PSX is ugly and broken

Pakistan’s stock exchange resembles a markhor. Imagine it, hearty and proud, holding itself in the manner befitting such a noble animal, such a tough fighter. Imagine it, bold and kingly, hit by a truck on the side of some anonymous stretch of motorway. Imagine it, still and silent, lying there for years on end. Its eyes are glassy and the stale smell is terrible. Flies abound. No one weeps for the markhor. Only stupid animals wander on roads.

It’s difficult to say when the PSX was hit by a truck and ended up in its current foul state of decay. Maybe it was never alive. But as far as legitimate investments being allowed to foster go, it flat-lined a long time ago. Then again, isn’t this just the way things go? The narrative of the broken exchange system is hardly a new one. From Amsterdam to New York, stock exchanges go through phases (or eras) of massive corruption before a government body steps in and enacts legislation like the Securities Exchange Act of 1934. To this day, the Western world fights a tedious war on acronyms: HFTs, CDOs, and MBSs via the SEC, FBI, and FED.

Unfortunately, while high finance may be as intensely boring and cyclical as locally-themed road kill, it is also important and bears paying attention to. Exchanges are how a nation’s corporations are able to raise money and provide better products and services. You, the people, invest in companies and they get your money. They ask for money now so they can pay you back later. If they do well then you see a return on your investment. Everyone wins. It is a tremendous system founded on the principle of time value of money. If I am losing you, let me win you back with another metaphor.

The cymothoa exigua is a vile parasite that removes a host fish’s tongue and then supplants itself in its place. This beast gorges on the fish’s rightful food and provides nothing of value. Yet it is a class of species above certain PSX brokers. These PSX brokers work often together to lift huge chunks of money off of the outside (honest) investor by utilising lazy tactics that New York invented in 1920. A century behind the curve, the broker unapologetically eats your lunch while pretending to be but a bastion of service, a holy provider of liquidity, a simple soldier making a market. But he is not. He is the furthest removed thing from pushing forward an agenda of honest capitalism. You place a large order? He puts in his order first to take advantage. You invest based on market trends? He makes them up with his buddies by tossing chunks of equity back and forth between themselves like a financial rugby.

Academics refer to these activities politely as collecting manipulation rents, front-running, and pump-and-dump schemes. You might have heard of them in less civil terms.

Most people may feel a lack of concern for this phenomenon. That the financial system of Pakistan is as broken and corrupt as the governing one is hardly a surprise. But one should find a spurious anger in a broken market. How much anger? About $100 million worth (10% of market cap). That’s the amount parasitic brokers implementing manipulative schemes manage to “expropriate” from masoom shareholders looking to invest savings. 100,000,000. That’s eight zeros. Nine digits. Per year.

That’s so many zeros that you could build more than a half-thousand Minar-e-Pakistan’s with it.

That’s so many zeros that in less than six years they’ll be able to buy Somalia. They shouldn’t. That won’t be good for any party involved. But they could.

That’s so many zeros that they could buy three Learjet 85s, crash them into each other and still buy another and then a few restaurants on M M Alam Road. It would make for a frighteningly odd portfolio. But they could.

But, beyond possessing a base sense of morality, why should you care if you do not invest in companies in Pakistan? Because then the scourge of apathy lends itself to simple reactions in the market. Companies stop listing on exchanges (as they have) because they know that you will not invest (as you haven’t) and they will not be able raise capital. Those that do list find themselves victims of the aforementioned brokers. Some companies delist. They stop producing goods and services of the same quality. They raise prices to stay alive. Now you care. But it is too late. The markhor is dead. The fish is dead. The PSX is ugly and broken.

Government Releases Tax Payer Directory 2016-17
The top 500 companies in Pakistan paid Rs 364.325 billion in taxes during 2016-17. Out of 79,728 companies included in the Tax Directory 2016-17, about 32,943 of them paid no tax and 22,312 paid less than Rs 1 million in tax. These statistics were revealed as part of the analysis of the Tax Payers Directory in ‘Between the Lines’, released by the Sustainable Development Policy Institute (SDPI). With fraudster Dar, heading the Finance Ministry (until just the other day !) and using his Londonistan - honed skills to help his brother -in-law Ganja- evade company taxes and siphon off precious foreign exchange to tax havens in UK, and other centers, can anyone seriously feel obliged to report honestly and pay his due shares. :mrgreen:
Data analysis showed that the leading 500 companies paid Rs 364.325 billion tax during 2016-17, reflecting an increase of 30 percent when compared with the previous fiscal year. The analysis strongly recommended joint efforts of the Securities and Exchange Commission of Pakistan (SECP) and FBR to increase number of tax returns, particularly in corporate sector. As the World Bank and other financial institutions have pointed out time and again , there is no culture of tax obligation in this Islamic country, even the Islami concept of zakat, introduced during the Zia era is a total farce . ( for eg, zakat is a Sunni concept. The Shias do not believe in this !)
The author of the tax directory said that the analysis of the filed tax returns has shown a very interesting trend. The banking sector grew rapidly while the energy sector’s contribution lessened and construction sector showed average performance. Public energy giants such as OGDCL and others paid just Rs 5 billion tax in fiscal year 2016-17 compared to previous payment of Rs 36 billion in fiscal year 2013-14. Wonder, what effect will the CPEC have on the tax collecting function. In theory at least increased economic activity means higher profits and hence higher tax collection. With Chini companies being granted tax concessions left and right , can this assumption hold :mrgreen:
In just 4 years, this steep decline in tax paid is paramount not only in numbers but is also of a grave concern. Also, PPL, Attock Petroleum, Shell, Ceyron and Mari Petroleum’s tax amounts also shrank.
Dr Abid Qaiyum Suleri, Executive Director SDPI, said that instead of adding on burden to existing tax payers as the report suggested, Federal Board of Revenue (FBR) should focus on broadening tax base. Similarly, the anomaly of data that existed between the FBR and SECP needed to be fixed, he added.
In Pakistan, agriculture income - which contributes approx 25% to national income - is exempt from income tax , under an Ordinance , and therefore is a convenient vessel to shield income from tax for such luminaries like Dus Percent Zardari ( a big landlord!), Ganja Sharif and assorted jernails and kernels of the Paki fauj, who take up "farming" as a profession on the acres that are "gifted" to them on retirement, thus avoiding taxes !

