US Envoy to Afghanistan-Pakistan Named After Outcry Over Expected Office Closure
U.S. Secretary of State Rex Tillerson recently named Alice Wells, a career Foreign Service Officer (FSO), as the acting Special Representative for Afghanistan and Pakistan, a spokesperson confirmed to VOA on Thursday. Wells, the acting assistant secretary for South and Central Asian Affairs, will work to integrate the operations of the two offices. The State Department is at the beginning of a process to determine the bureaucratic and management steps required.The appointment came with little fanfare at a time when there is increasing attention on the expected closure of Office of the Special Representative for Afghanistan and Pakistan (SRAP), which is part of the planned downsizing and restructuring of the State Department.
Critics said it prompted confusion about U.S. diplomacy in the region where nearly 10,000 American troops are deployed. Wells assumed the duties June 26, according to the State Department. The appointment also came at a time when President Donald Trump’s administration is reviewing the U.S. strategy for Afghanistan and Pakistan. The discussion of “South Asia strategy” includes the possibility of sending more troops to Afghanistan, as well as examining new ideas in Washington’s dealings with Pakistan.
“Ambassador Wells is ensuring that the department’s approach to Afghanistan and Pakistan is integrated within our broader approach to the region,” a State Department spokesperson told VOA. “Ambassador Wells brings over 28 years of experience as a career Foreign Service Officer to the position. She was previously U.S. Ambassador to Jordan and has also served in Islamabad, New Delhi, Moscow, Riyadh, Dushanbe, at the White House, and throughout the department,” the spokesperson added. Laurel Miller, the State Department’s former acting special envoy for Afghanistan and Pakistan who was on loan from the RAND Corp., left the office of SRAP June 23.

‘Pentagon responsible for S. Asian nuclear situation’ - Larry Pressler in conversation with The Hindu
It is the faulty policy of continuous U.S. support to Pakistan’s military generals that has turned South Asia into a nuclear flashpoint, former U.S. Senator Larry Pressler has said. Mr. Pressler, known for the legislation that forced President George H.W. Bush to suspend aid to Pakistan in 1990, said the U.S. must designate Pakistan as a state sponsor of terrorism. The Pressler amendment required the President to certify annually that Pakistan did not possess a nuclear device.

Mr. Pressler spoke to The Hindu in an interview, coinciding with the launch of his book Neighbours in Arms: An American Senator’s Quest for Disarmament in a Nuclear Subcontinent , by Penguin Random House. The former Senator said the Pressler amendment was diluted and finally scrapped, as the arms manufacturing lobby and the U.S. Defence Department wanted supplies to continue. Holding the Pentagon responsible for the nuclear situation in South Asia, Mr. Pressler said: “I don’t think either Pakistan or India would have gone ahead with nuclear weapons if we were sincere about non-proliferation.”

Continuous warfare

Mr. Pressler said American foreign policy has been a continuous warfare for several decades now. “The Pentagon and their allies are for arming everybody. I can’t say the Pentagon gave Pakistan the nuclear weapons directly, but they could have stopped it easily,” he said, adding that American generals preferred to deal with dictatorships rather than a democracy like India.

The former Republican senator who endorsed Hillary Clinton in the 2016 presidential election is of the opinion that President Donald Trump and Prime Minister Narendra Modi could make good partners, but pointed out that “India has fallen into the same trap” of endless arms purchase from the U.S. “I am very saddened that a great part of the so-called great new relationship is military sales relationship. President Trump has spoken about all these American jobs because of these arms going to India...” He said India-U.S. ties have a bright future “but we (the U.S.) have to recognise that India is our friend, India is our soulmate.”

Super alliance

“We tear India down when our generals fly down there and encourage the ISI (Pakistan’s intelligence service). We need to stop doing that. We need to create a super India-U.S. alliance, one that is based on trade and development, and not based on arms trade,” he said.

Asked about his observation in the book that Mr. Modi has learnt to deal with the American system, Mr. Pressler said: “I am very hopeful about Modi. He seems to be much more flexible than I had expected. Modi is a phenomena to me, in the sense that... he was barred from entry to the U.S. — unfairly — when he was chief minister. There is a possibility that Trump is not hidebound by any previous thoughts. He could be the man who could change things. I am hopeful,” he said. According to Mr. Pressler, the appointment of Lisa Curtis as Senior Director for South and Central Asia at the National Security Council by Mr. Trump is indicative of fresh thinking. “She has got this thing... terrorism and South Asia figured out.”

Pakistan loses textile export share in world market by 23pc

ISLAMABAD: In a mammoth blow to exports, Pakistan has lost its textile export share in global market by 23 percent from 2.2 percent to 1.7 percent raising questions on economic and trade policies of government functionaries, unfolds the latest presentation on restoration of viability and growth of textile industry prepared by Aptma.

“The investment in textile and clothing massively declined by 44 percent in 2016-17 on account of which, the country’s textile production capacity has got impaired by 30-35 percent owing to which 150 industrial units have become non-functional resulting in 30 percent unemployment. More shockingly, the textile industry of Pakistan lost 15 percent technological edge advantage over competitors.”

Following the non-performance of the textile sector on account of highest cost of doing business in the region, Pakistan is now facing the highest ever trade deficit of $35.609 billion and external deficit has swelled to $16.305 billion. The Aptma presentation also mentions as to how the other competitive countries have performed far more better than Pakistan showing that Vietnam is the country that ranked first showing 107 percent in growth in textile and clothing exports followed by Bangladesh with growth of 64 percent in exports of the said items, India with 31 percent, Sri Lanka 20 percent growth whereas Pakistanstayed in the red zone with negative growth of 11 percent. Never mind. CPEC - the Game Changer will also become the "Cure All"

Aptma also came down heavily on the government saying that the bilateral trade agreements meaning by that free trade agreements (FTAs) finalized with various countries are faulty and failed to provide the level playing field to the real stake holders, export- oriented industrial sector. The country's perception stagmatised with law and order situation owing to which the militants activities has resulted in barring the investors from traveling to Pakistan through travel adviseries. Though the situation has improved on account of military operations against militants, but there is a need to launch the drive on part of the government to change the country’s perception so that the existing reluctance between the buyers and investors.

The presentation also reveals that prime minister’s export led growth package has got reversed as despite the shortage of cotton-- 3.8 million bales, 4 percent customs duty and 5 percent sales tax has been re-imposed. It also mentions that energy cost is more than 30 percent of the total conversion cost in spinning, weaving and processing industries. And the industrial gas tariff of Pakistan is 100 percent whereas electricity tariff is 50 percent higher than the regional competitors. More importantly, gas is burdened with various add-ons, including (GIDC, UFG and cost of supply) and textile industry cannot pass system inefficiencies to its international buyers.

Aptma Chairman Aamir Fayyaz, while talking to this scribe, demanded zero rating of raw materials for the textile industry, reducing cost of doing business, resolving the liquidity problems and filling up the policy-implementation dividing immediately to ensure restoration of the industry’s viability and revival of the export potential of the country.

Fayyaz said the high cost of doing business, shortage of liquidity, the ongoing policy-implementation divide and realisation of only Rs03 billion out of Rs180 billion textile package are a few major concerns of the industry at present. How about the GREATEST Drawback i.e. an uneducated Work Force

He added that the viability of the textile industry has been eroded fast but the government was not able to pay required amount of attention to it. He pointed out that the production capacity worth $4 billion has been closed down all across the textile value chain, besides an potential $12 billion exports through conversion of basic textile into the value added garments. He said both the earliest revival and growth of textile industry is a must to steer the industry out of a bad shape and contribute to the exports of the country. He capsuled the dreadful state of affairs in the industry by stating that the production capacity has been impaired by 35 percent across the textile value chain. Textile exports have declined by 11 percent, its global market share has reduced by 23 percent, investment in the sector has dropped by 17 percent and 30 percent of the unemployment has already been redundant.

