The visit by Nawaz Sharaif to Saudi Arabia is indeed a second exile.

It smacks of everything that happened when Musharraf sent him there, the Saudia plane including and the Saudi bureaucrats on that plane awaiting him.

The long meeting with the Pakistani NSA was to negotiate the terms and conditions set by the Army. No NSA would discuss state matters with somebody who is only an ex-PM especially when no love is lost between the PA and Nawaz.

The visit by Shahbaz Sharif to KSA ahead of Nawaz's flight there was to negotiate the deal with the Saudi King & MBS.

Deja vu for Nawaz, except that this time he did not have to spend time in solitary confinement at Attock.

Pakistan plans takeover of charities run by Hafiz Saeed

ISLAMABAD: Pakistan's government plans to seize control of charities and financial assets linked to Islamist leader Hafiz Saeed, who Washington has designated a terrorist, according to officials and documents reviewed by Reuters.

Pakistan's civilian government detailed its plans in a secret order to various provincial and federal government departments on Dec. 19, three officials who attended one of several high-level meeting discussing the crackdown told Reuters.

Marked "secret", a Dec. 19 document from the finance ministry directed law enforcement and governments in Pakistan's five provinces to submit an action plan by Dec. 28 for a "takeover" of Saeed's two charities, Jamaat-ud-Dawa (JuD) and the Falah-e-Insaniat Foundation.

The United States has labelled JuD and FIF "terrorist fronts" for Lashkar-e-Taiba ("Army of the Pure" or LeT), a group Saeed founded in 1987 and which Washington and India blame for the 2008 attacks in Mumbai that killed 166 people.

Saeed has repeatedly denied involvement in the Mumbai attacks and a Pakistani court saw insufficient evidence to convict him. The LeT could not be reached for comment

The Dec. 19th document, which refers to "Financial Action Task Force (FATF) issues", names only Saeed's two charities and "actions to be taken" against them.

The FATF, which is an international body that combats money laundering and terrorist financing, has warned Pakistan it faces inclusion on a watch list for failing to crack down on financing terrorism.

Asked about a crackdown on JuD and FIF, Interior Minister Ahsan Iqbal, who co-chaired one of the meetings on the plan, responded only generally, saying he has ordered authorities "to choke the fundraising of all proscribed outfits in Pakistan".

In a written reply to Reuters, he also said Pakistan wasn't taking action under U.S. pressure. "We're not pleasing anyone. We're working as a responsible nation to fulfil our obligations to our people and international community."

Spokesmen for the JuD and FIF both said they could not comment until they receive official notifications of the government's plans. "We don't have any intimation about any crackdown so far," FIF spokesman Salman Shahid told Reuters. "No one has asked us about our work or assets."

Saeed could not be reached for comment. He has frequently denied having ties to militants and says the charitable organisations he founded and controls have no terrorism ties. He says he promotes an Islamic-oriented government through doing good works.

FIRST MAJOR MOVE

If the government follows through with the plan, it would mark the first time Pakistan has made a major move against Saeed's network, which includes 300 seminaries and schools, hospitals, a publishing house and ambulance services. The JuD and FIF alone have about 50,000 volunteers and hundreds of other paid workers, according to two counter-terrorism officials.

Participants at the meeting raised the possibility that the government's failure to act against the charities could lead to U.N. sanctions, one of the three officials said. A UN Security Council team is due to visit Pakistan in late January to review progress against UN-designated "terrorist" groups.

"Any adverse comments or action suggested by the team can have far-reaching implications for Pakistan," the official said.

The Dec. 19th document gave few details about how the state would take over Saeed's charities, pending the plans submitted from the provincial governments. It did say it would involve government entities taking over ambulance services and accounting for other vehicles used by the charities.

It says law enforcement agencies will coordinate with Pakistan's intelligence agencies to identify the assets of the two charities and examine how they raise money.

The document also directs that the name of JuD's 200-acre headquarters, Markaz-e-Taiba, near the eastern city of Lahore be changed to something else "to make it known that the Government of "Punjab (province) solely manages and operates the Markaz(headquarters)".

The move to seize the charities could spark some concern from the powerful military, which has proposed plans to steer Saeed and the JuD into mainstream politics. The military did not respond to a request for comment.

In August, JuD officials formed a new political party, the Milli Muslim League, and backed candidates who fared relatively strongly in two key parliamentary by-elections.

The JuD publicly disavows armed militancy inside Pakistan, but offers vocal support for the cause of rebel fighters in Indian-administered Kashmir and has called for Pakistan to retake Kashmir. Nuclear-armed India and Pakistan have fought two wars over the disputed region.