PAF Inaugurates New Air Base in Bholari, Near Karachi
Pakistan Air Force (PAF) has added another air base in a landmark event in its history. PAF Base Bholari district Jamshoro has become operational and was inaugurated recently.The inauguration ceremony of a newly established main operating base, PAF Base Bholari, was held on December 25th.
PAF says that to show reverence to the father of our nation, this landmark event has been arranged on his birth anniversary. The great Quaid had chalked out a future vision for the PAF, when he directed the PAF rank and file to make it a potent air force, second to none. :roll:
Chief of the Air Staff, Air Chief Marshal Sohail Aman, was the chief guest and Chief Minister Sindh Syed Murad Ali Shah was guest of honor.
Air Chief further said that PAF Base Bholari would also augment and supplement the important maritime operations carried out by Pak Navy. The establishment of PAF Base Bholari would also play a key role in safeguarding the CPEC project. The inevitable CPEC "connection" is de-jure :mrgreen:

Who killed Benazir Bhutto?

THE MASTERMINDS OF THE ASSASSINATION
Sarwar Khan struggled to breathe as he opened his eyes in the suffocating darkness. Only a few hours earlier he had been at his desk in Islamabad finishing up an ordinary day’s work. Now the Ahmadi businessman was nailed inside a coffin, gasping for air. His captors had injected him with sedatives and were attempting to transport him out of the city in an ambulance, disguised as a corpse — but the dose was wearing off, giving way to Sarwar’s blood-curdling screams. As the kidnappers stopped to subdue their human freight, a taxi driver on the highway witnessed the suspicious activity and called the authorities.
The police action that followed that day in February 2009 led to the capture of one of the most influential Al Qaeda strategists and ideologues in the organisation’s history. Major Haroon Ashiq was arrested from the outskirts of Peshawar while trying to smuggle Sarwar Khan into the tribal areas. A former Special Services Group (SSG) commando, Haroon had left the army after 2001 and joined hands with the Lashkar-e-Taiba (LeT) before graduating to the highest ranks of Al Qaeda’s network in Pakistan. Major Haroon, it emerged, had been a mastermind of the Mumbai attacks the previous year and also a key player in some of the most spectacular militant operations in Pakistan in living memory. These included a sustained campaign of attacks on Nato supply lines, the murder of a former head of the elite SSG Major General Faisal Alvi, ( A British trained Officer, supposed friend of "Mush" and brother-in-law of V.S. Naipaul, Noble Prize Winner ) as well the kidnapping of Karachi-based filmmaker Satish Anand.
Haroon’s role in Al Qaeda was not merely operational but also strategic and visionary. He was one of the only Pakistanis to be elected a member of the organisation’s shura (council) and is credited with reviving its flagging fortunes after 2003 in a massive overhaul of the group’s organisational structure and tactics. Kidnapping for ransom was also a new tactic developed under him to help Al Qaeda out of a severe financial crunch.
Major Haroon admitted his role in all these acts but one of the most important pieces of information he gave to interrogators was about a case in which he claimed not to have been involved at all: the assassination of Benazir Bhutto.
The morning after the assassination 10 years ago, as the country convulsed with grief and chaos, the government of Gen Musharraf announced that secret agencies had intercepted a phone call to Baitullah Mehsud, the amir of the outlawed Tehrik-i-Taliban Pakistan (TTP), which indicated that the former prime minister had been assassinated by Mehsud’s men.
The disclosure was met with severe criticism and incredulity by an angry public. Doubts focused on the speed at which the government had produced the intercept, only fueling speculation about who killed her. News that the crime scene was hosed down minutes after the attack led to accusations of official complicity in the murder. The failure to conduct an autopsy compounded the situation and reinforced suspicions. Over the course of 10 years, these events have chronically overshadowed the case and ensured that the investigation into Pakistan’s most controversial murder would always remain limited in scope.
In August 2009, the Benazir murder investigation was transferred from the Punjab Police to the Federal Investigation Agency (FIA) on the wishes of President Asif Ali Zardari. The Punjab Police inquiry under Additional IG CTD Chaudhry Abdul Majeed had been severely criticised for its incompetence by the UN Inquiry Commission among others. The new probe under DIG Khalid Qureshi of the FIA was able to piece together a much more detailed picture of what happened at the lower level of the plot. Dus Percenti did not even trust the GOP investigations in the murder of his wife and hence asked for UN intervention, which Mush did not want !
According to investigators, there were at least five tiers in the planning hierarchy of the assassination. At the top of the pyramid were the masterminds, then came the planners, followed by the facilitators, then the handlers and lastly, the bombers themselves. In all, at least nine people are thought to have been involved. Another three people are accused of having knowledge of the plot. The perpetrators at each stage did not know the conspirators higher up and were only in touch with the cell directly above them. “You have to understand these people are the best in the world,” says an FIA official who worked on the investigation. “Many of them have been trained in clandestine operations and know the protocols. There are natural ‘cut-outs’ built into the plan.”
According to the official charge sheet, a key part of the attack was planned in Madrassa Darul Uloom Haqqania in Akora Khattak by former students of the seminary: Nadir alias Qari Ismail, Nasrullah alias Ahmed and Abdullah alias Saddam.

