Defence Ministry approves acquisition of military hardware worth Rs 28,000 crore.

The defence ministry on Thursday approved procurement of weapons and military equipment worth Rs 28,000 crore for the three services, officials said.

The procurement proposals were cleared at a time when India and China are locked in a bitter border standoff in eastern Ladakh. Officials said almost all the weapons and military hardware approved for procurement will be acquired from domestic industry.

"The Defence Acquisition Council (DAC) headed by defence minister Rajnath Singh approved proposals to procure equipment worth Rs 27,000 crore from domestic industry," the defence ministry said in a statement.

Officials said a total of seven acquisition proposals were approved by the DAC, the defence ministry's highest decision-making body on procurement.
"Six of the seven proposals, that is, Rs 27,000 crore out of Rs 28,000 crore for which AoNs (Acceptance of Necessity) were granted will be sourced from the Indian industry to give a boost to the 'Make in India' and 'Atmanirbhar Bharat' initiatives," the ministry said.

Acquisition proposals approved include procurement of the DRDO-designed and developed airborne early warning and control systems for the Indian Air Force, next generation offshore patrol vessels for the Indian Navy and modular bridges for the Indian Army

Defence minister Rajnath Singh hands over 3 DRDO systems to chiefs of armed forces
Singh handed over the Indian maritime situational awareness system (IMSAS) to Navy Chief Admiral Karambir Singh at an event here, the Defence Ministry's statement said.

The IMSAS is a software system that provides global maritime situational picture, marine planning tools and analytical capabilities to the Indian Navy, the statement noted.

The minister handed over the Astra Mk-1 missile system to Air Chief Marshal R K S Bhadauria, the statement said.

This missile is the first indigenously developed beyond visual range (BVR) missile that can be launched from Sukhoi-30 and other fighter aircraft.

Singh handed over the Border Surveillance System (BOSS), which is an all-weather electronic surveillance system, to Army Chief General M M Naravane at the event here.

All three systems--IMSAS, Astra Mk-1 and BOSS-- have been designed and developed by the Defence Research and Development Organisation (DRDO) only, the statement said.

I hate screwdriver giri but in this case it is excused. Even the most modern Leyland and Tata products despite other advantages lose out to the Tatra architecture in the roughest terrain. This seems to be a limited order and I am guessing most will pull tanks up in the mountains.

Lockheed Martin inks pact with HAL to explore industrial opportunities
BENGALURU: US defence major Lockheed Martin on Friday signed a memorandum of understanding (MoU) with the Hindustan Aeronautics Limited NSE 3.79 % (HAL)to explore industrial opportunities. "We are excited to explore potential opportunities with HAL, one of the largest aerospace companies in Asia," said Vice President of Business Development Integrated Fighter Group, Lockheed Martin Aeronautics, J R McDonald.

HAL CMD R Madhavan said his company was looking forward to working with Lockheed Martin to continue addressing domestic and international market needs in the aerospace and defence sector.

Government's endeavour is to bring down defence imports by USD 2 billion by next year: Rajnath Singh
BENGALURU: Defence Minister Rajnath Singh on Friday said with an aim of encouraging the manufacture of defence related items in the country, the government's endeavour is also to bring down its defence imports by at least USD two billion by 2022.

"We have signed 128 MoUs, 19 ToTs, 4 Handing Overs, 18 Product Launches and 32 Major Announcements, totaling a grand figure of 201 feats. Further, 45 MSMEs participating in Aero India 21 have already bagged orders worth Rs 203 crore. This is a major achievement," he said.

NEW DELHI: Tata Boeing Aerospace Limited (TBAL), a joint venture between the Tata Group and Boeing, will manufacture complex vertical fin structures for the 737 family of airplanes, Boeing announced today.

The vertical fin is a complex structural part and the new production line will utilize cutting-edge robotics and automation in manufacturing, the company said.

HAL signs agreement with Elbit Systems for supply of Digital Overhead Head Up Display Systems
BENGALURU: State-run aerospace behemoth Hindustan Aeronautics Ltd NSE 2.11 % (HAL) on Monday said it has entered into an agreement with Elbit Systems Electro Optics Elop Ltd., Israel, for supply of Digital Overhead Head Up Display Systems (DOHS) during the recently concluded Aero India-2021. The Digital Overhead HUDs will be initially manufactured in the existing facility of HAL's Division at Korwa

It said a dedicated facility will be augmented progressively in proportion to manufacturing volume.

