Over the past few days/weeks, there have been posts in this thread wondering whether the VVERs at KK have adequate provisions for dealing with extreme scenarios, especially, loss of grid power and consequent Station Blackout.

Out of curiosity, I have tried to assimilate published information on the safety features that are said to have been incorporated in the 2 X 1000 MWe VVERs under construction at Kudankulam. I leave it to the reader to assign any degree of acceptance or rejection of the brief, summarised information below, as he/she may choose to. I also believe that these safety features, or their equivalents, may be found in all modern npp designs. However, in my understanding, an aspect in favour of PHWRs that use Nat U, is that, the heat energy content per unit volume of the core would be less when compared to LWRs which use enriched uranium. Hence, in an accident scenario, the rate and quantum of heat that needs to be dissipated (to prevent/reduce/mitigate a fuel-melt event) would be less. This will also provide additional time-span (in the range of days) for the operators to take appropriate corrective actions in a beyond-design-basis-accident.

1. Article titled "From Volga to Ganga : The Story of Kudankulam" published in NuPower Vol. 16 No. 1-2 (2002) contains descriptions of the safety features in KK npp. Each of these provisions would act singly or, one serving as back up for the other under different postulated accident scenarios. I have summarised these multi-layered, redundant safety provisions here:

1.1 Electric power supplies for all Safety related systems fed through redundant grid feeders, backed up by quadruplicated Diesel Generators (4 X 100%), and further backed up by battery banks.

1.2 Both Passive and Active Emergency Core Cooling Systems (ECCS) to mitigate the consequences of a Loss Of Cooling Accident (LOCA). This is, in addition to fly-wheel inertia, provided by design, in the coolant pump/motor shaft of almost all reactors, to tide over the most crucial initial few minutes after a pump trip.

1.3 Gravity driven core cooling system (Second Stage Hydro-Accumulator) comprising of about 1000 M^3 of water stored in 8 tanks above the core level to keep the core flooded and cooled for 24 hours, in case of station black-out.

1.4 Melt-Fuel (Corium) catcher.

1.5 Hydrogen recombiner to prevent/mitigate hydrogen generation in the core during accident-induced steam/zircaloy reaction.

1.6 Two (redundant) containment spray sprinkler systems to prevent/mitigate accident-induced pressure rise inside the containment building.

1.7 Filtered Containment Venting system to help in keeping the steam pressure released inside the reactor building during an accident, within the design limits of the containment system.

1.8 Containment isolation system to prevent radioactive release into the atmosphere, in the event of any extreme accident.

1.9 Passive heat removal system (PHRS) to remove the heat from the steam generators (thus cool the core) during the postulated station blackout situation.

1.10 Double containment, with the inner containment being steel lined in addition to being of pre-stressed concrete construction.

2. In this BARC report, presented in 2002 at the IAEA, some of the systems listed above are schematically shown in Figures 1 to 7.

3. This subsequent BARC report, presented in 2009 at the IAEA, indicates based on analysis that, "incorporation of PHRS {see item 1.9 above} helps in ensuring that {clad} temperature does not rise in event of station blackout". Figure 2 in the report shows schematic arrangement of the system. Checkout Figure 6 in the report which shows a dramatic reduction in the calculated temperature of the fuel cald due to PHRS.

4. The plan layout of the plant buildings can be seen by referring to this satellite image (zoom/pan as required). The last time I checked this URL, the image shown was of status as in Aug 2006. Schematic (perhaps of the vintage of 1990s) plant layout linked by the thumbnail image below could be used as a key to identify the structures seen in the satellite image. The Switch yard and the Emergency Diesel Generator buildings (which I presume are designed/constructed to be tsunami water ingress-proof as in the case of the reactor buildings) are located away from the sea front.

Please do not interpret my posting the above public domain information on VVERs at Kudankulam to signify my endorsement of importing npps. My view continues to be that India would be best served by indigenously building PHWRs at Kudankulam, Jaitapur, Kaiga, Kakrapar and/or other suitable sites (plus Indian FBRs when their designs are matured) rather than importing npps from Russia, France, USA, Korea, Japan, or from any other country.

