Bilateral talks not linked to Pathankot probe outcome: Indian HC

ISLAMABAD: The Indian High Commissioner said on Monday that resumption of talks between India and Pakistan are not linked with the progress of investigation into the Pathankot airbase attack.

On January 2, the two countries had agreed to postpone the parleys after the Indian airbase near Pakistan’s border was stormed by terrorists, killing seven Indian security personnel.

“I would not say that,” replied Gautam Bambawaly when asked whether the foreign secretary level talks were conditional to the outcome of investigations the Pakistani authorities were carrying out into the incident.

Talking to reporters in Islamabad, the newly-appointed high commissioner said the both foreign secretaries and the national security advisers are in contact, but no date has so far been finalised for the meeting.

The foreign secretaries would meet the moment atmosphere is ripe for such talks, he added.

Bambawaly stressed the need for enhanced trade ties and visa relaxation for business communities of the two sides as well as trade fares on either side of the border.

The foreign secretaries meeting was part of the agreement reached during the visit of Indian Foreign Minister Sushma Sawaraj in December last year to resume the comprehensive bilateral dialogue.

After India claimed that Pakistan-based outfit Jaish-e-Muhammed (JeM) was behind the attack, Islamabad formed an investigation team comprising officials from civil and military intelligence agencies to ascertain the claim.

Subsequently, Pakistan apprehended scores of suspects including head of JeM Maulana Masood Azhar.

However, media reports suggest Pakistani investigators have found Indian leads “inadequate” to implicate Azhar in the case.

So again there is a nexus between the left and Pakistan, or perhaps a left-china-pakistan axis.
All the left sympathetic media persons have tweeted along the same lines about the JNU incident, as it there is a ringmaster giving directions to them all.
He is not a JNU guy he is from DU. He is a Kashmiri separatists. About the left - Pak nexus part, I think you are incorrect.

Indian envoy in Islamabad says foreign secretary-level talks still on - ToI
Indian high commissioner to Pakistan, Gautam Bambawale, on Monday said that the meeting between the foreign secretaries of India and Pakistan was not conditional on investigations into the Pathankot airbase attack.

The remark by the envoy comes even as India's top political leadership remains convinced that Pakistan has not done enough in Pathankot investigations for New Delhi to go ahead with the FS-level talks.

The Indian political leadership believes that its decision to back out of the talks in January was vindicated by 26/11 accused David Coleman Headley's testimony, as also former Pakistan president Pervez Musharraf's admission that the ISI is involved in training Jaish-e-Mohammed and Lashkar-e-Taiba terrorists.

Bambawale was speaking at a gathering in a hotel in Lahore. He said both countries are in constant contact to finalize dates of foreign secretary-level talks in the near future.

"I cannot give any specific date for FS-level talks, but it will take place as soon as the situation becomes favourable. The national security advisors and foreign secretaries from both countries are in constant contact," Bambawale was quoted as having said by Pakistan media.{I don't know how this could be interpreted as the bilateral talk "was not conditional on investigations into the Pathankot airbase attack". Is ToI is putting words into the HC's mouth?}


The envoy, moreover, is learnt to have said that economic cooperation between the neighbours would help them come closer.

"Trade and economic interdependence should be developed between both sides. It will reduce the danger of confrontation," Bambawale was quoted in reports.

Bambawale further said that the immigration process between India and Pakistan needed to be eased.

"Easy travel of citizens from both countries would help in building trust," he said, and ruled out India's interference in the affairs of Pakistan and Afghanistan, saying both countries are independent and sovereign states.


Bambawale avoided comment on the recent statement of Pakistani high commissioner to India, Abdul Basit, calling for a speedy resolution of the stand-off between the two countries at the Siachen Glacier, the world's highest battlefield.
Last week, Pakistani officials claimed that the investigation team had interrogated JeM chief Maulana Masood Azhar and his associates but had found no evidence linking him with the Pathankot attack.{Of course, if you ask the accused, he/she will always deny it, won't (s)he?}

Benazir murder case: Rehman Malik removed from witness list - DAWN
The prosecution in the Benazir Bhutto murder case dropped Senator Rehman Malik, ‘star’ witness against (retired) Gen Pervez Musharraf, on Monday after Mr Malik failed to attend the third consecutive hearing of the case.

An Anti-Terrorism Court (ATC) in Rawalpindi had on February 2 summoned Mr Malik to record his statement on February 8. Malik did not appear on that date or at the subsequent hearing on February 10. The court then asked him to appear on February 15.