Washington, which has offered a $10 million reward for information leading to Saeed's conviction over the Mumbai attacks, warned Islamabad of repercussions after a Pakistani court in late November released him from house arrest.

Punjab's provincial government had put Saeed under house arrest for 10 months this year for violating anti-terrorism laws.

IMO, this could be seen as the next logical step towards the mainstreaming of Hafiz- Suar's JUD and the other Islami outfits, which the Paki Fauj is keen to put in place before the 2018 Election. Now, the Deep State can claim that they are taking steps that the international community is "demanding". Where-in fact what is being done here , IMO, is that the Paki Govt is just holding the assets ( bank accounts, real estate, etc etc ) of JUD "in trust" for them, until they could be returned back or "whitewashed/ drycleaned " to legitimize them. :mrgreen:

On Saturday, The Times, published from London, claimed sensationally that Nawaz Sharif “was ready to quit active politics, without facing prosecution” cases but The Times story carried factual inaccuracies and a conspiracy theory. There is absolutely no doubt that he is being "pushed out" by the fauj. For Echendee purposes, some kind of a plausible explanation will probably be worked out and presented to the awaam :mrgreen:
The Times report claimed that the Saudis are “indicating that they await a final sign-off from the Pakistani military” but a source said that the report had “tried to create facts out of wishes”.It’s understood that The Times received complaints over the report. A spokesman for The Times said that its “editor for the international and Pakistan related stories was away on holidays”.

Half of the cabinet is hiding out of country. COAS giving funny remarks and behaves as PM,FM.....basically everything. And they have bombs. PM and COAS ( I assume both have secrets of nuclear weapons) go to SA and plead for help. Do these guys have some self respect. And the compare Bakistan to India. WTF. ISLAMABAD: Overseas Employment Corporation (OEC) attached department of Ministry of Overseas Pakistanis and Human Resource Development would send consultants, specialist and medical doctors to Health Ministry of Kingdom of Saudi Arabia.
An official source told APP here on Monday, he said that a delegation of officials of the Ministry of Health of Saudi Arabia is on visit to Pakistan and will conduct walk in interviews here on January 2, for the selection of doctors.
He said that doctors would be select in different categories including anesthesia, orthopedic, ICU, Radiology, General Surgery, internal medicine, emergency medicine and other. The Paki authorities need to assure the awaam that the "sudden Saudi demand for large number of doctors" has nothing to do with the Yemen civil war in which Saudi Arabia is a "major player" :twisted:

Pakistan’s international image
2017 was not a good year in terms of the Pakistan’s standing at the international level.
For the year 2018, Pakistan needs to make a number of resolutions to ensure that mistakes are not repeated. If history is anything to go by, Pakistani leaders have not been very good at learning from mistakes. This needs to change.
Pakistan’s failure to convince the international community about its sincerity in war against terror was the consequence of its inability to completely disown these groups.
We hope that all unelected state institutions have noted that the elected representatives of the Pakistani people do not support ‘mainstreaming’ of extremists.

ISLAMABAD: Overseas Employment Corporation (OEC) attached department of Ministry of Overseas Pakistanis and Human Resource Development would send consultants, specialist and medical doctors to Health Ministry of Kingdom of Saudi Arabia.
An official source told APP here on Monday, he said that a delegation of officials of the Ministry of Health of Saudi Arabia is on visit to Pakistan and will conduct walk in interviews here on January 2, for the selection of doctors.
He said that doctors would be select in different categories including anesthesia, orthopedic, ICU, Radiology, General Surgery, internal medicine, emergency medicine and other. The Paki authorities need to assure the awaam that the "sudden Saudi demand for large number of doctors" has nothing to do with the Yemen civil war in which Saudi Arabia is a "major player" :twisted:

That's what Jinnah promised these West Asian countries drawing up a fearful scenario of an independent Hindu India otherwise gobbling up these countries. He said a Muslim Pakistan would be able to supply them with all sorts of Muslim professionals.

As per wiki,shitland has approx 1.4 lakh doctors... where are these additional witch doctors going to come from? The Arabs might as well enlist voodoo practitioners and arrive at the conclusion of malpractice, albeit cheaply. Also, isn't that number on the lower side?Pakjabs left testicle has a higher population than this.
Jinnah had many wet dreams regarding his mutant mistake, understandably the screw ups emulate their founder to this day,but what service has Pakistan even provided to their me brethren, apart from the traditional caravan guard. Africans have contributed more to this world than pakis and this is saying something.

