The army has asked Indian companies – both private and public sector players like Bharat Dynamics Limited – to submit their `expression of interest’ in the program, which will be followed by the tendering process, trials and evaluations and commercial negotiations
I don't understand why MoD waste people's time by including private players.

Has it ever happened that a order went to a private player, when DPSU was also one of the competitor in the tendering process?

BDL recently tied up with Javelin. I am sure they can offer Javelin at zero cost to IA. After all it is MoD who pays BDL's bill.

HAL seeks to export Su-30MKI and MiG-29 engine spares to friendly countries
India’s state-owned Hindustan Aeronautics Limited (HAL) plans to export assorted spares and accessories for the engines that power the Indian Air Force’s Sukhoi Su-30MKI and Mikoyan MiG-29 combat aircraft to foreign air forces that also operate the two Russian-developed fighter types.

A memorandum of understanding (MoU) signed by HAL on 7 February with Russia’s defence export agency Rosoboronexport envisages the export of Saturn AL-31FP and Klimov RD-33 engine components and services to “friendly countries”.

“The parties will subsequently sign an agreement on mutually agreed terms and conditions,” the MoU states, without elaborating further.

HAL officials told Jane’s that possible customers for AL-31FP-related spares include Algeria, Angola, Armenia, Indonesia, Kazakhstan, Malaysia, and Vietnam, while those for RD-33-related parts comprise Algeria, Bangladesh, Kazakhstan, Malaysia, Mongolia, Myanmar, and Serbia.

Armed Forces may get to lease platforms, equipment soon.

The armed forces will soon be allowed to take a variety of equipment on lease, cutting down acquisition time as well as costs as the defence ministry is revising its procurement rules to bring in some much needed changes.

The draft Defence Procurement Policy, released by Defence Minister Rajnath Singh, has special incentives for Indian designed and developed products, promotes the use of offsets for exports and has introduced a new category that will encourage foreign vendors to set up manufacturing facilities in India.

A significant change has been the provision to lease equipment like transport aircraft,trainers and simulators that do not have a direct combat role. “Leasing has been introduced as a new category for acquisition to substitute huge initial capital outlays with periodical rental payments,” the defence ministry has said.

Given the inadequate budgetary allocations, the option will come in handy for the forces to obtain equipment at short notice. Options for leasing trainer aircraft and transport helicopters have been made in the past to the ministry but were not taken up in the absence of a policy.

The ministry has also incorporated lessons from the past by formulating new `trial wings’ under different services of the armed forces that will specialise in conducting field evaluations. These wings will have personnel that will be given training to ensure a fair competitive process. In the past, trial teams have been manned by officers drawn from different roles, often resulting in the results being under par.

“Field Evaluation Trials to be conducted by specialised trial wings and the objective of trials will be to nurture competition rather than elimination for minor deficiencies,” the ministry has said.

The draft policy, which will be finalised after receiving inputs from the industry, also plans to increase the Indigenous Content (IC) stipulated in various categories by 10% to support the ‘Make in India’ initiative.

Significantly, there is a specific assurance in the policy to jet engine manufacturers and chip manufactures that the entire Indian market will be open if any company sets up a manufacturing unit domestically.

This would mean that if a company sets up shop here to manufacture, say fighter jet engines, it will be assured that the engine would be incorporated on the suitable home developed platform without a competition. The engines made here would be termed as `buyer nominated equipment’, meaning that they will compulsorily have to be fitted onboard the suitable platform.

While imports have already been at the bottom of the procurement priority list, they have been further pushed back with a new category to be introduced - Buy Global, Manufacture in India. This would require a minimum 50% indigenous content on cost basis of the contract value.

Other changes include new rules for the procurement of software and systems related projects where obsolescence is rapid, requiring a flexibility in approach. New rules on product support will incorporate new concepts like Performance Based Logistics (PBL), Life Cycle Support Contract (LCSC) and Comprehensive Maintenance Contract (CMC).

“With the experience gained by the industry and the Ministry of Defence (MoD), it is now time to take further steps to strengthen ‘Make in India’ initiative, refine Life Cycle Support of procured equipment & platforms and hasten the defence acquisition process by further simplifying the procedures & reducing the overall procurement timelines.” Defence Minister Rajnath Singh said at a ceremony to release the draft policy.

