Maharashtra to launch infra projects worth Rs 73,367 cr in 2016
Infrastructure projects worth Rs 73,367 crore will be launched in Mumbai and around in calendar year 2016. Some of the key projects include Mumbai Coastal Road (Rs 13,000 crore), Mumbai Trans Harbour Link (MTHL) (Rs 11,500 crore), Mumbai Metro Phase III Cuffe Parade-SEEPZ corridor (Rs 23,136 crore), 18.5-km Dahisar to DN Nagar (Rs 4,994 crore), 16.5-km Dahisar east to Andheri east (Rs 4,737 crore) and Navi Mumbai International Airport (Rs 16,000 crore).

Incidentally, Maharashtra Chief Minister Devendra Fadnavis has set an ambitious target of commissioning of these flagship projects during calendar year 2019 when elections to the state Assembly will be held. All these projects will be developed on cash contract basis and not on build-operate-transfer model.

The state government had a fortnight ago decided to scrap the Rs 5,000-crore Worli-Haji Ali Sea Link project, which was awarded to the consortium led by Reliance Infrastructure during the Congress rule in 2010. Instead, the government decided to pursue the 35.6-km coastal road connecting south and north Mumbai and the 22-km MTHL connecting Mumbai and Navi Mumbai to curb congestion. Tenders for MTHL will be issued by March, for the coastal road by June, and for Navi Mumbai airport by April. Work on the three metro corridors is expected to be awarded after June.

The state government crossed a major hurdle last week after the Forest Advisory Committee gave its nod for the coastal road. The Centre also gave Coastal Regulation Zone clearance, which was required as 168.08 hectares would have to be reclaimed for the development of the coastal road.

The Centre has laid down a condition that 91 hectares of green space will have to be created and the government will ensure there won’t be real estate development along the coast. The Shiv Sena-BJP controlled BrihanMumbai Municipal Corporation (BMC) is the nodal agency for the project.
Gadkari announces Rs 41,000 cr road projects for Telangana
Union Minister Nitin Gadkari today announced road projects worth Rs 41,000 crore for Telangana, including two Express Highways from the state capital Hyderabad to Bengaluru in Karnataka and Vijayawada in Andhra Pradesh.

"The total package for Telangana is Rs 41,000 crore. This is not the final figure. It is still open for discussion. And if any new National Highway is recommended from the leaders of Telangana or from the state government or from our (BJP) leaders, we will think positively and we will support Telangana as a new state," Gadkari told reporters here.

The Union Road Transport and Highways Minister today laid the foundation stone of 4-lane of Yadgir and Warangal section of NH-202 (new NH-163) of length 99 km costing Rs 1,424 crore.

Govt identifies 104 NH stretches to raise Rs 1 lakh cr
The highways ministry has identified 104 toll roads for monetisation. The government plans to earn Rs 80,000-1,00,000 crore over a period of 20-25 years from monetisation of these completed public funded national highway (NH) projects.

The ministry intends to give out these projects to private companies in toll-operate-transfer mode. The private companies entrusted for the purpose will collect toll as well as will be responsible for the maintenance of the stretch for which they are collecting toll. Currently, the overall receipts of the ministry is Rs 6,500 crore through toll a year. For the government, the proceeds from such monetisation will be used for new roads as well maintenance of national highways.

Andamans may soon have Rs 1,800 crore dry-dock
MUMBAI: The government is all set to develop a dry-dock on the Andaman and Nicobar Islands at a cost of up to Rs 1,800 crore to help reduce the repair and maintenance costs for local vessels.

"We do not have good facilities for ship repair on the East Coast, unlike on the West Coast, as a result ships have to sail as far as to Malaysia or Singapore for such work," a senior ministry official told PTI.

The official said government will develop the facility either through the Cochin Shipyard or form a new entity, which can involve an investment of Rs 1,600-1,800 crore.

The immediate clientele which is being targeted is a fleet of 80 ships and boats under the Andaman and Nicobar Islands administration and other ships plying on the Eastern Coast.

At present, the cost of undertaking the repairs in Southeast Asian countries is very high and the ship owners have to pay for the journeys to and fro, which results in a loss of forex, the official said, calling this as a project of "strategic" importance.

Union minister Nitin Gadkari had first spoken about the project at an industry meet over the weekend, saying it would massively reduce cost to a tenth.

The official said it will take around two years to complete the facility, adding they are working on a detailed project report now.

No. He wanted to remove cash tolls & wants to implement e-payment through pre-embedded chips in cars for payments at tolls. This will save time, money, fuel, bring in more efficiency & probably save a few lives in India where a couple of people are killed every year in toll related scuffles.

