Work in progress! Indian Railways’ Katra-Banihal rail project to connect Kashmir within 2-3 years; details

Work on Indian Railways’ Udhampur-Srinagar-Baramulla Rail Link (USBRL) project, worth Rs 21,653 crore, connecting Kashmir with rest of India is likely to be completed within 2-3 years. Northern Railway GM, Ashutosh Gangal was quoted in a PTI report saying that there was no seepage issue in the tunnels that are under construction as they are horseshoe-shaped for water to drain out. The USBRL project is said to be the most challenging railway infra project being undertaken after India’s Independence. The project has missed several deadlines amid huge cost escalations since the year 1997 when the then PM H D Deve Gowda laid the project’s foundation at Udhampur.

Gangal and other senior officials of Indian Railways were at Kauri in Jammu and Kashmir to witness the completion of the arch on the world’s highest rail bridge, which soars 359 metres above the Chenab river bed. Gangal said the seepage issue is in one or two tunnels in the Udhampur-Katra section. The construction has been modified to horseshoe-type to drain out the water. Thus, in the tunnels between the Katra-Banihal section, there will be no seepage issue. In some old tunnels, seepage issue was present, and to address the problem, the national transporter is taking necessary measures, Gangal said.

According to the report, of the 272 kilometres long USBRL project, 161 kilometes length was commissioned in phases. The 118 kilometres long Qazigund-Baramulla section was commissioned in October 2009, followed by the Banihal-Qazigund section of 18 kilometres long in June 2013 and the 25 kilometres long Udhampur-Katra section in July 2014. A railway official said that the 111 kilometres long Katra-Banihal section is under construction. The project involves many firsts including the longest railway tunnel with 12.75 kilometres length, the world’s highest railway bridge, the first cable-stayed bridge, which after completion will be an engineering marvel of the 21st century.

Out of 97.64 kilometres, 84.39 kilometres stands completed on the main tunnels, he said. Similarly, as many as 12 major bridges have been completed, and on 14 more, work is in progress. Besides, 10 minor bridges were completed and work on the last one is in progress. So far, construction of more than 205 kilometre network access roads stands completed, the official said. About tunnel number 49 between Sumber station yard-Arpinchala station yard, the official said out of 12.75 kilometres total length, work on 11.21 kilometres was completed. Additionally, another major tunnel of 11.21 kilometres length in Qazigund section was completed and commissioned already.

So its official. No more Dec 2022 deadline for commissioning the project which will now be in 2024.Hopefully before the 2024 elections in April-May.

But Qazigand-Banihal road is complete and was to be inaugurated by end March, now end April, lot of infra projects waiting for PM to inaugurate including Sir Mokshagundam Visveswarayya Third Coaching Terminal Bypannahalli, Bengaluru, the snazzy looking third train terminal of Bangalore. What's with the IR coaches catching fire all over the place within 3 weeks? That too Dehradun Shatabdi, Lucknow Shatabdi and Rohtak to Delhi MEMU. All in Delhi area, Lucknow Shatabdi at Ghaziabad station. Dehradun shatabdi some cigarette, bidi in the toilet thrown in the trash ignited, rest is a bit suspicious and copy cat as the Dehradun one happened first on March 21.

Adani’s Mundra Port In Gujarat Overtakes Mumbai’s JNPT, Emerges As India’s Biggest Container Port - Swarajya
Mundra Port, the flagship port of Adani Ports and Special Economic Zone Ltd (APSEZ), has overtook state-run Jawaharlal Nehru Port Trust (JNPT) in container handling with 5.65 million twenty-foot equivalent units (TEUs) in FY21, posting a growth of 18 per cent over the previous year.

On the other hand, JNPT handled 4.67 million TEUs in FY21 with a decline of 7.04 per cent over FY20.


This is the beginning of the end for JNPT unless the DFC is completed on a war footing. As vsunder sir has been saying, DFC is almost complete up to Gujarat and will have a seamless* connection to Gujarat ports (note the plural). MH, by senselessly delaying the DFC up to Mumbai is only shooting itself in the foot, given than JNPT is the sole major port in this area and would not be able to compete with the privately run ports out of Gujarat. Of course, JNPT would continue as a major port, given Mumbai's own heft, but this is point at which GJ ports will start pulling ahead for goods from elsewhere. Then there is Gujarat's own industrial base to account for.

* An example of the seamless connectivity is the 75-km privately built rail line exclusively for the use of Mundra port. This can, and already does handle double stack containers and will be connected to the DFC at Palanpur(? - vsunder saar would know this better) north of Ahmedabad. Net effect is that goods bound to/fro RJ, HR, DL, UP, etc. would find using GJ ports cheaper and faster - why go the extra 600km to congested JNPT (on congested IR tracks)?

^^^ Yes Mundra does do double stack since 2017. OHE is the issue in the sense if the private line is electrified by now, there is no obstruction otherwise. This will happen in due course. Samikhiali to Palanpur once doubled and electrified will kill JNPT royally. That Samikhiali to Palanpur many sections are doubled and RE and doubling should be over by next March.

