During the Sultanate period, the issue of Hindu-Muslim relations generated a controversy between the Muslim rulers and the ulema. Following the model of the Arab rule in Sindh, the ulema held Hindus at par with the Jews and the Christians as the ‘people of the Book’. They were regarded as Zimmis who paid jizya. After the Mongols invaded Central Asia, some ulema arrived to settle in India and critical of this policy, they discussed among themselves the options to make amendments to it. Ziauddin Barani, (1285–1357) a Muslim historian and political thinker, in his book Sana-i-Muhammadi discussed the ulema’s view in detail. He highlighted that the Hindus were not people of the book but infidels and pagans as they did not have a divine book nor prophets to guide them. So he believed they should be regarded differently from the Jews and the Christians.

The ulema met Sultan Iltutmish to convince him that the policy of the Muslim state was against Islamic law. They suggested that as the Hindus were not people of the book, they should either be converted to Islam, or killed in case of denial. They further argued that in a Muslim state, infidels must not be allowed to live respectably but should be humiliated and insulted. They wanted the sultan to adopt a policy of coercion towards them and express his anger and displeasure in the presence of the Hindus. When they finished, their conversation, the sultan asked his wazir Nizamul Mulk Junaidi, to respond to the arguments of the ulema. The wazir told him that the argument of the ulema about the Hindus was correct as according to the Sharia, they should either be converted or be killed because they were enemies of the Holy Prophet (PBUH). Junaidi pointed out that the Muslims were in minority, while the Hindus formed the majority in the subcontinent. He feared that they would unite and revolt against the policy of coercion which would make it difficult for the Muslims to maintain their hold on the subcontinent. So until the sultanate consolidated and became powerful, a harsh policy towards the Hindus was not advisable. After hearing this, the ulema requested the sultan to not allow Hindus to be appointed to high posts, to reside in Muslim localities or to freely perform their religious rituals. In his book Fatawa-i-Jahandari, Ziauddin Barani revised the question that if a Muslim ruler with political power, wealth and resources tolerates religious practices of the non-Muslims and fails to prevent their influence, how would Islamic teachings be propagated and paganism eliminated. During the period of Iltutmish, Nuruddin Mubarak Ghaznavi, a religious scholar criticised the Muslim rulers for failing to take any action against the infidels because of their majority. He argued that they should be treated with contempt and not be permitted to worship idols openly. They urged the sultan to crush the Brahmins, who were the root cause of idol worship. According to Ghaznavi, the sultan should crush the Brahmins, preserve the Islamic spirit and not extend them any favours or concessions. He also requested that the sultan should expel all philosophers from state institutions and appoint only pious and devout religious people on high posts.While the rulers patiently listened to the exhortations of the ulema, they still did not allow interference in state affairs. They made no attempt to impose the Sharia and continued to follow a policy which suited the interest of the state

Embassy Threat Came From Bugged Al Qaeda Call

The decision to shut 22 US diplomatic missions was made after details of a threat were revealed in an intercepted phone call between top al Qaeda officials.

Intelligence from conversations last week between the head of al Qaeda in Pakistan, Ayman al Zawahiri, and the head of its affiliate in Yemen, Nasser al Wuhayshi, revealed plans to carry out an attack as early as last Sunday.

The plot is thought to have been one of the most serious against American and other Western interests since the September 11, 2001, attacks, according to US intelligence officials.

One official told the New York Times: "This was significant because it was the big guys talking, and talking about very specific timing for an attack or attacks."

But the exact location or target of the attacks was not revealed in the conversations.

It comes after the US extended the closure of some of its embassies in the Middle East and Africa until August 10 over the security fears.

The State Department also announced a global travel alert, warning that al Qaeda or its allies might target either US government or private American interests.

In a statement, spokeswoman Jen Psaki said: "This is not an indication of a new threat stream, merely an indication of our commitment to exercise caution and take appropriate steps to protect our employees including local employees and visitors to our facilities."

It said diplomatic posts in Abu Dhabi, Amman, Cairo, Riyadh, Dhahran, Jeddah, Doha, Dubai, Kuwait, Manama, Muscat, Sanaa, Tripoli, Antanarivo, Bujumbura, Djibouti, Khartoum, Kigali, and Port Louis would be closed from Monday through to Saturday of the coming week.

