Preserving, Enhancing and Improving Water Resources of India

Post by Murugan »

Saving water resources is a very narrow and reactionery measure. Enhancing and improving water resources vis-a-vis conservation/preservation of water resources is necessary.

under conservation/preservation:

1) Stopping river pollution
2) stop filling of water tanks and ponds and wells for other purpose
3) reparing and improving reservoirs, tanks and damns etc

enhancing and improving initiatives

1) Rennovate abandoned lakes/ponds/tanks
2) construction of more and more check dams in semi arid ares
3) construct more lakes/ponds etc in areas wherever possible etc

but these are not enough. educating people about the importance of conservation and improvement of water resources is of utmost importance. discussion on BR will be one step in this direction.

State of National Rivers - Ganga and Yamuna

Ganga purification drive initiated by Rajiv Gandhi brought no encouraging results. Ganga became polluted again.

http://www.indiaenvironmentportal.org.in/node/17

It is said that Ganga is polluted again and again to be cleaned with a malafide intention to make more money. Once again GOI has come up with ganga purification project. The authority is not showing/reluctant to show any urgency in this initiative.

Success of such initiatives totally depends on public awareness and full support from the stakeholders

Polluted Ganga

ganga being a river of more religiou importance and a large vote bank by the banks of the river makes it more important.

but other rivers and other water resources are of no less importance. though symbolic gesture to clean ganga evokes people emotionally yamuna is neglected.

Govt Seeks more to clean Yamuna

Damage to Yamuna is no less significant since the river passes by the national capital and has so much polluted with organic and industrial waste that at some places you can walk on river.

irony is people of delhi are not at all bothered about the degrading of such a huge and mighty river flowing by in their backyard. reason is no significant platform is yet established to highlight the plights of our sacred and important rivers.

Lords of Water

On the global water crisis but some passages relate to India:

In Tamil Nadu in India they were able to transform a moribund and corrupt water utility into one of the most effective in the region, where engineers are working with and alongside communities. But these positive models have to be supported by state and public investment.

Dr. V. Suresh, Director of the Centre for Law, Policy and Human Rights Studies in Chennai, India—and the man behind the Tamil Nadu program—told the People’s Water Forum, “When we were approached by the World Bank Water and Sanitation Project we said, ‘Well, with such help we will have technical support for water management, and we already have the construction skills—but will we have the right knowledge of what water is?’”

Rajendra Singh, of Rajasthan, India, whose work with villagers over three decades has restored surface water sources once thought long-gone, said, “We learned to value traditional knowledge, where knowledge is shared for the good of all people and not for the good of some people to keep others down. Knowledge of the land’s contours, of the land’s capacity to hold water, and of the people’s capacity to manage it—geo-cultural knowledge. So, we have revived seven rivers in Rajasthan with the participation of people who were thought of as poor, as illiterate—and this not only brought the rivers back; it has brought back the meaning to their lives.”

i have heard much about Tarun Bharat Sangh of Rajendra Singh. i have also heard about water harvesting in various Rajasthan forts and mammoth palaces. pl share more info.

The Buddhist Kanheri caves in SGNP Borivali are still having rain water collection tanks. there are around 100 odd caves and top of the caves are having 3 inches wide channels running at the length and breadth of the caves which collects rainwater emptying water in these tanks. cave complex is now almost 2000 years old but rain water is still collected and stored in the complex.

A consortium of the seven Indian Institutes of Technology or IITs (Bombay, Delhi, Madras, Kanpur, Kharagpur, Guwahati and Roorkee) will propose a Ganga river basin management plan

...

It was proposed by the minister for Environment and Forests, Jairam Ramesh. While inviting the IITs to submit a proposal, Ramesh emphasised that the IITs should take up the challenge of the Ganga basin clean-up.

The 16-crore project will be developed over a period of one year and will subsequently produce an action plan for cleaning the Ganga including sewage treatment.

If the plan developed by the IITs is approved, it will be an example of best practices wherein the project could get implemented by a consortium of IITs nominated by the ministry.“The responsibility of cleaning (the Ganga) is not only in the hands of the government but also the common man. The emphasis should be on projects like development of sewage treatment plants for all the major water bodies like Ganga and Yamuna across the country. Ganga has a very important place in our culture,” said Ramesh.

The Ganges water should be brought to Madhya Pradesh and Maharashtra dry regions and even to the north of Andra where there is a need for water. This is possibly only when the water to Bangladesh is supplied at times when the need and also turn the flooding water to other places so that Bangladesh is safe. Thus we can preserve and share water across India in a reasonable way. India needs to direct some of the flooding waters from Ganges to dams in MP and in other places so that this water is not wasted but shared.

7 Months Long Meri Yamuna Meri Dilli Campaign Takes Off

..

