Is Kerry stationed in India these days? How many times has he visited India in the last year? He is at Vibrant Gujarat. Then he will be at the Economics Times Summit; and all the time preparing ground for Obama's visit. Did he not visit India in July/August of 2014? Is he going to hang around till 26th?

Knowing what we know of Modi, I expect GoI to dangle carrots. Europe's economy is not doing great. Japan is still ahem-ahem. Russia is trying to get itself out of its predicaments. Islamic countries are actively pursuing dishyum-dishyum policy on its citizens and the World. American economy is doing good, and America needs partner. And except India and China not much action in this economic World.

Obama will be ready to create his own legacy in the last two years of his term. Obama and Modi seem to have hit off well during Modi's visit to US. Time for Modi and Obama to scratch each other's back, as nobody is there to scratch their backs right now. The biggest thing Modi requires from Obama is to expect some concrete measures from US towards strengthening friendship and stop unglifying Indian interests.

President Obama needs something to show on the foreign relations front (so does Sceretary Kerry). Brave, valiant, and chivalrous India to the rescue, as usual. This is nothing but a redux of Bill Clinton's post-impeachment dancing in Rajasthan. I am hoping President Obama's domestic achievements are recognized - the most current one being the two-year college free for high school grads. An excellent move for the uS competitiveness. In India too we need institute a program of similar nature something rather than "free money distribution" that costed $30 billion and nothing to show for the spend at the end of the day.

USA is doing good compared to Europe. There will be long term benefits of health care changes. Obama has been okay for USA, but Americans do not realize that. They handed the country back to Republicans. Only a thriving America will give democrats a chance to win the Presidency in 2 years. Modi has to utilize that need.

Kerry Lays Groundwork for Obama’s Visit to India
AHMEDABAD, India — Secretary of State John Kerry met with Prime Minister Narendra Modi on Sunday to promote economic ties with India and set the stage for President Obama’s visit later this month.

“The goal is to have very concrete and tangible things that we can show forward movement on when President Obama and Prime Minister Modi meet, including on climate change,” a senior State Department official told reporters.

Mr. Obama is planning to attend India’s Republic Day celebrations on Jan. 26. It is the first time that an American president has been invited to the event as the nation’s chief guest.

Toward the end of their 2nd term, every POTUS tries to do something good with India regardless of political party. It seems it is the last achievement they can get. It happened with Clinton and Bush II and now with Ombaba.
What India needs from the US is entry in to the NSG and removal of trade restrictions on any dual use goods. This is Ombaba's 2nd trip to India and maybe he will write something positive about India in his memoirs. Other than that, don't expect too much.

It is interesting to note that the political stage in the US is set such that it is suggesting the repeat of year 2000, when both houses went to Republicans and then presidency followed to Dubya. In a unique way this could be the repeat of 2000 if the presidency goes to other bu$h which is highly likely at this point.

India, US agree to restart talks on bilateral investment treaty
NEW DELHI: India and the US have reaffirmed commitment to the long-pending Bilateral Investment Treaty with PM Narendra Modi on Sunday conveying to visiting secretary of state John Kerry that New Delhi was prepared to hold early talks for the same.

Kerry too said the US would like to see the treaty take shape as early as possible. The BIT, the negotiations for which have lost steam in the past, was one of the economic issues which the two leaders focused on in their meeting on the sidelines of the Vibrant Gujarat Summit in Gandhinagar.

President Barack Obama's upcoming visit to India and issues related to environment and climate change too were discussed. Sources said the two leaders touched upon terror in the meeting with both sharing their thoughts over the massacre of schoolchildren in Peshawar and Charlie Hebdo journalists in Paris. Modi is said to have told Kerry that all attempts should be made to fight the "forces of terrorism".

The last time negotiations for BIT took place between India and the US were in February last year. The US has been pushing India for BIT as it believes the treaty will facilitate protection of Intellectual Property Rights (IPRs).

Making a strong case for early restart of negotiations, visiting US assistant secretary of state for economic affairs Charles Rivkin had said in November last year that IPR protection was critical as investors looked for transparency, predictability and rule of law. He said BIT, which is expected to lure more US companies to India, could transform economic ties between the two countries.

"We can do better to improve. I just want to quote an example related to Bollywood, which loses 40% of profits every year for lack of protection for IPR.

The US wants the Indian economy to grow and reach its potential. Entrepreneurs should know that ideas are not stolen as there is law in place for IPR protection," he had said.
BIT is back on the agenda. While a little give and take is always to be expected, the GOI should be wary of the US efforts to foist its IP regime on India via this bilateral agreement to override our multilateral commitment. The US IP regime goes far far beyond India's commitment to the WTO.

