Lt Gen Dalbir Singh appointed as next army chief

So congis go ahead and announce the next army chief.
A third-generation soldier, Dalbir Singh will succeed General Bikram Singh who is retiring on July 31. The defence ministry on Monday had sent his name to the Appointments Committee of Cabinet (ACC) for approval. The 59-year-old general's name was sent to the PM-headed ACC, hours after the election commission allowed the government to go ahead with the appointment.

The issue had assumed political colours in recent weeks but the crisis ended after the BJP – which had earlier opposed the appointment – softened its stand, as first reported by HT on May 3.

The move ends weeks of suspense over whether the incumbent UPA government – at the end of its tenure – would name the new chief in accordance with the well-established principle of seniority.

The EC had given the government permission to proceed with making top appointments on March 27. But the ministry sought the poll panel's opinion on the matter again two weeks ago to make its case watertight.

Though the BJP had earlier moved the EC to prevent the government from announcing the army chief, the party later climbed down from its position with a top leader saying that the party had no problems with appointments where there was little scope for the political executive to use its discretion.


Dalbir Singh, who hails from Bishan village in Haryana's Jhajjar district, will serve as the army chief for two years and five months. A stickler for fitness, Dalbir Singh is known to go for a 10-km run daily and his hobbies include horse-riding and golf.

The Indian Peace Keeping Force operation was one of the defining moments of his 40-year career. His unit was one of the first to be inducted in Sri Lanka in 1987 but suffered more than 20 casualties including the commanding officer and a company commander.

Though posted at the Indian Military Academy in Dehradun as an instructor at the time, Dalbir Singh volunteered to join his unit in Sri Lanka and was in Jaffna within 24 hours of the tragedy hitting his unit.

After exit poll predictions, Congress leaders jump to Rahul's defence


NEW DELHI: Congress leaders on Tuesday threw a protective shield around party vice president Rahul Gandhi against the predicted rout in the elections and went on to say that he will remain their leader for the future.

Reacting to exit poll predictions of Narendra Modi-led NDA government in the making, they sought to suggest that Rahul was never part of the UPA government and Manmohan Singh-led government was not able to convey to the people its programmes and the work done.

The Congress leaders who came out to bat for Rahul included Jairam Ramesh, Kamal Nath and Salman Khurshid.

"All this discussion is absurd. Rahul Gandhi is our leader and he will remain our leader in good and bad times," said Khurshid, the minister for external affairs.

Rubbishing the exit poll predictions which gave Congress very poor numbers, he said,

"Be that as it may, he (Rahul) is our leader. We repose faith in him. He will lead us from the front, he will tell us if something has to be told and something has to be advised."

Ramesh, rural development minister, described Rahul as a "indefatigable" campaigner who toured all over the country and said, "Ultimately it is for the organisation to translate whatever positive impact Mr Gandhi or Mrs Gandhi's campaign has into electoral advantage."

Kamal Nath, urban development minister, also rejected suggestions that a likely poor show in the elections will be a reflection on Rahul's leadership, saying he was never a part of the UPA government.

He said the Manmohan Singh-led government was not able to convey to the people about its programmes and all the good work it was doing.

"Election results are a reflection on what people's perception of the government functioning was....To dismiss them (good work) and say we did nothing in 10 years is wrong. Rahul Gandhi was never part of the government," Nath said.


Contending that Congress party "collectively" chose Rahul Gandhi as their leader, Khurshid said, "We are not like the BJP that we pick and choose people in order to make sure that we can win an election or not. We take our leadership based on enormous amount of principle."

Hailing Rahul's effort in the electioneering, Ramesh said the poll campaigns for Congress party exists at four different levels, at the level of the candidate, district committee, the Pradesh Congress Committee and then the AICC.

"Mr Gandhi was an "indefatigable" campaigner...over 125 rallies he must have addressed in every nook and corner of the country. He bought spirit into our campaign. In his campaign where he not just took on Narendra Modi and BJP but he also articulated what the Congress party stood for,"
Ramesh told reporters during an interaction at Indian Womens Press Corps. And singlehandedly ensure BJP's unmatched win

The union minister said that Rahul Gandhi was the main campaigner although there were a lot of other people who were campaigning in pockets.

"Other than Sonia Gandhi, he was the pan India campaigner. Our campaign was at the multiple levels," he said.

President having consultations with legal experts

NEW DELHI: President Pranab Mukherjee has held consultations with legal luminaries and constitutional experts on the course to follow if the Lok Sabha elections throw up hung verdict.

Fali Nariman, Soli Sorabjee and Solicitor General Mohan Parasaran were among others whose views were sought by the President last week.

The meetings, days ahead of the results, are being linked to the government formation exercise in which the President will play a pivotal role, especially if no party or pre-poll alliance gets 272 seats.

If a party or alliance gets a clear majority, the President's role is limited to formally inviting that party or alliance.

Counting of votes for all the 543 Lok Sabha constituencies will be taken up on Friday after the five-week long marathon elections to the 16th Lok Sabha drew to a close on Monday.

Election results are traditionally presented to the President by the Election Commission once the counting exercise is over, which takes a day or two after the declaration of results.

Rashtrapati Bhavan is, meanwhile, gearing itself to media rush which is expected after the results are out on Friday.

A tent has been erected in a corner of the forecourt of majestic complex to accommodate reporters and camera persons who are expected to descend in hordes there.

Whistleblowers Protection Act gets President’s nod

People who expose corruption in government or irregularities by public functionaries can now be free of any fear of victimisation. The Whistleblowers Protection Act, 2011, which provides a mechanism for protecting the identity of whistleblowers — a term given to people who expose corruption — got the assent of President Pranab Mukherjee on Friday. Gazettle notification of the Act was issued on Monday.