National Highways strength to be raised to 2 lakh km: Nitin Gadkari.

In a bid to decongest traffic in the country, the government has decided to increase the length of national highways from 96,000 km, at present, to two lakh km, Union Minister Nitin Gadkari said today.

"At present, we have 96,000 km national highways or 52 lakh road length in the country. As much as 40 per cent of the traffic moves on these 2 per cent national highways and as a result five lakh accidents take place," the Minister for Road Transport and Highways and Shipping told reporters here. Gadkari said, "Three lakh people get injured and 1.5 lakh are killed in these accidents. The main reason is traffic congestion. Therefore, to save lives of people and diversify traffic, our government has decided to extend national highways from 96,000 km to two lakh km. Nearly 70 per cent to 80 per cent traffic of the country move on this."

If I get this right.. traffic congestion should lead to reduced traffic speeds. I understand one can't directly assume speed kills, but the data here looks like that at stop and go and low speed traffic is where most accidents happen.

now, why is the data ignoring on lane discipline, bi-directional roads, traffic types, vehicle types, safety stds, driver education, rules, signalling, etc.?

we need more accident data big-data metrics..

is it because I have a big truck or car, and I drive at 120kmph on cruise.. I ram into anything I see because it is my right of way? what is the real data?

Don't know if published before. This 9 KM bridge over Brohamputra River will help India to quickly mobilize troops to Eastern most parts of Arunachal.

Brahmaputra needs two more crossing. One near Dibrugarh and also at Jorhat. The former has pillars ready from google maps. But it has been in that state for a while now. Anyone local should know the current status.

There is also one under construction at Guwahati.

To me looks like bad scaffolding to support the concrete while it was setting.
KOLKATA: A 150-metre stretch of the controversy-ridden Vivekananda Road flyover, which has been in the making for the past eight years, came crashing down on hundreds of unsuspecting pedestrians and commuters on Thursday afternoon, barely seven hours after workers had finished concretising the portion. At least 21 people have been killed in the accident. But officials did not rule out chances of the toll climbing, with many of those in hospital critically wounded and many still feared trapped under the debris of the stretch that is crucial for the litigation-marred flyover.

Chief minister Mamata Banerjee, saddled with another major problem in the run-up to an election that suddenly does not look so comfortable, rushed to oversee the post-crash relief and rescue operation and — as a pointed aside before leaving the scene of the tragedy — said the flyover was conceptualized and the contracts awarded when the CPM was in power in 2008. The Hyderabad-based contractor, IVRCL, faced with an FIR, came up with an even more grotesque explanation: a senior spokesperson described it as "an act of God".


But experts pointed to factors that might be much more mundane: they ranged from long-term factors like the Trinamool government's unseemly rush to complete the work before the elections to more immediate ones like faulty engineering. The crash so soon after the concretisation might indicate the steel framework was not strong enough to bear its weight, experts said.


It was exactly 12.32pm, when the world around Ganesh Talkies seemed to come crashing down. The red light at the junction had just turned green when a few vehicles lurched forward. There was a deafening noise and it was a few moments before anyone realized that the first few vehicles to move had taken many of their passengers to a painful death. Those still trapped might include those who were travelling by a bus, three taxis, three private cars, one truck, two motorcycles and two hand-pulled rickshaws besides a man pulling a van. Witnesses said there might have been a pool car as well but there was no official confirmation till the end of the day.

The first to jump into the rescue work were a few locals, who started shifting the debris with their bare hands. The next to join in, according to eyewitnesses, were members of a central company of poll peacekeepers. There was a semblance of concerted effort much later and witnesses said the cranes to lift the debris came much later, hindered by the narrow, congested north Kolkata roads.

I think the contractor did not put sufficient scaffolding in the last stretch.

All other causes are interesting but not the root cause*.

* Root cause is the one cause which if prevented would have prevented the accident.

The New Guwahati Bridge requires at least 6 more months. Two span in the middle part is still to be construed. constrction is going at a very good rate . This bridge is constructed as a supplement to existing Saraighat bridge. And the double decker Bridge in Dibrugarh ( Bogibeel) is about to complete 16 th year of construction. The work is very slow due to some local problems. The local organisations hampering the work by demanding money from the company for the last 10 year. The And the the bridge from Jorhat is still on the Paper, and it is not sanctioned yet. But above all the 9.5 Km Bridge of Sadia in tinsukia district is one of the vital bridge for managing Chinese threat. The bridge will help us to mobilize our troops from upper Assam to Arunachal in very quick time. Without that bridge there are no other way to cross the Brahamputra from upper Assam other then boat. Now if you want to travel to Arunachal from upper Assam you have to take a very long route by Tezpur it will take a day. Or you have to cross the river . After that bridge it will be possible in hours.

