The HuJI re-grouping saga

The recent threat by the dreaded Harkat-ul-Jihad-al-Islami (HuJI) to bomb the Pakistan embassy in New Delhi is a pointer that this outfit is becoming more brazen and wants to focus most of its activities in India.

With the Lashkar-e-Tayiba taking a back seat where India operations are concerned for the time being, it looks like this dreaded outfit HuJI which operates primarily out of Bangladesh is planning on taking centre stage.

Sources in the Intelligence Bureau say that HuJI has always been looking to dominate in India. The original plan by the ISI was to keep India on tenter hooks from both sides ie Pakistan and Bangladesh. While the Pakistan border was to be controlled by cadres of the Lashkar, the border along Bangladesh was always considered to be the domain of the HuJI.

A dossier prepared by the Indian Intelligence Bureau goes on to show that there has been an increased amount of activity where HuJI is concerned. The recruitment is at an all time high and records would show that at least 150 youth from West Bengal have gone missing. Investigations have gone on to show that these youth were picked up by the cadres of HuJI and are being trained to launch operations against India.

However an interesting point that Intelligence agencies make is that the kind of terror that HuJI is looking to launch would be different in nature. They are looking for abductions of high profile individuals so that they can hold the state to ransom.

HuJI is known to specialize in this field and they would using their knowledge in this regard on the Indian soil as well. This would solve two issues for this terrorist outfit. One they would try and raise money through such abductions and secondly they will ensure that the state is held to a ransom through such activity.

The growing ties between India and Bangladesh have put the brakes on this outfit and both countries have agreed to jointly counter the menace of this outfit. HuJI relied on the counterfeit notes racket to a large extent like all other terror outfits. However with the relations with two countries growing stronger the brakes have been applied on raising money to a large extent.

The IB says that HuJI would surely try and focus on carrying out terror attacks. However first on their agenda would be to try and raise funds for such attacks. They have been offering lucrative packages to their cadres.

They have decided to go about their India operations in a systematic manner. First and foremost they would raise funds through abductions and later use the same funds to carry out terror strikes. They have even started to offer their cadres attractive packages and the families of the suicide bombers are being offered anything between Rs 20 and Rs 25 lakh, the IB says.

The strongest base for the HuJI in India had always been Hyderabad and this was set up by Shahid Bilal who was two years back killed in an encounter at Pakistan. The fall of Bilal and the police action in Hyderabad had put this outfit completely on the back foot. However today they are trying to make a come back and using all of their resources to ensure that they do successfully. They have appointed cadres mostly from West Bengal to set up sleeper cells and each one is being offered Rs 10,000 per month. All this information that has been picked up based on intercepts by the IB also suggest that these sleeper cells would be set up first in the Nothern part of India before they move down South.

There are already two control centres that have been set up in Bangladesh exclusively to monitor the operations in India. These centres have been set up to train the youth who have been picked up from India and once their training is complete they are sent back to carry on with their work.

Following a Home Ministry alert regarding these developments, security agencies have already started to monitor the youth who have returned to India from Bangladesh. The alert is high the IB says and all police stations from across the country have been alerted regarding these developments. Security agencies also warn that action needs to be taken swiftly. If one looks at the manner in which the HuJI is going about its work, it becomes clear that the outfit means business and is going out of its way to strengthen its base in India which it had lost 3 years ago.
Kerala, J&K, UP, WB. Hyderabad, WB & Kerala for logistics. I think Kerala, WB will probably be switched on during a war like situation.

Breaking News. Couple of blasts in Mumbai, one at Opera House and the other at Dadar (Kabutharkhana). Coincides with hectic evening rush hours. One more explosion also reported but not confirmed.

Two persons who provided cars for 2008 Ahmedabad blasts arrested

Two car thieves who reportedly stole four vehicles from Navi Mumbai have been alleged to be members of an Indian Mujahideen (IM) module that was behind the conspiracy of the serial blasts in Gujarat in 2008. The cars — three Wagon Rs and one Maruti 800 — were used in the blasts on July 26, 2008, the police said.