The Japanese Constitution prohibits civil nuclear cooperation with a country which has not signed the nuclear non-proliferation treaty (NPT). New Delhi has not signed NPT, saying it is discriminatory, and Tokyo has so far been declining to conclude a civil nuclear deal on this ground. However, there is some softening of Japan's position following the Indo-US nuclear deal. In June, Japan came under pressure from the US and France to arrive at a nuclear cooperation deal with India, as American companies such as General Electric and Westinghouse have partnerships with Japanese firms for supply of materials, while the French nuclear major Areva has already bagged the Jaitapur plant. After the Indo-US deal, France is the only country that has formally entered into a nuclear cooperation agreement with India

The article seems to be humbug and unsubstantiated CT. I have not read any report during the crisis about such a possibility.And why Israel/USA would target Japan, which is their ally?

However , Plutonium detection outside evacuation zone has been confirmed by measurements and they are more worried, right now, about cesium and strontium than plutonium. Latest report indicates prefectures as far away as Chiba(200km from FUK-D) plutonium is detected.

Anti-nuclear activists under the aegis of Solidarity Council supporting Kudankulam anti-nuclear movements began a vehicle march to Kudankulam from here on Sunday morning.

They demand that the Kerala government should take a stand on the nuclear power plant coming up at Kudankulam as Tamil Nadu government had done. They note that the plant is only about 60 km from Thiruvananthapuram. In case of a nuclear accident at Kudankulam, Thiruvananthapuram, Kollam and Pathanamthitta districts of Kerala would be affected besides the districts of Tamil Nadu.

The march was joined by groups of people from Peringome and Kothamangalam in Kerala where nuclear plants had been proposed to be set up in the past. (The proposals were shelved following protests from the local people.)

A city advocate has filed a public interest litigation petition in the Madras High Court seeking to forbear the authorities from going ahead with the construction and functioning of the Kudankulam Nuclear Power Plant without providing for the facilities for evacuating people in a 170km radius to a safer place in an emergency. The petitioner said medical and rehabilitation facilities should be set up by earmarking sufficient funds..... ....The reaction of the public against the Kudankulam power project had been sidelined by the authorities. Though they promised full safety, they could not vouchsafe that there would be no accident at all. In this regard, what needed to be considered was the immediate measures that should be taken if an accident occurred. Another issue was the impact that would be caused by the accident on human beings, plants and animals for years to come. The gravity of the problem that would be caused by pollution should also be taken into account.

India military uranium enrichment activity revealed by Google Earth?

In a discovery that could prove to be a major embarrassment to the Indian military a think-tank in the United States has used satellite imagery from Google Earth to observe what appeared to be construction activity around a new gas centrifuge near the Indian Rare Materials Plant (IRMP) for top-secret military uranium enrichment.

Further Construction Progress of Possible New Military Uranium Enrichment Facility in India

Google Earth recently posted new commercial satellite imagery covering India including the Rare Materials Plant (RMP), the site of India’s military gas centrifuge uranium enrichment facility. The new image from February 28, 2011 shows further progress in the construction of what could be a new gas centrifuge plant (see figure 1). Previously, ISIS identified the new construction in a satellite image, also available on Google Earth, dated March 3, 2010.

(Update: Sam Tranum has reported in the October 3, 2011 edition of Nuclear Intelligence Weekly that Bhabha Atomic Energy Center Director R.K. Sinha stated that India is building a new uranium enrichment facility—but it is not clear if Sinha was referencing the RMP site or a planned new enrichment facility near the town of Chitradurga.)

The new facility under construction appears to be roughly 210 meters by 150 meters. Two cranes can be seen next to the construction (see figure 2). The satellite image from approximately a year earlier on March 3, 2010 shows mostly excavation work and site clearing for the new facility (see figure 3). ISIS assesses that a facility adjacent to the new construction is likely the existing uranium enrichment facility (see figure 1 and figure 4). This enrichment facility is approximately 130 meters by 130 meters. The new facility under construction will be much larger than the existing gas centrifuge plant. If the facility under construction is intended to be a new uranium enrichment plant, it may house a greater number of centrifuges giving India a larger enrichment capacity.

