Suratgarh: Prime Minister Narendra Modi on Thursday launched a Soil Health Card scheme, under which the Centre plans to target over 14 crore farmers in the next three years to check the excess use of fertilisers.

Pointing out that soil health has deteriorated due to high usage of fertilisers, Modi asked farmers to take care of soil. The card, to be issued after testing soil, would help them save up to Rs 50,000 in 3 acres of land, he added.

PM Modi flags off Arunachal-Delhi train
ITANAGAR: Prime Mninister Narendra Modi, who arrived in Arunachal Pradesh capital Itanagar on Friday to participate in the state's 29th foundation day has flagged off the first ever express train from Naharlagun to New Delhi.

"PM @narendramodi dedicates line to the Nation! Flags off the AC express train from Naharlagun to New Delhi in presence of MR @sureshpprabhu," the PMO said in its Twitter handle.

"AC express train — an "anmol nazrana" for the state of Arunachal Pradesh on the occasion of its birthday," said Modi.

He also expressed pride in the rail connectivity from Naharlagun to New Delhi and to Guwahati.

Modi said, "I am glad to come here on the occasion of your statehood day. The Governor and the CM came and told me to come. The affection of this state is such that I had to come."

"A big impediment in the Northeast's development is connectivity be it rail, roads, air. The more connectivity increases, better it is. With the rail connectivity I am sure the tourism will increase, people will see the beauty of this land," the prime minister said.

"Rail network is the backbone of development. Railways will emerge as a strength for Arunachal Pradesh's development," he said.

NEW DELHI/ KOHIMA: Focusing on improving connectivity to the northeast, Prime Minister Narendra Modi on Monday said the Centre would provide Rs 28,000 crore for laying new railway lines in the region and develop the "untapped" tourism potential of the area.

The Prime Minister also said that the Centre has sanctioned Rs 5000 crore to provide 2G mobile coverage in this area for comprehensive telecom development plan of the northeast region.

"So many tourists are coming here from other parts of the country and abroad. This is the best destination for tourists. But for that we require connectivity. Unless we have road connectivity, rail connectivity, air connectivity, it is very difficult to develop tourism.

"That is why for the development of this area and for the development of tourism, Rs 28,000 crore will be provided for a new railway-line project and 14 new railway lines", he said inaugurating Nagaland's biggest annual Hornbill festival here.

TOI exclusive on corporate espionage: What triggered the crackdown

NEW DELHI: The massive crackdown on corporate espionage in crucial ministries was the result of a four-month-long investigation conducted by the intelligence agencies at the behest of national security adviser Ajit Doval.

Doval raised an alarm over the frequent reporting of classified matters in the media. A TV channel's report saying the Prime Minister was shown images of INS Arihant, a nuclear submarine, at a DRDO function proved to be the last straw, said sources. He then asked RAW to initiate action, TOI was told.

The NSA is learnt to have written to the cabinet secretary, Ajit Kumar Seth, sometime in mid-October, saying such reports based on classified information undermined national security and were an offence under the Official Secrets Act. Doval also pointed out that most leaks came from government offices and there was a need to follow official protocol related to classified information.

Seth then took up the matter with the ministers. The probe led to the petroleum ministry where Asharam, a peon with access to petroleum minister Dharmendra Pradhan office, turned out to be one of the key men in the racket.

Ministries and other government departments were alerted and asked to beef up their security. Once the probe began, dozens of phones were officially intercepted, after clearance from the home ministry. The investigators now have about a hundred hours of recordings to back their case.

Sources said on several occasions during the past four months fake papers were made to look like important ones to fool people under suspicion and even mock conversations were carried out to ensnare suspects. When such papers were leaked, the agencies could narrow down their probe.

Finally, armed with concrete leads and evidence, the agencies briefed ministers and bureaucrats. The NSA was informed about the breakthrough and the PM given the news. Decks were then cleared for Delhi Police commissioner B S Bassi to be brought into the picture in the second week of February. The initial choice was CBI but a top home ministry official had the last word and Bassi was asked to launch the crackdown.