When ATC Judge Mohammad Ayub Khan Marth resumed proceedings of the trial on Monday, the prosecution informed him that the senator could not make it to court again. The prosecution then requested the court to proceed with another witness as they were going to remove Mr Malik’s name from their list of witnesses. Former interior minister Rehman Malik was the fifth witness against Mr Musharraf.

Earlier on February 3, Mr Malik had said his name was not on the witness list because he had not recorded a formal statement with an investigation agency and had voluntarily provided some information to the investigation agency regarding Ms Bhutto’s meeting with Mr Musharraf in Dubai, before Ms Bhutto returned in 2007.

So far three witnesses have testified in the case, including former interior secretary Syed Kamal Shah, former director general National Crisis Management Cell (retired) Brig Javed Iqbal and US lobbyist Mark Siegel. The prosecution has already removed former director general Intelligence Bureau (retired) Brig Ejaz Shah as a witness against Mr Musharraf.
Very strange considering that Rehman Malik was the Personal Security Advisor for Ms. Bhutto at the time of her assassination and for four years prior to that ! He was (and is) a member of the PPP. Why is he unwilling to go on record? Why is prosecution dropping its own witnesses?

Provocation in AJK POK - Edit in DT
Following the deadly clash between workers of the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan People’s Party (PPP) in Kotli, Azad Jammu and Kashmir (AJK) that left one activist dead and at least eight others wounded, tensions between the two parties are high. The situation worsened with the PPP’s announcement of Monday as a black day to protest against the wrongful killing of its worker. The PPP’s AJK Prime Minister (PM) Chaudhry Abdul Majeed added that this was a protest against the unreasonable meddling of and provocation by federal ministers. The AJK PM attacked the federal government, claiming that it has neglected this issue despite requests to take notice and now he would write to the Army chief and other heads. The AJK information minister too has similarly criticised the PML-N for resorting to violent tactics in an attempt to steal victory in the upcoming elections. On the other hand the PML-N has called for a judicial inquiry to unearth the facts regarding the clash, stating it was being wrongly accused. Significantly, Prime Minister Nawaz Sharif’s adviser Dr Asif Kirmani has asked the AJK premier to step down since he has failed to maintain order in AJK, while corruption is rampant in government departments. Kirmani also made a stark allegation against the AJK PM stating that he was in Nakial and giving directions to his party activists during the clash, an action which betrayed his ‘ulterior motives’ that also explain why he had conveyed wrong information to the leaders of his party. Meanwhile a protest was arranged outside the Lahore Press Club by the PPP and MNA Faryal Talpur has summoned a meeting of the PPP’s parliamentary party. On Monday, the PPP staged a walkout from parliament in protest.

In political struggle, while contention and rivalry is valid, provocation and violence is not. While reports state that the clash was instigated by PML-N’s provocations during PPP’s procession, only an inquiry can determine and enable apprehending the culprits of the unfortunate incident, which has not done AJK or the democratic system any good. Instead, a spectacle has been created that not only sullies claims of democratic integrity by the political parties, but also makes doubtful the smooth running of the approaching elections. The PM’s adviser’s statement is also inappropriate at best, since AJK’s autonomous status does not allow for such dictation from Pakistan’s federation. Rather than issuing ultimatums, the federal government must exercise restraint and focus its attention on defusing the increasing tensions between the two leading parties. The government’s adoption of an uncooperative demeanour that PPP leaders say reflects a return to the vengeful politics of the 1990s, does not bode well for the PML-N itself. By vexing the PPP leadership that has supported the PML-N rule and by extension the democratic system, the leadership is only strengthening the opposition against it, the effects of which it may soon begin to witness.

All these conspiracies would have been quietly going on in the background and in the living room meeting places of netas during the previous regimes, and no one in the country would have been wiser.

This was another trap set up by the left, islamic terrorists, left media to provoke a reaction from the BJP/GOI. This was terrorism in a political form attempted by Pakistan. The media would have been spinning this as an attack on freedom of expression, and have been running a raging debate on J&K itself!

Again still I don't hear ONE single person on TV questioning and dismissing Pakistan's claim on J&K, only giving out uninformed excuses

Putin expected to visit Islamabad soon to seal $2bln LNG deal - DT
Russian President Vladimir Putin is expected to arrive in Islamabad in the coming months to inaugurate the $2 billion liquefied national gas (LNG) pipeline project which might open a new era of strategic and political alliance between the two countries, VOA reported.

