As per SOP, all and sundry should be informed.

Hypothetically if it is sensitive like arms transfer or terror boat and If an intel is about two terror boats - which force should go and how many ships should go - make an educated guess.

How many ships are required to chase the boats? How many ships are required to cordon the area to trap them? You can make an educated guess.

We are forgetting a fundamental.If the boat contained "innocent" fishermen going about their livelihood catching fish,they would not have tried to escape. They would've been stopped and searched by any of our CG vessels ,been cleared of being terror agents and the CG vessel would've gone on its way. There appear to be intel inputs which confirmed that the crew and cargo were suspicious. The chase,etc. not only indicates that the boat was carrying contraband (which is usually thrown aboard if detected),but failed to do so .Thus the CG had no other alt. but to sink the vessel. Rules of engagement off the Indian coastline should be in the nation's interest first.Suspicious vessels that do not allow themselves to be inspected and try to flee deserve to be sunk. The GOI/MOD cannot take any further risk in letting another 26/11 take place.

I always keep referring to the first post because the initial reaction must have been based on the initial intelligence. So the response should be judged in relation to that and not what was later understood in light of the ill-fated boat/crew actions.

Does the SOP *mandate* IN deployment or at least a IN lead investigation in case intelligence speaks of *illicit* transaction?

They were probably targeting someone important during the Naval base inauguration at Porbandar or the Pravasi Bharatiya Divas starting on January 7," the official told ET. 'Why Would Smugglers Commit Suicide?' Defence Minister on Pakistan Boat
Defence Minister Manohar Parrikar said this morning that the men on the Pakistan vessel which blew up after being intercepted off the Gujarat coast last week were "suspected terrorists...mainly because they committed suicide." Smugglers, he said responding to questions, would not have killed themselves when challenged.

The minister said the vessel had been under air surveillance for more than 12 hours and also said in an answer to another question that "There was another boat but it was in international waters on the other side."

"I think they were suspected terrorists as they committed suicide, a normal boat even carrying drugs can surrender," the defence minister[/b] said, adding that the Indian coast guard had "done the right job at the right time based on intelligence inputs."

The minister's comments to reporters come amid speculation that the vessel was a fishing boat or even one that was carrying smugglers with contraband goods and not one being used by terrorists.

"I will not be a part of speculation," Mr Parrikar said firmly, dismissing such reports.

"The location was not the normal sea route for fishing boats; even the smugglers normally take the busy route so that they can mingle with boats. This was an isolated location," the defence minister said.

Smugglers, he said, "do not keep in touch with maritime the Pakistan maritime authorities. And why would smugglers commit suicide."

The Indian Coast Guard has said that on December 31, the Pakistani boat blew itself up about 365 km off the coast of Gujarat's Porbandar after many warnings that it ignored and a "hot pursuit."

Intelligence agencies had reportedly picked up phone intercepts from the boat near Karachi about "expensive cargo" to be delivered near India. Another intercept revealed that those who were to receive the cargo "had been paid and were ready."

The Coast Guard said suspicions were raised about the identity of the crew, as they did not look like fishermen and carried no nets. The maritime law enforcement agency has emphasised that it followed standard operating procedure while intercepting the boat.
Would you believe it!, the DM still *thinks* that the folks on the boat where *suspected* terrorist because *they committed suicide*. That is an admission by the GOI that it did NOT know then that this was a terror/arms/explosive smuggling operation prior to the inexplicable actions of the crew on board the fishing boat. He is clearly speculating based on their actions even though he claims otherwise.

Therefore, the response of the forces should always be judged in light of the initial intelligence which was with regards to a *fishing boat* carrying *illicit* and *expensive* cargo.

The question that I keep asking myself is does the IN get deployed *every time* to hunt down *illicit*,*expensive cargo* carrying *fishing boats*? Is that the SOP? If not then which SOP was breached in sending the CG to investigate hanji?

SOP is all good and dandy. But, in an emergent situation, we use whatever we have handy. I still do not get it. What are people, who are finding fault with the boat issue, trying to prove? That the GoI is lying, that the CG is lying? Those in the destroyed boat were certainly not 'nice' people or fishermen from Pakistan. Or, is that even the bone of contention, that they were indeed 'nice' people and we killed innocents? Pakistan has denied its boats were involved. No other country has so far complained either. If they are pirates from Somalia, well and good; we have one less boat and a few less pirates to contend with. Or, is it that some Indians are overcome with extreme emotions of human rights in this issue? I am unable to feel the pulse. Anybody who is offended by GoI's action must spell his/her stance clearly.

