Interior Minister Ahsan Iqbal has been appointed the CCI member in his place.
A notification in this regard has been issued.
It seems that he is "FM" in name onlee !

A word of "caution" to the Canadian Authorities . Vet each applicant thoroughly lest the student or business visa is not not used as a "back door" tool for immigration . Ensure that the applicants are well suited for integration in the western society . And they do not come and practice "Pakistaniyat" and /or become radicalized in local mosques !

Long Awaited Action: SUPARCO to Lead Inquiry into Smog Pollution :roll:
In another smog related news, Pakistan Space and Upper Atmosphere Research Commission (SUPARCO) has decided to take a stab at solving the smog crisis.
SUPARCO has commenced an inquest ( so the air in Pakistan has "died" :mrgreen: ) in an attempt to identify the causes of smog in the country. According to data, the amount of pollutants has already crossed the permissible limit by manifold. Chini help on the way !
One of the reasons why this issue hasn’t been resolved for so long is the lack of air quality monitoring data. The data isn’t available since a long time and as a result a suitable analysis can’t be performed. Explaining about lack of data an official told that, India has disclosed the intensity of the smog in some of its major cities by monitoring air quality on a daily basis, but Pakistan has not yet done because of the absence of air quality monitoring data. Possible solution: Bring "Smog pollution" under "umbrella of CPEC" :mrgreen:

An Informed Article About The Baloch Insurgency

As trees have seeds and mushrooms spores to grow from, similarly movements whether political or armed have historical seeds; movements do not happen without a reason. The Irish Republic is said to be the result of British callousness during the Irish Famine of 1845-1852; Bangladesh the result of Mohammad Ali Jinnah’s March 21, 1948 Dhaka speech about Urdu and then the continued injustices.
Balochistan issue arose when Khan of Kalat was forced to sign the instrument of accession on March 27, 1948. The soil for these seeds are people who are historically conscious of their political and social rights. It seems that Pakistan has not learned any lessons from its history !
The Baloch struggle for their rights has simmered since, and has now and then boiled over into open armed insurgencies. These didn’t succeed in their aims but at the same time Pakistan, despite the use of military might was unable to crush the Baloch resistance.
The Baloch insurgencies of 1948 and 1958 were spontaneous and short lived. The credit for organised and sustained armed struggle for Baloch rights goes to Mir Sher Mohammad Marri respectfully called Babu (Uncle) by Marris; media often called him General Sherov to imply he served Russian interests. It was he who with the support of Nawab Khair Bakhsh Marri established the first Farrari camps in 1962 to challenge the might of Pakistan in an organised manner. Babu left the mountains in 1969 when Yaha Khan took over, an amnesty was announced and One Unit dissolved. An election was called; and Yahya, refused to hand over power to Mujib, on the behest of Bhutto, and thus was born Bangladesh :mrgreen:
The formation of Baloch Peoples’ Liberation Front (BPLF) during the 1973-1977 army operations in Balochistan during Zulfikar Ali Bhutto’s rule was possible because of the Farrari camps established by Babu. Incidentally, the 1973 insurgency was the first sustained armed conflict between Baloch and Pakistan, fought to a stalemate which saw heavy casualties on both sides. The confrontation between Baloch and Pakistan after cessation of military operations in 1977 didn’t die out, though on surface there was calm. A large number of Marris had migrated to Afghanistan and Nawab Khair Bakhsh went there in December 1981. The Shia Bhutto, had the support of the Shia Shah Of Iran, in his efforts to put down the Sunni Baloch.
When Nawab Sahib and Marri refugees returned from Afghanistan in 1992 after Dr. Najeebullah’s ouster a change was seen and even his sons, despite his displeasure, became ministers in the Balochistan government. This period of ambiguity of acceptance and cooperation continued till Pervez Musharraf assumed power in 1999.
In January 2000, Nawab Khair Bakhsh was incarcerated on false charges of killing Justice Mohammad Nawaz Marri and that ended the ambiguity which had cast its shadow over Baloch aspirations and struggle because his arrest proved that the establishment would never reconcile with the Baloch. The repression was then re-launched against the Baloch and the dormant resentment at the historical injustices was rekindled. The later rape and then subsequent dishonour of a Baloch female medical doctor at the hands of a Paki Army Officer, and the Fauj's refusal to punish him, became the "trigger" for the killing of Bugti by Musharaf !
Mir Balach Marri, son of Nawab Khair Bakhsh, won the October 2002 provincial elections from Kohlu and created a furor by taking oath in Balochi and swearing loyalty to Balochistan. Knowing that the assembly was powerless, he went to the Marri hills to struggle for Baloch rights.
The Baloch Liberation Army (BLA) was formed during this period to resist the intensified state repression; violence of the victims against state violence. The Baloch Liberation Front (BLF) of Dr Allah Nazar was also formed around that time and it was on May 2, 2004 that three Chinese engineers working on Gwadar port were killed and the BLF owned it. The Baloch Republican Army (BRA) was formed when confrontation between Nawab Akbar Khan Bugti and establishment began in 2004. The Baloch resistance had come a long way from 1948. Unsurprisingly, these militant organisations consider the Baloch political parties supporting Pakistan as traitors.
The then interior minister Aftab Ahmed Khan Sherpao on January 31, 2005 admitted that since 2003, 1,529 rockets had been fired and 113 bombs exploded in Quetta, Sui, Kohlu and Gwadar; later he admitted 4000 Baloch were detained. These figures indicate how active BLA, BLF and BRA were.
The Baloch resistance continued to intensify and so much so that when Musharraf visited Kohlu in December 2005, rockets were fired by the BLA at that gathering. Nawab Khair Bakhsh told me once that Balach had asked if they had done the right thing to which he was asked, “Why did you miss?” It is beyond doubt that Balach Marri led the BLA till his death on November 21, 2007; however one shouldn’t surmise who the BLA is being led by now because even conjectures can put a burden on the names named thus.
The structure of an armed organisation fighting a standing army out of necessity is fluid as they are always on move and their situation always tenuous. Like the BPLF of past, the BLA and others have educated persons as well as tribesmen among their fighters. From my experience of BPLF, I can say that on ground there is an overall commander and then area commanders who lead fighters in different areas. These groups are hardly at a place for a few days; their mobility helps them evade detection and also gives them the element of surprise. For instance, in November 2005 a hundred BLA fighters attacked Bolan Mining Enterprise extracting iron ore in the Dilband area of Mastung and destroyed its Rs50-60 million worth machinery.
Surprisingly, in September 2008 out of blue the BLA, the BLF and the BRA announced a unilateral ceasefire; probably hoping that the new PPP government would change tack and not repeat the 1973 mistakes; then disheartened at lack of response they announced the end of ceasefire in January 2009.
It wouldn’t be out of place to mention that it was under this PPP government that the abhorrent systematic ‘kill and dump’ policy was initiated and its first victims were Ghulam Mohammad Baloch, President Baloch Nation National Movement (BNM), Lala Muneer, Vice-President BNM and Sher Mohammad Baloch, Deputy Secretary General of Baloch Republican Party (BRP), who were abducted from the office of lawyer Kachkol Ali on April 3, 2009 and their mutilated bodies found on April 9at Murghaap near Turbat. This grisly policy was then intensified and now continues in form of fake ‘encounters’.
The presence of BLA outside Pakistan is again based on conjectures as no one has ever come forward to claim its leadership. However, the West has a large Baloch Diaspora and they arrange conferences and rallies in support for a free Balochistan and Baloch rights. Recently #FreeBalochistan posters appeared on taxis in London and Pakistan officially protested. These were then removed as Transporters for London said these violated rules. However, now billboards of #FreeBalochistan have been put up on roads there. Oddly Pakistan panics and over reacts at posters of #FreeBalochistan’ in the West.
Dr Allah Nazar has remained in news since he formed the Baloch Students Organization (Azad) — it was proscribed by Pakistan in March 2013 — which struggles for Baloch rights and has borne the brunt of state repression. He was arrested in March 2005 from Karachi while meeting former BSO comrades; barely alive after severe torture he was shifted to hospital in August 2006 and once well enough he took to the mountains and continues to fight. The BLF not only fights the army but also battles state’s fundamentalist armed proxy groups in Awaran. In September 2015, Balochistan home minister wrongly claimed that Allah Nazar had been killed.
Two weeks back there was the sensational news of Allah Nazar’s wife and Aslam Baloch’s (of BLA) sister being arrested. The government claimed they were arrested from Chaman but Senator Jehanzeb Jamaldini told Senate that an entire neighbourhood witnessed their arrest in Quetta. The government had presumed that the Baloch are sensitive about families and it could pressurise him but was disappointed and released them.
Dr Allah Nazar’s brothers and his cousins have been killed in army operations in his home region of Awaran, but he refuses to give up the fight and is considered a grave threat to the CPEC and the Chinese personnel who will come. A Special Security Division has been created and expansion of Civil Armed Forces is underway. Also residency permits and fencing of Gwadar are under consideration to protect Chinese.
The state’s distrust of the people, their repression and the consequent internal displacement has not stopped the people from supporting the groups that they think are fighting for their salvation. It is because of this support that despite the oft repeated claims by the government and army that the Baloch insurgency has been crushed the Baloch armed resistance refuses to buckle under the might of the state.

