OK Guys, you heard it here first. Mahabodhi temple trust was under Hindus (and not under Buddhist). This is a very long struggle, where even Mahatama Gandhi had suggested that the Temple management be under Hindus and not Buddhist (Buddha is Vishnu's 9th Avtara, not counting other theories). 15 days ago (after NJP walked out), Nitish transferred the control to the Buddhist (Now read a little more on why Nitish is Auranjeb incarnated a little later). This blast is just like Samjhauta express blast, they are going to implicate a bunch of Hindus (irrespective of who did it). They will play as if Hindus group were mad at this decision. Cong/Nitish/Lalu all benefits and India becomes a little more secular.
Nitish story (I have many and I will keep on writing slowly) - It show happened that VP Singh was PM of India. BJP had done reasonably well in election. They had a private bill in parliament to ban cow slaughter. So all BJP members decided to be present in parliament, and depending on the attendance (which used to be thin), they planned to get that bill passed. On planned day, the bill was placed in Parliament, thin attendance, with all BJP member present. Even Hindus from other party were either supporting that day or abstaining to let the bill pass. A certain MP from Bihar of Janta Dal, that was in power in Delhi on BJP support got the wind of that voting. They say he came running to parliament and requested that the debate be continued and time be given. Then he picked the phone and called other MPs, who were in Delhi but not in Parliament. Finally enough MPs arrived to vote against the bill and bill was defeated. Well that MP was not other than Nitish Kumar (apologies to some members here who were very enthusiastic about cong winning and lifting beaf eating in Karnataka, I have nothing against them, it just my view point).

From transit point, Bihar turns major hub for jihadis
Of the 14 IM operatives arrested in the past couple of years by various agencies, 13 have come from Bihar's Darbhanga district alone. There have been similar arrests from other parts of Bihar as well.

Investigations by Delhi Police, which busted the Darbhanga module with half a dozen arrests in December 2011, and National Investigation Agency ( NIA) have revealed that IM's operations chief Ahmed Zara Siddibappa alias Yasin Bhatkal were working on developing a module in Bihar ever since the neutralization of the outfit's Maharashtra and Azamgarh modules in 2008.

In fact, before executing the 13/7 Mumbai blasts in 2011, Bhatkal along with his associates, including Bihar's Asadullah Akhtar, had stayed in a Darbhanga village for over a year and even tested their bombs in a mango orchard there. The group later went on to execute the August 1, 2012 Pune blasts and is also suspected to be behind the February 2013 Hyderabad blasts. Both Akhtar and Bhatkal are absconding.

Those arrested include Asadullah Rehman alias Dilkash, Kafeel Ahmed, Talha Abdali alias Israr, Mohammed Tarique Anjuman, Haroon Rashid Naik, Naqi Ahmed Vasi Ahmed Sheikh, Nadeem Akhtar Ashfaque Sheikh, Mohammed Qatil Siddiqui, Gohar Aziz Khumani, Mohammed Adil, Mohammed Irshad, Gayur Ahmed Jamali, Aftab Alam alias Farooq and Danish Ansari. All were caught in the past couple of years from various places in India for alleged involvement in a string of bomb attacks.

Barring Mohammed Adil, a Pakistani from Karachi, the rest are from Darbhanga. Several of these suspects are alleged to be behind the German Bakery blast in Pune in February, 2010, the Chinnaswamy Stadium blast in Bangalore (April 2010), the Jama Masjid firing that took place in Delhi in September 2010 and the July 13, 2011 blasts in Mumbai that claimed 26 lives.

To recruit youths in Darbhanga, Bhatkal camped in the district as a unani doctor named Imran and tried to indoctrinate young Muslim men who came in contact with him. He also frequented a Darbhanga library where he spotted talent and recruited people.

According to information with intelligence agencies, at least eight more key people from the outfit are still active and on the run. These include Yasin Bhatkal, Dr Shahnawaz, Abu Rashid, Abdus Subham Qureshi, Tehsin alias Asadullah Akhtar and Mirza Shadab Baig.