Railways log highest-ever electrification of more than 6,000 route km in FY21.

Indian Railways recorded the highest ever route electrification in a year with 6,015 route kilometres electrified in the 2020-21 financial year, also showing a 37 per cent jump year-on-year.

With cumulative electrification of 45,881 RKM, the Railways has achieved 71 per cent overall electrification by 31 March 2021. Nearly 34 per cent of total rail electrification has been completed in the last three years alone.

Despite the restrictions related to Covid pandemic, Railways has surpassed the previous record of 5,276 RKM achieved in 2018-19.
With this, Indian Railways is also becoming environment friendly and energy secured to that extent.

The broad gauge network of Indian Railways is 63,949 route kilometer (RKM) and, along with 740 km of Konkan Railway, it is 64,689 RKM, out of which 45,881 RKM, ie, 71 per cent have been electrified by 31 March 2021.

A lot of emphasis has been given to railway electrification in recent years with a view to reduce the nation's dependence on imported petroleum-based energy and to enhance the country's energy security, with a vision of providing eco-friendly, faster and energy-efficient mode of transportation.

More than 5 times electrification was achieved during (2014-21) last seven years as compared to 2007-14. Since 2014, a record 24,080 RKM (37 per cent of present broad gauge routes) have been electrified against electrification of 4,337 RKM (7 per cent of present broad gauge routes) during 2007-14.

Indian Railways has also commissioned a record 56 TSSs (Traction Sub Stations) during 2020-21, as against the previous best of 42, which is an improvement of 33 per cent, despite the Covid pandemic.

A total of 201 Traction Sub Stations have been commissioned during the last seven years as well.

The Railways has planned to fully electrify its tracks by December 2023.

Total Rail electrification would contribute to the goal of “net zero” emissions by 2030 by drawing its entire electrical load from renewable energy sources.

^^^ The report above is highly misleading. IR added 6000km of electrified track which is about 10% of increase of electrified track and the oil bill fell by 50%. What the report does not say is passenger traffic fell to zilch over the financial year due to Covid 19. Even on electrified sections opened over the last 2 months they are still running diesels under wires simply because many divisions do not have e-loco allotments, trip sheds and infrastructure to service and maintain e-locos, MEMU's etc. SWR for example has a very small number of e-locos based at KJR shed a former exclusive diesel shed now also has e-locos and has just started maintaining MEMUs. NER has none or very few e-locos and no MEMUs and will use the recently opened Kanpur MEMU shed of NCR(video posted above Kanpur MEMU shed opened Feb 2021) and really cannot utilize e-locos and MEMUs at all on its newly electrified routes. To see substantial drop in oil imports under normal operating conditions, one has to have the infra in place to take advantage of the RE. This will take some time. Here is a video of an electrified route that went through CRS in March 2021, and will also act as a feeder to EDFC. It is Unnao(16 km from Kanpur)---Balamau---Sitapur(Northern railway) and goes through Naimisharanya and Misrikh tirth pilgrim spots. They are running diesels under wires as they do not have the facility for either MEMUs or e-locos. Sitapur is NER.

Infra to house and maintain the large number of elocos needed is being built but it will take time. Here for example is a new e-loco shed being built at Daund on CR to service the newly electrified routes, Chennai to Mumbai(done except for 96 km), Pune--Miraj--Belgavi--Hubli, Gadag to Solapur and Kurduwadi to Pandharpur to Miraj.

Oxygen Express has been started by IR using Ro-Ro service with Liquid Oxygen tankers. The first one has been sent from Vizag to MH and another train has started from Lucknow to Bokaro for filling with liquid Oxygen. More trains from various steel plants to MP and other parts of India will start soon.

vsunder sir, in one of your earlier posts, you had talked about the legal challenge against this project, looks like it would indeed get stalled.

SC Committee Recommends Scrapping Of Indian Railways' Line Doubling Project Between Goa And Karnataka - Swarajya

In a setback to infrastructure development plans, the Supreme Court-appointed Central Empowered Committee (CEC) has recommended withdrawal of the environmental approval to doubling of the single line railway track between Tinaighat in North Karnataka and the port town of Vasco da Gama in Goa.

This railway line doubling project was sanctioned by the Ministry of Railways in 2010. It includes doubling of the existing Hospet-Tinaighat-Vasco railway line of a total length of 342 kilometres.

While the first phase between Hospet and Tinai ghat which is laid atop the largely flat Deccan plateau had already been completed, the second phase between Tinaighat and Vasco da Gama which crosses through steep slopes, raging rivers and the thick forests of the Western Ghats was contested.

The committee also recommended that the Goa-Tamnar 440KV power line should be set up along the alignment of the existing power line and it cleared the four-laning of NH-4A between Anmod and Panajim if done as an elevated corridor.

The three linear projects pass through the ecologically sensitive Western Ghats, an internationally recognised Biodiversity hotspot, reports Hindustan Times.