For Paki politicians business has always been transacted from the off-shore capital of Pakistan (Londonistan). Waiting for COAS Bajwa to also run his army country from London.

Exports of computer services increase by 32pc
The export of computer services (what's that?) grew over 30 per cent year-on-year to over $111 million during the first two months of 2017-2018, according to the Pakistan Bureau of Statistics (PBS).
Pakistan earned $111.38 million against the services worth $84.31m
The services exports during the period under review were recorded at $816.27m compared to the exports of 777.84m in last year.

We welcome the delegation of Pakistan. We recommend the Government of Pakistan followIng :

1.to provide freedom to the people of Pakistan occupied Kashmir by ending its Illegal and forcible occupation;

2. to dismantle Special Terrorist Zones, safe havens and sanctuaries and take verifiable actions, including on terror financing;

3. to bar military courts from trying civilians and allow their monitoring by International observers and human rights organisations;

4. to allow due legal processes and judicial review by the High Courts and Supreme Court for cases tried by Military Courts;

5. to fulfill International obligations under ICCPR and VCCR, including consular access for foreign nationals without discrimination;

6. to end harassment of minorities and place procedural and institutional safeguards to prevent misuse of blasphemy law;

7. to end forced conversions and marriages of minorities, Including Hindu, Sikh and Christian women, and prosecute all cases;

8. to stop targeting political dissidents and legitimate criticism in Sindh, Balochistan and Khyber Pakhtunkhwa;

9. to stop torture, enforced disappearances and unlawful killing, including that of journalists and activists, by its security agencies and prosecute perpetrators;

10. to review the educational curriculum, including In Madrassahs, to remove extreme prejudices, religious intolerance and historical distortions;

11. to stop sectarian violence, systemic persecution and attacks on Muslim minorities, such as Shias, Ahmadiyas, lsmailia and Hazaras;

12. to stop awarding death penalty to juveniles and execution of persons with disabilities.

WASHINGTON: The US Congress has removed a provision from the National Defence Authorisation Act 2018 that would have required the US Secretary of Defence to certify that Pakistan has taken steps to “significantly disrupt” the activities of both Lashkar-e-Taiba (LeT) and the Haqqani network.The new version has confined this requirement to the Haqqani network only, indicating a desire in Washington to focus entirely on Afghanistan as long as it takes to subdue the Taliban insurgency there.While the United States considers LeT a terrorist organisation, it also realises that the group’s main focus is Kashmir, not Afghanistan. Linking LeT to the Haqqani network, however, creates an impression that the US not only wants Pakistan to help it win the war against the Taliban but also wants it to change Islamabad’s position on Kashmir.Since it already considers LeT a terrorist organisation, Washington will continue to ask Islamabad to stop the group from carrying out attacks inside India. But by delinking it from the Haqqani network, US policymakers are sending a message to Islamabad, that fighting the Haqqani network is their first priority.
This joint version places the following additional limitation on reimbursements to Pakistan from the US Coalition Support Fund (CSF): Of the total amount of $700 million of reimbursements and support authorised for Pakistan during fiscal year 2018, $350m shall not be available unless the Secretary of Defence issues a certificate to the congressional defence committees.His certificate should say that Pakistan continues to conduct military operations that are contributing to significantly disrupting the safe havens, fundraising and recruiting efforts, and freedom of movement of the Haqqani network in Pakistan.Pakistan has taken steps to demonstrate its commitment to prevent the Haqqani network from using any Pakistan territory as a safe haven and for fundraising and recruiting efforts.Pakistan is making an attempt to actively coordinate with Afghanistan to restrict the movement of militants, such as the Haqqani network, along the Afghanistan-Pakistan border; and Pakistan has shown progress in arresting and prosecuting senior leaders and mid-level operatives of the Haqqani network.The House receded with an amendment that would have required thT.e Secretary of Defence to issue a similar certification about Le

Looks like there are no other Chinese Gori's in CPEC team in Pakistan, the Chinese seem to rather economical in letting thier women mingle with Paki Raackit Mards.

