In the ongoing deliberations over signing of three foundational defence agreements with the United States, the defence ministry and the armed forces have reservations over signing them. Top sources in the ministry and the defence services said that despite a lot of insistence from the US, they are not yet keen to sign on the dotted line.

The three foundational agreements are Communications and Information Security Memorandum of Agreement (CISMOA), Logistics Support Agreement (LSA) and Basic Exchange and Cooperation Agreement (BECA) for geospatial intelligence. The US has signed these agreements with most of its strategic partners.

Both American and Indian officials told The Indian Express that progress on the foundational agreements will be at the top of the agenda during US Defence Secretary, Ash Carter’s visit to India in April. US officials confirmed that “both sides are working on them but there are still outstanding issues”.

LSA is seen as the most likely among the three agreements to be signed by the two sides. According to US officials, LSA facilitates the provision of logistical support, supplies, and services between the US military and the armed forces of partner countries on a reimbursable basis, and provides a framework that governs the exchange of logistics support, supplies, and services.

Senior Indian officials say that signing the LSA can lead to complications because of the situation in the Middle East. A large number of Indians work in these countries and considering the current situation in the region. If the US were to militarily get involved there and India was bound to provide logistics support to the US military, it would jeopardize the lives of Indians living there.

Indian officials feel that signing of these agreements will lock the country in an irreversible strategic partnership with the US, which is focused on countering the Chinese threat in the region. India, they said, doesn’t wish to be seen as a strategic ally of US against China and will thus view its options very carefully.


Officials also point to the US decision to sell eight F-16 fighters to Pakistan. “How can the US be a partner of both Pakistan and us at the same time?,” a senior official asked.


Senior officials of the Indian Navy and the Indian Air Force are of the view that there is little to be gained by signing these agreements in the present form. They contend that specific agreements can instead be signed for various platforms and weapons supplied by the US to allow them to benefit from full transfer of technology.

US officials have been insistent on India signing the foundational agreements for a decade now, since the days of the UPA government. They contend that it will allow them to have seamless technology transfer to India and foster greater strategic cooperation between the two sides.

“For example, CISMOA permits secure communications interoperability between partners during bilateral and multinational training exercises and operations and with the two countries doing so many exercises together, we can take full advantage of our resources. By signing BECA, the two sides will agree to the exchange of topographical, nautical, and aeronautical data and products which will be a huge plus,” said a US official.

The American efforts were resisted during the UPA era by AK Anthony, the then defence minister. After the BJP government came to power in May 2014, American officials have been expecting a positive signal from South Block. It has resulted in increased pressure from Pentagon on the Indian officials, including during the visit by defence minister Manohar Parrikar to the US last December.

Officials told The Indian Express that a paragraph on signing of the LCA, along with a reference to joint patrolling by the two navies, was included in the draft joint statement prepared by the Americans for Carter and Parrikar. The Indian side, however, removed that paragraph and it didn’t make it to the final statement issued at Washington DC.

At the end of his visit, Parrikar had told the media that India was “in principle” agreeable to these pacts but some more clarity was required from the US side. Earlier this month, he had stated that these agreements were still under consideration of his ministry and no final decision had been taken so far.

Tata Motors to deliver 300 all terrain vehicles per quarter to armed forces
PANAJI: Tata Motors will deliver 300 all terrain vehicles (ATVs) to the armed forces per quarter, a senior company official said today."We delivered 39 ATVs in December last year and another 100 in March. We will now increase the delivery rate to 300 ATVs per quarter and we are confident of meeting the schedule," said Veron S Noronha, Vice-President (Defence and Government Business) Tata Motors, told PTI.He, however, did not specify how many such vehicles are to be delivered to the armed forces.Tata Motors has order backlogs worth Rs 1,400 crore related to supply of logistic vehicles, light armed vehicles, ATVs and 6 by 6 trucks to the security forces, he said.

OK, so the fiscal year 2015-16 is over. Lot of talks, lot of plans but, in the end, the MoD ended up returning Rs 20,000 crores of acquisition money to the GoI. :( This, when the forces have critical shortages in every type of equipment.