According to stipulated standards, water can be made potable with treatment if faecal coliform is less than 500 per 100 ml. It is fit for bathing if the number is less than 5,000 per 100ml. However, the lowest level of faecal coliform in the Yamuna, measured May 4, 2009, was 4.4 lakh per 100ml -- almost 100 times above the level considered safe for bathing.

Originating in the lower Himalayas, the Yamuna is 1,376 km long. The 22-km-long stretch that passes through Delhi is one of the most polluted.

Hundreds of NGOs, organisations and corporates are part of the initiative

Thank you Murugan for this information. This is very helpful.

The following is a reasonable request from an Expert...
“The work of the EIA study should be an independent assessment of the environment impact of the proposals, and the study is supposed to include a ‘No project’ option, listing of ‘unacceptable impacts,’ and the possible option of concluding that the project is ‘not viable.’ Such independent assessment cannot be done by an in-house organisation like WAPCOS, which is a part of the same house as the Water Resources Ministry and the National Water Development Agency,” Mr. Thakker said.
Expert opposes nomination of in-house agency for river links study
http://beta.thehindu.com/news/national/ ... 111742.ece

While interlinking water, we need to make sure that regular beneficiaries are not affected. There must be a legal protection for those who are regular beneficiaries. Then we may not have protests and tribunals and conflicts.
Also Environment studies should be conducted carefully and objectively that the project should be both viable and also enviromentally suitable - by reducing damages to environment systems.

Then there is a fair way of doing this interlinking of rivers and waters.

Wolrd Water Day 22nd March

...

Water is embedded in everything we do. Ever since the idea of ‘virtual water’ has gained ground, we have to understand the use of water not just by how many cupfuls or bucketfuls we actually see and use, but through its use in the clothes we wear — and I am told that denim jeans need the most water in their production cycles — and the items we use (and often throw) every day.

So this puts a wholly different perspective on water. It means that all of us, whether we like it or not, are trustees of the finite water on this planet, and of that share of it as falls on our own country. It means that each one of us will behave with the knowledge that when we use water, we also willy-nilly pollute it and make it that much more expensive to return to its natural state.

This knowledge itself is full of potential for the younger generations to harness. What kind of products, services and systems will next generation entrepreneurs, social scientists, and mavericks bring to the table to address this fundamental issue of safe, sustainable water for all? We look forward to the churn, the innovation that lies ahead.

Water situation in Punjab is increasingly turning alarming with looming scarcity in once abundant water resource state. This shows limitation of river management / canal irrigation model. I believe Tamil Nadu style water tank management example is more relevant across India and now lately even in Punjab.

a dated article in The Hindu on Nagarjunasagar Dam

Taming The Krishna

Will make everyone proud
Families of farmers, who could not afford one square meal a day, not only turned rich but provided employment to lakhs of idle hands across the countryside. Today, Andhra rice is exported even to Myanmar (Burma). The agony of Vijayawada, Macherla, Amaravathi and numerous other places caused by floods every season ended. Being a major source of power generation with an installed capacity of 960 MW, and ensuring drinking water to over 1,000 villages and to cities like Hyderabad, Nalgonda, Miryalguda, Guntur, Ongole and Chilakaluripet, the dam has become the State's lifeline.

The value of the agriculture produce in the areas served by the dam is estimated at over Rs. 1 lakh crores annually. The paddy boom was such that as many as 50 rice mills came up at Miryalaguda, the largest number at any single place in Asia. Nearly 600 thousand million cubic feet (tmcft) of water flows from the dam to fields in the six districts.

Nagarjunasagar's reservoir, considered the largest man-made lake in the world, accounts for 408 tmcft at full level. Families cruise the waters up to Srisailam, 100 kilometres away, to savour the spectacular view of the Nallamala forests on either side of the Krishna. The prosperity generated is immeasurable. Nagarjunasagar indeed is a temple. It was built at a cost of Rs. 91 crores. At present rates, a dam of this size would have cost over Rs. 30,000 crores.

Do these river interlinking canals take the form of closed pipes with pumping stations at every few kms stretch or are they in the form of open canals? I feel that closed pipes offer a more viable option and the issue of conamination can be skirted around altogether.

Another pet peeve I have with the river interlinking project is the issue of management. If the project, after its commissioning is managed in a systems framework instead of a complex (system of systems) framework, then it is bound to come apart at the seams. This is because each river in the project is a distinct and separate system in its own right, with its own unique biological and chemical environments and signatures. Interlinking these systems will actually increase the scope of interoperability, which can be a liability on the administration during times of famine. This has actually been witnessed with various cholera epidemic outbreaks since 1947 as well as the plague epidemic in Gujarat (centred around Surat). Interoperability within various local administrations will have to be fine tuned to the extent where the monitoring of bacteria in the water will have to be verified from point to point (as bacteria of the same genus possess unique strains determined by their geographical location and origin, hence water in these links will have bacteria of various strains). Also, the human population living near a certain river or water body will be relatively immune to bacteria in that particular water body, this will not be the case when consuming water from the pipelines or canals. Hence, the effects on health must be factored into any decision.

