On the Ishrat Jehan case, everyday new damning revelations are coming up against the then UPA government, especially P.Chidambaram. My surprise is that it took so long for the facts to emerge eventhough we had clear idea all along that the UPA was up to gross mischief. They were able to put a lid for six years and carry on a false propaganda, subjecting honest, hard-working police officers to incarceration, misery and ruining their career. They also pitted one agency against another and went to the extent of torturing and harassing somebody at the level of an Under Secretary in the very Home Ministry itself ! Amazing but true. Above all, they tried to subvert a fine intelligence agency like the IB which protects the country. One does not know how much damage has it caused to IB. In fairness, therefore, I would expect nothing less than an arrest asap of all those who plotted this and subject them to incarceration until trial completes because these people are powerful and can intimidate witnesses, tamper with evidence etc. Nothing less would be just.

Former SIT member probing Ishrat Jahan case denies pressure from P Chidambaram, says killing was 'fake encounter'

A top police official, who was part of a court-appointed SIT to go into the killing of Ishrat Jahan, on Thursday maintained that it was a fake encounter and rejected allegations that pressure was brought on them by former Home Minister P Chidamabram in this regard.

IPS officer and SIT member Satish Verma also denied an allegation by RVS Mani, who had filed affidavits in the Gujarat High Court in the case on behalf of the Union Home Ministry, that he had tortured him by burning him with cigarette butts. "National security cannot become a defence for the pre-medidated murder of a 19-year-old girl and be branded it as collateral damage," he told India Today TV. He was replying to a query whether he stood by the probe conducted by the three-member SIT that the encounter was fake.

"It is very unfortunate that national security was being used as a phrase to condone the extreme illegalities of the most serious crime in the book. It cannot happen. These raise concerns...," said Verma, who is now Chief Vigilance Officer at Shillong-based NEEPCO.

He also disputed the description of Ishrat as a LeT terrorist and a suicide bomber saying she was away from her home and family for only about 10 days after she came into contact with a Pakistani terrorist Javed Sheikh. "You would know how much time you take to train a LeT terrorist and a suicide bomber...this time (that she was away from home) was not enough," he said.

The 1986-batch Gujarat cadre IPS officer also contradicted former Union Home Secretary G K Pillai's claim of knowing the exact details of the case saying he was "no intelligence officer."

He said Mani's affidavit filings were "curious" as they did not look like the Home Ministry's version but that of the Gujarat police investigation.

"Mr Mani had no direct knowledge of the case...," he said adding that the allegations made by Mani against him were "old" and have been made by him earlier too.

‘Chidambaram solely cleared affidavit in Ishrat Jehan case’ - The Hindu
The second affidavit filed by the Home Ministry under the UPA government in the Ishrat Jehan case was solely cleared by the then Home Minister P. Chidambaram, an audit of the file notings of the time has revealed. Mr. Chidambaram has not denied this.

Amid controversy that erupted after the former Home Secretary G.K. Pillai claimed that the reference of Jahan being a Lashkar-e-Taiba (LeT) was removed by Mr. Chidambaram, the MHA under the present NDA government has started re-examining the files. The file notings reveal that neither the then Attorney-General or the Law Ministry officials were consulted, when the affidavit was revised by Mr. Chidambaram. Officials said that file noting dated September 23, 2009, signed by then Home Secretary G.K. Pillai suggest so.

The first affidavit was filed by the Home Ministry before the Gujarat High Court in August 2009 and the second one was filed in September the same year.

Mr. Chidambaram wrote on September 23, 2009, “As amended. Pls show clear copy before it is sent to court on the morning of 24/9”.

Mr. Pillai has claimed that it was Mr.Chidambaram who himself drafted second affidavit without consulting the Home Ministry officials or the Intelligence Bureau.

According to the file notings, Mr. Pillai did not raise any objection nor put his dissent on the file. “Clear copy is shown to HM. Pls take further action to have it file. Send copy to the Law Secretary and Attorney-General for information…” wrote Pillai.

A senior government official said, “any affidavit has to be vetted by the AG or the Law Ministry, in this case it was not done.”

The IPS officer's version is flawed on another count as well. We only know that Ishrat Jehan was missing for 10 days leading up to the shootout. What makes Satish Varma to think that she wasn't missing for days in the past? So even if we assume it takes zillion years to become suicide bomber she could have had all that training in the period before the encounter happened.

