Chinese firm all but stops work on power transmission line
LAHORE: A leading Chinese company has drastically slowed down work on the $2 billion 660kV high-voltage direct current (HVDC) transmission line from Lahore to Matiari due to various problems, including differences with the government over size of a revolving fund. Materials must be purchased from Chini firms, labour supply must be Chini sourced , funds supplied by Chini banks/ financial institutions . Where is the benefit to Pakiland :roll:
For its part, the government has decided not to enter into an agreement over another HVDC transmission line of 660kV (between Port Qasim and Faisalabad) with the company till the completion of the first line (between Lahore and Matiari), according to sources. According to this, there appears to be a stand-off between Paki Govt and the Chini company :D
The 878km Lahore-Matiari transmission line is part of the China-Pakistan Economic Corridor (CPEC) and is the country’s first project based on direct current (DC). The line will have capacity of transmitting about 4,000MW of electricity. The Port Qasim-Faisalabad transmission line is also part of the CPEC and has features similar to that of the first line. All of this sounds very good on paper !
According to official sources, the sites where the Chinese company has either slowed down work drastically or stopped it altogether are near Balloki, Bhaipheru (about 50km from Lahore), and near Matiari (near Hyderabad).Each site comprises 175 acres and is meant to be used for building two converter stations, for converting alternating current (AC) to DC and DC to AC. The government handed over the large pieces of land to the company in January this year. The company started construction work there after getting a letter of interest from the government in February.“The [Chinese] company has slowed down its work on these two major sites due to three major issues that are yet to be resolved. One issue is related to establishment of a revolving fund and the other to operation and maintenance of the project,” said an official of power division in the energy ministry. The Chinese are not used to the lax ( "chalta hae" ) attitude of the Pakis.
The revolving fund, according to the official, is required to be set up for making payments to the Chinese company in case its bills are delayed. But the contentious issue is the amount of money to be allocated to the fund. The Chinese want the government to quickly set up the fund, but the authorities want to deliberate on the issue well before taking a final decision on the matter. The CPEC euphoria has now expired :twisted: . The Pakis are now beginning to realize that they are now being "taken for a ride" by the shrewd Chinese !
“The second major issue relates to the operation and maintenance of the project. The Chinese want the government [National Transmission and Despatch Company or NTDC] to purchase spare parts from China on its own and supply it for the operation and maintenance of the project. But the government wants the Chinese to perform this job so that the company could be held responsible for related problems, if any,” the official explained. If "due diligence" was indeed performed on the CPEC, this kind of problem would not have been faced . The Paki National Assembly was/ and still is kept in the dark on the nitty -gritty of the agreement . Now the chickens are coming home to roost :twisted:
The third issue is the delay in setting up of power plants, as four coal-fired power plants in Thar, which were earlier scheduled to be commissioned in May 2020, are now expected to be operational by November 2020. ( which date most likely be postponed again. !)
“Actually this transmission line is supposed to evacuate power from these plants... The government thinks that if the transmission line is ready in May [of 2020] and the plants are not, it will have to pay over 90 paisa per unit in wheeling tariff, which will run into billions (thank God Allah its in rupees and not dollars :twisted: ) for a period of six months [from May to November 2020],” said the official. Due Diligence done at the beginning could have avoided these "birthing pains" :mrgreen:
“And there are chances of further delays in the commissioning of the power plants. That is why the official date for the start of the project, which has to be completed within a period of 27 months, is yet to be announced by the government.”. The official said that in view of the above problems the Chinese company had slowed down work on the two sites. It had even sent some of the engineers back to China and accelerated its efforts to get the pending issues resolved. The Pakis are not used to the no-nonsense attitude of the Chinis . Do this also mean that there will be slowdown of the See Pack type of marriages that is the craze of La-Whore and Isloo these days :mrgreen:
“It also continues to request the government to sign papers about the second [Port Qasim-Faisalabad] line at the earliest. But the government looks to be in no mood to sign them at the moment, as it urges the Chinese officials to wait for a final decision based on the future load after completion of the first line,” the official maintained. Despite repeated attempts, the managing director of the NTDC could not be contacted for comments. Due to the "sensitive nature" of this matter, the NTDC MD should be well advised to "clear his comments" first with the ISPR's Major Ghafoor , before releasing it to the media :mrgreen:

A woman was burnt to death by her husband for not permitting him to marry a second wife in Tank, Khyber-Pakhtunkhwa (K-P) on Tuesday.The brutal incident was not reported until 20 days when the victim succumbed to her wounds at the Christian Hospital today.The police, however, claimed that they were not aware of the incident occurred in Garah Akoro Khan village.
Muhammad Khan, father of the deceased, said his daughter had been married by force to Faiz Mohammad, the accused, when she was 17 years of age.
Khan also said Mohammad wanted to marry a second wife. “This led to marital issues between the two which erupted when he sprinkled petrol over my daughter and set her ablaze,” he added.
The victim’s father went on to say that the accused tried to cover up the incident by claiming that his wife had burnt herself.
Police have arrested the accused after an FIR registered by the victim’s father who also urged the government to investigate the murder and take strict against the accused. The father should approach PTI Head Imran Khan. His PTI party is in power in KP province . He has promised swift justice in cases such as these :mrgreen:

A new independent study places Pakistan among the top four countries, including Brazil, Mexico and Syria, where people have been murdered in each of the last three years for writing about sensitive subjects online.
The annual "Freedom on the Net" report, released Tuesday by U.S.-based Freedom House, is based on an assessment of internet freedom in 65 countries, accounting for 87 percent of internet users worldwide. The latest study primarily focused on developments between June 2016 and May 2017.The research declared Pakistan "not free" for a sixth consecutive year, noting internet freedom has deteriorated due to violence and intimidation related to social media activists. Once the new fiber optic line is completed from Khunjerab Pass in Gilgit Baltistan Northern Area ( and joined to the Chinese Internet System ) is completed and connected to Gwadar in the South, this problem of "Freedom on the Net" will no longer be a "problem". Chinese style censorship will come into effect :mrgreen:
"Internet shutdowns, a problematic cybercrime law, and cyberattacks against government critics contributed to the ongoing deterioration. Political speech online is vulnerable to restriction as Pakistan enters an election year in 2018," the report noted. Bloggers and others who are "doing mischief" on the net , are particularly singled out by the "Deep State" for "warning". If "warning" is not heeded, the blogger disappears and his "blogging" stops . Family members are alarmed when no contacts are made. Then suddenly, due to public pressure, he may re-surface, refusing to talk about his ordeal for fear of reprisal !
The most frequent targets, it says, seem to be online journalists and bloggers covering politics, corruption and crime, as well as people who express religious views that may contrast with or challenge the views of the majority. The study went on to conclude that perpetrators of the reprisal attacks remained unknown "but their actions often aligned with the interests of politically powerful individuals or entities."
The report documented incidents of violence and intimidation during the research period. The government of Pakistan has not commented on the findings. The "in name only GOP" is helpless in these matters !. It is the real GOP who is responsible for this. :mrgreen:

Authorities had distanced themselves from the alleged abductions.Tuesday's report also criticized the government for the prolonged suspension of mobile internet services in parts of Pakistan, including the violence-plagued northwestern federally administered tribal areas, where security forces have been conducting anti-militancy operations.

Actually, I have a different take on this. I think the chinese are getting "switcherood" at their own game. Pakis are not the clueless patsies in this particular situation. Chinis came in expecting a cake walk from the pakis. For a while they did (all the special terms and a paki wedding to boot). Except that the pakis do not want to play by the rules when it comes to money. A revolving fund would have guaranteed that the chinis were able to pay themselves (from the fund largely funded by the pakis). Pakis do not have the money, nor do they want to fund their portion (rather, they never intended to). However, the chinis are now in the power projects neck deep and short of packing up and leaving, they have very little choice if they want the ultimate prize - G'wadar.

Therein lies the rub. They can comfortably live off their looted riches for years to come in a far foreign land, but their holdings- land, properties and other assets will not follow them abroad. These holdings are the foothold that is necessary if they wish to continue the plunder. They also serve as an insurance for the future, should the tide turn against them in the foreign shores- confiscation of their ill gotten wealth for instance.

