The number of terrorists who managed to slip through is listed as 106. Not 'more than a hundred' or 'hundred odd', simply 106. If the IA can get close enough to count then surely it is also close enough to kill. Last time I checked, we had superior numbers, equipment & training. Unless, of course, the blasted Yindoo fauj is letting the piglets slip through only to tail the suckers and picking them off when they link up with others on our side.

Surely you don't assume that the count is done the same way a shepherd counts his goats/sheep. :P

Thats a good point. I feel that these numbers are of intrusions actually detected, those who slip by unseen are not included in 106.

It is not easy to kill each person detected due to terrain, distance and night.

Add to that the necessity to avoid collateral damage. We can debate on this endlessly but the IA is conscious of and takes this aspect very seriously.

Infiltration is down due to range of measures introduced; more patrolling, border fencing and human portable radars. Due to the terrain, there will always be some that get through. For them:

Detection is the relatively easier part. The IA has layered detection mechanisms. But the location is usually a couple of days hard march for a column to the last known fix and by then the terrorist would have moved.

Also, the accuracy of the fix varies and is usually a few square kilometres in rugged mountains; not good enough for a precision chopper drop which is also a dead giveaway.

The most accurate inputs are from HUMINT.

There is a realisation in the valley of the futility of supporting these terrorists. Over time, local support has dwindled considerably due to various reasons including economic benefits and progressive integration with the rest of the union. The railway lines built and being built are doing their bit. It is all about economic prosperity in the end. Most people become saner once s/he has something to loose.

There is also a growing realisation and acknowledgment among the valley residents that the Indian state is not brutal whereas the terrorists are ruthless to the very people they claim to represent. This is why collateral damage is avoided.

Unless or until we can neutralise TSP's proxy war fighting capabilities, the game plan appears to be to contain the situation while winning the hearts and minds. Withouta certain level of local support/sympathy terrorism does not stand a chance which is what seems to be happening now (eg. Punjab).

The issue is then of neutralising the existing terrorist pool in the valley.

The establishment has accepted that we can continue to bleed a bit in the valley indefinitely, a thought which is anathema to most.

My 2 paise worth.

2 Killings Stoke Kashmiri Rage at Indian Force
...
Kuldeep Khoda, the director general of Kashmir’s police force, admitted that his forces had made mistakes. “There is a prima facie feeling there was destruction of evidence, whether deliberate or inadvertent,” Mr. Khoda said. “The investigation is going on and the results of that investigation will come.”
...
Women’s Deaths, and Inquiry’s Findings, Enrage Kashmir
...
Investigators ended up charging the Kashmiri doctors, lawyers and activists with doing precisely what those groups had accused the Indian government of doing for years: falsifying evidence in order to serve an ideological agenda.

According to the criminal charge sheet, the doctors and others “were actively engaged in a criminal conspiracy, by means of creation of false and fabricated evidence in order to defame, discredit and cause injury to the personnel police/security forces and get them wrongfully committed of a capital offense.”
...
But evidence is only one piece of the story. Mohammad Shafi Khan, one of the leaders of the Majlis-e-Mushawarat, a local community group created after the women were found dead, said no mere collection of facts would satisfy the people of Shopian.

“The C.B.I. has simply hushed up the case because of the myopic national interest of India,” he said. “The motive is clear. Men in uniform are involved in the rape and murder of Neelofar and Asiya. There can be no doubt.”
As in any long-term COIN operations, these types of incidents take place. IMO, Indian security forces need to better deal with these types of incidents, which only fuels more insurgency by creating mistrust of the security forces within the population. Indian security forces need to lessen their "visible presence" in J&K population centers, and start working on building trust of the population (not just focus on eliminating the insurgents "at any cost"). I'm sure they are working on the building trust aspects, but those news are far less published; hence, the perception to the Kashmiris and to the world, in general, of the "rampant" human rights infringements by the Indian security forces when most news coming out of the valley are stories like these.

There are certain elements (i.e. extremist) the Indian security forces can't win over. But the general population, the Indian security forces must win over and bring them to their side ... otherwise the insurgency will go on and on. It's a bad public relations (PR) effort when the Indian security forces are seen as an "occupation" force by the people of J&K.

There is no reason to doubt that these sections have already not been won over. However, the ISI psy-ops division seems to be doing a good job and is well entrenched. Anyways, it doesnt take more than a few paid guys(paid and egged by local ISI guys) to whip up a frenzy and pelt a few stones for the situation to look bad ( standard practice all over India when "Bandhs" occur). So, simple fact is these "protests" (have been ongoing since 47 on some or other lame reason ably handled by the ISI Kashmir desk) will never ever go away till J&K is with India.

Yes. An example to go with this is the "Srinagar stone wars" (sounds like a 100 Year War kind of scenario). Every evening, after namaz, a group of youngsters gather to pelt stones at the security forces, for no rhyme or reason. I wonder, if one fine day, there are NO policemen and paramilitary guys. NONE of em. Will the youngsters still pelt stones at passer-byes and buildings? If their "anguish" is genuine, they'll do that, won't they? I feel most of them are paid by ISI for their stone throwing.