I think one must look at this along with the news about a 'foreign agency' out to halal Hafiz...The naPAK army must've struck a deal with the Khan, we will lambost Hafiz-e-suar, in return please allow us to use vajjeline for the GUBO sessions..

The Chairman Joint Chiefs of Staff Committee said India has committed over 1200 ceasefire violations in which 1000 Pakistani civilians and 300 soldiers lost their lives.
Timeline not quoted but the TSPA is surely being thrashed.....they are admitting 300 KIA so can imagine the numbers

Pak boy arrested on charges of sexually assaulting hen

LAHORE: In a bizarre case, a 14-year-old boy has been arrested on charges of sexually assaulting a hen in Pakistan's Punjab province of Pakistan, a media report said today.

Mansab Ali, a resident of Jalapur Bhatian police station Hafizabad, some 200km from Lahore, told police that his neighbour Ansar Hussain "abducted" his hen on November 11 and "raped" it. So, Ansar Hussain cannot claim Consensual Sex!

"The hen died while being sexually assaulted by Hussain. Two persons — Nasrullah and Tufail - witnessed this act," an FIR quoted the complainant as saying.

The reports of swabs collected from the hen were still awaited.

The suspect has been booked, the police said.

I remember Gen. Musharraf saying very clearly in c. 2003 that within a couple of years Pakistan would overtake India in software & services business. At that time, Pakistan also offered a very complex accounting process on how they were indeed not very far behind India even then in terms of revenue earnings. Of course, he also said that Pakistanis spoke better English too. Their space scientists & engineers were far better than ISRO's. So, what happened to all that? Even assuming their figures are true (there is a very high probability of highly inflated numbers here) they are about 1% of Indian software & services exports revenues. Would they have clubbed the 'other IT' services also under this column?

Non-bailable arrest warrants issued for Ishaq Dar

ISLAMABAD: An Accountability Court (AC) on Tuesday issued non-bailable arrest warrants for Finance Minister Ishaq Dar for his failure to attend the hearing of corruption reference filed against him by the National Accountability Bureau (NAB).

The court also issued show-cause notice Dar’s surety-giver Ahmed Ali Qudoosi who was present in the courtroom.

Asked when the minister was likely to appear before the court, Qudoosi informed the judge that he will take three to six weeks to completely recover from illness.

The judge said a report submitted on November 6 also mentioned three to six weeks time. He asked whether three weeks haven't passed since then.

On November 8, Accountability Court issued a warning to Dar’s surety-giver, saying that the court will confiscate surety bonds worth Rs 5 million if he fails to appear before the court on November 14 (today).

The reference was filed against the minister in on the orders of Supreme Court of Pakistan in Panama Papers case.

Economic notes: Emerging economic trends
While it is necessary to raise financing to support the rising current account, which is a leading indicator of rising economic activities, it would be unfortunate if the country uses such precious and expensive resources to support an otherwise indefensible exchange rate. The latest SBP report on external reserves is equally worrying. The reserves, as on November 11, 2017 stood at $19.9 billion – of which $13.9 billion belonged to the SBP (official) and $6 billion to the commercial banks (foreign currency deposits: FCY). The official reserves have declined from a near-high of $20 billion in early October 2016 – a loss of $6.1 billion.

Amazing a Paki officer admitting surgical strikes and stating 300 KIA with 1000+ so called civilians, it means the there are funerals all across Pakjab and Paki generals are having to explain what is happening. Plus the strategy of denying casualties and putting a brave face is also proving an utter disaster. Accidentally saw a Paki forum link, they are bring in up Indian casualties since 2001-2017 since their H&D is in taters.