Among the signatories are film-maker Mahesh Bhatt, Swami Agnivesh, Dr. Mazher Hussain, COVA (Confederation of Voluntary Associations), Dr. D. Yadiah, Boudhik Pramukh, All India Samata Sainik Dal, Dr. Binayak Sen of the PUCL, Kamla Bhasin, Maulana Syed Shah Hamid Hussain Shutari of the All India Sunni Ulema Board, Fr. Dominic Emmanuel of Delhi Catholic Church and several others.
And, what do Government's own Ministry of Home Affairs & intelligence agencies say ?
Myanmar Violence Could be Behind Blasts - The Hindu
Intelligence and law enforcement agencies here [New Delhi] are seeing Sunday’s blasts at the Mahabodhi temple complex at Bodh Gaya in Bihar as the first-of-its-kind terror incident in India where a Buddhist religious site was attacked with foreigners as primary targets. The Ministry of Home Affairs (MHA) has now alerted all States, particularly those where Buddhists visit in large numbers, to be on alert and increase deployment in sensitive places.

“There have been intelligence inputs that [some Islamist groups] were planning to target Buddhists and their religious sites with foreigners in mind … This follows the ongoing sectarian violence between Rohingya Muslims and Buddhists in Myanmar,” a senior MHA official told reporters on Sunday. “After last year’s Pune blasts, some arrested Indian Mujahideen operatives had told the Delhi police that there were plans to target Buddhist shrines in Bodh Gaya to retaliate for atrocities being committed upon Muslims in Myanmar … This input was shared with the Bihar police. The nature of attack and explosives used in the attack [points] towards the Indian Mujahideen … It could be their handiwork,” he said.

“In recent months, the Centre and some States have also issued alerts over the circulation of videos and pictures on the Internet and through mobile phones of alleged atrocities committed on Rohingya Muslims to incite passions and tensions,” the official noted.

Immediately, an advisory was sent to all States to beef up security in all sensitive locations, particularly Buddhist shrines, Tibetan settlements and other religious places, while major cities like Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Bangalore, Hyderabad and Pune were put on high alert.

The advisory has specifically asked States with sizeable Buddhist population or key Buddhist shrines to gear up their intelligence and security mechanisms.

With Intelligence Bureau Director Asif Ibrahim formally lodging his protest with the Union government against what he alleged the CBI’s “witch-hunt” of his officials in the Ishrat Jahan case, the war between the country’s internal spy agency and the premier investigation agency has come out in the open, threatening to take an unsavoury turn in the days to come.

The rivalry between the IB and the CBI can be traced to the ISRO spy scandal of 1996. The IB alleged that a spy ring operated in the space agency and accused two of its prominent scientists of leaking plans in exchange for money and allurements from two Maldivian women.

The scandal broke in October 1994 in Kerala with the arrest of Rasheeda, a Maldivian woman Rasheeda who had overstayed in India without a valid visa.

Later, a CBI probe not only recommended discharge of all the accused but also threw light on the unprofessional and shoddy manner in which investigations were carried out by the IB. The CBI filed its closure report on April 30, 1996, indicting then IB Director and nine other senior officials for mishandling the probe and sending unverified reports to the Prime Minister and the Home Minister.

The ISRO spy scandal and the Ishrat Jahan case have again turned the focus on the issue of transparency and accountability among the intelligence agencies. Serving and retired bureaucrats as well as those from the political class have raised key questions about the IB’s style of functioning and the conduct of some of its senior officials.

It was Vice-President Hamid Ansari who, three years ago, flagged the issue of accountability among the intelligence agencies. Delivering the R.N. Kao memorial lecture at the Research and Analysis Wing headquarters here in January 2010, he favoured a system of oversight. While both accountability and oversight were anathema to intelligence communities, these needed to be introduced in the Indian structure, he said.

Quoting an intelligence expert, Mr. Ansari said: “How shall a democracy ensure its secret intelligence apparatus becomes neither a vehicle for conspiracy nor a suppressor of the traditional liberties of democratic self-government?”

He said the current scheme in which intelligence agencies were kept out of parliamentary scrutiny was no longer tenable and did not meet the requirements of good governance in an open society.

Intelligence agencies have historically turned down suggestions that they submit themselves to parliamentary scrutiny for a variety of reasons, including fear of political interference and loss of secrecy in their operations.

Mr. Ansari told the intelligence brass that the arrangement in which intelligence agencies were accountable only to the executive raised concerns at the nature and scope of such supervision as well as the potential for misuse. He said other democracies, including the U.S., which also wrestled with the dilemma, had opted for oversight. He also favoured the establishment of a standing committee of Parliament on intelligence. Agreeing that operational secrecy had to be maintained, he, however, said the legislature which allocated funds for these agencies was entitled to insist on financial and performance accountability.