The commissioner discussed the issue with two special commissioners and assigned the probe to the crime branch. The agencies also handed over crucial evidence, including call detail analysis, photographs, phone numbers and addresses of the suspects to the police. The crime branch then moved in and picked up the accused.

eBiz was aimed at providing aggregated services across multiple departments shifting from a department based to an investor centric perspective. It would serve as a one-stop shop for all the needs of a businessman. Using a set of questions and an intelligent wizard, the portal would determine the set of regulatory procedures required and forward these applications online to various departments. The investor could then track the request on the portal and receive the permits, licenses and clearances in a digitally signed online format.

But sadly, the eBiz project never took off and struggled due to inter-department turf wars. This project needed integrating various departments like Corporate Affairs, Labour, Income Tax, Environment Ministry etc and for this it needed co-operation from all departments concerned.

1. The Corporate Affairs services that were envisaged to be made online were blocked citing various technical infeasibilities.

2. The Environment ministry at that time did not even consent to meetings to chart out a roadmap for integration.

3. Other departments such as the Controller General of Accounts (CGA, not to be confused with CAG) had reservations on the Payment Gateway envisaged.

Inspite of the project being tracked by the Minister of Commerce and Industries and the Junior Minister and later being escalated to the PMO and the Cabinet Secretary no serious tangible progress was made. Finally, in January 2013 during the CII summit in Agra, the eBiz project was launched as a static website portal. There were no services online but just information and content that included a license wizard.

From all that Venkat said above, it is clear that this was an important project, to help businesses in India, and the UPA Government failed miserably at implementing it, even though it worked on it for almost 5 years. In contrast, in around 8 months, Modi’s Government has managed to atleast partially achieve what this site envisaged. Many more services are yet to be integrated but a lot has been achieved:

1. The Corporate Affairs services have now been integrated

2. The Controller General of Accounts gave permission to establish a payment gateway solution

Was the Government “reselling” anything? Was this a “PR” exercise? OR is Mihir Sharma guilty of spreading false propaganda wilfully, out of his blind hatred for Modi and his Government? Sadly, these are the kind of journalists we have today, and it is upto ordinary citizens like Venkat Goli to stand up to them and set the record straight.

Regardless of whether things have changed or not 'on the ground', things appear to have changed at the top. Most businessmen that TOI correspondents have spoken to over the past few months - including a few who do not necessarily agree with everything that the government has done - say there's been a conscious effort to curb corruption, at least in the upper reaches of government.

"I can speak of at least the economic ministries, and I've heard this about defence too — ministers and top bureaucrats don't ask for anything when you go to meet them. There isn't even a hint of any expectation of an under-the-table quid pro quo," a prominent businessman told this paper recently during an informal chat.

"There's no longer a sense that it'll cost you to get a favourable hearing in government. Many of the senior ministers, starting from the finance minister, are people of integrity," another top industrialist told TOI, before adding with a laugh, "And some who might be tempted to stray from the straight and narrow are s*** scared of the Prime Minister.
"For years, businessmen knew how to get things done in government. Suddenly, they find the game has changed; the old ways of doing business no longer work. Ideas and proposals are being considered on merit. I can't say what'll happen tomorrow, but as things stand, there seems to be greater transparency." (He said the other reasons for lack of new investments included uncertainty on land and labour reforms; industry was wary of committing large funds on the basis of executive ordinances instead of legislation passed by Parliament).

Almost from the early days of the Modi government, it was clear that middlemen and lobbyists would no longer enjoy the unfettered access of the past. They found it more difficult to gain entry to key government offices or to roam the corridors at will. In fact, soon after taking charge, ministers such as Piyush Goyal and Dharmendra Pradhan publicly spoke of keeping middlemen out.

In the finance ministry, for instance, there were a few corporate affairs executives who would enter North Block around 11 am and spend the entire day sitting with low-ranking babus or chatting up peons to check on the status of various proposals. These people are no longer in evidence.

Similarly, a prominent businessman who had a regular routine for meeting ministers and senior bureaucrats in the previous administration seems to have cut down on his travel to the capital.

Even bosses of public sector organisations, including banks, were more or less told that they should avoid visiting their administrative ministries unless they had been invited for a specific meeting, or "hang around" with flowers and bouquets. Several ministries have installed CCTVs to keep tabs on movements.

