Zia-ul-Haq pressed China for joint n-test - Amit Baruah, The Hindu
Pakistan under Zia-ul-Haq pressed China in 1980 for a “joint [nuclear] explosion” to be carried out at a Chinese site, given the “new technical problems” Rawalpindi was facing in going for its own nuclear test.

This was the assessment of the ambassadors of socialist countries based in Islamabad ahead of General Zia’s visit to China and North Korea in May 1980.

The analysis is contained in a ciphered telegram sent by the Hungarian Embassy to its headquarters on April 30, 1980, now available at the Wilson Centre digital archive in Washington.


Non-western sources

Though there have been consistent reports of the Chinese sharing nuclear technology with Pakistan, this cable is perhaps the first from non-Western sources that points to the intensive contacts between the two countries in this sensitive field.

In May 1979, Soviet Ambassador Sarvar Alimzhanovich Azimov informed his socialist colleagues in Islamabad that Pakistan possessed both the “material and intellectual capabilities” to carry out a nuclear explosion.

“The execution of the programme is being accelerated by the recent discovery of uranium of a favourable composition near Dera Ghazi Khan [in Pakistan’s Punjab province]. They began to set up the already available enrichment facility in the vicinity of the quarry,” the Hungarian Embassy quoted the Soviet envoy as saying in his May 17, 1979, cable to headquarters.

West Asian help

The Soviet Ambassador also stated that the Pakistani nuclear programme, proceeding at an accelerated pace, was “actively supported” by both Saudi Arabia and Libya.

Twenty-five years later, the fact of Pakistani-Libyan nuclear cooperation was made public by the United States, but even then, Washington put the blame on Pakistani scientist Abdul Qadeer Khan, absolving the Pakistani State of any role in the international smuggling operation.

Israelis knew

Interestingly, on the same day as the Hungarian cable was sent in 1979, Israeli Prime Minister Menachem Begin wrote to his British counterpart Margaret Thatcher informing her of Libya’s close partnership with Pakistan in the nuclear field.

The British, too, shared the Israeli (and Soviet) view of close Pakistani-Libyan collaboration in the nuclear field.

“Our evidence appears not dissimilar to theirs,” a British assessment prepared for Mrs. Thatcher said.


The Soviets were seriously worried about the prospect of the Arabs getting their hands on a nuclear weapon and were contemplating various means to prevent this from happening, according to the May 1979 Hungarian cable.

“For this reason, it is becoming less and less interesting whether we might be able to slow down the execution of the [Pakistani nuclear] programme. Instead, we should rather look for means to prevent its successful completion,” Ambassador Azimov told his socialist counterparts.

“At the same time, however, one should be extremely cautious in this question because of the ‘Indian factor’,” Dr. Azimov was quoted as saying.

As per this documentary on Abu Zubaydah who was captured in Pakistan. During the interrogation he reviled 4 men(watch after 40:15), all these four men are dead shortly after that, one of them died a horrible death by thirst in a desert. The forth one is a high ranking PAKI

I think CIA ran operation similar to Mossad's Operation Wrath of God

Pakistan, Russian militaries hold joint drill - IANS
The Pakistan and Russian militaries are currently holding a two-week long joint exercise, the Pakistani Army said here on Monday.

The opening ceremony of the exercise codenamed as "DRUZBA 2017" in Mineralnye Vody in Russia was attended by senior military officials of the special forces of both countries, the army's media wing Inter-Services Public Relations said in a statement.

The joint exercise will focus on counter terrorism operations, hostage and rescue, cordon and search operations, reports Xinhua news agency. {Terroristan holding a counter-terror operation exercise !!}

It will enhance and further strengthen military ties between both countries and share the Pakistan Army's experience in the war against terrorism, the statement said.

Last September, a contingent of 100 Russian troops had taken part in joint exercises in Pakistan.

A resolution will be moved in the UN Security Council after approval from Prime Minister Shahid Khaqan Abbasi, they say, adding that all veto-wielding members of the Security Council, especially China and Russia, will be approached to garner their support. Pakistan will also take the United States into confidence on the issue, according to sources.

