Is this India? So the above system is gonna supplement DRDO's Sumyukta EW system?

After the DAC meeting, an official said, "Acquisition of these equipment and systems will enhance operational preparedness of the armed forces by providing better visibility, enhanced mobility, improved communication and increased capability of detecting enemy aircraft."

The DAC separately also accorded a consolidated AoN for procurement of 14 items worth Rs 380 crore from iDEX (innovations for defence excellence) start-ups and MSMEs to encourage innovation.

The DAC also approved some policy initiatives in the Defence Acquisition Procedure-2020 to accelerate the pace of indigenisation, achieve self-reliance in defence and to facilitate the ease of doing business for the defence industry. "All modernisation requirements of the defence forces, for instance, will be indigenously sourced and import will be resorted to only as an exception," the official said.

"To reduce the financial burden on the defence industry, the requirement of IPBG (integrity pact bank guarantees) is to be dispensed with and EMD (earnest money deposit) will be introduced as bid security and PCIP (pre-contract integrity pact) cover up to the contract stage," he added.
AONs are one thing, how many get translated into actual contracts another.

GS stands for general service in Indian army not a brand name. India has about 30,000 legacy Maruti Suzuki's in this category since 1990's and is being replaced. Previous order was for 3192 vehicles from Tata Motors Safari Storme GS800. This is probably a repeat order. Note this order is Buy (Indian IDDM) category, meaning Indian indigenously designed, developed and manufactured category.

As long as foreign OEMs (original equipment manufacturers) are in India, and as long as they are designing and manufacturing within India, the Indian government is completely equitable, said Sanjay Jaju, Additional Secretary (Defence Production), Ministry of Defence, in his speech at an event of industry body PHDCCI.

If the GOI wanted they could scrap the Embraer case and the third jet with DRDO could be modified for IAF usage, as could be the VIP squadron planes and other replacements sought.

But as can be expected, nobody to propose this and no desire to actually take relatively straightforward decisions either.

The Minister of Coal, Mines and Parliamentary Affairs Shri Pralhad Joshi said that the objective of constituting KABIL is to ensure a consistent supply of critical and strategic minerals to Indian domestic market. While KABIL would ensure mineral security of the Nation, it would also help in realizing the overall objective of import substitution,
segments like Aviation, Defence and Space Research also require minerals with lower weight and high mechanical strength. Among such twelve minerals identified as strategic minerals, which have meagre resource base, Lithium Cobalt are significant.

During the 2016-17 and 2020-21 field season programmes, GSI carried out 14 projects on lithium and associated elements in the states of Bihar, Chhattisgarh, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Madhya Pradesh, Meghalaya, Karnataka and Rajasthan.

During the current 2021-22 field season programme, GSI has taken up seven lithium projects in Arunachal Pradesh, Andhra Pradesh, Chhattisgarh, Jharkhand, Jammu & Kashmir and Rajasthan. However, the GSI has not yet augmented the lithium resource.

Furthermore, the Atomic Minerals Directorate for Exploration and Research (AMDER), which is part of the Department Atomic Energy (DAE), is undertaking lithium exploration in potential geological domains in parts of Karnataka and Rajasthan. AMDER has also begun subsurface exploration in the Marlagalla area, Mandya district, Karnataka.

DAC approves procurement of military equipment, platforms worth Rs 76,390 crore.

The Defence Acquisition Council (DAC) chaired by defence minister Rajnath Singh on Monday accorded Acceptance of Necessity (AoN) for capital acquisition proposals of the armed forces amounting to Rs 76,390 crore under ‘Buy (Indian)’, ‘Buy & Make (Indian)’ and ‘Buy (Indian-IDDM)’ categories.

The decision, following Prime Minister Narendra Modi’s clarion call for ‘Aatmanirbharta’, will provide substantial boost to the Indian defence industry and reduce foreign spending significantly.

For the Indian Army, the DAC accorded fresh AoNs for procurement of rough terrain fork lift trucks (RTFLTs), bridge laying tanks (BLTs), wheeled armoured fighting vehicles (Wh AFVs) with anti-tank guided missiles (ATGMs) and weapon locating radars (WLRs) through domestic sources with emphasis on indigenous design and development.

For the Indian Navy, the DAC accorded AoN for procurement of next generation corvettes (NGC) at an estimated cost of Rs 36,000 crore. These NGCs will be versatile platforms for variety of roles viz. surveillance missions, escort operations, deterrence, Surface Action Group (SAG) operations, Search & Attack and Coastal Defence. These NGCs would be constructed based on new in-house design of Indian Navy using latest technology of ship building and would contribute to further the government’s initiative of SAGAR (Security and Growth for all in the Region).

