As many have always suspected, the delhi bureaucracy is ridden with traitorous criminals that are responsible for India's sorry state of governance and these criminals are working with the criminals in journalism like those in the Indian Express..really hope this reveals all the scumbags in the babucracy and they learn how to count once again...prison bars can be an educational tool. The Delhi Bureaucracy is used to its being the top power brokers in the place, and even had the politicians runnning scared...hope that changes.

pandyan, I would think that self-interest is usually the motive in such cases. The entire babucracy is in on scamming the system and any rebels are quickly thrown under a bus -- it is not in the babucracy's general looting interests to create or follow such procedures of information control, as that will stop them from getting their hands on anything/everything that can be sold. The journalists are roped in with the large sums of cash involved in such crimes.

This ex-babu "ambassador" KC Singh is a prime example of the type of mindset -- you can how his ugly mind works if you follow his twitter stream. He will speak "for" and "against" policies and basically shoot for status quo especially when it comes to reforming governance. Like this tweet which pretends that there was "reform" from 1991 but *reeeeeeal* slow because the "public" (because these babu know what the "public" thinks as they watch from their plush jacuzzis in Lutyens clearly) does not like fast reform -- self-serving double talk that aims to preserve the pelf and privilege of his babu class.

Oil ministry leaks: Delhi Police trace keysmith Prawesh Lama, Hindustan Times, New Delhi Updated: Feb 23, 2015 01:00 IST

The Delhi Police have traced the keysmith who allegedly forged duplicate keys for the petroleum ministry employees arrested for stealing and selling confidential documents to private energy firms and consultancies.

The key-maker told the police that the two ministry employees had on a number of occasions asked him to make duplicate keys to various offices, sources said.

“We tracked him on the basis of information provided by the ministry employee Asharam and his son Lalta Prasad,” a police official said, refusing to reveal the man’s identity.

HT wrote on February 21 that a chain with 11 duplicate keys was recovered by the crime branch officials when they made first arrests in the sensational case on February 19.

The statement of the keysmith, who is from New Delhi area, had already been recorded, sources said.

Asharam and Prasad are among 12 persons, including five corporate executives, arrested in the case when the police announced they had nabbed three men from outside Shastri Bhawan.

The men allegedly used duplicate keys and forged identity cards to gain access to the ministry office in the high-security building and photocopy documents related to high-value bids and pricing policies.

Investigating officials have roped in experts on finance and policy matters to help them understand the contents of the classified official papers and how they could have benefitted energy firms.
The accused persons stole and photocopied all documents that passed the offices of joint and deputy secretaries in the exploration department, sources said. The department is a repository of India’s oil resources. Most of the stolen documents were from these two offices.
The police Sunday raided and seized hundreds of documents from the offices of the five energy firms whose executives have been arrested.
“We have the leaked documents and the phone call records to prove the link of the five executives with those who stole the documents. We are yet to issue summons to their bosses, which would be done in a day or two,” a police officer said.

I consider AAP's protest as a Tahrir Square dry run. What better way for AAP to deflect attention from its mismanagement. All it has to do is portray itself as the underdog and create an all time huge rally. Riot police and others begin the push back and some die. Simultaneously, this sets off protests in Bengal, Punjab, and other states.

The agencies if they are smart should focus on getting all proper evidences in place. The "signing on blank paper" seems to be an old trick. Any way, any confession made to a police officer is not admissible as evidence. From what I see these days, Indian police in general seems to have changed their strategy when it comes to dealing with high profile cases. See for example how Tharoor is getting questioned. The police come up with questionnaires and Tharoor is to answer them. Even then Tharoor goofed up - prompting DP folks to say that at this rate they may actually arrest Tharoor

Corporate espionage: Prayas Jain may have sold confidential documents to Pakistan and China

Investigators have scanned Jain's website and come to know that some foreign nationals were among his clients.

Meanwhile, sources told Mail Today that after sustained interrogation, Jain said that he has over 250 clients worldwide from private companies dealing in power, coal, oil and gas.

"He told the police that he used to sell secrets and classified documents to his clients as per their requirements after procuring them from multi-tasking employees (MTS) working in the petroleum, coal and power ministries," a source said adding, "Prayas Jain used to pay as much as Rs.1 lakh for these documents."

"We are now checking if some Budget and Cabinet notes were passed on to corporate houses situated in countries like Pakistan and China. We are checking further into this and the probe could expand to other ministries as well," a police source said.

After completing his schooling from Bal Bharti Public School in Delhi, Jain went to Australia where he completed his Bachelors in business administration, accounting and business management from Victoria University. He had been running Metis Business Solutions Private Limited since May 2009. The consultancy company deals with power, coal, oil and gas with its head office in Melbourne, Australia. Prior to that, Jain worked as commercial accounts manager with Victorial Electricity from August 2004 to July 2007. Between August 2007 and October 2008, Jain worked as manager with Infraline Energy.