An American delegation is due in Islamabad next month for high-level talks, according to an understanding reached in a meeting between Premier Abbasi and US Vice President Mike Pence.

Sources say Pakistani officials will impress upon their American counterparts to build up diplomatic pressure on India to desist from provocation along the Line of Control and the Working Boundary. {This is actually pleading for some mercy disguised as 'pressure on India' for public consumption. It is obvious that firing by IA is deeply hurting Terroristan}

At least seven civilians have been killed in unprovoked firing and shelling by Indian forces on Pakistani villages this week.

In his maiden speech at the UN General Assembly, Premier Abbasi has already called on India to end its covert campaign of stoking terrorism in Pakistan through its intelligence agency and proxies. He has also handed the UN secretary general dossiers cataloging evidence of India’s involvement in terror activities in Pakistan.

Pakistan’s assertions are not without a ground. Kalbhushan Jadhav, an agent of Research and Analysis Wing (RAW), the top spy agency of India, was arrested in Balochistan in March 2016 after he crossed over from neighbouring Iran.

In a subsequent video confession, Jadhav admitted that he had been assigned by his agency to foment terrorism in Pakistan, especially in Balochistan and Karachi. He has been sentenced to death by a military court since.

Sources say Jadhav’s confession and continuing Indian border provocations would be made part of the ‘strongly-worded resolution’ with the aim to expose shenanigans of Narandra Modi’s administration against Pakistan.

In a prelude to this move, top foreign policymakers are planning to launch a diplomatic offensive to unmask India’s sponsorship of terrorism in Pakistan by sharing damning evidence with key world powers {Wow! Why not a dossier to the UN Chief like last time, hain ji?}
, according to sources.

In the meantime, Pakistan will continue to give a befitting response to border provocations {Bring it on, then, why are you crying & complaining. Be a brave mard-e-momineen} by Indian troops.

Premier Abbasi told the UN General Assembly in his speech that Pakistan has thus far acted with restraint despite 600 ceasefire violation by Indian troops since January.

“But if India does venture across the LoC, or acts upon its doctrine of ‘limited’ war against Pakistan, it will evoke a strong and matching response,” he warned. “The international community must act decisively to prevent the situation from a dangerous escalation.”

Yes please do so. Don't spare any effort at all. Squander away any goodwill you have left, and call in all your favours. After all, you need to look tough in front of your people right? Not like the "wimp" NS who sold out Terroriststan's interests. Your minions are doing a great job with fact-check and I'm sure they can pull several photos that can be used as representational purposes for Kashmir. Also, good job with the whole Kulbhushan Yadav confession, nothing will convince these world diplomats more than a coerced confession from a captive who was given no consular access and as of today we don't even know if he is alive.

Influential Landlord Decides To Take "Law In His Own Hands" !

Girl forced to 'pay' for brother's love marriage :roll:

BAHAWALNAGAR - An influential landlord abducted a girl and made her subject to gang-rape while later declared her as "vani" through a panchayat to avenge her brother for contracting love marrige with the landlord's daughter. The Takhat Mahal Police appeared to have colluded with the accused in the entire episode and did not take any action to avert the incident and bring the culprits to the book, despite complaints by the affected family. The MQM has rightly claimed that the feudal system - which colludes with the Administration - has to before Pakistan can progress. This is one example of such a collusion !
According to the affected girl Tasleem, daughter of Allah Rakha, the incident occurred in Mauza Noor Muhammad Bhangran, tehsil and district, started with her abduction on January 31, 2017.Tasleem informed that her brother Fayyaz got love marriage with Parveen Bibi, daughter of Hakim Ali, influential landlord of Mauza Noor Muhammad Bhangran, against the consent of elders of both the families. With the collapse of law and order in this part of Pakjab, this will become a common occurence. Just a few months ago, in this area , a petrol trunk broke down and lots of innocent people were burned alive, collecting spilled petrol !
The marriage took place on January 15, 2017, upon which Parveen's family hurled threats to Fayyaz's family of revenge. To settle a score with Fayyaz and his family "for the disgrace caused to the family," Hakim Ali, Arif and some others members of the girl's family raided house of Tasleem Bibi and abducted her at gunpoint on January 31, 2017. The victim informed that the culprits took her to an undisclosed location where she was gang-raped during six days captivity.
In meanwhile one Shabir reported the abduction to police through a call on emergency service 15, but the police did nothing to recover the girl or go after the influential culprits. The victim family also approached the Takht Mahal Police, in person, for justice, but the police turned a deaf ear to the complaint.Police in the "pocket of the landlord" !
When contacted newly-posted DPO Ataur Rehman claimed that justice would be done in the case and anybody found involved in the case would be bring to the book. He also ordered the police to add vani section to the FIR and arrested the panchayat head.
Meanwhile, District Police PRO Asif Saeed informed that that after rejection of bail pleas of 10 accused including Alam Ali, son of Haji Ghulam Ali; Zahoor Ahmad, son of Haji Ghulam Qadir; Hakim Ali, son of Haji Ghulam Qadir; Qasim Ali, son of Haji Ghulam Qadir; Muhammad Iqbal, son of Dhulay Khan; Muhammad Khan, son of Dhulay Khan; Dhulay Khan, son of Manjay Khan etc are on remand in police custody. He said that special team have been formed to arrest head and other members of the Panchayat, who are at large so far. Doubt that the landlord himself will serve time in jail due to his (most likely ) political connection !


PS: These things are bound to happen, when no less than the CM of Pakjab ( Shahbaaz), a reputed Romeo, has a "roving eye" for rural Pakjabi beauties and can through his authority , transfer police officers left and right, if in the course of his travels, he fancies a policeman's wife- someone "that he fell in love with" at first sight ! :twisted:

Hard to believe that long time feuding tension can be resolved in one sitting. ! The Ex - Interior Minister, a fauji protege , most likely passed on some important message to Ganja from the "Deep State". At least IMO !

you tube is flooded with one-sided narratives of Old Muslim men from Bakistan. All of them say that it was fault of Hindus. Muslims had no problems with Shiks. No wonder all the interviewer is always some sikh ABCD type guy . Any way once I talked to a guy who fought Muslims near our village. Muslims were particularly violent towards Hindu girl. They would rape the girl and cut the breast and throw her away.

Paulomi Tripathi, secretary with India's permanent mission to the UN, held up together 2 photographs - one showing the army officer and the other of Pakistan's permanent representative to UN Maleeha Lodhi brandishing the picture of a Palestinian woman whom she had described as a Kashmiri - and declared, "True face of Pakistan is not hidden from anyone''. The army officer shown in the picture was Lieutenant Umar Faiyaz who was abducted and killed by terrorists in J&K's Shopian district. A 2007 batch IFS officer, Tripathi, who took on Pakistan's most experienced diplomat at the UN, is the junior-most Indian diplomat at India's permanent mission to the UN in New York which is headed by Syed Akbaruddin.

Lodhi, while exercising Pakistan's right to reply, had sought to counter foreign minister Sushma Swaraj's strong indictment of Pakistan's conduct on terrorism by displaying a picture of a woman she thought was a Kashmiri pellet gun victim.

As Tripathi said in her speech, it was actually a photograph of Rawya abu Jom'a, a girl from Palestine. The picture was taken on 22 July 2014 by an American photographer Heidi Levine. This photograph was published by New York Times on 24 March 2015 under the caption 'Conflict, Courage and Healing in Gaza'.

"The Permanent Representative of Pakistan misled this Assembly by displaying this picture to spread falsehoods about India. A fake picture to push a completely false narrative,'' said Tripathi.

Loans To Pakistan Too Risky Says World Bank !