I don't have specific information about the Chinese involvement in this project but in some other projects such as 2000 megawatts subansiri big dam project there are Considerable Chinese involvement in this part of our country. They are provoking local organisations like KMSS, AASU. Some times back the IB report also indicate foreign funding to the local organisations in Assam. They are using this local bodies to delay the strategic project in NE. The Highway projects are also running behind schedule because of these Issues. The major culprit is Akhil Gogoi the leader of KMSS, that delaying the every project in Assam.

+1. Inadeqate scaffolding and necessary bracing led to the collapse.

These longish bridges on Brahmaputra, can they support overlayed rail tracks on the road? hope so, and if the spans are 40m long, Sarvatra BLT should be used to cover such span in the case of emergencies

The Bogibeel bridge (at Dibrugarh) is designed to have both rail and road I believe with two decks, with the lower one for rail. No pictures exist for the super-structures being built even as the new deadline is around mid-2017.

Kolkata flyover: Political push, tech fault could be crash cause
Though junior urban development minister Babul Supriyo blamed the design, an engineer said: "It looks more like a construction failure. Some error might have occurred in the construction procedure or maintaining the sequence." IVRCL group head (HR and administration) K Panduranga Rao pointed out that the crash was caused by a missing girder. "One girdle missed leading to a second one to fall off," he said.


Ruling out the possibility of poor material being used, an acclaimed engineer said: "Builders are supposed to check that the girders are not dislodged from their position, during or after casting. A possible lapse in supervision could have led to the tragedy."

He added: "The Ultadanga flyover had a design defect but this one looks like the result of a lapse in constructional sequence." Another expert said: "If it was a design defect, the other sections of the bridge would have fallen." Chances of construction flaws can always crop up in such a big project, plagued by inordinate delays." Placing girders is an extremely sensitive job."

Design flaw not ‘Act of God’ brought down Kolkata flyover, say experts
Experts pointed out that cantilever piers are one of the most unstable structures and are usually avoided. If absolutely necessary they are meticulously designed and need perfect implementation with strict quality check of materials.

“It appears to be a technical failure. What was running on two pillars (at the start of the bridge) has converged on to one pillar. But this single pillar did not have adequate strength,” said professor Arun Chakravarti of IIEST, Shibpur.

Another civil engineer Snehasis Sinha, who visited the crash site earlier in the day, reinforced the ‘flawed design’ angle. He also alleged that there could have been serious lapses in quality control and even execution.

“Apart from the flawed design there could be compromise in quality of materials and even lapses on the implementing authority’s part while the flyover was being built. There could have been lapses in monitoring and checking,” he said.

Status of Jal Marg Vikas Project on River Ganga

‘Jal Marg Vikas’ is a project on the river Ganga , being developed between Allahabad and Haldia to cover a distance of 1620 kms. The project envisages development of a fairway with three metres depth , which would enable commercial navigation of at least 1500 ton vessels on the river. Construction of multi modal terminals, jetties, river information system, channel marking, navigational lock, river training and conservancy works are to be undertaken as part of the project. The project is being implemented with technical and investment support from World Bank and would be completed over a period of six years at an estimated cost of Rs. 4200 crore.

The total procurement Plan for Phase 1 of the project from Varanasi to Haldia is Rs.2041.25 Cr. Investment in UP stretch of Ganga is Rs 700 crore. The status of the project is as follows :

Multi-modal terminal at Varanasi, UP (Phase-1)

Civil construction cost : Rs.169 cr + Land cost: Rs.15 cr. Total : Rs.184 cr.
Duration: 26 months

· Award delayed because of Allahabad High Court ban on construction on banks of Ganga.
· High Court allowed construction of terminal on 28 Apr 2016
· Construction work awarded. Mobilisation and pre-construction activity has commenced.
· Phase 1A- land of 16 acres.

Picked up this mornings Bangalore Mirror to read with my maaarning kaafi.

So we have a proposal to build a flyover from Chalukya circle to Hebbal flyover for a "smooth ride to the airport".
A feature of this flyover will be an "electronic tolling system" where vehicles will not have to stop a-la Singapore and Japan. The babus are now
"mulling how to collect toll without stopping cars. We are studying the concept as it would as it would be the most hi-tech method adopted in any Indian city - said an officer"
Wow. Amazing.

I can't figure out from the news article if the system will be electronic but with automated barriers in which case it will still create a queue and a bottleneck or high speed barrier-less contact less toll collection which would be the smart thing to do.