GANDHINAGAR: There could be progress on US-India civil nuclear cooperation, solar power and climate change when US President Barack Obama visits India in two weeks, US officials said on Sunday.

While stressing there were no guarantees that some of the most vexing economic issues between India and the United States would be resolved, the officials said some agreements were conceivable.

"We are working on the civil nuclear liability issue," a senior State Department official told reporters traveling with US Secretary of State John Kerry to the home state of Indian Prime Minister Narendra Modi.

"The goal is to have very concrete and tangible things that we can show forward movement on when President Obama and Prime Minister Modi meet, including on climate change," he said.

Obama's visit to India and trips by Kerry and other US senior officials aim to woo India as a strategic partner and to win greater access to the vast Indian market of 1.2 billion people for US companies.

US officials have long argued that Indian policies are a barrier to US investment and trade, including its tariff and customs practices and its requirements that foreign companies in some industries ensure a given percentage of local content.

Asked where Washington and New Delhi might make headway in time for Obama's visit, the senior US official also cited the solar industry and finding a way to address US concerns about the liability from building nuclear power plants in India.

Under a 2010 nuclear liability law, equipment suppliers are liable for damages from an accident, which companies say deviates from international norms that put the onus on the operator to maintain safety.

India's national law grew out of the 1984 Bhopal disaster, the world's deadliest industrial accident, at a factory owned by US multinational Union Carbide Corp which Indian families are still pursuing for compensation.

The law effectively shut out Western companies from a huge market and also strained US-Indian relations since they reached a deal on nuclear cooperation in 2008.

"I don't know whether [the nuclear civil liability issue] will be resolved in time for the president's visit, but I would say I think there is progress being made there," the senior US official said.

India is offering to set up an insurance pool to indemnify global nuclear suppliers against liability in the case of a nuclear accident.

GE-Hitachi, an alliance between the US and Japanese firms, Toshiba's Westinghouse Electric Company and France's Areva AREVA.PA have received a green light to build two reactors each. They have yet to begin construction several years later, according to India's Department of Atomic Energy.

Good catch. I am sure the Pharma lobby is behind it (besides others). They are pouring a lot of money and effort to paint India as a lawless entity stealing their patented products, while it is the US Pharma entities that are indulging in less than honorable trade practices, trying to evergreen their patents with ridiculous "innovations" to existing molecules/drugs.

Hopefully, the government is not caught in the euphoria, high sounding words and the new attention it gets to compromise Indian interests. I don't think it will, but a word of caution is not unwarranted.

NEW DELHI: Ahead of President Barack Obama's visit, the government is readying a big sales pitch in the US for its Make in India initiative and simultaneously holding parleys with officials in Washington to unveil some big announcements during the trip later this month.

Department of industrial policy and promotion ( DIPP) secretary Amitabh Kant will head the team travelling to the US for an outreach on Make in India in Washington to drive investments in smart cities, industrial corridors and defence manufacturing. In New Delhi, a series of official-level talks, including video-conferences on intellectual property rights and investment in manufacturing are planned to show progress on key issues."

The fact that the US is holding talks signals improving ties, which will provide a big boost to the Prime Minister's economic vision. A series of meetings is planned to fast track discussions on various issues, including intellectual property rights, investment in manufacturing, totalisation pact, market access for agri products, easier visa regime etc.," a government official said.

The delegation will hold talks with several top companies to get investments in the industrial corridors. Four industrial cities are set to be rolled out by March, starting with Dholera in Gujarat.

The Make in India show in Washington on January 20 will be attended by all top American companies that are present in the country or have interests in here.

"The outreach will be about portraying India's improving ease of doing business environment and assuring US investors of a stable policy regime. We will do handholding for US investors," said another official who's part of the delegation.

The US is the sixth largest investor in India, much behind Japan and UK with $13 billion in investment from April 2000 to September 2014. US companies will be encouraged to set up manufacturing bases in the country and undertake R&D. India has liberalised foreign direct investment (FDI) rules in defence, construction and railways in the past few months as part of efforts to win overseas investment.

"The Make in India show is a way to sensitise American investors to the new India, where there is predictability and consistency in tax policies," said one of the officials cited above. The US has, however, said that domestic sourcing requirements were a deterrent as well as raised the need for a trade secrets protection law in India.

The video conference on intellectual property rights scheduled next week will be followed by another on investment in manufacturing in the week after. These working groups were set up under the trade policy forum or TPF, which took place after a gap of four years in November.

That saw comprehensive discussions on all aspects of bilateral trade and investment co-chaired by commerce and industry minister Nirmala Sitharaman and her US counterpart Michael Froman. India will also push for an easier visa regime for professionals and a totalisation pact, which would exempt such workers from having to pay social security levies.