Mr. Ansari’s suggestion for legislative oversight of the intelligence agencies found support from most political parties, though some felt that the idea needed further discussions. At that time, Congress spokesman Manish Tewari, who is now Information and Broadcasting Minister, said the Vice-President had raised a very pertinent issue of governance. Incidentally, Mr. Tewari himself introduced a private member bill (The Intelligence Services-Powers & Regulation Bill, 2011) in Parliament in April 2011. His attempt was to codify oversight of major intelligence agencies.

BJP vice-president Mukhtar Abbas Naqvi felt that the issue should be discussed in Parliament. CPI(M) leader Basudeb Acharia said his party agreed with Mr. Ansari’s suggestion.

The former Special Secretary in the Cabinet Secretariat, V. Balachandran, in his recent column in The Sunday Guardian , said that not everything about the agencies could be revealed, especially the identities, the methods of operations, funding and individual objectives, as these were closely linked to the national security. “However, within these constraints, three aspects of oversight can be visualised: First, whether agencies are secretly trampling upon the civil liberties of Indian citizens on political considerations. Second, whether they are pursuing genuine national security considerations or partisan objectives. Third, whether they are conducting secret activities efficiently with financial propriety or whether secret funds are splurged for private pleasure,” he wrote.

A former CBI Director, who did not wish to be named, termed the spat between the IB and the CBI “a sad development,” as it had sowed the seeds of discord and mistrust between the agencies. Though all intelligence agencies the world over indulged in one-upmanship, they should refrain from working at cross purposes, as it would only compromise the national security, he said. Even the CIA and the FBI in the U.S. were known to resist sharing information, as it was revealed in the aftermath of 9/11. Perhaps, it is time in India to give a fresh look at the working of its intelligence agencies, particularly at a time when the Supreme Court is hearing a matter on granting autonomy to the CBI and liberating it from “extraneous external influences.”

Stay calm, Tibetan religious head tells Buddhists
Tibetan religious head and the 17th Karmapa Ogyen Trinley Dorje on Monday appealed to his followers to remain calm and refrain from escalation of violence in the wake of the blasts in Bihar’s Bodh Gaya town.
So why's the above in this dhaga? Its not as if anyone really expected Indian buddhists to go on rampage (yet), no?

Well, I put it here as I think there's a subtle message going out here... (subtle signalling is all too common in politics and public posturing). And that is this, that victim communities (Buddhists in this case) while urging restraint also demonstrate the possibility that they could well have been non-restrained in response. That beyond a point, calls to restraint won;t work and so on. Doubt such subtle signals will penetrate thick IM/ISI skulls though...

Cops get American training in counter-terrorism - New Indian Express
Even though police in the temple city [of Madurai] woke up to the spectre of terrorism after finding a pipe bomb on the rath yatra route of BJP leader L K Advani in October 2011, the masterminds of the incident such as Fakrudeen continue to remain at large.

While the police have trotted out many theories on the lack of progress in arresting the suspects in the case, the fact remains that counter-terrorism measures and post-blast investigations remains basic in India.

“We have a long way to go in improving our counter-terrorism capabilities,” said an official who attended a 40-day programme organised in the US along with 38 other senior Indian security officials.

The programme is part of a joint initiative between the Ministry of Home Affairs and the US government. It was held as part of Washington’s Anti-Terrorism Assistance programme. The Indian officials received training from various US agencies including the Federal Bureau of Investigation (FBI), Diplomatic Security Service as well as Academi, a private security contractor. A total of 39 officials, including two from Tamil Nadu, attended the training programme, held in two sessions.

Explaining the lessons learnt from the programme, a police official, who was involved in the investigation on the pipe bomb placed on Advani’s route, recalled that when they spotted explosive materials weighing about six kg filled in a six foot long PVC pipe and connected to a 12 volt battery near Tirumangalam, they did not bar either the public or the mediapersons from the spot.