Operation to secure kidnapped Jesuit priests was ordered by Narendra Modi, Ajit Doval

Indian agencies have scripted a major success in securing the release of two abducted Christian priests from the captivity of the Taliban in Helmand, Afghanistan. The two priests Father Alexis Prem Kumar and Antony Samy have now safely landed in India.
Top official sources told Firstpost that the rescue was the result of a major operation by Indian intelligence and security agencies posted in that region.

The “special operation”, which saw agencies going the whole hog to secure the two Jesuit priests came at the behest of Prime Minister Narendra Modi and National Security Advisor Ajit Doval.
After Father Alexis was “secured” and taken to Kandhar and later to Kabul, Modi spoke to him, inquiring about his condition and wishing him well. Modi later spoke to his family members in Chennai.
“It will also give a message to those concerned that India can’t any longer be taken as a soft state and was now doing everything possible to ensure safety of its citizens”, an official said. Securing release of 24 nurses of captivity of IS was a major step forward in this direction.
Antony Samy was kidnapped eight months ago soon after a terror attack at the Indian consulate in Heart was foiled by ITBP and Afgan forces.
If intelligence and security agencies wrote a brave bold chapter on its off-shore adventurism, the Modi government has unfolded a diplomatic charter of peace and diplomacy ahead of the budget session of Parliament

Government accepts recommendations of the 14th Finance Commission.

Record increase in devolution of resources to states.
PM: Our Government has decided to devolve maximum money to states and allow them the required freedom to plan the course of states’ development.

Prime Minister, Shri Narendra Modi, has written to Chief Ministers, informing them of the Government’s decision to wholeheartedly accept the recommendations of the 14th Finance Commission. Following is the text of the Prime Minister’s letter:-

“You are aware that ever since our Government came into office, I have been working to strengthen our federal polity and promote cooperative federalism. The people of the country have high expectations from their governments and do not want to wait. Therefore, since the very beginning, we have been committed to a rapid and inclusive process of growth. Looking to the diversity of the country, we understand that real and functional Federal Governance is the only vehicle to achieve this objective quickly and holistically.

I sincerely believe that strong states are the foundation of a strong India. Even as Chief Minister, I had been saying that the progress of the country depends on the progress of states. This Government is, therefore, committed to the idea of empowering states in all possible ways. We also believe that states should be allowed to chalk out their programmes and schemes with greater financial strength and autonomy, while observing financial prudence and discipline. We are clear that without this, local development needs cannot be met and marginalised communities and backward regions cannot be brought into the mainstream.

With this in mind, we have replaced the Planning Commission with the NITI Aayog with the explicit intent of ensuring that this becomes a common forum for forging a national vision on development. Such a vision and the concrete steps that all of us take will help in realising the development aspirations of our people.

It is in this context that we have wholeheartedly accepted the recommendations of the 14th Finance Commission, although it puts a tremendous strain on the Centre’s finances. The 14th FC has recommended a record increase of 10% in the devolution of the divisible pool of resources to states. This compares with the marginal increases made by previous Finance Commissions. The total devolution to states in 2015-16 will be significantly higher than in 2014-15. This naturally leaves far less money with the Central Government. However, we have taken the recommendations of the 14th FC in a positive spirit as they strengthen your hand in designing and implementing schemes as per your priorities and needs.


In making its recommendations, the 14th FC has made a fundamental shift in the pattern of financing revenue expenditures. It has assumed all central assistance to State Plan Revenue expenditure to be part of the states’s revenue burden and determined devolution on this basis. Para 7.43 of its report explains this. The dominant view of states too has been that a majority of the resources should flow as tax devolution and the number of CSS should be reduced as the 14th FC states in Paras 8.6 & 8.7.

Therefore, there is a shift from scheme and grant based support from the Central Government to a devolution based support. Hence, the devolution of 42% of divisible resources.


Therefore, as per the 14th FC, all State Plan Revenue expenditure has to be met from the resources being devolved to states. In spite of this large devolution, we have decided to continue with some support to topmost areas of national priority such as poverty elimination, MNREGA, education, health, rural development, agriculture and a few other areas.

You will appreciate that, following the acceptance of the 14th FC recommendations, we are moving away from rigid centralised planning, forcing a ‘One size fits all’ approach on states. States have always been voicing their opposition to this philosophy for years. Accepting these long standing concerns and long-felt lacunae in the country’s planning process, our Government has decided to devolve maximum money to states and allow them the required freedom to plan the course of states’ development. The additional 10% of resources being devolved will give you this freedom.

