The gossip is that Satheesh Reddy have some age issue (will be 55 on 1st Jul) so the babu is warming the chair. Not sure how valid is that.

Anyway, ADA folk were breaking coconuts and lighting candles, which apparently worked :)

We had a problem, when the [Navy] chief made the statement.... We had a meeting then. I understood their problem. Their carrier could not take LCA, because the lifts [to the deck] were smaller. The carrier was built independent of the aircraft....

{Lack of design coordination. Despite having naval aviator in charge of the Naval LCA.}
I think he meant INS vikramaditya was not built with LCA in mind. SOme one told me that when we got sea harrier, old INS vikrant had to be modified where as INS viraat was taken care of.

I may be corrected if wrong.

Upgraded Pinaka rocket successfully test-fired.

An upgraded version of Pinaka rocket, with a guidance system and an enhanced range, was successfully test-fired from the Proof & Experiment Establishment (PXE) at Chandipur in Odisha today.

"Two rounds of tests have been conducted and some more rounds have been planned," said a defence source here.

The earlier Pinaka version, which was an unguided one, has now been upgraded into a guided version, with a navigation, guidance and control kit developed by the Research Centre Hyderabad, he said.

The RCI comes under the Defence Research and Development Organisation (DRDO).

According to a source in the DRDO, the conversion helped in enhancing the range and accuracy of Pinaka.

If its range was earlier 40 km, it is more than 70 km now, he said.

"Radars, electro-optical systems and telemetry systems at the defence range at Chandipur, tracked and monitored the rocket all through its flight path. The guided version is Pinaka mark-II, which evolved from Pinaka mark-I," the source said.

The success of the guided Pinaka has reinforced the technological strength of the country in converting the unguided systems into weapons of high precision, he added.

The guided Pinaka was developed jointly by the Armament Research and Development Laboratory (DRDL), Hyderabad.

The PXE, Chandipur, provided the range and launch support.

Built with the MiG-29 in mind ONLEE it seems. Mainly because the aviation complex was designed and supplied by Russkies to make sure only the 29K can be used. Or so it seems.

All modern carriers in the West, hell even the Russian Kutnetsov Class, have oversized lifts. How can a brand new carrier end up with such restrictions? Mindblowing. As I written earlier, stuff like this would never have resulted in a contract in the business world.

DEFENCE TESTING INFRASTRUCTURE SCHEME
REQUEST FOR COMMENTS/VIEWS
1. Government of India, Ministry of Defence, is giving high priority to the
development of manufacturing base of Aerospace and Defence Sectors in the country, to
reduce the dependence on imports The Department of Defence Production is having
regular interaction with industrial houses to promote Government’s ‘Make In India’
initiative and ease of doing business in Aerospace and Defence sectors. In this direction,
Government has recently announced establishment of two Defence Industrial corridors:
one in Tamil Nadu and another in Utter Pradesh.
2. Today, one of the main impediments for domestic Defence production industry
(especially for MSMEs and Startup) is lack of easily accessible state-of-art Test facilities
being capital intensive and requiring continuous up-gradation. Therefore, it is planned to
set up Defence Testing Infrastructure to provide test facilities in Aerospace and Defence
Sectors engaged in Defence manufacturing. The draft scheme envisages creation of 06
to 08 Defence Testing infrastructures in different location, depending upon the
requirement of test facilities for the benefit of the exiting as well as upcoming Defence
industry
3. All organizations involved in manufacturing of Aerospace and Defence equipment,

7 private firms in race to supply ammunition to the Army
HYDERABAD: The Indian Army is evaluating the technical bids submitted by 7 private sector companies, including 2 companies from Hyderabad—HBL Power Systems Ltd and Premier Explosives Ltd—to supply different types of ammunition, sources with direct knowledge of the procurement process said on Thursday.

The sources told TOI that the Indian Army had given the Request for Proposal (RFP) to the seven companies earlier this year. The technical evaluation of the bids was ongoing, the sources said.