Copies of the sworn confessions of Hasnain and Rafaqat obtained by Eos reveal details of how the two 15-year-old bombers were transported to Liaquat Bagh and how the handlers conducted the reconnaissance of the venue earlier the same day. Forensic analysis of call data records of the accused, corroborated through mobile tower geofencing, confirm Hasnain and Rafaqat’s accounts of their movements on 27th December.
‘The Long-necked one’: A Third Bomber?
According to the official investigation there were two bombers present in Liaquat Bagh on 27th December. Bilal alias Saeed and Ikramullah. These names are corroborated by the confessions of the handlers Hasnain and Rafaqat. The bombers were placed at alternative exits to ensure success in the event that Benazir took a different route out of the venue. In the end, investigators maintain that only one individual detonated his explosives and that this was Bilal alias Saeed.
DNA reports, however, appear to contradict the claim that there was only one assailant. Personal effects of the bomber recovered from the house of handler Hasnain Gul including a shawl, cap and pair of joggers, were tested against the remains of three individuals found at the crime scene. The DNA profiles of two individuals found on the shawl and in the joggers match the remains of two individuals from the crime scene. In effect, this means that another individual who came into contact with the shawl and joggers found from Hasnain’s house, perished in the blast. Eos has obtained exclusive access to DNA reports that prove the existence of this possible third attacker. The report was prepared by the FBI’s DNA laboratory in Quantico, Virginia, at the request of the FIA-led Joint Investigation Team (JIT). Its findings were originally included in an initial version of the challan submitted to the court, but this was later dropped without explanation. This version of the charge sheet states: “Comparison report of FBI Lab has corroborated Hasnain Gul’s confessional statement by confirming that 02 terrorists who left shawl and pair of joggers and cap in Hasnain Gul’s residence were killed in the blast on crime scene in Liaquat Bagh on 27-12-2007.”
Sources close to the investigation say the report lost evidentiary value because representatives from the FBI refused to come to Pakistan to testify before the court, rendering the report inadmissible under Pakistani law of evidence. Another reason it became untenable was because Pakistani investigators could not establish a ‘chain of custody’ relating to the human remains which were first collected by officials of another agency, who were later untraceable by the FIA. “It is possible that the identity of Bilal and Saeed, has been collapsed into one individual,” said one journalist who has followed the case closely. Evidence for the existence of a third bomber comes from two other sources. The phone call between Baitullah Mehsud and one Maulvi sahib, intercepted by the security agency, contains a reference to three bombers:
Baitullah Mehsud: Who were they? Maulvi Sahib: There was Saeed, there was Bilal from Badar and Ikramullah.BM: The three of them did it? MS: Ikramullah and Bilal did it.
Ministry, Saeed is referred to as Abdullah alias Saeed ‘the long-necked one’. The document claims that Abdullah alias Saeed, along with Bilal, Ikramullah and Nasrullah was also part of a failed plan to kill Benazir Bhutto in Arbab Niaz stadium in Peshawar on the 26th of December, a day before the assassination. The assailants were not able to get close enough to Ms Bhutto’s vehicle because of tight security and decided to move overnight to Rawalpindi where they were picked up by local handlers Hasnain Gul and Rafaqat.
The ‘long-necked one’ appears to vanish from the face of the earth. Some speculate that a third, hitherto unknown, terrorist cell could have been used to transport the third bomber to Liaquat Bagh.
The other men standing trial are Aitzaz Shah, Sher Zaman and Rasheed Ahmed Turabi, all three accused of having knowledge of the conspiracy. Aitzaz Shah, then a 15-year-old boy, was arrested from Dera Ismail Khan in January 2008. Police say he admitted to knowing about the plot to kill Benazir Bhutto and was prepared as a suicide bomber to target her if the first plan failed. He also identified the voice of Baitullah Mehsud on the phone call intercepted by the security services in which he (Mehsud) is told of the successful operation by one Maulvi sahib. Though not made part of the challan, intelligence sources believe that Maulvi sahib is a man called Azizullah, also a prominent upper-tier planner. Another individual, Maulvi Naseeb, a former teacher at Madrassa Haqqania, was also involved in ‘preparing’ the boys ‘for jannah’ in Akora Khattak. His role has also not been established in the challan. Both Azizullah and Naseeb have been reported killed.
“There are many things we will never know now,” said one investigator involved in the prosecution. “The links are broken forever.” He was referring to the fact that virtually every single person of interest in the assassination conspiracy has been killed in mysterious circumstances. Only the lowest level operatives have been brought to trial. Whether Mush was also part of the overall conspiracy has not been mentioned, although, he did "hosed down the scene of the crime " :mrgreen:

Baitullah’s Denial
Soon after Benazir Bhutto’s assassination Baitullah Mehsud denied he had any role in it saying it was against Pakhtun customs to kill a woman. His spokesman Maulvi Omar said: “We are sad over Benazir Bhutto’s death. We do not have any enmity with Pakistani leaders and are only opposed to the US.” Officials close to the investigation are not convinced by the denial. “Baitullah only denied it later after the backlash came,” says one investigator. “He had to backtrack after the Sindhis started burning Mehsud trucks and tankers in Sindh. 90% of the trucks are run by the Mehsuds. It’s a huge source of revenue for him. He said we don’t kill women in our culture but that’s obviously false. They have no such qualms. They have killed countless women.” There is no love lost between the Pathans and the locals , specially in Karachi !
Eos has been able to obtain evidence that another hitherto unknown mastermind was behind the plot. The story begins with Major Haroon’s confession.
Haroon told his interrogators that the assassination of Benazir Bhutto was ordered by Osama bin Laden and that Baitullah Mehsud had been tasked to carry out the plan. Haroon claimed the emissary between Bin Laden and Mehsud was a militant called Abu Obaidah Al Masri who was in charge of Al Qaeda’s Pakistan operation.
Haroon said he was given this information by Ilyas Kashmiri. Kashmiri, himself a former SSG officer surged through jihadi ranks to become one of Bin Laden’s closest lieutenants and was also tipped by US counterterrorism experts to replace him as leader of Al Qaeda after the Abbottabad raid. Kashmiri and Major Haroon were the principal architects of the Mumbai attacks and worked closely together on a number of operations. Haroon, Kashmiri, Alvi and Mush all belonged to the elite SSG group. It is hard to imagine that Mush had no clue of any of these plots ( Mumbai attack, OBL's hiding, BB murder, Alvi's killing :mrgreen: )
Eos has obtained a confidential FIA document containing details of Haroon’s confession in which he confirms that the October 18th assassination attempt on Benazir Bhutto was also masterminded by Abu Obaidah al Masri and carried out through Baitullah’s men. The same network succeeded in assassinating Bhutto two months later in Rawalpindi.
“Benazir Bhutto was daring and bold lady and he (Haroon) was confident that she would definitely give chance to the assailants and that what she did [sic],” reads the report. Major Haroon is currently incarcerated in a special security block in Adiala Jail where he is considered one of the prison’s most fearsome inmates.
These revelations did not come as a surprise to officials close to the investigation who had long suspected an Al Qaeda link in Benazir’s murder, but were unable to establish it as part of the official investigation because of lack of evidence. Investigators who eventually brought the case against eight accused in the Benazir murder readily admit they were unable to prosecute the masterminds of the assassination, only nab the low level operatives.
Despite a career in militancy spanning three decades, relatively little is known about the man who would lead Al Qaeda’s revolt in Pakistan. No photograph of Abu Obaidah exists, but disparate pieces of information come together to form a clearer picture. Al Masri was originally from the Sharqia governorate in the Nile Delta in Egypt, but is thought to be a Sudanese citizen. Described as a ‘journeyman fighter’ from the first generation of jihadis, he was a veteran of the wars in Afghanistan, Bosnia-Herzegovina and Chechnya. Al Masri was a seasoned operator in Pakistan. According to intelligence sources, he was a key planner in the bombing of the Egyptian embassy in Islamabad in November 1995 which killed 17 people. His mentor Ayman Al Zawahiri masterminded the attack. Benazir Bhutto was prime minister at the time and said the attack was “retribution for the extradition of Ramzi Yousef”, an Al Qaeda militant who had been handed over to the US. Twelve years later, Al Masri would be back in Pakistan to kill Benazir Bhutto. So, the motive to kill Bhutto has been stated over here ! Revenge for handing in Ramzi Yousef, the nephew of KSM, the master planner of 9/11 !

