Exercise Garuda-II: Istres AFB, France

Post by JaiS »

IAF sending six Su-30s, Il-78 to France for 'Garuda-II'

New Delhi, June 6 (UNI) The Indian Air Force is set to further augment its power projection skills -- in beyond visual range (BVR) combat and air-to-air refuelling -- in its second joint fighter exercise with the French Air Force.

After the success of 'Garuda-I' -- the first-ever joint exercise with fighters in India -- at Gwalior in February 2003, the two air forces will hold 'Garuda-II' in France after skipping a year.

The 15-day exercise, at Istres Air Force Base between June 16 and 30, will see the IAF's Su-30s competing against the French Mirage 2000-5, which is one of the four multi-role fighter aircraft the IAF is considering buying.

''Six Su-30s, along with an Il-78 mid-air refueller and an Il-76 transport aircraft, will be flagged off from Bareilly AFB by IAF Vice Chief Air Marshal S K Malik on June 9,'' Assistant Chief of Air Staff (Ops C&D) Air Vice Marshal Sumit Mukherji today told newspersons.

The aircraft will fly to Jamnagar, where they will stay for two days and leave on June 12 for Istres, where they are expected to reach on June 15, after a single stop in Jyanklis (Egypt), he added.

Describing the French Air Force as an extremely ''experienced and capable'' force, AVM Mukherji said that it had had the opportunity to exercise with the US, Singapore, Thailand, Australia as well as the NATO countries.

''We have had a fruitful exchange with them, and look forward to learning from their experience and employment philosophy,'' he said, adding the French also would have their first exposure to the Su-30 and were awaiting it keenly.

Asked if the IAF intended to gain more experience in BVR operations and mid-air refuelling, as the French had demonstrated their prowess in these two procedures during 'Garuda-I' two years ago, the ACAS (Ops C&D) said all these formed part of the learning process of such endeavours.

''Our armed forces have been somewhat insular...just exercising with each other, though our equipment was at par with the best in the world. However, all this changed in the last few years, with increasing military cooperation and exercises with friendly countries,'' he said.

''During Garuda-I, we realised that while we were flying the same aircraft (Mirage-2000) as the French, they were using it in a somewhat different way and getting good results...this formed a part of our learning process,'' AVM Mukherjee later told UNI.

Indian fighter jets to join exercise in France

The IAF will send six Su-30 jets, Il-78 air-to-air refuelling aircraft and 120 personnel to France, according to the spokesman.

This will be the first exposure of the Su-30 jets to French AirForce. The officers will reach Istres on June 15.

The French Air Force will send aircraft including Mirage 2000 jets and C-135FR tanker aircraft.

Sukhoi 30 MKI still being inducted into IAF

"We will induct the Sukhoi 30 MKI into exercises once they get inducted into the IAF at a full flow," said Air Vice Marshal S Mukherji while speaking to media persons today over IAF's upcoming joint exercise with the French Air Force.

He said this on being asked as to why the IAF was inducting only Sukhoi-30 and not Sukhoi-30 MKI for its joint exercises with the French Air Force as well as the United States Air Force (USAF) expected to be held in November.

IAF's Sukhois leave for France to participate in 'Garuda-II'

Bareilly, June 9 (UNI) An Indian Air Force team, comprising six Su-30K air superiority fighters and an Il-78 mid-air refueller, today left for France to participate in 'Garuda-II' -- the second joint fighter exercise with the French Air Force.

The Su-30Ks, from the No 24 Squadron ('Hunting Hawks') and the Il-78 from the Agra-based Mid Air Refuelling Squadron (MARS), were flagged off from here by Vice Chief of Air Staff Air Marshal S K Malik.

Speaking on the occasion, the Vice Chief called on the Air Warriors to ''live up to the reputation'' of the IAF by doing well in the exercise.

Observing that it was ''very difficult'' to build a reputation and ''equally difficult to maintain it'', Air Marshal Malik said the exercise offered them ''a big challenge'' of flying in 'a different environment and tight air space''.

The exercise, which follows 'Garuda-I' -- the first ever joint fighter exercise held in India, at Gwalior, in February 2003 -- will see the IAF's Sukhois match their expertise against the French Air Force's Mirage 2000-5 fighters -- who are also fielding an older version of the fighter the Mirage 2000C The 15-day exercise, at Istres Air Force Base between June 16 and 30, will help the IAF augment its power projection skills in beyond visual range (BVR) combat and air-to-air refuelling by learning from the French Air Force's ''experience and employment philosophy,'' a senior IAF official said.

''During Garuda-I, we realised that while we were flying the same aircraft (Mirage-2000) as the French, they were using it in a somewhat different way and getting good results... this formed a part of our learning process,'' Assistant Chief of Air Staff (Ops C&D) Air Vice Marshal Sumit Mukherjee said at a press briefing on the exercise in New Delhi on Monday.