My assessment of Parrikar so far is that he has put a lot of balls up in the air, but has hit few through the goalposts.

Sure, he is a lot more active, knowledgeable, and concerned than AKA, but he has been unable to break the logjam. Between the armed forces, the MoD, the GoI, and the DPSUs, orders somehow do not make it through.

I am sick and tired of hearing 'the Govt is planning this', or the '_____ will soon be ready for trials'. Enough of planning, thinking, considering, evaluating already. Just place some fricking orders folks!

If this continues for another year or two, the private sector will eventually give up, and 'Make in India' will be stillborn.

At the end of the fiscal year, Parrikar finally managed to get the DPP released. Now, let us see if he can force the pace of acquisitions this year. I am not holding my breath though.

Parrikar should learn from Goyal and Gadkari how to make things move.

At least order urgent requirements like BPJ, Shields, HMGs, Anti Material Rifles, NVGs, TIs etc while quibbling about high tech super costly items like PAKFA and Rafale.

Well the BPJ s are coming. 50,000 between August 2016 and January 2017. 1.86 lakh after that. Here is the report.

Defence Minister Manohar Parrikar had last year told that the urgent and essential requirements of the jackets was met by revenue procurement route. Accordingly immediate demand for 50,000 bullet proof jackets will be met by procuring them from Tata Advanced Materials Limited which is a subsidiary of the Tata Group. The jackets will cost Rs. 140 crores. Tata Advanced Materials Limited will start delivering the jackets from August and will complete the delivery by January 2017.
And here is the cause for delay, as usual, specifications not matching reality followed by apparent OFB incompetence.
Reasons for the delay in the procurement: The biggest reason for delay in procurement of modular jacket was six vendors who were competing for providing the jackets. Numerous issues were faced since 2009 for the procurement of the new jackets. Finally in 2012 a fresh proposal was issued with changes in the qualitative requirements. After the new requirements were issued the technical problems still continued and it was announced that Ordnance Factory Board had failed to meet the right velocity requirements which are used for the trials of the jackets.

Following diplomatic efforts by the Indian government earlier this year, the Bolivian government began exploring investment, technical assistance, and defence co-operation projects with India that could include buying or assembling logistics vehicles, sources told IHS Jane's .

India's Ministry of Defence (MoD) invited Bolivia's Minister of Defence, Reymi Ferreira Justiniano, to DEFEXPO 2016, held from 28-31 March in Goa, where Ferreira met with his Indian counterpart and discussed areas of potential co-operation. India has largely only been a minor source of military equipment for the Bolivian military, although Hindustan Aeronautics Ltd did participate in a multirole helicopters tender in 2008.

This Govt has been so afraid of corruption that they didn't strike any big ticket deals. Only recently did they start carting the big names to all furren visits. Having said that, true test of Parrikar (IMHO) will be Su-30 serviceability and weapons war wastage reserves. If those two improve, everything improves.

It is actually other way round, only the deals with either the political push or corruption support gets cleared every other thing is relegated.

Barriers remain in US-India defence trade, says USIBC official
Defence trade between the United States and India needs to overcome a number of major obstacles in order to continue the growth trajectory that has been achieved over the past decade, according to Benjamin Schwartz, the director of aerospace and defence at the US-India Business Council (USIBC).

Schwartz's comments - published recently by the USIBC - come before US Secretary of Defense Ashton Carter's anticipated visit to India later this month or May, when he will discuss with officials in New Delhi progress under the two countries' Defense Technology and Trade Initiative (DTTI).

While noting the "extraordinary growth" in US-India defence trade in the past decade, which has grown from a few hundred million dollars to more than USD10 billion, Schwartz said "significant impediments will need to be overcome for this potential to be fully realised".

These impediments include a lack of "alignment at the bureaucratic level" required to enhance co-operation; inflexible US export control laws; a lack of private-sector involvement in programmes proposed under DTTI; and India's refusal to sign bilateral agreements that govern logistics, support and interoperability of US materiel in service in India.