It's not that simple - these fortunes are not like that of Elon Musk or Mark Zuckerberg or for that matter like the old money of the Rockefellers and Carnegies, built on legal (mostly) enterprises that let them retire to a life of comfort and philanthropy. This is basically ill-gotten wealth that has a lot of stakeholders right from the lowly party workers up, fellow feudals, faujis and judges etc who would be part of a system with much of the money in their name as well. There is no way that they can suddenly quit and abandon the system that they are part of, plus enjoy that ill-gotten wealth, without those folks turning on them and destroying them. Think Ramsay Bolton and his hounds.

He said the Chinese conditions were about taking ownership of the project, operation and maintenance cost and securitisation of the Diamer-Bhasha project by pledging another operational dam. :rotfl:

Another Senior Police Official Gunned Down In Quetta

Senior police official, three family members gunned down in Quetta
QUETTA – A senior police official and his three family members were gunned down when unknown gunmen opened fire on their vehicle here on Wednesday evening. The son, daughter-in-law and grandson of the police officer were also martyred in the attack which took place in the Nawa Kali area of the provincial capital. The attackers managed to flee the scene of the incident. Security forces have initiated their investigation after reaching the crime scene. The attackers, whoever they are, are starting to resemble the "famous viet cong of Vietnam " :D
Last week, a senior police officer was among three officials martyred in a suicide attack on Quetta’s airport road. Chinese officials concerned about CPEC and Chini workers safety should take "due note" !
DIG Hamid Shakeel, who was heading the motor transport and telecommunications department, and two other police officials were martyred when the DIG’s convoy was targetted in a bomb attack.

Akram travelled around 22 hours to return to Karachi, Pakistan. Despite living half his life outside of Pakistan, Akram still considers Karachi home. For most of break, he relaxed and spent time with his family, but when his grandfather called Akram’s father telling him that he needed help with a wild boar problem on his farm, Akram’s break got much more exciting.

“We went boar hunting. We used spears to hunt them. I don’t usually hunt but my grandfather has a farm that breeds pheasant and other game birds and they had a problem with boar breaking in and killing them,” Akram said.

Akram rung in the new year by firing guns into the air which is a Pakistani tradition.

“It is a cultural thing to fire guns into the air on New Year’s Eve. Guns are a cultural thing there, they are a big part [of the holiday],” Akram said.

From what we are seeing it, doesn’t seem that we are going the right way. A study under the Land Cover Project led by Geomatics of Université catholique de Louvain (UCL) Belgium showed how quickly we are moving towards a treeless world. And Pakistan is on the top of this dubious list :twisted:
In the last ten years in Lahore, the total tree cover went down by 75%. The study under the project did the change analysis at irregular intervals from 2007 to 2015.
Ganja and his "extended family" are not "into environment protection". If they were, they would not keeping exotic animals and birds as pets in the "private zoo" (like medieval kings ) in their palatial estate. Nor would they handing out "houbara bustard" hunting licenses to their Gulf Arab Sheikhs . :mrgreen:
The results were no less than a shock. In 2007 tree cover in Lahore was 12,359 hectares. In 2012 it was 7,965 hectares . And in 2015 it hit the lowest value of 3,520 hectares
Instead of planting more trees we are cutting them down. The trend towards increase of urban area and deforestation has grown in Lahore, which is one the reasons why smog has spread so rapidly and is out of control.
By 2017, the tree cover is expected to have been reduced even further. Throughout Pakistan, all federal and provincial governments need to plant trees and ensure reduction in pollution. Only planting trees in one province ( Imran's province of KP ) would not be enough to improve the situation in the whole country.
Lifeless parched soil, chronic droughts and environmental pollution are some of the consequences of deforestation.Drastic measures need to be taken to plant more trees. Moreover, we should take initiatives that promote a sustainable urban development so that we leave a better world for coming generations. Article should also have mentioned the role of the "timber mafia" , in deforestation specially in Imran's province of KP !

Not just on new year's eve. Practically at every event, big or small, rural or urban, rich or poor. It is a sign of being a paki "mard". Its in their DNA by now. Many bystanders are martyred (halalled) in such celebrations or retaliatory firing. All for a good cause, of course.