He also pointed out that growth of textile and clothing exports are in negative zone in Pakistan against an exponential growth recorded in the competing countries during 2011 to 2017.

He said the energy cost of industry in Pakistan is highest in the region that has reached to 30 percent of the cost in spinning, weaving and processing sectors. Both electricity and gas tariff are higher by 30 and 60 percent respectively in the region. Meanwhile, an additional burden of Rs3.63 surcharges of various nature has crippled the industry, and it is unable to pass on this cost to the international buyers, he added.

Seeking revival-and-growth-focused measures to enable this industry to increase production, employment and exports in the larger economic interest, he has demanded full realisation of Rs180 billion textile package announced by the prime minister in January this year, duty/tax free import of cotton and polyester staple fiber, liquidation of all outstanding refunds of sales tax, withdrawal of all electricity surcharges, supply of RLNG at Rs400/MMBTU and strengthening of domestic commerce through tariff/non-affiliated measures to counter informal trade and dumped imports.

Countries identified as “terrorist safe havens” in the annual State Department terrorism report released Wednesday include major recipients of U.S. foreign assistance, including military aid.
Pakistan has long been among the biggest recipients of U.S. foreign assistance.
The State Department’s 2016 evaluation does not reflect well on Pakistan in particular, as the report reinforces long-held concerns that while Islamabad combats some terrorist groups it coddles others, allowing their leaders to address supporters and fundraise openly.
An amendment to the National Defense Authorization Act ... requires the administration to certify that Pakistan is not providing military, financial, or logistical support to any terrorists operating in Pakistan or Afghanistan
The term “terrorist safe haven” in the report applies to “ungoverned, under-governed, or illgoverned physical areas where terrorists are able to organize, plan, raise funds, communicate, recruit, train, transit, and operate in relative security because of inadequate governance capacity, political will, or both.”
The definition of terrorist safe havens should cover 99% of bakistan land mass.

WASHINGTON (Reuters) - The Pentagon will not make the remaining military reimbursements to Pakistan for fiscal year 2016 after U.S. Defense Secretary Jim Mattis told Congress Islamabad had not taken sufficient action against the Haqqani network, a U.S. official said on Friday.

"The funds could not be released to the Government of Pakistan at this time because the secretary could not certify that Pakistan has taken sufficient action against the Haqqani Network per the requirement in the FY 2016 National Defense Authorization Act," Adam Stump, a Pentagon spokesman, told Reuters.

The decision comes as President Donald Trump's administration is exploring potentially hardening its approach toward Pakistan to crack down on militants launching strikes in neighboring Afghanistan.

"This decision does not prejudge the conclusions of the White House review of South Asia strategy, which is still ongoing," Stump said.

Relations between the two countries have been frayed over the past decade, with U.S. officials frustrated by what they term Islamabad's unwillingness to act against Islamist groups such as the Afghan Taliban and the Haqqani network.

This is not the first time the Pentagon has decided not to make military reimbursements. Last year, the Pentagon withheld $300 million in reimbursements.

Pakistan has been reimbursed $550 million of the $900 million the country was authorized to receive in fiscal year 2016.

Out of remainder, $300 million had already been reprogrammed for other purposes, but had not been previously reported. Mattis' latest decision affects the remaining $50 million.

The amount is under the Coalition Support Fund (CSF), a U.S. Defense Department program to reimburse allies that have incurred costs in supporting counter-terrorist and counter-insurgency operations.

Recently, Times of India revealed that PM Narendra Modi influenced Angela Merkel to introduce global terror theme at G-20 summit so that she can take serious steps in confronting terrorism in South-East Asia. “Europe has been feeling the heat of international terror in the past few years” and the terrorist groups are supported mainly by South-East Asian countries such as Pakistan and Saudi Arabia.

He declared that all terrorist groups have one mindset and ideological root and they just appear in various guises. He added ISIS, Boko Haram, Al-Shabab, Al Qaeda are all different branches of one tree and all of them are seeking for violence, genocide and terrorism.“There are some nations that use it as an instrument of state policy. One single nation in South-East Asia is spreading agents of terror in our region,” Modi said, without naming Pakistan and Saudi Arabia.
Reportedly, Saudi Arabia has been funding mosques throughout Europe that have become hotbeds of extremism, the former British ambassador to Saudi Arabia Sir William Patey has said. Political Analysts believe that the source of terrorism is the South-East Asia is Pakistan and accordingly Afghanistan which is the result of Nawaz Sharif and other Pakistani officials’ pathetic clinging to Saudi Arabia. In other words, if terrorism in the South-East Asia be considered as a snake, Saudi Arabia is the head of this snake and Pakistan is its heart. Due to funding many terrorist groups by Pakistan and Saudi Arabia, we can witness many terrorist activities in China, India, and Malaysia.

The National Assembly Standing Committee on Rules of Procedure and Privileges has unanimously recommended while passing a resolution that the name of new Islamabad Airport should be Quaid-e-Azam International Airport.The parliamentary panel met under the Chairmanship of Muhammad Junaid Anwar Chaudhry, MNA. During the meeting it was proposed that the name of the New Islamabad Airport should be as Quaid-e-Azam International Airport.
Afterward, the committee passed the resolution unanimously that the name of new Islamabad airport should be Quaid-e-Azam International Airport.
The New International Islamabad Airport will be completed at a 170 percent escalated cost of Rs. 100 billion against the initial PC-I estimate of Rs. 37 billion. Lots of Moolah must be disappeared in lots of "pockets" :mrgreen:
Another official of CAA revealed that 96 percent of the work related to building of new airport is complete and it will be operational on August 14, as committed by the Prime Minister to the nation.

LAHORE: Drug addiction has increased among students in educational institutions, disclosed members of the Punjab Higher Education Commission on Thursday.Punjab Higher Education Director General Human Resources Mohammad Anis informed Geo News that according to the information received from surveys conducted by a number of NGOs, drug abuse is present within educational institutions. A National Survey would have indicated the same trend !

What we know right now is that drugs are being used equally by both genders. According to sources, drugs are taken inside educational facilities by security guards, canteen staffers and other such employees of the instituitions. who may also be moonlighting as "suppliers", to supplement their meager incomes :twisted:

Pakistan. Numerous terrorist groups, including the Haqqani Network (HQN), Lashkar e-Tayyiba (LeT), and Jaish-e-Mohammad (JeM), continued to operate from Pakistani soil in 2016. Although LeT is banned in Pakistan, LeT’s wings Jamaat-ud-Dawa (JuD) and Falah-i-Insaniat Foundation (FiF) were able to openly engage in fundraising, including in the capital. LeT’s chief Hafiz Saeed (a UN-designated terrorist) continued to address large rallies, although in February 2017, Pakistan proscribed him under relevant provisions of Schedule Four of the Anti-Terrorism Act, thus severely restricting his freedom of movement. The 2015 ban on media coverage of Saeed, JuD, and FiF continued and was generally followed by broadcast and print media. The Pakistani government did not publicly reverse its December 2015 declaration that neither JuD nor FiF is banned in Pakistan, despite their listing under UN sanctions regimes, although in January 2017, Pakistan placed both organizations “under observation” pursuant to Schedule Two of the Anti-Terrorism Act. While not a ban, this allows the government to closely scrutinize the activities of both organizations. On November 11, Pakistan’s National Counterterrorism Authority published its own list of banned organizations that placed JuD in a separate section for groups that are “Under Observation,” but not banned. Pakistan continued military operations to eradicate terrorist safe havens in the Federally Administered Tribal Areas, although their impact on all terrorist groups was uneven.
Throughout 2016, the Government of Pakistan administered an Exit Control List intended to prevent terrorists from traveling abroad.