The army was seeking to buy several types of ammunition, including 30mm High Explosive Incendiary (HEI), ordnance for the 122 mm GRAD BM rocket launcher, bi-modular charge system for the 155 mm artillery guns, 125 mm high-velocity flat-trajectory armour-piercing fin-stabilized discarding-sabot traced cartridge (FSAPDA), 30mm VOG 17 fragmentation grenades to be used in AGS-17 mounted automatic grenade launcher, 40 mm high explosive and high explosive dual purpose (HEDP) for rocket launchers, and electronic fuses.

“The Indian Army needs to replace the ammunition deemed to be too old for use in combat situations. So far, the army was importing the ammunition it needed from overseas. The foreign firms usually refurbish old ammunition and sell it to our army. Refurbishing could include replacing the propellant in the ammunition. Rarely, however, do the suppliers from overseas supply new ammunition because such an exercise involves high cost,” the sources said.

Apart from the possibility that the vendors from overseas could be supplying refurbished ammunition, the army was also seized of the fact that the government was promoting the manufacturing sector in the defence space.

“The government’s Make in India also played a major role in the army’s decision to look for local players to supply the ammunition, though the local industry could have foreign companies as their technology partners,” the sources said.

The sources said that the army was aware of the fact that local industry did not have the technical wherewithal to manufacture the ammunition in India, and therefore needed partners who could bring such expertise to India.

The seven companies that had submitted their bids include Saarloha, a company owned by the Kalyani group of Pune, Maharashtra, AAN Engineering Industries Ltd, a subsidiary of Rico Auto Industries Ltd, Economic Explosives Ltd, a part of Solar Industries India Ltd of Nagpur, Maharashtra, Mahindra Defence Systems Ltd of the Mahindra group, Bharat Forge of the Kalyani group and HFCL.

While Saarloha has Arsenal J.S. Co of Bulgaria as its OEM (original equipment manufacturer) as its partner, EEL’s partner is MSM of Slovakia, and AAN Engineering’s partner is SFTE Spetstechno Export of Ukraine. The three companies have bid for the supply of 30mm HEI and HET.

EEL has also partnered with the Defence Research and Development Organization (DRDO) for the supply of 122 mm FR RKT. Other bidders for the 122 mm FR RKT include Mahindra Defence Systems Ltd, which has MSM of Slovakia as its OEM, HBL Power Systems Ltd of Malakpet, Hyderabad, Telangana State, which has EdePro of Belgrade, Serbia as its partner.

Premier Explosives Ltd of Secunderabad has partnered with Simmel Difesa Nexter Systems SA of France for the supply of BMCS HZ & LZ ammunition. The other bidder in this category is EEL, which has partnered with DRDO.

AAN, Bharat Forge and HFCL had bid for the supply of electronic fuses. The army has cancelled the bids for the 125mm FSAPDS, the sources said.

yes, s/c band devices in production.. significant for those specific radars, potential breakthrough ranges for surveillance and FCRs - ground based and AWACs type. x-band devices are a ways off as are the others, l-band etc. power density of 5w/mm is still around 4x that of GaAs. will be interesting to see if they are prototyping amy radars with homegrown GaN devices, but of course they wont talk about it.

The Army, Navy and AF need to partner with these entities in the private sector for AI related projects if they hope to get anywhere.

But I predicted they will stick with DRDO and other govt entities which will put India even further behind in the AI field.
With no market pressure to make leaps in innovation or deliver things on time, the outcome will be bad to terrible.

The military needs to start engaging the private sector NOW for projects in AI and not waste their time either by giving them the run around.

The Indian government has announced a plan to establish a second defence innovation centre in the city of Nashik in the western state of Maharashtra.

India’s Minister of State for Defence Subhash Bhamre announced on 12 June that the facility would be positioned to support local micro, small, and medium-sized enterprises (MSMEs) in developing products and services for the Indian armed forces.

He added that Nashik had been selected as the location for the innovation centre because of its large number of MSMEs that had capability to become integrated into the supply chains of equipment manufacturers based in the industrial zones of nearby Pune and Mumbai.

Reliance investing in India’s first carbon fibre unit.
Reliance Industries is investing in setting up India’s first carbon fibre manufacturing unit to cater to aerospace and defence needs, the company said in its annual report.

Reliance is developing new business verticals in the petrochemicals business to capture Rs30,000 crore composites market and has plans to produce graphene, enhanced plastics and elastomers, fibre reinforced composites which can replace steel.