HAL said the company and Elbit Systems have envisaged a mutual co-operation to upgrade its technological base and acquire high end technology on Digital Overhead HUD System which is primarily used in transport aircraft worldwide.

Earlier, HAL's Korwa Division entered into a licensed Transfer of Technology agreement with ELOP Electro-Optics Industries Ltd, Israel for setting up the D-level maintenance and manufacturing facilities of CRT based HUD (front) in 2000 and 2003 respectively.

More than 500 HUDs have been supplied for various Indian platforms such as Su-30MKI, Jaguar and MiG-27M upgrade, it added.

The HRG is a very high-tech device which requires sophisticated manufacturing tools and process. The control electronics required to sense and drive the standing waves, is somewhat sophisticated. This high level of sophistication strongly limits the dissemination of this technology and only few companies were able to develop it. Up to now, only three companies are manufacturing HRG in series: Northrop Grumman Corporation, Safran and Raytheon Anschutz

DRDO’s Research Centre Imarat (RCI) has progressed steadily in the field of interferometry.The first HRG for tactical applications is actually set to be delivered this year.

Indian Army in process of acquiring 556 Augmented Reality Head Mounted Display systems
The Indian Army is in the process of acquiring 556 Augmented Reality Head Mounted Display (ARHMD) systems, the defence ministry said in a statement on Wednesday.

ARHMD is conceived as capability enhancement to Land Based Air Defence Weapon Systems such as the IGLA shoulder-fired Infrared Homing Air Defence Missile System and the ZU 23mm 2B AD Gun System, which will provide the operator with radar and thermal imaging (TI) sight outputs as overlays.

"Indian Army is in the process of acquiring niche technology by procuring quantity 556 Augmented Reality Head Mounted Display (ARHMD) systems under Make-II category," the statement said.

After a successful evaluation of vendor responses, a project sanction order (PSO) was issued to six vendors on February 22 to start developing the prototype.

In another statement, the ministry said a contract for the construction of eight Missile-cum-Ammunition (MCA) barges has been concluded with M/s SECON, Visakhapatnam on February 19.

The delivery of the barges is scheduled to commence from July 2022. The MCA barges will be inducted in the Indian Navy to undertake the mission needs for embarking or disembarking missile, gunnery and ASW ammunition, the statement added.

Engine development for AMCA. Per a Defence AV:

-Rolls Royce has submitted a "financial cost report" to the Indian government and it is a $3 Billion "Co-development program" for developing the 110 KN engine with "Full transfer of technology and Intellectual Property Rights".
-"Majority of the testing" will be done at the new engine complex of HAL/DRDO which will be ready by end of 2021.
-New engine will be a "clean slate design" and will have a "new core section" but will use some of the technologies that have already been developed by India for the Kaveri program like new fan section and FADEC.
-The engine will have potential for 20% increased thrust generation (132 KN) with "minor changes" in the core section.

Rolls-Royce, HAL ink MoU for supporting MT30 marine engine business
Hindustan Aeronautics Limited and Rolls-Royce have signed an MoU to establish packaging, installation, marketing and services support for Rolls-Royce MT30 marine engines in India. Through this MoU, the two companies will expand their long-standing partnership in India and work together in the area of marine applications for the first time, Bengaluru-headquartered HAL said in a statement on Tuesday.

Further, HAL is also exploring the option of using MT7 marine engine on the hovercraft being planned by the shipyards in India, he added.

President, Rolls-Royce Defence, Tom Bell, said,"As India focuses on its vision of modernisation and self-reliance in defence, we look forward to introducing the MT30 to customers in India in collaboration with HAL. Designed for naval platforms of the future, the MT30 is perfectly equipped to meet the Indian Navys present and future needs."

MT30 is the world's "most power-dense, best-in-class" naval gas turbine currently in-service with naval programmes worldwide in various propulsion arrangements across seven ship types, the statement said.

"Derived from the Trent aero engine family, the MT30 has the potential to provide next-generation capabilities to the Indian Navy's future fleet."

"The MT30 can deliver its full power of up to 40 MW in ambient temperatures up to 38 degrees Celsius, without any power degradation throughout the life of the ship," it said.

"The mission to develop a new engine for the future Advanced Multi Role Combat Aircraft has been accorded special priority by the PMO that ha been overseeing the project. Both France and the UK have promised technology and studies are currently underway to ascertain which partnership can prove to be more beneficial for the program."

Youtuber who made this has not really grasped what ADA was saying so long.

