The last two weeks have witnessed multiple contacts between terrorists and the Army and police in Jammu and Kashmir. In the LoC segment, marked successes have been witnessed against infiltrating elements from PoK in Uri, Naugam, Handwara, Tangdhar and Lolab. All these lie within the counter-infiltration zone where response capability has ensured failure of Pakistan in enhancing the terrorist numbers in the hinterland.
In South Kashmir too, where a new militancy is supposedly in place, with local content, the operations have been largely successful despite a few losses. The Army, J&K Police and the CRPF have got their act together to establish SOPs to defeat the new tactics adopted by terrorists in instigating flash mobs at encounter sites with the help of social media. South of the Pir Panjal, in the Jammu sector, the situation is largely peaceful although threats in Jammu and Kathua are ever present.
A single incident of ambush of a CRPF bus on June 25 at Pampore, causing a loss of eight precious lives, has upset the ratio of achievements this summer. Prior to this, in February, a CRPF bus was similarly ambushed at Pampore, leading to a standoff at the EDI building which saw the loss of two Special Forces officers. In early June, Anantnag saw the ambush of a BSF bus with the loss of three policemen; two more policemen were killed in Anantnag town shortly thereafter. Preceding this was a strike against unarmed traffic policemen in Srinagar city. A 5kg IED was also discovered in time in Srinagar.
Does all this negate the achievements in North Kashmir? Do they indicate a loosening hold on the security situation? These are the questions many of our countrymen are asking through social media. There is also another question that many casual observers of the J&K situation ask. Is this back to the Nineties, when terrorists supposedly held sway over much of the Valley and could strike at will? This needs professional, truthful and reassuring answers.
Firstly, I did warn a summer ago that the situation emerging in J&K is typically one which is termed the “last mile”. It is characterised by low terrorist strength and high security force casualties. In addition, it results from the choice of the softest targets by the terror groups and no upfront operations to confront the troops. In their hurry to finish the remnants of the terror movement (140 to 180 terrorists is the figure being spoken of) the Army and the police tend to take more risk, and some degree of complacency sets in.
Secondly, we need to rest any conjecture that this is loss of control over the situation. In dying moments of militancy, it is usual to witness spurts of terror activity. Apprehensions that a huge number of Lashkar linked terrorists have infiltrated and are responsible for these actions need to be placed at rest. It does not need more than two terrorists to execute such acts if they are willing to sacrifice their lives. That is exactly what has been happening in the last few weeks.
The soft targets which have taken hits have all been on roads and mostly on the national highway between Srinagar and Anantnag. To me it appears the realisation by the terrorist planners and leadership that the weakest link in the chain of activities which make up the counter-terror (CT) grid lies in road protection.
Ask any experienced military professional or practitioner and he will tell you that in CT operations it is the Road Opening Procedure (ROP) which is the weakest link of any force. It is also the practice which is given least focus. Ideally, the ROP, to protect movement of logistics and other soft elements of the forces in the Pampore area, should involve domination by patrolling, of an area approximately 3 km on either side of the road, i.e., a 6 km corridor.
There should be some presence of troops near the villages in the corridor to prevent unchecked movement. The road itself needs a physical check every morning for presence of IEDs near and under culverts and thereafter a presence of personnel on the road itself or just a few meters away to observe the area beyond. At the time when convoys are expected to arrive, and there are many such convoys in the Valley, a special alert needs to be sounded through the communications available. A proper vigil will render impossible the entry of any alien and inimical elements near the road if the alert is sounded and SOPs adhered to.
Unfortunately, it does not happen that way because the ROP in the Valley and south of the Pir Panjal is executed every day and usually by the same units and sub-units. It is routine, extremely tough on the mind, and exasperatingly boring. A human cannot be alert through 12-hour stretches on duty looking at the same scenery and awaiting the same situation. The Valley’s huge troop deployment, political seat of authority and commercial activity forces the ROP every day. If a proper ROP has to be followed, no road will be declared open for traffic before 8 am; the Army and CRPF convoys will then depart and Srinagar will come to a crawl in terms of traffic with massive delays for office-goers.
In 2011, facing this dilemma and challenged by demands to do something, the Army risked moving its convoys very early in the morning with only road dominating patrols ahead and half-done ROP. It left the national highway free for the public at office time; it was much appreciated and no incident occurred, but it cannot go on. With repeated incidents on the highway, the CRPF is now under pressure and will have to follow procedures with full supervision to arrest the current trend. This will have a cascading effect on public movement and will lead to frustration, the very thing we wish to avoid in the mood of the public at a time when the situation moves towards normalcy.
Can the security convoys move at night? They did many times during the agitation of 2008-10. ROP at night is difficult; it was done with greater risk than day primarily to avoid mobs. Adopting this as a routine may not be possible.
The answer to road security lies in frontline police leadership, taking all measures to break the monotony of the CRPF men, improving their welfare during off duty hours, restricting the number of days on duty in a week and other such soft measures. Equally, the Army’s Rashtriya Rifles invariably reinforces ROPs at hot spots and at crucial timings. This informal arrangement needs more coordination so that enhanced corridor domination is ensured. These are issues for the Unified Command and the Core Group but even more so for coordination at tactical levels.
A temporary situation arising out of a negative incident and some losses in the season is no reason for despondency. If you understand CI operations, the ‘last mile’ effect still prevails.