“RIL is investing in India’s first and largest carbon fibre production line with its own technology—to cater to India’s aerospace and defence needs as well as the specialty industrial applications,” it said.

It had last year acquired the assets of Kemrock Industries to enter the composites business and is focusing on thermoset composites such as glass and carbon Fibre-Reinforced Polymers (FRPs).

“The ability to deliver exceptional strength (similar to or better than steel) at a significantly lower weight is a critical performance attribute of FRPs. Additionally, FRPs can withstand harsh weather, have a long life with minimal maintenance, are corrosion resistant and can be moulded into any shape,” it said.

Composites are used in a wide range of markets and applications: industrial, railways, renewable energy, defence and aerospace.

“RIL expects the newly launched Reliance Composites Solutions (RCS) business to be the No. 1 composites player in India,” the company said.

Anandan’s institute, funded by the entrepreneurs Romesh and Sunil Wadhwani, is among a string of emerging private, non-profit and government efforts to harness the power of AI to solve societal problems in India.

The focus is on areas such as agriculture, healthcare, education and infrastructure. There are also moves to channel global AI talent and resources to develop solutions that can benefit millions at the grassroot. And this month, India made its first steps in articulating what it wants to be in an AI-centric future.

A National Strategy
“Globally, no one is doing AI innovation for the social sector. India can lead here,” Anandan says. That’s indeed the overarching vision in the first major blueprint on AI that was released this month—a discussion paper from government think-tank NITI Aayog, titled National Strategy for Artificial Intelligence.

It pitches India as the AI “garage for the emerging and developing economies”. The focus will be on five key sectors— healthcare, agriculture, education, smart cities & infrastructure and smart mobility & transportation. The priorities are hard to argue with. India’s agriculture is notoriously inefficient, employing just under 50% of the population but contributing under 18% of the country’s gross domestic product.

DRDO's completed and ongoing programs list makes for really interesting reading. Few if any firms have such a structure where literally all their products are to be made to a firm requirement and then forced through extensive trials till they meet requirements and are inducted, making it a firm base for developing new products. With decent funding and even more accountability and integrated program management from the services, the now increasing participation from the private sector, the basis for their continued success is well set up.

Approval of RE 2017-18 & BE 2018-19 is still awaited.

On being asked about whether the budget provided is sufficient for the plans as
envisaged by DRDO , the Ministry in written reply submitted as under:- b]'The budget of DRDO has always been around 5-6% of the Defence Budget. Keeping aside pay and allowances and other non-salary revenue expenditure, each of which essentially keeps growing every year, the amount left for R&D activities is very less (~Rs. 9000 Crore). Of this, ~Rs. 5,000 Crore is for Strategic Schemes which is unavoidable expense because DRDO has the responsibility of design, development, operation and maintenance of these projects. Another ~Rs. 1,000
Crore is for our top priority CCS programs & ~Rs. 1,300 Crore is for essential non salary revenue expenditure, leaving only ~Rs. 1,400 Crore for S&T, TD and other MM projects. Since MM has higher priority, the quantum of funds left for TD/S&T is less than ~Rs. 500 Crore. This slab (TD/S&T) actually constitutes DRDO’s efforts in blue sky research and futuristic technology which ideally is the bed-rock for any R&D
organization. DRDO needs additional funds to take up projects in futuristic areas, significant/high-cost projects. Here quantum of funds substantially needs to be increased to about Rs. 3,000 Crore. CCS projects will require another Rs. 2,000 Crore as a number of new projects are on the anvil. Hence an additional Rs. 5,000 Crore is critically required for sustained R&D efforts/output'. [/b]

During the oral evidence, on the issue of additional budget, Secretary, Defence R&D submitted as under:-
'‘The Department is thankful to you for giving this enhanced Budget. In the consecutive two years in your Report you have requested for enhanced Budget. We could get a 20 per cent jump in our Budget with respect to last year. The increase in Budget is around Rs.2000 Crore in terms of capital and about Rs.200 Crore in the revenue. Though there is an increase, we have a small request in case it could be incded in the Report.
We have LCA Programme which is coming under grants-in-aid which requires funding. As of now, we have got the orders for about 123 aircraft and also Air Force is committed to take another 201 aircraft which means, Mark-II to be designed and developed, we are in the half way through. There are some expenditures involved. We request another Rs.800 Crore under grants-in-aid. If it could be provided we will be happy.