Last year, Prime Minister Nawaz Sharif had invited Putin during his meeting with a Russian delegation led by Victor P Ivanov – co-chairman of the Russia-Pakistan Inter-Governmental Commission (IGC) on Economic, Trade and Scientific Cooperation – at the PM’s House in Islamabad.

“Putin might visit Pakistan before June,” said Mobin Saulat, CEO and managing director of Inter State Gas Systems (ISGS), the Pakistani company handling the project. “We are 200 million people. And we provide a gateway to other South Asian countries.”

This commercial deal is the defeat of the western oil companies in expanding in Eurasia. Eurasian power Russia has won over the deal. There is another article in other thread by a Pak General who talks about deep sea pipeline passing through Pak EEZ and 'extended' EEZ. This is to prevent India and its partners to create an alternate energy source and pipelines from the land based one.

Pak has been talking to western govt and oil companies by saying that they are the passage to energy and transport from Eurasia to South Asia. This was the way they delayed and prevented western companies to cooperate with India for many decades. India can easily demolish this argument that Pak is the passage to India for energy and transport. All alternate routes from east and west must be implemented to make sure Pak does not decide the future of India.

Regarding the military exercise between Russia and Pak this is due to geo political realignment
Af Pak is now in the power vacuum with Uncle vacating the space.

The space needs to be filled in by the in coming power from Eurasia. This is important since Af-Pak is unstable n weapons with unstable socio-political leadership. China cannot take the role since it will provoke India for confrontation.

This has already been done as the plan for the Iran India pipeline is to now avoid the Shitistani EEZ by taking a longer route through Oman. On one of the TV talk show there was :(( :(( about this loss of possible strategic leverage over India and the 'anal'ysts were saying that India should trust pakistan and work for creating an energy corridor in South Asia by routing the pipeline through Pakistan.

Russia does not have troops on the ground in afghanisthan, AFAIK. do they?

In this case, my hunch is rentboy is being paid not destabilize afghanisthan once the US pulls out..if it does pull out ever (they don't want Russia in afghanisthan AFAICT). Of course, none of these tactics have worked with rentboy since he has a cannon aimed at his foot at all times.

Without Iranian participation there no energy to sell and without Indian participation no energy to buy and consume. China do not need this route when they are directly linked with Russia/ CAR.

Russia is not the west that Pakis have expertise in milking.
But it is also not possible to completely stop Russians from making business and geo-political moves in their own interest.

We should place a lakshman rekha in front of Russians, you cross it and there will be more business lost with us than you gain with them.
India will gradually move from import to indigenous and Russians naturally want to scout for new markets.

Their present economic strain also mandates that they look for all sources of squeezing money.
If that comes from a traditional west supplied customer, all the merrier.

No need to pass ultimatums to other countries like Russia -- India has to do what it takes to ensure that Russia-Pakistan relationship is either countered or work with Russia to get leverage over pakis.

Again, in reply to a leading question from the prosecutor, Headley also identified Ishrat Jahan as a terrorist belonging to the LeT (since her death in a police encounter in Gujarat in 2004, there had been many attempts to portray her as an innocent victim). Intelligence agencies, however, were aware that she was an LeT operative, and a key figure in a carefully planned LeT operation. The operational trail went from Pakistan to Dubai, Kochi, Kashmir and finally Ahmedabad. Headley provided neither names nor any details regarding this operation. His sole reason for identifying Ishrat as an LeT operative, it would seem, was to give a propaganda advantage to the LeT. The most glaring omission in Headley’s deposition was his unwillingness to identify Sayed Zabiuddin Ansari alias Abu Jundal, currently languishing in an Indian prison.
Reading between the lines of his testimony, Headley’s jihadi leanings are obvious. Answering one of Mr. Nikam’s questions, he identifies with jihad and the need to fight against enemies of Islam such as India. His jihadi belief was, no doubt, greatly strengthened during the years he spent in LeT and other training camps in Pakistan, but it would be a mistake to ignore the ‘Afghan effect’. Few international volunteers actually fought in Afghanistan; most worked, or remained, in Pakistan. From these volunteers have emerged several of today’s jihadis. History today is aware that among such elements was a pious young Saudi engineer, Osama bin Laden. Headley’s case is thus very instructive for us. Training camps that programmed Headley are well situated to produce many others to wage jihad against India.