Govt is yet to shun slackness on PRC related issues of women marrying non-State subjects. In the case of widows or females whose marriage does not last for any reason and the women along with her children return to J&K where the women's parents reside. The widowed women and her children are denied any benefits by the J&k Govt. No admission to govt funded educational institutions is permitted. The children or their mother is denied low cost loans to establish small business to earn their livelihood. Even Ration Cards are denied to the family to avail of low cost foodgrains, kerosene oil.
I am at a loss to understand why the Union and state Govt cannot even ensure equality of sexes as provided in the J&K Constitution and The Indian Constitution to these unfortunate women and their children

JAMMU, Aug 16: Indicating that even the PDP-BJP Coalition Government headed by woman Chief Minister has not shun non-serious approach towards resolving the Permanent Resident Certificate (PRC) related issues of the women marrying non-State subjects, a committee of the senior bureaucrats has failed to meet even once ever since its establishment more than two months back. Interestingly, the panel had to submit its report by August 1, 2016.
Official sources told EXCELSIOR that following the much-publicized judgment of the Full Bench of J&K High Court in a case titled Jammu and Kashmir Versus Dr Sushila Sawhney and Others whereby it was held that a daughter of a permanent resident marrying a non-permanent resident will not lose the status of permanent resident of State of Jammu and Kashmir, the Subordinate Revenue Officers, who were authorized to issue Permanent Resident Certificates (PRCs), started facing certain difficulties in the absence of clear guidelines and clarifications on certain aspects.
After going through the legal points raised by these officers, the Department of Revenue took up the matter with the Department of Law, Justice and Parliamentary Affairs and accordingly, the opinion of Advocate General was obtained, who suggested framing of an expert committee to thrash out the issues arisen after the judgment in Dr Sushila Sawhney and Others Versus J&K so that a Government policy is evolved on the issue. This opinion was shared with the Revenue Department for compliance.
However, after remaining slept over the issue for one and half year, the Revenue Department vide Government Order No.67-Rev(PRC) dated June 1, 2016 constituted a committee to thrash out the issues projected by the Subordinate Revenue Officers and to remove the difficulties being faced by them in implementing the law on the subject.
The committee headed by Commissioner/ Secretary to Government, Revenue Department and comprising of Commissioner/ Secretary to Government, Department of Law, Justice and Parliamentary Affairs, Special Secretary to Government, Revenue Department and Deputy Legal Remembrancer of Revenue, Law, Justice and Parliamentary Affairs Departments was explicitly told to submit its report to the Government within a period of two months—by August 1, 2016.
The committee had to ponder upon the issues like the effect of endorsement “valid till marriage” on the PRC which have been issued prior to pronouncement of Dr Sushila Sawhney judgment as the judgment is prospective in nature, the status of children born out of a couple where husband is non-State subject and family was holding permanent resident certificate before her marriage, the right of female married to a non-permanent resident with respect to disposal of property inherited by her through parents and further issues regarding divorcee and widow on which the law is not very clear.
“Though the committee had to submit its report by August 1, yet it has failed to meet even once ever since its formulation more than two months back”, official sources said, adding “neither the Revenue Department whose Administrative Secretary was made head of the committee showed any interest in convening meeting of the committee nor other members particularly Administrative Secretary of Law, Justice and Parliamentary Affairs Department tried to ensure that Government order is complied with”.
“It is a matter of serious concern that at a time when reigns of the State are in the hands of a woman Chief Minister, grave injustice is being meted out to those women who got married to non-State subjects”, sources regretted, adding “the fate of this committee has once again brought to the fore that in Jammu and Kashmir there is a tendency of dumping the vital issues by referring the same to the committees of bureaucrats”.
When contacted, one of the members of the committee confirmed that no meeting of the panel has been convened till date. He, however, attributed this to prevailing unrest in the Kashmir valley. “Due to unrest the staff is not coming to the Civil Secretariat as such holding meeting of the panel is impossible”, he added.
However, sources said, “majority of the Administrative Secretaries are regularly visiting the Civil Secretariat as per the instructions of the Chief Minister as such excuse of unrest is not plausible”, adding “all this indicates that Revenue Department woke up from one and half year long deep slumber on June 1, 2016 when the committee was constituted, only to once again become oblivion on the issue”.
The issues which the Subordinate Revenue Officers are facing include whether there is a requirement to omit the endorsement made on the PRCs as “Valid Till Marriage” of those PRC holders who had obtained prior to the pronouncement of Dr Sushila Sawhney Judgment or to issue fresh certificates; whether the children born out of the couple where husband is the non-State subject and presently settled in the house of his father-in-law and the wife is a State subject, are entitled to acquire the benefits on the status of mother with regard to issuance of PRC on the premises of her own inherited immovable property in the State and whether the children of women who have married to a non-State subject and are residing out of the State are entitled for grant of rights and status of permanent resident-ship on the ground of being children of permanent resident mother.