To combat weapons of mass destruction (WMD) trafficking, Pakistan harmonized its national control list with items controlled by the Nuclear Suppliers Group, and continued to harmonize its control lists with other multilateral regimes, such as the Missile Technology Control Regime and the Australia Group. Pakistan improved legal and regulatory cooperation, industry outreach, and nonproliferation awareness for the Strategic Export Control Division and Pakistani Customs. In addition to industry outreach, Pakistan also delivered technical trainings to licensing and enforcement officials for the proper detection, interdiction, and identification of dual-use commodities that could be used to create WMDs.

Pakistan was a constructive and active participant in the Nuclear Security Summit process and in the Global Initiative to Combat Nuclear Terrorism, and worked to strengthen its strategic trade controls, including updating its national export control list. The State Department’s Export Control and Related Border Security (EXBS) Program increased the Government of Pakistan’s enforcement capacity by sponsoring training for Pakistani Customs and the Strategic Export Control Division officials on how to properly identify strategic commodities of concern. These commodity identification and advanced interdiction trainings were implemented by the U.S. Department of Energy.

EXBS also sponsored regional collaboration through nonproliferation fellowships and cross‑border coordination with Afghanistan through the UN Office of Drugs and Crime – World Customs Organization’s Container Control Program (CCP). Under the CCP, training was provided to enhance the targeting of skills of port control unit officials at the Jalalabad border‑crossing and encouraged sharing of customs data between countries.
In 2016, the United States continued to build strong cooperation with Pakistan, including through U.S. assistance, as a stable, secure, prosperous, and democratic Pakistan is in the long-term U.S. national security interest. Although assistance levels have declined in recent years, to support this partnership, the United States has allocated civilian and security assistance totaling US $8.4 billion since 2009. U.S. security assistance to Pakistan is designed to build Pakistan’s counterterrorism and counterinsurgency capacity. In addition, since 2001, the Department of Defense has reimbursed
nearly US $14 billion in Coalition Support Funds for Pakistani expenditures in support of Operation Enduring Freedom.

Since 2009, the United States has committed about US $5 billion in civilian assistance to Pakistan, in addition to more than US $1 billion for emergency humanitarian assistance. In 2016, the United States continued to focus on five sectors determined in consultation with the Pakistani government in 2011: energy; economic growth including agriculture; stabilization of areas vulnerable to violent extremism; education; and health. Emphasis on improving democracy, governance, and gender equity are integrated into programming across the five sectors.

Since 2009, U.S. assistance has made more than 2,400 megawatts available to Pakistan’s electricity grid, benefiting some 28 million Pakistanis, and has helped Pakistan take steps to reform its troubled energy sector; funded the refurbishment or construction of nearly 1,100 kilometers of roads, enabling trade, security, and mobility; trained more than 5,600 police and 1,000 prosecutors across Pakistan; provided scholarships to approximately 15,000 Pakistanis to attend Pakistani universities, 50 percent of whom were women; and supplied better access to comprehensive family planning services to more than 100,000 women.

Energy: Chronic energy shortages severely limit Pakistan’s economic development. As such, energy is our top assistance priority, supporting the goal of job creation, private sector growth, security, and political stability in Pakistan. U.S. assistance has helped Pakistan improve governance and management systems, and increase the country’s distribution companies’ revenue collection by more than US $400 million, as well as provide commercial opportunities for U.S. businesses. The United States continued to fund infrastructure rehabilitation projects, especially in clean energy, and provided technical assistance to Pakistani energy institutions, including distribution companies, to increase power generation and improve performance.

The U.S. Agency for International Development’s (USAID’s) on-budget investments in energy generation, facilitated by the Energy Policy Program (EPP), contributed to increasing generation capacity, energy production, and the reliability of power. EPP helped Pakistan develop the contractual framework that led to the first importation of liquefied natural gas. Additionally, the U.S.-Pakistan Clean Energy Partnership will help the private sector add at least 3,000 megawatts of clean power generation infrastructure to Pakistan’s national electricity system by 2020. Through the Partnership, USAID will support capacity building, technical assistance, USAID Development Credit Authority financial guarantees, business-to-business sales arrangements, and the construction of transmission lines to private projects to stimulate increased levels of private investment in clean power.

Economic Growth: Through a range of programs and public-private partnerships in agriculture and other sectors of Pakistan’s economy, U.S. assistance helped Pakistan create jobs and foster economic growth. USAID programming will improve the financial and operating performance of at least 6,000 small and medium enterprises (SMEs) in a maximum of seven industrial, manufacturing, and service sectors. In June 2016 in New York, the U.S. and Pakistan governments convened the fourth U.S.-Pakistan Business Opportunities Conference. The U.S. Department of Commerce is providing technical assistance in the areas of trade facilitation, intellectual property reform, competition and telecommunications law, and commercial law education. Pakistani participants attend trade shows and get exposure to U.S. companies and business associations on best practices. More than 200 Pakistani private sector representatives attended trade shows in 15 different U.S. states.

The Department of Commerce also trains private sector professionals in a variety of industries, including supply chain, packaging, and gems and jewelry. To leverage this growing interaction with the private sector, the USAID Islamabad Mission has established a new Innovations and Partnerships unit, which will increasingly use public-private partnerships in Pakistan to leverage private sector financial resources and knowledge. One such example was USAID’s partnership with the Nestle Foundation, which leveraged Nestle resources to increase milk yields by 11 percent and revenues on average by US $60 per month for 22,600 dairy farmers.

USAID has also provided US $72 million for the Pakistan Private Investment Initiative, which is matching U.S. funding with private equity capital to make nearly US $150 million available for investment in SMEs with high growth potential. Furthermore, the WECREATE Center, a co‑working space and incubator for women entrepreneurs, originally received U.S. funding, but in 2016 became self-sustaining. In 2016, Pakistan sent the largest foreign delegation to the annual Global Entrepreneurship Summit, which took place in Silicon Valley. To further facilitate private investment by U.S. companies, the Overseas Private Investment Corporation has facilitated US $800 million in financing and insurance for projects in Pakistan.

Stabilization: The United States used civilian assistance to support Pakistan’s efforts to make its territory inhospitable to terrorists by strengthening governance and civilian law enforcement capacity and promoting socioeconomic development, particularly in areas bordering Afghanistan and other targeted locations vulnerable to violent extremism. USAID programs in the Federally Administered Tribal Areas (FATA) and Khyber Pakhtunkhwa (KP) strengthen the civilian government’s ability to provide services, stabilize the area, and govern effectively.

Ten years of insurgency have resulted in frequent displacements of large populations to and from the FATA. In 2014, Pakistan’s military operations to clear the area of violent extremists caused an escalation of displacement from the FATA, and the region still faces dire challenges, including disproportionate rates of illiteracy, child mortality, and poverty, compared to the rest of Pakistan. USAID is partnering with Pakistan to support the return and reconstruction of displaced communities, the delivery of essential services and the expansion of economic opportunities to strengthen long-term stability. It pairs these efforts with the promotion of alternative narratives to counter the efforts of violent extremists. U.S. efforts included financing road construction, small community-based grants, police and governance training, and construction of municipal infrastructure. In 2016, USAID engaged more than 21,000 citizens in the oversight of government institutions, through the establishment of oversight forums, networks, and committees. It provided more than 270 grants to Pakistani civil society organizations that build linkages between citizens and government institutions. Additionally, USAID assistance provided policy development and leadership training for 100 political party members and assisted more than 600 individuals from marginalized groups to engage with political parties.

Education: Pakistan’s ability to educate its youth is critical to its economic growth and development, and future stability. U.S. education programs focused on increasing the number of students who enroll in and complete courses in primary and tertiary educational institutions; and improving the quality of that education – with a specific focus on early grade reading – to prepare Pakistani students for the workforce and provide high quality tertiary education that is responsive to market demands. The United States funds extensive exchange programs with Pakistan, including the largest U.S. government-funded Fulbright Program in the world, and since 2010, USAID has provided nearly 17,000 scholarships to students to attend university in Pakistan.