The DAC accorded AoNs for manufacture of Dornier Aircrafts and Su-30 MKI aero-engines by state-run Hindustan Aeronautics with focus on enhancing indigenisation particularly in indigenising aero-engine material.

Rajnath-led panel approves arms procurement proposals worth Rs 28,732 cr.

THE GOVERNMENT on Tuesday approved armed forces’ arms procurement proposals worth Rs 28,732 crore, which include swarm drones, bulletproof jackets and carbines.

The proposals were approved in a meeting of the Defence Acquisition Council headed by Defence Minister Rajnath Singh.

The Defence Ministry said in a statement, “Acceptance of Necessity (AoN) for Capital Acquisition Proposals of the Armed Forces amounting to Rs 28,732 crore were accorded by the DAC in this meeting under Buy (Indian IDDM) and Buy (Indian) categories giving a further boost to ‘Atma Nirbharta’ in Defence.”

“Considering the demand of enhanced protection against the threat of enemy snippers to our troops deployed along the Line of Control, and in close combat operations in counter-terrorism scenario, DAC accorded AoN for bullet proof jackets with Indian Standard BIS VI level of protection,” the statement said.

“To combat the current complex paradigm of conventional and hybrid warfare and counter-terrorism at the LAC and Eastern Borders, AoN for induction of approx. 4 lakh of close quarter battle carbines for the Services have also been accorded by the DAC.”

“This is set to provide a major impetus to the small arms manufacturing industry in India and enhancing Atma Nirbharta in small arms,” the statement said.

“In the recent conflicts across the world, drone technology proved to be a force multiplier in military operations. Accordingly, to augment the Indian Army’s capability in modern warfare, AoN for procurement of Autonomous Surveillance and Armed Drone Swarms has been accorded by the DAC under Buy (Indian-IDDM) category,” it said.

“DAC also approved the Navy’s proposal to procure an upgraded 1250KW capacity marine gas turbine generator for power generation application onboard Kolkata class of ships through Indian Industry. This will give a major boost to the indigenous manufacturing of gas turbine generators,” it said.

“In order to enhance the security in the coastal region of our country, DAC also approved the proposal of procurement of 14 fast patrol vessels for the Indian Coast Guard under the Buy (Indian-IDDM) with 60% IC.”

Indian Army approves five new ‘Make II projects
In a fillip to Atmanirbharta and giving a further boost to the ongoing projects, Indian Army has now approved Project Sanction Orders (PSOs) of five Make II projects.

Make II projects are essentially industry-funded projects involving design, development and innovative solutions by Indian vendors for development of prototypes. An assurance of order is given after successful prototype development.

The Indian Army is already progressing 43 ongoing projects under the Make II procedure of Capital Acquisition. 17 out of 43 projects have been initiated through suo-moto proposals received from the industry and 22 out of 43 Make II projects are now in prototype development stage, which is 66 percent of projects by cost (Rs 18,000 Crores out of 27,000 Crores).

Even though this is 2 wk old news but private sector purchases in areas like battery will provide BEL capabilities to scale up their inputs on defence side as well. This is good news. Private sector orders are very important for defence sector companies in India to keep their books running strong. Defence sector deals tend to be large but also sporadic.

Union Budget 2023: Defence sector capital outlay up 12% at Rs 1.62 lakh crore.

Union Finance Minister Nirmala Sitharaman, while presenting Union Budget 2023 on Wednesday, February 1, allocated nearly Rs 6 lakh crore to the defence sector, as per the notes on demand for grants. This includes a capital outlay of Rs 1.62 lakh crore, a 12 percent rise over last year's Rs 1.44 lakh crore.

The actual spending during 2021-2022 on defence capital outlay was Rs 1,37,987 crore. The Budget Estimate in 2022-23 for the same was Rs 1,52,369 crore and then the revised estimate the same year was Rs 1,50,000 crore. Now, the Budget Estimate for 2023-34 is Rs 1,62,600 crore.
Capital expenditure includes money spent on salaries of armed forces and civilians, pensions, modernisation of armed forces, production establishments, maintenance, and research and development organisations.

The allocation to the Ministry of Defence constitutes 8 percent of the total Union Budget. As per the data released by the Stockholm International Peace Research Institute (SIPRI) in 2021, India is the third-largest spender on military after the US and China.

Here's a look at the defence budget allocation trend in 5 years
According to an analysis by the PRS Legislative Research, India’s defence spending as a proportion of its total government expenditure has been decreasing over the years. Also, defence expenditure as a percentage of the gross domestic product (GDP) declined from 2.3 percent in 2012-13 to 2 percent in 2022-23.

"In the last decade (2012-13 to 2022-23), the budget of the Ministry of Defence has grown at an annual average rate of 8.6 percent, while total government expenditure has grown at 10.8 percent. During this period, defence expenditure as a proportion of central government expenditure decreased from 16.4 percent in 2012-13, to 13.3 percent in 2022-23," the analysis revealed.