WB suspends support loans for Pakistan

ISLAMABAD: The World Bank (WB) has suspended programme loans/budgetary support for Pakistan owing to deteriorating macroeconomic indicators; however, the Washington-based lender will continue providing project loans to Islamabad, it is learnt. “Last month, the WB team conveyed Pakistani authorities that they cannot provide programme loans/budgetary support because of macroeconomic indicators,” sources from the World Bank based in Washington confirmed to The News here on Sunday.The WB, they said, linked provision of programme lending with letter of comfort (LoC) from the IMF. The IMF used to gauge the economic health of the country on the basis of macroeconomic indicators, so it seemed that dark clouds had started hovering around Islamabad for luring them for entering into another bailout package from the IMF. Pakistan should follow the example of Argentina and other Latin American countries who have refused to pay earlier loans to WB and IMF . Late Hamid Gul already suggested this course of action ! Pakistan is already a pariah as far as political arena in concerned ( Terroristan !) . So, there is no "shame" in becoming an economic pariah :twisted:
When contacted a top official at the Finance Division on Sunday evening, he said that the WB did not formally convey about halting programme loan for Pakistan. He said that Islamabad had not yet made any request for the programme loan. He also said that Pakistan and the IMF would hold post programme monitoring (PPM) within this calendar year, but its exact schedule and venue was not yet finalised. Just the other day, the new PM of Pakistan himself said to an American Think Tank that all macroeconomic indicators for Pakistan were "superb" . So either he is "lying" or the World Bank is lying .The Finance Minister's "brilliant" strategy of building foreign exchange reserves by borrowing left and right , is now coming home to roost :twisted:

Pakistan might be fined after embarrassing outcome in international litigations

SLAMABAD: Pakistan might have to pay a hefty fine of around Rs85 billion in the coming months as the country met an embarrassing outcome in several international litigations.The latest came when London Court of International Arbitration (LCIA) directed Islamabad to pay Rs11 billion claimed by and independent power producers (IPP).
The federal government has been heavily engaged in international arbitrations, where it has paid around Rs3 billion since 2013 to several law firms and lawyers.
In several background meetings with senior officials associated with international arbitrations, this correspondent learnt that Pakistan has paid millions of dollars to around a dozen law firms and lawyers to plead cases, including those of Indian spy Kulbushan Jadhav, Karkey rental power plants’, Reko Diq mining, Kishanganga hydropower project, Progas LPG, Hubco Power, Sapphhire Electric and Halmore Energy. But not a single victory has been conceded by the hired legal teams so far.
Most probably, the legal firms were awarded the cases not on their competency, but probably on some "sifarish" basis. Instead of producing Islamic scholars, why not invest in legal studies to produce legal scholars :D
The International Centre for Settlement of Investment Disputes (ICSID) awarded some US$700 million to Karkey Karadeniz Elektrik Uretim after a Turkish filed damage suit against Pakistan. The incumbent foreign affairs minister, Khawaja Asif, approached the Supreme Court against the contract awarded by the previous government to Karkey. Pakistan met another embarrassing situation when International Court of Justice ruled against Pakistan by putting stay on execution of Indian spy Kulbushan Jadhav. “Pakistan made a mistake in Jadhav’s case,” Justice (retd) Shaiq Usmani observed. "It [Pakistan] has shot in its own feet. It’s Pakistan’s mistake to have appeared there. They shouldn't have attended [this proceeding].”
Ahmer Bilal Soofi, ex-law minister (caretaker), maintained that it was necessary to contest all international cases fully, but there should be a strategy. “My experience is that in most of such cases, international investor is keen to talk to someone in the government and find a resolution even before filing claim. Officials remain reluctant to negotiate and settle for fear of subsequent NAB’s inquiry against them,” Mr Soofi, an authority on international laws told this correspondent. Obviously, the international investor will litigate as a last resort, specially if the terms of the contracts are blatantly violated as is the case in most of the cases !