The United States has established 23 partnerships between Pakistani and U.S. universities to facilitate professional development for faculty, curriculum reform, joint research, and peer‑to‑peer interaction, including the U.S.-Pakistan Centers for Advanced Studies, partnerships which build Pakistani higher education capacity in three critical sectors – energy, agriculture, and water.

Under the U.S.-Pakistan Basic Education program, the United States supported Pakistan-led efforts to introduce and institutionalize improvements in reading instruction and assessment in Grades one and two across Pakistan with a goal of improving the reading skills of 1.9 million primary grade students. Reading programs have reached a total of more than 661,000 grade one and two students to date. The United States has also funded the rebuilding or renovation of more than 1,000 schools, helped upgrade 16 faculties of education, and provided English language training to 9,400 underprivileged Pakistani teenagers countrywide. To improve girls’ education, Let Girls Learn was launched in October 2015, and since then the United States has worked with communities in KP and FATA to address community-specific barriers to education for adolescent girls – reaching more than 265,000 girls with reading programs and assisting more than 38,000 girls to enroll or reenroll in school in FATA, KP, and Sindh.

Health: The provision of basic health services in Pakistan is inadequate for much of the population, particularly for rural communities. U.S. health programs supported the Government of Pakistan’s efforts to deliver healthcare, particularly in the areas of immunization programs and maternal, child health, and family planning. U.S. assistance was also used to provide technical assistance to support Government of Pakistan initiatives to procure essential medicines and commodities, construct health clinics and hospitals, strengthen the use of health data at the provincial and district level to guide resource allocation, fund the acquisition of medical materials, and to support maternal and child health care. Since 2010, USAID has trained more than 47,000 health care workers, who served more than 7.35 million community members throughout Pakistan.

International Narcotics Control and Law Enforcement (INL): Pakistan took important steps to counter violent extremists operating in the conflict-affected areas bordering Afghanistan during 2016; these steps included intensifying support to civilian law enforcement and border security agencies. Over the course of 2016, INL helicopters flew more than 2,000 hours, providing reconnaissance, surveillance, casualty, and medical evacuation missions. In addition, INL helicopters provided defensive fire support to the Frontier Corps Balochistan while Pakistan security forces advanced on terrorist strongholds. INL oversaw the initiation, completion, or continued construction of 24 border outposts, bringing the total constructed by INL to 340 in KP and FATA, protecting the lives of the Frontier Corps, Frontier Constabulary, and the FATA Levies. In addition to training prosecutors in trial advocacy, INL built and furnished an office for the Prosecutorial Service in each of the 14 districts in KP, which provides the prosecutors, for the first time ever, a place other than their homes and police stations in which to work. INL also supported the opening of the 28-kilometer Matani Bypass road in 2016 creating greater access for KP farmers to get to market, commercial carriers to run between Pakistan and Afghanistan, and law enforcement agencies to access the remote areas of KP and the FATA. Collectively, these efforts enhanced the counterinsurgency, law enforcement, and counter-narcotics capacities of Pakistan’s civilian law enforcement and border security agencies. Improved security will, in turn, facilitate economic development, which is necessary for long-term Pakistani stability and progress.

Nonproliferation, Antiterrorism, Demining, and Related Programs (NADR): The United States, through its Export Control and Related Border Security Program (EXBS) provided assistance to strengthen Pakistan’s export control system to prevent transfer of WMD and related technology. The EXBS program focused on assisting the Pakistani government with enhancing Pakistan’s regulation of strategic trade through increased licensing, building law enforcement capacity (with particular focus on commodity identification, investigations training, and cross border engagement), and expanding outreach to industry with the goal of promoting strategic trade control compliance. The Government of Pakistan made significant improvements to its national control list, which is now closely harmonized with the Missile Technology Control Regime, Australia Group, and Nuclear Suppliers Group control lists. During FY 2016, EXBS Pakistan carried out the End-Use/End-User Risk Analysis Workshop, the Regional Advance Identification Training Workshop targeting Pakistan’s Chemical Industry Representatives, and organized the International Visitor Leadership Program for the Pakistani Strategic Trade Controls and Enforcement officials. In April, EXBS donated weapons of mass destruction detection and identification equipment in the amount of US $1.6 million to Pakistan. The United States also provided targeted assistance to build Pakistani law enforcement capacity to detect, deter, and respond to terrorist threats. Specifically, the Department of State’s Antiterrorism Assistance Program provided nine courses focused on instructor development, soft targets, counterterrorism investigations, and crisis response.

Humanitarian Assistance: Since October 2009, more than US $1 billion of emergency humanitarian assistance has been provided to Pakistan in response to floods and conflict, in addition to bilateral assistance. In 2016, USAID provided approximately US $60 million in humanitarian aid, early recovery assistance, and post-conflict development assistance to support the return of 600,000 internally displaced persons to their communities in the FATA.

Foreign Military Financing (FMF): FMF promotes the development of Pakistan’s long-term counterinsurgency and counterterrorism capabilities to enhance security and stability throughout the country, particularly in the conflict-affected areas bordering Afghanistan, and to improve Pakistan’s ability to lead and participate in U.S.-led maritime security operations that support maritime counterterrorism and counter piracy objectives in the Arabian Sea. The United States continued to focus FMF towards seven core capabilities: precision strike; air mobility/ combat search and rescue; battlefield communications; night operations; survivability and countering improvised explosive devices; border security; and maritime security.

International Military Education and Training (IMET): The IMET program supported professional military education for Pakistan’s military leaders, emphasizing respect for the rule of law, human rights, and democratic values, including civilian control of the military. IMET also supported effective management of Pakistan’s defense establishment through training in logistics, defense acquisition, and resource management. A portion of this funding supported modest technical and operational training that enhances Pakistan’s overall professionalism and improves its counterterrorism and counterinsurgency capabilities. Pakistan received the largest amount of IMET of any of our global partners, at nearly US $5 million annually. Since 2009, the United States has trained more than 2,300 members of the Pakistan military and defense establishment. At approximately 1.5 percent, Pakistan consistently has the lowest IMET course forfeiture rate in the region and consistently remains well below the world-wide objective of 5 percent.

Measures to ensure that assistance has the greatest long-term positive impact on the welfare of the Pakistani people and their ability to counter terrorism: More than a quarter of U.S. civilian assistance is implemented via Pakistani partners, including the Government of Pakistan, private-sector actors, and civil-society and community-engagement partners, as practicable. This is done to strengthen local capacity and increase sustainability, providing the greatest possible long-term impact of U.S. assistance. Increasingly, U.S. assistance is also used for public-private partnerships to engage the private sector as a long-term partner in Pakistan’s development.

Overview: Pakistan remained an important counterterrorism partner in 2016. Violent extremist groups targeted civilians, officials, and religious minorities. Major terrorist groups focused on conducting terrorist attacks in Pakistan included the Tehrik-e Taliban Pakistan (TTP), Jamaat‑ul‑Ahrar (JuA), and the sectarian group Lashkar-e-Jhangvi (LeJ). Islamic State’s Khorasan Province (ISIS-K) claimed several major attacks against Pakistani targets, likely conducted in collaboration with other terrorist groups. Groups located in Pakistan, but focused on conducting attacks outside the country, included the Afghan Taliban, the Haqqani Network (HQN), Lashkar e-Tayyiba (LeT), and Jaish-e-Mohammad (JeM).