The Act also provides for a system to encourage people to disclose information about corruption or the wilful misuse of power by public servants, including ministers.

As per the law, a person can make a public interest disclosure on corruption before a competent authority — which is at present the Central Vigilance Commission (CVC). The government, by notification, can appoint any other body also for receiving such complaints about corruption, the Act says. The Act, however, lays down punishment of up to two years in prison and a fine of up to Rs 30,000 for false or frivolous complaints.

“Any person who makes a mala fide disclosure, knowing that it was incorrect or false or misleading, shall be punishable with imprisonment for a term which may extend up to two years as well as a fine which may extend up to Rs 30,000,” according to a gazette notification of the Act issued on Monday by the Ministry of Law and Justice.

The Act says that every disclosure shall be made in good faith and the person making the disclosure shall provide a personal declaration stating that he reasonably believes that the information disclosed by him and the allegation contained therein is substantially true.

Disclosures can be made in writing or by email or email message in accordance with the procedure as may be prescribed and contain full particulars and be accompanied by supporting documents, or other material, the Act states.

However, no action shall be taken on a disclosure if it does not indicate the identity of the complainant or public servant or if “the identity of the complainant or public servant is found to be incorrect”.

Information related to national security has been kept out of the purview of the Act. The Act is not applicable to Jammu and Kashmir, the armed forces and the Special Protection Group mandated to provide security to the Prime Minister and former prime ministers, among others.

The Whistleblowers Protection Bill was introduced on August 26, 2010. It was referred to a Parliamentary Standing Committee on September 16, 2010, which had given its report on June 9, 2011.

The Bill was passed by Lok Sabha on December 11, 2011 and by Rajya Sabha on February 21, 2014.

There are a few more issues too. Foren monies are invited to clean up but then the monies end up in corruption and that does not end (goes on). Something similar to how ideas of tourism and may be other fads are developed just around holy places or create alternative secular(non Hindu) time pass to wean off people from daily lifestyle.

Rahul Gandhi is NOT soley responsible for UPA tally because other UPA leaders also helped him. If Dumbo was given a free hand then UPA tally would have been ZERO.

It was meant to show as if paid-Arnab is aggressively asking tough questuons. But each questions were easy and framed so that NaMo can have easy escape.

paid-Arnab compared land given to Adani in Kutch to land given to Tata near Ahmedabad, which makes it easy for NaMo to have a good answer. Next , when NaMo cited that Congress had given land for lower rates, paid-Arnab didnt cross question as "then whats the difference between you and congress?". And finally, paid-Arnab made no reference such as "was auction of land held?", "were others allowed to bid"? "may be others would have offered ten times the money than Adani did" !! IOW, paid-Arnab covered the FACT that NaMo has been giving out land without auction for dirt cheap.
Did not have the patience to read all of the post. The only thing that u are missing is that the land was given for a port, which was approved by central government, not NaMo.

How can u auction the land, if there is only one company that is approved for the port wants that land?????

"Sonia Gandhi chose not to become Prime Minister when she led the party to a stunning victory in the national elections in 2004. Instead, she anointed a loyal technocrat, Dr Manmohan Singh, as prime minister, while she has called the shots on all important appointments and policies," Planning Commission Member Arun Maira has written in his book titled 'Redesigning the Aeroplane While Flying-Reforming Institutions'.

He further elaborated in the book: "Now her son Rahul Gandhi is being called upon to do his dynastic duty and lead the Congress party.

"Unfortunately, many other Indian political parties have also adopted similar autocratic and dynastic structures."

Maira regretted that sixty years after independence India's governance structures retain elements of the British Government of India like civil services and "monarchical political parties in place of the British monarchy".

Talking to the reporters after releasing his book at function here, Maira admitted that there was policy paralysis in the country and the situation has been bothering the investors, industrialists and citizens.

Ah-ha! Now it's in the open. Make the view mainstream, coin the term "Hindu-hater," and put these people on the back-foot. The game is just beginning.

Far from being an "incorrect interpretation," this is a cornerstone of Western policy, and not just in India.

Informed sources in the BJP said a Modi-led government would restructure at least half a dozen ministries. Indications are that a large and crucial Ministry like that of Home Affairs may be restructured with key divisions such as internal security, border management, Jammu and Kashmir and Centre-State relations getting more focussed attention. The effort will be to ensure better and seamless coordination between the Ministry and the Prime Minister’s Office.

There is a possibility of a total revamp of the National Development Council and the almost non-functional Inter-State Council. “If there is a discussion on national security, the Chief Ministers of border States like Jammu and Kashmir, Punjab, Rajasthan and the north-eastern States are likely to be fully involved,”

A Gujarati news channel on Tuesday did a story on Narendra Modi’s sister. Vasantiben, Narendra Modi’s only sister lives in a small town Visnagar in north Gujarat. She spends her life like any other middle class woman in semi-urban Gujarat. She is married to retired LIC employee Hasmukhbhai. Vasantiben visits her brother Narendrabhai once every year in Gandhinagar on the occasion of Raksha Bandhan. She is confident that Narendrabhai will become Prime Minister. She says, in that case she will visit Delhi to tie Rakhi. Like Narendrabhai’s mother and brothers, Vasantiben also lives low profile life. When she walks on street for routine work, people hardly identify her as India’s most popular leader’s sister. Vasantiben says, when his brother took oath as Chief Minister for the first time, she had done Rajtilak on brother’s forehead, now he is all set to become the Prime Minister.
What a contrast to dienasty.
