Cabinet approves bill for judicial appointment body

NEW DELHI: The Union Cabinet on Wednesday cleared a constitutional amendment Bill to provide for National Judicial Appointment Commission (NJAC) which proposes to radically change the process of appointment of judges by giving both the judiciary and the executive equal say and veto power.

The six-member NJAC will comprise the Chief Justice of India (CJI), the two senior-most judges of the SC, law and justice minister and two eminent persons. The choice of 'eminent persons' will be made by a high-powered committee comprising the prime minister, CJI and leader of opposition or the leader of the largest party in opposition

Moving ahead with Prime Minister Narendra Modi's agenda of scrapping 'archaic' laws, the government has prepared a bill to repeal 36 redundant Acts which is expected to be introduced in Parliament next week. This is the first time since 2001 that such an exercise is being undertaken by the Law Ministry. Out of 36 "antequated" Acts, 32 are Amendment Acts which were passed to change the existing laws. Four other are Acts which have become obsolete. The decision is in tune with Modi's agenda to do away with archaic laws, which are hindering efficient governance. Soon after taking over, Modi had told a meeting of Secretaries that "there may be rules and processes which have become outdated, and instead of serving the process of governance, they are leading to avoidable confusion". He had stressed upon the need to "identify and do away with such archaic rules and procedures". After this bill, the government will move another measure to repeal more of such Acts in the next session of Parliament. "An Amendment bill is moved to to add or remove certain provisions in the principal Act.

India will begin construction this year on an $8 billion project backed by Germany’s development bank to upgrade its grid to handle a more than doubling of renewable power capacity by 2022.

Power Grid Corp of India Ltd., the state-run utility that transmits about half the electricity generated in the nation, has invited bids for work beginning in Rajasthan and Tamil Nadu states, Andreas Thermann, deputy director at Germany’s KfW, which will lend an initial 250 million euros ($334 million) to the project, said in a phone interview from New Delhi.

Prime Minister Narendra Modi’s government, which has pledged to deliver around-the-clock electricity to every Indian home, is seeking to expand and strengthen the creaky grid that suffered the world’s biggest blackout in 2012.

The motion was moved in the House by BJP member Ratan Lal Kataria who wanted the government to set up 'Saraswati Research Institute' for the "revival" of the river. He reminded the House of a promise made by the Prime Minister Narendra Modi who, he claimed, during an election campaign in Kurkshetra vowed to bring the water stream of the river Saraswati on the ground surface.

Green nod to HP dam, will boost Delhi water supply
The long-pending Renuka dam project in Himachal Pradesh that will bring 275 million gallons of water a day to the Capital, one-fourth of the city’s supply, moved a step closer to realisation with the approval of an environment ministry committee.

Prime Minister Narendra Modi is likely to make a formal announcement in his Independence Day speech, boosting the BJP’s chances in the next Delhi assembly elections.

The dam will come up 315 km north of Delhi in a fragile but biodiversity-rich ecosystem of Sirmaur. The forest advisory committee (FAC), mandated to allow diversion of forestland, has approved the plan and environment minister Prakash Javadekar is expected to give his consent in the next few days.

As the Delhi government will pay the entire cost of the project, the Capital will get all the water supplied from the dam. According to a Delhi Jal Board (DJB) report, in 2012 the city’s demand for water was 1,150 million gallons per day, but supply stood at only 850 million gallons
.

Himachal Pradesh, too, will benefit, with 60 mega watts of power generated from the dam coming its way. However, the project will lead to the submergence of about 141,000 trees in the area, which is prone to soil erosion.


The Rs. 4,000-crore project on the Giri river, a tributary of the Yamuna, failed to take off for 15 years when the Congress, led by chief minister Sheila Dikshit, was in power in Delhi.


In 2010, the FAC sanctioned the project, but then environment minister Jairam Ramesh disallowed it.
He said that the ecological and social loss caused by the dam would far outweigh the benefits it would bring to Delhi. He later said that he would consider the project only if the Delhi Jal Board considerably trimmed its transmission losses of about 40%.

Since then, the DJB has failed to significantly reduce wastage.

The Himachal government is keen on the project despite the environmental risks as it says it will enhance the state’s irrigation potential and create jobs for locals. Environmentalists, however, say the Giri river, the main source of drinking water for the region, will cease to exist downstream once the dam is built

Railway ministry launches next gen e-ticketing system
The long and irritating experiences of booking train ticket through IRCTC website seems to be a thing of past now as the Railways on Wednesday launched the next generation e-ticketing system enhancing the booking capacity to 7200 tickets per minute and making the whole process much faster and easier.

"It was a rail budget commitment which was fulfilled today," Railway Minister Sadanand Gowda said after launching the next generation e-ticketing system in New Delhi.