He claimed that the Taliban have safe havens in Afghanistan and that Pakistan is being subjected to the group's attacks launched from Afghan soil. Immy is confusing the issue ! Trump is talking about the Afghan Taliban, ( like the Haqqanis - the veritable arm of the ISI !) while Immy is referring to the TTP , which wants a "greener Pakiland" and has its own issues with the Paki Govt :D
US officials have long said that Pakistan turns a blind eye to militants ( AKA Afghan Taliban !) operating along the porous Afghan border.

Sushma's UN speech arrogant but there is terrorism in Pak: Chinese daily

BEIJING: Terming as "arrogant" external affairs minister Sushma Swaraj's scathing attack on Islamabad at the UN for being the pre-eminent terror factory, a state-run Chinese daily in a grudging admission said "there is indeed terrorism in Pakistan".

"India and Pakistan became free within hours of each other. Why is it that today India is a recognised IT superpower in the world, and Pakistan is recognised only as the pre-eminent export factory for terror?", Swaraj said in her speech at the UN General Assembly.

"We established scientific and technical institutions which are the pride of the world. But what has Pakistan offered to the world and indeed to its own people apart from terrorism? We produced scholars, doctors, engineers. What have you produced? You have produced terrorists", she had said referring to terrorist groups like Lashkar-e-Taiba and Jaish-e-Muhammad.

However, Sushma's speech denouncing Pakistan riled up all-weather friend China, whose official media termed it as "bigotry".

"There is indeed terrorism in Pakistan. But is supporting terror the country's national policy? What can Pakistan gain from exporting terrorism? Money or honour," said an editorial in the state-run daily Global Times.

"With smooth development of its economy and foreign relations in recent years, an arrogant India has looked down on Pakistan and assumed a haughty air with China," said the editorial titled 'India's bigotry no match for its ambition'.

It takes for granted that it should be feared by neighbours and wooed by the US and Europe. If smart enough, India should befriend China and respect Pakistan, preventing disputes from spilling over, it said.

"She was also deemed by Indian media as having taken a veiled dig at China for blocking international efforts to blacklist Jaish-e-Mohammad chief Masood Azhar," the report said apparently referring to Beijing's blocking of India's efforts to declare Azhar as a terrorist by the UN.

The editorial also made references to the 73-day standoff between India and China at Doklam in the Sikkim section which ended on August 28.

"India also seems to assess China's strategic hostility with its own logic: China's sound relations with Pakistan are to counter India. China's road construction in Doklam is to threaten the security of its Siliguri Corridor and China's Belt and Road initiative operates programmes with Pakistan and other South Asian countries to encircle India. In any case, India's interests always reside at the epicenter of this logic," it said.

Prominent generals for top posts in 2019

LAHORE: After the retirement of Chief of Army Staff General Qamar Javed Bajwa and Chairman Joint Chiefs of Staff Committee General Zubair Mahmood Hayat in 2019, Corps Commander Multan Lt-General Sarfraz Sattar would be on top of the seniority list for appointment as the COAS and CJCSC.
Others on the seniority list include: Lt-General Nadeem Raza, Lt-General Humayun Aziz, Lt-General Naeem Ashraf, Lt-Gen Sher Afghan and Lt-Gen Qazi Ikraam. Chief of General Staff Lt-Gen Bilal Akbar stands on seventh place on the seniority list.
The future scene of armed forces leadership has become clear to a large extent after the promotions, given by COAS General Bajwa recently.
In this scenario, incumbent Multan Corps Commander Lt-General Sarfraz Sattar would be the most senior general on Nov 29, 2019, the date of retirement of the current COAS Bajwa. Earlier, he has served as military intelligence chief, Infantry Division Sialkot Commanding Officer and as the military attaché in India.
During General Raheel Sharif’s stint as the COAS, the most junior lieutenant general was Sarfraz Sattar. It would not be out of place to mention here that General (retd) Raheel Sharif, before his retirement, suggested his name as one of the options for the military command in 2019 for continuation of his policies.
It might be mentioned here that earlier General (retd) Ashfaq Parvez Kyani had also promoted a professional officer Zubair Mahmood Hayat as a lieutenant general in the last days of his service.
The next on the seniority list, Lt-General Nadeem Raza, belongs to Infantry, and currently he is serving as Corps Commander Rawalpindi. He was promoted as a major general in 2013. As a major general, he served as Commandant PMA Kakul and Commanding Officer Waziristan. As a brigadier, he also served as Chief of Staff Mangla Corps.
Currently serving as IG Communication & IT at GHQ, Lt-General Humayun Aziz has served as commander Artillery Division in Gujranwala. He led a military operation as general officer commanding in Tirah, Khyber Agency, in 2013, and GOC Infantry Division Kharian in 2014. As a brigadier, he served in the military intelligence.
Gen Qamar Javed Bajwa last month promoted seven major generals, superseding 24 others. In this context it could be said that only their names would be considered for the posts of CJCSC and chief army staff in 2019. Hence, the reality is quite opposite to the general impression that the political leadership selects the army chief on the basis personal desire and priorities. The political leadership picks up the chief from the options given by the army, as the process to prepare the future army leadership starts years before the final decision. Pakistan politics is in a "state of flux"these days ! Therefore, not sure who will "rubber stamp" the final selection !