This is an excellent move!! Frees up $$ for the combat edge.
This would mean that if a company sets up shop here to manufacture, say fighter jet engines, it will be assured that the engine would be incorporated on the suitable home developed platform without a competition. The engines made here would be termed as `buyer nominated equipment’, meaning that they will compulsorily have to be fitted onboard the suitable platform.
This is a very dangerous move. It can force our local systems to be dependent on a country which exploits this to provide us sanctionable kit under the guise of local manufacture.

Ditto for chips.

Karan, can you think of a back of envelope list of platforms where lease might be a good option. In terms of price and induction speed/availability. I'm suspicious that this is a move to get some US maal. It can also be made relatively sanction proof by including a clause where maal is not returned in case of of such events?

Leasing a few civilian cargo planes can be helpful. Not every supply mission needs a C-17, IL-76 or An-32. An old 737 cargo conversion might work well.

Indian Air Force may lease aerial refuelling tanker craft.

The Indian Air Force (IAF) is considering, for the first time, leasing aerial refuelling tanker aircraft to extend the reach of its fighter jets instead of a direct purchase against the backdrop of previous failed attempts to buy new tankers, two officers familiar with the move said on Sunday on condition of anonymity.

The doors to leasing military hardware were opened for the first time last week with the government unveiling a draft policy on arms acquisition that allows the armed forces to go in for leased capability to cut down on costs associated with purchasing weapons and systems.

“The IAF has made two attempts to buy tankers during the last decade-and-a-half. On both occasions, we were close to signing the deal but things fell through because of the high acquisition cost. Leasing is a good option to fill the capability gap,” said one of the officers cited above.

The IAF operates a fleet of six Russian-origin Ilyushin-78 tankers that are plagued by maintenance problems and the force urgently needs at least six more.

“We are finalising the requirements for the proposed lease of tankers to boost our in-flight refuelling capabilities. We are looking at aspects such as whether we should opt for a wet [the lessor provides crew and maintenance] or dry lease. Leasing will be a better option as our budget is under pressure,” said a second officer.

Leasing has been introduced in the draft Defence Procurement Procedure (DPP)-2020 as a new category for acquisition in addition to the existing ‘Buy’ and ‘Make’ categories in order to substitute huge initial capital outlays with periodical rental payments.

Leasing is permitted in two categories—where the lessor is an Indian entity and is the owner of the assets and where the lessor is a global entity. The provision of leasing in the draft DPP governs military equipment that is not deployed during the war—transport fleets, trainers and simulators.

“Tankers are a force multiplier and the IAF has been pressing for more inductions for the past 15 years. Finance has been and still is the issue. Leasing is a good option. It will save the flying hours of the IAF-owned aerial refuelling tanker aircraft for wars, with the leased ones doing the very substantial task of training and long ferries for exercises abroad,” said Air Vice Marshal (retired) Manmohan Bahadur, additional director general, Centre for Air Power Studies.

According to an August 2017 Comptroller and Auditor General of India report, the desired serviceability of the Il-78 fleet should have been 70% by the IAF’s own standards but it stood at 49% during 2010-16—barely half of the planes were available for missions at any given time during that period.

American (Boeing KC-46A), Russian (Il-78) and European (A330 MRTT) military contractors were expecting the IAF to float a global tender for more tankers. Israel Aerospace Industries’ Bedek Aviation Group was also looking at participating in the contest with its Boeing 767-200 multi-mission tanker transport—a conversion of the Boeing aircraft by Bedek Aviation.

Second set of airfield modernization contract signed

Ministry of Defence inks Rs 1,200 cr contract to boost electronics sector
The ministry of defence on Friday signed a Rs 1,200-crore contract with Tata Power (strategic engineering division), or TPSED, for modernising 37 air bases belonging to the Indian Air Force (IAF), navy, coast guard and two for the home ministry.

The deal, Modernisation of Air Field Infrastructure Phase 2 (MAFI-2), follows from an earlier contract, called MAFI-1, which TPSED won in 2011 to upgrade 30 IAF airfields. That contract has been successfully discharged.