The IAF contingent, led by Group Captain Shreesh Mohan, comprises 120 personnel of which Sukhoi aircrew number 18 while the Il-78 has a five-man crew. The remaining 97 include a total of 10 flight engineers, administrative officials and medical personnel besides 87 technicians.

The flying component is led by Commanding Officer of the 'Hawks' squadron Wing Commander KV Raju.

The upcoming exercise will afford Indian controllers an opportunity to be present as Observers on board an AWACS platform to be fielded by the French -- an E2C 'Sentry' shall be part of the French contingent to the exercise.

The aircraft will fly to Jamnagar, where they will stay for two days and leave on June 12 for Istres, where they are expected to reach on June 15, after a stopover in Jyanklis (Egypt).

The support team will reach France on an accompanying Il-76, which will return after dropping them, and later go to pick them up on the completion of the exercise.

That should read as E-3C 'Sentry'. The E-2 is the Hawkeye. If this is true, then it is very interesting provided the French let trained Indian radar and comms specialists "properly observe" their AWACS.

Indian jets leave for wargame in France:-
Bareilly (Uttar Pradesh) | June 09, 2005 4:43:31 PM IST

Bareilly (Uttar Pradesh), June 9 : With their trademark banshee shrieks, six blue Su-30 combat jets shot into the blazing sun as the Indian Air Force (IAF) Thursday flagged off a major contingent on its way to training exercises in France.

Called Garuda II, the wargame will be held at Itres airbase in France June 16-30. Garuda I was held in India in February 2003.

"This is a momentous occasion for us," said Air Marshal S.K. Malik, the IAF's vice chief. "It is a great opportunity to learn new technologies from the French, who have one of the most advanced air forces in the world."

India is sending a 120-strong aircrew and an Il-78 air-to-air refuelling aircraft for the exercise along with the frontline Su-30 jets.

French aircraft participating in the exercise would be Mirage 2000 jets and C-135FR tanker aircraft. This will be the first time the French Air Force will conduct an exercise with Sukhoi jets.

"We are really looking forward to this exercise," said Group Captain Shreesh Mohan, the leader of the IAF contingent going to France.

"India has a reputation of being very professional and we want to keep up that reputation."

During an exercise with F-16 jets of the US Air Force in India last year, it was widely reported that IAF pilots had got the better of their American counterparts, despite taking them on in ageing Russian-made MiG-21 fighters.

The Su-30 jets Thursday flew to Jamnagar in Gujarat, from where they will depart June 12 to Istres via Jyanklis in Egypt.

"This is the first time we are flying such a long distance (4,000 nautical miles) with just one halt," said Flight Commander Sunil Nair. "This is a great movement forward."

Of the personnel travelling to France, 18 are Su-30 aircrew, five are aircrew of IL-78, 10 are engineers and 87 technicians.

IAF personnel gathered in droves at the airbase in Bareilly to watch the Su-30s take to the air and clapped and cheered loudly when they did.

"It's a very proud moment for us," said Malik.

Some officials said a good performance in wargames, especially with NATO countries, would push India's overall international standing.

"As you know, we want a permanent seat in the (UN) Security Council, and every little thing builds on a country's reputation and how the world looks at it," said an IAF official who asked not to be named.

India's next planned wargame is scheduled to be held at Gwalior in Madhya Pradesh with the Americans in November.

HJT/Dhruv = Paris Airshow.

Su-30s = Garuda II

No connection between the two.

As an aside, I was doing research on GSLV Cryo engine and there was lots of stuff in Russian on the web, Altavista's Bablefish translation from Russian to English was even more hilarious. Later I had my Latvian friend translate the article to get the actual meaning.

At the time of the exercise Garuda II (14 to June 30, 2005), the Tyagi General, chief of staff of the Indian Air Force, went on to June 20 on the air basis 125 "Charles Monier" in Istres on invitation of his French counterpart the General Richard Wolsztynski. The program of the day was particularly rich. After a presentation of the exercise by the lieutenant-colonel Jean-Sebastien Macke (directing of the operations), the Generals then visited the squadron of in-flight refueling "Brittany", as well as the center of air control. At the beginning of afternoon, the visit was connected by a demonstration of the know-how of the Air Force. In flight, aboard plane radar E3F coming from Avord, the Tyagi General could note the capacities and the important role of this aircraft during the exercise Garuda II.

The Garuda exercise proceeds from the 14 to June 30 on the air basis 125 "Charles Monier" of Istres with the participation of 121 members of the Indian air forces (IAF). This exercise lies within the scope of the co-operation free-Indian. For the first time, the Indian Air Force deploys in France six hunters KNOWN 30 K and a supply craft Iliouchine 78. French side, some 12 mirages 2000 of the squadrons of hunting 2/5 "Island-of-France", 1/2 "Storks" and 3/4 "the Limousin" as well as C-135 are engaged for this exercise. The missions assigned with the crews will be operations of in-flight refueling, flights in mixed patrols and missions of interceptions and combat under the control in particular of a E3F. This Garouda exercise falls under the continuity of that carried out in 2003 in India.

