One can be rest assured that RDSO is well aware of these issues, but political expedience and buffoons like Railway mantris are very much part of the problem. Take a very basic piece of equipment, axle counters. Analog ones were installed on IR in the 1970's and digital ones appeared in the 2000's. In addition to detecting track vacancy, their primary role, axle counters also are helpful in detecting wheel slip, hot bearings and brake pads on wheels preventing free movement of the wheel.
A basic analog counter to detect wheel issues is a man with a flashlight or what was very common in the 1970's and even can be seen today, a man squatting at the side of the track with a big box open where a powerful searchlight is housed, the box is located where the platform ends, as the train slows down, the man has a reasonable chance of spotting a red hot bearing on a wheel or notice wheel slip or a brake pad stuck and alert the competent authority.
Here is a RDSO document on axle counters, specification and so on. Page 1 is itself very enlightening, it mentions 5 companies that offer digital axle counter systems(DAC's) to IR. Siemens, Frauscher, Central Electronics, Eldyne etc. There are 3 types of systems HASSADC, MSDAC, SSDAC. By the documents own admission

the principle behind the systems is the same, however their card configuration, LED configuration, and parameters are different for different systems.

The document goes further and notes ominously from where I quote verbatim:

There may be more than one type of Digital Axle Counters installed in the section of an SSE/JE or Signal Maintainer; hence often he has to refer data of different types of DACs. In view of above, an effort has been made to compile the card related information of different types of Digital Axle Counters mentioned as above in one single document for quick reference by maintenance personnel. This handbook covers brief description of cards, the indications for diagnostics maintenance and important parameters. An annexure has also been
added at the end of the handbook which contains relevant data for comparative study.

Almost reads like a taxonomy for the book of wild beasts to be found in the jungles of Dandakaranya. Why the need for a comparative study? A standardized system would simplify the task of the signal maintenance staff instead of having to refer to many manuals for keeping varied systems up and running and a simple inventory. But no we do it in the IAF, we do it in IR, and we then compound it by generating tomes and reports. This particular Brittanica runs to 73 pages and may very well tax the resources of a signal maintainer straight out of ITI Ghazipur who may want a simple 15 page document where the diagnostics are written carefully and simply.
Then people on this forum ask why is not RDSO designing new things instead of establishing standards, the short answer is, you have a system that keeps their hands full just managing the system issuing directives and so on, so over time they have come to believe that is their only mandate and as long as they do it, chalta hai.

Bogibeel bridge to be inaugurated by PM Narendra Modi on December 25: With the inauguration of Indian Railways’ longest rail-cum-road bridge over the Brahmaputra river, the Northeast Frontier zone is looking to introduce two new Intercity Express train services. These will link Tinsukia and Naharlagun via the new Bogibeel bridge. While one of the Intercity Express trains will run five days in a week, the other one will run on weekly basis. With the commencement of the new train services, the people of Arunachal Pradesh and on the north bank of the Brahmaputra river will be benefitted greatly.

Correctly dubbed an engineering marvel, this 4.94-kilometre structure is set to redefine communication links between the north and south banks of the Brahmaputra, particularly between the districts of Dhemaji and Dibrugarh, and also link places like Pasighat and Along (it isn't pronounced /əˈlɒŋ/ but 'aalong') in Arunachal Pradesh. With the Bogibeel Bridge soon to be opened to the public, the better medical facilities in Dibrugarh, which also has the Assam Medical College (earlier known as Berry White Medical School) and numerous private hospitals, will be easily accessible to people on the north bank of the river. Indeed a boom is in the making for medical professionals in Dibrugarh, and it's the same for the hospitality sector, as well.
Dibrugarh seems to be in the smart cities list and a hub of medicine, industry and farming. Has the potential to quickly become one of the great economic centers that pulls up all the surrounding states. A remarkable achievement by the states and central govt and will help make some small amends for their deliberate isolation and vilification by the congoons.

yes dibrugarh is a old city. half of it got swallowed by shifting course of brahmaputra after the 1950 earthquake. tinsukia near it 40km away, is more of a commercial and transport hub. as a legacy of ww2, it has the luxury of a separate civilian(mohanbari) and military airport (chabua) - the most eastern kabila base of our flankers.

two more road bridges across the river are needed.