The number of terrorism-related civilian deaths in 2016 was approximately 600, far lower than the peak years of 2012 and 2013, when terrorist acts killed more than 3,000 civilians each year (according the South Asia Terrorism Portal). Terrorists used a range of tactics – stationary and vehicle-borne improvised explosive devices (IEDs), suicide bombings, targeted assassinations, and rocket-propelled grenades – to attack individuals, schools, markets, government institutions, and places of worship. The Pakistani government continued to implement the national action plan against terrorism with uneven results. Progress remained slow on regulating madrassas, blocking extremist messaging, empowering the National Counter Terrorism Authority (NACTA), cutting off terrorist financing, and strengthening the judicial system. Despite its extensive security infrastructure, the country suffered major attacks, particularly in Balochistan.

The Pakistani military continued operations in Khyber and North Waziristan to eliminate anti‑state militants. Security forces in urban areas, including the paramilitary Sindh Rangers in Karachi, arrested suspected terrorists and interrupted plots. In the aftermath of a high-profile terrorist attack at a Lahore park, the Rangers were also called temporarily into southern Punjab for law enforcement operations against militant groups. Many commentators credited the military operations for the reduced number of terrorism-related civilian deaths in Pakistan.The Pakistan government supported political reconciliation between the Afghan government and the Afghan Taliban, but failed to take significant action to constrain the ability of the Afghan Taliban and HQN to operate from Pakistan-based safe havens and threaten U.S. and Afghan forces in Afghanistan. The government did not take any significant action against LeT or JeM, other than implementing an ongoing ban against media coverage of their activities. LeT and JeM continued to hold rallies, raise money, recruit, and train in Pakistan.

The Pakistan government has not joined the Global Coalition to Defeat ISIS, although it designated ISIS as a terrorist organization in 2015. Police and security forces detained and killed a substantial number of ISIS-affiliated terrorists.
2016 Terrorist Incidents: There were numerous terrorist attacks throughout Pakistan in 2016. The following list includes the incidents with the largest number of casualties.

On March 27, a suicide bomber killed at least 74 people at Gulshan-e-Iqbal Park in Lahore. JuA claimed responsibility for the attack.
On August 8, a bomb killed at least 70 people at a hospital in Quetta where lawyers had gathered to mourn the assassination of a prominent lawyer. JuA and ISIS-K separately claimed responsibility for the attack.
On September 16, a suicide bomber killed at least 36 people at a mosque during Friday prayers in the Mohmand Tribal District. JuA claimed responsibility for the attack.
On October 24, three militants stormed a police training center in Quetta and killed at least 60 people with gunfire and suicide vests. A LeJ affiliate and ISIS-K claimed responsibility for the attack.
On November 12, a suicide bomber killed more than 50 people at the shrine of Sufi saint Shah Bilal Noorani in Balochistan. A LeJ affiliate and ISIS-K claimed responsibility for the attack.
Legislation, Law Enforcement, and Border Security: The Government of Pakistan continued to implement the Antiterrorism Act (ATA) of 1997, the National Counterterrorism Authority Act, the 2014 Investigation for Fair Trial Act, and 2014 amendments to the ATA, all of which allow enhanced law enforcement and prosecutorial powers for terrorism cases. Special courts under the ATA hear terrorism cases. The law allows preventive detention against suspects.

Under the 21st amendment to the Pakistani Constitution, passed in January 2015, military courts were empowered to hear terrorism cases through 2016. The government reinstated the death penalty for terrorism offenses after the Peshawar school attack in 2014. In August 2016, the Pakistani Supreme Court rejected an appeal and approved 16 death sentences for terrorism handed down by a military court, the first ruling by the Supreme Court that addressed capital sentences by military courts.

Military, paramilitary, and civilian security forces conducted counterterrorism operations throughout Pakistan. The NACTA received a significant budget in July. The Intelligence Bureau has nationwide jurisdiction and is empowered to coordinate with provincial counterterrorism departments. The Ministry of Interior has more than 10 law enforcement‑related entities under its administration, although some are under the operational control of the military. Each province has a counterterrorism department within its police force.

While the counterterrorism and anti-crime operations of the paramilitary Rangers in Karachi led to reduced levels of violence in the city, the media published allegations that the Rangers also targeted certain political parties for political reasons. The Sindh provincial government agreed to extend the mandate of the paramilitary Rangers for counterterrorism and anti-crime operations for 90 days on October 17.

The Punjab Counterterrorism Department raided a religious minority Ahmadi organization in Rabwah on December 5, ostensibly acting under counterterrorism laws against hate speech.The Federal Investigation Agency (FIA) is responsible for border control at airports, seaports, and some land crossings. The paramilitary Rangers are responsible for border patrol in Punjab and Sindh, while the Frontier Corps do so in Khyber Pakhtunkhwa, the Federally Administered Tribal Areas, and Balochistan, with the help of provincial police and tribal militias. Pakistan collects biometric information at land crossings with its International Border Management Security System. Authorities had limited ability to detect smuggling via air travel. The Federal Board of Revenue’s Customs Service attempted to enforce anti-money laundering laws and foreign exchange regulations at all major airports, in coordination with the Airport Security Force and the FIA. Customs’ end use verification project managed the entry of dual-use chemicals for legitimate purposes, while attempting to prevent their diversion for use in IEDs.

The continuous military operations in Khyber and North Waziristan eliminated significant numbers of militants and removed safe havens for terrorist groups such as TTP. On September 1, the military’s head of public relations announced that more than 300 ISIS members had been arrested and claimed the group’s attempt to establish itself in Pakistan had been foiled. However, ISIS’s regional affiliate, ISIS-K, claimed subsequent attacks and authorities announced further arrests of suspected ISIS militants. On September 26, NACTA announced it had frozen the bank accounts of 8,400 individuals and was working to revoke their travel documents, based on their inclusion on the Schedule IV list of ATA for suspected ties to terrorism.

On December 5, a military court sentenced Naeem Bukhari to death for “heinous offenses related to terrorism.” Bukhari was the alleged planner of the 2002 murder of American journalist Daniel Pearl in Karachi, in addition to many other terrorist acts. However, officials told the media the criminal charges leading to the sentence did not include the Daniel Pearl killing. Law enforcement officials continued to pledge assistance in apprehending U.S. citizen fugitives in Pakistan, but the process was cumbersome, requiring the U.S. Department of Justice to hire private attorneys to work with Pakistani prosecutors to move cases forward.

The trial of seven suspects in the 2008 Mumbai terrorist attack remained stalled, with many witnesses for the prosecution remaining to be called by the court. The lead defendant, alleged LeT operational commander Zaki-ur Rehman Lakhvi, remained free on bail.Specialized law enforcement units often lacked the equipment and training needed to implement the enhanced investigative powers provided by counterterrorism legislation. Interagency information sharing was sporadic with no integrated database capability. NACTA did not make significant progress in operationalizing the Joint Intelligence Directorate, intended to coordinate civilian and military counterterrorism information sharing. ATA courts moved slowly in processing terrorism cases due to the overly broad definition of terrorism offenses in the ATA. Some ATA courts attempted to transfer cases that were not terrorism-related back to the regular courts. Prosecutors had a limited role during the investigation of terrorism cases, and jurisdictional divisions among military and civilian security agencies hampered investigations and prosecutions, which sometimes also lacked sufficient evidence. Terrorist groups intimidated witnesses, police, victims, prosecutors, defense lawyers, and judges. All of these factors contributed to high acquittal rates in ATA courts.

The Department of State carried out some counterterrorism training in Pakistan, but had to conduct certain programs in third countries due to the government’s non-issuance of visas for trainers. In September, the Ministry of Interior cancelled all training inside Pakistan under the State Department’s Anti-Terrorism Assistance program.Countering the Financing of Terrorism: Pakistan is a member of the Asia Pacific Group on Money Laundering, a Financial Action Task Force (FATF)-style regional body. Pakistan criminalizes terrorist financing through the ATA. However, there has not been a significant number of prosecutions or convictions of terrorist financing cases reported by Pakistan in recent years due to a lack of resources and capacity within investigative and judicial bodies.