The Abbottabad Memo
The most crucial piece of evidence linking Al Masri to the assassination was recovered from Bin Laden’s compound in Abbottabad after the raid. The document seen by Eos contains a memo delivered to Bin Laden just two days after the assassination. The memo from Al Masri, delivered via courier, refers to the ‘special task’ and informs Bin Laden of the successful “operation in ‘Pindi”, confirming it was his men who murdered Benazir. “More good is to come in revenge for our brothers and sisters in Hafsa and Lal mosques,” reads the memo. IMO, it remains a possibility that the "removal" of BB might have been "contracted out to OBL", by the then powers to be in Pakiland !
The courier goes onto discuss operational issues and conveys Al Masri’s concern about a shortage of funds. The message asks for Bin Laden’s permission to open a local branch in Pakistan.
“The most striking feature of this memo is the timing, delivered only two days after the assassination,” says Syed. “The general impression about Osama in Abbottabad is that he was completely isolated, ( and passing his time watching "***** movies" if US information is to be believed !) but this proves he was very much in touch with key figures of his network and getting updated virtually in real time.” And IMO, with full knowledge of the Paki Govt !

Intelligence intercept
Bin Laden’s final years in Abbottabad, as revealed through the memo and a treasure trove of similar evidence collected by the Americans from the compound, reveal an astonishingly resilient picture of the Al Qaeda leader. Despite his isolation, and periods of great depression and scarcity, Bin Laden appears to have been deeply engaged with his network, issuing directives, confirming appointments and also monitoring developments in the region closely, particularly in Pakistan, which was of special interest.
Yet more evidence suggests he had monitored Al Qaeda’s assassination program most closely. A secret security agency document leaked to Eos suggests that he personally oversaw the assassination of Benazir and attempts on other political leaders. The document dated 19th December, 2007, states that the agency has ‘reliably learned’ that Osama bin Laden has issued orders for the assassination of President Musharraf, Benazir Bhutto and Maulana Fazlur Rehman. According to the information, Bin Laden planned to send the explosives through a Pakistani national called Musa Tariq who was en route to Dera Ismail Khan. Citing the intelligence, the document also claims that “Osama bin Laden is personally supervising the operation and for this purpose has moved to Afghanistan.”
Former Interior Minister Rehman Malik told Eos that after his party took government, he looked more deeply into the source of this information. “It came from an informant in Miranshah,” he said. “There were reports that six people had been sent down from Fata to carry out the attack. The Paki 007 from Sialkot !
Assassinated journalist and terrorism expert Saleem Shahzad wrote about Al Qaeda’s disappointment at not being able to capitalise on the chaos in Pakistan in the post-December 27 situation because of Al Masri’s demise.
Yazid, also known as Sheikh Saeed al Masri was known as Al Qaeda’s chief paymaster since the 1990s but rose to greater prominence in 2008, after the death of Abu Obaidah al Masri. Yazid was also involved in the financing of the 9/11 attacks, though it is said he was initially against the plan. He was killed in a drone attack in May 2010.
On August 31 this year, an Anti Terrorism Court (ATC) in Rawalpindi announced a verdict in the 10-year long Benazir Bhutto murder case. The judgement acquitted the five TTP-linked suspects and handed down 17-year jail terms to two police officers for criminal negligence in ordering the hosing down of the crime scene and their failure to provide Ms Bhutto security. The ATC also declared retired Gen Pervez Musharraf an absconder in the case. The confessions of the five accused militants were declared inadmissible by the judge on procedural bases. The police officers who are out on bail have appealed against the verdict, whereas the prosecution has appealed against the acquittal of the five accused militants. Osama bin Laden’s personal animosity for Benazir Bhutto stretched back two decades before her assassination. He had previously financed at least two operations to kill her and one serious attempt to topple her government.
In 1989, for example, Osama is alleged to have bankrolled an establishment-backed plot to bring a no-confidence motion against her government which would effectively remove her as prime minister. Operation Midnight Jackal was led by the infamous spymaster Brigadier Imtiaz ‘The Cat’ Billa and other officers who attempted to bribe parliamentarians to rig the vote. The plot was foiled by sections of the Intelligence Bureau (IB) and Inter-Services Intelligence (ISI) loyal to the PM and the officers arrested. The plot, some have alleged had the "blessings" of Ganja Sharif :D
Benazir Bhutto claimed Osama bin Laden had funnelled $10 million to the conspirators which was used to purchase the votes. This account is confirmed by former ISI agent and one-time close confidant of bin Laden, Khalid Khawaja, who claimed that Nawaz Sharif promised Osama bin Laden that he would impose shariah in the country if he helped finance the plot.
Ganja and OBL both had heavy Islamic leanings. And Ganja was addicted to the Saudis !
Benazir reportedly called King Fahd of Saudi Arabia after Osama’s involvement was confirmed and asked him to recall ‘his man’ otherwise he would be arrested and interrogated. The prime minister reportedly delivered a veiled threat to the monarch, saying that failure to do this would lead to uncomfortable speculation in ‘Pakistan’s free media’ about Saudi interference in Pakistan’s internal affairs. An account of this phone call is contained in leading Al Qaeda specialist Peter Bergen’s book The Osama I Knew: An Oral history of Al Qaeda’s Leader (Simon and Schuster) which also claims it was the reason Osama finally left Pakistan. OBL found "greener pastures" in Sudan, then back to Afghanistan, until he was hounded out from there after 9/11 and got sheltered in Northern Pakistan !
Four years later in 1993, Osama bin Laden financed two plots to assassinate Benazir Bhutto prior to the elections. Both attempts were masterminded by Ramzi Yousef, ( nephew of 9/11 mastermind Khalid Sheikh Mohammed or KSM ) the notorious terrorist and bomb-maker who was later convicted of the first World Trade Centre bombing that took place earlier the same year.
Yousef worked together with militants of the sectarian Sipahe Sahaba to carry out the plan. The first attempt was made in August 1993 when Yousef and another accomplice, Abdul Hakim, planted a bomb in a sewage drain outside Bilawal House in Karachi near which Benazir’s convoy would pass regularly. According to FIA documents, the plan was interrupted after a police mobile happened to pass by as the men were attempting to install the bomb. Yousef told the suspicious officers he had lost his glasses in the drain and was trying to retrieve them. The explanation got them off but the men decided to abort the operation. Later, as Yousef tried to recover the device it exploded and he sustained serious injuries to his fingers and eyes. He reportedly spent 13 days in Jinnah Postgraduate Medical Centre, Karachi where he was treated under a false name, Adam Khan Baloch. The militants' love for aliases !
Taking another shot at the contract, Ramzi and his accomplices tried to assassinate Benazir Bhutto once more in a gun attack at an election rally in Nishtar Park, Karachi. A rooftop near Nishtar park was selected as the sniper’s nest. According to official documents, Ramzi’s uncle, Khalid Sheikh Mohammad, Osama’s deputy and mastermind of 9/11 furnished the weapons for the attack, while the shooter, an ex army man was provided by Sipah Sahaba. The plan failed when the sniper couldn’t reach Karachi in time from Sukkur. Ramzi Yousef is now serving a life sentence in a US prison. So, is his uncle !
In 1995, Benazir’s second government faced a serious coup attempt by a group of serving military officers working closely with jihadi militants. The conspirators planned to assassinate the prime minister and the army top brass before imposing shariah law in the country. Qari Saifullah, a militant with close links to Osama bin Laden, was the one of the main executors of the plan. He was imprisoned for a few years before being set free.
Saifullah was head of the Harkut ul Jihad Islami which was closely allied to Al Qaeda and received direct financial assistance from bin Laden. He was named by Benazir Bhutto herself in a posthumously published book as being one of the people plotting her assassination in 2007. He was arrested in connection with this but released in a matter of weeks after the police failed to find any evidence against him. According to the New York Times, Saifullah met with Osama bin Laden in South Waziristan as late as 2009 to discuss operations in Pakistan. —ZZ

