PHL inks contract for purchase of two anti-submarine helicopters
Manalo said the two helicopters will be deployed aboard the two-missile firing frigates that are still being acquired by the government from an Indian government-owned shipyard.

The shipyard, Garden Reach Shipbuilders and Engineers, is undergoing "post-qualification" process, prior to the contract formulation and subsequent contract signing, Manalo said.

Meanwhile, an Indian company has offered the lowest bid to provide two frigates for the Philippine Navy, one of the biggest projects in the military’s modernization program.

Garden Reach Shipbuilders & Engineers Ltd., a state-run firm, has been declared the lowest bidder for the multi-billion peso frigate acquisition project, Defense Undersecretary Fernando Manalo told The STAR in a recent interview.

Garden Reach offered to supply the ships for P15.047 billion, about P950 million lower than the P16 billion approved budget for the project.

Four firms joined the bidding for the project last month. Other companies that submitted offers were Hyundai Heavy Industries, Inc. and Daewoo Shipbuilding & Marine Engineering Co. Ltd., both from South Korea; and Spanish firm Navantia S.A.

Only Garden Reach and Hyundai were declared qualified bidders as the two other bidders had failed to meet some documentary requirements.

Hyundai submitted a bid worth P15.744 billion, higher by around P700 million than the offer of Garden Reach.

Garden Reach will have to meet the post-qualification requirements before it can be declared the winning bidder. The post-qualification phase allows the government to check if the offer of the lowest bidder is compliant with the technical specifications of the project. The phase involves visits and inspections to the suppliers’ office and facilities.

“The technical working group is preparing the post-qualification plan,” Manalo said.

On its website, Garden Reach described itself as “the premier warship building company in India” that is under the administrative control of the Ministry of Defense.

The company said it has built 95 warships like state-of-the-art frigates and corvettes and fast patrol boats since 1960.

It also claimed to have built and supplied close to 700 vessels to carry men and materials for surveillance of coast line by police forces.

The frigate acquisition project is one of the military projects aimed at boosting the Philippines’ territorial defense and disaster response capabilities.

The ships can enhance the Philippines’ security presence in the West Philippine Sea and can participate in relief efforts in calamity-struck areas.

The two frigates are also expected to complement the BRP Gregorio del Pilar and BRP Ramon Alcaraz, acquired by the Philippine Navy from the United States Coast Guard.

The defense department is also planning to spend about P2 billion for the ammunition of the two ships.

A 36-metre-long security vessel, built at a private yard off Mumbai, is ready to be shipped off to Nigeria. This is the first time that a private Indian firm has constructed such a vessel for another country.

"It has been completely made in India. It will be exported to Nigeria after an inspection by Chief Minister Devendra Fadnavis," said a director of Marine Frontiers, the company that built the Rs 35-crore ship, which Nigeria plans to use to safeguard its oil rigs.

The company had earlier provided bulletproof patrol vessels to the Mumbai police. The ship for Nigeria has a maximum speed of 27 knots (50 kmph) and can carry up to 80 people.

India to overlook Chinese objections, sell BrahMos missiles to Vietnam
To take on China's increasing hegemony in Asia, the Modi government has cleared sale of BrahMos supersonic cruise missile to Vietnam.

Defence Minister Manohar Parrikar begins a five-day visit to Singapore and Vietnam from today. The main highlight of the visit would be talks on sale of BrahMos missiles to Vietnam.

Vietnam had been eyeing the missile for over five years now but the UPA government had been reluctant to give the nod fearing Chinese objections.

This is a very detailed report about how Philippines is planning to use the GRSE built Kamorta class ships for the 2 frigate order.

They are planning to use VL-MICA as the primary air-defence weapon, while keeping the Indian version's 3-D Revathi radar, Oto-Melara main gun, RBU-6000 rocket launchers and AK-630 CIWS. They are planning to use Augusta Westland helicopter from the hangar.

The site is not allowing me to copy. There is a detailed description of how the Philippines Navy is planning to use it. I am particularly intrigued by the concept of the 'Strategic Sea lift vessel'. (pic provided). This is supposed to be integrated into the Philippine Navy Fleet Battle Group (PNFBG) and Kamorta is expected to have the role of approach sanitization by staying 50 km ahead of the main ship.