Likewise, we are also having some strategic programme for which we need at least Rs.500 Crore civil capital. Last but not the least, another Rs.500 Crore, if it is possible, is our requirement in the stores revenue. In total about Rs.1,800Crore we will be requesting.

Before I end, I once again thank you for the continued support because of which we got the enhanced amount. We had requested about Rs.4000 Crore and we could get at least Rs.2,500Crore. That is really good. Except this small change, in case it happens, we will be very comfortable”.

Further, Defence Secretary stated in this regard as given below:"
("Sir, with respect to the mention of Rupees One Lakh crore, the more the output generation, the better will be revenue generation, a part of which will be alloted to Defence, and further to Defence Research, thereby, making it a long, time-consuming process. Hence, the said fund of Rs. One Lakh crore is the not alloted instantly.)
In comparison to Defence funding in countries such as the US, Russia, and China, our Defence R&D spending is very less. As per published data, India funding 6% on Defence R&D of the Defence Budget whilst, USA and China are spending approximately 12% and 20%, respectively on Defence R&D as compared to their Defence Budget. Vibrant economy is possible only when both saving and spending go hand in hand. Spending the tax payers money wisely is as important as saving if not more for the stimulation of growth in Defence R&D capability.

On being asked about the new projects being formulated,the Ministry in its written replies submitted as under:
-‘“Major new projects being formulated and planned to be taken up by the technology groups in next few months are:

Aeronautics:
Ghatak Aircraft Programme, Multi Mission Maritime Aircraft (MMMA)
Programme, Aerostat Platform System for Surveillance Large Size (Prahari), Rotary
UAV for Snow Cover Evaluation, High Efficiency High Temperature Turbine, Land
Attack Cruise Missile.

Armament &Combat Engineering (ACE):
Universal Armoured Recovery & Repair Vehicle (UARRV), 600 HP Engine, Landing Gear for 3T class Unmanned Aerial

Naval System and Materials (NS&M):

2.9 The Ministry was asked to furnish the details of the projection for Twelfth Plan in
respect of Research and Development, the Ministry supplied the following information:

The Ministry was asked to furnish the reasons for decline, if any , in the allocation made on Research and Development to the total Defence Budget during the Twelfth Plan period and projects which have suffered due to reduced allocation, if any, the Ministry
supplied the following information:

“The budget of DRDO over the 12th FYP period has always been around 6% of the Defence Budget. Keeping aside pay and allowances and other non-salary revenue expenditure, each of which essentially keeps growing every year, the amount left for R&D activities during the last 3 years has been progressively decreasing (Rs. 9,742.94 Crore; 9,563.26 Crore and Rs. 8,830.08 Crore respectively). Of Rs. 8,830.08 Crore (allocated in2015-16); Rs. 5,200 Crore is for Strategic Schemes which is unavoidable expense because DRDO has the responsibility of design,
development, operation and maintenance of these projects. Another Rs. 930 Crore is for our top priority CCS programs &Rs. 1,314 Crore is for essential non salary revenue expenditure, leaving only Rs. 1,386.08 Crore for S&T, TD and other MM projects.

Since MM has higher priority, the quantum of funds left for TD/S&T is less than Rs. 500 Cr. This slab (TD/S&T) actually constitutes DRDO’s efforts in blue sky research and futuristic technology which ideally is the bed-rock for any R&D organization.

The above was also presented to Standing Committee of Parliament during Apr 2016.

Effect of reduced funding vis-à-vis projections will be reflected in delay in completion of project activities which will subsequently result in a time overrun in projects”.

“As per the available records, 1031 projects (excluding Special Schemes/TS/Build-up & short closed/stage closed/cancelled projects

In short, IIR seeker equipped SAM variants or A2G missiles are possible now. And we are on the way to making MMICs with GaN devices. MLPGMs available mean our SSMs & UAVs have more options.