The new system developed by Centre for Railway information Systems (CRIS) with an estimated cost of Rs. 180 crore would allow booking of 7200 tickets per minute against 2000 tickets in the old system.

With the launch of the system, now 1,20,000 concurrent users can book e-tickets simultaneously against the earlier capacity of 40,000 concurrent users at a time. Expressing his happiness on the successful implementation of the faster e-ticketing system which was part of the rail Budget proposal, Gowda said "budget was presented two months and five days ago in Parliament, and today we are launching it."

He hoped with this pace all budget proposals would be implemented before the next budget though only six months left for the next year budget. Besides e-ticketing, Gowda launched a series of IT-enabled initiatives for rail users including train enquiry mobile application and Go-India smart card.

Online system like e-Demand and e-Diversion for freight service was also launched by Gowda booking wagons and making payment without going to counters. "Railways is part and parcel of development. It is in the mind of Prime Minister Narendra Modi. PM said all operational part of railways should be covered through online system," the Railway minister said.

Emphasising state-of-the-art solution in rail sector to bring about operational efficiency, Gowda said "I have envisaged hospital management information system for the railway staff." He also suggested education to children of railway staff through optic fibre cable network. Gowda also announced cash awards of Rs. 5 lakh and Rs. 2.5 lakh for CRIS and IRCTC respectively for their commendable work
Still no Travel planning on multiple sectors not connected with direct trains. And ontime performance must improve immediately.

TWO: Those who miss the important pointer of Modi's thinking are reminded proudly by the BJP leader that the Modi government has taken the decision on the Bali agreement on the World Trade Organisation after much deliberation. The top five leaders in the government including Modi met to discuss it.

The BJP has no doubt that the Manmohan Singh government could not take their argument to its logical conclusion. They insist, in December 2013, then commerce minister Anand Sharma succumbed to international pressure. Sharma has strongly rebutted the allegation.

On the minimum support price of rice, India has crossed the subsidy limit and if it had not walked out from the WTO talks, Indian rice farmers would have been rendered without any protection.

"We would have seen 5 lakh (500,000) farmer suicides in the coming decade if India would have not taken the strong stand at the WTO," the senior leader told Rediff.com "Even US Secretary of State John Kerry came calling to see that we join the chorus, but Modi stood by Indian farmers. What more do you expect from the government in the first two months?"

When told about criticism that Modi is facing from his intellectual supporters, the BJP leader said, "Those who has given us votes have to be protected. Only the election after five years would prove if we are on the right track!"

"We will prove, eventually, we are neither capitalists nor under the influence of the corporatewallahs. We are realists!"

THREE: The Modi government's top functionaries argue that by October they will ensure that food prices are brought under control. So far, all its leaders including ministers like Arun Jaitley and Rajnath Singh have shown sensitivity to price rise and keeping inflation in check, the BJP leader claims.

FOURTH: In the Budget, he points out, in spite of pressure of top bureaucrats, Modi and Jaitley did not raise any taxes.

FIFTH: To show sensitivity to the poor and to ensure continuity and exhibit maturity in governance, none of the welfare schemes initiated by the Manmohan Singh government have been discontinued.

SIXTH: The Modi government has ensured that SAARC countries feel closer to India. New confidence building measures are planned in this regard.

SEVENTH: Indian industrialists are given confidence to invest in new horizons of growth. Serious attention is being given to remove bottlenecks. The Indian Railways has been asked to resume building of 230 over-bridges to help expedite goods transport.

EIGHTH: The BRICS summit has shown that India cannot be underestimated. India is not a passive player after the stand on the Bali trade issue and BRICS Summit.

NINE: Modi is directly handling issues related to the Indian military and its modernisation. One rank, one pension is under implementation. The military projects related to security get the highest priority. Military projects that need one hectare or less land are exempted from environment clearances.

TEN: "Why is the media not writing that we have not abused the CBI Central Bureau of Investigation) to pass the insurance bill or manoeuvre things in the Rajya Sabha?" the BJP leader asked.

All the BJP ministers, except the top four (Modi, Jaitley, Rajnath Singh and Sushma Swaraj), are asked to attend the open darbar at the BJP headquarters on Ashoka Road, he said. They have been told, 'These people (party workers) helped you get votes, now listen to their issues and help solve them.'

No toll for projects under construction
Developers and any tolling agency would be allowed to collect user fee only after 100% completion of road projects and toll collection would be stopped on stretches where the cost has been recovered, road transport minister Nitin Gadkari told Lok Sabha on Thursday.
In reply to another question in the Lower House Gadkari also said that his ministry will decide to stop toll collection soon after the investment is recovered. According to the present norm, the toll charges are reduced to 40% once the investment is recovered. This is done for better maintenance of the highway stretches. NHAI has been following this model to award projects on operation, maintenance and transfer (OMT) mode to private players since there is dearth of budgetary support to maintain highways.