In this overall context when you are flush with resources, I would like you to have a fresh look at some of the erstwhile schemes and programmes supported by the centre. States are free to continue or change these schemes and programmes as per their discretion and requirement. In all these, the Union Government, particularly the NITI Aayog, will support states in developing a strategy and in its execution through ideas, knowledge and technology.


This is all towards the fulfilment of my promise of co-operative federalism.
As you have already seen, we have decided to involve states in discussing and planning national priorities. This is being done so as to maximise the outcome from every rupee spent either at the centre or the state. It was with this spirit of Team India that all Chief Ministers have been made equal partners in the Governing Council of NITI Aayog. This is our strategy to take the country to a faster and yet inclusive growth trajectory through co-operative federalism which is real and true federalism.

We are happy with our decision and that resources are going to the right place. Resources are going to states to ensure that poverty is eliminated, jobs are created; houses, drinking water, roads, schools, hospitals and electricity are provided. This has never happened in this country before.

In addition, we have recently revised the rates of royalty on minerals which benefits many states. The ongoing transparent auction of coal and other minerals will result in flow of over Rs 1 lakh crore of additional funds to mineral and coal bearing states. Eastern India, which is less developed in spite of having immense mineral resources, is an important gainer and this is an opportunity for this part to catch up with the rest of the country.


Resources, thus, are not and will not be a problem
. The issue is the direction and intent of our policies and our capacity to implement. You will agree that money, either at the central or the state level, should be spent to address the key challenges before the Nation. The focus should be the poor, farmers and common men and women, the youth and children. The challenge is to address the factors which inhibit the realisation of their full potential.

This is a golden opportunity in our Nation’s economic development process. My recent visits across the world have shown that there is a lot of optimism about India and interest in investing here. Everyone wants to partner with India in its growth story. This is not an opportunity for the central government, but an opportunity for India as a whole.

Let us aim at a quantum leap in the process of our Nation’s development. I am writing this to you in order to seek your co-operation and involvement in defining key challenges facing your state and the country and to devote the time, energy and resources to address these. I expect that every state will come up with a plan for its key priorities and deploy resources for this purpose. We should also adopt a rigorous system of evaluation of schemes and projects. I will work with you in this effort. Together, we have to establish benchmarks in terms of quality of works and their speedy execution.

Let us work together in this direction. I will be available for any consultation in this regard at any time.”

Implementation of visa on arrival: Tourist arrival up by 1,214 times
Number of tourists arriving in India has increased by several times as compared to previous year after the launch of visa on arrival (VoA) enabled Electronic Travel Authorisation (ETA) scheme for 43 countries.

A total of 25,023 tourists arrived in India in January this year using the VoA enabled ETA scheme as against 1903 in the same month last year, registering a growth of 1214.9 per cent growth, according to tourism ministry data.

Government extended the VoA enabled ETA facility for 43 countries in November 2014. Prior to it, the VoA scheme was in operation for 12 countries only.

While maximum tourists came from the US (23.71 per cent), followed by Republic of Korea (18.26 per cent), Russian Federation (14.06 per cent), Ukraine (9.99 per cent), Australia (8.83 per cent) and Germany (6.53 per cent).

Reliance Industries underperforms since Narendra Modi government took over

Reliance Industries is underperforming the broader market since the Narendra Modi-led NDA government came to power on May 26, last year. As visible from the chart, Reliance has lost around 24% during this time against the Sensex's gain of 17%.
There are several reasons behind this massive under performance. First, the new government did not approve the $8.4 per mmbtu (ie million British thermal units) proposed by the previous UPA government for the domestic natural gas and, instead fixed the price at $5.61 per mmbtu.Even this nominal increase is not made available for it and Reliance will continue to get the price of $4.2 only till it makes up for the output shortfall from KG-D6 block.
The latest trigger for the crash came from the nervousness generated as a result of the recent 'corporate espionage scandal' and the arrest of one of its employees. Since Reliance is waiting for production clearances for its gas blocks, analysts fear that this may get delayed further.