Professor Christopher Andrew, who has written a landmark history of the British domestic counter-intelligence and security agency MI5, coined the term Historical Attention Span Deficit Disorder (HASDD) to describe the inability of today’s policymakers and intelligence specialists to situate any significant development within a broader historical context. He was speaking specifically about the world’s response to the emergence of transnational Islamist extremism as a security threat. In effect, what he suggested was that there is a general tendency to lose sight of what has transpired in the past. The Headley interlude is a reminder to us that we, as a nation, should not fall victim to HASDD.
He has avoided mention of the many hidden moles he is certain to have left behind from his several visits to India. Identifying an already known Rahul Bhatt means little. An inherent weakness in combating global terror at present is the absence of honest collaboration and cooperation among intelligence agencies the world over. What passes for cooperation today is an over-simplified framework of statements accompanied by limited follow-up actions. India was a victim of this kind of ‘faint-hearted’ cooperation in the case of the 26/11 attacks. The U.S., and to a lesser extent the U.K., had important information with them about a possible attack on Mumbai, having penetrated Zarar Shah’s computer. The U.S. possibly had more additional information via the Headley link, but seemed to play down his involvement with the LeT due to other ‘operational considerations’. The net result was that all the information available was not shared, and what was shared was inadequate to save the lives of over 160 people.

If anything pakis may be able to purchase a few second hand Mi-17's and engines for the Bandaar. I don't see Russia allowing sale of any fighter or Air to Air missile to pakis. But lets wait and see.

I think the idea is to send a message to India that even Russia can cosy up with Pakistan if India can cosy up with US.

No message to India -- we are not all that important in Russia's interest (to screw us via pakistan). Hunch is it has to do with deteriorating US-Paki relations and Russia wanting to increase influence in Pakistan to ensure they do not control Afghanisthan when US leaves. though I am not sure US will ever leave -- it will just reduce the number of boots on the ground, and continue to fund the paki army for "Supplies to afghanisthan".

Clash in Punjab University - Edit, Daily Times
In a violent confrontation at a Punjab University (PU) hostel on February 16 between two student organisations, namely the Pashtun and Baloch Educational Development Movement (PBEDM) and Islami Jamiat-i-Tulaba (IJT), 15 students were injured. Confrontations featuring PU’s student groups, particularly the IJT, frequently make the news. In this instance reports suggest the clash was initiated when the IJT activists descended on some students who were playing music in their room at the hostel, and torched their room with all their belongings. While no one was harmed, the next day a gathering of the PBEDM outside the hostel was approached by more than 100 IJT activists carrying pistols and clubs, who opened fire on the group. Although some escaped, 15 students were tortured by IJT activists, in clear view of the policemen who did not intervene. The injured are hospitalised and stable currently, and the Muslim Town SHO has said that cases will be registered against the attackers after the medical reports arrive. PU spokesman Khurum Shehzad stated that the administration will ensure a peaceful academic atmosphere, and an inquiry team has been set up to investigate the matter, further stating that the ‘miscreants’ would be identified through CCTV footage and outsiders would be reported.

Initiating violent clashes, where goons brutally assault innocent students, and then clearing itself of blame by denial is a typical practice of the IJT. The aggressive group has perpetuated a regime of despotism in the university, and anyone who steps out of line is victimized and tormented. Even professors haven’t been spared IJT’s bullying tactics over decades. It is a great failing of the PU and the state and thoroughly disheartening that the once liberal, progressive and thriving atmosphere of the university has been surrendered to the hooligans of IJT. Even after years of savagery, seizing hostels and harming students, no one has had the courage to grasp the nettle firmly and bring an end to this reign of terror. Officially, student organisations are banned {AFAIK, they are not. As he came closer to JI, Zia-ul-Haq banned all student organizations except the IJT, but in c. 2008, PM Gilani lifted the ban. It may be true that other student organizations are unable to counter IJT}, but this law appears to have no impact on the IJT, which continues its activities as an ‘unofficial’ group feared across the campus. The only hindrance to tackling this matter is the reluctance of the authorities, who are held hostage to the dominance of the mullahs. Attempts to trivialise the matter or rationalise inaction will not do anymore. The attackers in this case need to be apprehended and made an example of. If there is to be any chance of restoring Punjab University, the oldest and once most prestigious institution in the subcontinent, to its former glory, the plague of IJT that has tainted the university needs to be completely expunged.
Those who were found to be inconvenient to the State or even suspicious were branded as anti-Islam as it happened to Khan Abdul Ghaffar Khan. The National Awami Party (NAP) which was founded on the same secular principles of the Khudai Khidmatgar party of Bacha Khan was banned by Z.A.Bhutto and its leaders like Ajmal Khattak had to flee Pakistan and take asylum in Afghanistan. Z.A.Bhutto also devised a plan, along with his confidante and leading PPP member and the then Punjab Governor Ghulam Mustapha Khar, to let loose the militant Islamist wing, IJT, of Jama’at-e-Islami on the Punjab University (PU) in order to decimate the burgeoning leftist movement. It turned out disastrous for ZAB's PPP itself later on. The PPP's student wing, PSF, was decimated by IJT in Lahore. The IJT has terrorized the Punjab University ever since to this day as the above edit shows. Even when Musharraf was CEO/President and an Army General was the VC of the PU, the IJT could not be contained.