Those reopening for normal operations on Monday included Dhaka, Algiers, Nouakchott, Kabul, Herat, Mazar el Sharif, Baghdad, Basrah, and Erbil.

The extension came as security forces closed roads, put up extra blast walls and increased patrols on Sunday near some of the 22 diplomatic missions ordered to close.

The meeting between army chief General Ashfaq Parvez Kayani and his Russian counterpart Col General Vladimir V Chirkin at the General Headquarters in Rawalpindi came in the backdrop of uncertainty over the future of Afghanistan.
Although both Pakistan and Russia had remained bitter cold war rivals during the former Soviet Union’s invasion of Afghanistan, relations between the two countries have shown significant improvement in recent years.
If Afghanistan was the source of tensions between the two countries in the 1980s, it has now become the point of convergence.
Official sources familiar with the meeting of top generals told The Express Tribune that Islamabad and Moscow had unanimity of views on the future of Afghanistan.
According to sources, General Kayani and General Chirkin agreed that the US should come up with a clear roadmap for its pullout plan from Afghanistan.
Both Pakistan and Russia appear not to be in favour of the stationing of US forces in Afghanistan on a permanent basis.
“Their presence can be a source of confrontation and friction in the region,” said a diplomatic source.
According to the source, Russia fears that Afghanistan may slip into the civil war in the absence of a clear roadmap for peace and stability.The peace process, meant to bring the Afghan Taliban on the negotiating table, is currently deadlocked over differences between the insurgent group and the government of President Hamid Karzai.A statement issued by the Inter-Services Public Relations (ISPR) confirmed that the two generals discussed the ‘overall security situation in the region’.“The two discussed matters of mutual interest with emphasis on improving defence cooperation between Russia and Pakistan especially army-to-army relations,” it added.General Chirkin also attended a wreath laying ceremony at ‘Shuhada Monument’ and was presented a guard of honour by a smartly turned out contingent of Pakistan Army. The Russian general also called on Chairman Joint Chiefs of Saff General Khalid Shameem Wynne.The visit of Russian Army Chief is part of efforts by the two countries to redefine their relations in view of the new regional and global challenges.Last year, General Kayani undertook a historic trip to Moscow marking the beginning of new phase in their otherwise troubled ties.

Russia was not cut to size, it was Soviet Union which broke up, the seeds of break up predates the Afghan war.

It is mythical to say that the "mujahids" won the war, they did not. They got their asses whupped, a kill ratio of about 100:1 against them. Later on they lost in Jalaabad to Afghan national army. It was only when Afghanistan army stopped receiving the $1 billion assistance from the Soviet Union and could fight no longer in absence of finances, only then "mujahids" were able to enter Kabul.

It's been going on for a long time. I remember seeing a movie, "Dhoom" I think it was, where the Aishwarya Rai character makes a derogatory comment about "dal-chaawal" and asks the Hrithik Roshan character why they don't go out for burgers and coca cola instead. I saw a even more shocking scene. I visited Khanate sometime back and I was shocked, shocked to see SDREs living there, that too, voluntarily. And some SDREs even aspired to be amirkhans themselves. They shrugged off when asked about returning to Desh and made snide remarks about conditions back home. These kind of subtle social engineering must be countered too.

The hospital sources said that Pakistan Army’s Colonel Mustafa Jan, Captain Ashfaq and SSP Diamer Hilal Ahmed embraced martyrdom. When the Chinese brazenly stop Indian troops from patrolling on our own soil, GOI describes the situation as a mere "pimple". Congress has reduced the IA to a toothless dog that even the Pakis feel empowered to kick at will. Seriously, I can't even bring myself to read this TSP thread any more: the Sonia-Manmohan regime has perpetrated a far greater state failure in India, considering our potential as of 2004, than any disaster that has befallen Pakistan over the past decade. And at least the Paki State retains some modicum of respect, however undeserved, for their Army.

Who do we think we are to laugh at the Pakis?

Looks like this issue is escalating more quickly than the beheading incident. Hope something will be done about this. At the least call off the proposed talks (sigh..our expectations are so low).