War of words at UN is not the answer

An unnecessary and excessive attack by Indian Foreign Minister Sushma Swaraj against Pakistan at the UN General Assembly has drawn strong criticism from Pakistan. Ms Swaraj’s bizarre taunt and allegation marked a rhetorical escalation in India’s seemingly renewed quest to try and put pressure on Pakistan regionally and globally.

Almost certainly, the escalation is linked to US President Donald Trump’s so-called South Asia strategy, which casts Pakistan as a spoiler of regional peace and improbably suggests that a greater role for India in Afghanistan may help stabilise that country. The Indian foreign minister’s Trumpian rhetoric indicates that India is in no mood to engage in dialogue with Pakistan and will continue to try and deflect the world’s attention from the oppression of the Kashmiri people in India-held Kashmir.

Nevertheless, Ms Swaraj’s diatribe could have been met by a more measured response than the one given by Pakistan’s Permanent Representative to the UN Maleeha Lodhi, especially considering the thoughtful and principled position that Prime Minister Shahid Khaqan Abbasi took on India and the Kashmir dispute during his own speech at the UNGA earlier.

While technically, the right of response was in the UN, perhaps a more appropriate reply could have come from the Foreign Office or foreign minister. The role of the UN permanent representative is to determinedly keep the attention of the UN and the world on the issues that Pakistan wants to highlight.

A sober and categorical response to Ms Swaraj’s speech would have kept the focus on India’s atrocities in IHK and the need for the world to do more to help the suffering of the Kashmiri people. Instead, an opportunity has been lost and the outside world will likely see the squabbling as yet another instance of how Pakistan and India prefer to trade insults rather than address common problems.

Indeed, for Pakistan, foreign policy and national security challenges are multiplying. If not handled carefully, an economic downturn could combine with a foreign policy crisis, leaving Pakistan acutely vulnerable to US-led international pressure.

Perhaps the greatest disservice to the oppressed people of IHK is for Pakistan to try and highlight their plight without improving its own credibility in matters of militancy in the eyes of the global community. It is far too easy for the outside world to disregard Pakistan’s principled and rightful objections to India’s approach to IHK and the overall Kashmir dispute because Pakistan is widely perceived to be unacceptably tolerant of certain kinds of non-state actors.

The stealthy mainstreaming of banned groups is the latest example of misguided policy. A war of words with India may please nationalist sentiment, but it may also cause further damage to Pakistan’s legitimate interests.

On the contrary, some people and hostile agencies from abroad were badmouthing Pakistan and its army and talking about dismembering the country. :rotfl:

The army chief said Pakistan Army would continue to perform in the best interest of the country army and would stand by the nation against all challenges by staging coups.
Should dispel any doubts of an army having a country.
He also told the countrymen that that they should not worry as the army is ready to tackle any internal or external challenges Pakistan faces.