In other interactions, the government will seek to clarify its stand. "IPR (intellectual property rights) video conferencing will be more about response from our side. They have concerns related to compulsory licensing etc, but there will be no shift in our stand. We will be updating about the IPR policy that is being formulated," said the second official cited above.

On agriculture market access, grapes will figure at the top of India's agenda. "Grapes are high-value and high-volume exports. Pest risk analysis has been done and now we are awaiting response from their side," said the official. The video conference on farm issues will be held by the end of the month.

The CEO delegation that will accompany President Obama, who is to be chief guest at India's Republic Day parade on January 26, will be led by Honeywell CEO David Cote.

Except toddlers and naive people, everyone knows Pakistan is sheltered by USA - directly or indirectly. One of the demands Modi needs to make is require USA to allow India a free hand in dealing with Pakistan. US needs help when Afghanistan will unravel even further.

Trade is not big in my perspective. Ability for India to govern itself without interference is what is essential. 2-years without intervention would set GoI (and Modi) in a better spot for 2019 elections. India needs Modi for another term.

India, U.S. may sign defence pact during Obama trip: Parrikar
India and the United States are likely to sign their new 10-year defence framework agreement during U.S. President Barack Obama’s visit here later this month, Defence Minister Manohar Parrikar said on Monday.

He said the strengthening of the existing framework and enhancement of its scope was going to be “definitely beneficial” for India.

“[The signing of the agreement] is one of the possibilities... These are issues which are in the spectrum, on the horizon,” Mr. Parrikar told Karan Thapar on his show ‘To the Point’ on Headlines Today.

However, the Defence Minister said the issue would be decided by the Prime Minister’s Office. The U.S. President will be visiting the country later this month to be the chief guest at the Republic Day parade here.

Asked if he welcomes such a framework, Mr. Parrikar said: “I think strengthening our ties with the U.S., with the already existing framework enhancing its scope, is definitely beneficial to the country.”

He said technology transfer initiatives and trade could be important areas of the new framework.

Mr. Parrikar pointed out that the focus would not be on procurement but on joint development of technology and technology transfer.

“There is already existing technology and trade [cooperation] which can be expanded,” he said.

On a query about enhancing joint military exercises, Mr. Parrikar said it was already underway and that “enhancing it is not a big problem”.

During Prime Minister Narendra Modi’s visit to the U.S. last September, both countries had agreed in principle to extend their defence agreement for another 10 years, which will take forward the cooperation between the two nations in the crucial area.

The framework agreement, which expires this year, was signed in the U.S. in 2005 by the then Defence Minister Pranab Mukherjee and his Donald Rumsfeld, his U.S. counterpart in the previous George W. Bush admininstration.

The new framework is likely to enhance the bilateral defence partnership by stepping up joint military exercises and through more in-depth intelligence-sharing, maritime security, etc.

It will also include a drive against terrorism and the proliferation of weapons of mass destruction.

The most-significant aspect would be the Defence Trade and Technology Initiative (DTTI) — aimed at enhancing the ones existing under the Defence Policy Group — which laid out the path for future defence cooperation.

Use of terminology “working boundary” by US Secretary of State Kerry is mischievous. The term “working boundary” is a concoction of recent vintage by the Islamic Republic of Pakistan for what India terms “International Border” aka “IB” that runs in Jammu & Kashmir. This is the Islamic Republic of Pakistan’s way of not accepting Jammu & Kashmir is an integral part of India.
India needs to strongly protest the use of the term “working boundary” by the US Secretary of State.

If John Kerry Bends over, we could all point him to a cool, dry-ish place where could shove his governments concern for India's troubles with pakistan, especially since this turd and his gang of evil cretins in the US state dept. are going to be funding Pakistan to carry on its terrorism against India. These mofos in the US, including the aholes of Indian origin in the US think tanks (like Neil Bhatiya, Tanvi Madan, etc.), seem to conveniently ignore US's rather large hand in aiding pakistan to continue terror against India.

FYI...Working Boundary is the part of LOC where Jammu on Indian side borders Pakistani Punjab. This is where all the action is taking place these days.

TuvaluanJi, on "aholes of Indian origin in the US think tanks", I am with you but for a different set of reasons. Their speak and ever so coy to articulate India's position forcefully (watch that Hudson crap that someone posted where another Indian Aparna could not say anything forceful against TSP other than India must be nice to TSP), is because of what US thinks.

Think of it like you and me (I assume you live in US), we have to go according to the corporate culture and the interests of the company we work for. Except for a few of us, how many of us can actually call the shots in the companies we work for? The difference is they have chosen to make a living working for US govt, think tanks etc, and they have to go along with the prevailing wind or they lose their livelihood. In this sense, I don't blame them. At the same time, unlike DDM who goes berserk at an Indian name in US govt, I don't take them any more seriously than I take myself in being able to make independent decisions in my company.