Barbarians is a term that describe these pigs fine. Talks were not resumed with pukis because of vicious attacks on Indian soldiers on one hand and 26/11 terrorist attacks on other - among issues.

Guess every time Indians and Indian soldiers have to pay with lives for vote bank politics lest talks stalled may result in blackmail for votes. We are in bloody vicious cycle perhaps and have to keep up murderous circus of talks with barbarians pretending to be civilians ready for a talk.

Would the US ambassadors like Kerry or someone else be behind another push for talks with the barbarians? Anything can give the pigs only excuses for more attacks.

Not barbarians, not pigs. The Pakis are simply doing what they need to do. No cause to abuse them.

In turn, our jawans are brave enough and capable enough to do what THEY need to do, and give it back to the Pakis twenty times as hard. But they can't ever do this, because their hands are tied with bonds of Vote Bank Politics and Diplomatic Sellouts of National Interest to the US. Bonds labeled "Aman Ki Asha."

Make no mistake. Heaping abuse on the Pakis, for being Pakis, is absolutely meaningless and ultimately useless. The Real Pakistan lies between 10 Janpath and 7 Race Course Road. The Real Enemy is Within.

SC moved on next army chief’s appointment

Staff Report

ISLAMABAD: The Supreme Court (SC) was moved on Monday to prevent the appointment of next chief of army staff (COAS) strictly on the basis of seniority of service.

The court was informed that the prime minister’s pronouncement to appoint the senior most lieutenant general as COAS is in conflict with the constitution and Pakistan Army Act, 1952.

The appeal filed in the SC also challenged a decision of the Islamabad High Court, which had dismissed the writ petition for lack of locus standi stating that the petitioner was not a military officer.

Shahid Orakzai, the petitioner, said Nawaz Sharif in his previous tenure as prime minister had twice fired the army chief, adding that removal of General (r) Pervez Musharraf had pushed the country into a military rule.

He also pointed out that the three-year extension in the service of the incumbent COAS had already taxed the professional growth of Pakistan Army and many competent generals were retired without due promotion.

The application asked the court to restrain the prime minister from exercising his power under Article 243 to advise the president for the appointment of the next chief of army/navy/air staff until the ruling on the petition.

He said that the pronouncement of new policy for military appointments contravenes military laws as well as the constitution “and no single MNA can devise his own scheme to bypass the constitution and the law”.

VikasRaina, I feel the same anger and frustration.

There won't be any (re)action by GoI this time too just as on earlier occasions. What can GoI do ? There are only two courses of action available to GoI. We can apply diplomatic pressure and/or apply military pressure. Both were tried when very serious things happened and both failed in the end. Why did they fail ? They failed for a number of reasons, most important of which were two. The US pressurized us for one and we ourselves decided to tone down our pressure, for the other.

We succumb to US pressure these days easily and without much returns in the bargain. They entered into the equation in Kargil when India reversed its age-old policy and let the door slightly open. The door is ajar today. The US also makes vague promises to us which, when if they see the light of day, either get very diluted in the end or are not kept at all. OTOH, they also materially support Pakistan which emboldens them to attack us which leads the US to commiserate with our plight. The matter ends there leaving us with absolutely nothing in the end.

Why did we wind down ourselves on every occasion without having achieved anything ? The reason, IMO, is simple. We do not have the stomach to raise the bar a notch higher and keep on doing so until we get what we want. GoI reacts due to pressure from outrage by masses. I do not believe that left to themselves, they would even react at all. GoI and its apologists (cutting across party lines) will offer a dozen reasons for inaction.When the same parties are in the opposition, they will offer a dozen reasons for action. We are certainly a laughing stock even though countries like the US may praise our 'restraint' and flatter us while rotfling behind our back.

The US can ill afford a tension between India and Pakistan at this critical stage when its Afghan peace talks have gone nowhere and every passing day brings them fruitlessly that much nearer to their self-declared deadline. Pakistan knows that and it will certainly make the best out of this situation. Yesterday was Jalalabad and today is LoC.

Deferring to the pressure from the US, its vague promises, and its flattery, our leaders will succumb once again. But, even before receiving a call from the US, our leaders would have already thrown in the towel because we have decided a long time back that even tit-for-tat, forget about a long-term pro-active policy to strangulate Pakistan, was not the way to go.