CTD Punjab registers FIR against Pathankot air base attackers and abettors - Dawn
The Counter-Terrorism Department (CTD) of the Punjab police on Friday registered a First-Information Report (FIR) against the alleged attackers of the Pathankot airbase in India and their abettors, the CTD spokesman said.

A copy of the FIR.

FIR number 06/2016 was registered in the CTD police station Gujranwala under sections 302, 324 and 109 of the Pakistan Penal Code, and sections 7 and 21-I of the Anti-Terrorism Act, the CTD spokesman said.

A formal investigation was launched following the registration of the FIR, he said, adding that a joint investigation team will probe the attack and those involved will be brought to trial in accordance with law.

Punjab Law Minister Rana Sanaullah said the FIR has been registered on the basis of initial evidence provided by India and that further action will be taken once more evidence is uncovered.

He said the FIR should dispel misgivings other countries have regarding Pakistan's commitment towards eradicating terrorism. "We will not allow non-state actors to use Pakistani soil to plot terror attacks on other countries."

A copy of the FIR obtained by Dawn says Indian National Security Adviser (NSA) Ajit Doval informed authorities that the four attackers had come from Pakistan and had "probably crossed the border adjacent to the Pathankot general area". The NSA is cited as saying that while in India, they made phone calls to cell phones and belonged to a proscribed organisation. {Is that all? No mention of any investigation within Pakistan and what was found? After 45 days, what has Pakistan found except saying that Maulana Masood Azhar wasn't involved? This is an eye-wash FIR to restart the CBD. Will we start talks based on this fraudulent FIR? Is this a deceitful technique to justify talks?}

arun, how can a knowledgeable person like you be surprised? Only four pious Muslims who have seen the actual penetration can be trusted. Otherwise, the Hadd laws of the Koran say that the woman should be punished for adultery. How can the Fortress of Islam not implement such rules? Pakistan was the second Islamic country when it promulgated the Hudood Law on Milad-un-Nabi day in 1979. By c. 2006, 1300 women were in jail having been caught under that provision of adultery when indeed they were actually raped by the mard-e-momin. These hapless women could not muster four pious mards to their side. If the four mards had seen the act, it is another matter that they would have partook it. Musharraf, unable to enact a law, issued a Presidential ordinance to release them, under international pressure. However, when the time came to introduce the Bill in the National Assembly on 18th Aug 2006 to make the Presidential Ordinance into a Law, as the ordinance would lapse otherwise, most of the Members of the National Assembly, both Treasury and Opposition, abstained leading to the Speaker calling it off for lack of quorum.

Railways asks FIA to hold inquiry
ISLAMABAD: In an apparent demonstration of its lack of confidence in the National Accountability Bureau (NAB), Railways Ministry has written to the Interior Ministry requesting it to have the Federal Investigation Agency (FIA) probe the procurement of 58 completely built locomotives, some of which had developed cracks.
Rafique told the committee that inspections on February 5, 2016, had revealed cracks in the under-frames of 16 locomotives which had been imported from China.
These locomotives were part of a batch of 29 diesel electric engines of 2,000 horsepower and had been purchased from CSR Ziyang in China.
The minister explained that the cracks were caused by faults in the manufacturer’s design which they had already taken up with CSR Ziyang to claim replacement warranty on all the 29 engines. He added that technical experts and engineers from CSR Ziyang and M/S Caterpillar, USA, were maintaining and supervising these locomotives.

How come Paki do not call he with correct name Begum Ayesha Sultana.