Teen arrested for raping chicken to death in Hafizabad
HAFIZABAD – Punjab Police have arrested a teenager on suspicion of sexually assaulting a chicken leading to its death. Local police told Daily Pakistan that the 14-year-old Intizar Hussain sexually abused a hen in his village near Jalalpur Bhattian on November 11. The owner of the chicken later lodged a complaint with the police stating that the suspect (Intizar Hussain) took the hen to his home where his sexual aggression led to its death. He also named two locals as eyewitnesses in his complaint. Pakis already hold the record for animal sex search on google !. Introduction of "Islamic sex education" in the madrassah world, could have been helpful in this case :twisted:
Jalalpur Bhattian SHO Sarfraz Anjum said the suspect was arrested after a medical examination of the chicken confirmed the assault. He said the suspect had also confessed to the crime.
“He is a 14-year-old boy and did it out of sexual frustration,” the SHO said, adding that reports regarding swabs collected from the hen were still awaited from the laboratory. Are such labs existent in Pakiland or were the samples sent to Bartania or Massaland :mrgreen:
The suspect, who has been booked for ‘unnatural offence’ and killing the chicken, was arrested on Monday. He will be produced before a magistrate today, Tuesday. What kind of punishment is "recommended" under Sharia for this type of a crime . Mullahs should get together and issue a Fatwa to "clear the air" :mrgreen:

Pak rejects Chinese help for dam project in PoK over 'tough conditions'

BEIJING: Pakistan has turned down China's offer of assistance for the $14-billion Diamer-Bhasha Dam, according to a leading Pakistan daily.

Moreover, Islamabad is learnt to have asked China to take the project out of the $60 billion China Pakistan Economic Corridor (CPEC), and allow it to build the dam on its own. The project is located in Pakistan Occupied Kashmir (PoK), which is claimed by India.

The Asian Development Bank had earlier refused to finance the project because it was to come up in a disputed territory. Express Tribune cited a top official saying Pakistan would prefer to self-finance the project instead of accepting extremely tough conditions set by Chinese companies.

Sources in Pakistan said international lenders were linking serious conditions with the provision of funding, and the project cost had reached $14 billion against the original estimates of $5 billion.

Express Tribune quoted chairman of Water and Power Development Authority (Wapda) Muzammil Hussain as saying, "Chinese conditions for financing the Diamer-Bhasha Dam were not doable and against our interests." Ub Ayega Mazza

Hussain said this while briefing the public accounts committee (PAC) of parliament, and added that Prime Minister Shahid Khaqan Abbasi has approved a plan to finance the dam from the country's own resources. Really! Terroristan has US$ 14 Billion to spare? Where?

The report caused huge surprise to knowledgeable sources in Beijing, some of whom were in denial and said Pakistan was unlikely to spring a nasty surprise without first consulting Chinese authorities.

A Beijing-based Chinese expert said Pakistan would not risk turning down Beijing's offer because it would impact the CPEC as a whole.

Speaking on condition of anonymity, the expert told TOI, "I think Chinese diplomats in Islamabad would have known if Pakistan was unhappy with the financing and would have alerted Beijing. But this is not the case because Pakistan's planning minister asked for Chinese funds for several dam projects including this one only a few days back."

In his presentation to the parliamentary committee, Hussain said China wanted Pakistan to pledge an existing dam project to obtain funds for the new one, besides pay interests and other charges.

Chinese conditions were about taking ownership of the project, operation, and maintenance costs, and security of the Diamer-Bhasha project by pledging another operational dam, the paper quoted Hussain as saying.

Taking a different view, former Indian diplomat M K Bhadrakumar said, "I don't get the sense of a discord here. China has left it to Pakistan to decide whether it wants to go ahead with the Diamer-Bhasha dam as a OBOR initiative, where Beijing is, conceptually speaking, increasingly conforming to international practices and injecting financial viability, efficiency and transparency in the execution of such infrastructural projects." Chinese Mouthpiece of Indian Origin has spoken!