If you need any evidence that India is moving away from its 2003 nuclear doctrine, please come to Lahore. But do make it quick, because there is rain in the weather forecast and it might wash off the evidence.India’s nuclear doctrine bound it to ‘no first use’ policy almost a decade and a half ago. And yet throughout the past three weeks, we are witnessing a deadly smokescreen in Central Punjab, specifically Lahore, which the Indians have been trying to conquer – the Gymkhana dining lounge more precisely – since the 1965 war. But we Pakistanis have always preferred peace and tolerance, which is why we have kept giving chances to RAW’s militants and kept electing Indian agents ( like Ganja !) to the government.
While befriending the Taliban, who have the Islam card, and embracing the elected rulers, who have the credit card, is understandable, we just can’t afford to do the same with the Indian smog.

Again, this piece could’ve been written a week ago – if not in 2015. But last week Lahore’s number on the Air Quality Index wasn’t worse than New Delhi. They say, breathing in Delhi is as bad as smoking 50 cigarettes a day. So how much of a chain smoker is a Lahore? We can’t say for sure since the Environment Protection Agency’s ( did not know that such an Agency existed in Pakiland :roll: ) newly installed six air quality monitors are currently being used as ashtrays. IOW gathering dust :mrgreen:

Cabinet allows $3b borrowing through Sukuk, Eurobonds

ISLAMABAD: The federal cabinet has allowed immediate borrowing of up to $3 billion from international debt markets by floating three sovereign bonds and has also waived a dozen taxes to make deals attractive for investors.

Instead of tabling a summary in a cabinet meeting, the finance ministry got approval of the cabinet by circulating the summary among its members earlier this month. This is surprising as the federal cabinet meets every week.

Pakistan is going to float the bonds in the largest transaction to take pressure off the central bank’s foreign exchange reserves that are depleting at a rapid pace. Earlier, the government borrowed $2 billion in 2014 through similar capital market transactions.

In its first four years, the PML-N government took gross $35 billion in foreign loans to shore up the foreign currency reserves, finance the external account and return previous loans.

According to the summary approved by the cabinet, the finance ministry can float multiple bonds in the range of $2 billion to $3 billion.

A consortium of banks have initially indicated that five-year Sukuk (Islamic bond), ten-year Eurobond and another 30-year Eurobond with combined proceeds of around $2 to $3 billion can be floated, according to the finance ministry.

The exact size will, however, be determined on the basis of market appetite and pricing, according to the summary signed by the finance secretary.

It will be for the first time that Pakistan will float a 30-year dollar-denominated Eurobond, but the decision to sell it will depend on the interest rates that the investors will seek. Higher maturity bonds are issued at relatively higher interest rates.

The cabinet waived a dozen income taxes to make the float attractive for foreign investors. It waived taxes on profit on debt, minimum 1% income tax, advance tax, dividend tax, taxes on payments to non-residents, taxes on payment of contract fee to financial advisers, taxes collected by the Pakistan Stock Exchange and National Clearing Company of Pakistan, and taxes on the auction and purchase of immovable property.

“If these taxes are not exempted, the transaction cost will make Sukuk issue undesirable for international investors, resulting in higher pricing for the country,” said the finance ministry.

Road shows are expected to be held in the United Kingdom, United States, Dubai, Singapore and Hong Kong. The finance ministry told the cabinet that both the Sukuk and Eurobonds were expected to be launched in the second half of November. However, the final date will depend on market conditions and advice from lead managers.

It seems that the ministry may not be able to meet the deadline due to delay in fulfilling many legal requirements. The delay may increase the cost of borrowing

The finance ministry insisted that market conditions were favourable for Sukuk and Eurobonds, which may potentially receive a good response from international investors at a good price in view of liquidity conditions of the international capital markets.

It said countries having credit rating like that of Pakistan had successfully executed capital market transactions at an interest rate ranging from 6.875% to 7.125%.

Pakistan floated Sukuk in September last year at the lowest interest rate of 5.5% but its September 2015 five-year Eurobond at 8.25% was the most expensive deal.

The finance ministry told the cabinet that a consortium comprising Standard Chartered Bank, Industrial and Commercial Bank of China, Citibank, Deutsche Bank, Dubai Islamic Bank and Noor Bank are proposed to be appointed for the Sukuk transaction.

Based on recommendations of an evaluation committee, it said, the government had finalised names of Standard Chartered Bank, Industrial and Commercial Bank of China, Citibank and Deutsche Bank for the Eurobond issue.

The cabinet was informed that for the proposed Sukuk, the Fourth Pakistan International Sukuk Company Limited is being incorporated by the Finance Division.

