Syele, SPG is for protection of PM's, past and present while NSG is for protection of other Indians the country considers important.
it is not only desirable but necessary that NSG adopt some of the practices of SPG so that it can execute its duty properly. right now NSG is clearly not upto its job.
obviously, there would be a duplication of capability and that is a necessity.

well, it offers them a face saving formula they might just accept. right now the SPG cover issue has turned into a prestige fight they don't want to back down from. also, to be fair it is difficult to include modi by amending the SPG act.
after all it is the same NSG that upgraded his security detail to unprecedented levels as soon as he was declared PM candidate. it's another matter that merely raising numbers is not enough.

Didnt realize the railway station is about 2-3km from the rally maidan.
Now makes sense all those 18 devices being planted all over the place within 2-3 km distance.

The very size of these rallies are a threat to the existing apparatus even before Modi utters a single word. Even if the grounds are sanitized and Modi kept safe, rally goers may become the next target during future Modi rallies in an attempt to reduce the size of crowds. Since the city streets become a sea of people, this is tough to prevent. An attempt on Modi himself could be much more focused and come in the form of an overwhelming suicide attack by say 20 or so jehadis. He definitely needs to move around in an armored SUV surrounded by heavy NSG type guard. No other politician in India has been issued such a direct and open threat.

NSG is for combating terrorist activities. Essentially it is not for VIP Security that is the job of SIGMA in each state. Since VIPs are targets of terror activities hence in that name they get NSG cover. Otherwise it was conceived as a specialised force to take action under terrorist attack situation. SPG is only for PM , Ex-PM ( for restricted period and reviewed every 12 months) and family. They get legal cover as the group is constituted based on requirement and confidentiality and members keep changing.

State Police, IB and NSG/SPG always work in close cooperation . That , political parties in power should not make a difference to the protocols in various books for VIP security. That way Bihar Police has erred big time and that is because of NiKu. I don't think INC can dictate NikU how to run his police. So blame falls squarely on him. This demonstrates that he had harboured visceral hatred of NaMo. That is going to haunt him back.

Patna serial blasts: Wrongly wired bomb saved lives, led to arrest

NEW DELHI: Inexperienced bomb-making hands that wrongly wired one of the Patna devices to the second's hand of the clock instead of the hour's not only saved many lives but also helped police nab one of the accused and crack the case within hours.

The first Patna bomb which exploded at 9.30 am in the toilet of the city railway station even before it could be planted had been wired by the bomber in such a manner that it burst within a minute of being set off.

Investigations said Tarique, the bomber injured in the incident, was trying to attach the timer to the bomb circuit in the toilet. However, instead of attaching the wire to the hour or minute hand of the clock, he attached it to the second hand giving the circuit only a minute to be completed. This led the bomb to explode almost immediately and also helped police nab his associate Imtiaz Ansari.

"An examination of the bomb revealed that this is what must have happened to set off the bomb so quickly," said an official privy to investigation details.

When a bomb circuit is attached to the hour hand of a clock, it gives the bomb 12 hours to explode. In case of minute hand, the time reduces to one hour while in case of second hand, it comes down to just one minute.

Another mistake that the bombers, including blasts mastermind Tehsin Akhtar alias Monu, committed was not attaching a safety device to the bomb circuit. A safety device, which comes in the form of a switch or another clock, is used to give enough time to a bomber to move away from the blast site even if the circuit is wrongly wired.

Sources said arrested IM operative and Tehsin's mentor Ahmed Siddibappa alias Yasin Bhatkal was an expert at this and that is why most of his bombs were lethal and rarely failed.

"An expert hand like that of Bhatkal or Pakistani national Waqas (who assembled the Hyderabad bombs) would not have committed this mistake," said a bomb expert.

The officer explained that a bomber can set a predefined time, anywhere between two minutes to 10 minutes that he believes is necessary to get out of harm's way after planting a bomb, in a safety device. Only when this time lapses does the timer of the bomb starts ticking.

"Thus, even if you wrongly wire a bomb or accidentally complete the circuit, the bomb won't go off as its arming device (i.e. the safety switch or clock) is not active," said the official adding that the Patna bombs show that after Yasin's arrest, IM's bomb-making capabilities have gone down.

chanakya you highlighted the wrong part of the news. The real news that TOI and Deeptiman Tewari is giving is this - IM fools this is why your device failed, next time do not do that mistake and also send experts from accross the border. The police that gave that info, was told so by Nikumma so that these things can be corrected, next time Namo visits Patna, which is in next few days.

