Regarding, deletion of names, there is a process to follow. What has happened in MH atlest is that the said process was not foolowed.Neela wrote:EC claims on missing voter list - "it is an error and nothing can be done now" - does it stand a chance in court?
Names simply cannot vanish. The EC must be forced to explain what caused the error.
The missing count runs into lakhs and such large numbers affect the outcome of polls. The EC, of all bodies , should know this. If they did not spot this and rectify, it speaks very poorly of them and the election officer deserves a boot.
I hope the courts understand this.
The setup is as follows:
Each district has an "Election Branch". This branch has a Deputy Election Officer (DEO). He/she works in co-ordination with the District Collector. The DEO is a supervisory post onlee. The tehsildar and staff of the collectorate make up the other members of this "Election Branch".
During non-election period, the staff of the "Election Branch" has the task of upgdation, addition and deletion of the electoral rolls.
The actual process is:
1. Staff visit the houses in all assembly constituency to physically verify if the voter is present or not.
2. If persons present, no change.
3. If not present, should verify with neighbours, which is never done.
4. If not present and neighbours don't have any info, paste the notice on the front door. The notice states present your documents or yourselves before the authority before so and so date.
5. At the end of such drive, a newspaper advertisement is to be placed informing about dates for updation of rolls.
6. If person does not present himself or list of documents, name is deleted.
There are many cases where names of some of the family members are present but others are deleted. If process was followed, this can never occur. Hence, the inference of "arbitrary deletion to suit particular party."
With the District Collector and staff being state appointees, any malice on the part of the party in power can be performed by the Election Branch.

The numbers being spoken of are absolutely huge. And many reports from the same, not all are retweeting the same tweets over and over. And not just from one city.
And the beauty is that this can be attributed to incompetence as its difficult to prove that it was done deliberately. The CT is that all of these things are done in places where the fight is close. Just enough to influence the result in the way its needed. Only a truly massive vote percentage can overcome this.
What I'm saying is that none of this can ever be proved, but I'm convinced of what has happened.

Can't the missing voters be asked to report to a particular booth and vote using ballot papers. Add their votes to the totals that emerge from their respective constituencies.

Re: Statewide and National runup to 2014 General elections
+1 Suraj. I am not saying there was no malice anywhere at all, but in every election, you find that somewhere the electoral list has been screwed up. Every election, you find thousands at every constituency who could not vote at all. Besides, all this is done in Corporation ward offices in cities, and BJP-SS are in power in the corporation in Mumbai, IIRC. Does that mean that SS-BJP colluded in the removal of the names of their own supporters?Suraj wrote:Merlin, as the saying goes, why attribute to malice, what can be better explained by incompetence ? I could argue that you 'refuse to consider' that the EC just screwed up. They've done a pretty good job of managing a voter roll of 815 million people. In comparison, the US, despite its vastly greater resources and simpler electoral system, has badly screwed up state and national elections within the past decade and half.

If one or two laks of people don't know that their names are deleted and they don't even verify before election if there name is in the list , what Courts would do?? If people are not vigilant and aware of rights . They could have enrolled their names before the last date of filing nominations and be enclosing proofs. At least that could have all petitioned to ECI. They always take action. even now once results are declared, people can begin enrolling their names under a process called continuous updation. ECI website has online application process and most of the state election offices have online processes now. If that does not work, download the form from the link given in one of the forum thread which is currently sticky and apply to Electoral registration officer or send your form to ECI.Neela wrote:EC claims on missing voter list - "it is an error and nothing can be done now" - does it stand a chance in court?

Only morons don't get to caste their votes. They may be highly educated, salaried or in high profession or rich, but still they remain moron unless they choose not to enroll and in that case they have no right to crib against ills of the country.

Chaanakya ji -- dont be so harsh. I do know people who had tried really hard but could not get their names in the list. Voting should not be a cross country steeple chase, with only the most dedicated person getting to the booth, it should be a easy, comfortable process where everyone who wants gets his name in the rolls in a simple non-intrusive way.
The voter rolls is a HUGE HUGE snafu.

Meanwhile, voter IDs also point to a fraud in the making. Some reports doing the rounds of people finding their votes already cast etc. Fraud IDs that beedees are making locally may be doing it. Here's a chweet example: Consider one Mr Jain below...

Re: Statewide and National runup to 2014 General elections
Well , I think I did used harsh words. ECI spends lot of money on making people aware of voter list. Huge machinery is put in place and now there is continuous updation of electoral roll except for a brief period of elections when ERs are frozen, for obvious reasons. In case you might no know, these ERs are sent along with supplementary rolls of additions and then a Marked copy indicating Absentee, Shifted or Dead List ( ASD List) to all political parties, Polling stations and Booth level officers, as well as uploaded to various websites in searchable format. If one is keen on voting, they should approach online or by paper application for including their names. If there are abnormal deletions and additions , these are re-verified. Any bulk deletion or addition gets flagged by ECI.Sanku wrote:Chaanakya ji -- dont be so harsh. I do know people who had tried really hard but could not get their names in the list. The voter rolls is a HUGE HUGE snafu.
Pune residents could have made complaints to ECI.
This time ECI has added about 10 crores new voters so to allege laxity on their part is little too much. Residents need to be alert for such things as there can not be any deletion without 7 days notice. if they find their names deleted they should all go and sit on dharna before Electoral Registration Officer prior to election. Anyway now that they have got their attention, they should get their names included for next election.
But on the other note, why was there such a pathetic turnout by Voters in Maharashtra? What happened to those who had their names on ER and did not votes? My harsh words apply to them as well.