On my part, I am not devastated by the killing of Pakistanis, whether they were terrorists or smugglers. I am also least bothered by the means employed by the GoI/CG. Of course, I do understand that I may not measure up to the lofty ideals of a human being in the books of some.

The Chaophraya Dialogue, a Track II engagement between Pakistan and India, organised jointly by the Jinnah Institute (JI) and the Australia India Institute (AII), was held in Krabi, Thailand, from Dec 8-9.

Pakistan's denial that its boat was involved at all is a straight giveaway, IMHO. At Kargil, they refused to accept bodies of their dead soldiers claiming that the PA was not involved. In 26/11, they refused to accept bodies of the 9 dead terrorists, claiming they were not Pakistanis.

Now if the Indian Express talked of this event as an effort to smuggle illicit opium based narcotics, forged Indian currency notes or the polio virus, its claim may have been given a more serious consideration. Needless to add smuggling in terrorists, arms and ammunition are the other mainstays that deserve serious consideration though that would destroy the Indian Expresses contention :wink: .

Hear hear my fellow countrymen doubts have started to Intensify in furrin lands. No mention is made of the doubts on the doubt. After a while the doubts (Raised by the ghee-less cretin) will solidify and even the *Taliban* will quote Times report. So the ghee-less cretin quotes bakis and Sam quotes the cretin and in future the bakis will gleefully quote Sam.

After the Sams of this world like Times, NYT, WaPO, Al-G, USSD, HRW, AI, etc lend their aura to this *motivated\false* narrative it will be impossible to counter it. Even many Indians who would normally suspect the cretin's narrative will accept Sam's version without questions.

The Indian authorities claim that intercepted wireless communications show the Pakistani boat, which sank about 365 km away from India’s west coast on Jan. 1, to be working with an unidentified vessel nearby and coordinating with a contact in Pakistan as well as the MSA.

A statement from India’s Defense Ministry then stated that the four people on board the boat attempted to outrun the coast guard for over an hour, following which they hid under the deck and set fire to the boat, resulting in an explosion.

Ulta chor kotwaal ko daante! Pakis can not decide whether to release miya lakhvi a pure terrorist or not, but when has anything ever stopped pakis kidnapping Indian fishermen?

There is however no washing hands off this kidnapping, as pakis have very openly claimed it so.

So if a boat from heaven, with terrorists drugs explosives aboard, explodes in the Indian ocean then pakis will just kidnap Indian fishermen.

We need to ask some tough question to sponsors of pakistan, which in turn is sponsor of terrorism, whether they enjoy such situations at the expense of Indian fishermen and whether boats from heaven (with terrorists drugs explosives) are going to prove anything against clean chit to pakis.

We need to ask some tough question to sponsors of pakistan, which in turn is sponsor of terrorism, whether they enjoy such situations at the expense of Indian fishermen and whether boats from heaven (with terrorists drugs explosives) are going to prove anything against clean chit to pakis.
Naive to think the sponsors don't know at present. And yes, they may very well 'enjoy' it. so what? Q is what are we gonna do about it?

The only SOP that was violated was the SOP of keeping these journos in the loop. Hence the heartburn.

Perhaps the boat was carrying a novel explosive device unknown yet to the Indian security agencies or a really high value target. Either way cargo which could not be compromised to the Indian state. So the handlers in Pakistan ordered the boat to destroy itself rather than get caught.

best part: since people are questioning there questioning :) of the issue so we are becoming like Pakistan. Now could some one explain to them that issues related to National security are NOT something which are debated the very next day of the incident and that they have NOT done something great for the country that every one owe them an explanation for everything.
No one needs an approval from them and if they have so much of a problem with the current handling of the security issue and not taking approval from them or not providing them the inside story just GET LOST

A country can pursue a ship and take an action even if it is in international waters. There are specific provisions for this in international conventions.

Yes but the boat blew up on way from land of pure pakistaniyat to India. Meaning cartels sell their wares in India which no one seems to know till now. How can this happen suddenly and who all are doing drugs/fuel smuggling till now.