In 2015, FATF removed Pakistan from its review process due to progress on countering the financing of terrorism (CFT). In October 2016, FATF noted concern among members that Pakistan’s outstanding gaps in the implementation of the UN Security Council ISIL (Da’esh) and al-Qa’ida sanctions regime had not been resolved, and that UN-listed entities – including LeT and its branches – were not being effectively prohibited from raising funds in Pakistan. Despite Pakistan’s CFT laws, its freezing of several relevant bank accounts from March 2015 to March 2016, and other limited efforts to stem fundraising by LeT, the group and its wings continued to make use of economic resources and raise funds in the country in 2016. Pakistan’s ban on media coverage also did not appear to reduce the ability of LeT to collect donations.

Pakistan’s national action plan includes efforts to prevent and counter terrorist financing, including by enhancing interagency coordination on CFT. Pakistan’s National Terrorists Financing Investigation Cell, operated by the Federal Investigations Agency, Federal Board of Revenue, the State Bank, and intelligence agencies, tracks financial transactions between the national and international banking systems. Additionally, NACTA coordinates with all relevant agencies to counter terrorism and terrorist financing.

The Anti-Money Laundering Act (AMLA) of 2010 designates the use of unlicensed hundi and hawala systems as predicate offences to terrorism and also requires banks to report suspicious transactions to Pakistan’s financial intelligence unit, the State Bank’s Financial Monitoring Unit. Although unlicensed hawala operators are illegal in Pakistan, these unlicensed money transfer systems persist throughout the country, especially along Pakistan’s border with Afghanistan, and were open to abuse by terrorist financiers operating in the cross-border area.Countering Violent Extremism: NACTA held a workshop with non-governmental organization (NGO) participation in July as part of the process of creating a National Counter Extremism Policy and aimed to finalize the policy by early 2017. The Ministry of Information and Broadcasting and the military’s public relations wing shaped media messages to build support for the military’s counterterrorism initiatives. The government operated de‑radicalization camps offering “corrective religious education,” vocational training, counseling, and therapy. A Pakistani NGO administered the widely-praised Sabaoon Rehabilitation Center in Swat Valley, which was founded in partnership with the Pakistani military and focused on juvenile violent extremists.

International and Regional Cooperation: Pakistan participated in the South Asian Association for Regional Cooperation meetings on counterterrorism and in other multilateral groups where counterterrorism cooperation was discussed, including the Shanghai Cooperation Organization (as an observer), the Heart of Asia-Istanbul Process, and the Global Counterterrorism Forum. Pakistan participated in UN Security Council meetings on sanctions and counterterrorism.

An Army jawan and a nine-year-old girl were killed while three persons injured in heavy firing and mortar shelling by the Pakistan Army along the LoC in Poonch and Rajouri districts of Jammu and Kashmir on Monday.
There were 23 incidents of ceasefire violation, one Border Action Team (BAT) attack and two infiltration bids by Pakistan in June in which four people, including three jawans, were killed and 12 injured.

ISLAMABAD: A female reporter alleged that she was subjected to assault and her phone was confiscated by FIA when she had taken a photograph of SECP Chairman Zafar Hijazi, on Friday. Speaking to media personnel, a female reporter of Channel 24 named Saba claimed that FIA personnel assaulted her for taking a photograph of the SECP Chairman. "I met him (Hijazi) and asked about his health to which he responded," she said. "I took his photograph to which he did not object but there was an FIA official who did," she added.
According to Saba, the FIA official tried to take her phone by force but she did not let him, since she had already deleted the two photographs of Hijazi. Saba claimed that the FIA official then starting behaving rudely with her and grabbed her arm forcefully. "Then the FIA official gave me a pen and paper, telling me to write that I took the photograph by force and came into PIMS hospital without permission," she claimed. "I was also told to write that I had not informed anyone that I was from a news channel." Pakistan Democracy" is an oxymoron and a farce !
Saba revealed that she wrote the true account of what happened which was that she was from a news channel and had taken Zafar Hijazi's photograph keeping in mind her professional duty as a reporter. "I also wrote that I was forced to delete the pictures of Zafar Hijazi," she said.However, the FIA official tore up the paper and told her not to write. He then urged Saba to write an apology note for entering PIMS without permission.Journalists protested against the ugly incident inside PIMS hospital and showed support for the female reporter. "Daughter Of The Nation" - and PM -in-waiting AKA Maryam Nawaz should "take note" and "order appropriate action" against the responsible FIA goon :mrgreen:

ISLAMABAD: An Islamabad High Court (IHC) bench here on Thursday directed ministries of interior, defence and intelligence agencies working under them to produce the missing former adviser of the Sindh government and close aide of Asif Ali Zardari, Nawab Ali Leghari, within five days, or the court will pass a judgement that official respondents will have to face. The Deep State has been known to ignore court judgements as well !
After the ministries of interior, defence and intelligence agencies working under these two ministries, the Intelligence Bureau (IB) on Thursday also denied the custody of Mr Leghari. The IHC bench expressed resentment and remarked everybody knows that missing Leghari is in the custody of the intelligence agencies and if not produced, they will have to face consequences of the judgement.The IHC bench comprising Justice Mohsin Akhtar Kayani directed representatives of the agencies and the investigation officer (IO) of the case to sit together and decide how to produce the missing man. The hearing was adjourned till July 26.
Petitioner Badarun Nisa, wife of Leghari, in her petition has expressed apprehensions that her husband is under the illegal custody of the Interior Ministry. She told the court that some officials on April 4, came to her house at Sawan Garden in Islamabad and demanded CNIC from her husband. Afterwards they took him along and when the petitioner contacted the police station concerned, it expressed complete ignorance to the incident.Police even refused to register an FIR initially and that was registered after the matter was reported in the media. The petitioner suspected that interior secretary was behind the kidnapping of her husband.
Proves, once again that "Pakistan Democracy" is a farce :evil:

A young man and woman were killed in Karachi, allegedly in the name of honour, Superintendent of Police Gulberg Bashir Ahmed Brohi said on Friday.According to the police, 22-year-old Sajid Bahadur and 20-year-old Kalsoom were stabbed to death in the early hours of Friday in Nazimabad, police said. According to SP Brohi, the two were murdered allegedly by Kalsoom's father and brother using meat cleavers. The incident took place at the woman's house, and the suspects as well as the rest of the girl's family managed to escape the scene, police said. Any chances that a "vaccine" will be developed, before this "epidemic" morphs into an "endemic". Can Indian Doctors ( AKA RAA !) help in stopping this "disease" :mrgreen:

(There are 6 questions, 7 is perfect score for each problem, total score = 42)

Good News - None of the 6 contestants scored 0, even Pak6 got 2... But all but one scored 10 points or less... :-o So except 1 no one has any chance of any kind of medal...Edited later: One person did get Bronze)

Problem 1, and Problem 4 were *unusually* easy.. every student from India, US, Bangladesh, Mexico.. you name it.. solved it perfectly and thus got minimum 14 points from these two problems... Not so for Pakistan.. ONLY one person was able to do this. ( There Total scores are: 2,7,7,9,10,14?) (14? = PAK2 may get fractional point in problem 2 and his score may increase ** edited later** "?" turned out to be +4 so his final marks = 18 A very respected score - Congratulations! )

Problem 2,3,5,6 every Pakistani got 0 except one got 1, and one's score is not public yet (his leader contesting to see if person can get some partial credit).

So Basically - Out of 6 question, for 4 every Pakistani student got zero (or 1)
Out of two very easy questions (which virtually everyone else did perfectly) Only one Pakistani got 14. (** edited later - He did get +4 from P2 so a bronze - Congrats!)

