India, Russia Kick Off Joint Military Exercise

India and Russia kicked off the 11th iteration of their bilateral military exercise, designated Indra-2019, at a military training ground in the northern Indian state of Uttar Pradesh on December 11, according to the Indian Ministry of Defense (MoD). The exercise will be simultaneously conducted in Uttar Pradesh, Goa, a state on the southwestern coast of India, and in the western Indian state of Maharashtra. Indra-2019 is expected to run through December 21.

The exercise will include air, ground, and sea elements from both countries. “Company sized mechanized contingents, fighter and transport aircraft and ships of respective services of both the countries are taking part in the exercise,” the MoD said a statement. “The aim of [the] exercise is joint training of troops in counter terrorism operations under the United Nations mandate.” The land component of the exercise will reportedly involve eight tactical episodes with the Indian Army providing around 20 combat vehicles, including tanks and infantry fighting vehicles, to the Russian forces.

Opening ceremonies were also held in the port of Marmagao and at an air force base in Pune earlier today to mark the beginning of the air and naval components of Indra-2019. The joint naval drills will be held in two phases in Marmagao and off the coast of Goa. The harbor phase will last until December 15 followed by the sea phase conducted in the Arabian Sea from December 16 to 19.

Indian military assets participating in the naval drills include INS Aditya, a replenishment and repair ship, the Teg-class frigate INS Tarkash, the current mainstay of Indian naval aviation, Russian-made MiG-29K Fulcrum fighter jets, and Boeing P-8I Neptune advanced maritime patrol/anti-submarine warfare (ASW) aircraft.

The Russian Navy has dispatched the Neustrashimy-class frigate Yaroslav Mudry, the tanker Yelnya and seagoing tug Viktor Konetsky. The Russian task force, part of the Russian Navy’s Baltic Fleet, headed from the Baltic to the Indian Ocean to participate in Indra-2019 in the fall. According to the Russian Pacific Fleet, over 700 servicemen are participating in the exercise. The press office of Russia’s Eastern Military District said that over 40 aircraft will be dispatched to India for the duration of the drills including 15 fighter aircraft.

“As part of the exercise, important lectures, demonstrations and drills related to counter terrorism operations will be conducted,” according to the Indian MoD. “Both the countries will also share their valuable experience in countering such situations and refine drills and procedures for joint operations.” Indra-2019 “will culminate with a 72 hours validation phase which will test the skills of soldiers, sailors and airmen in conducting joint operations in a counter terrorism scenario,” the MoD added.

Indra was initially designed as a bilateral naval exercise and transformed into a triservice drill in 2018. The land component of the exercise that year also took place in Uttar Pradesh, while the navies conducted their joint drills in the Bay of Bengal.
ships and fighter jets for counter terrorism.. i get it entire TSPA is terrorist..but has the old diplomatic cliche of ..it is not directed against any specific country gone out of fashion???

Previously in October last year, the army carried out Exercise ‘Him Vijay’ to test its new war-fighting concept of Integrated Battle Groups (IBG) in mountain warfare under the 17 Corps in Arunachal Pradesh. An IBG, which has a varying mix of infantry, tanks, artillery, air defence, signals and logistics, is part of the army’s plan to restructure itself to meet emerging challenges. Army Chief General Manoj Mukund Naravane had earlier said that the initial report of Him Vijay was “encouraging,'' adding that a lesson learnt was the need for better communications

A few interesting points, worth reading but the one I want to highlight is this quote

I'd be really surprised if mig29ks are going to be landing and taking off on the Nimitz and vice versa for the superhornet and Hawkeye on stobar Vikramaditya.

Touch and go's instead ?

Or just co-ordination and a bit of mispeak/misquote..?

What do you mean by "signatures of our aircraft and submarines"? If you mean radar / sonar signatures (i.e. how a foreign radar / sonar system will "see" your vehicle) then there is no way to "protect" that i.e. keep it secret. The Mig-29 and the F/A-18 are widely-used and widely-seen/tracked aircraft all over the world. Every half-decent professional Air Force in the world knows what these platforms look like on radar. There's nothing to "protect" there.

OTOH if you mean how do we keep our radar transmit parameters (freq, PRF, PW etc.) secret, the answer is by simply not using the most secret transmit modes during exercises, or anywhere in peace time except when IAF can guarantee no one else is listening. You may perhaps recall that Su-30 MKIs only used their radars in "training mode" during all military exercises with foreign countries. This has been widely written about in the Indian press.

KaranM or someone like him can probably comment on this if he wishes.

P.S. The advantage of using training mode is not that it hides you from an enemy's radar (i.e. he is transmitting at you and receiving your echos) but that it hides your real non-training modes (hopefully) from an enemy's passive/active EW and passive ESM. Obviously, this matters in times of war or impending war (like the Balakot situation).

Scorpeone sub to debut as second phase of Malabar exercise begins today - Ajai Shukla, Business Standard
Signalling the growing prominence of the Indian Ocean region in the security calculus of the four Quadrilateral (Quad) member-countries, their navies will conduct the second phase of joint Exercise Malabar 2020 from Tuesday to Friday in the Northern Arabian Sea.

The first phase was conducted in the Bay of Bengal from November 3 to 6. This is the first time that Exercise Malabar will be conducted off India’s eastern as well as western seaboards in the same year.

“Taking forward the synergy achieved in the recently concluded Phase 1 of Exercise Malabar 2020, which was conducted in the Bay of Bengal from November 3 to 6, this phase will involve coordinated operations of increasing complexity between the navies of Australia, India, Japan and the United States,” stated a Ministry of Defence (MoD) release on Monday.

After a relatively low-key first phase, the second phase will see the muscular participation of two aircraft carrier battle groups — centred on the US Navy’s strike carrier, USS Nimitz; and the Indian Navy’s lone carrier, INS Vikramaditya.

For the first time in a joint exercise with foreign partners, India will field its latest Scorpene submarine, INS Khanderi, which was commissioned in September 2019. The Navy’s willingness to expose this frontline platform to intensive monitoring by all participants in the exercise denotes a high level of mutual trust.

Besides INS Vikramaditya and INS Khanderi, the Indian Navy will also field two indigenous destroyers, INS Kolkata and INS Chennai, a frigate, INS Talwar, and a Fleet Support Ship, INS Deepak. The air complement will include each ship’s integral helicopters and P-8I maritime reconnaissance aircraft.

From the US Navy, the aircraft carrier Nimitz will be accompanied by a cruiser, USS Princeton and a destroyer USS Sterett. In addition, US Navy P-8A maritime reconnaissance aircraft will also participate.

Australia will participate with the frigate HMAS Ballarat, while Japan will field a destroyer, Japan Maritime Self Defence Ship (JMSDF) Onami.

The four-day exercise will see the participants rehearsing "high intensity naval operations… of increasing complexity,” stated the MoD. “These include cross-deck flying operations and advanced air defence exercises by MIG 29K fighters of INS Vikramaditya and F-18 fighters and E2C Hawkeye from USS Nimitz.”

In its essentials, that will involve coordinating ways of controlling airspace. The E2C Hawkeye airborne early warning (AEW) aircraft, flying from USS Nimitz, would be used for detecting over-the-horizon enemy airborne threats. The information would then be passed onto Indian Navy MiG-29K and US Navy F-18E/F Super Hornet fighters, which would attack and destroy the enemy aircraft. “In addition, advanced surface and anti-submarine warfare exercises, seamanship evolutions and weapon firings will also be undertaken to further enhance inter-operability and synergy between the four friendly navies,” said the MoD.

Cooperation between the navies is also enhanced through logistics agreements that India has signed with the other participating countries and through a communications security pact and geo-spatial cooperation agreement that New Delhi has signed with Washington.

For the Indian Navy, the exercise provides a valuable opportunity to learn aircraft carrier and anti-submarine operations from the US Navy, which is the acknowledged world leader in these fields.

At the political level, a quadrilateral Exercise Malabar powerfully signals the emergence of resistance to China’s growing assertiveness. The bilateral US-India joint exercise that first began in 1992 became a trilateral exercise when Japan joined in 2015, and a quadrilateral exercise with Australia joining this year.

“The 24th edition of Malabar, which is being presently undertaken, highlights enhanced convergence of views amongst the four vibrant democracies on maritime issues, and showcases their commitment to an open, inclusive Indo-Pacific and a rules-based international order,” stated the MoD.

Sea Dragon 2021, centers on anti-submarine warfare (ASW) training and excellence to include 125 hours of in-flight training ranging from tracking simulated targets to the final problem of finding and tracking USS Chicago (SSN 721), a U.S. Navy Los Angeles-class nuclear submarine. During classroom training sessions, pilots and flight officers from all countries will build plans and discuss incorporating tactics, capabilities and equipment for their respective nations into the exercise.

Each exercise is graded, and the nation scoring the highest total points will receive the coveted Dragon Belt award. The belt was formally introduced last year when awarded to the Royal New Zealand Air Force (RNZAF).