And one doesn't need to be 'missing' to train. Go to school/college and on the way back stop by at safe house to see some videos of AoA and get pumped up

In a move that could put the former UPA government in a tight corner, former Union home secretary G.K. Pillai on Thursday “dared” former home minister P. Chidambaram to come out openly and deny he had “suo motu dictated the draft second affidavit in his own office” on the Ishrat Jahan issue. Mr Chidambaram had put the onus on Mr Pillai, saying it were the officials, including Mr Pillai, who had prepared the draft put up before him and were “equally responsible”.

Taking Mr Chidambaram head on, the former bureaucrat, in an exclusive interview to this newspaper, said he was willing to face court scrutiny or an inquiry initiated by the NDA government over the issue. In another sensational disclosure, that may bring further heat on the Congress, Mr Pillai said Mr Chidambaram not only modified the affidavit but also “browbeat” the then home ministry and Intelligence Bureau officials who tried to stand by the first affidavit filed by the MHA before “suo motu” omitting the reference of a Lashkar-e-Tayyaba link to the Ishrat case.

“Junior officers of IB and MHA were trying to tell him the first draft was all right. But he browbeat them and overruled officers when they tried to explain the first draft. He then dictated the entire second draft in his own office. Thereafter he gave it to officers to file. It is then for the first time the second draft was put up to me,” Mr Pillai said.
Mr Pillai went on to say that the “revised draft” had been prepared by the home minister without consulting him, a deviation from the normal practice.

Mr Pillai had Thursday said he was ready to stand the court’s scrutiny and would respond to any summons issued to him in the matter and will “repeat himself” on the issue. “There will be many witnesses in the home ministry and IB to corroborate my statement even though I was not present when the draft was prepared,” he said.
“When the officers put up the file to me, I asked the officers from where did the revised draft come? The officers told me very clearly this was the draft which the minister had dictated and directed it be filed. I had a look at it... there was nothing illegal or beyond the competence of the minister though it varied from the first draft. I then put up the file to the minister for final approval to the draft which had been dictated by him. On that, he made some small grammatical corrections which the file says ‘as amended’ and then we asked (for) the fair copy to be put up to him. The fair copy was approved by him, and then it went for filing in the high court,” Mr Pillai said.

The former home secretary also alleged that the “dirty tricks department” was out on him to give a “political colour” to his statements. “I am speaking on the issue as the then home minister is trying to hide behind me... Let the government decide if it wants to initiate an inquiry,” he said.

Mi 17 or Mi 35, unarmed they are sitting ducks. Plus, they need a clear area for approach, landing and take off. Last year, on one such rescue, an IAF MI 17IV was hit with small arms fire. Though, the helicopter continued flying and no deaths were reported, the prospect of a helicopter going down were very high.

It was a similar situation in this ops. Getting a helicopter in the 'hot zone' without having suppressing fire from air to repel the attackers even temporarily presents the option similar to 'Black Hawk Down'. It is thus left to decision makers on ground on how far one wishes to take risks. Procedural measures to counter ground fire to rescue troops needing evacuation are not in place.

is there a SOP that they are to be unarmed ? I wasn't aware of it. it's wrong if that's so.

the armour of mi-35 would make it less susceptible to small arms than mi-17 (although a lucky shot to the blades would still bring it down) and it does have a small compartment to carry out a cas-evac. am I wrong on this deejay ?

The Cobras were operating in Dabbamarka forests in Sukma district. Its like the heart of red bastion in Chhattisgarh.
Continued pressure there should lead to results. The Cobras are doing a good job in Telangana and Andhra anyway.

Mi 35s may be able to take more punishments and do have space in the rare but for CasEvac (stretcher cases, lying casualties), I think that Mi 17 or Dhruv is better.

Blades of both Mi 17 and Mi 35 can take more than one odd bullet damage though this might affect smooth flight. The tail rotors, rotor hinges, gear boxes, underbelly, cockpit, engines are more at risk.

The fact that we are not using armed airborne options is clear from the lack of Mi35s in the theater or even armed Dhruvs. An armed Mi 17 1V with 80 mm rockets and spraying front guns can provide a lot of fire power. However, if they were even present without being used, we would have heard the news.

AFAIK, both BSF and IAF helicopters are present in the area and none are armed.