P.S. Moi sees a wealth of data opportunity here. One-stop-shop to crowdsource detection of all sorts of ailments - corruption, lack of security, lack of hygiene, broken infrastructure, black-marketeering of tickets, licenses etc. - all caught on phone-camera, time-stamped. I know I'm jumping ahead but 3-5 yrs down, wouldn't be surprised if this is how it plays out...

P.P.S. Now generalize this not just to the railways but to all sarkari departments......

In the light of Amendments in Motion of Thanks on President's Speech, I hope Govt makes Laws stringent. This is one such step. Opposition will have to eat crow and be humbled or get exposed thoroughly.
Next step should be to debar People ineligible for Election Offices and Office of Public eminence and requiring high level of integrity. Purge is long overdue.
NEW DELHI: Knowingly inflating the value of exports and imports may no longer earn just a light rap on the knuckles for those involved. This favoured ploy to salt away a little extra cash overseas or bring it back into the country, without the taxman catching on, could be punished by up to seven years in jail and heavier fines than before.

That's because the Narendra Modi government — which is determined to root out black money and penalize those who seek to conceal income — introduced a clause in the Feb 28 Budget that will make certain offences that have thus far been covered by the Customs Act punishable by the more stringent Prevention of Money Laundering Act (PMLA) as well. The aim is to curb the flow of black money to and from tax havens using legitimate trade channels by inflating export or import value.

The government is putting in place an extensive framework to detect black money, as outlined in the budget, especially that are held as assets abroad. Toward this end, it's keen to prevent the misuse of legitimate routes to convert black money to white.

"We have tried to plug the route of trade-based money laundering," a finance ministry official told ET. "The black money package is extensive." Clause 177 of the Finance Bill proposes to club all offences under Section 132 of the Customs Act such as false declarations, false documentation and so on additionally as offences under the money laundering law.

Section 132 offences are punishable with imprisonment for as much as two years, a fine or both under the Customs Act. Under PMLA, the jail term could be as much as seven years while the fines are higher as well. These changes will apply not just to traders but their intermediaries as well.

With illegal channels such as hawala coming under close scrutiny, the physical transfer of currency has become difficult and the premium charged for such methods has risen to as much as 5%. That's why black money is being increasingly routed through trade channels, officials and experts said.

Officials said a rampant practice is the transfer of funds overseas through banking channels by importing goods at inflated prices and round-tripping the money using a complicated web of overseas companies in multiple tax havens to escape the vigil of the intelligence agencies.

Diamonds, Carpets Diamonds, capital goods and even carpets are being used in this exercise. Some days ago, the government seized a large consignment of supposedly expensive hand-woven carpets being exported, valued at a few thousands of crores of rupees. They turned out to be quilts worth far less. This was not an isolated episode, officials said.

A few months ago, Mumbai customs authorities discovered that funds were being remitted overseas through banking channels on the basis of multiple bills of entry — the documents that give details of the actual shipment. Those involved had managed to transfer funds using a legitimate import transaction as a front. Such funds are then brought back as white money in the form of investments or in lieu of payments for exports.

Prices of 509 Essential Drugs Reduced
Out of 509 drugs, above 40 per cent price reduction has happened in the case of 127 essential medicines, while prices of 34 drugs has come down in the range of 35-40 per cent, he added.

Besides, the drug price regulator has reduced the prices of 30 drugs in the range of 30-35 per cent, 25-30 per cent for 57 drugs and between 20-25 per cent in case of 65 drugs.

Moreover, the price of 44 drugs has gone down by 15-20 per cent, 10-15 per cent in case of 55 drugs, between 5-10 per cent for 46 drugs and up to 5 per cent in case of 51 medicines, Ahir said.

Spectrum auction garners bids worth Rs 77,000 crore
NEW DELHI: The government has garnered bids worth around Rs 77,000 crore at the end of three days of spectrum auction as telecom operators continued to bid aggressively.

"The bidding has taken place in all bands. At present, a value of approximately Rs 77,000 crore has been committed by bidders in respect of provisionally won spectrum. There is still spectrum, which is yet to be sold. Bidding would recommence tomorrow," the DoT said.

The DoT added the auction of spectrum in 2100MHz, 1800MHz, 900MHz and 800MHz Bands recommenced on Friday and 6 rounds of bidding were completed.

Till now, 17 rounds of bidding has taken place in three days. The auction will continue on Saturday, it added.