As you are all aware, the mother and wife of Shri Kulbhushan Jadhav met him yesterday in Islamabad. The meeting took place after requests by India for family access.

Prior to the meeting, the two Governments were in touch through diplomatic channels to work out its modalities and format. There were clear understandings between the two sides and the Indian side scrupulously abided by all its commitments.

However, we note with regret that the Pakistani side conducted the meeting in a manner which violated the letter and spirit of our understandings. This included:

i. The Pakistani press was allowed on multiple occasions to approach family members closely, harass and hector them and hurl false and motivated accusations about Shri Jadhav. This was despite a clear agreement that the media would not be allowed close access.

ii. Under the pretext of security precautions, the cultural and religious sensibilities of family members were disregarded. This included removal of mangal sutra, bangles and bindi, as well as a change in attire that was not warranted by security.

iii. The mother of Shri Jadhav was prevented from talking in their mother tongue, although this was clearly the natural medium of communication. She was repeatedly interrupted while doing so and eventually prevented from proceeding further in this regard.

iv. Deputy High Commissioner was initially separated from family members who were taken to the meeting without informing him. The meeting was started without his presence and he could join only after pressing the matter with concerned officials. Even then, he was kept behind an additional partition that did not allow him access to the meeting as agreed.

For some inexplicable reason, despite her repeated requests, the shoes of the wife of Shri Jadhav were not returned to her after the meeting. We would caution against any mischievous intent in this regard.

From the feedback we have received of the meeting, it appears that Shri Jadhav was under considerable stress and speaking in an atmosphere of coercion. Most of his remarks were clearly tutored and designed to perpetuate the false narrative of his alleged activities in Pakistan. His appearance also raises questions of his health and well being.

We also regret that contrary to assurances, the overall atmosphere of the meeting was intimidating insofar as family members were concerned. Family members, however, handled the situation with great courage and fortitude.

The manner in which the meeting was conducted and its aftermath was clearly an attempt to bolster a false and unsubstantiated narrative of Shri Jadhav’s alleged activities. You would all agree that this exercise lacked any credibility.

NEW DELHI: the most frequent question R&AW officers faced in the last 22 months was whether Kulbhushan Jadhav is really a spy or whether Pakistan’s ISI has created a web on wet weekends to trap a former Naval officer-turned-businessman and scripted a story that appears little plausible.

Top R&AW sources in a candid chat told The New Indian Express that Jadhav never worked for the country’s external intelligence agency and was not even remotely connected to the ultra-secret world of spies.

“An undercover trained operative never travels with original identity documents, as did Jadhav. He is given complete new identity, a new life. All that we have learned about Jadhav’s case goes against the very basic of spy craft.