After seeing Haryana riots (Jat reservation issue), I realized we are somewhat fragile to any sort of colour revolution or creation of internal chaos when an external threat emerges. A whole state paralyzed with losses running 1000s of crores with just an emotive agenda + some dedicated goons. Just like I quarreled with my father, I may crib and do other sort of dramas, but I will vote for Indic parties only, not to any Conig Ecosystem parties (INC, Commies and other Janata parivars).

Just returned from Kanchipuram where the crowds are building up from various parts of India in their busloads for Shivratri celebrations tomorrow. I had read about the alert early in the morning before leaving. But, it is simply impossible to provide much security in the dozens of temples there, for example.

Tunda discharged in four Delhi cases - The Hindu
A court here on Saturday discharged bomb expert and alleged Lashkar-e-Taiba terrorist Syed Abdul Karim alias Tunda in the last of the four cases against him in Delhi, saying the Delhi Police Special Cell had failed to bring on record sufficient evidence to frame charges against him.

However, Tunda will not be able to come out of jail immediately as more cases are pending against him in Haryana, Ghaziabad, Hyderabad and Ajmer.

The court also discharged Tunda’s father-in-law Mohd Zakaria and their two alleged close aides Allauddin and Bashiruddin in the case. According to the police, Tunda was the mastermind behind the blasts in Delhi and other places to exact revenge for the demolition of Babri Masjid in December 1992.

Last year few student tourists made the similar mistake and drowned in that river . Water level suddenly shot up and they did not hear the alarm.

and perhaps the devotees too are not so worried. y'day they showed on Zee news pilgrims at a Gujarat Temple (i think it was Somnath Mandir) answering to reporter's questions about the threat, unfazed, with nary a sign of worry on their faces but only cheer and enthusiasm - "ye sab to chalta rahta hai; jo hona hoga so hoga; Bhole Baba ki jo ichchha; hum to duur se aaye hain/pitaaji Bhakt hain/hum hamesha aate hain..."

MHA will probe NIA (a.k.a. fake Hindu terror manufacturing agency) role in Ishrat cover up
The Ministry of Home Affairs (MHA) wants to take a look at the role played by the National Investigation Agency (NIA) in the Ishrat Jahan cover-up case, as it gets ready to examine the encounter files as part of an internal investigation.

The MHA will investigate the NIA’s alleged role in hiding Ishrat’s LeT links following the interrogation of 26/11 Mumbai attack co-conspirator David Headley in June 2010 in the United States. The accused had told the NIA that he was aware that Ishrat Jahan was a part of the Lashkar module. However, this part of the information was omitted from the investigation report prepared by the NIA. This fact came to public knowledge when this newspaper revealed the same in June 2013 (NIA note claimed Ishrat was with LeT, 22 June, 2013).

Subsequently, the NIA defended itself on the ground that the statement given by Headley regarding Ishrat Jahan did not have any evidential value and it was based on “hearsay”. When NIA asked Headley about Ishrat, he had said: “I (Headley) state that in late 2005 Zaki ur Rehman Lakhvi introduced Muzzammil to me. Having introduced Muzzammil, Zaki talked about the accomplishments of Muzzammil as a Lashkar commander. Zaki also sarcastically mentioned that Muzzammil was a top commander whose every big ‘project’ had ended in a failure. Zaki added that Ishrat Jahan module was also one of Muzzammil’s botched up operations.”
The NIA is a disgrace.

If BJP has any sense, it should curtail its powers completely and side line it out of national security framework, if not outright disbandment.

An organization that was created to achieve nefarious ends will never change its DNA, no matter how many change of guard it sees.

NIA or CBI or IB cannot completely overrule the govt of the day. It is pointless to blame them. The blame lies with the govt of the day for using it for political purposes rather than for national security.

Traditionally intelligence agencies have played being fragments of the deep state. They have safe guarded national interests irrespective of the political ideology in power. Can't say where our agencies stand.

NIA is not of that mould.

It will never be trusted by others, civil or military intel. It has managed to harm each one of them starting from Malegaon cock and bull story to Ishrat cover up.

It will depend on how far the govt lets them do their business. The idea of loosing their jobs or promotion or posting affects them also like other civil servants. This was the system traditionally pioneered by the Congress to keep the govt machinery in firm control. There is no reason to believe that the same was not used with the security establishment as well. Once the threat has disappeared due to govt change they are coming out in the open as can be seen with the Ishrat Jahan case.