Based on procurement evidence, ISIS assessed in 2006 that India would soon add at least 3,000 gas centrifuges to its enrichment program1 and that its uranium enrichment program would likely continue to expand. A new gas centrifuge plant would indicate that the military uranium enrichment program is indeed expanding and that further procurement activities are likely ongoing.

Since there is so much ignorance and ignorance caused fear seen in common media (and even in BRF) while referring to TMI or Chernobyl and Fukushima and "millions of death due to radiation"..let me (again) give a link to a nice article for reference.

While we know that, after dozens of studies in last many decades, TMI's effect on public health due to radiation is/was nil. Fukushima, up-till now (and I am sure we will have good data for years to come) no death, no ARS, no cancer-death linked to radiation.

Worst among these, as health effects go, was Chernobyl , and for those who really are interested, this 2006 - WHO report is quite good. Please keep it for reference:

Why the IUCNA deal specifically does not prevent expansion of non-civilan failcites which are not under safeguards. So above is psy-ops.

IIRC there was a plan for another non-civilian reactor also stated very openly.

The commonest histo-pathological type of thyroid cancer due to Chernobyl is papillary cancer thyroid...

A 10 folds increase in the incident ...Out of these 4000 cases 40-50 are expected to die...

Approximately 1000 on-site reactor staff and emergency workers were heavily exposed to high-level radiation on the first day of the accident; among the more than 200 000 emergency and recovery operation workers exposed during the period from 1986-1987, an estimated 2200 radiation-caused deaths can be expected during their lifetime.
An estimated five million people currently live in areas of Belarus, Russia and Ukraine that are contaminated with radionuclides due to the accident; about 100 000 of them live in areas classified in the past by government authorities as areas of “strict control”. The existing “zoning” definitions need to be revisited and relaxed in light of the new findings.
About 4000 cases of thyroid cancer, mainly in children and adolescents at the time of the accident, have resulted from the accident’s contamination and at least nine children died of thyroid cancer; however the survival rate among such cancer victims, judging from experience in Belarus, has been almost 99%.
Most emergency workers and people living in contaminated areas received relatively low whole body radiation doses, comparable to natural background levels. As a consequence, no evidence or likelihood of decreased fertility among the affected population has been found, nor has there been any evidence of increases in congenital malformations that can be attributed to radiation exposure.
Poverty, “lifestyle” diseases now rampant in the former Soviet Union and mental health problems pose a far greater threat to local communities than does radiation exposure.
Relocation proved a “deeply traumatic experience” for some 350,000 people moved out of the affected areas. Although 116 000 were moved from the most heavily impacted area immediately after the accident, later relocations did little to reduce radiation exposure.
Persistent myths and misperceptions about the threat of radiation have resulted in “paralyzing fatalism” among residents of affected areas.
Ambitious rehabilitation and social benefit programs started by the former Soviet Union, and continued by Belarus, Russia and Ukraine, need reformulation due to changes in radiation conditions, poor targeting and funding shortages.
Structural elements of the sarcophagus built to contain the damaged reactor have degraded, posing a risk of collapse and the release of radioactive dust;
A comprehensive plan to dispose of tons of high-level radioactive waste at and around the Chernobyl NPP site, in accordance with current safety standards, has yet to be defined.

I am not saying that 50-60 cancer related deaths are acceptable...But overall nuclear energy is the safest form of energy that exists...

Count the number of deaths that have occured in coal mines ,oil spills , bursting of hydro-electric dam in panda-land etc....Nuclear energy seems safer ...

Further in Kondakulum NPCIL is offering power at 2-2.5 rupee's per unit...

I am 100% certain that the protests were motivated by people who did not have the best Interests of Bharat in mind...


Anyway just for the sake of completion I ll talk briefly about the treatment of thyroid cancer ...