- @ barpeta which is a old core town of the civilization and a vaishnavite holy place
- @ jorhat to first land in majuli island and then cross on other side to north lakhimpur

each would be not less than 10km long given the width of the river . guwahati is pretty much the narrowest part and that is 2km wide.

when looking at course of river on google earth it is like a vast 'sea'

per my ruler tool its 10km wide @ barpeta and 22km wide @ jorhat just west of majuli island, so it makes sense to first drop onto majuli and then a smaller bridge on north side.

Railways develops AI-powered robot to check for faults in trains
NEW DELHI: To make trains more safe by eliminating human errors, Central Railway has developed an AI-powered robot which would click pictures and record videos of the under-gears of trains and send them to engineers for repairs and maintenance.

The mechanical branch of Central Railway's Nagpur division has developed the robot named USTAAD (Undergear Surveillance Through Artificial Intelligence Assisted Droid), which examines parts of the coach in real time with a HD camera and transmits them over WiFi.

"It captures video and still photographs of the under-gear parts of the coaches in real time and transmit them over WiFi. The engineers can see these videos on big screen as well as record them. The camera of the robot can be rotated in any direction as per command given by the engineers," Central Railway spokesperson Sunil Udasi said.

"He can also zoom on the spot in case of any doubt. It is equipped with LED flood light and able to capture the videos in low light as well as in dark mode. By use of this robot the chances of mistake and any deficiency overlooked by human eye can be eliminated thus reducing chances of human error," he added.

With the help of USTAAD, engineers can easily see and examine areas which are hard to see and hard to approach such as cramped or narrow spaces between under-gear parts, he said.

Railways is now considering using USTAAD across zones, once tested more minutely, the official said.

ICF is planning to develop one more train by the end of this fiscal year and four by the next fiscal year.

Train 18 will run on 6 routes which are: New Delhi - Varanasi, Habibganj - New Delhi, Lucknow - New Delhi, New Delhi - Kalka, New Delhi – Amritsar and Ahmedabad – Mumbai.

Looks like intercity routes in south central and east not upto mark in tracks and signals ?

Each major metro should get some train18. Delhi is a bakasur gobbling all goodies

I am not sure that train 18 can run at maximum speed on the Varanasi section. The announced route is Varanasi-Prayagraj via Janghai a distance of 120km on mostly single line Class B- line, a sleepy branch line. Once it reaches Prayagraj then it can notch up to an average speed of 130kmph to Delhi as it will then be on the main Howrah-Delhi trunk line. Delhi-Kalka, was also single line in parts till very recently at least Ambala-Chandigarh was, this and also Delhi-Amritsar are Class B lines, no better than Chennai-Bangalore and Chennai-Coimbatore and maybe worse. It is just good old politics at play. Doubling is slowly taking place on the Varanasi-Prayagraj line. This line passes through Chacha Nehru's old Lok Sabha constituency of Phulpur. There is yet another line between Prayagraj and Varanasi that is not even doubled and not even electrified though both are taking place slowly, that line belongs to NER. The Janghai line belongs to NR and the Mughalsarai-Prayagraj line to NCR. One thing is for sure between Prayagraj and Delhi, almost all LC's are gone and replaced by subways or ROB's due to DFC work. This allows trains to maintain speed.

Southern CMs while busy playing politics on all fronts dont seem to have a collective voice to demand better share of the spoils

I assume the konkan railway is able to sustain 130k atleast? How long would mumbai goa take ? Or kochi to trivandrum ?