CDS Gen Rawat makes very strong public pitch for Make India exhorting armed forces to be realistic in their requirements and hand hold domestic products even if initially they are of slightly lower sophistication. This indicates a doctrinal shift rather than mere platitudes.

What BRF had been asking for all along. Also a specific, public and clear fallout to Navy to drop grandiose plans for a third aircraft carrier and move to submarine heavy doctrine.

Actions speak louder than words - how about canceling T90 purchases and placing orders for Arjuns for a start. And so hankerings for the exorbitantly price Rafales and ordering LCA MK1 and MK1A fir 10 squadrons?

Most of what Gen Rawat says is music to the ears. Hopefully we'll see action on the ground soon.

However, he's stepped over the line with his statements on the aircraft carrier. For a landlubber to openly make a simplistic statement like 'Anything on the surface can be picked up by satellites and knocked off' shows his bias and his ignorance, and this will cause consternation in the naval circles. He needs to be more circumspect in his public utterances.

SAO PAULO (Reuters) - Brazil’s Embraer SA (EMBR3.SA) said on Monday that China and India could be potential new partners, following a Reuters report last week that said those two countries as well as Russia were interested in the planemaker’s commercial jets division.

Embraer is dealing with the abrupt collapse of a planned deal with Boeing Co (BA.N) in April that left the company scrambling for a plan B.

Embraer Chief Executive Francisco Gomes Neto said in an earnings call that it was still early to discuss new opportunities in detail as the company is studying a new five-year plan. He added that partnerships could involve products, engineering and production.

Gomes Neto named China and India as potential partners, as well as unnamed “other countries.”

Embraer said ahead of the earnings call, however, that it was not currently negotiating with China’s state-owned COMAC, Russia’s Irkut or India on any potential deal to replace the one with Boeing, adding that it regularly evaluates potential partnerships.

The company reported a $292 million first-quarter loss on Monday due to weak demand amid the coronavirus pandemic and the impact of the failed deal with Boeing.

Embraer also said it was seeking new liquidity. Reuters reported that Brazilian development bank BNDES is helping coordinate a $600 million loan for the planemaker, which burned through $677 million in cash in the quarter.

The firm said its decision to put staff on paid leave in January in order to finalize details of the Boeing deal was largely responsible for a 23% drop in revenue. In March, Embraer again put workers on leave due to the coronavirus pandemic.

Don't give much merit to it, But China did pump billions under table (along with their purchase) to Russia for S300 tech which went to multiple Chinese SAM programs ( of course they claim they reverse engineered them but we know better). This ironically did help Russia develop S400 it is suspected again Chinese purchase of S400 is simply a cover for another tech transfer for china to spit out more S400 clones.

This the truth about soo called reverse engineering, the only true reverse engineering in aviation was TU-4. Tanks you can experiment and reverse engineer, but not ships, aircraft etc.

The J-11, J-15, J-16 etc are all like SU-30 production, the Russians keep the important tech so the Chinese keep importing. But any country needs to take these steps before developing local variants.

We have too many people invested in Commissions from imports as opposed to US MIC type corruption, people who retire from Forces should be able to work with Indian Manufacturers rather than being employed by Lockheed Martin to try and get contracts.

But unfortunately who will bell the cat and do the necessary stuff to create an Indian manufacturing weapons Industry if this Nation is going to relatively safe from Invasions.

bigger issue is if China knows the weeakness of S400 they will tell that to Pakistan also,
who will India use them against!!

Electronics and algorithms are different things. Practically everything will have something Chinese in it.

India also needs to know the weakness.

Yes and Subbu Swamy found this out from his deep connections in the Russian Mil-Ind complex no doubt.

There is a reason this fellow hasn't been allowed anywhere near a government post by Modi.

Aware that they may again be thrown by civilians into an unforeseen conflict, perhaps with a foe they have not envisaged, these realistic military men find themselves unable to do anything save demand all the men, guns, and supplies they can possibly wring from the civilians, in the hope that they may be prepared or half prepared for whatever may befall them. In so doing they inevitably find themselves associated with militaristic military men who demand all they can get merely for the sake of having it without reference to ends.

Hopefully Armed forces now realize to focus more on domestic products that can be acquired quickly, almost everything that army needs can be procured from domestic suppliers. End this cycle of endless testing and eye gizmos with limited, acquire in quatity, protection equipment, highly mobile offensive/defensive platforsm whether 5ton, 10 ton, 15 ton... equiped with guns, machine guns, spikes, rods, maze, drones, sensors, light machine gun, HMG, light tank, automatic loaders, snow mobile, light helicoper gunship in 100s. use the budget to arm and create enough spare. get rid of this continous cycle of unoptanium stuff.

This is from Yusif (DFI), our defence capital expenditure spending over the late few years. Unfortunately we seem to wake up only after some unfortunate incident takes place (1962, Kargil, 26/11), let's hope some tangible changes are coming.

An important aspect in all this is to have a long-term low-rate domestic production of items in use with some excess capacity set aside for scaling up as when required (i.e. war replacements). That means no intermittent piecemeal orders. Instead a large order with a multi-year contact for a volume production to attain desired stock levels and then followed by sustenance low-rate production to replace attrition or usage.

*Pinaka - hopefully includes Pinaka 2
*BMP-II - ok
*Software defined radios for Indian Army? not for Air Force?
*Long Range Land Attack Cruise Missile Systems and Astra Missiles for the Indian Navy and IAF ship and air launched Nirbhay?
*Astra to be integrated with IN MiG-29's as well?

Cost of all of the above is Rs 20,400 crore

Rs 7418 crore for 21 MiG-29s. That's 45-47 million USD per aircraft. We have the spare parts, weapons, etc so this is just the fly away cost for MiG-29UPGs.

Rs 10,730 crore for 12 Su-30MKI built by HAL - that's $1.4 Billion for 12 aircraft. Is this the Super Sukhoi upgrade - $120 million seems pretty step as the normal Su-30MKI built from raw material comes to USD $70 million a piece?

Proposals for an approximate cost of Rs 38,900 crore were approved.

Focused on indigenous design and development these approvals include acquisitions from Indian industry of Rs 31,130 crore. The equipment are going to be manufactured in India involving Indian defence industry with participation of several MSMEs as prime tier vendors. The indigenous content in some of these projects is up to 80 per cent of the project cost. A large number of these projects have been made possible due to Transfer of Technology (ToT) by Defence Research and Development Organisation (DRDO) to the indigenous industry. These include Pinaka ammunitions, BMP armament upgrades and software defined radios for the Indian Army, Long Range Land Attack Cruise Missile Systems and Astra Missiles for the Indian Navy and Indian Air Force (IAF). The cost of these design and development proposals is in the range of Rs 20,400 crore.

Acquisition of new/additional missile systems will add to the fire power of three Services. While acquisition of Pinaka missile systems will enable raising additional regiments over and above the ones already inducted, addition of Long Range Land Attack Missile Systems having a firing range of 1,000 kilometres to the existing arsenal will bolster the attack capabilities of the Navy and the Air Force. Similarly induction of Astra Missiles having Beyond Visual Range capability will serve as a force multiplier and immensely add to the strike capability of the Navy and Air Force.

Further, addressing the long felt need of the IAF to increase its fighter squadrons, the DAC also approved the proposal for procurement of 21 MIG-29 along with upgradation of existing 59 MIG-29 aircraft and procurement of 12 Su-30 MKI aircraft. While the MIG 29 procurement and upgradation from Russia is estimated to cost Rs 7,418 crore, the Su-30 MKI will be procured from Hindustan Aeronautics Limited (HAL) at an estimated cost of Rs 10,730 crore.

Isn't it weird that of the three nations including Pak, only India seems to be in a hurry to purchase?

Purchase what saar? this was only an approval, still not clear exactly what we are actually purchasing now.

Because of some 13 steps to the defense procurement process, things tend to get reported multiple times over the years as the file moves a step. All of what are being reported now have been sitting in the procurement pipeline for a while. File moved one step up. Nothing new.

We're already procuring Nirbhay (Long Range Land Attack Cruise Missile Systems)? Last I heard, development trials were still ongoing. They must have progressed satisfactorily and quite rapidly.

The Government has now decided to take Defense Projects outside the purview of Environmental clearance procedures. That is all defence projects will no longer require the mandatory environ(mental) clearance.This is a welcome development and common sense has at last been shown by the government to not trust the babudom which more often then not exhibits JNUitis.