Sections of DDM are going berserk over Trump's latest statement hitting Pakis. Nowhere in Trump's latest tirade did I hear India or LeT or any such thing. See for example, this DDM report

Trump only mentions Haqqani and Afghanistan and TSP. So seems to me that its the same old bargaining between US and TSP. Looks like TSP is till holding out on doing Trump's bidding on AfPak to get the best deal possible. I thought Trump removed LET from the list of terror groups that TSP has to go after to resume economic/military goodies? Wasn't that enough for TSP?

Hafiz Saeed’s JuD, banned outfits barred from collecting donations

ISLAMABAD: The government on Monday made a decisive move against proscribed organisations, including Hafiz Saeed’s charity Jamaat-ud Dawa (JuD), that were still working undercover – anticipating a joint US-India bid to force a global anti-terror financing organisation to take action against Islamabad.

The government prohibited fundraising as well as social, political, welfare and religious activities being carried by proscribed organisations and individuals despite the ban.

To the extent of the Islamabad Capital Territory, the local administration also issued a notification to prohibit all such activities by proscribed organisations and individuals.

Also, the Securities and Exchange Commission of Pakistan (SECP), through a notification on Monday, stopped all companies from donating cash to proscribed organisations and individuals mentioned in the sanctions regime maintained by the United Nations Security Council.

The action came after Prime Minister Shahid Khaqan Abbasi chaired a meeting of the high-powered National Executive Committee (NEC) on anti-money laundering that was attended by the representatives from the federal government, intelligence agencies and provincial governments, said sources in the Prime Minister’s Office.

“The government is very serious about meeting its international obligations,” said Miftah Ismail, Adviser to the Prime Minister on Finance, Revenue and Economic Affairs, while talking to The Express Tribune.

He said the government would fulfil its all international obligations regarding money laundering and terrorism financing.

Ismail did not specify the actions discussed by the NEC.

However, the sources said that the NEC meeting, convened on the request of the finance ministry, warned the higher authorities of a possible action that the Financial Action Task Force (FATF) may propose against Islamabad during a meeting next month.

The FATF is a global standard-setting organisation for measures against money laundering and terrorism financing.

The NEC meeting was held hours before US President Donald Trump, in a strong-worded tweet, accused Pakistan of “providing safe havens for terrorists” being hunted by the US hunts in Afghanistan. Trump said that the US foolishly “gave Pakistan more than $33 billion in aid in return of nothing”.

A plenary meeting of the FATF had been held in Argentina in November last year where the US and India had raised the issue of proscribed organiaations, mainly the JuD and its philanthropist organisation Falah-e-Insaniat Foundation (FIF), according to Pakistani officials privy to the FATF’s meeting.

The two countries had raised the issue of collection of animal hides by the FIF as well as the political activities being carried out by the Milli Muslim League (MML), said the officials.

The MML is a purported political offshoot of the JuD which is on the list of proscribed organisations. The Election Commission on Pakistan (ECP) has already rejected application to enlist the MML as political party.

According to the Pakistani officials, the FATF plenary is going to meet from February 18 to 23 in Paris.

“China, which has so far blocked the US and Indian moves, has also advised Pakistan to take some decisive actions against proscribed organisations,” said the officials.

“Pakistan has to make a tangible move before the planned plenary meeting of the FATA,” said the sources.

In a letter issued last month, the finance ministry had requested law-enforcement agencies and all the provinces to take measures against proscribed organisations working under various covers, said the sources.

In case, the FATF takes any adverse action against Islamabad, the country will face great difficulties in conducting financial transactions, according to the sources in the finance ministry.

However, those affiliated with the JuD deny its involvement in any illegal activity, calling the FIF an organised philanthropist group of the country.

Pakistan had placed the JuD on the watchlist in 2008. The United Nations had placed both the JuD and the FIF on its watchlist in Dec 2008 and March 2012, respectively.

In the past, Pakistan has remained on the grey list of the FATF.

In February 2015, the FATF had welcomed Pakistan’s significant progress in its fight against money laundering and terrorism financing, noting that Pakistan had established the legal and regulatory framework to meet its commitments in its action plan regarding the strategic deficiencies that the FATF had identified in June 2010.

“However, Pakistan will have to work with the Asia Pacific Group (APG) on Money Laundering as it continues to address the full range of AML/CFT issues identified in its mutual evaluation report, in particular, fully implementing UNSC Resolution 1267,” it said.