Well-placed sources told Mail Today that Jain met with an employee of the Petroleum Ministry, identified as Lokesh, who was part of the multi-tasking staff (MTS) in Shastri Bhawan. "After some months, he quit his job and started his own consultant company in Patel Nagar. With the help of Lokesh, Jain later met two other former MTS employees, Lalta Prasad (36), Rakesh Kumar (30), and roped them in. Jain offered them big money and asked them to steal confidential documents for him. He used to pay as much as Rs.65,000 to Lalta Prasad and Rakesh Kumar, and Rs.40,000 to Lokesh," police sources said.

An officer with the Crime Branch said that 30-year-old Jain has good contacts in the Ministry of Petroleum and Natural Gas. "Jain told the police that he had organised India Gas Infrastructure Summit-2015 last month in the Capital's Le Meridien Hotel where he had invited senior officers of the petroleum ministry. The programme was mainly sponsored by Oil India, and senior officers from several ministries came to attend the event," the officer added.

Intelligence Bureau (IB) is also trying to find out the foreign visits of several senior officers from different Union ministries as they had suspected that many of the visits were sponsored junkets. Such visits in the last two years are under the scanner of intelligence agencies. Delhi Police busted the corporate spying ring in the petroleum ministry after being alerted by the IB. They have arrested 12 people, including a former journalist and five corporate executives along with peons in the ministry.

Gangi Reddy held in Mauritius - The Hindu

Kollam Gangi Reddy, wanted in a number of red sanders smuggling cases, was arrested by Interpol in Mauritius while he was trying to board a flight to Sri Lanka, according to information reaching police and Forest Department officials here.

A top Forest Department official in Hyderabad described it as a big catch, which would lead to the unravelling of international ramifications of smuggling of red sanders, endemic to forests in Chittoor and Kadapa districts. Gangi Reddy had jumped bail in one of the smuggling cases and has been on the run for the last nine months.

Besides a host of red sanders smuggling cases, Gangi Reddy was one of the several accused in the attack on Chief Minister N. Chandrababu Naidu in 2003 at Alipiri but got acquitted.

After the 2014 general elections, Gangi Reddy fled to Dubai, as police launched a search for him, suspecting him to be a possible threat to Mr. Naidu.

Gangi Reddy is very close to the YSR and Jagan. I saw a video clipping of him in the background in one of the telugu news channels with Jagan in the foreground talking to the Media.

The actual hunt for him was triggered after CBN was elected and per some of the media, CBN asked the SIT to do that.

Stoking a controversy, senior Majlis-e-Ittehadul Muslimeen leader Akbaruddin Owaisi on Monday termed the Rashtriya Swayamsevak Sangh as a “club of bachelors” and said that those who advocate producing more children have no right to say so as they themselves are not married.

Mr. Owaisi asked all Muslims to be united while maintaining that his party would fight against “communal politics“.

Without naming BJP leader Sakshi Maharaj, who had said recently that every Hindu woman must produce four children to protect the religion, the MIM’s floor leader in Telangana Assembly said that they should explain if there are sufficient resources to support the children in terms of providing them education and jobs.

“RSS pracharaks would never marry. This is not RSS but a club of bachelors. They would never marry and (never) ready to take responsibilities, never face problem of life, never face problem of wife and children but advice others to produce four children,” he said at a meeting on the 57th formation day of the All India Majlis-e-Ittehadul Muslimeen (MIM) at its headquarters in Darulsalaam here.

“RSS says to produce four children in one family. If citizens are ready to produce not just four but 12 or 14, can you provide education, jobs, house and other facilities...They don’t give jobs or education, they cannot even provide toilets, but they ask to produce four children,” alleged Mr. Owaisi, the brother of Hyderabad MP and MIM president Asaduddin Owaisi.

He said that the country was passing though sensitive times.

“All Muslims should unite to fight for their rights.

If they are not united, there is a probability that the identity of Muslims will be in danger,” he warned.

Mr. Owaisi also said that his party was ready to spread its wings to other states like West Bengal, Bihar and Karnataka.

“MIM will work for the uplift of dalits and fight for their rights,” he said.

He ridiculed Prime Minister Narendra Modi gifting a copy of ‘Bhagwad Gita’ to Japanese Prime Minister Shinzo Abe during his visit there, saying that if Modi is secular he should have presented a book on Indian Constitution.

The government has widened its investigation into leaks of confidential documents from its oil ministry to include the defence ministry, raising fears that other secrets vital to national security may have fallen into the wrong hands.

"These men had tentacles spread in multiple government offices and it was easy for them to form a network," said one police officer involved in the investigation, who declined to be identified because he was not authorised to speak on the record.

Among the documents recovered are correspondence signed by Prime Minister Narendra Modi's top aide, proposals for the annual budget and a presentation on the foreign unit of state oil firm ONGC .