From DN
Indian Air Force Comes to France
By PIERRE TRAN, ISTRES, France

Against the sound of cicadas singing in the Mediterranean heat, Indian Air Force Sukhoi Su-30 fighters took off from this French air base in their first exercise in European skies, marking New Delhi’s desire to strengthen ties with Western militaries.

Their Russian-built jets roared into the clear sky on twin afterburners, eager to engage French Mirage 2000s off the southern coast.

The flying exercise, dubbed Garuda II, also signaled France’s interest in cultivating defense links with India, a regional power which is looking to augment its armory with new attack submarines and a fleet of 126 multirole combat aircraft.

The French naval chief of staff underlined his country’s interests in maintaining a military presence in the region. The island of Reunion in the Indian Ocean is directly governed by Paris under the status of an overseas region and France has historical links with India, Adm. Alain Oudot de Dainville told reporters June 21.

India’s mixed fleet of Western and Russian aircraft includes Jaguar light strike aircraft, Mirage 2000s, MiG-29s and Su-30 fighters.

As part of the air force exercise, six Su-30K fighters and an Ilyushin Il-78 in-flight refueling aircraft flew against and with six French Mirage 2000s and a C-135 FR air tanker, base commander Gen. Bruno Clermont told reporters June 22.

India’s cooperation with foreign air forces is fairly recent, but marks an eagerness to learn procedures and tactics with friendly forces.

Group Capt. Shreesh Mohan told reporters here that the Indian Air Force started flying with a foreign military in 2003, in Garuda I, when four French Mirages flew to India for exercises with their Indian counterparts.

Indian pilots flew six Jaguars to Alaska last July to operate with the U.S. Air Force and, in other exercises, took part in operations with the services of Singapore and South Africa last autumn. Indian Air Force pilots bested U.S. F-15 pilots in an exercise in India last year.

Practicing Interoperability

Garuda II marked India’s first deployment of its Su-30s to Europe, and a first refueling of the Russian-built aircraft with a French C-135 tanker, Mohan said.

“There is a lot of learning value in training with the French Air Force, which we consider a very professional air force,” he said.

Mohan declined to comment on India’s tender for new fighters, in which France is offering the Mirage 2000-5 against the Saab Gripen, MiG-29 and Lockheed Martin F-16. Although Indian pilots had flown against the F-16 and other foreign aircraft, he said, “Flying with an air force is one thing; evaluating an aircraft [to buy] is another challenge.”

He added, “We’re very happy with the Mirage 2000.” India has operated the French fighter for some 20 years. The Mirage 2000-5 would have a more advanced radar, to allow air defense and strike missions.

In Garuda II, a French Mirage 2000 RDI was scheduled to refuel from the high-winged Il-78 tanker. The cross-refueling exercises meant that if France sent Mirage jets into the region, it could ask for refueling support from India, rather than send its own C-135s, allowing an enormous saving, French Air Force Gen. Alain Perriault said.

Both the French and Indian aircraft use the flexible drogue-and-hose refueling system, while the C-135 also is equipped with the rigid boom used by the U.S. Air Force.

Mohan said the fighter exercise showed an “understanding between the two governments for good bilateral relations and enhanced defense cooperation.” The deployment of Indian fighter and support aircraft and 125 personnel was a major undertaking and a valuable lesson in organization and interoperability, he said.

The Indian aircraft flew in two stages: a six-hour leg to Egypt with a stop near Alexandria, then a four-hour flight to this base near Marseille, southern France.

During the eight-day exercise, the two air forces would dogfight and fly mixed patrols as well as engage in increasingly complex operations, designed to show each other how to interact.

Simulated beyond-visual-range (BVR) missiles were used during the dogfights. Wing Cmdr. KVR Raju said the Su-30 carries the A12, which uses an active radar and infrared seeker and has a range of 15 to 18 miles. The Mirage 2000 is armed with the Mica, which is also a BVR weapon.

In Garuda I, the Indian pilots used the semi-active R27ER missile, which requires the pilot to use the Su-30’s radar to illuminate the target throughout the engagement.

Other assets planned for use in the exercise included a Mirage 2000N, an E3-F airborne warning and control system aircraft and Tucano turboprops, to simulate transport aircraft.

Mohan declined to give the maximum range of the Su-30, with midair refueling from the Il-78.

French article on the Indo-French Exercise
One line caught my eye (my translation):
For the Indians, it is an issue of showing that they can from now on play in the courts of great military powers. "Very few countries are capable of deploying their fighters so far from their home bases", noted a French officer. China for example, is not capable of it.