The United Nations Security Council resolution 1267 was adopted unanimously in 1999. The council designated Osama bin Laden and associates as terrorists and established a sanctions regime to cover individuals and entities associated with al Qaida, bin Laden and/or the Taliban wherever located.

so the husband (US) is giving the wife (TSP) a beating as per teh malsi tradition. No surprises in that. However, no divorce till they have the baby (afghanistan). In the end they both will go down to the same bed

Happy Days are Here Again for Terroristan!

Bond float not enough, Pakistan going to be IMF’s customer again

ISLAMABAD: Popular view of Pakistan’s economy was quite optimistic at the start of 2017. Positive developments including successful completion of the $6.6-billion International Monetary Fund (IMF) programme, decent progress on China-Pakistan Economic Corridor (CPEC) projects and emerging market status for the Pakistan Stock Exchange (PSX) were behind the optimism.

Government officials claimed at almost every economic forum that Pakistan was set to become the next Asian Tiger and that 2017 would be the launch pad for the national economy.

Things looked on track in early months of the year. The KSE-100 Index powered its way to an all-time high close to 53,000 points.

Given the celebrity status accorded to the PSX in mainstream media, everybody took this as a sign of still more good things to come. One mutual fund manager told me that by the end of 2017, the KSE-100 would hit 65,000.

As it turned out, progress on the economic front snapped in the second half of 2017. The KSE-100 Index receded so swiftly that it even caught industry pundits off guard. The index traded around 40,500 points on December 29, 2017 – the last trading day of the year.

The economic pain was not confined to the capital market alone. The external sector came under severe strain due to a worsening trade deficit and high public debt repayments. Pakistan’s foreign exchange market also endured mounting pressure on the rupee as the country’s foreign currency reserves decreased each month. All of these adverse developments have turned a rosy picture of the economy into a very bleak one for the new calendar year. Talk of the town is that Pakistan will apply for another IMF bailout in 2018 after general elections to avert another balance of payments’ crisis.

The government contends that the ouster of ex-prime minister Nawaz Sharif by the Supreme Court is the main reason behind the poor outlook on the economy since his economic policies were market-friendly and pro-growth.

Economic commentators, on the other hand, point out that despite his reputation as being pro-market, the economic policies of Nawaz and his financial czar Ishaq Dar were detrimental to the economy.

They add that positive outlook on the economy was an illusion at best and next year will be just like 2013 when the government had to go to the IMF for rescue of the economy.

However, fundamentals of the economy suggest that it is in a far better state than it was before the 2013 general elections.

2017: Positives of the economy

Pakistani economy is not really in that bad shape. Inflation rate has remained under control throughout the year as per official statistics.

Though there are some valid doubts about the veracity of inflation statistics, prices of major commodities have not accelerated at a quick pace. However, the CPI inflation rate was in double digits in 2013.

The ability of the government to raise funds from the international capital market by floating Sukuk and Eurobonds at relatively low interest rates shows that foreign investors are confident about the prospects of Pakistan’s economy. Pakistan had no presence in the international capital market in 2013.

The government has signed contracts for liquefied natural gas (LNG) imports with Qatar. LNG is going to improve the energy mix. In addition to this, the electricity produced by LNG is quite cheaper compared to that produced by furnace oil.

As per one estimate, around $1.5-2 billion will be saved due to LNG imports. Compressed natural gas (CNG) pumping stations have also resumed operations across the country which is more efficient for automobiles than petrol.

Similarly, the situation has also markedly improved as far as power outages are concerned when comparison is made with the last general elections.

The recent rupee depreciation, which was long overdue, is more like a technical correction and has nothing to do with adverse investor sentiments. We shouldn’t really be too sceptical about its effects on the economy.

2018: What lies ahead for Pakistan’s economy?

The most serious issue Pakistani economy is facing at the moment is that of external sector crisis. A 10% growth in exports during Jul-Nov FY18 has not prevented the trade deficit from worsening as imports do not show any signs of slowdown despite imposition of import tariffs.

So it looks like Pakistan is going to become IMF’s customer again. The amount of money raised by the government by floating bonds in the international capital market is not enough to cover debt payments and the import bill.

Pakistani government has already started appeasing the IMF by depreciating the rupee and resuming its programme to privatise loss-making enterprises like Pakistan Steel Mills (PSM) and Pakistan International Airlines (PIA) along with power generation (Gencos) and supplying (DISCOs) companies.

However, this time we can expect harsher conditions from the IMF since we withdrew from some of the crucial policy commitments during the last IMF programme.

As far as the PSX is concerned, I expect it to improve after the caretaker government is appointed. Some of the market participants told me that once general elections are over, bulls will briefly take the reins. They believe that the PSX will give a return of at least 20% in 2018.