“CEC does not find any justification for undertaking a project of this nature which will destroy the fragile ecosystem of the Western Ghats,” the CEC headed by P V Jayakrishnan, said.

“Moreover this doubling project will only marginally enhance the capacity of the most inefficient section of the Railway Network passing through ecologically sensitive and biodiversity rich tiger Reserve, two Wildlife Sanctuaries and a National Park,” he said.

These three projects were cleared in April 2020 by the Standing Committee of National Board for Wildlife (SCNBWL), chaired by Union minister of forests Prakash Javadekar, sparking protests by environmentalists in Goa.

^^^ Yes. I had posted a picture of this committee inspecting the route before finalizing this report. The locals in Goa are of the opinion that "Doubling is being done at the behest of Adani to move coal from Mormugoa port". Doubling is done till Tinaighat from Hubli. I do not think there is any tiger reserve in this area. The report conflates this with the Hubli to Ankola new line that has also hit an environmental barrier and the alignment there may pass through a tiger reserve. My feeling is that any doubling of the Hassan to Mangalore line will now be nixed by this very argument. The Church has played a role in this too. The section is about 80km and I am not sure if they can do partial doubling for the non ghat sections
Coast to coast linkage between Krishnapatnam port and Mormugoa by a double line is now dead.

The government of the day decides what gets done or not gets done. If the judiciary gets involved in this then they should be told to quote the law and section or article of the constitution under which they are ordering the decision.

Else they should be completely disregarded.

In fact, a retired railway official familiar with the technical practices, says that there was no point in awarding 20 out of the 44 train sets to the MCF and the RCF. He pointed out that both RCF and MCF have no experience with self-propelling train systems. Moreover, while RCF only has the capability with DC (direct current) electrical technologies, MCF has never made coaches with self-propulsion systems.

It is evident that the new trains will come significantly late, while not delivering any tangible cost savings arising from better production scales. Nor will it further in any significant way the objectives of Aatmanirbhar Bharat.

Ironically, Train 18, which, instead of serving as an icon for Make in India, was left in the cold. And, this was long before Aatmanirbhar Bharat was even coined as a slogan. Even more ironically, the prototype that has enjoyed a blemishless run is sought to be replaced by a train that would arrive almost five years after Train 18 made its debut. If that is progress, India could do with a little more speed!

To be fair, I don't see a single minister in this government or any previous one who was able to get the rampant bureaucracy under control. Even Gadkari who is probably the best performing of all the ministers, expressed his utter frustration with many NHAI officials in that viral video if you remember. There are a fair number of bureaucrats in every ministry deserving of the George Fernandes style punishment of getting posted to Siachen. Unfortunately you can't do that to everyone. We seem to be stuck in a catch-22 situation of needing the bureaucracy to reform the bureaucracy which of course they will never do.

plus, the problem is being compounded.

with the "sab ka vikas", a lot of the incoming IAS is minority heavy.

this will come back to bite them and soon too.

Can't just put the blame on the babus and leave it at that. It's Goyal's decision at the end.
He seems to be an efficient manager but not a visionary leader.

Wow Just Wow. This can happen only in India...

Petty jealousy of how Mr Mani got credit and publicity for his fantastic work has driven some very senior bureaucrats to bring Train project to a nought as they know and realize that the success of Train 18 will always be attributed to him.

First there were insinuation that a particular Vendor was given substantial work in the initial order of Train 18. Once this was proven as untrue they
went on a series of time wasting measures to delay the roll out of more Train 18 services.

If Mr Mani had a couple of years of service left before he retired, if am sure Train 20 would have been operational now.

There are far too many ways for baboos to stall and delay pretty much anything the government is trying to get done. Goyal or any other minister can't personally do the job of everyone else working in the ministry and ways of penalizing officials are also limited. This is not even counting the dirty tricks which every baboo seems to be adept at playing to stall the initiatives of the minister. A minister does not have carte blanche to do whatever he wants even if it seems like that to us. The system is designed that way to ensure the bureaucracy remains powerful.

I am reminded of a quote from Yes Minister made by the minister who is frustrated at being stalled at every juncture by the baboos: "They [the opposition] are only the opposition in exile. The Civil Service is the opposition in residence."

Sorry to say, but Train 18 / Vande Bharat is very much in public memory.

Had a friend of mine travel from somewhere in South India to Ma Vaishno Devi in April, Yes, during the height of spread of China Virus.

He made it a point to board Vande Bharat from Delhi to Katra because he wanted to experience it. And it was wonderful.

People are travelling from all over India to ride Train 18 / Vande Bharat trains that run from Delhi.

Furthermore, they added that around four different zones of the railways has clocked an average speed surpassing 50 kmph.

“An average speed of 45.6 Kmph is registered in May 2021 for freight trains which are 26 per cent more as compared to 36.19 Kmph for the same period,” the national transporter revealed.

Is the data based on the Indian Railways network exclusive of the freight movement on the Freight corridors? If yes then ceratinly a major resaon would be due to the Tracks being less busy due to Covid induced train service cancellations.