Reports accessed from friendly agencies give unprecedented insight into Pakistan’s drama, and they have inflated it so much that a Pakistani may believe that their spy catchers are right. The truth is he is not our man; a civilian has been subjected to extreme torture by Pakistan,” sources said.

The intelligence reports shared by some friendly intelligence agencies with R&AW show that Jadhav was subjected to water boarding and Parilla-electric shock and was given a carefully worded script to read to the rolling camera. For those who work on the frontiers of espionage, the edited footage of Jadhav showing gratitude to Pakistan is crystal clear.

The man trapped and abducted from Iran last year is not the same.

He has been turned into a robot—emotionless and expressionless by continuous torturing by ISI and by linking him to various terror attacks inside Pakistan that were carried out by ISI-sponsored outfits like the Taliban.

“Jadhav’s arrest was shown from Mashkel as if he was hunting for a goldmine in the godforsaken region. ISI tried to weave a perfect spy story because of his background, but many glaring loopholes like his real address in his passport, carrying dual identity and his fabricated adventures inside Pakistan was left for the world to see. The only evidence Pakistan claims to have is Jadhav’s on-camera confession. In intelligence lexicon, we often use a word-strike force. Anyone under such kind of torture would repeat exactly what you want. If Jadhav is freed, he will say the exactly opposite,” sources said.

GHQ to move to Islamabad from Rawalpindi - DAWN
ISLAMABAD: The Capital Development Authority (CDA) is all set to allot over 1,000 acres of land to the army for the construction of a general headquarters (GHQ) and other military offices in Islamabad.

The army had shelved its plan of moving the GHQ from Rawalpindi to Islamabad in 2008-09 due to financial constraints and on the instructions of the then army chief, Ashfaq Pervez Kiyani.

It now wants possession of the land at the earliest so construction work can be started and the army headquarters can be moved to the federal capital.


A high level meeting was held on Dec 19 at the CDA headquarters in which several key decisions regarding the handing over of land to the army were taken. The meeting was chaired by Member Estate Khushal Khan and was attended by concerned CDA officers and army officers of Defence Complex Islamabad (DCI).

CDA officials told Dawn that issues regarding an office complex, which will be constructed on 138 acres, were discussed in detail.

The meeting was informed that a formal allotment letter has not been issued due to an outstanding annual ground rent of Rs84 million.

It was decided that the ground rent will be waived off as it was the CDA’s fault to not hand over possession of the land to the army for the construction of offices, a CDA official told Dawn.

He said a decision regarding 293 acres of land in D-11 was also taken and the CDA will now be issuing an allotment letter for this land in a week as possession of the land has already been handed over to the army.

The meeting was told that 870 acres of land in Zone III of the capital to the north of E-10 and D-11 was allotted to the DCI for the construction of an office complex for the GHQ, Joint Staff Head Quarters, Ministry of Defence (MoD) and DCI. The area of the office complex has now been reduced to 694.56 acres and an allotment letter for this land will be issued once the army pays off delayed charges amounting to about Rs225 million.

The resettlement of locals of the area was also discussed and the meeting was told that a summary in this regard has been submitted to the CDA board in which the allocation of a new sector has been proposed as H-16 will not be enough to accommodate them. All the decisions taken during the meeting will be implemented soon, the official said.

Talking to Dawn, CDA Member Estate Khushal Khan said almost all the issues between the CDA and the army were resolved during the meeting and that the civic agency will be issuing allotment letters of the land soon.

Asked about the annual ground rent, he explained that since the CDA did not hand over possession of the 138 acres of land for the office complex, there was no reason to charge the amount.

He said the army has been cooperating with the civic agency and have also paid back a large proportion of the amount for the land they will get from the CDA.

He said that according to the master plan, H-16 is reserved for institutions and will therefore be insufficient for accommodating those affected by the project in the area and that the CDA may acquire more land for developing more sectors.

“We are planning on acquiring land in H-17 and I-16 etc,” he said.

Demarcation of military land

According to CDA officials, the MoD has through an official letter, sought information from the CDA regarding the demarcation of military grass farm land in the Margalla Hills.

They said the military wanted a proper demarcation of the land so they could get complete control of it.

“I cannot recall the exact issue at the moment, but yes, the army does have land in the Margalla Hills,” Islamabad Mayor Sheikh Anser Aziz said.

He added that he will be in a better position to comment on the demarcation process after reading the MoD letter.

The MoD letter asks for the information to be “provided without any further delay”.

^^^^ Pakistan has 4% forest land; India has 22% despite a higher population density. Even protected areas in India are close to 5%. Half of Pakistan's national parks are in PoK.

In effect, 1000 acres here or there is no big deal for them. It's all land confiscated from the Kafirs, for their pleasure, and army has first dibs. This is the way it has worked for the past thousand years; and this is the backbone of the military might. If they had a real land reform movement and a conservation movement, their outlook in life would have been very different.