A major event had happened in Kerala, when the forum was down for the last one month. A whole gang of people had vanished from Kerala, and is rumoured to have joined IS. The group also had four neo-converts, two Christian brothers and their wives (one was a Hindu-convert and another a Christian-convert). Zakir Naik's side kick at Mumbai was suspected to have helped with the logistics for religious conversion and also for their movement out of the country. The "secular" brigade in Kerala was shocked with these findings. New apologist theories are being worked on at the moment.

thin 59 days of being given a one-year extension as the Inspector General (IG) (Investigations) of National Investigation Agency (NIA), Sanjeev Kumar Singh was on Friday relieved from the post and asked to report back to his parent cadre of Madhya Pradesh.

Singh, an IPS of 1987 Madhya Pradesh cadre had held a press conference on 10 August at the NIA headquarters making public the audio-video confessional statement of Pakistani Lashkar-e-Tayyaba terrorist, Bahadur Ali.

As per agency sources, the order to give him a one-year extension was issued on 22 June by the Appointments Committee of the Cabinet (ACC) after Home Secretary Rajiv Meharishi made a special request. However, the same order was cancelled by the ACC on 19 August.

Sources said that the extension was cancelled after directions for the same were received from the Prime Minister’s Office (PMO) on 18 August. These sources added that the press conference done by him, apparently after receiving the permission from his boss, NIA DG Sharad Kumar, did not go down well with the top brass, after which the PMO sent a note (no 4454541/PMO/2016/Pol/18.8.2016), seeking the immediate removal of Singh from the NIA. The practice of senior officers rushing to the media without high-level clearance has come into focus since Prime Minister Modi has taken office.

Sanjeev Kumar Singh, who was also the spokesperson of the NIA, was handling crucial cases being investigated by the NIA including ISIS modules in India, the Pathankot terror strike, the Burdwan blast, Lashkar terror modules, fake Indian currency notes and the blasts at Bodh Gaya and Patna’s Gandhi Maidan that had taken place during the election rally of trhen Gujarat Chief Minister Narendra Modi. Sanjeev Singh, who was also investigating the alleged “Hindu terror” plot, had according to agency sources, told the then UPA political leadership that the agency had found no credible evidence of a “larger Hindu terror” plot.

Singh, who joined the NIA, soon after it was created in the wake of the Mumbai terror attacks ogf 2008, was the oldest member of organisation. He is credited with cracking the 2008 Mumbai terror attack by using modern investigation techniques including cyber tracking that led to emails, credit card detail and mobile numbers that led to the collection of irrefutable evidence of Pakistan’s involvement in the attack. However, it must be noted that “such transfers are routine and are in no way a punishment”, according to a senior official who declined to be quoted.

When contacted, Singh too stated that his transfer was a routine process.

He is expected to be appointed in the rank of Additional DG of police in Madhya Pradesh.

Pawar recounts how, when he took over as Maharashtra Chief Minister for the fourth time in 1993, the Mumbai bomb blasts took place. Pawar was anxious to avoid rumour-mongering and help restore calm. To prevent the blasts from taking on a communal hue, Pawar announced that 13 explosions had taken place, when, in fact, there were only 12. He slipped in the name of a Muslim-dominated area though nothing had happened there. Pawar’s white lie has become part of history and even today, Google and other reference sources list 13 explosions in the Mumbai bomb blasts.