London [UK], July 22 (ANI): A senior teaching fellow and a PhD candidate at the University of London's School of Oriental and African Studies (SOAS) has said that the China-Pakistan Economic Corridor (CPEC) represents the colonization of Pakistan for the enrichment of China.

Speaking at the conference "Wall of Silence: Human rights in Balochistan", Burzine Waghmar said Pakistan's statehood is based on a fragile framework with no national basis in which Pakistani military acts with no legitimacy and with violence against local populations.

The conference was jointly organized by the Unrepresented Nations and Peoples Organization (UNPO) and the World Baloch Organization (WBO) at the House of Lords in London.

The event which was hosted by Baroness Jenny Jones of Moulsecoomb (Green Party for England and Wales), discussed Pakistan's suppression of human rights in Balochistan, focusing on the China-Pakistan Economic Corridor (CPEC) and on the shutdown on journalists and international organistions.

Distinguished experts from various backgrounds presented their experiences and ways forward, in a fruitful exchange of ideas at the British Parliament.

Waghmar during the conference also highlighted with concern the fact that China is unlikely to take into the consideration the contexts of the various ethnic groups in the country while pursuing the implementation of the economic corridor.

He presented a historical overview that showed how China's regional ambitions have affected disadvantaged groups in Pakistan for decades and how the Pakistani government has collaborated with these ambitions even before the Indo-Pakistani deal in 1947.

Baroness Jenny Jones de Moulsecoomb opened the event with an overview of the situation in Balochistan, from extrajudicial killings to economic exploitation and the persecution of those who oppose the implementation of CPEC.

The Baroness talked about the importance of raising awareness about these issues and of gathering international support to bring peace to the Baloch people.

Noordin Mengal, human rights campaigner (WBO), who was also the moderator of the panel in the conference reminded the audience that CPEC is not the first project of exploitation of natural resources by outsiders in Balochistan: natural gas and copper are key resources that have been exploited by Punjabis and Chinese, while the government denies the local population their rights to partaking in the richness that results from the use of the resources of their own land.

Angela Stanzel, of the European Council on Foreign Relations, highlighted the centrality of Balochistan in Pakistan-China relations, considering the amount of investments dedicated to the region by the Chinese, mainly for the Port of Gwadar.

According to Stanzell, CPEC has been fueling conflict in Pakistan and particularly in Balochistan, as it became a target for political opposition and extremist groups.

She noted that the feeling of Baloch people of being neglected and left behind was not born with CPEC, having been consolidated throughout history while Balochistan was subjected to exploitation and while its inhabitants were denied their rights.

Stanzell also drew attention to the fact that CPEC seems to be a model for the projects that China intends to implement worldwide, which must be regarded with concern considering that no investment is directed to local communities, increasing tensions in regions that are already unstable and raising censorship and violence against those who dare to oppose the project.

Carlotta Gall, who spent ten years in Pakistan and Afghanistan as a foreign correspondent for the New York Times, talked about her experiences under the intimidation and the violence to which both foreign correspondents and local journalists are subjected by Pakistani intelligence officers and military in Balochistan.

According to Gall, journalists are followed by Pakistani intelligence officers from the moment they touch ground in the region and are intimidated not only with physical violence, but also with threats to the safety of their loved ones.

She affirmed that her experience proved to her that Pakistan is not interested in allowing the Baloch people to have a voice - their focus is solely allowing military plans and economic projects such as Gwadar to move forward.

Approaching the fact that journalists, students, political activists are often arrested, tortured and murdered, she concluded that people are given little choice to be active in helping their communities, which fuels the rising of groups that resource to violence in order to fight for survival and dignity.

Peter Tatchell, from the Peter Tatchell Foundation, focused on the possibilities for Baloch people to succeed in their struggle for peace and respect for their rights.

He reminded the audience that Pakistan is widely dependent on western support, which means that raising international pressure in the context of IOs and CSOs is likely to have a strong impact in reducing the military pressure on the Baloch people.

He highlighted the importance of a well-delineated plan that gathers different Baloch organizations and groups, based on principles of social justice, human rights and democracy.

According to Tatchell, by uniting around some central demands - such as the release of political prisoners, a UN-sponsored ceasefire and a referendum on independence, and free access to the region for human rights organizations and journalists - Baloch people will be able to mobilize a comprehensive international solidarity movement to support their struggle.

Fernando Burges, UNPO Programme Manager, noted that the situation of ethnic and religious minorities in Pakistan stand out as particularly dire and noted that events such as "The Wall of Silence" are of paramount importance to give a platform for these peoples' voices to be heard, while they are silenced in their own countries.

The conference came to an end with Mengal urging states such as the United States and the United Kingdom to revise their policies regarding Pakistan, taking in consideration the situation of disadvantaged communities that have been suffering with human rights violations for decades. (ANI)

TEHRAN, Jul. 20 (MNA) – A senior official in Islamic Republic of Iran Railways said the railway from Khaf in Iran to Herat in Afghanistan will become operational in three weeks.

Director General of the Organization for International Affairs at the Islamic Republic of Iran Railways Abbas Nazari said, given its significance to Iran and India, the railway will come on stream before it completely reaches Herat.

He went on to add that Iran had already constructed the trach from Khaf to Shematigh border inside Iran, which was previously inaugurated by the Iranian minister of roads and urban planning; “meanwhile, 30 kilometers of the total 64 kilometers connecting the border point to Herat will become operation in the coming three weeks.”

Iran’s first consignment to be exported to Afghanistan consists of cement though other products like gasoline and gas oil will also be carried to the neighboring country via the new route. Nazari estimated that Iran’s exports to Afghanistan through the railroad will reach five million tons per year.

Toughing upon the significance of the railway for India, he underlined hat opening of Khaf-Herat railway will benefit Indians since they are a major exporter of a variety of products to Afghanistan; “Indian vessels, upon unloading shipments in Bandar Abbas, will transfer cargo or bulk containers to Khaf via Bandar Abbas-Bafgh railroad and later to Afghanistan through the new path.”

Don’t let this moment of opportunity slip away, IMF warns Pakistan

KARACHI: In a wide-ranging conversation with Dawn, the Resident Representative of the IMF to Pakistan followed up on the fund’s warning that the macroeconomic stability earned through stabilisation in the past three years needs to be used to make these gains more permanent.

“The moment of opportunity earned through the stabilisation programme is a hard-earned opportunity to advance deeper structural transformation of the economy to ensure future stability,” Tokhir Mirzoev said, cautioning that present trends could undermine macroeconomic stability “if the reforms do not continue”.

Key trends he pointed towards were widening of the current account deficit and a still vulnerable fiscal framework. “Realising the budgeted revenue will require significant effort,” he emphasised, while the decline in reserves and the growing current account deficit were sources of concern.

“Currently the economy is flying on one engine,” he says, “and that engine is importing sectors, while the second engine —exports — is lagging. Greater exchange rate flexibility will help rectify this imbalance, but beyond that, the government will need to engage with the exporter community more proactively to develop the plans with which to revive exports.”

“Adding more generation capacity to the system is crucial,” he agreed when asked about the nature of the reforms that need to be undertaken, “but more generation without reforming a leaky distribution system could add to the circular debt and may compromise long-term sustainability of new energy projects. In this context, finding a permanent solution to power sector arrears will be critical in the period ahead.”

Mr Mirzoev is currently on rounds meeting with business and opinion leaders around the country following the latest Article IV report released by the fund this week. “One important message of the report” he says, “is the need to rebalance the federal-provincial fiscal relations. There are important gaps in the devolution of resources and responsibilities to the provinces under the last NFC award”. That accord has created a mismatch between provincial government incentives and responsibilities, he emphasised. “The provincial governments should be empowered, but the devolution of powers needs to be better aligned with the devolution of resources; and the interests of the provinces could be better aligned with those of the centre and the broader national objectives.”