As for the revenge, that list has been growing for the last 25 years and I have not seen any revenge. Some jingos may talk about a revenge here or there but this jingo ain't one of them.

Why does hope continue to exist when it is very obvious that the Pakistani civilians have no control of the PA and ISI?

Joseph, the hope exists among politicians, not in BR, as I think.

It isn't the fault of an all-encompassing 'we'. It is solely the fault of the Sonia-led Rahul-guided Congress party. India has to be cleaned up from within before any Pakistan policy is even formed. A solution to Pakistan problem can't come from those Indians' who have interests abroad. A true-blue desi dehati from marathwada or mogaveera from Udupi or Gujarati from Kathiawar or Mehsana who doesn't have any relatives staying abroad or hasn't even seen a big city in his life, who has eaten only Indian bread and drank Indian water will solve this issue in 5 days flat.

Exclusive: Dirty war on LoC preceded deadly Poonch ambush
This, and only this, do we know for a fact: early this month, Zafran Ghulam Sarwar, Wajid Akbar, Mohammad Wajid Akbar and Mohammad Faisal left their homes on the Pakistani side of the control in the Neelam valley, and never came back. Pakistan claims they were innocent herb collectors, who were kidnapped by an Indian special forces engaged in an offensive counter-terrorism operation across the Line of Control.

India says it has no idea what happened to the men. Not long after they disappeared, though, five still-unidentified men were shot dead by Indian troops in the same area, 500 metres on the Indian side of the Line of Control. Naresh Vij, an Indian army spokesperson, said troops had “not recovered any bodies as they are lying very far.”

Privately, Indian intelligence officials posted in the sector speculate the men may have indeed been targetted by special forces — but insist they were guides for jihadist groups crossing the Line of Control, not innocent men executed by the army for no reason at all.

Like everything else to do with the secret war Indian and Pakistani troops are locked in along the Line of Control, the facts are opaque. Few, charged with nationalist passions, are much interested in the truth, anyway.
Long before the dispute over border construction, though, several similar cross-border clashes had taken place. In March, 1998, an Indian special forces unit is alleged to have killed 22 civilians at the village of Bandala, in the Chhamb sector; two villagers decapitated; the eyes of several others were allegedly gouged out by the attackers. The Pakistani military claimed to have recovered an Indian-made watch from the scene of the carnage, along with a hand-written note which asked, “How does your own blood feel?”

The Bandala massacre is alleged to have been carried to avenge massacre of 29 Hindu villagers at Prankote, in Jammu and Kashmir, by the Lashkar-e-Taiba. The Lashkar attackers slit the throats of their victims, which included women and infants.

Large-scale civilian killings did not take place again, but the Indian army continued to dish out at least as good as it got. In May 1999, as the Kargil war broke out, Captain Saurabh Kalia, along with sepoys Bhanwar Lal Bagaria, Arjun Ram, Bhika Ram, Moola Ram and Naresh Singh, were kidnapped by Pakistani troops. Post mortem revealed that the men’s bodies had been burned with cigarette-ends and their genitals mutilated.

Late in January, 2000, seven Pakistani soldiers were alleged to have been captured in a raid on a post in the Nadala enclave, across the Neelam River. The seven soldiers were allegedly tied up and dragged across a ravine running across the LoC. The bodies were returned, according to Pakistan, bearing signs of brutal torture.

There have been a string of smaller incidents since the ceasefire went into force. In June, 2008, Pakistani troops attacked the Kranti border observation post near Salhotri village in Poonch, killing 2-8 Gurkha Regiment soldiers in Jawashwar Chhame.

The retaliation, when it came, was savage: Pakistani officials allege Indian troops beheaded a soldier and carried his head across on 19 June, 2008, in the Bhattal sector in Poonch.

Finally on 30 August, 2011, Pakistan complained that three soldiers, including a JCO, were beheaded in an Indian raid on a post in the Sharda sector, across the Neelam river valley in Kel— retaliation for the decapitation of two Indian soldiers near Karnah.
He seems to have quitely buried the grandmother story which he was tom-toming about during the last TSP-ian raid