At a political and geostrategic level, Schwartz said that while the United States and India are basically aligned, "this isn't sufficient to produce results". He added, "For that to occur there also has to be an alignment at the bureaucratic level - the working level. Both American and Indian leaders struggle with compelling their large and complex bureaucracies to implement their visions of co-operation. The US and Indian systems are not designed to work together. This is the central challenge."The DTTI features four "pathfinder" projects, although progress on all has been slow since they were announced in late 2014. The projects have also been described as "basic and ancillary" by Indian military officials and industry executives.

The projects feature joint development and production of AeroVironment RQ-11 Raven hand-launched unmanned aerial vehicles; and intelligence, surveillance, and reconnaissance (ISR) and search-and-rescue (SAR) packages for Indian Lockheed Martin C-130J-30 military transport aircraft.

In addition, technology transfer was agreed to build mobile electric hybrid power systems for battlefield deployment as well as develop nuclear, biological, and chemical clothing.

Despite this, deeper collaboration between the US and India is expected to be supported if the two countries progress efforts to sign three 'foundational agreements' that Washington wants India to confirm in order to fast-track defence sales and bilateral military co-operation. Negotiation on these accords - the Logistics Support Agreement (LSA), the Communication Interoperability and Security Memorandum Agreement (CISMOA), and the Basic Exchange and Cooperation Agreement (BECA) - is expected to start shortly.

In addition, an amendment to the US military export regime was proposed in March to grant preferential treatment to India in defence trade and related technology transfers. The proposed US-India Defense Technology and Partnership Act (HR 4825) aims to amend US export controls to formalise India's status as a partner of equal status to the US' NATO allies and closest partners.

India is all set to receive its first Heron TP Armed Drones from Israel
Israel Aerospace Industries (IAI) is currently producing a batch of 10 Heron TP armed drones for the Indian Air Force. The unmanned aerial vehicles (UAVs) are capable of carrying 2,000 kgs of weapons payload and can also be armed with air-to-ground precision missiles.An Israeli military official confirmed the order by the IAF for 10 armed Heron UAVs at the DefenceExpo 2016 in Goa. The IAF has requested Israel to speed up the manufacturing and delivery of these state-of-the-art UAVs for quick induction into the armed forces. The Heron TP Armed Drones are scheduled to be delivered to India before the end of 2016. The Heron TP is the latest version developed by IAI from the Heron series.India finalized deal of 10 armed Heron TP for $400 million. It will add to already existing fleet of unarmed Herons of Indian air force.

India has asked the US to stand guarantee for transfer of technology (TOT) if any US-based companies are to bid under ‘Make in India’ for the fighter jet programme.This was part of the talks held between the defence policy group of the two countries yesterday and today in the run up to the meeting between Indian Defence Minister Manohar Parrikar and his US counterpart Ashton Carter. The two leaders will meet for delegation-level talks on April 12 in New Delhi. Carter arrives in Goa on April 10.
Boeing and Lockheed Martin have submitted proposals to have a ‘Make in India’ for fighter jets. New Delhi is looking for additional fighter jets once it signs the Rafale fighter jet deal with Dassualt Aviation of France.The US is also keen that the much-talked-about Defence Technology and Trade Initiative (DTTI) can progress unhindered once India signs the ‘foundational agreements’.The agreements are: Communications Interoperability and Security Memorandum of Agreement (CISMOA), Basic Exchange and Cooperation Agreement for Geo-Spatial Cooperation (BECA) and the Logistics Support Agreement (LSA).Of these the LSA – an agreement to share military logistics use each other's land, air and naval bases for resupplies, repair and rest – is in advanced stages of talks. India has asked the US to make it India specific not the standard LSA which the US has with its allies like the UK. “Some gaps have been closed at the meetings,” said sources, while adding that New Delhi fears the LSA could a binding commitment to support the United States in a war.

^Salaries and local exorbitantly overpriced equipment. At least they get someone to work those jobs, the white arabs aussies can't even get submariners for their endless submarine acquisition program.

