Chowgule, Denmark’s Tuco in pact to make advanced patrol boats in India.
Chowgule and Company Pvt. Ltd. (CCPL), a part of the Chowgule Group, has partnered Denmark’s Tuco Marine Group for manufacturing advanced patrol boats in India. The 16-metre-long patrol boats, designed as per Tuco Marine´s ProZero concept, will strengthen CCPL’s existing business of manufacturing composite fibre-reinforced plastic (FRP) boats, the firm said.
Besides catering to the domestic market, the company will also look at exporting the manufactured boats to South-East Asia and other regions.
“Our collaboration seeks to address the need for world class petrol boats, interceptors and work boats that are specifically designed for the use of police, coast guard and military,” said Ashok Chowgule, joint MD, Chowgule & Company.
“These work boats will enhance rescue and search operations in times of disaster relief and management,” he said adding that the company waned to build next-generation products in India for the world.
“The new ProZero boat employs top-of-the-line technology,” said Jonas Pedersen, co-founder, Tuco Marine Group.
He said the company has been meeting the needs of providing products to law enforcement officers and first responders with their work anywhere in the world from the Mediterranean to the Arctic regions.
The ProZero boats are built from lightweight materials that ensure high fuel efficiency, low emission of greenhouse gases, and minimal maintenance.
The hull is specially adapted for low drag to generate high speed and to minimise fuel consumption. Furthermore, it is anti-roll and has great course stability for performing high-speed missions. Due to its light weight and special hull, the boat can reach high speed even under full load, as per Tuco Marine.
The standard boat is equipped with Z-drives and a deep V-hull, which make it agile and seaworthy.
The ProZero patrol boat can be equipped with a variety of propulsion systems such as IPS, water jets, or surface drives. The efficient design of the boat is ideal for fast missions even under challenging weather conditions, and works equally well for extensive, long-drawn operations, as per Tuco Marine.

What ails the system?
The rules and regulations are there but the interpretation is lacking, this is due to lack of continuity of user and the nonuser rules the roost, as he knows the rules and the ways around the system. The poor bloke - Army Officer posted in the chair, is at the mercy of the Babu to hold his hand or guide him, both of which he does not do.
Lack of Initiative or Decision-making ability
The officers are afraid of putting the Pen to paper due to fear that a remark or signature may come to hound him a few years down the line when there is an audit/ complaint/ scam etc. They see the scam in every deal and thus avoid taking a decision. The Babu is only a Staff Officer and therefore not accountable and acts only as an adviser. This delays decision making till either it is too late or the officer gets posted out and the whole process starts all over again.
Bane of NCNC Trails/ Demo
The word NCNC- No Cost No Commitment, demo or trails are used as a stick to buy time and frustrate vendors. A large number of vendors are willing to demonstrate the equipment but the NCNC Trails just keep dragging on and on, the vendor bleeds funds in the trails/ demos and the life of the equipment being used in NCNC is practically written off in the trial/ demo.
Lowest Cost Bid
There exists a provision to give benefit to better technology and a suitable multiplication factor is to be incorporated when working the cost implications. However, this is yet to be exercised and it is always the L-1 (Lowest Bidder) who gets the contract despite offering the lowest grade of technology. Who is the loser- Indian Armed Forces.
Price Negotiations
The DPM is very clear that there will no or only a limited negotiation with the L-1 bidder but just to prove their negotiation skills there are multiple negotiating committees who want to beat the price down in every meeting. If you give the item free they will want two!! It should be realised that no vendor will give the items at lower than cost value, thus if the price is being beaten down it will only be at cost of the quality of product supplied.
Bench Marking
The benchmarking for the price should be done realistically, one cannot look at Amazon or Google and start doing the price benchmarking. Quality comes with a cost and if one wants superior product it should be benchmarked accordingly and not based on last procurement price which sometimes is as old as 5-7 years old or inputs from web portals.

Re: India's R&D in Defence DRDO, PSUs and Private Sector
https://pib.gov.in/PressReleasePage.aspx?PRID=1679349Secure communications are vital for defence and strategic agencies world over and distribution of encryption keys from time to time is an important requirement in this context. Sharing of keys over the air or wired links requires encryption, which in turn requires encryption keys to be pre-shared. Quantum based communication offers a robust solution to sharing the keys securely. Defence Research & Development Organisation (DRDO) undertook the project for development of this technology.
A milestone of this project was achieved today when DRDO developed Quantum Key Distribution (QKD) technology underwent trials in Hyderabad between two DRDO labs, DRDL and RCI, to show secure communication. Raksha Mantri Shri Rajnath Singh congratulated the DRDO team for successful demonstration of QKD communication.
The technology is developed by CAIR, Bengaluru and DYSL-QT, Mumbai. Quantum Communication using time-bin Quantum Key Distribution (QKD) scheme was performed under realistic conditions. The setup also demonstrated the validation of detection of a third party trying to gain knowledge of the communication. Quantum based security against eavesdropping was validated for the deployed system at over 12kms range and 10dB attenuation over fibre optic channel.
Continuous wave laser source was used to generate photons without depolarization effect. The timing accuracy employed in the setup was of the order of picoseconds. The Single photon avalanche detector (SPAD) recorded arrival of photons and key rate was achieved in the range of kbps with low Quantum bit error rate. Software was developed for data acquisition, time synchronization, post-processing, determining Quantum bit error rate and extracting other important parameters.
The work being done at DRDO will be used to enable start-ups and SMEs in the domain of Quantum information technologies. It will also serve to define standards and crypto policies that can leverage QKD system in a unified Cipher Policy Committee (CPC) framework for more secure and pragmatic key management for current and future military cryptographic systems.
I hope there are similar efforts in robotics and neurology research with some aided startups. There have been significant advancements in robots working as an integrated tool with people for lifting heavy weights. Also in understanding the circuitry of the human brain.

Story every public sector purchase... L1 is king... quality is not important at all. I have understood this and unless there is a clear understanding and exemplary punishment for not performing it is a race to the bottom, where cost become lower and lower and capability drops much much faster.
Rs 1 Cr Road is to be designed and executed for 1000 PCU/Hr (passenger car units/hr), however a bidder bidding Rs 80Lakh will make a road that will only allow 500PCU /Hr which superficially looks similar but has poor grade, poor water removal, poor smoothness etc. No one is can question him or her as the standards or outcome required is not part of tender.

Re: India's R&D in Defence DRDO, PSUs and Private Sector
DRDO demonstrates quantum communication between 2 labs.
The Defence Research and Development Organisation (DRDO) on Wednesday successfully demonstrated communication between its two labs using Quantum Key Distribution (QKD) technology, which is a 'robust' way to share encryption keys, said an official statement.
In the QKD technology, encryption keys are sent as qubits in a fibre optic cable. Quantum computing uses qubits as basic resources, similar to how bits are used as basic resources in classical computing.
The QKD is designed in a way that if an illegitimate entity tries to read the transmission, it will disturb the qubits -- which are encoded on photons -- and this will generate transmission errors, leading to legitimate end users being immediately informed.
'Secure communications are vital for defence and strategic agencies world over and distribution of encryption keys from time to time is an important requirement in this context Quantum based communication offers a robust solution to sharing the keys securely,' said an official statement.
Defence Minister Rajnath Singh congratulated the DRDO for successful demonstration of QKD-based communication between its two labs in Hyderabad, said the statement.
The Defence Research and Development Laboratory (DRDL) and The Research Centre Imarat (RCI) were the two labs that participated in this demonstration.
'Quantum Communication using the time-bin QKD scheme was performed under realistic conditions. The setup also demonstrated the validation of detection of a third party trying to gain knowledge of the communication,' the statement added.
Time-bin encoding is used to encode qubit on a photon.

They took a tweet and added fluff to make it look like an article.
Yes, there is a HYSIS program for hyperspectral imaging. Didn't understand why, when we enable multi-spectral imaging, the resolution goes down. Maybe someone more knowledgeable can explain