According to the FBI, the first thing the police should do after discovering explosives is to put tapes around the sites and preserve it for thorough investigation, said the officer.
{It is disappointing that such a basic police action needs to be taught by the FBI to Indian police. If TN police, who are supposed to be one of the most efficient policing organizations in the country, need to be imparted this basic knowledge, we indeed have 'a long way to go' as the officer said} The FBI officials and senior officers from US military and US police agencies cited various examples such as the September 11 attacks, bomb attacks in Afghanistan, Iraq and Israel and the subsequent action by their forces to explain to Indian officials counter terrorism measures.

During the post-blast investigation training, apart from teaching Indian officials through demonstrations and power point presentations, Acdemi’s instructors also taught them through a live blast in a secluded place.

The Indian officials were also taught different subjects like vehicle bomb case studies, suicide bombers, terrorist searches and major disaster management.

The FBI officials also taught them to form special teams involving various experts to investigate the incident spot, besides questioning the public who witnessed the incident on the sound, smell, light and colour of flame during the explosion.

Among the 39 officials who received training in post-blast investigation training and counter-terrorism were personnel from both State and Central agencies. These included the senior security officer of Parliament, officials of the National Investigation Agency, National Security Guard and personnel from State anti-terrorism units.

DSP M Karthikeyan of the SIT in Madurai and SI D Sekaran of the TN commandoes school were the officers from the State who participated in the programme.
One hopes that these officers, after training, are not transferred to some other units.

The Bihar Police released sketches of two suspects in the serial terror blasts at Bodh Gaya. The suspects have been identified as Sahidur Rehman and Saifur Rehman, both IM operatives.

Its amazing how Praveen Swami has hanged his striped by moving out of The Hindu.
To comprehend this is to comprehend why India’s intelligence services simply won’t — at least in their present form—survive the Ishrat Jahan Raza murder investigation. Ever since their inception, the Intelligence Bureau and its sister-services have functioned without any legal mandate. This means authorisation for anything they do. Every time an intelligence officer initiates a covert operation, launches agents across the border or engages in the lethal deceptions that constitute the warp and weft of spycraft, she or he breaks the law and violates the constitution.

It’s worked because of an unwritten consensus that has historically cut across political parties. Last week, it all fell apart.

The above that Praveen Swamy writes applies to any country in the world. The illegal is actually legal via a clause of executive powers that rests in the hands of rulers (President in US or PM/Cabinet/PMO/NSA in India). He is just writing the obvious with a spin that alludes as though all the intel folks are actually doing illegal things. BS of highest order.

I would take what he writes about Dovalji with a ton of salt. Its all speculation even if its informed.
He has no business speculating what the Kirti Chakra was awarded for.


*CHindu agenda is to get all the intelligence agencies out of Govt oversight into the Lok Sabha oversight or worse retired judges overight! So they keep comparing to US where the current admin is busy fighting off charges of spying on opposition and tapping press ( AP) phones.Retired judges who have been known to be corrupt and pliable.
See how he slips in ideas about rogue agencies. I see no change in the person or his agenda.

So the chain of oversight is Home Minister -> PM with Cabinet in tow.

This was working in normal times, but looks like with Sonia as de-facto PM this chain of oversight is broken. One more reason to have a dynamic and decisive leader.

He says past ops were 'illegal' by the law of the land - but that is precisely what gave India its successes. He also implies that Ishrat Jehan encounter is justified even if it is 'illegal'. He is also looking for a structure such that these ops which are currently illegal under Indian law can continue.

I think we should give the man his due here.

Added later: Reading the article again though, he seems to be somewhat confused and contradicts himself with these two sentences:
There’s just no way for what happened in Gujarat to be made acceptable.

Ajit Doval's lecture at FINS conference organized by Parivar in 2010. It is shame that such conferences did not repeat. The organizer of Muslim rashtriya manch (muslim org under the umbrella of rss) Indresh Kumar was taken i custody over some terror charges. He was let off subsequently, as far as I know, due to lack of evidence. But this definitely killed the budding organization of indic intellectuals. SIT nabs prime suspect in plot to blow up Advani's convoy 2 years back near Madurai - The Hindu
Armed police personnel stormed into a hideout at Batlagundu in Dindigul district early on Monday and apprehended Nagoor Hanifa alias Mohamed Hanifa (35), one of the prime suspects who allegedly conspired to eliminate Bharatiya Janata Party leader L.K. Advani and attempted to blow up his convoy near Madurai on October 28, 2011.