At the end of 11 rounds yesterday, the bids value stood at Rs 65,000 crore.

The government is expecting to raise over Rs 82,000 crore from the auction, but the final amount is expected to go much higher if bids continue at such an aggressive pace.

YouTube asked to remove the controversial video

Upset over BBC broadcasting the controversial interview of Delhi gangrape convict, government has served a legal notice on the British media giant even as it asked video sharing website YouTube to remove the documentary as it is “very sensitive“.

In the notice, the government told the BBC that it has “violated” the agreement of not using the documentary for commercial purpose and for this the British media giant was liable for legal action.

“No necessary approval was taken by the BBC for the commercial use of the documentary. We have served the notice and waiting for their response. Further course of action is awaited,” a Home Ministry official said.

The notice was served last evening, before the telecast of the film by the BBC in UK at 10 PM (GMT).

It was served by Director General of Tihar jail Alok Kumar Verma through government standing counsel.

Officials claimed that filmmaker Leslee Udwin had agreed to the condition that the documentary would not be used for commercial purposes. However, she sold the rights of the film to BBC allegedly allowing it for using commercial purpose.

Earlier in the day, government said necessary action will be taken as the BBC ignored its advice and broadcast the controversial interview of Delhi gangrape convict.

It had also asked video sharing website YouTube to remove the documentary as it is “very sensitive“.

Home Minister Rajnath Singh also spoke to Communication and IT Minister Ravi Shankar Prasad asking him to ensure that the video is removed from all social media sites.

BBC aired the documentary, containing the controversial interview of a convict in the December 16,2012 gangrape despite a Delhi court prohibiting it.

I can only give an anecdotal example. On my recent visit to Delhi, a property broker dealing in high end real estate admitted that prices in many prime areas of Delhi had started falling as there wasn't enough corruption money for politicians and bureaucrats floating around any more. :D

India just did something big for the climate: it announced that it will allocate $6 billion a year in tax revenue in a way that will encourage forest conservation. That’s more results-based finance for forest conservation than any other country in the world, including the current biggest spender Norway.

Here’s how it will work: every year India’s central government collects about $200 billion in taxes. From that sum it then passes along about $60 billion to the 29 state governments. Following recommendations by India’s 14th Finance Commission, Parliament this past week accepted a watershed reform that not only increases the size of transfers to states from $60 billion to $80 billion, but also changes how this tax revenue is distributed between states.

The reform changes the “horizontal devolution” formula so that the pie will now – for the first time – be shared between states not just on the basis of population, area, and income, but also forest cover.

Government deals a body blow to cement cartels (TOI)

NEW DELHI: Government scored a tactical victory over cartelization by cement manufacturers on Tuesday as it put up a list of 36 companies committing to supply 95 lakh tonnes of the construction material during this year at price up to Rs 180 per bag. These companies will supply cement from 103 factories spread over the country and the material can be bought for building roads, affordable housing, irrigation projects, drain and other civil works by Centre, state and local governments.

Announcing this road transport minister Nitin Gadkari said that the manufacturers won't increase their price for the next one year and a few of them are likely to fix this price for the next three years. "After taking consent of the manufacturers we have put the list on a dedicated website, which any company or government agency can access to book their orders. Since the factories are spread all over the country, they can make the best choice. As per the contract, manufacturers can only reduce the price and increase their commitment to supply more cement," the minister said.

The ministry has decided to build concrete cement roads in place of traditional bitumen roads as cement roads are cost-effective and require less maintenance. "We will not only reduce our foreign exchange outgo by reducing our dependence on bitumen but it will also help our domestic cement industry grow. Once the reduced price is out, it will have effect on other manufacturers and prices across companies may fall," Gadkari said.

Government estimates saving of crores of rupees because of this price quoted by cement manufacturers. The road transport ministry has now launched a dedicated portal that will work as an interface among the raw material and technology suppliers, and developers, contractors and government agencies.

One problem with cement roads is they crack due to repeated impact of heavy load carrying trucks. Each time a truck goes over a segment/joint it creates an impact compression wave in the concrete. The impact wave gets reflected as a tension wave at the joint. Concrete is good in compression but not tension. This leads to breakage. One solution is to use high strength cement and or add epoxy additives.