The gland is removed ...Some may be left... (near total thyroidectomy)... The lymphnodes are cleared ..though consensus about this is lacking..But most surgeons would prefer to remove them... The patient may be given a dose of Radioactive Iodine...And he is given thyroxine replacement through rest of his life...(That would cost of that in India would be Rs 200-300 per year per patient. Brand name eltroxin costs 50 Rs /100 tabs of 50 microgram)...

The risk and perhaps even benefits of a high background radiation are controversial because of misapplication of science in the 1950s and 60s. Many members of my own extended family had/have a non fatal condition called "ankylosing spondylitis". It was fashionable in the 60s to treat this with gamma radiation and a few members of my family actually had this totally ineffective "quackery" treatment for ankylosing spondylitis that was "science" in the 1960s. Over the ensuing years it was noted that a larger proportion of people than normal among those who received such high doses of radiation would develop cancers. At least one such family member of mine did develop cancer but it can never be proven that it was because of that radiation.

Here is another absolutely idiotic way in which radiation was misused. Apologies if it has been posted before

^^ hakimullah , you might remember mass miniature radiography ,one used for TB diagnosis decades ago ? those machines were extremely unsafe... there are cases documented in the indian literature of operators getting a radiation sickness type of disease..
The practice of quack x-ray irradiation is still prevalent in remote India... In one case I saw , a girl from tribal area was subjected to x-rays from a very old machine for 30-40 minutes for treating tonsils...

BR gets it right again!

We said that the KKM protests were not spontaneous,as they took place long after Fukushima , but deliberately orchestrated using so-called Christian entities as well by external forces inimical to India.Now media reports say that the DAE has asked the IB to investigate the protests as it fears that upto "1000 crores" was used to instigate these protests!

Such a massive amount of money cannot be comsumed by a few thousand vilagers alone,a few lakhs would've sufficed instead.Where would a massive figure of "1000 crores" also come from? I drew attention earlier to the sinister visit of Hillary Clinton to Madras where she met with the new TN CM.This was anything but a social call.What happened afterwards? First,the TN govt. started condemning the Lankan govt. on human rights/war crimes charges (echoing US allegations) even as the GOI/MEA was making huge efforts at engaging with the Lankans. Our For. Sec. Ranjan Mathai is going to Lanka again to inspect the work India is actively engaged in on, restoring the LTTE destroyed rail link from Colombo to Jaffna,the rehabilitation of the Kankesanturai Port,by clearing the ships scuttled by the LTTE,etc.These projects are vital for both India and Lanka and especially the northern Tamils,to allow them to resume normal lives with the restoration of the two vital transportation links,rail and sea,and help India counter the Sino-Pak attempts at gaining a strategic foothold in the island.

The second "coincidence" was the sudden and surprising demos against the Russian built KKM N-power plant on the verge of being made operational.The US is doing everything to repeal the N-liabilities clause that the Indian parliament has passed,as it wants to dump shoddy N-reactors onto India as it is unable to provide India with advanced N-reactors like the French or Russians.Therefore,sabotaging their reactors/plants from becoming operational by using NGOs,religious ("Christian") groups on their payroll and political entites allegedly willing to accept "1000 crores" for the task,is the means by which the US is trying to sabotage KKM and non-US new N-plants in India,until India backs off and dumps the liabilities clause that our Parliament has passed.one sincerely hopes that the IB/DAE will get down to unearthing this monumental act of treason that is taking place at KKM.South Tamilnadu is full of dubious "Christian" entities,many on the payroll of US fundamental churches,some who have been set up and controlled by the CIA.The most stringent approach to these treasonable activities must be taken regardless of whether they involve minority religious leaders or not.They must be exposed and prosecuted.

Curiously,power starved TN's supremo has come out in support of the project saying "it is safe" in her statement on the 16th Sept.