Mohammed Mobin Abdul Shakoor Khan alias Irfan (32) and his cousin Ayub Raja Amin Shaikh (28) belong to Khazrana village in Indore and were arrested on July 6 in the Mankhurd suburb by the Maharashtra Anti-Terrorism Squad. Two weapons — a 7.65 mm pistol and a .32 revolver with four rounds — were allegedly found on Irfan at the time of arrest. Their role is being probed in the blasts in Ahmedabad, the unexploded bombs in Surat and also for the e-mails sent by IM after the blasts.

The arrests, which come after eight months of “intensive investigation”, are considered significant as they “indicate the source of the cars” before they reached the target locations. The orders for the cars were allegedly placed by IM founder Riyaz Bhatkal through Afzal Mutalib Usmani, one of the key conspirators of the IM module, in the first week of April 2008.

Irfan was introduced to Usmani inside Arthur Jail in 2005. Both were serving judicial custody with Irfan picked for a car theft and Usmani, an MCOCA accused and a member of Fazloo Rehman gang, was in custody for a firing in Oshiwara.

After having struggled and failed to get a job in the film industry, Irfan turned a baglifter at the Kurla Railway Station,” said ATS chief Rakesh Maria. With his first offence registered in 1996, he allegedly shifted to motor vehicle thefts with at least 20 cases against him in various police stations in Andheri, Juhu, Sakinaka and Dharavi. His younger cousin Ayub has two cases of motor vehicle theft in the city.

“IM had been using tiffins and cycles in blasts and wanted to have a bigger impact. It’s then that Riyaz asked for motor vehicles and the IM recruited these two,” said Maria, adding that the first two cars were picked up from Navi Mumbai on the night of July 7 and the second batch picked up on the night of July 14.

“ATS Gujarat will be coming to question the duo about whom they handed over the cars to”, added Maria. The two are also believed to have met other IM accused at the rented bungalow in Dhani Limda to deliver the cars.

The demand was for CNG vehicles with Riyaz specifically asking for vehicles like Santro, Wagon R and Maruti 800 as these were most driven on Gujarat roads and would have allowed anonymity, Maria added.

It's obvious for a while now that this so called Indian Mujahideen has become a big time menace to our otherwise civilized society and perhaps it's time to use some dirty underhand tactics to get rid of these scumbags. Perhaps something along the lines of " Mumbai encounter Squad " needs to be set up as a full time and dedicated hunter of IM and it's sympathizers because clearly the right way only gets our officers ridicule.

Remember MC Sharma, the brave Cop who took on the thugs the right way , what he got in return was a bullet to the stomach and allegations of "staging" an encounter by Digvijay Singh types, had his team bumped off the terrorists in some dirt back lane of dilli without any hungama, India would still have one more dedicated police officer in it's ranks.

"anger of misguided youth" is too weak an incentive to indulge in such activities , IM has spread like a franchise, something like McDonalds . It has local figureheads and local strategy making. There could be one or two symbolical or ideological leaders in TSP but I don't figure they do much apart from funneling finances (maybe not even that) to so called encouragement and promise of shelter.

I don't know if every lead from IM has been run right into the ground by Intelligence agencies but that's a necessity, if we rest after catching one or 2 pigs (like after Delhi blasts), they'll just lie low and recruit some more "employees". That's why a dedicated IM wing is needed because these guys are dedicated to killing civilians using the same methods and locations again and again. Clearly they fear death (unlike their Paki brethen) because they don't indulge in suicide attacks and always tend to go underground after one of blasts.

Like the moto of the COIN school , fight the guerrilla like a guerrilla

IM is just SIMI with another name. And SIMI is basically a recruiting agency for the LeT/ISI in India. They may be locals but there is no question of where they get their orders from. Of course this means that there are honorary pakis amongst us willing to become mass murderers the moment they get the order from pindi. But that has been obvious for a while now. Ever since the 93 blasts. This is not a new phenomenon.