Budget session productivity hits a high of 104%

NEW DELHI: In sharp contrast to frequent disruptions and day long adjournments of the previous years, the first Budget session of the 16th Lok Sabha completed more legislative business and responded to more questions in the last 10 years.

Parliament saw a productivity of 104%, second only to the 2005 monsoon session that recorded a productivity of 110%. The 2009 budget session also recorded a similarly high productivity of 104%.


Interestingly women MPs outperformed their male counterparts in this Lok Sabha. Women MPs, on average spoke 4.6 times, as compared to 4.4 times by their male counterparts in this session.

There were 12 bills passed by both houses in the 2014 session including the finance bills. This is a sharp increase from 6 bills in 2004 budget session and 8 in the 2009 session, according to the parliamentary affairs ministry.


Analysis by PRS Legislative Research shows that seven bills (non-finance bills) were passed while 14 were introduced in the 2014 session recording 12% of legislative work. This overshadows previous post-election budget sessions. The 2009 session recorded 8% of legislative work with 3 bills passed and 10 introduced, while the 2004 budget session did not do any legislative work besides the budget.

The working of the Question Hour has also hit a 10-year record high. The Lok Sabha 2014 spent 24% of the time responding to 127 questions according to PRS Legislative Research. This is an increase from 2004 budget session when 10% of the time was spent on responding to 116 queries and the 2009 session when 21% of the time was consumed on replying to 34 questions. In comparison, in the RS only 15% of the scheduled questions could be answered.

150 foreign diplomats attend I-Day celebrations at Red For
NEW DELHI: For the first time, as many as 150 foreign diplomats out of total 153 countries which have diplomatic presence in India, attended the Independence Day celebrations at the Red Fort from where Prime Minister Narendra Modi addressed the nation.

According to official sources, in the past the presence of envoys has been around 50-60.

"The ministry of external affairs was taken pleasantly by surprise by the overwhelming interest evinced by heads of foreign missions posted in Delhi in the Prime Minister's Independence Day speech delivered from the ramparts of the Red Fort today.

"Usually, out of the 153 Foreign Missions in New Delhi, 50-60 missions approach us for passes to attend the ceremony at Red Fort," the sources said.


They said government had to make arrangements for larger number of foreign diplomats following the the unprecedented interest and enthusiasm shown by the foreign envoys in attending the Independence Day celebration.

"However, we had to stop at 150 given the space allocation for diplomatic enclosure," the sources told PTI.

Modi's speech was translated in English for these envoys, the sources said.

Top envoys from Russia, the US, France, Germany, China and Japan participated at the Independence Day celebrations.

New Delhi, Aug. 16 (PTI): The government today said it had taken a series of steps to improve ease of doing business, including a timeline for clearing applications, de-licensing the manufacturing of some defence products and introducing an online project for single-window clearance.

Some progress' has been made by SIT on black money, says SC
The Supreme Court on Wednesday said "some progress" has been made by SIT which has initiated steps for bringing back black money stashed away by Indian citizens in foreign banks.

Perusing the contents of the first interim report submitted by SIT, a bench headed by Justice H L Dattu said, "some progress has been made".
The apex court, however, turned down the plea of the petitioner and senior advocate Ram Jethmalani, for allowing him to go through the contents of the report.
We saw the interim report. It is purely confidential," the bench, also comprising justices Ranjana Prakash Desai and Madan B Lokur, said while allowing Jethmalani and his counsel to interact with SIT and its members to suggest "means and method" to be adopted for bringing back black money.
"Jethmalanai and his counsel are free to interact with the SIT to make suggestions as to the manner and means by which black money lying in foregin banks can be brought back to India," the bench said in its order.
The apex court also asked the Centre to respond on the communication of German authorities to Jethmalani after he had written to them alleging that name of a former Indian Prime Minister had cropped up among the list of people who had parked their black money in banks there.

Extremely unhappy about the state of affairs, Modi has put DRDO on notice. With the government approving 49% FDI in defence, the PM has asked the tardy organisation to shape-up in the face of competition from the private sector. Officials in the security setup of the country told ET that Modi has asked the defence minister to conduct a detailed review of the organisation, and if need be come out with a white paper on it.

Modi personally delivered a stern message to DRDO, asking the officers to give up their "chalta hai" (lackadaisical) attitude, during the annual award ceremony of the organisation on August 20. The PM had started the DRDO clean-up project even before he attended the award function. He ordered scrapping of a committee that was reviewing cases to grant extension of service to scientists, who had superannuated. The committee sent its recommendations to the Appointments Committee of the Cabinet.
As many as 15 top scientists of DRDO, including Director General (DG) Avinash Chander, are on extension. Chander, in fact, is now on contract after two extensions. Incidentally, he holds three posts — Secretary (Defence) R&D, DG (DRDO) and Scientific Advisor to the defence minister. It was the previous ACC, under the UPA government, comprising Manmohan Singh, AK Antony and Sushil Kumar Shinde that had granted him extensions and finally appointed him on contract in November 2013. About six to eight people were believed to be getting extensions each year in DRDO.