India has provided press as much freedom as possible to question its own actions and agendas. Unlike other countries, Indian press continues to question the Indian Armed forces as well which is the way it should be. In countries like UK or USA, the press is hand in gloves with the ruling government with respect to foreign policy and national interests. So it is refreshing that Indian press does not always sing along with the ruling government. We do not want press to rubber-stamp India's foreign policies.

Having said the above, it is illuminating to observe the likes of Praveen Swami, immediately doubting the 'official version'. Press should have the freedom to question the 'official version' and 'authorities' and aim for truth within some boundaries of commonsense and national security. These journalists could not even wait for 3-4 days before 'doubting'. These journalists could have asked for more information without having to 'question' the government and under the umbrella of commonsense/national security. It makes journalistic sense, only if the GoI acted fishy. Doubting right at the onset could only indicate bias and deeper nefarious intentions.

Congress is going to be the minority opposition party, and oppose anything GoI does now. Modi is doing the right thing by ignoring them. However, the press when it enjoys the 'right' to question, should understand it has 'responsibilities' with those rights. It is heartening that it is only a very few journalists are making a fool out of themselves. The reason I call them fools is because they do not seem to apply commonsense to this issue. It will be interesting to know what they expected ICG to do with the situation that presented during this episode.

Sir, your Chai- Samosa reminds me of one occasion I took some (approx 20) minor* journos to an encounter scene. The place was laid out well by the IA - the dead jeehardis, captured arms, equipment and money, a briefing podium for the Brigadier and of course Chai Samosa (not far from each other) .

The moment we landed there, not one, I repeat not one person headed for the anything other than Chai, Samosa. This when we had departed 'base' after sumptuous lunch and it was just 40 mins. flt time.

*minor because I had never heard of anyone of them before or since.

It appears that an "editorial decision" was made, and then all the discussion/analysis is done with that in mind. Not very journalistic.

As far as the drugs go, it must be easier to push through land no? How is Punjab getting its drugs from? What is happening in Punjab is a drug war-fare conducted by Pakistan.

Exactly. If the boat only had drugs and no terrorists/explosives; where was the boat going to? Some people are not about to get their drugs and smugglers/cartels are not about to get their drug quotas for the moment.

The same should also happen on the Punjab border. Have a go at them and ask questions later.

Minister of State for Home (Urban) Arif Naseem Khan is facing fresh controversy for his alleged links with the underworld.

Sena MP Mohan Rawle has written to the state government giving details of calls allegedly made between Khan and a Dawood aide on the morning of the Mumbai terror attacks.

Rawle claims to have acquired Khan’s phone records from the phone company. In his letter to the state, he alleges that Khan, a Congress MLA from Kurla, made and received at least 150 calls to and from Asif Dadhi since November 26. “The calls were made and received on a cellphone number acquired by Dadhi’s wife Reshma,” he said.

Were Dawood and you friends, Supreme Court asks Sanjay Dutt
Actor Sanjay Dutt was asked by the Supreme Court today about the extent of his contact with underworld don Dawood Ibrahim, wanted in India for the 1993 terror attack in Mumbai. 277 people were killed and more than 700 injured in 13 blasts across the city.

Mr Dutt was not in court today. His lawyer, Harish Salve, said that the actor had attended a dinner in Dubai hosted by Dawood before the Mumbai terror attack.

"I have only attended a dinner at Dawood's house along with two film producers which was before the blast. Other than that I do not have any relationship," said Mr Salve on behalf of the Bollywood star.

In 1993, after the blasts, Mr Dutt was arrested when he returned to Mumbai from a film shoot in Mauritius. He spent 18 months in jail before being granted conditional bail. The CBI said that before the attack, Dawood's gang members had delivered AK-56 rifles, a 9 mm pistol and grenades to his home, and that he returned these a few days later, but kept one AK-56. The investigating agency had said that the weapons given to Mr Dutt were part of the stockpile used for the Mumbai blasts.

In 2007, Mr Dutt was convicted by a Special Terrorist and Disruptive Activities Act (TADA) court of illegally possessing a 9 mm pistol and an AK-56 rifle but was acquitted of more serious charges under the now defunct TADA law. The CBI did not challenge the acquittal. The actor was sentenced to six years jail term. He then appealed to the Supreme Court challenging his conviction, and was granted bail.

Mr Dutt's lawyer told the Supreme Court that he had been given three rifles because his family had been receiving threatening phone calls after the demolition of the Babri Masjid a few months earlier. Mr Dutt's father, Sunil, once a famous actor was a respected Congress MP in Mumbai at the time.

Mr Salve said that Mr Dutt immediately returned two of the rifles and the grenades given to him. He also asked for the AK56 that he had kept with him to be destroyed. Mr Salve said that the actor's pistol had been acquired before the blasts.

Did Rajeev Shukla meet Dawood Ibrahim when he was in Pakistan?

Mumbai: Bharip Bahujan Mahasangh chief Prakash Ambedkar on Monday alleged that Union minister Rajeev Shukla had met India's 'Enemy Number One' in Pakistan on April 5, 2004, and discussed important security issues with him.

Ambedkar produced a two-page document, which he claims was an internal report of the external affairs ministry, to corroborate his allegation. Though Ambedkar didn’t specify who 'Enemy Number One' mentioned in the said report was, it is well known that Indian security agencies use the phrase to refer to Dawood Ibrahim. Shukla, however, rubbished the allegations.

As per the alleged confidential report, Shukla was part of the BCCI delegation that accompanied the Indian cricket team on the tour of Pakistan in 2004. The document has details of Shukla’s alleged meeting with 'Enemy Number One' in Lahore, at the farm house of Atikur Rehman, who is said to be an ISI operative and close associate of 'Enemy Number One'. Bharip Bahujan Mahasangh chief Prakash Ambedkar on Monday produced the alleged internal report of the ministry of external affairs’s 'G' Desk to corroborate his allegation, which states that Union minister Rajeev Shukla’s activities and movements were under the scanner when he travelled to Pakistan in 2004 as a BCCI delegate with the Indian cricket team, which went to play an ODI series with Pakistan at Gaddafi Stadium.

The document produced by Ambedkar states, “Mr Shukla was at the stadium with the cricket team till lunch and slipped away from the stadium around 2.30 pm. He went to the farmhouse of Major Rehman, where ‘Enemy Number One’ was already present. Mr Shukla even handed some documents to ‘Enemy Number One’ and some copies of correspondence between Mr Shukla and the PMO was part of the said documents.” An Indian agent codenamed FAE-31 was also present at the meeting and he later sent a detailed report to the MEA.

According to FAE-31, Shukla told 'Enemy Number One' that only four RAW officers were posted in an Indian mission to snoop on underworld dons and hawala racketeers based in Pakistan. Shukla also said that “he had written a three-page letter to the Prime Minister and made a pointed reference to RAW’s non-planned expenditure having mounted to Rs 100 crores and said that the agency presence in Pakistan is less than half of its sanctioned strength.

“He also told ‘Enemy Number One’ that to curb and control RAW’s operation in Pakistan he had demanded the institution of a Cabinet committee or a high-powered panel under the Cabinet Secretary to suggest its revamp,” the document states With regard to the confidential documents, Mr Ambedkar demanded that Prime Minister Manmohan Singh clarify whether Mr Shukla was authorised to meet the Pakistani military establishment.

Responding to these allegations, Shukla said the report on the basis of which the allegations are being made is fake and bogus.

“It’s a five-year-old allegation and he has been repeating it over and over again. There is no basis to his allegations. The documents, which he claims to have with him, are fake and bogus. It’s nonsense,” said Shukla.
Dawood Ibrahim could have been killed, but his friends in Congress saved him?
NEW DELHI: Gangster and terrorist Dawood Ibrahim is often reported to have close friends in Congress and NCP (Nationalist Congress Party), even though both the parties deny any such relationship.

Only last year, Deccan Chronicle reported that senior Congress leader Rajeev Shukla had met Dawood Ibrahim in Pakistan in 2004 i.e. after the Mumbai serial blasts orchestrated by him.

Earlier Sushil Kumar Shinde, another senior Congress leader and Home Minister in the Manmohan Singh government, was accused by former Home Secretary RP Singh of helping a businessman close to Dawood.

NCP chief Sharad Pawar too has been accused of having links with Dawood Ibrahim, which he denies.

But the latest revelations are most shocking.

News channel IBN7 claims that the Indian intelligence agency RAW (Research & Analysis Wing), in association with security agencies of Israel like Mossad, had finalized a plan to kill Dawood Ibrahim, but the plan was aborted.

As per IBN7, even the date to kill Dawood was finalized – September 13, 2013.

The operation was to take place in Karachi in Pakistan, where Dawood is reported to be staying. Dawood’s daily movements were noted and analyzed and the group, called “Super Boys”, had even finalized the spot where Dawood would be killed.

Apparently, at least nine commandos had taken positions and were ready to kill the Enemy no. 1 of India, but minutes before they were to strike, someone ordered them to abort the operation.

The IBN7 report doesn’t clarify who made this phone call, but it is clear that the phone call was either made or directed by someone having top level contacts and authority in the government of that time.

And it was UPA government at that time. So was Dawood saved thanks to his old friendships? We hope not!
Shinde stopped cops from questioning man with Dawood links, ex-home secretary RK Singh says
NEW DELHI: Former Union home secretary RK Singh, who recently joined BJP, alleged on Monday that home minister Sushilkumar Shinde had interfered in the probe into betting scam in IPL and prevented Delhi Police from questioning a businessman with "shady" reputation.

In his interview to TV channels, Singh used the shoulder of former Delhi Police commissioner Neeraj Kumar to fire at Shinde claiming that "slips used to reach Delhi Police chief quite often asking about posting some people as station house officers".

"These were not a few postings but in large number of police stations," he told the channels.

"I don't know whether money used to exchange hands but Delhi Police commissioner told me that numerous slips used to come from his residence ... you don't make large number of recommendations ... the postings as SHO's has a vigilance angle to it," he said.

He claimed Delhi Police was stopped by Shinde from questioning a Mumbai-based businessman, who is said to have "some kind of links" with Dawood Ibrahim, in connection with the betting in Indian Premier League, a T-20 cricket tournament.

Shinde and Kumar were not immediately available for comments.

BJP, RSS behind Samjhauta blasts: Indian minister
NEW DELHI: Indian Home Minister Sushil Kumar Shinde accused the main opposition Bharatiya Janata Party (BJP) and its ideological mentor the Rashtriya Swayamsewak Sangh (RSS) on Sunday of promoting Hindu terrorism, which in turn was responsible for the fatal bombings of the Samjhauta Express among other Muslim targets.

Mr Shinde was quoted by The Hindu on its website as telling Congress party delegates in Jaipur that the government was keeping a strict vigil on the terror activities of the two organisations.

Addressing the party session on the final day of the brainstorming conclave, where Congress scion Rahul Gandhi was given the second highest party post after party president Sonia Gandhi, Mr Shinde said investigations revealed that the BJP and the RSS were conducting training camps to spread terrorism. “We have to take these facts seriously and remain alert.”

Mr Shinde’s unusually strident stance against “Hindu terror” echoed the WikiLeaks revelation in which Mr Gandhi was heard as complaining to the then US ambassador about the threat to India from the saffron surge.

The Home Minister said the BJP and the RSS were behind the blasts aboard the Pakistan-bound Samjhauta Express, in Hyderabad’s Mecca Masjid and the Malegaon mosque in Maharashtra. Both blamed the minority community for the crime, he said.

Mr Shinde’s remarks drew an angry reaction from the BJP, which demanded an unconditional apology, but Congress leaders attending the conclave defended him and said rightwing terrorism was a reality in the country.

Congress president Sonia Gandhi refrained from naming the BJP but in an indirect reference to it, she announced her party’s commitment to protect the country’s “emotional unity”. She said the Congress would always fight the ideologies and forces which challenged the nation’s unity and integrity and wanted to polarise and divide society.

But several other speakers named the BJP, attacking its “divisive policies” and claiming that it did not represent the vast majority of people.

Finding himself at the centre of the controversy, Mr Shinde later told reporters that he had referred to “saffron terrorism”, which was nothing new and appeared in newspapers several times in the past.

Congress general secretary Digvijay Singh, the former Union Minister, Mani Shankar Aiyar, and Union Minister Rajeev Shukla defended Mr Shinde, saying there was enough evidence of RSS-backed terrorism, The Hindu report said.