CRamS, this is the same hudson institute with Hussain Haqqani and Farahnaz ispahani, and the worst part is local in Indian think tanks inviting such people to push their line on a young India -- I speak of this bangalore based think tank called Takshashila, but I am sure there are others. Hussain Haqqani spewed the same line as the rest of the pakis until the Paki army made him PNG before he put on his moderate face and starts talking about changing pakistan's political culture, except he is outgunned and outlawed and has zero influence on pakistan.

I am all fine with people being loyal to their employers, as the two examples I mentioned -- the part that is effed up is where the Brookings and the Hudsons come and pitch their pakistani pitch in India, with the willing collusion of Indian think tanks. The Brookings Institution in India is in fact headed by an ex-babu, and the babucracy seems to be behind all of these collaborations -- recall Brookings paper by Will Dullpimple on how Afghanistan is an Indo-Pak problem and how the US was just in afpak for sake of peace and love.

This IIP in ISA is being sold by Christine Fair on her twitter timeline...can't tell if this is some sort of recruitment drive or what. I bet none of these papers from these orgs will be in public doman...but if it is, something to keep an eye out for. Maybe I am over-reacting, but the US FP establishment is always up to no good when it comes to India.

I have been meaning to comment on the Think tank and Track thoo business for quite some time but keep forgetting. Let me put down my thoughts on the subject before I forget again.

Both Think Tanks and Track thoo have to get substantial funding from somewhere. Usually Baki/ISI or CIA/USSD/Western country are the main fund provider to such organizations and meets. The funds of-course come with a specific mandate that reflects the money bag's pov. The participants, Indian, Bakis or Goras, on these talk/chai biskoot circuit have to work within limits of the mandate to be on the circuit. Can you blame them?

Bakis/ISI have spent quite a sum of money to create a number of front organization both in US and UK that relentlessly push the Baki agenda. If US think tanks that have opened branch in India are funded by US (or Saudi or Baki) money it would push its masters voice. The Indian bureaucrat will either have to comply with the money bag's agenda or they will find another bureaucrat who will. If the Atlantic council funds the track thoo the comments/suggestion coming out of such a meet will naturally reflect their views.

The point I am trying to make is that the GOI has been very kanjoos in this matter. Firstly there are very few government funded think tanks and secondly most of them are dominated by bureaucrats fed on loads of Nehuvian *Idea of India*. *IF* this think tank business or track thoo business is important then GOI must spend money to be able to control the narrative or build a counter narrative. They must not only fund them in India but also in the US. *IF* the GOI thinks that these platforms do not offer sufficient returns then we should not be cribbing when such agenda driven talk is pushed down our throat.

I was with you until the very last phrase. We (GOI and mango Indians) should be cribbing and exposing these cretins and discredit anyone who speaks against Indian interest, even if we don't spend money to create our own think tanks. Creating/Funding our own think tank and attacking hostile think tanks are not mutually exclusive.

I see that you have qualified your last phrase... But let us crib, protest and attack all the same.

Cribbing will not help in the long run we will have to build a counter narrative and that needs funds. So either the GOI a private group of Indians have to pony up.

Also an issue based counter will not help. It is a long process where the narrative has to be built from the foundation up. Will take time and money.

This vehicle (see picture below) which carried John Kerry on his way to Ahmadabad Airport , was hit from behind when it braked for a puppy .. actually it braked for the pilot car which braked for a puppy ..(I don't know the breed of the puppy)

My question: What kind of drivers they have in a motorcade..Shouldn't the driver in the car behind (must be paying attention and have good reflexes -- good brakes etc) stopped? :roll: (after all the pilot car can stop, and Kerry's car avoid hitting it)

Kerry's car appears to be the Embassy car and probably driven by an embassy employee (could be local employee). Who provided the car behind and who is driving it?

Anyone watch 'Madam Secretary' episode on 1/11. It appears to be loosely based on Devyani. An ill treated maid, a consul official who gets promoted to first secretary later to claim diplomatic immunity. Arrest of the official inspite of claim of immunity, strip search (strong defense of it by the Secretary claiming it to be 'Standard intake procedure') and finally the official goes to his home country (Bahrain) to resolve the crisis.

If Kerry is around, it's a given that things will go wrong,
I find then quite funny, especially the second one given that DoS is unable to reign in Pakistan through diplomacy.

Must have hired a Mozambique Embassy DUIrivers Union alumnus through the US Embassy/SD connections.

Yes this seem likely .. Phil1p R1chards could not find a job with Bhara*a so SD placed him back in India...