P.S. - felt so proud about seeing how an Indian design for IN's specific submarine hunter needs is being reused by another navy for its own specific doctrine. Between this and the Vietnamese ships (also being made by GRSE), hope Indian built ships can stamp our presence in the South China Sea in the days to come.

Even as discussions with Vietnam on Brahmos sale reaches its final stages, there is a series of other countries who are lining up in the queue. Russia seems to have accepted our argument about 'friendly countries' - dunno about any last minute tantrums. If every thing goes according to plan, UAE may be the next customer with a deal expected to be signed by year-end.

Sources in the government told FE on Thursday that several structural changes were made in the defence exports policy and these were yielding results. “As far as the BrahMos missile is concerned, talks with countries like UAE, Chile, South Africa and Vietnam are in advanced stages.”
“Since Russia is the partner country in the BrahMos joint venture with its consent discussions with several other countries, including Philippines, South Korea, Algeria, Greece, Malaysia, Thailand, Egypt, Singapore, Venezuela and Bulgaria have now been taken to the next level,” revealed the source.
With our warships entering the Philippine market, cross-selling Brahmos is definitely the way to expand our footprint.

KOLKATA: Inching closer towards finalising a deal with the Philippines Navy , defence PSU Garden Reach Shipbuilders and Engineers (GRSE) has emerged as the lowest bidder for exporting two frigates to the Southeast Asian island country.

"We are the lowest price bidder for the order. Now the government is evaluating other aspects before placing the order. We are hopeful of a positive outcome but things are not final yet," Commodore Ratnakar Ghosh, Director (shipbuilding), GRSE, told PTI.

Few days ago, a team from the Philippines Navy visited the facilities of the Kolkata-based shipyard and expressed satisfaction at the infrastructure.

"If you look at the infrastructure nobody is better than us . We have been in negotiations with them for the last two years and now they are examining other bidders also," company chairman and managing director Rear Admiral (Retd) A K Verma said.

If GRSE bags the order, it will be India 's second export order for delivering a warship and a boost to Prime Minister Narendra Modi's 'Make in India' campaign.

The shipyard already has the distinction of exporting India's first warship, an offshore patrol vessel, to Mauritius in December 2014.

Buoyed by the success, GRSE had participated in the bidding process for building two frigates for the Philippines.

As per the specifications laid down by the Philippines government, they want two light frigates of 109 meter length which can run at a speed of 25 knots.

Officials said these are for general purpose use in protecting their maritime boundaries.

GRSE already has the required expertise for making frigates as the KOLKATA shipyard has bagged the order of making three advanced stealth frigates from the Indian Navy.

"In between we have the capacity to build these frigates for them," Verma said.

GRSE has also built INS Kamorta, first in its class of four anti-submarine warfare corvettes, which is the first warship ever built in the country with almost 90 per cent of indigenous content.

Ghosh said they are in touch with other nations like Vietnam and Bangladesh for building warships.

Indian company Goa Shipyard Limited (GSL) has launched a 105 m offshore patrol vessel (OPV) destined for the Sri Lankan Navy (SLN).

The vessel, which took to the water on 10 June at Vasco da Gama on the west coast of India, is the first of two OPVs ordered by the SLN, and was sanctioned by the Indian government in 2010. The contract for the programme was signed in April 2013, and the first platform was laid on 10 September 2014.

According to IHS Jane's Fighting Ships , the Sri Lankan vessels are similar to the Sankalp-class patrol ships operated by the Indian Coast Guard. The platform features a full-load displacement of 2,350 tonnes, an overall beam of 13.6 m, and a hull draught of 3.6 m.

Powered by two MTU 20V 8000 M71 diesel engines driving two controlled-pitch propellers, the ship can reach a top speed of 24 kt and a standard range of 4,500 n miles at 3 kt.

The OPV can accommodate a crew of 118, including 18 officers, and one helicopter on its flight deck. No details on the platform's weapons have been released by the SLN, but the service is expected to employ a 76 mm naval gun as the OPV's primary weapon.

The first OPV is currently scheduled for delivery to the SLN by August 2017.

Earlier in 2015, a tender was floated by Vietnam’s Ministry of Defence for the Patrol Boats and six shipyards (L&T, MDL, GRSE, erstwhile Pipavav, ABG and PEC) from India participated in the bid. The MoD-Vietnam shortlisted three shipyards and undertook an extensive assessment of their design and engineering capabilities, yard infrastructure, track record and financial health. L&T qualified on all the parameters and was selected from among the six for the prestigious export contract.