Across the border, Pakistan also has a hygiene problem. According to statistics from 2015, Pakistan is number three, after India and Indonesia, in the ranking of countries where people defecate in the open. According to Unicef, 40m to 50m Pakistanis do not have access to a working toilet. The consequences are the same as in India.

Millions of Pakistanis contract water-borne diseases every year often resulting from their contact with fecal matter. When babies get these infections, they are at high risk of dying — this explains why Pakistan has the second highest child mortality rate in South Asia. The total economic cost of neglecting sanitation in Pakistan is estimated to be $5.7bn abbually. The numbers mean that Pakistan is unlikely to realise the Sustainable Development Goal of proper sanitation for all for several years.

The numbers attest to a reality that any Pakistani citizen can attest to. Even large cities like Karachi and Lahore lack public toilet facilities. In situations where such facilities are available, they are in such a state of filth and disrepair that it seems better to forego them. In some cases, excrement can be seen on the floor on or around the latrines instead of inside it. It is nearly impossible to distinguish between water that has been used to clean and liquid excrement.

Women’s restrooms are rare and the stench and state of the few that exist are sickening beyond words. If this is the state of large cities, one can imagine the conditions in smaller ones, not to mention slums and rural areas that have virtually no sanitation.

Unlike India, Pakistan’s condition with regard to the prevalence of open defecation cannot be explained by caste. Moreover, India is at least acknowledging the problem while in Pakistan the issue remains unaddressed, a literal dirty, filthy open secret. Pakistani men in particular seem to have no problem with relieving themselves anywhere and everywhere, just steps from a place of worship, from someone’s home, near a school. While India has embarked on a programme that publicly shames people who engage in open defecation, this method is not in evidence in Pakistan.

Market watch: Bourse falls as political uncertainty, MSCI review take their toll

KARACHI: The stock market got no respite from the bear-run for the fourth straight session on Wednesday as investors continued to stand on the sidelines.

Apart from political and economic uncertainty, the downgrade of Engro Corporation by the MSCI in its biannual review also dented sentiments. The KSE-100 index started falling from the word go and dropped over 338 points before recovering slightly.

At close, the benchmark KSE 100-share Index registered a decrease of 280.99 points or 0.69% to settle at 40,662.79.

Elixir Securities, in its report, stated Pakistan equities closed fourth consecutive session lower with the benchmark index settling above 40,600 points.

The market opened lower as Engro Corp (-2.7%) dented the index in early trade. The stock recorded volumes of around nine million shares and traded at levels last seen 13 months ago.

Apart from Engro, the KSE-100 index was hit mainly by stocks across oil and financial sectors. These included Habib Bank (HBL, -2.3%), Oil and Gas Development Company (OGDC, -2.4%), MCB Bank (-2.4%), Pakistan Petroleum (PPL, -1.6%) and Pakistan Oilfields (POL, -1.4%).

Investor participation in the wider market was dismal and only about 90 million shares changed hands on the KSE All-share Index, down 28%.

While oil stocks tracked overnight fall in international crude prices, Mari Petroleum (+3.1%) stood out following news of a hydrocarbon discovery, which was announced on Tuesday.

“(We) expect a range-bound market with the KSE-100 index likely finding support near current levels. Participants, on the other hand, will continue to look towards institutional flows to gauge market direction in the absence of near-term triggers,” the report added.

JS Global analyst Maaz Mulla said bears dominated the bourse for most of the day largely because of political uncertainty as the KSE-100 index shed 281 points to close at 40,663.

The exploration and production sector continued to march on the downward path as international crude prices edged lower after the International Energy Agency cast doubt about talk over the past few months of tightening fuel markets.

POL (-1.43%), PPL (-1.62%) and OGDC (-2.42%) lost value to close in the red zone. Pakistan State Oil fell 0.70% in the wake of news that the company’s receivables swelled to Rs307 billion.

Some positivity was seen in the textile sector as restrictions may be withdrawn on the import of cotton from December 1. Nishat Mills in the sector rose 0.16%.

“Moving forward, we recommend investors to remain cautious,” Mulla said.

Overall, trading volumes fell to 90 million shares compared with Tuesday’s tally of 140 million.

Shares of 367 companies were traded. At the end of the day, 145 stocks closed higher, 201 declined while 21 remained unchanged. The value of shares traded during the day was Rs6.8 billion.