The United States’ fourth exit from Pakistan

Until about Pakistan’s 70th birthday, Islamabad looked to Washington for support. Help came when the United States was interested in Pakistan for its own strategic reasons. Suddenly this changed when Donald Trump became the United States president.

Even before the current president took up residence in the White House, Pakistan’s relations with the United States were complex. There were many ups and downs; relations cooled and warmed depending mostly on Washington’s strategic needs. On three occasions, the United States walked away, leaving Pakistan to its own devices.

This happened in 1965 when Pakistan fought one of its many wars with India; in 1988, when the Soviet Union pulled out of Afghanistan and Pakistan was not needed any longer as a partner in the weakening Communist power in Asia; in 1998, when Pakistan defied the United States pressure not to test nuclear weapons and indicated its intention to develop a large arsenal of nuclear weapons along with medium-range missiles that could deliver them.

The United States was back in September 2001 when it needed Islamabad’s support to punish the Taliban regime in Kabul. The Taliban had not only welcomed Osama bin Laden to establish a base in their country for his organisation, al Qaeda, it looked the other way when Osama’s supporters launched devastating terrorist attacks on the United States. Pakistan provided the support America needed but Washington felt it did not do enough. It is threatening to not only leave Pakistan again but to punish it as well. The forms of punishment have been hinted at but have not been spelt out in any kind of detail. Nicki Haley, the United States ambassador to the United Nations and a person of Indian descent, suggested that India — her country of origin — should keep an eye on Pakistan.

Those who are in charge of making the Afghan and Pakistan policies in Washington have background in the military. They were involved in some manner or the other with the long war in Afghanistan. John Kelly, a retired military officer, appointed by President Trump to the important position of the White House chief of staff, is one of the policymakers. He lost his son when he stepped on an improvised explosive device (IED), which was believed to have been made in a factory in North Waziristan. Out of this personal tragedy has grown the strong belief that Pakistan needs to do much more to clear the border areas of all Islamic groups. Not only that, Pakistan is required to move against the non-state groups active in other parts of the country.

President Trump is said to have little knowledge of Afghanistan and Pakistan. The result is the militarisation of the making of foreign policy affecting this part of the world. For obvious reasons, military leaders believe that force works better than diplomatic engagement. That is likely to be used in this highly-volatile area of the world. Would this work? The clear answer is no. But before getting to the answer, it might be useful to reflect on the overall tone of the evolving Trump Asia policy.

On 3rd November, the American president left for a 12-day visit to Asia. It would take him to Japan, South Korea, China, Vietnam and the Philippines in that order. South Asia was to be left off the itinerary since the Afghanistan-Pakistan policy announced from a military base on August 21st had already dealt with one of the pressing issues faced by the American president in the Asian continent. In Japan and China, Trump met Prime Minister Shinzo Abe and President Xi Jinping. Both leaders had gained stature in their own countries, the former by winning a lopsided victory in the national election and the latter by successfully presiding over the five-yearly Congress of the Communist Party. That meeting in Beijing had given new strength to an already strong leader. But Donald Trump seemed not to have prepared himself well for the Asia visit.

But the Asian leaders were clear on what they wanted. They are interested in an open trading system and in containing North Korea’s nuclear ambitions. Japan will seek to keep alive the Trans-Pacific Partnership (TPP) agreement that Trump tried to scuttle by walking out of it. The TPP members met without the United States shortly before Trump arrived in Tokyo. In Seoul, the main item on the agenda was the development of North Korea’s nuclear weapons programme that showed no sign of slowing down in spite of the threats lobbed at the country by Trump.

It was the visit to Beijing that would be really consequential for the United States and its relations with the South Asian subcontinent. The United States as well as India had opposed the Road Belt Initiative the Chinese referred to as the RBI. It is the signature programme identified with President Xi and it is unlikely that the Chinese would accommodate Washington’s and New Delhi’s concerns. And this brings me back to the question I asked earlier about the difference between the fourth — the one currently underway — the US exit from Pakistan and those that came earlier.

Washington’s earlier departures worked since they were the result of what the Americans regarded as “missions accomplished.” In the late 1960s, Washington saw that it had succeeded in blocking the advance of communism in Asia. In the late 1980s, it was happy with the humiliation suffered by Moscow in its Afghanistan adventure. In the late 1990s, the United States was taking a principled position on the spread of nuclear weapons. This time around, however, it is very unlikely that the new Afghan policy would work and that the country would be pulled together again and governed from Kabul.