The National Security Guard (NSG) was set up in 1984 as a Federal Contingency Deployment Force to tackle all facets of terrorism in the country. Thus the primary role of this Force is to combat terrorism in whatever form it may assume in areas where activity of terrorists assumes serious proportions, and the State Police and other Central Police Forces cannot cope up with the situation. The NSG is a Force specially equipped and trained to deal with specific situations and is therefore, to be used only in exceptional situations. The Force is not designed to undertake the functions of the State Police Forces or other Para Military Forces of the Union of India.

The NSG was modelled on the pattern of the SAS of the UK and GSG-9 of Germany. It is a task-oriented Force and has two complementary elements in the form of the Special Action Group (SAG) comprising Army personnel and the Special Ranger Groups (SRG), comprising personnel drawn from the Central Para Military Forces / State Police Force. All the personnel are on deputation.

News says that Mr.Modi's Kanpur rally was also targeted,but intensive police security prevented the assassins from carrying out their diabolic plan.This clearly shows up Nitesh's indifferent attitude towards Modi's security,which is most curious. A CM of any state will almost always see that the security of a visiting CM,top Opposition leader will be given the utmost security.Who would want something untowards to happen,unless......he wanted it to happen!

The Q must therefore be asked,"what did Nitesh know about the conspiracy and when did he know about it?"

Terrorists planned attack on Modi in Kanpur rally too: UP Police: One India
Kanpur, Oct 30: In a shocking revelation, it has been reported that terrorists had planned to attack the BJP's prime ministerial candidate Narendra Modi at the Kanpur rally on October 19.

Uttar Pradesh police on Tuesday said they had received intelligence inputs about terrorists plotting to attack Modi in Kanpur rally.

"Three days before Narendra Modi's rally here, the police had received an alert from IB (Intelligence Bureau) that three terrorists were present in the city and were planning to attack the rally. They could have used rocket launcher and IED (Improvised Explosive Devices)," Kanpur Senior Superintendent of Police (SSP) Yashaswi Yadav told reporters today.

The SSP claimed that the terrorists had reached the city and even recced the venue of the rally.

"We had deployed policemen at and around the venue of the rally and had given them pictures of the suspected terrorists. This probably scared them," the SSP said.

"We had made strict security arrangements for the rally. Every person entering the venue was checked at the entrance gates. Policemen were deployed there in plain clothes also," he said.

"Two days before the rally, we had increased patrolling in the city and security personnel were deployed at all sensitive areas of the city," he added. The SSP further claimed that suspected terrorists arrested in connection with the Patna blasts have confessed that they had planned to attack the Kanpur rally also, but could not because of police high alert.

Terrorists may plan to attack Modi on his Nov 8 rally to be held in Bahraich, UP When asked why was the media was not informed about the threat to the rally, the SSP said this would have alerted the terrorists.

It means that Modi has been on terrorists' radar for a long time as he had a close shave at the Hunkaar rally in Patna on October 26.

In the backdrop of failed terror attacks attempts on Modi, the security agencies have beefed up the security arrangements of Modi.

According to reports, terrorists may plan to attack Modi on his November 8 rally to be held in Bahraich, Uttar Pradesh.

On October 27, Patna was rocked by a series of seven bomb blasts in and around the venue of Modi's Hunkaar rally at Gandhi Maidan. The low-intensity serial blasts in the Bihar capital claimed six lives and left over 80 injured.

Three accused have been arrested in connection with the blasts case. One of the prime accused, Imtiyaz revealed that they had made a code word, "machli 5", to attack Modi. Imtiyaz and his other aide had planned to kill Modi by exploding themselves in fron of his dais, but, their plan went awry.

This is most shameful that an elite organization with exclusive attention to terror allows a terroist to escape while interrogating him. There is certainly room for deep suspicion here.

Ok makes sense that plan is to target all rallies and it did not succeed earlier because of pucca bandobast . Patna succeeded to some extent as NiKu desired kuchcha bandobast. But objective was not achieved. Neither there was stampede nor riots and they could not even reach NaMo with soosai bummer. They will try again and again. They need to succeed only once and NaMo need to prevent it everytime.

That un-named police official looks like he is giving tips to the bombers on how to improve their devices. Is that idiot invovled in defusing the the bombs or he let his juniors do the job and get injured?

Patna: The six alleged bombers involved in the Patna blasts targeting Narendra Modi's rally were allegedly given Rs. 5000 and three bombs each for the operation, say sources.

This was revealed during the interrogation of the four men arrested for the blasts, which killed six people and injured 83 on Sunday.

The alleged bombers, who were part of the "Ranchi module" of the terror group Indian Mujahideen, were all from a village near Ranchi and did not have any previous crime record, say the police.

They were allegedly roped in by Tehseen Akhtar, a top Indian Mujahideen operative said to have conceived the Patna plan. Akhtar is believed to be next only to the group's co-founder Yasin Bhatkal, who was arrested in August.