"The PM was not happy about it. As per a department of personnel and training (DoPT) ruling, only the best scientists of international stature should be considered for extensions. He asked for all the details. He was told about the high attrition rate among the younger scientists," disclosed a senior defence ministry official.

The review committee, scrapped by the government, comprised secretaries of Department of Atomic Energy, DRDO and ISRO as members. Modi is believed to have said that the secretaries of the same departments could not review extensions of their own personnel. He has now constituted the committee to include the Cabinet Secretary and secretaries of unrelated departments of science and technology and earth sciences.

"It is to weed out the dead wood that Modi made the announcement about employing only young scientists, not over the age of 35, in five of the 52 DRDO labs. It is a beginning and will send the message to everyone working in DRDO to deliver," explained the defence ministry official.

साउथ और नॉर्थ ब्लॉक के गलियारों में यह बात तेजी से घूम रही है कि हर मंत्री और हर बड़ा अधिकारी इंटेलिजेंस ब्यूरो की नज़र में है. सवाल इंटेलिजेंस ब्यूरो की कार्य प्रणाली पर भी है, क्योंकि पिछले 10 सालों में हमारी सारी खुफिया एजेंसियों को लकवा मार गया है और उनसे कोई भी सही रिपोर्ट मिल पाना लगभग असंभव था. अब खुफिया एजेंसियां आतंकवादियों को कितना रोकने में कारगर हो पाएंगे ये तो वक्त ही बताएगा लेकिन फिलहाल मंत्रियों के क्रियाकलापों पर नजर रखना, भ्रष्टाचार पर रोक लगाने के लिए एक सार्थक कदम माना जाना चाहिए.

आज फिर मोदी से जुड़ी एक घटना को लेकर आया हूं. आज का किस्सा मुकेश अंबानी को लेकर है. साथ ही यह पेट्रोलियम मंत्री धर्मेंद्र प्रधान के साथ हुए हादसे की है. नार्थ ब्लाक और साउथ ब्लाक में इस किस्सा का लोग फुसफुसा रहे हैं. अधिकारियों के बीच हड़कपं मचा हुआ है. यह घटना उस वक्त की है जब मोदी सरकार ने मुकेश अंबानी की रिलायंस इंडस्ट्रीज लिमिटेड (आरआईएल) पर पूर्वोत्तर तट स्थित केजी बेसिन से लक्ष्य से कम गैस निकालने पर 57 करोड़ 90 लाख डालर अर्थात करीब 3600 करोड़ का अतिरिक्त जुर्माना ठोंका था. अब सुनिए इसके पीछे की कहानी...

जो लोग नरेंद्र मोदी को अंबानी से जोड़ कर देखते हैं उनके लिए यह जरूर झटका होगा. वो जरूर हैरान हुए होंगे कि यह कैसे हो गया. यह वही मंत्रालय है जो मनमोहन सिंह के राज में दस साल तक पेट्रोलियम कंपनियों के इशारे पर नाचती रही और कई मंत्रियों को अपना इस्तीफा देना पड़ा था. आज ठीक उल्टा हो रहा है. भ्रष्टाचार रोकने के लिए यह जरूरी है कि इसे मंत्रालय स्तर पर ही रोका जाए. सबसे खास बात यह है कि भ्रष्टाचार पर लगाम लगाने के लिए कानून नहीं.. नीयत चाहिए.

brief summary

Rajnath Singh's son Pankaj Singh took money from someone for favors. Modi called both father and son to his office and asked son to return the money in the presence of the father. Petroleum minister Dharmendra Pradhan was often meeting Mukesh Ambani. Modi asked him why and he mumbled something and Modi asked Pradhan to meet Ambani in Pradhan's office. Then he told Pradhan that a file was lying on his desk and he needed to sign. Pradhan returned to his office, found that the file was regarding a penalty of Rs 3600 crores on
Ambani which ofcourse he had to sign.

Wow! IRCTC to soon offer cash on delivery for rail tickets
Acche din for those without credit/debit cards.
Now if only they can get rid of the "agent/dalaal" business. Booking a ticket for Diwali at 8AM with 18 available (why only 18 by the way?) and I got wait list 57 by the time the transaction completed. Dalaals have gamed the system and there are their men who can work the server from the back end it seems.

100-day delivery: Modi ready with infra report card
450 projects worth Rs 22 lakh crore on portal out of which 165 projects worth Rs 5.7 lakh crore have already been cleared. Around 230 are yet to be cleared.