PS: Note that water treatment does not eliminate all bacteria in the water, some bacteria always remain and they possess a unique strain specific to their geographical location of origin. Water treatment (includes chlorination) largely eliminates E.Coli and salmonella as well as some type of harmful algae.

major issues leading to river pollution are

1) Greed on part of industries who are dumping untreated waste into rivers
2) Lack of electricity and technology to treat domestic waste water by municipalities
3) General apathy by people on pollution

Solutions could include
1) NCL, NPL Universities and other institutions need to come up with some easy / cheap alternatives to current water purification methods. Some level of commercial advantages need to be derived off that process example creating manure / biogas that can either be sold or used to partially run the plant itself. Right now there is no serious R&D being done in this field
2) Industries need to be made responsible for their waste but with corrupt governemnt machiney that is easier said than done. Better would be something like the french proposal where they said european companies could not compete with asian companies because of lax environmental laws. So they wanted to leavy a carban tax on these companies that did not follow euro standards. If that starts hurting their exports these companies will learn to play by rules
3) People need to be sensitized about water pollution and water conservation in general. Perhaps with media and bollywood partnering in this message.

The other things that need to be looked into is re-charging the ground water in major cities. We have over exploited the ground water and that is really a ticking time bomb. Also agricultural practices need to be modified to use water smartly. Reduce pesticide usage etc along with safe disposal of animal waste. Perhaps education and subsidy on sprinklers / biogas plants might be better than fertilizer subsidy.

Treated water should be supplied for construction & limited industrial use and they must be asked to pay for the water usage. Same can be used to water gardens / parks and traffic medians. or supplied to areas where trees are planted to increase green cover. I think right now 90% of trees planted just wither away due to lack of water.

New residential / commercial constructions in cities need to have rain water harvesting built and this should be proportional to size of the house. In small town and villages check dams and small water conservation projects need to be encouraged and these projects should be under the supervision of panchayat's rather than a babu sitting 100's of miles away who is interested in big dams and canal systems which involve huge kickbacks.

SPU researcher's invention to revive Ganges

comment: To clean Ganges we need some good critics who would become politicians and would prevent the companies sending their waste into the river. How come the industries are allowed to add their wastes into the river by the politicians?
There should be massmovement against these industries where there are clear evidence of their wastes being added into the river.

Can Yamuna be Cleaned the Finnish Way
By Nishant Arora
Lahti (Finland), April 5 (IANS) If there is will power and a clear vision, the now dying Yamuna river in India can be saved, says an expert from Finland where the once sewage Lake Vesijärvi now provides crystal clear water to people in this country.

Vesijärvi, near this Finnish city, was a sewage and industrial wastewater dump 30 years ago, just like the Yamuna is for New Delhi. In the 1980s, a campaign was launched to revitalise the entire 111-sq km stretch and improve the quality of water.

Today, it is one of nearly 60,000 lakes, out of 180,000 that dot this Nordic country, providing potable water to 5.3 million people.

A similar campaign now aims to see the Yamuna — one of the most polluted and toxic waterways in the world — regain its old glory by 2015.

“To clean the 22-km long stretch of Yamuna, the same miracle model of Vesijärvi can be used,” said Kaj Jansson, vice president for research and technology with Kemira, one of the world’s three leading water chemical companies.

“Believe me, much more than funds, it takes strong will power and a clear vision to save rivers,” Jansson told IANS.

So where do Finns see a possibility to clean the drainage called Yamuna?

“Finland has the technology to clean rivers like Yamuna. New Delhi needs clean water for its 16 million residents. So this expertise can certainly come in handy,” said Nina Harjula, the development manager with the Lahti Science and Business Park.

The park is home to the third largest business incubator in Finland and coordinates the development of the national Cleantech Cluster.

Heikki Tallgren, managing director of Waterix, a market leader in Finland in natural water aeration, said: “We can provide surface water areators that works in cleaning natural bodies of water, for municipal and industrial waste water treatment to the Indian government. Waterix is also capable of providing tailor-made solutions which fit into the customer’s process perfectly.

Said Jansson: “Indian Environment Minister Jairam Ramesh has announced Rs.500 crore (82 million Euro) for 2010-11 for Ganga clean-up. Also, the government has spent over Rs.5,000 crore (820 million Euro) on cleaning the Yamuna till now.