Over the weekend, investigators found documents on India's coal production and power projects. Details of a defence ministry audit are also believed to have been leaked by a casual worker employed by the government's audit office.

"Yes, it is a threat if the information goes into the wrong hands," said C Uday Bhaskar, a defence expert and director of the Society for Policy Studies. "Any information deemed to be restricted can be used by an inimical, hostile entity."

The government will spend $40 billion on defence in the next fiscal year and, in a pivot away from its former reliance on Soviet hardware, has become a key market for US, French and Israeli suppliers.

"We were concerned that crucial documents had been leaked, but the defence ministry has always been very strict about its recruitment procedure," said ministry spokesman Sitanshu Kar, adding that the ministry's own security setup was "foolproof".

One senior oil ministry source, who sought anonymity because the matter is sensitive, said the Intelligence Bureau had tracked Saikia's phone and found that he talked regularly to foreigners about Indian policy.

Not only is this serious but *invoking* national security and foreign intelligence allows the GOI to expand the probe in all directions.

In an explosive revelation, sources told Headlines Today that Indian Army movement plans were leaked to ISI in February last year.

The ISI was aware of the details of talks between Army chief General Bikram Singh and then defence minister AK Antony, the sources said.

General Singh and Antony had discussed the troop movement on February 15, 2014 at 11 am and lasted for an hour. The meeting took place in Antony's room.

The leakage

- At 12 noon, the Army chief briefed the DGMO chief about the redeployment plan.

- Within a few hours, the Pakistan Army too began redeploying the troops as a counter.

- The military intelligence told the DGMO Pakistan was also redeploying strategically.

- Rapid counter deployment by Pakistan triggered the alarm bells in the Army.

- The Army chief informed Antony of a possible leak, who then briefed the PM.

The fallout

- Manmohan Singh then visited the DGMO war room to meet the Army top brass.

- A Senior Army officer was the mole who leaked the operational details to the ISI.

- The DGMO official was subsequently court marshalled for this incident.

- The incident led to CCTVs being installed across the ministry office in South Block.

This seems pretty strange!

The concerned army officer would not only face court-martial but also be arrested and tried for treason. And the fact that Indian counter-intel apparatus was able to ferret out the mole in double-quick time seems to good to be true. A mole in DGMO's office would be something Pakis would protect at all cost. It does not get any bigger than this!

Some how, this seems to be a red-herring to me...it does not sound right.

My spider sense tells me that with this petroleum ministry leakage thing under investigation, something big is about to come about the MOD as well. And rear-guard action in media has already started to create confusion and deflect the heat.

Shocking revelations have exposed the frail security set-up in the South Block, housing the defence ministry from where an Indian Army deployment plan was leaked to Pakistan’s ISI in February last year.
Aaj Tak has learnt that details of a meeting between then defence minister A.K. Antony and then Army chief General Bikram Singh on troop movement in Rajasthan and Jammu and Kashmir borders reached the Pakistan Army, which accordingly countered the Indian plan.

The meeting between Antony and Bikram Singh took place on February 15, 2014, at 11am, lasting an hour.

After the meeting, the Army chief briefed then director general military operation (DGMO) Lieutenant General Vinod Bhatia about the redeployment plan.

Alarm bells

It was noticed that within a few hours, the Pakistan Army had begun redeploying its troops to counter the Indian plan.
Alarm bells started ringing in the Indian Army about the shocking “leak”. The Army chief immediately informed the defence minister, who then briefed then prime minister Manmohan Singh.

A meeting of the Army top brass was later held with Manmohan Singh, who visited the DGMO war room. The Army managed to identify the “mole”, who was a senior officer who had leaked the operational details to ISI. He was court-martialled.
As a follow-up step, the security of the entire South Block was beefed up with the installation of CCTV cameras.

Then DGMO lt. Gen. (retd.) Vinod Bhatia said: “The leak did happen… there is always an insider hand”.

But Antony chose not to give details.
“I do not comment…I don’t want to say anything now”.

Former Army chief General Bikram Singh also preferred not to talk about the incident.
“I retired a year ago, check with the Army headquarters,” he said.

Asked if the minutes between the then defence minister and the Army chief in February 2014 were leaked, the then DGMO Bhatia said: “No security system is foolproof. A leak did happen, how it happened is a different matter, but I can assure you whenever this kind of leak happens, we do re-check our security system and make it foolproof. Whatever happened that time, shouldn’t have happened. We will ensure this doesn’t happen again.”

When asked if there was a lapse and whether it was an insider job, he replied: “There is an old saying ‘ghar ka bhedi lanka dhaye’.

There is always insider hand, why does he do it? How does he do it? Whom does he do it for? Important thing is it’s an insider job. I cannot reveal the steps taken publicly, but steps were taken. It is almost a year, but whenever information is leaked, the system will be corrected.”