Carter's India trip will focus on co-development of weapon programs

Defense Secretary Ash Carter will travel to India next week to discuss opportunities to begin co-developing and producing aircraft carriers, jet fighters and jet engines, along with several "exciting new projects."

Carter, who spoke about his upcoming trip during an April 8 speech at the Council on Foreign Relations in New York, said the discussions and pending projects were an outgrowth of the 2012 Defense Technology and Trade Initiative that India signed with the United States.

"Members of my team, and industry, are right now in India looking at the potential co-production of fighter aircraft," he said in prepared remarks. "These conversations represent the growing enthusiasm of the U.S.-India partnership, and even more than that, its promise."

While in India, the defense secretary plans to meet with Prime Minister Narendra Modi and Defense Minister Manohar Parrikar to discuss "the progress we have made together in aircraft carrier, jet fighter and jet engine collaboration," Carter said. "And we will talk about exciting new projects, the details of which I cannot go into this afternoon."

Carter said Modi contacted the United States last year about the possibility of launching joint production on a new weapon system "to build on the work Lockheed Martin and Indian industry achieved on the C-130J program, and what Boeing and Indian industry will achieve in the production of the Apache and Chinook helicopters India recently purchased."

But Carter gave no indication that an international co-production agreement involving India and the United States was in the near future, instead saying: "I have no doubt that in the coming years, the United States and India will embark on a landmark co-production agreement that will bring our two countries closer together and make our militaries stronger."

Carter, who was in New York to discuss the U.S. government's strategic re-balance to the Asia Pacific, said India was obviously key to strengthening any economic, political or military partnerships in the region, especially in light of the aggressive military posture China has taken in the South China Sea.

"The Asia Pacific is the single most consequential region for America's future," he said. "We have long played an essential and pivotal role in that region. And we are working today, both individually and with our allies and partners, to ensure the Asia Pacific remains a region where everyone -- everyone -- can rise and prosper."

The next leg of Carter's trip will take him to the Philippines and then to the Middle East, where he will visit the United Arab Emirates and Saudi Arabia.

The court also overturned a previous not-guilty corruption verdict for Bruno Spagnolini, who followed Mr. Orsi as CEO of AgustaWestland. He too had previously been found guilty of falsifying invoices. ………………………….

We were delivered 3 AW-101. We should look at reactivating them and assign them for SF role as our VIPs wont be happy seen in it. It is a world class machine. Or sell it off in the market.

Better to sell it off or give it to someone like Pawan Hans for commercial role.

They are mothballed but a couple of them do fly along with few Mi-17 and Bell types, at least they would generate revenue and pawanhans would take care of upkeep and maintenance for the IAF these 3 would jst be a burden, As a bonus I could see them fly almost daily

I think I am just fed up of hearing this statement "Indian Air Force Has Only 32 Squadrons - Lowest In A Decade"

A decade ago, IAF had 32++ squadrons with say 200+ MiG 21s, MiG 23s and MiG 27s
Today we have 32 squadrons with 150 - 200 SU 30MKIs.

Which scenario is more effective ?

Su 30 MKIs can't be at many places either. For that we need more AEW&C, strategic transporters, so on to be more effective. There is strength in numbers, especially against China.

With due respect, please to also take in account how many aircraft are we and our opponents are adding (self-manufactured,imported,gifted,"shared") on a periodic basis and how many are being retired in the same period.

Genuine question.

But just to compare the nos of aircraft today with what w had say 10 years ago makes no sense

The bottom line is of course WE NEED MORE (AND MORE AND MORE AND ....) COMBAT AIRCRAFT

I agree. My request is that it will be more accurate for the comparison to be done with our opponents numbers. For the same period in the past. And at this moment. And if possible for future period 'x' (based on assumptions, but based on good sources hopefully)

But of course. No debate here. Unless it is which type/gen or from which source or at what prices :lol:

And the IA is raising more manpower for its Mountain Strike Corps and other divisions/brigades ... some news quote a figure high as 90,000 personnel. Imagine the pressure on its defense budget for the revenue portion in the near future. There would be hardly anything left for capital purchases.
