L&T set to win EPC contract for new dry dock in Kochi.

Larsen & Toubro Ltd has emerged the lowest bidder in a tender issued by Cochin Shipyard Ltd (CSL) for the engineering, procurement and construction (EPC) contract of a new dry dock — the third in the state-run yard.

India’s biggest engineering and construction firm placed the lowest rate for the EPC contract, a Shipping Ministry official briefed on the tendering process said without disclosing the rate.

CSL had sold shares in an initial public offering (IPO) in August 2017 to part-fund a ₹2,769-crore expansion plan comprising the construction of a ₹1,799-crore dry dock at its yard and a ₹970-crore international ship repair facility next door, at Cochin Port Trust.

The company said its existing two dry docks permit building of ships up to 110,000 dead weight tonnage (dwt) and repairing of ships of up to 125,000 dwt.

“These limitations have restricted our ability to expand business by constructing larger vessels, for which we believe there is greater demand and on which we believe we can achieve better profit margins by increasing our annual output,” said Cochin Shipyard in documents filed with market regulator SEBI for the IPO.

The new dry dock will help CSL build very large ships such as capesize bulk carriers, general cargo ships, Aframax and Suezmax tankers, Panamax and post Panamax type container ships, LNG carriers, oil drilling rigs, semi-submersible rigs and better versions of aircraft carriers.

The new dry dock will be a ‘stepped’ dock with a length of 310 m (the existing dry docks have a length of 270 m each), width of 75 m at the wider part, width of 60 m at the narrower part and depth of 13 m with a draught of up to 9.5 m.

The stepped dock will enable longer vessels to fill the length of the dock, and wider, shorter vessels and rigs to be built or repaired at the wider part.

CSL had awarded Simplex Infrastructures Ltd the EPC contract for the new ship repair facility it is setting up at Cochin Port Trust.

OFB upgrades 130-mm field guns, eyes order from Army.

The Ordnance Factories Board (OFB) today said it had successfully upgraded the 130-mm field guns to 155 mm capability at its Nalanda facility in Bihar and was expecting an order for 300 such guns from the Army.

The Kolkata-headquartered State defence manufacturer had successfully completed the user evaluation of 130/155 mm "upgunning" and was likely to receive orders for the upgradation of 300 artillery guns from the Army, OFB Chairman S K Chourasia said.

"The cost of a new 155-mm artillery gun comes to around Rs 15 crore, while the upgradation has been done for just Rs one crore for each, thus saving the exchequer a lot of money," he told newspersons here.

The upgradation, involving the changing of the barrel, would mean an increase in the range of the field gun from around 27 kms to 36 kms, an OFB official explained.

Chourasia said the OFB-offered, 100-per cent indigenous solution had emerged successful against private competitors fielding imported equipment from leading global manufacturers in this field.

"We are likely to receive orders for the upgunning of 300 such 130-mm guns to 155-mm ones," the OFB chairman said. (If the upgrade can be done at just one crore a piece then why upgrade only 300? we have 800+ 130 MM guns, why not upgun them all to rationalize and save on logistics?)

OFB member (weapons, vehicles and equipment) Hari Mohan said the indigenous technological solution for upgunning the 130-mm field guns was achieved at the organisation's Nalanda facility and had emerged as the only acceptable offer to the armed forces' requirements.

Chourasia said research and development was being cultivated at the OFB's 13 ordnance development centres.

"With the assistance of premier academic institutions like the IITs at Mumbai, Kanpur and Kharagpur, the ordnance factories are not only upgrading the existing products, but also developing new weapon platforms," he added.

Flight tests were conducted with deliverable production equipment of the Indian Army and IAF demonstrating target interceptions at low altitude near boundary UAV and precision guided bomb SPICE 2000 earning the satisfaction of the users.

From the Parliamentary Committee report for 2018

OFB section:
Futuristic Infantry Combat Vehicle (FICV) : It will replace existing BMP-II. OFB has gone ahead with the development of this ‘Complex High Technology’ item after Integrated Project Management Team/ MoD conveyed that OFB to start Design & Development of FICV. OFB had participated in the EOI (Expression of Interest) issued by MoD for selecting Design Agency(s). Preliminary design has been completed. Development of sub-systems will be completed within a year and 1st prototype for internal evaluation is scheduled to be manufactured by December, 2019. Various varieties of its ammunition (i.e. 30mm Ammunition) are already manufactured by Ordnance Factories. OFB is further developing 30mm FSAPDS and 30mm PFFC ammunition to enhance the role of the weapon platform.

Electronic Fuzes for 155mm Ammunition: In house Tests & Trials of Electronic Point Detonating Fuzes have been done twice successfully and the same is now being offered for User Assisted Technical Trial.

1.Money available?
2. In case of post mod problems - the whole bunch will not be paralysed for inspection/replacement
3. It has to be done in batches because some will be sitting on the frontlines. The next batches would be years away
4. Maybe some do not need this mod because of the particular use they will be put to?
5. Maybe we have an inventory of 1 million rounds of 130 mm that needs to be used up - so can't get rid of all in one go?

Pune-based Force Motors signs JV with Rolls-Royce subsidiary to manufacture engines and gensets.
Force Motors, the Pune-based automotive company, is now ready to foray into the business of engine manufacturing in partnership with a Rolls-Royce subsidiary. The company today announced signing an agreement with MTU Friedrichshafen to domestically produce MTU's renowned 10 and 12-cylinder Series 1600 units with power outputs from 545 to 1050HP (400 to 800 KWm).

The new joint venture (JV) will be named 'Force MTU Power Systems Pvt. Ltd.', and Force Motors will hold 51 per cent of total equity shares while the remaining will be with MTU. The Germany-based arm of Rolls-Royce Power Systems AG is one of the leading manufacturers of large diesel engines, propulsion and drive systems for heavy applications such as rail, land, and defence vehicles along with marine applications.
This JV should in future offer the 1500+ HP unit for Arjun MBT. IIRC, DRDO is also trying to develop a 1500 HP engine to power the Arjuns.

Thanks Ramanaji. I tried to find more info about the Cummins engine and i got the link to BR discussion from 2011 the actual work started in 2008 but there is no engine yet :eek:

Godrej Aerospace expands tie-up with Rolls-Royce.
Godrej Aerospace, a unit of Godrej & Boyce, has expanded its partnership with aerospace major Rolls-Royce by bagging a Rs 200-crore contract which will involve the group investing Rs 50 crore in a new facility.

The company also announced the inauguration of a Rs 50-crore centre of excellence in the city today, which will further enhance its manufacturing capabilities in the aero engine industry, the company said in a statement.

Expanding its partnership, Rolls-Royce has awarded a Rs 200-crore (USD 30 million) contract to Godrej Aerospace, spread over the next five years, the company said.

"Under this contract, Godrej will manufacture unison rings, complex fabrication and external brackets which will supply as many as 600 different parts to the various Rolls-Royce civil aerospace engine portfolio," the statement said.

ISRO–BHEL Tie up for the Production of Space Grade Lithium-Ion Cells

ISRO has entered into a Technology Transfer Agreement (TTA) with Bharat Heavy Electricals Limited (BHEL), which is one of the country’s leading PSUs, to transfer the technology for the manufacture of space grade Li-Ion cells. The TTA was signed at ISRO Headquarters, Bengaluru yesterday in the presence of Dr. K. Sivan, Chairman, ISRO and Mr. Atul Sobti, Chairman & Managing Director, BHEL.

ISRO uses Li-Ion batteries as power sources for satellite and launch vehicle applications due to their high energy density, reliability and long cycle life. Vikram Sarabhai Space Centre (VSSC) of ISRO at Thiruvananthapuram has successfully developed the technology to produce space grade Li-ion cell, demonstrated the performance of the cell under various testing conditions and established its cycle life characteristics in accelerated mode. These cells are currently being used for various satellite and launch vehicle applications.

This Li-ion cell Technology Transfer will enable BHEL to produce space grade Li-Ion cells which can meet the country’s space programme requirements. This technology can also be adopted to cater to the Li-Ion cell requirement for other national needs.

Has max range of 40 Km's if fired from an angle of 45 Degrees. The Army has given order for 300 Guns (to be delivered in 4 years with first year delivery at 3 guns).

Excellent. Better than SOLTAM upgrade. R0km range when fired at 45 degree elevation. Weight 8245kg.

Barrel life 650 rounds. I like the sincere voice of that scientist from OFB, Kanpur. From his knowlledge could be partvof design team.

x posting.. Apparently, the UTTAM is a scaleable beam radar similar to the NORTHROP GRUMMAN SABR meaning it can be modified and upgraded (more TRMs increased range) to fit different platforms .. hugely significant for Indian military

GPS/Satellite Navigation is a universal navigation tool employed for a plethora of
purposes and by varied users. Aircraft/Helicopter/UAV navigation is one such application
which depends heavily on GPS/Satellite Navigation. Under normal flying conditions, GPS
signal is usually uninterrupted and the accuracy of the system is generally adequate.
However, GPS system has a few problems and the first one is that the system is owned
by a foreign government and therefore susceptible to political upheavals. Secondly, GPS
due factors like multi bounce, atmospheric effects, etc GPS signal gets corrupted and this
gives an erroneous navigation solution which may cause serious problems specially when
flying NOE (Nap Of Earth) or while flying around valleys in poor visibility conditions. It is
therefore important to device a mechanism which would assist in carrying out the
aforementioned tasks effectively even in a GPS denied environment.
Problem : Design a system which would ensure high navigation solution integrity even in
an environment with poor or no GPS/Satellite navigation signal. The system can either be
an independent sensor or may make use of existing self-contained systems
(Accelerometers, Gyros, Magnetometer, etc)

1.3. Location based tactical messaging collaboration platform:
Providing real time location of a group of troops on a single screen has many advantages.
The group of people can be member of an elite force who are infiltrating a terrorist/naxalite
location. Their real time location can provide them situational awareness and upper edge
in decision making. Text to Speech and Speech to text is an important requirement for
many of modern warfare applications.
Mobile based application can be developed that will help the troops to locate other
members of group in real time using GPS technology. Proposed architecture should also
provision exchange of real time multimedia streaming among the group members. Real
time marking/notification on the map will help other members to identify the treat and act
accordingly.

Apparently according to the committee (we've been through the standing committee report earlier in this thread) -
While going through the details submitted by the Ministry, the Committee noted that there are many projects which get closed following a few years of operation. This results in immense financial burden with no eventual fruitful results. Such wastage of exchequer’s money needs to be checked. Defence Research and Development Organisation, therefore, needs to undertake research oriented programmes with great concern and care. The Committee desire that at the initial stage itself, before the project is sanctioned, all the possible constraints and bottlenecks that are likely to arise need to be assessed with care.
Research & development projects should be a 100% success and there should never be a failed project ever. Don't know whether to laugh or cry.

The Committee desire that at the initial stage itself, before the project is sanctioned, all the possible constraints and bottlenecks that are likely to arise need to be assessed with care.
Research & development projects should be a 100% success and there should never be a failed project ever. Don't know whether to laugh or cry.
What can you expect from committee made up of politicians, most of which have no idea what they are doing there or even want to be there.

HAL to get Tejas key parts from private players.

State-owned defence manufacturer Hindustan Aeronautics Ltd is looking to significantly increase the involvement of private companies in manufacturing Tejas combat jets even as readies for an additional order for about 200 units of the latest Tejas model, government officials said. Hindustan Aeronautics Ltd (HAL) has already roped in private players including L&T to make key components for 123 Tejas Mark 1 and 1A light combat aircraft (LCAs) that it is building for Indian Air Force (IAF).

In the long run, HAL plans to play the role of a system integrator with private firms doing most of the manufacturing, the sources said.

With the private sector participation, HAL’s per year production capacity of Tejas is expected to scale up to 24, officials said. Out of 123 combat jets the company is making for IAF, 40 are Mark 1 version and the remaining 83 are Mark 1A version. In the case of the 83 Tejas Mark 1A jets, HAL intends to make use of L&T’s capabilities for making wings of the aircraft, while Dynamatic Technologies Ltd is expected to make the front fuselage, or main body, VEM Technologies the centre fuselage and Alpha Doca would make the rear fuselage, officials said. “We have placed orders (for the 83 Tejas) with these firms, who will make the parts and if they are successful the parts will be integrated,” one of the sources said.

HAL will work with the private sector to make components for the 40 Mark 1jets as well. “This will ensure that the private sector becomes tier 1 suppliers and can ramp up their supply chain,” the person said. HAL is also looking at bringing the private sector to work on Tejas Mark 2 version. “This will be a game changer for the private sector. In this, HAL is looking at being a systems integrator, while the private firms will be the manufacturers. This will increase production,” one of the sources said.

IAF wants to induct 201 Mark 2 Tejas jets, which will have additional capabilities such as better range than the Mark 1and 1A. “The Mark 2 will have qualities like the Gripen and Mirage fighters and will be called Medium Combat Aircraft instead of LCA”one of the officials said. The order for Mark 2 will be placed once HAL understands what all capabilities IAF wants in the aircraft.

Operators flock to HAL for 1st made-in-India civil plane.

This is one make-in-India project that promises to take off soon. A number of small regional flight operators are approaching Hindustan Aeronautics Ltd (HAL) for the first made-in-India passenger aircraft - the Dornier 228. This plane was till now made for defence forces and was recently certified for civil use, given the 19-seater's suitability for operating short routes under Modi government's ambitious regional connectivity UDAN scheme.

"The list price of this aircraft is Rs 50-55 crore. On a daily basis we are getting queries from small RCS operators (not big airlines like IndiGo, Jet or SpiceJet which use bigger turboprops). We are in final stages of discussion with them and expect firm orders soon. We have asked the government to give us tax relief for the 100 Dornier made for civil use so that we can achieve economies of scale and are able to lower the price of this plane.

We have also asked the aviation ministry to push this make-in-India project," said a senior HAL official. Some special incentives may be given to operators using this plane to promote this make-in-India project.

HAL currently has a capacity to assemble 12 Dornier 228 at its Kanpur facility and can up to double the number of planes churned out as per demand. However, regional operators are facing one issue with the desi passenger plane. "India as of now does not have companies providing sale and lease back (SLB) for planes. Our airlines do SLB for their planes which makes it viable for them to induct planes. Many people approaching us want to take the SLB route. We have approached Indian banks to start this facility," the HAL official said.

Hmmm. The Saras is slated to be priced at 40-45 million. If NAL can do that, it will be really impressive!