“Compared to this, the lake Vesijärvi clean-up budget was minuscule. In the year of the Commonwealth Games when the world will be looking at India, it is probably the right time to look beyond the available means to provide clean water to its billion-plus population,” added Jansson.

Kemira and Finland’s Technical Research Centre VTT have recently announced the setting up of a major water research centre to turn clean water into a high-end industrial product.

Ganga Maiya Receiving Due Attention

http://pib.nic.in/release/release.asp?relid=60783

The Cabinet Committee on Economic Affairs (CCEA) approved the proposal of 'Sewerage and non-sewerage schemes for pollution abatement of river Ganga at Allahabad, U.P.' under the National Ganga River Basin Authority (NGRBA) of the Ministry of Environment & Forests at an estimated cost of Rs. 305.34 crore. The project cost is to be shared on 70:30 basis between the Government of India and the Government of Uttar Pradesh. The share of Government of India and Government of Uttar Pradesh in the project will be Rs. 213.74 crore and Rs. 91.60 crore respectively.

The project will result in minimizing the pollution of river Ganga and improvement in its eco-system. The pilgrims using the river water at Allahabad for religious purposes, including during the Maha Kumbh in 2013, will also be benefitted. In addition, general hygiene and sanitation conditions in Allahabad town will be significantly improved. It will also add to the aesthetics of the area. The project will be completed within 34 months.

IITs will take part in research to save the polluted Ganga, the longest river in India. The project will have a budget of Rs 40,000 crore or $8 billion.

When Minister for Environment and Forests challenged the directors of 13 Indian Institute of Technology (IIT) in Mumbai last month to de-pollute river Ganga, little did he know that the IITs would take up the challenge to come up with the most exhaustive research plan ever to clean the Ganga.

The IITs involved in the plan sidelined the global bidding process, initiated by the government. As many as 10 foreign companies were vying for the multi-billion contract for cleaning the river.

The project is called Ganga River Basin Management Plan. It will cover 11 states and some other rivers as well.

This will be a first in history when IITs will take part in research to save the polluted Ganga, the longest river in India. The project will have a budget of Rs 40,000 crore or $8 billion.

IIT-Kanpur has submitted a proposal to the Environment Ministry that details the role of other IITs in the project and the nature of research that will be undertaken. The ministry has agreed. The project will be completed in one year.

"It is a new high for the IITs, notably the IIT-Kanpur. We have the framework for the study ready and just waiting for the go-ahead," said Dr Vinod Tare, appointed the chief resource person and coordinator for the project.

This study is different from the earlier two phases of Ganga Action Plan (GAP). It proposes a basin-wise approach for cleaning up and restoring the river, as opposed to the city-wise approach adopted in GAP.

"Basin has its own capacities for water and it will help the scientists in throwing up the best possible and suited plan," Dr Tare said. "Scientists will study water resource management, geomorphology, eco-bio diversity, impact of dams, pollution, sources. In a nutshell, not a single angle will be skipped," he explained.

IIT-Kanpur, the nodal centre for the plan, will be working with IITs in Chennai, Delhi, Mumbai, Roorkee, Guwahati and Kaharagpur.

The IIT group on 'Clean Ganga Mission' project was finalised by the 13 directors of IITs who will meet again on April 25 in Kanpur.

The IITs and their directors are rallying to make the plan a success.

Many in the government weren't comfortable with the idea of engaging foreign companies - one of the reasons for roping in the IITs. "IITs are aware of greater responsibilities being bestowed and scale of the plan. All the issues were discussed in detail and everyone is immensely excited," said Dr Tare.

In India we find many types of irrigation and water storing solutions - modern and ancient.

It would be very helpful if BRF-ites post this information peculiar to their areas/known to them.

To start, Step wells were once very popular in Rajasthan and Gujarat. Some of them are still surviving built in 15-16th century or older.

Many of these wells - known as vaav, bawdi or baolis are world famous because of their design and architecture. These vaavs catered to general water need of population around and to tourists. Many rich people constructed such baolis on ancient state highways.

My family own a very large house in India (East Punjab, nr HP)
We are in the process of turning it into a guest house to provide jobs for family members/locals.
It has been brought to my attention that the water supply is erratic.
The house has a large flat roof that catches the rain, unfortunatly, it just runs off and is lost.
I have an idea for collecting it and need the advice of this forum please.

My idea is as follows
A/to purchase a large concrete pipe section,
B/ have it stood on it's rim, and partially buried in the ground.
C/Have the ground and pipe wall lined with cement, to make it water tight
D/Install a guttering system to channed the rainwater from the roof into the upturned
E/Install a corrogated roof to prevent evaporation and protect the wated from contamination.

My questions are:
A/How do I purchase the pipe & approx cost
B/Are guttering systems easily available in Punjab

Any advice would be appreciated.