Faced with severe power shortages,which from reports are growing across the country due to various reasons,coal shortages,strikes at coalfields,poor hydel generation,etc.,a new N-plant for the nation should excite everyone,especially as N-power in India has largely been major incident free.The manner in which the KKM protests have been orchestrated indicates a master-planner at work,who has swiftly as if on command,gathered together diverse protest groups from professional NGO protesters like Medha Patkar (what is she and other non locals doing in TN?),to "Christian" bishops and the like.How come one A.Roy has not joined the bandwagon as yet or is she too busy supporting her pals the Naxals??

1000 crores...thats like 250 million dollars...The jackasses shut down tevatron for want of 35 million dollars...If US carry's on at this pace , I predict that it ll be afghanistan by 2030-2040...Spending 250 million dollars on an impossible attempt to hamper nuclear energy in India.... grow some brains , CIA dorks...concentrate on Pakistan...

DAE asks IB to investigate protests and check whether a foreign agency was behind it.

From the above report,and other details in the media,it is very clear that a foreign "agency" is behind the protests spending a massive "1000 crores"! The vested interests are clearly the non-Russian western N-suppliers who had hoped to make huge profits selling India sub-standard reactors,which have been derailed by the Indian parliament passing stringent N-liability clauses attached to any such deals.The US companies will be the worst hit and it is no secret that the US is applying massive pressure upon this regime to abandon Parliament's wishes on the grounds that it does not come in line with international agreements! Given the problems the current regime is having staying afloat,it is most unlikely that it will succumb easily as it would create another scandal,but fearing a collapse of the regime in the near future due to the numerous scams, the US is trying hard to blackmail India into agreeing to its terms,or else.... using the locals to sabotage the commissioning of the reactors.

It is NO coincidence that many of the protests have a so-called "Christian" tinge to them,as these entities are suspected of receiving massive funding from abroad.Southern Tamilnadu and Northern Sri Lanka have for decades-from Cold War days through the Eelam wars,have been the recipient of secret CIA funding allegedly using dubious organisations like the Asia Foundation,US Save the Children,tsunami relief,etc.During the Kennedy days,before and after,the CIA and Mafia (Sam Giancana-the Chicago boss who allegedly ochestrated the hit on JFK,Marilyn and Bobbie K) worked together all over the world and pay-offs to many in S.America were carried out by a priest nicknamed "Father Cash".The use of so-called Christian" outfits is a classic route used by the CIA to detablise independent nations.What is happening in KKM is a diabolic plot to sabotage our independent N-stance whether it be N-power or N-deterrent.

The report of the said investigation will be dismissed by the mass leaders are a motivated & vicious campaign to discredit class friends. The Indian liberal media will then use the action of the class friends to show that the Indian govt is totally against the people of the country and invite intervention of the "International community".

PS:- it makes no sense for a NPP provider to campaign against a nearly finished NPP. As it may backfire against the instigator of the protest.

Pratyush,if you look at the linkage between the pressure upon India to forgo Parliament's vote on the N-Liability and the protests ,it becomes evident why the protests have suddenly appeared.As of now,otherthan Russia and perhaps the French,none of the US and other western suppliers are willing to supply reactors,etc., to India because of the stringent liability clauses and want us to kowtow to them and accept lesser liability.If we stand fast on our terms,then the main beneficiaries will be the Russians and the French,not the US! Russia would be more than willing to take up the offers amde to US suppliers if they back out.The whole gameplan therefore is to squash the Russian built plant,prevent it from being commissioned or operate peacefully,deny Russia/France more contracts and create a furore in India using quislings and innocent backward and tribal folk as pawns in a great game.

When the stakes are in the billions and perpetual supply of fuel from abroad,sending Homi Bhaba's road map for Indian self-sufficiency into the WPB,you can see why a sum of "1000 crores" is not too much to spend to rake in a perpetual supply of bilions of dollars year after year after year!

the nuclear matter is going way out of hand...today they have prevented a group of engineers from reaching the plant...
They better start arresting these rogue protesters ... unattended power plant is not a good thing..
i have heard that there have been power cuts in south and maharastra due to telengana strike preventing work in thermal plants...this is bad...

In fact some protesters are even having sign sign boards against weapons ..(se the coverage in timesnow.tv )..surely our very friendly eastern and western neighbours have a lot to gain...