An anecdote that some I heard from some folks : before militancy started in earnest, this is what actually happened. Young and old mujahids pelted stones at govt. buildings and vehicles.

Pravin Swami had documented it in his book : "Secret Jihad".

Its just that media is so omnipresent that even a small stone thrown is breathlessly reported. This thing has been happening since the 1950s ( with very active help of the ISI Kashmir desk)

Predicting Insurgent Attacks With A Mathematical Model

Posting complete article....!
Coral Gables FL: When bombs and bullets left 37 dead during Friday prayers at a mosque in Pakistan, earlier this month, the insurgency was using the element of surprise. Unpredictability is the hallmark of modern insurgent attacks such as this one.

However, the likelihood of such events, their timing and strength can now be estimated and managed before occurring, according to a new study by researchers at the University of Miami. The study entitled "Common Ecology Quantifies Human Insurgency" is featured as the cover of the December 17, 2009 issue of the scientific journal Nature.

The University of Miami (UM) researchers and their collaborators analyzed the size and timing of 54,679 violent events reported in Afghanistan, Colombia, Indonesia, Iraq, Israel, Northern Ireland, Peru, Senegal and Sierra Leone.

The findings show that there is a generic way in which humans carry out insurgency and terrorism when faced by a large powerful state force, and this is irrespective of background history, motivation, ideology, politics and location, explains Neil Johnson, principal investigator of the study and professor of Physics at the UM College of Arts and Sciences.

"We have found a unified model of modern insurgent wars that shows a fundamental pattern in the apparent chaos of wars," says Johnson. "In practical terms, our analysis can be used to create and explore scenarios, make predictions and assess risks, for present and future wars."

The study finds a common statistical distribution for insurgency attacks that is significantly different to the distribution of attacks in traditional wars. This finding supports the belief that insurgent wars represent "fourth generation warfare" with different dynamics from conventional wars.

"Despite the many different discussions of various wars, different historical features, tribes, geography and cause, we find that the way humans fight modern (present and probably future) wars is the same," he says. "Just like traffic patterns in Tokyo, London and Miami are pretty much the same."

The unified model of human insurgency establishes a quantitative connection between insurgency, global terrorism and ecology, and this model demonstrates that insurgency behaves like a "soup-of-groups, with no permanent network or leaders, but with common decision-making processes," says Johnson.

This "mathematical law of war" challenges traditional ideas of insurgency based on rigid hierarchies and networks, explains Johnson.

Interestingly, this model of human insurgency bears a "striking similarity" to models of crowd behavior of financial markets. Therefore, in addition to its academic and practical contribution to understanding and managing human conflict, "it also suggests a possible link between collective human dynamics in violent and non-violent settings," says Johnson.

In the future, Johnson and his collaborators plan to explore what would happen if a third population is added to the analysis, such as a peacekeeping mission; how should they be deployed in order to minimize casualties? They also hope to apply this understanding of conflict to other areas.

For example, in the medical field, a virus might be represented by an insurgency, while the state army is the immune system and a blocking drug may be the peacekeepers. "We are starting to explore its applications in other 'wars', such as the personal battle of a patient with cancer," Johnson says.

BSF foils Pakistani infiltration bid

Express News Service Posted online: Sunday , Dec 27, 2009 at 0106 hrs

Ahmedabad : In the second such instance within a month, officers of the Gujarat Frontier of the Border Security Force (BSF) foiled an infiltration bid by some Pakistani nationals at the Harami Nala creek near the disputed Sir Creek area along the International Border in Kutch on Friday.

The infiltrators had come to the shallow water channel near pillar number 1175 in a boat. The incident, according to the BSF, occurred around midnight.

Upon sighting them, the BSF warned those onboard. “At this, the accused opened fire at our men. Our men retaliated and scared them away from our territory. No one was reportedly injured in the incident,” said A K Sinha, Inspector General of Police, BSF.

Senior officers estimate the number of infiltrators on the boat to be around eight to 10.

Earlier in November-end, a BSF team had fired several warning shots to shoo away a Pakistani boat from Indian waters.

BSF repels Pak intruders in Kutch after 3-hr battle

Paras K Jha / DNA

Border Security Force personnel exchanged fire with trespassers at Harami Nala :D on Saturday that lasted for three hours.

However, the attempt to enter Indian territory was foiled by the BSF, whose officials have confirmed the incident. There have not been many incidences of cross-border firing in Kutch in the past.

According to BSF sources, fishermen from Pakistan tried to enter Indian territory in their boats near Harami Nala.

“Our jawans on duty opened firing to stop these fishermen and the latter fired back.(strange fishermen  )” The exchange of firing continued for three hours. However, there were no injuries or casualties on the BSF side”, said an official.

The official added, ”We have no information about injuries on the other side. They scaped by taking cover of darkness.