In line with Prime Minister Narendra Modi’s “Make in India” campaign, Railway Minister Suresh Prabhu has finally given green signal to the two much awaited big-ticket FDI proposals for setting up diesel and electric locomotive plants in Bihar at a cost of Rs. 2,400 crore.

Ending the suspense over the fate of Madhepura electric locomotive plant and Marhora diesel locomotive plant, Railways has finalised the financial bidding for the high-value joint venture projects after considerable delays, re-thinking and prolonged due diligence amid repeated revision of bidding documents.

The Request for Proposals (RFP) containing financial bidding documents for both the plants are ready and the shortlisted bidders have been intimated the same, said a senior Railway Ministry official.

While four global firms - Alstom, Siemens, GE and Bombardier - have been shortlisted for the proposed electric locomotive factory at Madhepura, two multinationals - GE and EMD - are vying to bag the diesel locomotive plant at Marhora.

The estimated cost of the factories is about Rs. 1,200 crore each. The financial bidding will be opened on August 31 and there will be two pre-bid meetings held in between, the official said.

With the government allowing 100 per cent FDI in the railway sector, setting up of the two locomotive plants in joint venture model is crucial for Railways to give a boost to its infrastructure. The two projects are among top eight infrastructure projects being monitored by the PMO.

The Madhepura plant will manufacture 800 electric locomotives of 12,000 horse power (HP) over 11 years. While five electric locomotives will be imported, 795 will be manufactured at Madhepura, as per the bidding condition.

Marhora plant will produce 4500 HP and 6,000 HP diesel locomotives using state-of-the-art technology.

In the course of about 10 years after commissioning, the proposed Marhora plant is expected to manufacture about 1,000 diesel-electric locomotives, that is 100 locomotives annually.

While 700 diesel locomotives will be equipped with 4,500 horse power (HP), 300 diesel locomotives will be manufactured with 6,000 HP, said the official.

Budget 2015: Arun Jaitley proposes universal social security system, pension schemes
"A large proportion of India's population is without insurance of any kind, health, accidental or life. Worryingly, as our young population ages, it is also going to be pension-less. Encouraged by the success of the Pradhan Mantri Jan Dhan Yojana (PMJDY), I propose to work towards creating a universal social security system for all Indians that will ensure that no Indian citizen will have to worry about illness, accidents or penury in old age," Jaitley said in his budget speech on Saturday.

Insurers under the soon-to-be launched Pradhan Mantri Suraksha Bima Yojana will be covered for an accidental death risk of Rs 2 lakh for a premium of just Rs 12 per year that will be debited from their bank account under the PMJDY. Under the Atal Pension Yojana, which will provide a defined pension, depending on the contribution and its period, the government will contribute 50% of the beneficiaries' premium limited to Rs 1,000 each year, for five years, in the new accounts opened before December 31, 2015.

The third social security scheme, the Pradhan Mantri Jeevan Jyoti Bima Yojana, will provide a cover of rs 2 lakh against both natural and accidental death, at a premium of Rs 330 per year, or less than one rupee per day, for people in the 18-50 age group.

"The government plans to use technology to the extent possible to reach out to the beneficiaries, thereby plugging leakages in the system. The JAM (Jan Dhan Yojana, Aadhaar and mobile) number trinity will allow government to transfer benefits in a leakage-proof, well-targeted and cashless manner," said DK Pant of India Ratings.

Passengers may demand cleaning staff by entering PNR in the form given above. Passengers may also send their requests as SMS to 58888 by typing CLEAN < Space >< 10-digit PNR number >. The software named OBSERVE (On Board Services) will forward the request to mobile phone of the cleaner present in the particular train directly. The Railway Administration will also simultaneously receive an intimation of such requests for follow up. The train cleaner through this website and SMS system is presently available for a few selected trains given in the list (OBSERVE TRAINS).

Relinking Island nations - 3 in one trip by stresssing the civilizational links is a major long term achivement. We gor two Islands on long term lease and stoped Chipanda from gaining foothold there. SL Tamil area visit and attempting to assure the people there is a long pending action which should have been taken from India side years back.

a frequent complaint by desi drivers is that cement roads result in much more wear and tear for tires, increasing their running costs.

the yamuna expressway is almost abandoned due to this belief. very few use it. I wonder if resident civil yinjineers can throw more light on the issue.