L&T is presently executing Indian MoD contracts for design and construction of 54 Interceptor Boats (IBs) for Indian Coast Guard, out of which 28 IBs have already been delivered with the last boat having been delivered two years ahead of schedule. L&T is also executing orders for design and construction of seven Offshore Patrol Vessels for the Indian Coast Guard against a contract of Rs.1432 Crores and a Floating Dock for the Indian Navy with a contract value of Rs.468 Crores.

Larsen & Toubro is an Indian multinational engaged in technology, engineering, construction, manufacturing and financial services with USD 1.6 billion in revenue.

The move has come in the wake of heightened defence cooperation between Vietnam and India.

Procurement of Indian rocket system on Armenia’s radar
KM Rajan, the director of the laboratory, told TOI on Friday, “Armenia has shown an interest in the Pinaka rocket system and so we carried out extensive firing trials for their delegation last month at Pokhran in Rajasthan. The results were excellent. Since it is a government-to-government decision, we are yet to receive word about an official agreement of the procurement. Armenia is interested is interested in both the versions of the rocket.”

Several foreign delegations, including Armenia, had visited the defence expo at Chennai this year. “Southeast Asian countries have also expressed an interest in the Pinaka system, but they are yet to officially approach the Indian government,” said a senior scientist of the ARDE.

Armenia Confirms Interest In Buying Indian Weapons
Defense Ministry spokesman Artsrun Hovhannisyan has confirmed Armenia’s interest in acquiring Indian weapons.

Indian media reported earlier that Armenia has expressed interest in obtaining the Pinaka rocket system developed by India’s Armament Research and Development Establishment (ARDE), which is a laboratory under the Defence Research and Development Organisation (DRDO).

“A delegation of the Armenian Armed Forces has met industry representatives in India to learn more about many types of weapons,” Hovhannisyan said in a tweet on Saturday, August 24.

Very decent E- Book released on DRDO website about products offered for Export.

Overall good show, at least in show casing products and preparing a catalogue.

However, some items, such as offering Kaveri engine, seems over optimistic, while Dhanush / Sharang not offered is self goal (OFB is mfg. Agency).

Mortars, MMGs, AA Guns, RPGs, etc. should be offered to Africa at friendships prices. Good quality, reliability and easy processing of end user certificate, no questions asked will go a long way in creating a firm base.

Need joint OFB DRDO efforts.

And good managers at the helm. I will take a risk and assert that 100 million usd per year of sales is no problem, and doable.

Also better than the 6-12 million usd we do at present.

All platforms armed with 324 mm Triple Torpedo Tubes carry the TAL. I've seen it onboard the Brahmaputra class & remaining Godavari class. Rest carry 533 mm Torpedo Tubes. New 16 ASW ships will also carry 324 mm TT. Shenya is not a service name.

India's defence exports continue to grow
Indian defence exports climbed to about INR107.45 billion (USD1.5 billion) in fiscal year (FY) 2018-19, according to media reports in the country citing the Indian Ministry of Defence’s (MoD’s) annual report for the year.

The new export figure, which is based on defence export “authorisations”, is more than double the value of India’s international defence sales in 2017-18 and seven times the value of such exports in 2016-17. India’s defence exports for these two fiscal years were INR46.82 billion and INR15.21 billion respectively.

MoD annual reports for previous years also show that defence exports in 2015-16 reached INR20.59 billion and exports in 2014-15 were INR19.41 billion.

The tweet is new, but the quoted news link is from a very old report -- when MP was still alive (c. 2016, by the looks of it). Note the quote:
As Defense Minister Manohar Parrikar winds up the Singapore leg of his two-nation, South-East Asia meeting and heads to Hanoi, he will have much more to talk about with his Vietnamese counterpart than just the sale of missiles. India is reaching out aggressively to South East Asian nations to fulfill a policy of a more robust military-to-military partnership with those countries.
On a different note, I have a serious issue when news sources such as the one quoted have no posting date or contributor name, whether it be the editorial board, a correspondent, or a news agency.

These types of headlines are idiotic.
India will sell stuff where there is acceptance.
Arms sales are a two-way street.
While India is a seller, the Philippines is a buyer.
So it takes two hands to clap.

There is a lot of interest in Indian arms as a midway affordable weapon systems around the world.
So expect more such sales in coming years.