Actual thrust is 120 kn class, that is 120 kn & above so that at any condition like temp variance in operating terrain the thrust available to the aircraft doesnt fall below the critical mark which is 110+ kn.
So the initial requirement was expected around 125 kn. +/- a few kns.
So if we take his data, the engine thrust is now 132 kn. From 120+ kn, it moved further.

The engine is a clean sheet design. What was said is the basic requirement and it can have further improvements. Newer variant is expected to be have 160+ kn thrust.

5/6 th generation a/c power requirement is quite huge.

India unveils equipment to mark, fence minefields quicker & semi-automatically
The first prototype of a mechanical equipment designed for marking and fencing mine fields at a faster rate and semi-automatically with minimal human intervention was rolled out by BEML Ltd NSE -0.13 % on Wednesday.

An 'Atmanirbharta' product, the Mechanical Minefield Marking Equipment MK II, was built on BEML TATRA 6x6 (a high mobility vehicle) and developed through transfer of technology from Pune-based Research and Development Establishment (Engineers), a lab of Defence Research and Development Organisation (DRDO).

MMME MK II would greatly benefit Indian Army to mark and fence minefields, Bengaluru-headquartered BEML, a company under the Ministry of Defence, said it a statement.

"The MK II is designed for marking the mine fields at faster rate, semi-automatically with minimal human intervention," it added.

The equipment is capable of marking/fencing at a minimum rate of 1.2 km/hour with inter-picket spacing of 15 metres.

The system has capability to place the pickets at 10 35 metres spacing in the step of five metres.

The picket can be driven to a maximum depth of 450 mm by this system, it said.

MMME MK II system is designed to operate in plains of Punjab, as well as semi-desert & desert of Rajasthan, in all weather conditions.

The system can store 500 numbers of pickets and polypropylene rope of 15 km in length, the statement said.

BEML is executing the project by partnering with a number of Micro, Small and Medium Enterprises (MSMEs).

The company said it expects to receive orders for more than 55 systems (MMME MK II) from the Ministry of Defence after successful trial evaluation.

Russia will start supplying S-400 missile to India in Q4: Interfax news agency
Russia will start supplying its S-400 surface-to-air missile systems to India in the fourth quarter, the Interfax news agency quoted Russian state arms exporter Rosoboronexport as saying on Thursday.

India signed a $5 billion deal for S-400 missiles in 2018, drawing warnings from the United States that such an acquisition would trigger sanctions as part of a wider programme against Russia.

Defence ministry reserves Rs 17,500 crore for private sector buys this year
The defence ministry has reserved over Rs 17,500 crore this year for procurement from the private industry on the back of notifying a negative import list, as part of its measures to encourage domestic manufacturing and create a local ecosystem.

The ministry, under instructions of defence minister Rajnath Singh, has also resolved to cut down procurement time to two years to shorten delays in induction of weapon systems and may expand the import negative list further to bring more equipment into the domestic kitty, a top official said.

While in the past it would take over five years to complete a procurement, this has been brought down to an average of three-and-a-half years, and the target now is to further shorten it to two years, defence secretary Ajay Kumar said.

“This year a decision has been taken to ensure that what we buy from India is not merely from the public sector. Nearly 25% of the total domestic procurement will be from the private industry,” Kumar said at a Special Centre for National Security Studies (SCNSS) event.

This would translate to `17,500 crore reserved for the private sector.

Indian Army to Get First Batch of LUH in 2022

The Army, which is facing a huge shortage of light utility helicopters with the ageing fleet of Cheetah and Chetak helicopters, will receive the first batch of six indigenous Light Utility helicopter (LUH) by the end of 2022, a defence source said. The LUH was designed and developed by Hindustan Aeronautics Limited (HAL).

In a separate development, Lt. Gen. Ajay Kumar Suri took over as the Director General (DG) and Colonel Commandant of the Army Aviation on Monday. “The acceptance in principle was received two months back. The Army will receive the first batch of six LUHs by December 2022,” the source stated. The LUH is meant to replace the ageing Cheetah and Chetak helicopters along with the Russian Ka-226T helicopters.

At Aero India in Bengaluru in February, the Army variant of the LUH received its Initial Operational Clearance (IOC).

Since November 2019, Lt. Gen. Suri, then as a Major General, was the Additional Director General and officiating as the DG, Army Aviation. He was commissioned into the Army in June 1985 as an artillery officer and was awarded wings to fly a combat helicopter in June 1990 and transferred to the permanent cadre of the Army Aviation in February 1999. He is the 5th Director General and 13th Colonel Commandant of the Army Aviation Corps.