Also is hyderabad kazipet vijaywada nellore chennai a class A track? Kazipet to chennai wad dual track and electrified even 30 years ago

Stated plan has been that Train 18 will replace all Shatabdis first. Delhi-Varanasi is clearly a symbolic one. But initial replacement will mainly go to N. India I guess, because they have quite a few routes which can make more effective use of Train 18 and majority of Shatabdis run in North India from/to Delhi.

BLR-Chennai Shatabdi may be the first one to see Train 18 down south, I guess. Till March 2019, only 4 more train sets are going to be made (up from 2, given better than expected success of Train 18). I don't know how many will be made in next fiscal year.

Problem is single line. The trains have to make frequent stops at stations so incoming trains can pass. I once travelled Mumbai - Ernakulam like 5yrs ago. It took 36hrs or so for that journey. Extremely slow and frustrating. Now the few new stations are made so that the stopping time can be reduced and doubling of line is underway I suppose.

NEW DELHI: Railways is just ‘one’ short of eliminating all unmanned levels crossings on broad gauge lines across country and the 3,479th crossing will be eliminated before March end. It also said safety initiatives taken has helped bring down fatalities due to collisions and derailment by 75% during this year.
The major focus on this aspect of safety has resulted in sharpest decline in number of accidents at unmanned crossings from 20 in 2016-17 to only three during the current financial year. The elimination of unmanned level crossings include building of over bridges or underpasses across the rail track and by manning them. The railway ministry, on Saturday, shared a list of this year’s achievements and initiatives. It said the number of rail accidents has decreased by more half from 104 in 2016 to only 44 till November this year.
An official said, “The fatality figures in collision and derailment categories of accidents taken together have come down from 28 to seven (75% reduction) between April to December 15 as compared to the previous corresponding period of 2017. Similarly, number of collision and derailment cases have come down from 45 to 36 (20% reduction).”
The ministry said it has undertaken maximum ever rail renewal of 4,405 km in 2017-18 and 5,000 km has been planned during the current year with outlay of 11,450 crore. Already 2,812 km has been completed.

306 km WDFC between Rewari (Haryana) and Ajmer/Madar, Rajasthan inaugurated today with a heavy haul (25tonne axle load) freight. Currently IR freights are 22 tonne axle loads. DFC bridges etc are built to 32 tonne axle loads to international standards but in the first phase all freight will run at maximum 100kmph at 25 tonnes axle loads and freight will be 13000 tonne rakes as opposed to 5000 tonne rakes currently on IR. 190 km of this 306 km section was opened in August. Note that OHE equipment is not installed yet. Poles etc have been put along the route. The reason is that the companion IR track is not electrified fully to Ahmedabad, electrification and doubling is going on simultaneously on IR tracks between Delhi and Ahmedabad. So for the moment it is ok if DFC uses diesel as freights will have to exit the partially built track at Ajmer and then proceed on IR tracks towards Mundra port and JNPT, Mumbai and then one has to use diesel as IR is not electrified at all on Delhi-Ahmedabad and Palanpur-Mundhra port, Kandla port etc.

With this 500km of DFC is made operational. Another 300 km is to open by March 2019. Among these is Madar(Ajmer) to Marwar Jn. 150km on WDFC and Bhadan-Bhaupur(Kanpur) 150km on EDFC.

Rapid progress on doubling and simultaneous electrification between Delhi and Ahmedabad as captured in videos between Unjha(near Ahmedabad)-Palanpur-Abu Rd.-Marwar Jn-Beawar(Rajasthan). Note the double stacked container traffic from Mundhra and Kandla ports to North India and the extra high electrical traction poles being erected to accommodate the double stacked container freight. The videos focus on the doubling and electrification on IR and completely ignores WDFC, except the second video where briefly one sees the finished WDFC track and traction poles being erected on the WDFC between Marwar Jn and Sojat Rd at 4:00 and onward. This will be commissioned in March 2019.

Minister of State of Railways, Rajen Gohain, has said the survey for the construction of a new bridge over the Brahmaputra near Assam’s Nagaon district, is nearing completion, reports Live Mint.