However, the BSF has seized two boats which were used by the intruders.”
Apparently there is a history of such incidents in the area:

IIRC, It was Harami Nala where IAF/BSF (not sure which) were supposed to have gunned down 8-10 Paki intruders a month back. Seems to have become a new favourite infiltrating ground.

India hands over captured Pakistani soldier
By IANS
Friday,06 September 2002, 12:30 hrs

Forward
SRINIGAR: The Indian Army Friday freed a Pakistani soldier who was captured after straying across the Line of Control (LoC) in Jammu and Kashmir.

Owais Mustafa of the 647 Mujahideen Battalion of the Pakistan Army was handed over to Pakistani Rangers in the Suchetgarh sector, some 30 km southwest of here, an Indian Army spokesman said.

Mustafa, who was captured after he strayed into Indian territory across the LoC in the Rajouri sector, was released following a request from the Pakistan Army's director general of military operations.

The Indian Army spokesman did not say when Mustafa had been captured.
"A request for his repatriation was made by Pakistan's director general of military operations to his Indian counterpart during a telephonic conversation on June 4," he said.
"Consequently a decision to repatriate Mustafa was taken on humanitarian grounds and also as a gesture of goodwill."

Mustafa, wearing the traditional Pakistani dress of 'salwar kameez', was all smiles when he was handed over to the Pakistani Rangers at a flag meeting held on the frontier. He did not respond to questions from reporters.

Yup...we should also start using captured Pakis as barter for our men held in Pak. US-USSR and Israel-PLA do it regularly and our men do not deserve to rot away in Paki jails despite doing their duty and helping us so much before being captured.

Cant remember the last time so many of our jawans died in a single ambush in J&K ( shows how well we have stabilized it there). If recent history is anything to go by, the attackers will be ruthlessly hunted down in some "encounter" within the next 4-5 days.

Does anyone know why we continue to ban Mohurrum processions in Srinagar? I understand this has been the case for the last 20 years. Surely allowing the Shias to parade on the holiest day of their religious calendar should not be seen as a security threat? Look at the amount of hatred towards India that is generated every year (and there were riots this year as well) on Mohurrum. AFAIK the Shias have been comparatively well disposed towards India- especially the Shias in the Kargil region and even the ones in the Srinagar valley.

IIRC, Muharram processions are not banned in other parts.

The most probable reason would be to avoid the Karachi like situation since there are enough mischief mongers waiting for the slightest pretext to launch riots and what better way than to protest the bombing of a Shia procession ( which would have been done by RAW, of course) which shows "anti-minority attitude of Delhi.

CRPF Men Killed by Terrorists While Watching Cricket Match
Four CRPF personnel fell victims to terrorists in Baramulla district of north Kashmir this afternoon while watching a cricket match in the locality.

According to information reaching here, the four CRPF men were watching the match played by local lads of the vicinity in Watlab-Bandipore area, 62 km from here, when the incident took place. The CRPF team was taken completely off-guard when militants fired at them, sources said, adding they did not even get time to react.

According to Sopore's Additional SP Abdul Waheed, three jawans died on the spot while another succumbed later. He said the service rifles of two jawans were missing and believed to have been taken away by the ultras while fleeing the scene.

Reinforcements have been rushed to the area and a massive hunt has been launched to nab the ultras involved in the attack, Waheed said.

No militant group has so far claimed responsibility for the incident.

Official sources identified the deceased as head constables A K Upadai and E P Prabakar and constables S S Dass and Kuldeep Singh.

This is the fourth major strike by militants in Sopore in three weeks. The first attack took place on December 18 when terrorists threw a grenade on a CRPF picket in the town, injuring five jawans and a pedestrian.

A week later, militants struck again in the town attacking a CRPF patrol party with a grenade and leaving seven persons including two jawans injured.

The grenade attacks were followed by an abortive attempt by terrorists yesterday to blow up a security vehicle with an Improvised Explosive Device which was neutralised by the bomb disposal squad.

IIRC, if its J&K, these vermin usually turn up in a morgue in a few days due to the excellent network our agencies have built up there. ( that's what i have concluded after reading about the encounters in last 2-3 years where each killed is a accused in a similar "minor" incident)

Is there a deliberate attempt from the pigs to intimidate the CRPF in J&K? I mean these reserve forces are supposed to take over the COIN duties from IA once there is further troop reduction.

Wonder what they are trying to accomplish by taking out constables. If led well sooner or later the CRPF boys will take revenge. And if the terrorists get too successful then the BSF followed by RR, and perhaps by IA proper will be sucked back in - does it help the terrorist?

May not help the terrorist in kashmir but will help the masters in Islamabad as re-induction of Army into J&K COIN will allow Pakis to claim to Unkil that "Kashmir is still boilling" ....

Indian Paramilitary soldiers bow their head as they pay homage to their slain colleagues killed during a wreath laying ceremony inside their base camp on the outskirts of Srinagar, India, Thursday, Dec 31, 2009.

Something about this picture is different ... looks like if these guys had to interrupt their regular duties to attend the funeral.