Acting on a specific input, plainclothesmen led by Deputy Inspector-General of Police (Special Investigation Team) John Nicholson arrested Hanifa, a native of Tenkasi, who was alone in the house.

A powerful pipe bomb stuffed with about 7 kg of explosives, mostly nitroglycerine, was detected and defused hours before the convoy of Mr. Advani was to have passed through a culvert at Alampatti in Madurai district. The BJP leader, who is covered by the Z-Plus category of security, was in Tamil Nadu as part of his ‘Jan Chetna Yatra.’

The pipe was packed with Power Gel 90, an explosive used to blast rocks in quarries. Timely alert by a passer-by helped the district police foil the conspiracy to blow up the causeway. A long wire connected to the pipe bomb was noticed by a villager who alerted the police.

“Hanifa is refusing to divulge information regarding his association with any organisation. He seems to be following the Jihadi principles...he committed the murder of one Kumara Pandian of Hindu Munnani in Tenkasi,” Mr. Nicholson told The Hindu .

Besides the Babri Masjid issue, he wanted to take revenge for what he says “the treatment meted out to Muslims.” Hanifa and his associates had planned to take revenge on BJP and Hindu Munnani leaders, he said parrying questions on the details of the hit-list.{Within the last one year several Hindu Munnani office bearers have been killed all over TN}

Mr. Nicholson said three persons – Fakruddin alias ‘Police’ Fakruddin, Bilal Malik and Hanifa – were the main conspirators in the plan to blow up the convoy of Mr. Advani. They were present at the scene of crime and escaped on seeing the police.

“Efforts are on to apprehend the other two. We have so far arrested eight persons in the case. The source of explosives is under investigation. Hanifa will be produced in a court and remanded,” he added.

Detonators and explosive materials and two long knives and a newspaper clipping containing the photograph of a Hindu outfit functionary were recovered from Hanifa, the police said. The SIT has arrested eight persons so far in the case.

In my not so humble opinion it does not do any body any good to speculate any further.

In the late 1990s, Kerala had seen a similar situation. A lot of RSS & BJP workers were found "accidented" in some districts. Some were actually believed to be motor accidents and case files closed. In other cases since the BJP/RSS folks were killed, the commies were arrested. Finally K.P figured out the existence of a terrorist organization NDF (masquerading a social org/charity org etc.). A Maulavi from one of the mosques was the king pin. The police was flabbergasted when they found out that NDF had a police-like hierarchy, with built in mechanisms to ensure that arrest of one group did not lead to bigger groups getting busted.

Sachin, In the movie "Battle of Algiers" the French also faced same problem. Apparently the noraK has a way for covert action based on three person cells to ensure traceback is difficult. it seems early on Muhammad organised the Mukhbarat or the Arab intelligence service on these principles.

Anyone who does not fall in line with the dominant socialist and secular ideology of the Nehru family is accused of being communal. Not only is mainstream media unleashed to create a maelstrom against its enemies, the Congress is now using the full might of the state to destroy those it perceives as threats.
The Congress has been in power at the national level for an overwhelming majority of the period since independence. It is now a dynastic oligarchy where the spoils of power are shared between a few families led by the Nehru family. Modi is a an upstart with no lineage who threatens to upset the Congress applecart. The Congress is using the Central Bureau of Investigation (CBI) to pin the blame of Ishrat Jahan’s killing on Modi and scuttle his political chances at the national level. In the process, the CBI is also turning its guns on Intelligence Bureau (IB), India’s leading intelligence agency. The goal is to paint Ishrat as a martyr and Modi as a murderer. India’s Supreme Court has called the CBI "a caged parrot," but a more accurate description of the CBI might be an "attack dog" for its political masters. In the past, the CBI has been used against allies and enemies to rein them in or destroy them. But the venom with which the CBI is being directed against Modi sets a new low even for the murky world of Indian politics.Asif Ibrahim, the IB Director, is Muslim and highly regarded for his integrity. He has told the prime minister that IB has sufficient evidence to prove that Ishrat was a member of LeT with links to Pakistan’s infamous Inter-Services Intelligence (ISI). The ISI is most famous for training and then supporting the Taliban. It turns out that David Coleman Headley, an operative for LeT and now in US custody, confirmed that Ishrat was a member of LeT. The fact that she was with Pakistani men with known terrorist antecedents gives credence to IB’s claims. The CBI has named Senior IB Official Rajinder Kumar as complicit in the Ishrat Jahan encounter and he is expected to be charged once he retires, sending shockwaves in India’s national security community. Senior IB officials and independent observers believe that Kumar is a "collateral victim" in a vendetta the Congress is carrying out against Modi.
The CBI has gone so far as to ask the IB to reveal who provided it inputs about Ishrat. In asking the IB to reveal its sources, the CBI is breaching a cardinal rule of intelligence gathering and compromising India’s already beleaguered intelligence community. It is an old rule in intelligence and even investigative journalism that sources are not to be revealed, but the CBI is paying scant regard to such principles. Many former directors of IB and RAW believe that Prime Minister Manmohan Singh has wrecked the intelligence community beyond repair. He has no power to make any decisions. Sonia Gandhi, Indira’s Italian-born daughter-in-law, is the prime minister's boss and wields real power but has no interest in national security.