One of Akhtar's aides, Uzair Ahmed, was arrested on Wednesday. Ahmed allegedly raised money for the operation and is believed to have been involved in the 2011 blast at the Delhi High Court, in which 11 people were killed and nearly 80 injured.

The police say Ahmed, who works for a local newspaper, raised funds for terror operations in the name of religious causes.

The police are also looking for a man named Haider, codenamed 'Black Beauty', who worked for Tehseen Akhtar. Haider is believed to have recruited Imtiaz Ansari, the first man arrested on the day of the blasts.

Imtiaz Ansari was caught while trying to run away from the Patna Railway station, where a bomb exploded in the toilet.


The 18 bombs were planted all over Gandhi Maidan, the venue of Mr Modi's rally. The suspects have reportedly confessed that the attacks were aimed at causing chaos and a possible stampede that would lead to many deaths.

Seven bombs exploded on Sunday, while the rest have been defused or detonated by bomb squads.

Also the journalist who wrote this article is a moron. The terrorist Tehseen Akhtar is not a functionary to have aides. He has associates.

According to investigators, IM operatives who planted the blasts in Patna enjoyed the support of local leaders who helped them move around the city with ease and plant the explosives.

While the police said that IM’s new Ranchi module was behind the blasts, the NIA said that this cell appears to be a pseudonym. The entire operation was planned by the Darbhanga module with the help of cells from neighbouring Samasthipur, Madhubani and Madhepur.

If Yasin’s confessions are to be believed, the locals in Darbhanga offer the IM a lot of support, as he his married a girl from the town. He is treated as the “son-in-law” of Darbhanga.

NIA sources said that IM operative Tehsin Akthar, the prime suspect in the blast, was in touch with local politicians from Darbhanga and Samasthipur. There are 100 IM operatives living in these Bihar towns, according to the Intelligence Bureau. They lead regular lives and only during an operation they don roles as operatives of a terror module. This makes it even more difficult for the NIA to probe an operation.

Not only the locals but also the police are not helpful. In, Bihar the problem begins with top bureaucrats. Nitish Kumar has accused investigation agencies of carrying out undercover operations without informing the local police force. However, both the NIA and police officials from other states pointed out that a case becomes tougher to crack if the local authorities are kept in the loop. There are too many moles in their set up, a Bangalore police officer said.

An Intelligence Bureau officer said, “The biggest issue is that the state government has always refused to acknowledge the problem, which is the Indian Mujahideen. At a conference in 2012, Nitish Kumar was very vocal about the interference by central agencies in Bihar and he took objection to the fact that Darbhanga was being singled out.”

Provides more context to how NiKu came about to calling terrorist Isharat Jehan as "Bihar ki Beti".
People must remember that both Isharat and the latest IM bunch out of Bihar had the same goal - to Assassinate modi through a terror attack.

Hi Rahul M,

Just asking.

You object when I post something along the line that "we all should order MPs via SMS to order Home Minister to give SPG cover to NaMo"

And I wasnt posting same thing again and again --- it was only one post in whole thread.

Then is following post OK? Here, the postor is asking all to send email to Prez, CEC etc.

I really dont see the difference between my post and the following post . I suggested SMS, he suggests email. Minor difference. I suggested we sending message to MPs, he suggests that we send message to CEC/Prez etc. MP, CEC, Prez are all one and same. So against, not much difference.

See if you can explain whats wrong with my post, given that nothing is wrong with his post?

I promise not to argue further on reasons you cite. And its ok if you dont cite reasons. But if I know the reason, then next time, I will draft my posts in a way that no admin needs to delete them, and that will save everyone's time.

One thing for sure, Bihar seems to have become a sanctuary for all these IM terrorists since they know that they have the patronage of NK and nothing will be done to them.

Guys Bihar has been the goonda adda for a long time. It started with the Muslim invasions when the entire ruling classes were killed or converted and the local control handed over to zamindars etc. The British legitimised the misrule and so long as these folks gave the revenues they were good Rai Bahadurs. INC made them party stalwarts in the early years after Independence. The rot started in the early 70s when the new economics empowered the others and empoverished the elite. The elite went back to what they know: keep goondas and harass the populace and get elected.

Muslims are now the new goondas. Except they are given political name Ind Muj. It is still the old elite running the show in Bihar.

Samastipur is where LN Mishra was killed in bomb blast.

Rahul Mehta, That post you quoted is from GDF. In this thread we specifically requested it to be limited to news and discussion of the Patna blasts. It gets distractig when you have a one track message. In psychology its called "broken record" and consists of :

A disadvantage with this technique is that when resistance continues, your requests may lose power every time you have to repeat them. If the requests are repeated too often, it can backfire on the authority of your words. In these cases, it is necessary to have some sanctions on hand.
So please reconsider the approach.