If its the latter, I suppose, there may be some mulling involved in relation to dealing with vehicles without e-tags that zip through.What happens to inter state or inter city cars without toll tags? How will challans be issued and fines collected? More importantly, how will the system handle the uniquely desi list exempt from paying toll - from the President of India. Padmashree, Shri Shri, Polis, babu, babu ka baap. mera mai baap, sabka mai baap, mei tera baap, etc, it's an exhaustive list that codifies our rules for respect and reverence in chronological order.

This is old tech, being used in pretty much all cities of any relevance in developed countries since 2 decades and many parts of the developing world. SIN has had contact less e-tolling systems since 20 years. This is no rocket science - it is a commodity that our babus have just discovered and are now mulling over.

You see, toll collection contracts are usually given on the basis if gram panchayat patronage (more nepotism) and e-tolling reduces ghapla.

Apparently, with this Bangalore will get a Singapore-like make over. Sigh, if only a flyover and a tolling system were enough to transform our cities into Singapore. Let's also get rid of the garbage and have civilised driving behaviour on our roads to start with.

For all practical purposes, we are building infra from the ground up. We should move to contemporary toll collection tech straight off the bat not retrofit - like the Bandra - Worli sea link where the time gained in travel is lost at the toll booth queue and the arguments about chootta nahi hai. NaMo should start another Mission mode project to make our lives better - "Bharat mein Chootta abhi hai - guaranteed" or a Prime Minister Chootta Dhan Yojna (PMCDY) :D

Why can't he government have a Ek Bharat - ek e-toll card mission mode project? It is so doable but which great babu has vision. Yes, I know - roads are state matters and all that - lots of constitutional reasons why it can't be done easily. Ok. at least NHAI pe to karo! In Bihar Laloo will say "e-toll ka ka zarur hai - hum hun na "

Anyway, the steel flyover and mulling over"hi" tech" is very welcome news, I suppose. Any project that drags our pre-cambrian infra into current century standards is very welcome.

So what happens at hte chalukya circle itself. It has to pick up and drop vehicles at that already crowded junction with roads in all directions.

yes thats the question - how do people from south and west blr get to chalukya circle? this is just a scam so that ministers who all live in that area kumara krupa road, sadashivnagar can blow their sirens and avoid the normal ride to even hebbal.

east blr has the mighty ORR and whitefield in a emergency has not one but 2 alternate routes to the airport via hoskote and budigere cross to devanhalli town roads...

One of the prime problems is that the hebbal flyover itself is way too narrow. From the airport, you have nearly six lanes of traffic feeding a dinky 2-lane flyover.

* The latest is BBMP authorities demolishing buildings which was built up over old storm water drains and lake beds. This was when it was the same BBMP authorities who gave permission to build those buildings. Without even giving adequate time the agency demolished the buildings. Well not all get the same treatment, as BBMP is dilly-dallying when it comes to properties owned by the local political class.
A feature of this flyover will be an "electronic tolling system" where vehicles will not have to stop a-la Singapore and Japan.
Aah. the love for Singapore and Japan started during S.M Krishna's time as CM, and that is still not lost. But what these Singapore lovers don't know is that this technology is not uncommon. They need to be asked do a google search on "FasTag" a scheme launched by NHAI.

I think, we are going to build infra through soft and favorable loans from US-Japan. In Japan, interest rates are in negative, so by investing or loaning to India, they will get some positive interest plus tons of goodwill.

Asia's longest bridge over Brahmaputra to be ready in 7 months
NEW DELHI: The strategic Dhola-Sadiya bridge on Brahmaputra, which will reduce travel time between Assam and Arunachal Pradesh by four hours, is likely to be opened to traffic before next monsoon season. The road ministry has approved compensation to property owners to get the required land for building the 2-kilometre approach road on Sadiya side for the project.Once the Rs 938-crore two-lane project is completed, it will be the longest bridge in Asia and will be crucial for defence purposes also.The bridge is also being strengthened for the passage of army tanks. At present, there is no bridge fortified for passage of tanks around Tinsukia from where troops can cross over to Arunachal Pradesh. Moreover, it will cut time for the armed forces to reach the border in Dibang and Anjaw via Tezpur, which takes two days (about 186 km from Guwahati) now.The bridge connectivity is also important as Arunachal Pradesh does not have a single operational airport and with China building air strips on its side of the LAC it will come as a shot in the arm for the military. "We will complete work in the next seven to eight months," said an official.Prime Minister Narendra Modi had gone through the visual presentation of this project when he participated in the North Eastern Council meeting in Shillong early this year.The Rs 938 crore 2-lane bridge project (25.8 km) had started in November Construction of this bridge in Assam was approved as a part of Rs 24,000 crore Arunachal Pradesh package to improve road connectivity in the border state.