Engro Corporation was the volume leader with 8.98 million shares, losing Rs7.40 to close at Rs265.77. It was followed by Azgard Nine with 7.01 million shares, losing Rs0.24 to close at Rs14.82 and Unity Foods (R) with 3.86 million shares, losing Rs0.13 to close at Rs4.80.

Foreign institutional investors were net sellers of Rs530.8 million during the trading session, according to data compiled by the National Clearing Company of Pakistan.

U.N. member states criticize Pakistan’s Human Rights record
On Monday over two dozen countries criticized Pakistan’s human rights record at the universal periodic review (UPR) of UN Human Rights Council. The criticism came not only from developed countries like the U.S. and U.K but also from developing countries like Ethiopia and Namibia.
The United States in its recommendations urged Pakistan to abolish blasphemy laws and protect freedom of opinion and expression. The U.S. recommended that
The United Kingdom also made similar recommendations and voiced their concerns about Pakistan’s treatment of Christians and Ahmadis:
India urged Pakistan to double its efforts against terrorism and provide full rights to religious minorities
The South American country of Argentina also critiqued Pakistan’s Human Rights record and urged Pakistan to:
New Zealand, Netherlands, and France also made recommendations.
The Pakistan delegation was led by Pakistan’s foreign minister Khawaja Muhammad Asif who became the center of a controversy after he was pictured with a member of the minority Ahmadi community. Asif later apologized in a TV interview and claimed he did not know of the person’s faith and claimed that since the incident, he always asks people whether they are Qadiani [Ahmadi] before taking pictures with them. The Ahmadis have been declared non-Muslim under Pakistani law and are considered apostates by the majority of mainstream Muslims. And are considered almost as "lepers" - to be avoided at any costs - in Pakistan !

Pakistan should ask why countries like Ethopia, Namibia,Argentina, are "against" her :mrgreen:

Anti Pakistan posters emerge on London Buses after Taxicabs :D
LONDON: Just days after Islamabad lodged a protest with Britain over a display of anti-Pakistan slogans on London taxicabs, over 100 buses are now crisscrossing London with anti-Pakistan advertisements.

The World Baloch Organisation (WBO) has launched the third phase of a malicious campaign :roll: against Pakistan after taxis and billboards, according to a Hindustan Timesreport
On November 3, the Pakistani High Commission had taken up the issue with Transport For London (TFL) after a few iconic cabs were spotted carrying ‘Free Balochistan’ slogans in parts of Zone 1 & 2 in Central London, while Pakistan’s Foreign Secretary Tehmina Janjua had summoned British High Commissioner Thomas Drew at the Foreign Office to convey Islamabad’s concern over the slogans seen on some cabs in London.
Drew was told that the propaganda against Pakistan’s territorial sovereignty would not be tolerated. ( Bartania backed down accordingly :mrgreen: ) The issue was raised with the Foreign and Commonwealth Office by Pakistan’s High Commissioner to England Syed Ibne Abbas as well.
The London campaign was similar to the one conducted in Geneva last month by an outfit called ‘Baluchistan House’ which ran an expensive campaign ( funding by RAA ?) across the transport networks of the city.
Transport for London had ordered the removal of the offensive ads from London cabs immediately after the matter was brought to their notice.The British High Commissioner in Isloo released a statement the other day affirming HM's Govt support for the territorial integrity of Pakiland . He however expressed his regrets that he is unable to "stop these adverts" due to freedom of speech in UK :twisted:

ISLAMABAD- Foreign Office has criticized India for not granting visas to children for medical treatment in Indian hospitals.
Addressing a press conference here the FO spokesman Dr. Muhammad Faisal called keeping the Pakistani children waiting for Indian visas for medical is immoral and sorrowful. The gall of the Pakis !!!
He also informed that with the help of Health Ministry efforts are underway to pave way for the treatment of Pakistanis in Turkey. Good riddance to bad rubbish !!!
Talking to media along with a child Osama Ali, who got cured of lever :roll: cancer in Turkey, the Fo spokesman that India insulted the human rights by rejecting Osama’s visa for medical treatment in Lahore.
The authorities of Health Department are in touch with their Turkish counterparts to help make it easy for Pakistani patients to proceed to Turkey for medical treatment in near future. Chini blother not stepping up to the plate under the auspices of See Pack :mrgreen:
Talking on the occasion the young Osama who had successful medical treatment in Turkey that he was in severe pain at the last stage of cancer but India denied him visas for politics and propaganda. Osama’s father thanked the Turkish as well as the Pakistani government for the successful treatment of his son in Turkey. With a notorious name like Osama, India made the right decision :mrgreen:

This is a lesson for Ms. Sushma Swaraj. This shows that Indian politicians have no clue as far as Pakistani sense of entitlement is concerned.

Kashi, that in other words is being clueless. What do we hope to gain by being 'sharaft' with an enemy who has vowed to destroy us lock, stock and barrel and who has employed direct as well as duplicitous and devious ways to attack us, dismember us, harass us and discredited us time and again in spite of our magnanimity and tolerance dozens of times before? Has this decency ever changed the behaviour of Pakistan which continues to decpitate our soldiers and others or even booby-trap their dead bodies? Whom do we want to certify us as being decent to even our unremitting enemy of the worst kind? What do we do with such a certificate? Repeatedly, this approach has been found to bring us only negative dividends and yet we happily continue with this as though it is a great strategy and it will generate a peace constituency within Pakistan. In my opinion, that is being stupid.

Pakistan's long-persecuted Ahmadi minority fear becoming election scapegoat

RABWAH: Crammed into buses and mini-vans, more than 10,000 Pakistanis travelled to a mosque on the outskirts of the small Punjabi town of Rabwah, for the sole purpose of denouncing followers of the minority sect based here as "infidels and enemies of the state".

For members of the long persecuted Ahmadi community, who are forbidden to call themselves Muslims and face discrimination and violence over accusations their faith insults Islam, the open vitriol on display at the October 20 rally was not new.

But this year, they say, anti-Ahmadi rhetoric has also re-entered mainstream Pakistani politics, as politicians seek to shore up support among religiously conservative voters after surprise gains by two new Islamist parties.

"We are an easy community to scapegoat for political opponents to target each other," said Usman Ahmad, who moved to Pakistan from Britain to work as a community activist.

With a general election due in 2018, politicians from both the religious fringe and established parties have had the Ahmadis in their sights.

In the past six weeks, a row over proposed changes to the election law that would have eased some of the barriers on Ahmadis participating in elections has seen the group denounced on the floor of Pakistan's parliament, while one of the new Islamist parties has held street protests.

The government has since taken out ads in major newspapers reaffirming a religious oath requiring elected officials to vow that they do not follow anyone claiming to be a prophet after Mohammad and "nor do I belong to the Qadiani group", using a common derogatory term for Ahmadis.

The Ahmadis consider themselves to be Muslims, but their recognition of Mirza Ghulam Ahmad, who founded the sect in India in 1889, as a "subordinate prophet" is viewed by many of the Sunni majority as a breach of the Islamic tenet that the Prophet Mohammad was God's last direct messenger.

A widening sectarian divide

The Ahmadi sect has 10-20 million followers worldwide who face discrimination in a number of Muslim-majority nations such as Indonesia and Algeria, as well as being ostracised by large parts of the Muslim community in Britain.

There are about half a million Ahmadis in Pakistan, local leaders say, though other estimates have put the number at 2-4 million.

Ahmadis are some of the most common defendants in criminal charges of blasphemy, which in Pakistan can carry the death penalty.

By law they cannot call their place of worship mosques or distribute religious literature, recite the Koran or use traditional Islamic greetings, measures that they say criminalise their daily lives.

The legal restrictions began in 1974, when the then-Prime Minister Zulfiqar Ali Bhutto passed a constitutional amendment declaring Ahmadis non-Muslim. A decade later military dictator General Zia ul Haq barred Ahmadis from identifying themselves as Muslim.

Community leaders say these moves laid the groundwork for a sectarian divide that has since seen many violent attacks on Ahmadis and birthed multiple militant organizations, including many that are now linked to Islamic State.

