange of fire."

He also said that one armed intruder has been gunned down by the Army patrol team.

"Pakistan's BAT team intruded 600 metre within Indian side of Line of Control and 200 metre from their own posts," he said.

The Border Action Team (BAT), which generally comprises special forces of the Pakistan Army and some terrorists, carried out the attack at around 2 pm with the aid of cover fire by the Pakistani troops from their posts, an official said.

The official said the Indian Army's 'Area Domination Patrol' was "targeted by the armed intruders and exchange of fire occurred."

While the firefight was going on, the Pakistani posts resorted to heavy firing, the official said.

"The operations are in progress and heavy exchange of fire is going on," he added.
The BAT actions have been on-going for years now. But, this particular action is triggered by the Oval victory, IMO. From my experience, the Pakistanis, who are usually down and out because of lack of any positive and morale-lifting activities by their nation, become hyper with (false) bravado once anything remotely worthwhile happens. Swagger and strut that had deserted them, return immediately and usually leads to some terrorist action or loose-cannon type words against India. For an Army that feels every day that believes that no action against India is a wasted day, it is a golden opportunity. After the recent victory, the ISPR tweeted some 'tough message' to us, unusually for a military to do so. But, then, what is Pakistani military if it is not unusual! Now this has happened. I am unable to consider this as purely coincidental.

After hearing both sides, Justice Salahuddin Panhwar decided to send Ravita, alias Gulnaz, to Darul Aman for a day where she will be able to see her mother.
June 23 has been set as the date for next hearing in the case.Ravita had earlier claimed to have embraced Islam in the presence of Pir Mohammad Ayub Jan Farooqui, an Islamic preacher, near the Samarro town of Umerkot district. Pirs are "dime a dozen" in Sufi (inspired) Sind !

Pakistan to tighten visa regime with China
ISLAMABAD: In order to regulate the process of issuing visas to Chinese nationals, the Ministry of Interior on Wednesday decided to tighten the relaxed visa regime, especially for Chinese citizens visiting Pakistan on business or work-related visas. Chinese nationals seeking business visas would have to present an invitation from a recognised body at any of Pakistan’s missions in China. The ministry has also decided to discourage :roll: long-term visa extensions for Chinese citizens.
Taking note of a few incidents where forged documents of ghost companies were presented to embassies, the ministry decided that in the future, business visas and visas-upon-arrival would only be granted to those Chinese nationals who could produce invitations or assignment letters. Some unscrupulous Chini companies have been known to take financial advantage of the "innocent Pakis" as recently happened in KP province .
These are just interim stop gap measures, just to reassure the Paki Aam Abduls that their Goberment is still alive and kicking and up to the task. In the long term Pakistan will become a "satrap" of China :mrgreen:

What does 'tightening' means? Chinese are virtually buying up Pakistan. With CPEC investment, they also hold a very large stick over Pakistan.
Does Pakistan dare refuse a visa to a Chinese? It would be like denying a hunting License to the Emiratees or Saudis, or shooting at a US Drone! Get real!

Jadhav Mercy Petition To Bajwa !
Convicted Indian spy Kulbhushan Jhadav has submitted a mercy petition to Chief of Army Staff General Bajwa, Inter-Services Public Relations said in a statement issued on Thursday.“In his plea, Commander Jadhav has admitted his involvement in espionage, terrorist and subversive activities in Pakistan and expressed remorse at the resultant loss of many precious innocent lives and extensive damage to property due to his actions,” said the statement."Seeking forgiveness for his actions he has requested the Chief of Army Staff to spare his life on compassionate grounds." The military's media wing also released a second confessional video of the convicted Indian spy.
Now it is up to Bajwa to accept this "mercy petition" ! At least , from this , one can only hope that Jhadav is still alive, but in what condition who knows!!!

WASHINGTON: A top Muttahida Qaumi Movement (MQM) leader met with Senator John McCain and briefed him about the crackdown on his party members by Pakistan's security forces in the port city of Karachi.MQM convener Nadeem Nusrat told McCain, who chairs the powerful Senate Armed Services Committee, that liberal and progressive political party MQM is facing state oppression whereas Islamic militant groups are being harbored in Karachi. McCain is powerful in the Pentagon Establishment. He can do something to ease the pressure of MQM. If he wants to do it !
"MQM Convener Nadeem Nusrat met with Senator John McCain and briefed him about the crackdown on MQM and Mohajirs by paramilitary Rangers in Karachi," the MQM said in a statement.Nusrat along with another local MQM leader met McCain during an event in the Virginia suburb of Washington DC.The MQM, Karachi's biggest political party, is facing a crackdown after its former self-exiled leader Altaf Hussain in London last year delivered an anti-Pakistan speech and asked his workers to launch attack on media.
The MQM leader asked questions regarding the US military aid to Pakistan despite its close ties with the Haqqani network and the Afghan Taliban, and gross human rights violations by the Pakistan Army in Karachi and Balochistan, the statement said.
In response, McCain said Pakistan has a ceremonial civilian government, whereas the real power is with the army.