There will be no abatement in the tamasha until 17th,the day of local body election.Jaya was singing the same tune(I am a koodangulachi)today.

Believe me,the local people in the region are not stupid enough to ask for shutdown of plant.Things will settle down.Storm in a teacup.At the most a hurricane in an empty vessel.I am sure the intelligence are mapping the source of funds and the control levers.

A PR exercise will get underway after 17th and I am sure the local people will be convinced after the trouble makers are identified.

The most effective protests to the project is coming from the Churches and the Christian community leaders around the project.

Most of the planning of anti-project agitation is done by local priests and bishops. They are providing motivation and resources.

Recently the meeting took place at Bishop Roach Higher Secondary School near the protest venue to discuss the strategy.

Interestingly, PMO is quite active in responding to the anti-project activists. On Wednesday evening Mumbai's most respected and powerful Church leader, who is considered close to Pope Benedict XVI in Vatican, met PM Singh to discuss the KNPP issue.

Since the protesters are under spell of Churches in South India, the Christian leaders were called to New Delhi to settle the issue amicably.
The Vatican is perhaps is involved indirectly in protesting the nuclear power generation in India. The Govt. is giving it some kind of response too, effectively making it more important from across the oceans.

This is quite possible that Uncle indirectly, stage manages these protests, to control India's Growth. Jaya is looking at local elections. I agree with Venkat. Ms. Jayalalitha is doing two things. One is to keep singing the Koodangulachi tune until 19th when the local body elections end. The second is to earn the trust of these people so that she can appear to have effectively conveyed their concern to the Centre. I expect some new measures to be taken cosmetically by the DAE too conceding to the demands of the people as well as the Chief Minister.

I have suspected from the beginning the motives of this agitation. Things are becoming clearer now where from these agitations are springing forth. We must realize the extraordinary situations the nation faces from various quarters.

Just nobody else is with these agitators. There are powercuts all over TN and the situation is going to get worse in the next few weeks. Even the communists have asked these agitators why they were keeping mum so far and why there should be a big outcry now.

Would increase the security for other BARC facilities to prevent copycat protests and strikes including by terrorists. Would put IB and state Special Branches in and around all those facilities on proactive basis to ferret information and identify KDs.
KD= Known Dacoit. Indian Police speak for perpetrators.

Nuclear power plants, world-wide

There is a table with column "Under construction" for number as per country.

The number of reactors under construction in Europe is
Bulgaria 2
Finland 1
France 1

In USA:
USA 1

Now I am yet to hear anything against these many nuclear reactors by Christian priests & Pope. In USA in fact there is a program (link) towards addressing the expected need for new power plants, unveiled by U.S. Secretary of Energy.

The contradiction in behavior of Pope as a religious head of Christians as well as the clergy class and ones supporting the agitation from across borders and seas, towards believers and against non-believers is quite apparent.

How does anything justify at international level of protesting against nuclear plants in India and not against nuclear plants in Europe & America? Is there any social logic other than weakening friend countries' progress?

Now what would it look like if Hindu Brahmins would conjure up a protest against these nuclear plants? See the difference of behavior even in some hypothetical scenario.

Notes:
As per Nuclear share in Electricity Generation 2010, in India it is just 2.85% while for France it is staggering 75%. France therefore does not have to import a lot of costly oil and pay a huge amount in technology as it has homegrown nuclear power industry(58 reactors as per link). A fine example indeed. Other than UK and Netherlands, most of the countries mentioned have more than 20% share of nuclear energy in electricity generation. For USA it is 20%, for rest of the European countries it is more than 20%. In fact, for all European countries but Netherlands, the share of nuclear power in electricity generation is more than 15%.

The countries with less than 15% share is
Argentina - 6%, South Africa - 5%, Mexico, Netherlands, Brazil, India, Pakistan, China, etc. Other than Netherlands, no European country has its share less than 15%.

Another aspect is that per Economy of Vatican City, it is supplied electricity by Italy which has 0 nuclear reactors.