In the past four years, the Punjab government has also targeted Ahmadis under the country's anti-terrorism laws, filing at least eight cases against Ahmadis on charges of producing hate literature, including the sect's own holy texts.

The offices of an Ahmadi magazine in Rabwah were raided in December 2016 by police, who arrested seven people and confiscated papers and hard drives.

"They stormed the office, it felt like a group of terrorists had come in," said Amir Fahim, who worked at the magazine and was held for 65 days.

"They said the religious language you use belongs to us and the things you write offend the sensibilities of Muslims."

Community leaders say the use of anti-terrorism laws marks a new phase in the targeting of Ahmadis.

"Here, to be an Ahmadi, through state laws, is a crime," Pakistan's Ahmadi community spokesman Salimuddin said. "There are restrictions on our annual gatherings, our annual games ... If the state did not persecute us, we would not be persecuted."

Punjab government spokesman Malik Muhammad Ahmad Khan said the authorities were not using the anti-terrorism laws to target any particular minority group.

"The Punjab Government arrested thousands on charges of hate speech during the last three years," he told Reuters. "Anti-Ahmadi groups were also included in them."

Political storm

Many Ahmadis in Pakistan say they only truly feel safe in Rabwah, a town of more than 60,000 in eastern Punjab that is 95 percent Ahmadi. Most of the town's infrastructure is maintained on contributions made by the community, including free hostels and food for visitors and a community organised garbage clean-up.

But on the edge of Rabwah lies a small settlement and a mosque run by a right-wing Islamist organisation that openly professes hatred for Ahmadis.

The organisation, Khatm-e-Nubuwwat (Finality of the Prophet), built the mosque on land the Punjab government ordered confiscated from Ahmadis in 1975 for low-income housing.

Khatm-e-Nubuwwat has been at the forefront of initiating blasphemy allegations against Ahmadis. Every year for 36 years, the group has held an anti-Ahmadi rally at the mosque.

"Qadianis are the enemies of the prophet," said Aziz ur Rehman, an organiser of the Rabwah conference, adding: "A country that was made in the name of the prophet cannot accept Qadianis."

Always volatile, political atmosphere in Pakistan has been especially tense since the Supreme Court removed former Prime Minister Nawaz Sharif from office in July over corruption allegations, which he denies.

The calculations of the mainstream parties have been complicated by the formation of two new Islamist political groups that garnered more than 10 percent in two recent by-elections and could become spoilers in a close election.

One of the new parties, Tehreek-e-Labaik, launched a political furore last month after lawmakers from Sharif's party, which still holds a parliamentary majority, approved apparently small changes to the country's election law.

The changes eliminated a requirement for Ahmadi voters to declare they are not Muslim and turned a religious oath for elected officials declaring belief in the Finality of the Prophet and affirming they are not Ahmadi into a simple declaration of belief.

Tehreek-e-Labaik quickly termed any concessions to Ahmadis to be blasphemy and threatened mass protests.

The government, still controlled by Sharif's party, quickly retreated and reversed the changes.

A week later, speaking before Pakistan's National Assembly, Sharif's son-in-law, lawmaker Muhammad Safdar Awan called for Ahmadis to be barred from employment in the government, judiciary, and military. Sharif himself later distanced himself from Safdar's statement.

The climbdown did not appease Tehreek-e-Labaik, which last week launched street protests blockading roads into Islamabad and demanding the law minister be sacked. The protests are ongoing and have paralysed traffic in the capital.

Saadia Toor, author of State of Islam said it's likely that anti-Ahmadi rhetoric will continue up to next year's elections, due by the end of August.

"Anti-Ahmedi sentiment is widely held across the Pakistani Muslim mainstream, even among moderate Sunnis," she said. "So using them as scapegoats for political purposes is easy."

It would put it as something far more sinister than stupid; it's the case of putting self before service (to the nation). These folks are under no illusions that neki aur sharafat will get Bakis to change their behaviour nor it is their intention to do so. They do so for self-interest and elevating their own status (with whom, I don't know) that they believe will be a useful leverage in the future. It's not that they have much to lose personally.

It's not very dissimilar from the greed and selfishness that drives the Track thoo waalas.