Between Manmohan and Sonia nothing gets done and India’s intelligence agencies have become rudderless over the years. Using the CBI to target IB might well be the final nail in a coffin of India’s intelligence agencies. if UPA 2014 happens we will see all of RAW+IB+CBI+NIA brought under retd esteemed CJ Katju-ji and reporting directly to NAC rather than MHA! each case will be filtered for communal flavour and green flagged only if the suspect is 'saffron'

Most of those former directors were complicit in becoming the willing tools of INC over the years. Many of them and their children get rewarded with the highest posts in the country.

In other words it didnt start today.

When Chidambaram was forming the NIA, which was to be counterpart of the CBI, for covering up terrorist attacks in India, none of them spoke-up.
When he formed the initial NCTC proposals with a view to lock up those whom the NIA comes up(political opponents) with they still kept silent.

Very few of them protested giving intelligence agencies arrest powers which would bring down the organization built up over 180 years from Col. Sleeman's time.


So they have no moral right to talk about how the INC is subverting national institutions now. it was always dong that these guys were part of that subversion process.

A new statue which shows Virgin Mary and baby Jesus as tribals has been installed in a church in the eastern Indian state of Jharkhand, sparking off protests from non-Christian tribal groups. But leaders of the Sarna Society say they do not expect much to come out of the meeting unless the statue is removed.

Bodhgaya- An outsourced operation
An officer with the Research and Analysis Wing tells rediff.com that it appears to be an outsourced operation to the Indian Mujahideen. This is just a pre-cursor before the Lashkar-e-Tayiba launches a major war in support of the Rohingya Muslims at Myanmar.

A note that was circulated by the Research and Analysis Wing around 6 months back to the Government of India stated that a front called the Difa-e-Musalman was being set up by the Lashkar to fight in Myanmar. It is a major operation for the Lashkar and a large number of persons were being recruited and trained for this operation.

Intelligence Bureau officials say that Bodhgaya is just a pre-cursor and when the IM had actually surveyed the place three years back they were not interested in this cause. However the Lashkar’s new wing Difa-e-Musalman through the Bangladesh based Hizbut Tahrir outsourced this operation to the IM. There have been no tall claims by any of the outfits after this blast and none have come forward to accept responsibility. However the message has been conveyed and that is there is going to be a major war in Myanmar in favour of the Rohingya Muslims. US agencies have informed India that the major base where the training takes place is at a place called Arakan in Myanmar.

The war in Myanmar is expected to be a big one and the Lashkar has been training its guns for that cause. The Lashkar has already said out in the open that the government there is responsible for the plight of the Muslims. After several rounds of discussion with the ISI, there were several other organisations which were roped in to fight the cause in Myanmar. Today part of the team for Myanmar are the Lashkar, Jaish-e-Mohammad, Harkat-ul-Jihadi Islami and the Jamaat-e-eMujahideen.

The Intelligence in India says that these are worrying signals. While Myanmar would go out of its way to ensure that nothing untoward takes place over there, there is a danger that lurks in India since there are a considerable number of Buddhists. The IB has already issued several warnings to secure Buddhist dominated areas as they could be targeted. Now with the IM doing the outsourced job for Pakistan based groups in India, the situation gets even more dangerous.

The IM has been given a free hand to wage this war and has been told to focus more on this issue. There are inputs that would suggest that they would be looking to get in weapons from Thailand and funds from Saudi Arabia.