But how can there be honorary Paquees among Indians? India was founded on ideological claim of proving Paquees wrong isnt it? Maybe the onlee reason is that the BJP came to power for a short while - which disproved the long long years of hard work to prove the Paquees wrong? Is the solution in greater repression of the saffron - that will assure that honorary Paquees become patriotic Indians again?

What I have difficulty to follow logically is that - if the patriotism is deep enough, would not brief "provocations" of not explicitly Islamo-phile regimes coming to power - be automatically brushed off? Moreover, Mumbai has punished its own brand of "saffron" by not electing them to power, by its illustrious anti-terror services managing to do managed leaks about == to saffron terror onlee - is it not enough? Are not such attacks showing that no matter how many times Islamophiles are returned to power, or the "saffron" punished or repressed, attacks will continue anyway!

Think of it - Mumbai has been trying desperately for so long to prove its Islamophile credentials - but it does not seem to be enough! Mumbaikars need to think what more they should do to convince the Islamists that span their city with Karachi and the Gulf about Mumbaikar loyalty!

Yeah right...and then when govt changes and INC comes into power ( if the squad was operating during BJP rule), we would have the entire IPS top brass in jail for bumping off known scum ( like the Ishrat case etc).

Why would any sane policeman want to risk his life and career only to go to jail and be termed anti-minority?

A PIL questions the very legitimacy of the IB
Kulkarni’s main contention is that the IB exists in a constitutional vacuum—that it hasn’t been set up under an Act of Parliament, has no charter of duties, no framework of policies, no rules and regulations relating to personnel, recruitment, training, promotion and transfers. If the IB can at all be said to draw legitimacy, it is from an executive order of the British government, dated December 1887, issued primarily to check dacoity in central India. Kulkarni’s PIL says: “Even under the Government of India Act, 1935, the IB was not recognised as an intelligence agency in the Federal List.... The IB continued to function under the rickety auspices of an administrative order. Intriguingly, even upon commencement of the Constitution of India on October 26, 1950, the IB continued to be sui generis and sans any constitutional or statutory identity.”

Police Commissioner Sudhir Sinha said the bombs were meant to be used during the Lord Jagannath Rathyatra on July 3 to create communal tension in the city, but strong police bandobast might have deterred him from planting the bombs.

A mother of two children and second wife of Shahzad, Reshma said her husband was inducted into bomb-manufacturing by some Bangladeshi Muslims who had come and stayed with them when they were living in Vatwa locality in the city some four years ago.

At that time Reshma had informed the police about the presence of Bangladeshis, who had entered the country illegally, and got them arrested.

On Saturday night, she said, Shahzad returned home late in the night and was very drunk. Following an altercation, he started beating her and threatened to blow up the housewith a bomb.

Reshma ran out of the house and woke up some neighbours and requested them to bring out the children and later called the police control room.

According to her, the recent serial blasts in Mumbai had “encouraged” Shahzad to plan a serial bomb blast in Ahmedabad as he could not plant the bombs during the Rathyatra.

Brave Muslim lady Reshma to be honored by Gujarat govt

The government of Gujarat has taken a decision to honor a brave Muslim lady Reshma of Ahmedabad who yesterday informed the police aout her husband’s activity of making crude bombs and his plane to do bomb blasts in the city. Reshma’s husband Shehzad was later arrested by police with 8 crude bombs and two desi tamacha.

Reshma living near Chandola lake of Ahmedabad’s Muslim dominated Danilimda area had helped the police earlier also. Few years back, with Reshma’s help, police had nabbed Bangladeshi intruders living illegally in this area.

After her husband’s arrest, Reshma had said that she wanted to save lives of many people by informing the police about her husband’s activities.

Today Gujarat Chief Minister Narendra Modi announced :”Gujarat Home minister will felicitate brave Reshma with prize of Rs 25,000 for exposing her husband in national interest.”