The outcome of this mismatch, he points out, is a fiscal system that is unbalanced, insufficiently flexible, and less prepared to absorb large shocks. In addition, provinces have a say in key national policy decisions, but often do not bear the equal obligation when it comes to funding such policies.

It is important to take appropriate steps to address the growing imbalances early on, he said, and not allow the economy to come back full circle to where it was before the “moment of opportunity” was attained. He refrained from speaking of or pointing towards a potential balance of payments crisis in the future, preferring to say that a “soft adjustment can be engineered given the right reforms”. He declined to get specific about the implications such an adjustment could have on the growth rate.

“Reserves are still adequate for the foreseeable future, and there is still some debt carrying capacity, so the situation is not exactly dire. But its recent trend is worrisome and to reverse this will require some concerted effort.”

Indeed the motto of the Punjabi dominated Army of the Mohammadden Terrorism Fomenting Islamic Republic of Pakistan of “Iman, taqwa, jihad fi sabilillah or translated “Faith, Piety and Jihad in the Way of Allah” justifies the following comment on them believing in Jihadi extremism:
"If we continue to give Pakistan a free pass, imagine the conflict at a time when the military is 1 million strong, has nuclear weapons, has sophisticated intelligence and believes in extremism at its core. So dealing with Pakistan's military is extremely important"
"Anything given to the Pakistanis today, whether it is weapons or finances, will be used against the entire world order"
The US participants, of whom two were named, James Cunningham, former U.S. Ambassador to Afghanistan and notorious India hater and former US Assistant Secretary of State for South Asia Robin Raphael, who narrowly escaped being jailed by the US for spying for the Islamic Republic of Pakistan, seemed a lot tamer.

Another Female Ayesh Reporter Manhandled By Deep State Officials !

Channel 24, DawnNews journalists manhandled by FIA officials at Islamabad hospital
Two reporters from Channel 24 and DawnNews were manhandled and illegally detained by Federal Investigation Agency (FIA) officers and family members of Securities and Exchange Commission of Pakistan (S IECP) Chairman Zafarul Haq Hijazi on Friday. The incident took place at Pakistan Institute of Medical Sciences (Pims), where FIA officials had brought Hijazi for a medical check-up following the dismissal of his pre-arrest bail plea earlier in the day. IMO, the blame should lie squarely on "The Book". Does not the "Muslim Bible" say that the word of the female sex does not carry as much weight as that of the "mard". So, there is the precedent to not treat them equally and with dignity . :twisted:
When Hijazi arrived at the hospital, Channel 24 reporter Saba Bajeer took some photos of the SECP chairman using her cellphone and inquired about his health. At this, FIA Assistant Director Tahir Tanveer approached Bajeer, grabbed her by the arm and asked her to delete the photos captured by her, according to an application filed by DawnNews reporter Aitzaz Hassan for legal action against the harassment. "Legal action against the harassment". The newspaper should forget the "whole episode" and move on for the sake of its "financial health". :mrgreen:
The FIA official then started pushing Hassan, on whose suggestion Bajeer had proceeded to delete the photos. Hassan's mobile phone and cards were then seized in the presence of 6-7 FIA personnel.
The journalists have urged police in an application to take legal action against FIA officers and personnel for manhandling and illegally detaining them.Interior Minister Chaudhry Nisar Ali Khan also took notice of the incident ( is he still on the job in spite of his "severe back pain " :eek: ) and sought a report from acting director general of FIA.

Herat is in North-Western Afghanistan i.e. far away from Kabul and Kandahar as compared to Chah Bahar.

Thus it seems that the Iranians will NOT ALLOW INDIA TO TRADE THROUGH CHA BAHAR! In addtion Bandar Abbas is about 300 Miles further than Cha Bahar.

Just like the Natural Gas from Iran to India via Pakistan Pipe Line wherein the Price was fixed and the "Done Business" was Subject to "Iranian Parliament Approval" (As agreed to by Mani Shanker Iyer) fell through - as the Iran Parliament kept delaying their Approval - until the Prices went up and the Iranian Parliament "Declined to Approve" the Business.

As such India relying on the Iranians is "Bad for the Indians' Health".

Man arrested after selling his newborn son for Rs15,000 in Tando Allahyar
A man has been arrested by Tando Allahyar police for selling his one-day-old son for Rs15,000 to a couple, who are also in police custody.
The boy was born to Kazbano Qambran and her husband Abdul Ghafoor in a private hospital on July 17. A day later, the father sold the baby to a maid named Sobia and her husband Allah Dita Baloch through a female servant, Khadija. Khadija has also been arrested.According to police, Ghafoor sold the boy to cover his wife's medical expenses. After the mother reported her son's kidnapping at A-section Tando Allahyar police station, the police conducted raids in Sheedi Mohallah and Al Medina colony. The baby was recovered from Sheedi Mohallah on Friday night and was handed over to Qambran. Sad. But this is what happens when social and other human related sectors ( education, health, etc etc ) is 99.99% ignored, and all the energies/ resources of the state are concentrated in maintaining its status as a "security state" . Maybe, the First Islami Nuclear Takkat should look towards foreign adoption as an alternative !

Sulking Minister To Get A "Blue Passport" .

Amid rumours of resignation, Nisar gets blue passport
ISLAMABAD - Amid heated debate over “souring relations” between Prime Minister Nawaz Sharif and Interior Minister Chaudhry Nisar Ali Khan in the wake of the Panama Papers case, the sulking interior minister has recently got issued a blue passport — an indication that he might quit the ministry.
In addition to that, the interior ministry on Friday officially announced that Chaudhry Nisar would hold an important press conference on Sunday (tomorrow) at the Punjab House, giving rise to speculations that the minister would announce his resignation from cabinet. Once a "blue eyed" crony of Ganja ( Sharif !) :mrgreen:
The interior minister, who has remained associated with the Pakistan Muslim League-Nawaz (PML-N) for around 35 years, was not even present in Friday’s important consultative meeting... for intent and purposes, he is out of PM Nawaz 's inner circle !
They say that in view the present circumstances, especially after the prime minister recently spoke at the hometown of Defence Minister Khawaja Asif, ( who is being tipped as acting PM, until Shahbaz replaces Nawaz on a permanent basis, if JIT verdict goes against him !) who is considered part of the anti-Nisar lobby in the party, he would quit his ministry.
Sources confided to The Nation that the minister earlier had a diplomatic passport, with validity until 2021, in his use.Nisar, the other day, also got a blue passport with 10-year validity, in addition to the more valuable diplomatic passport that is issued to the ministers and state ministers only.
Under the relevant laws and rules, the members of the parliament (both from National Assembly and Senate) are entitled to blue passport, while ministers, ministers of state, advisers to the prime minister and special assistants to the prime minister are entitled to the much-prized red diplomatic passport, an official of the Passport Office explained. Hope that the immigrant officials in London, Washington and other foreign capitals are "not fooled" by the colour of these different passports . For them, any passport issued by the Islamic Republic Of Pakistan ( blue, red or green [ aam abduls onlee !] is suspect :mrgreen:
In the past, Nisar had left official work citing bad health and stayed in London for weeks following his differences with the party when he was the Leader of the Opposition in the National Assembly during the last PPP government.The rift between Chaudhry Nisar and other senior cabinet members came into the open last week when the former expressed his reservations in the cabinet meeting over the way of handling of the Panama Papers case.Last Saturday night, Nisar issued a strong-worded rebuttal to the remarks of Planning Minister Ahsan Iqbal – who had criticised his colleague in a TV program.
Unlike his other cabinet colleagues, Nisar did not publicly defend Prime Minister Nawaz Sharif and his family before and after the submission of the damning JIT report before the SC that alleged the Sharif family of having offshore wealth beyond known sources of income. Like POTUS Trump, Nawaz demands loyalty from his "staff" :mrgreen:
