It's six years total -> 3-years to start of deliveries from contract signing and another 3-years to complete deliveries of the 36 units on order. If we add time for selection, negotiations, etc., will be more years.
For comparison, LCA Mk.1 IOC-2 achieved in Dec-2013 and that is when serial production was initiated. So we are in the 4-year mark at this point for its production from ground up (unlike the Rafale which has an active production line for many years). All 20 Tejas IOC-2 plus 20 FOC will be delivered by sometime 2020. Roughly 6 to 7 years total from 20-Dec-2013. Not much different from delivery timelines.

Dismissing allegations of corruption in the contract for 36 Rafale jets, defence minister Nirmala Sitharaman today asserted there can be no comparison between the scam-hit Bofors gun deal and the procurement of the fighter aircraft. "Do not even compare it (Rafale deal) with Bofors. There is no scam here," Sitharaman told reporters when asked whether Rafale deal will go the Bofors way. Sitharaman said she would welcome if the Congress raises the issue of procurement of Rafale jets when the budget session of the Parliament reconvenes from Monday. "I will welcome it (if Congress raises it)," she said.
The Congress has been ramping up attack on the government over the Rafale issue, claiming that the deal negotiated under its rule was much cheaper then the contract signed by the Modi government to procure 36 Rafale fighter jets from France at a cost of Rs 58,000 crore. Official sources claimed the original deal to procure 126 fighter jet could not go through during the UPA rule despite reaching the final stage due to an intervention by the then defence minister A K Antony as he felt something wrong in the process. They said the government selected Rafale for procurement of the 36 fighter jets not because of the price arrived at during the UPA tenure but due to the "overarching" assessment of the jet. There were allegations that pay-offs were made in procurement of the artillery guns from Swedish arms manufacturer AB Bofors in late 1980s during the then Congress government.
The allegations and its subsequent political ramifications had severely crippled the Indian Army's procurement of artillery guns. Alleging corruption, the Congress has been asking the government whether the per aircraft price of Rafale, according to international bids opened on December 12, 2012, comes to USD 80.95 million (Rs 526.1 crore) as against the Modi government's per aircraft negotiated price of USD 241.66 Million (Rs 1,570.8 crore) as per current exchange rates. The UPA government floated a tender in 2007 for purchase of 126 medium multi-role combat aircraft (MMRCA) for the Air Force and, post negotiations, two of them--Rafale and Eurofighter Typhoon -- remained in the reckoning. However, the deal could not be finalised by the UPA regime.
The Congress had also claimed that Qatar had purchased 12 Rafale fighter jets in November 2017 for USD 108.33 million per aircraft (Rs 694.80 crore), noting that the per aircraft rate at which the Gulf nation is buying the jet is much lower than the rate at which India will procure them. The government has refused to give details of the price break up of each rafale aircraft, citing confidentiality provisions of a 2008 Indo-France pact. In a detailed statement, the defence ministry last month had termed as "unfounded" allegations made by the Congress about the Rafale deal, asserting that the demand to disclose details such as its value was "unrealistic" as doing so might compromise India's national security. It had said giving an item-wise cost and other information would reveal details about weapons systems and customisation of the jet. City-based Defence Institute of Advanced Technology (DIAT) and French aircraft maker Dassault Aviation will sign a memorandum of understanding on March 12, envisaging a two-year training course, including a year-long stint in France, for select DIAT students. After clearing the course, the candidates will join the Dassault-Reliance aerospace manufacturing facility, which is coming up at the Mihan SEZ in Nagpur. Under this joint venture (51% Reliance Infrastructure and 49% Dassault Aviation), the facility will manufacture several components of the offset obligation connected to the purchase of 36 Rafale fighters from France. Surendra Pal, vice chancellor of DIAT, a deemed university under the Defence Research and Development Organisation, said on Tuesday, “We have received a letter of intent (LoI) from Dassault Aviation informing us to sign the MoU on March 12. It will be a big opportunity for our students. Initially, they have decided to hire six to seven students every year.” He said, “A team of Dassault Aviation had visited various top ranked institutions, including the DIAT, in the country before expressing their desire to collaborate with us.”

The only countries I see (in the immediate short term) for exports is the UAE. The UAE main sticking point with the Rafale - apart from the price - was a more powerful M88 engine. That I think has now been overcome with the 1 billion euro investment from India to Safran - via the offset deal.

Notwithstanding the controversy in India over the purchase of 36 Rafale fighter jets, the French are going to push New Delhi for a follow-on order of 100 or more of such warplanes under ‘Make in India’ during the visit of French President Emmanuel Macron. The bilateral summit-level meeting between Prime Minister Narendra Modi and Macron will take place on Saturday. While all issues concerning India-France Strategic Partnership will be discussed, cooperation in defence is going to be the main focus from the French side, sources told BusinessLine.
Macron, on a three-day visit, will be accompanied by CEOs of almost all top French defence firms. This includes the chief of Dassault Aviation Eric Trappier; Chairman and CEO of Naval Group Hervé Guillou; Thales CEO Patrice Caine; and Safran Group CEO Philippe Petitcolin. The follow-on order for 100-150 more Rafale jets is likely to be one of the topmost items in Macron’s agenda. According to diplomatic sources, the French are treating the recent controversy around the purchase of 36 Rafale aircraft as an “internal political matter” of India.
The French are pushing India to go for another programme where Rafale will set up a production line here to address the needs of the Indian Air Force as well as augment defence exports from India. Although India signed the $7.8-billion deal to acquire 36 Rafale jets, manufactured by Dassault Aviation, in fly-away condition with the previous French government, the present Macron administration has also been pushing to expand the deal. During the visit of French Defence Minister Florence Parly to India in October last year, the issue of a follow-on order for Rafale was taken up. However, India has remained non-committal on the matter.

France's Gaullist stance was in many ways similar to India's during Mrs.G's time.There is a lot more in common between the two countries than meets the eye.The relationship is steadily growing based upon shared values.
The Q can it replace Russia is the wrong Q.It should be instead , can it also reach the level of Indo- Russian tech. cooperation? There are several points.First exactly what can France give us that we can't get from Russia in terms of tech and at what cost? French eqpt. is so high that there are limitations.India cannot overnight replace Russian hardware ,etc. with another foreign partner just as we have nailed to the doorpost the mantra of " make in India".Read Adm. Bhagwat's detailed analysis as to how deep the defence cooperation relationship has penetrated.

The IAF's lament about lack of fighters and the push it is receiving from outside quarters plus stiut defencd of the deal by the govt., indicates that more Raffys are more likely than not.Soundbites from both countries appear positive.

I could bet that there is not going to be any announcement of any additional Rafales. While I'd be overjoyed if a couple more Rafale squadrons were ordered at much lower prices than the first 36 order, I cannot believe that to be possible under the prevailing political circumstances.
In the prevailing scenario where the IAF cannot pay for existing contracts without additional funds being allocated, it seems the GoI must focus first on providing adequate funds for the existing contracts. If they order additional Rafales, or begin negotiations for those, at least put your money where your mouth is.

My guess is that if the Kaveri issue has been sorted out with French assistance, another order for 36 Rafale is a given. When is uncertain.

Budget is the biggest issue. For the current order of 36 Rafales for $8 billion, India needs to pay on an average $1.3 billion every year for the next 6-years. Plus, there are other committed import liabilities, such as C-130, Apache, Chinook, etc. Not to mention indigenous purchases of Tejas and various radars and SAM.Cain Marko wrote:Fingers crossed, one can never have enough of Katrina.
My guess is that if the Kaveri issue has been sorted out with French assistance, another order for 36 Rafale is a given. When is uncertain.
Recent news report brought to light that there isn’t enough funds to pay committed liabilities as of this year. I doubt next order will take place any time soon. At least a billion dollar needs to come off the books before another 36 Rafales can be signed. Overall defense budget is not going to increase anytime soon.

More Raffys definite.The 7+B Euro figs appear accurate corresponding to the fig. I found in a mag of approx $10+B. Just as a comparison the latest deal for approx 50 Typhoons announced by BAe for the Saudis is $10B.That's approx 14 aircraft more for the same price.The argument that we should've renegotiated with both Dassault and the EF group before scrapping the MMRCA award and purchasing the 36 Raffys, were EF where offering us a 20% discount has some merit, but it is all past history now, but will be red- flagged by the Oppn. in parliament.
However, the price cannot be forever kept a secret.It only arouses suspicion that there is more to the matter esp. as the R co. stands to gain hugely in the French mil deals.The only expensive piece of ordnance is Meteor AAMs, which may also be part of the other deals for Egypt., etc. and the just announced Typhoon deal with the Saudis.The general specs for other Raffy deals will be heavily scrutinised by Oppn. critics.