Reshma was today called to Ahmedabad Police Commissioner office where the Police Commissioner, the Gujarat Police Chief and the minister of state for Home appreciated, congratulated and thanked her for her brave act of public good.

Meanwhile Shehzad was sent to ten days remand by the court today in Ahmedabad.

In another development, the Gujarat Police has taken a decision to hand over the Shehzad case to Anti Terrorist Squad. This decision was taken in view of Shehzad’s confession that he wanted to throw bombs indiscriminately during Ahmedabad’s annual Rath Yatra. Seven ATM cards and sim cards are recovered from Shehzad’s possession.

Police should grill the Imam of the Shezad's mosque for his Friday speeches. This guy is just the working bee, it is the queen bee which creates the working bees like Shezad.

^^Why is her name being made public? She has helped the police in the past as well. Wouldn't any other terrorists now try and take her out before moving into the area? They should have given her the money as a reward quietly and kept her identity a secret for her own protection.

There was also the incident in which the informer's name was leaked out, and this happened in Maharashtra. A person overheard few people talk about bombing and he went to the PS. The PC there ignored him. But then some one pointed out that the name may be incorrect, and the fellow could have even been an IB under cover officer. The penultimate would be if this lady too was an IB informer :D.

Already the successor to Osama bin Laden as al-Qaeda leader has declared that India is the priority target for that terrorist organisation and not the USA.

Fanatic Muslims consider Hindu-dominated India “an unfinished chapter of Islamic conquests”. All other countries conquered by Islam 100% converted to Islam within two decades of the Islamic invasion. Undivided India in 1947 was 75% Hindu even after 800 years of brutal Islamic rule. That is jarring for the fanatics. ……………………….

^ Report all the posts that do == between Hinduism and other religions, that call his article Fascist or compare it Adolf Hitler etc...

Use internet to your advantage. If a critical remark on certain faiths are considered abuse and removed, then it should apply to Hindu thoughts also.

All SS said in that article was to raise Hindu awareness and protect Hindu rights. If it comes at some other Islamic nation's cost too bad that is realpolitic ;)

Elites of the country are all cut from the same material i.e. Rai Bahadurs of yore. Didn't Advani's niece married a Muslim during the peak of Ramjanambhoomi movement?. They just play different roles as and when need arise.

The "Encounter Squad" as it was became too famous for their own good , not too mention they were too identifiable and their target hits were public knowledge too, of course this will make them soft targets on which to play politics. Take a look at the headline below

Islamic terrorism now stands toe to toe with Naxalism as the biggest threat to our Internal peace and the virus (much like Naxalism) and spread to a very large number of states, sure they don't control territory but they ride along our house like free Rats , the only solution to this problem is to bump off known associates as quietly as possible. No publicity , no drama , no news and no reports.

While all of this is certainly easier said than done and perhaps sounds a wee bit too filmy, I do believe that it's the only possible solution to the IM problem as well as the only method to punish the ringleaders in TSP (using Pakis as contractors). The conventional way of solving crimes is not going to get us anywhere in this situation.

On June 30, 1986, the Indian government signed an historic peace agreement with the Mizo National Front (MNF), bringing to an end one of the fiercest insurgencies in India's northeast.

Peace accords have been signed in other parts of the northeast too; most of them are in tatters, confirming that it is not an accord that brings peace but the process it is a part of. Mizoram got that process right.

Twenty-five years after the Mizo accord was signed, Mizoram is still the northeast's oasis of peace.
Missed this before. What was the price that had to be paid for this "peace"? Concessions given? who have been now virtually confirmed as "mediators" between the rashtra and its citizens there?

Notable issues of the accord
* Handing over of all arms, ammunition, and equipments to the Central Government.
* Preparation for settlement and rehabilitation of underground personnel.
* Conferment of Statehood on the Union Territory of Mizoram.
* The State will be at liberty to adopt any one or more language for official purposes
* Establishment of a separate university for the state.
* The State to have a High Court of its own.

Memorandum of Settlement

Preamble

Government of India have all along been making earnest effort to bring about an end to the disturbed condition in Mizoram and to restore peace and harmony.

Toward this end, initiative was taken by the late Prime Minister Smt. Indira Gandhi on the acceptance by Shri Laldenga on behalf of the Mizo National Front (MNF) of the two conditions, namely, cessation of violence by MNF and to hold talks within the framework of the Constitution. A series of discussions were held with Shri Laldenga. Settlement on various issues reached during the course of talks is incorporated in the following paragraphs.

Restoratoin of Normalcy

With a view to restoring peace and normalcy in Mizoram, the MNF Party, in their part undertake within the agreed time-frame, to bring out all underground personnel of the MNF with their arms, ammunitions, and equipments, to ensure their return to civil life, to abjure violence and generally to help in the process of restoration of normalcy. The modalities of bringing out all underground personnel and the deposit of arms, ammunitions and equipments will be as worked out. The implementation of the foregoing will be under the supervision of the Central Government.

The MNF party will take immediate steps to amend its articles of Association so as to make them conform to the provision of Law.

The Central Government will take steps for the settlement and rehabilitation of underground after considering the scheme proposed in this regard by the Government of Mizoram.

The MNF will not undertake to extend any support to the Tripura National Volunteer (TNV), Peoples’ Liberation Army of Manipur (PLA) and any other such group by way of training, supply of arms of providing protection or in any other matters.

Legal Administrative and Other Steps

With a view to satisfying the desires and aspirations of all sections of the people of Mizoram, the Government will initiate measures to confer Statehood on the Union Territory of Mizoram subject to the other stipulation contained in this Memorandum of Settlement.

To give effect to the above, the necessary legislative and administrative measures will be undertaken, including those for the enactment of Bills for the amendment of the Constitution and other laws for the conferment of Statehood as aforesaid, to come into effect on a date to be notified by the Central Government.

The amendment aforesaid shall provide, among other things, for the following:

The territory of Mizoram shall consist of the territory specified in Section 6 of the North Eastern Areas (Reorganization) Act, 1971.

Notwithstanding anything contained in the Constitution, no act of Parliament in respect of (a) Religion or Social practices of the Mizos, (b) Mizo customary Law or procedure, (c) Administration of Civil and Criminal Justice involving decisions according to Mizo customary Law, (d) Ownership and transfer of land, shall apply to the State of Mizoran unless the Legislative Assembly of Mizoram by a resolution so decides.

Provided that nothing in this Clause shall apply to any Central Act in force in Mizoram immediately before the appointed day.

Article 170 Clause (1) shall, in relation to Legislative Assembly of Mizoram, have effect as if for the word sixty the word forty has been substituted.

Soon after the Bill of Conferment of Statehood becomes law, and when the President is satisfied that normalcy has returned and that conditions are conducive to the holding of free and fair elections, elections to the Legislative Assembly will be initiated.

(a) The centre will transfer resource to the new Government keeping in view the change in Status from a Union Territory to a State and will include resources to cover the revenue gap for the year.

(b) Central assistance for Plan will be fixed taking note of any residuary gap in resources so as to sustain the approved plan outlay and the pattern of assistance will be as in the case of Special category State.

Border trade in local produced or grown agriculture commodities could be allowed under a scheme to be formulated by the Central Government, subject to international arrangement with neighbouring Countries.

The Innerline Regulatoin, as now in force in Mizoram, will not be amended or repealed without consulting the State Government.

Other Matters

The rights and privileges of the minorities in Mizoram as envisaged in the constitution, shall continue to be preserved and protected and their social and economic advancement shall be ensured.

Steps will be taken by the Government of Mizoram at the earliest to review and codify the existing customs, pratices, law or other usages relating to the matters specified in Clauses (a) to (b) of para 4.3 (II) of the memorandum, keeping in view that an individual Mizo may prefer to be governed by Acts of Parliament dealing with such matters and which are of general application.

The question of Unification of Mizo inhabited areas of other States to form one administrative unit was raised by the MNF delegation. It was pointed out to them, on behalf of the Government of India, that Article 3 of the Constitution of India describes the procedure in this regard but that the Government cannot make any commitment in this respect.

It was also pointed out on behalf of the Government that as soon as Mizoram becomes a State:

The Provisions of Part XVII of the Provision of the Constitution will apply and the State will be liberty to adopt any one or more language to be used for all or any of the official purposes of the State.

It is open to the State to move the establishment of the separate University in the State in accordance with the prescribed procedure.

In the light of the Prime Minister’s Statement at the Joint Conference of the Chief Justices, Chief Minister and Law Ministers held at New Delhi on 31st August, 1985 Mizoram will be entitled to have a High Court of its own if it so wishes.

(a)It was noted that there is already a scheme in force for payment of exgratia amount to heirs/dependants of persons who were killed during disturbances in 1966 and thereafter in the Union Territory of Mizoram. Arrangement will be made to expeditiously disburse payment to those eligible persons who have already applied but who had not been made such payment so far.

It was noted that consequence on verification done by a joint team of officers, the Government of India had already made arrangement for payment of compensation in respect of damage to crop: building destroyed/damaged during the action in Mizoram, and rented charges of building and land occupied by security force. There may, however, be some claim which were referred and verified by the above team but is not yet settled expeditiously. Arrangement will also be made for payment of pending claim of rented charges or land/building occupied by the security forces.

The Problem of Political Stability in Northeast India: Local Ethnic Autocracy and the Rule of Law: Bethany Lacina, Asian Survey, Vol. 49, No. 6 (November/December 2009), pp. 998-1020, University of California Press.
Mizoram is often described as one of the success stories of Northeast India. In 1986, the national government signed an agreement with the MNF creat- ing the new state of Mizoram and ending decades of insurgency. Some of the features of that peace deal helped the MNF establish local power. The more notable failure of the Mizoram peace, however, has been the center’s tolerance for repression of minority communities in the new state. Provisions of the 1986 treaty allowed the MNF—not the sitting, elected government of Mizoram or an independent electoral commission—to control the transitional body that would run post-conflict elections, which the MNF easily won.30 The state Congress Party—the MNF’s informal ally in the 1980s—and the MNF have rotated in power since then. However, the MNF’s primary opponent in the 1980s, the People’s Conference, was mar- ginalized for the sake of the treaty.

The peace also established ethnic-Mizo hegemony within the state, and subsequent Mizo-led governments have repressed minority demands.31 Thousands of Brus and Chakmas have been expelled into Tripura, and militant groups within both minority communities have been crushed, in part by Mizo youth organizations acting as an extralegal police force.32 The state government has also resisted political accommodations for minorities. For example, an agreement in 1994 called for the establishment of a Hmar autonomous council, but the state government delayed establishing it. The body that eventually emerged, the Sinlung Hills Development Council, is much weaker than was originally proposed.33 Talks between the Mizoram government and the Bru insurgents have made little progress on allowing displaced civilians to return.

Minority rebellion in Mizoram has been quiescent for several years now. Yet, to some extent, violence has only been displaced. Minorities pushed into Tripura, Assam, and Manipur have increased pressure on resources there, contributing to inter-communal conflict in these states. Hmar militants disappointed with the results of the 1994 treaty with Mizoram have shifted their attacks into areas in Manipur and Assam that they also claim for a Hmar state or autonomous area.

He is correct, unless the corrupt elite which he is part of who are amenable to foreign powers are removed from thier present positions, India cannot be a superpower.

When you have massive accumulation then you can throw your weight around - isnt that the existing p-seci-papal bull for India?

There should be no physical restrictions on travel inside the country. This problem has to be taken care of at the international border. Besides that guy can just hop on to a train and come into Maharashtra. Are you going to ask each and every person who boards a train in India for citizenship proof or a valid visa?

Top 5 IM leaders moved to Karachi after Oct ’08
On July 20, 2009 US citizen David Headley, who carried out the bulk of the reconnaissance work for the Lashkar-e-Toiba’s November 26 attack on Mumbai the previous year, sent a frantic email to a military official identified as Sameer Ali who was one of his handlers in Pakistan. The email, placed among the exhibits at a Chicago trial for the Mumbai attacks, was asking for information about a former Pakistan Army official who had been picked up by Pakistani authorities. Crucially, the email said that the missing Major was in charge of a group of Indians in Karachi who wanted to work in India.

“I was asking if you had any info on Major Abdur Rehman (Ret) previously of 6 Baluch. I know he was working with some Colonel from your department. He had some people in Karachi who were Indian citizens and wanted to work for us in their country. I just want to know his situation, if we will be using him anymore or we have to work without him,’’ said the email, which was sent from Headley’s ranger1david@yahoo.com email ID to chsameerali@yahoo.com.

On August 4, 2009 Sameer Ali had replied, “Your friend that you asked about reached home yesterday.”

Who these people in Karachi were who were wanting to work for a terrorist network being operated by Syed Abdur Rehman Pasha, who is now on India’s most wanted list of terrorists, is still not clear though there is anecdotal evidence from the interrogation of people like the most recently arrested Pakistan trained Indian Mujahideen operative, Salman Ahmed, that at least five top IM leaders who were in India till October 2008 are now in Karachi.

While prior to the November 26, 2008 Mumbai attacks there were indications that the LeT and the IM had some overlapping linkages, the NIA’s interrogation of Headley has put a new spin suggesting that Pasha’s network may be allied to terrorists operating in Afghanistan like the al-Qaeda.

For instance, one of the accused in the IM’s southern India network, Ahmed Bava, arrested in Mangalore on October 3, 2008 in a police crackdown on the network, following the Batla House encounter in New Delhi, told interrogators that Riyaz Bhatkal, co-founder of the IM, and his brother Iqbal had made efforts to buy a fishing boat at Malpe near Mangalore on September 18, a day before the Batla House encounter occurred.

According to Bava’s account, the Bhatkal brothers quizzed a boat owner on a wide range of capabilities of a boat and negotiated a price in the range of Rs 20 lakh for it. They told Bava that the boat would be used for smuggling gold. According to police sources, who have questioned the boat owner, the prospective buyers never returned to close the deal.

Seen in the context of the NIA’s interrogation of Headley in June 2010 where the American states that the LeT was trying to get a boat to transport the 26/11 attackers to India as early as September 2008, this effort to buy a boat in Mangalore by the IM operatives is being seen as a possible instance of the IM pitching in for the LeT for the Mumbai attacks.

According to the executive summary of the NIA’s interrogation of Headley, both the LeT and Pasha — who is linked to al-Qaeda elements like Illyas Kashmiri — were running parallel Karachi setups for operations in India.

“The aim of the Karachi setup (Pasha’s) is to launch operations into India using militants of Indian origin. Pasha has been in the past involved in some attacks in India. The Karachi setup of LeT aims to launch boys from Maharashtra and Gujarat into India using sea routes. As per Headley’s assessment this is being done by using their fishermen network and their boats,’’ says the NIA report.

Headley like Pasha was drifting away from the LeT and towards Illyas Kashmiri and the al-Qaeda when he sent his July 20 email inquiring about Pasha — since the Lashkar was lying low after the 26/11 Mumbai attacks.

From the evidence of the leads being chased by investigators into the July 13 triple bomb attack on Mumbai, it is fairly clear, though not overtly stated, that the focus is again on picking up lost threads of what is now known as the Indian Mujahideen network — from as far back as the 2002 attack on the American Center in Kolkata, involving gangster Aftab Ansari and IM co-founder Sadique Sheikh.

The growing theory is that the old Indian Mujahideen network is being utilised by hydra heads new to India. Only hard evidence will tell.