Capital outlay

Capital outlay for defence includes expenditure on construction work, machinery, and equipment such as tanks, naval vessels, and aircraft.

Since 2012-13, the share of the defence budget spent on capital outlay has declined. "It was 29 percent in 2012-13 and declined to 24 percent in 2019-20. In 2020-21, the share of capital outlay in the defence budget increased to 27 percent. In 2022-23, it is again estimated to be 27 percent. Note that between 2012-13 and 2018-19, the average annual growth rate of capital outlay was 5 percent while between 2019-20 and 2022-23 it was 11 percent," the analysis revealed.

Is the Budget meeting the needs of the armed forces?

Since 2015-16, the funds allocated to the armed forces in the budget amounted to less than what was initially projected, the PRS analysis says.
"In 2021-22, while the projected funds needed for all the three forces were estimated at Rs 4,49,508 crore, the budget allocated a sum of Rs 3,24,658 crore (28 percent shortfall). The shortfall for revenue expenditure and capital expenditure was 19 percent and 38 percent, respectively," it said, sharing a chart to indicate the same.

Notably, the actual expenditure incurred by the Ministry of Defence has exceeded the budget since 2016-17.

Budget allocation of three armed forces

In 2022-23, the total allocation of the three forces (including pensions) was Rs 5,25,166 crore, which was 94 percent of the total defence budget of that year. Out of this, the allocation for the Army accounted for 58 percent of the defence budget, followed by the Air Force at 19 percent and the Navy at 16 percent.

The expenditure on Army, Navy, and Air Force is in the ratio 3.5:1:1.2. Excluding pensions, the expenditure of Army, Navy, and Air Force is in the ratio 2.5:1:1.1.

Defence production and procurement

The decline in production of defence equipment by the domestic industry as a percentage of funds available for capital outlay with the armed
services may increase the reliance of the armed forces on imports.

In order to reduce imports and promote self-reliance, the Budget for 2022-23 proposed that 68 percent of the defence capital procurement budget be earmarked for the domestic industry. This has increased from 58 percent in 2021-22.

How earlier budget proposals are being implemented

The setting up of 100 new Sainik Schools, with NGOs/ private schools/states, was proposed in earlier budgets. "The Cabinet on 12.10.2021 approved the proposal for setting up of 100 new Sainik Schools in partnership with NGO/private schools/state owned schools on affiliation basis," the government said in a document.

The Ministry of Defence has initiated the process of seeking affiliation from the interested parties. "In this regard, a website has been started to seek expressions of interest from interested private/NGOs/state governments. As on 13.01.2022, 155 expression of interests have been received online," it said.

This is the saddest part of the document. 14,000 crore rupees (close to 2 billion dollars) went unspent this year, because the armed forces will only buy phoren. They will not place order (or repeat order of) - ATGAS, other artillery, LCH, ULH, Nag, namica, more LCA mk1a. This money is lost (not lost to the country though). But boy 2b can buy lots of indigenous stuff that can make a difference. Only disclaimer I see is, there could be a flutter of announcements as March 31 approaches (just like last year), and these will be awarded to desi companies (more like pushed down the throat).

And they knew about the R_U war that started in March 2022. And never raised the matter with the RM to escalate.
MEA would have called these prior contracts and the national interest clause.
The West was buying their needs from Russia and had no such MUTU thoughts stopping them.

Indeed.

But it’s not like there isn’t precedent here, during UPA it became the norm for there to be unspent CAPEX returned to MoF year in and year out.

The inability for the MoD and the 3 services to go through the process and get deals signed is not new nor does it seem to have been addressed. How many products have fallen by the wayside because of the RFI/trail dramas over the years?


At the very least give a fraction of this to Indian companies to get all Indian troops proper PPE. Billions sat unused when a few 10s of million contracts to these small private companies would be transformative. Utterly criminal and a disgrace to the taxpayer.

Lack of long term project management within army. I envy the US armed forces who have an entire class of officers who work as project managers with the private defense contractors to bring projects to fruition. Unless Indian armed forces learn to be a partner and not just end users nothing will ever change.

70,000 Crores are unspent as of today in the Capex budget. We can expect a slew of announcements & emergency phoren imports before the financial year ends

If the Services wants, they can easily consume all the 70K Crores, just based on indigenous systems that have already been sufficiently test-proven. A short-list just off the top of my head includes: Prachand, LUH, QRSAM, Helina, Nag/Namica, Pralay, ATAGS, Guided Pinaka, Astra-Mk1, NGARM (Rudram-1)

The AoNs for some of the above items themselves are 2-3 years old!

And I am not even talking big-ticket items like follow-on Scorpenes, more Tejas-MK1a etc