The Islamabad High Court (IHC) on Tuesday sought reply from electronic and print media bodies, their regulators and ministry of information on a petition seeking end to ‘indecent’ coverage of the judiciary.
The petitioner ... recently noticed through print, electronic and social media that the judgments of the superior courts were being purposely and by design being targeted to malign the judicial system and the judges of the superior courts.

Prayer leaders to get Rs 10,000 monthly stipend
The Khyber Pakhtunkhwa government on Monday approved a proposal to award Rs10,000 monthly stipend to prayer leaders of the main mosques across the province.

Protesting traders suspend intra-Kashmir trade
Intra-Kashmir trade from the Chakothi-Uri crossing point did not take place on Tuesday due to a boycott by traders who claim that police and Pakistan customs treat them with hostility.
For a while now, the traders have been complaining about being subjected to raids while their trucks and mercantile goods were being confiscated by the customs officials as soon they enter Pakistani territory from Azad Jammu and Kashmir.(Wasn't PoK considered part of pakhanistan?)
“As soon as our trucks cross the Kohala bridge, we have to give ‘sweeteners’ to the Khyber Pakhtunkhwa police first, and then the Punjab police also want their palms greased”
the trucks are then ambushed by officials from Pakistan customs because they maintain that the goods brought under intra-Kashmir trade can only be sold in the AJK territory alone

ehbaz will also perform Umrah ( The "Compulsory Homage To The Black Stone" is an automatic add-on to any Paki Politico Agenda in Saudia :mrgreen: ) while visiting the kingdom.
The development comes after Pakistan Muslim League-Nawaz President Nawaz Sharif nominated Shehbaz :roll: ( So, Ganja's PML is also a one -man -show , same as Immy's PTI . Are these parties not supposed to be democratic internally. So again it is a "family business" :roll: ) the candidate for the prime minister in the next elections.

The minister said that 1, 20,000 intending pilgrims will be selected under government scheme while 59,210 will be selected under private Hajj scheme

Rise of fascism in Pakistan

Never did fascism die with Adolf Hitler and Benito Mussolini. It is alive, doing well, and I am afraid, it is on the rise in the Islamic Republic of Pakistan. Under the façade of democracy, which has not gone beyond disputed elections, fascism has been a political growth industry for many decades. The social conditions generated by the political elites and the military have been right for the development of fascist attitudes. There is a sense of failure and humiliation, narrative of victimhood and injustice (the loss of Kashmir, fall of East Pakistan) and a common belief in conspiracies hatched by enemies. Sadly and quite remarkably it is the same social climate of the mass psychology of fascism in Pakistan that prevailed in Europe. The public intellectuals, the media, the so-called democratic political parties are silent and indifferent. Rather, they have played an active role in encouraging religious fascists to force the government to accept their illegal, unconstitutional and unreasonable demands. Since the ‘successful’ Faizabad dharna, the major parties—the PTI and the PPP—are courting the fascists, thinking they can be effective tool to bring down the elected government of Punjab. It is short-sighted, tunnel-vision politics. Their opponents would use the same elements when they happen to be in power. Or just it is cynical politics—we are not in power, why should we allow you to be in power. This nonsense has only brought the military into politics; it will surely pave the way for another takeover. Undemocratic politics cannot produce democracy, let alone consolidating or strengthening it.

But where do I get the idea of rising fascism in a ‘democracy’ when we have legitimate, elected government, doing so well in the interest of the country and of course the people? First, there is a collapse of social order, and in its place we see an emerging anarchy, lawlessness, and loss of values. Second, we have been witnessing some frightening political beliefs that have been in the making—glorification of medieval Muslim kingdoms in the subcontinent, the lost Muslim glory, great periods of conquest and expansion. Third, we have seen how the idea of great leader and unbounded reverence to him has been practised in the religious dharna. The mainstream leaders have also created and lived by the personality cult. Fourth, at the popular level, there has always been a strong longing for a strong leader to get things right, fix the internal and external enemies and enforce an order. Fifth, the certitude of the politics of Islam, the way it is seen and interpreted by the religious groups. This idea of ultimate truth squeezes out pragmatic politics and even democratic freedoms, mentioned in the Constitution.

Finally, there are myths associated with the idea of Pakistan, its creation and rationale—the country was created in the name of Islam. Every major political leader and party and the military rulers, with the exception of Ayub Khan, have sustained this myth. It has been raised to the level of ‘undisputed’ ideology of Pakistan. The myth gives legitimacy to every wrong that is done by both the religious and other fascists in the name of Islam. It is not democracy producing more democracy, but fascism promoting more fascism.

Kulbhushan Jadhav's wife, mother depressed after what happened in Pakistan, says family
Angered by the treatment meted out to Kulbhushan Jadhav's mother and wife in Pakistan, a relative of the former Indian Navy officer said on Wednesday that the family was "even more depressed" than it had been before the visit. "We are very disappointed and not in a mood to speak on the family's Pakistan visit," the relative told PTI.
The treatment received by Kulbhushan's mother and wife from Pakistan was not good at all, the relative said. "We are even more depressed now than we were before the visit," he added.
The relative said he was "horrified" on learning that Pakistani officials had removed 'mangal sutra' and bangles of Jadhav's kin before allowing them to meet him.