Lt. Gen. Suri has over 6000 hours of total service flying. He has flown all types of helicopters in the Army’s fleet. He also served as Air Operations officer at the United Nations peace keeping mission in Sierra Leone.

The LUH is a 3-ton class helicopter with glass cockpit for reconnaissance and surveillance roles and as a light transport helicopter. It has been extensively test-flown at various geographic conditions, including high altitude.

Following the IOC, HAL has moved to the next phase of integrating and flight-testing of mission and role equipment on the LUH. There is a tentative order of 200 LUH from the Army and the Air Force.

MoD signs contract to procure 11 Airport Surveillance Radars for Indian Navy & Indian Coast Guard

Ministry of Defence signed a contract with M/s Mahindra Telephonics Integrated Systems Ltd., Mumbai for procurement of 11 Airport Surveillance Radars with Monopulse Secondary Surveillance Radar for Indian Navy and Indian Coast Guard on June 03, 2021. The procurement, at a cost of Rs 323.47 crore, will be made under the ‘Buy & Make’ category. The installation of these radars will increase the air domain awareness around airfields and enhance safety & efficiency in flying operations of Indian Navy and Indian Coast Guard.

The signing of this contract is an achievement of the Government towards ‘AtmaNirbhar Bharat Abhiyan’ and the objectives envisaged in the programme. This would enable absorption of technology, skill development and indigenous manufacture, boosting employment opportunities.

In general I don't trust you tube channels, when I don't know what sources are used. Or even who the Chanel operator is.

One of the BRF members also has a chanel. His work is at a different level. More in terms of being a traditional reporter. But using new media.

Dr. G. Satheesh Reddy, Secretary, DD R&D & Chairman DRDO, mentioned that DIAT and C-DAC coming together would result in meaningful collaboration towards the realization of Quantum Computers in the country.

Dr. Hemant Darbari, Director General, C- DAC, said that like the first Super Computer of India came out of Pune, the Quantum Computer will also be coming from Pune.

Dr. C. P. Ramanarayanan, Vice-Chancellor, DIAT, mentioned that it is very important to make India “future-ready” and successful development of Quantum Computers for Civil and Defence application is an inescapable and essential step towards that.

New Delhi: Army chief General M.M. Naravane Tuesday called for a “revolution in bureaucratic affairs” and spoke out against procedural lacunae in the defence procurement process because of what he called the ‘Zero Error Syndrome’.

Speaking at a seminar organised by the United Services Institution, the Army chief also called for a rethink of the L1 vendor concept altogether.
If the general's view point is accepted by the government of the day. Then it will represent a revolutionary change in the way defence is handled in India.

Have to be very very careful as the suppliers will all jack up the price under the assurance that price competitiveness will not be a factor in determining the outcome. More money will be paid for importing hardware and the budget by companies for kickbacks will also go up.

INDIA – HARPOON JOINT COMMON TEST SET (JCTS)
The State Department has made a determination approving a possible Foreign Military Sale to the Government of India of Harpoon Joint Common Test Set (JCTS) and related equipment for an estimated cost of $82 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

NDIA – P-8I AND ASSOCIATED SUPPORT
The State Department has made a determination approving a possible Foreign Military Sale to the Government of India of six (6) P-8I Patrol aircraft and related equipment for an estimated cost of $2.42 billion.

The Government of India has requested to buy six (6) P-8I Patrol aircraft; eight (8) Multifunctional Information Distribution System-Joint Tactical Radio Systems 5 (MIDS-JTRS 5) (6 installed, 2 spares); forty-two (42) AN/AAR-54 Missile Warning Sensors (36 installed, 6 spares); and fourteen (14) LN-251 with Embedded Global Positioning Systems (GPS)/Inertial Navigations Systems (EGIs) (12 installed, 2 spares). Also included are CFM56-7 commercial engines; Tactical Open Mission Software (ITOMS) variant for P-8I; Electro-Optical (EO) and Infrared (IR) MX-20HD; AN/AAQ-2(V)l Acoustic System; ARES-1000 commercial variant Electronic Support Measures; AN/APR-39D Radar Warning Receiver; AN/ALE-47 Counter Measures Dispensing System; support equipment and spares; publications; repair and return; transportation; aircraft ferry; training; U.S. Government and contractor engineering, software, technical, and logistics support services; and other related elements of logistical and program support. The total estimated program cost is $2.42 billion.

6 more were approved by US in May but it hasn’t been signed yet and likely held up due to budget constraints.
