I think the best way to understand this is to look at the money. In today's cricket, I bet that ticket sales account for almost nothing. It's all through other channels. So sending Test matches to smaller places spreads the game and allows others to watch. I grew up in Mysore and back then we did not have a stadium. I was never taken to Bangalore to watch live. So I've never seen a Test match. Mysore now gets Ranjis and I would have gone to watch if it was back then. Maybe ODIs are next.