Once the survey for the new bridge is done, it could be considered for inclusion in the budget, said Rajen.
The article says Nagaon district, but Assam tribune specifically says it will be in Silghat. Since this is the Railways minister talking, I assume it will be a rail bridge, at minimum. Plus, there is already a nearby road bridge that connects to Tezpur on the north bank. But given the terrain, the more the merrier, so a rail-road double-decker would be best.

With this, Brahmaputra would have 5 places to cross (6 if one includes the Dhola-Sadiya bridge on the Lohit river):
- Jogihopa
- Saraighat (Guwahati)
- Koliabor (connecting Nagaon dist to Tezpur)
- This new bridge at Silghat
- Bogibheel

Good to see the infra push by this govt - wonder what the powers that be were thinking over the decades in dragging their feet or simply refusing to build this infra. Not only the local populace, but even the army was hamstrung in movement throughout the region thanks to poor infra.

Another bridge near Jorhat connecting Majuli, eventually connecting to North Lakhimpur (by replacing the Khabolu river ferry with a shorter bridge) would ensure a crossing every 100km on average from Jogihopa all the way to Dhola-Sadiya. This would also connect most large population centers in Assam with each other, as well as provide an alternate route to Itanagar. A 3rd Guwahati bridge on an NH-27 eastern bypass would be icing on the cake. Not sure how feasible it is though.

Nice.

The biggest gap still remains the 160km from saraighat to jogighopa

A road bridge in barpeta will close the gap . Road bridges are relatively light and easy eg the naranarayan setu in nagaon or dhola sadiya. Its the railway bridges that need a lot of meat on the bone

Thats my I suggested barpeta and jorhat to lakhimpur dist hopping via majuli which is very isolated

The per capita income of such regions leaps with the ease of trade and education and mortality declines due to easier access to medical centers like dibrugarh has full scale university and medical college.

While sickular lutyens types were enjoying kababs and quoting ghalib on winter nights with top hospitals 15 mins away people in some parts of north east were putting dying and pregnant people onto thelas and rickshaws and coming 15km over mud roads to nearest bus stops to visit distt hq for any chance of survival

Any doctor in ne knows the truth. There are some in my family.

Himanta has done some work as health minister under previous upa regime to tone up rural medical services

The Railways' fastest train - Train 18, which is scheduled to be flagged off by Prime Minister Narendra Modi on December 29, was pelted with stones on Thursday during a trial run between Delhi and Agra, a senior official said.

The window of one of the coaches of the Rs 100-crore train was damaged.

New Delhi: Train 18, touted as the new Shatabdi Express will begin its services soon. Without providing a date for the train’s first run, Railway Minister Piyush Goyal said it would “begin service soon”. Train 18 will run between Delhi and Varanasi in eight hours and the fastest train between the two cities now takes 11.30 hours, according to Piyush Goyal.

New Delhi: The railways will soon add a new train to its fleet of Rajdhani expresses by starting another Delhi-Mumbai service covering Kalyan, Nasik and Khandwa in the Central Railway zone in Maharashtra, Railways Minister Piyush Goyal said today.
This will be the first such train passing through the Central zone, covering Chhatrapati Shivaji Maharaj Terminus (CSMT), Kalyan, Nasik, Jalgaon, Khandwa, Bhopal, Jhansi, Agra, and Hazrat Nizamuddin.

The third railway bridge across River Narmada at Hoshangabad is complete, all spans have been constructed and tracks and OHE equipment laid to the edges of the bridge. Tracks and OHE have to be laid across the bridge. Once commissioned in March 2019, this will allow a third line on the congested trunk line from Bhopal to Itarsi on the Chennai-Delhi and Delhi-Hyderabad routes and Delhi-Mumbai route(on Central Railway) via Bhusawal, Nashik. This project was sanctioned soon after the Modi Govt. took office.

SJW / MSM will decry this as optical antics and "anti poor/anti dalit / anti minority" moves rather than improve food quality and make railway travel free for the "underclass"
