Who will substantiate these claims? We need evidence before going down that path.

IR has well established procedures to evaluate whether the rail fracture was in fact sabotage (contact fatigue and fissures would be the first suspect). Would have been easy enough for them to float a trial balloon that Maoists were involved. That such talk has not yet arisen means the focus is on relief. (Does not mean they might not find evidence later).

NEW DELHI: The Kanpur train tragedy has once again put the spotlight on railways' utter neglect in maintaining and upgrading its infrastructure, particularly aging tracks.

Initial findings suggest that Sunday's tragedy was caused due to rail fracture+ .

The state-run transporter, in an internal note, had admitted that a major cause behind a spurt in derailments was poor maintenance of infrastructure, and failure to take precautionary measures against flash floods, landslides and falling boulders.

Poor track maintenance, including lack of proper fittings and ballast on railway lines,( :?: ) causes fractures on tracks. The death toll in Sunday's accident could have been much lower had the railways paid attention to the recommendations of the Anil Kakodkar committee on railway safety which suggested complete switching over to Linke Holfmann Bush (LHB) coaches from Integral Coach Factory (ICF) designed coaches.

The panel, in its report in 2012, had said, "After carefully analysing the casualties of passengers in train collisions and derailments for the past 10 years, the committee is of the view that ICF design of passenger coaches are no more safe at the present operational speeds of 100-120kmph with trailing loads of 20-24 coaches."

An official said the damage could have been much less as the stainless steel LHB coaches have more in-built safety features which can absorb shock and impact of derailment more effectively and as a result do not topple.

The transporter, in recent years, neglected upgrade of old assets such as tracks and signalling systems due to its poor financial health.

A complete switchover to LHB coaches was not possible due to poor finances and the government's indifference in allocating funds from the exchequer.
So root cause is rail fracture due to fatigue in welds.
Coach design contributes to passenger deaths due to potential for toppling and lack of shock absorption. LHB are more expensive and funds need to be allocated to start introducing them.
So who makes LHB coaches?
Also how does ballast cause rail cracks?
Do they mean the granite gravel under the railway track?
I can see that.

The coaches also look like death traps due to the welded bars on windows. Must be complicating rescue attempts massively and making it next to impossible for people trapped to escape. I don't recall if bar cutters are carried on board for people to use in an emergency...perhaps they are these days.

In each coach there is one window, from which all bars can be removed. It also is marked with a red square along the borders. And storing any costly equipment on the coaches is also slightly dicey. Theft is quite rampant.

In Kerala looks like a few Maoists decided to come down from the forests (perhaps to exchange the Rs.500 & Rs.1000 notes), only to be shot dead by the Kerala Police Commando team.
3 Maoists killed in encounter in Nilambur forest......
It has been confirmed that two of the dead are Maoist leader Kappu Devaraj, who is a native of Andhra and Ajitha. Devaraj is a senior leader who was in charge of Kerala. ......

Damn this is scary, Maoists are now near Mudumalai and Bandipur. Clearly Men from AP and TG are not there on KN, TN KL border due to poverty. what is scary how these guys could move through hundreds of Kilometers with thier weapons, that must be investigated, they could have only transported them in private cars.

Hmm. The Naxal presence in the "Silent Valley" is quite known. One thing it is a huge forest, and has both TN and Kerala on its borders. So quick movement through the forest can help a person pop up at KL or TN. The naxals used to shift their locations based on which police force is after them. The AP and TG based Naxals could also move to TN by using normal public transport (unless their faces are really well known to every beat constable). The naxals by relying a bit on "on the road" movement could also get into KA state borders. So this all makes the "Silent Valley" a very strategic location.

Two years back a small naxal outfit had managed to attack forest stations at Mukkali (near Attappadi in KL), and run away with a few wireless sets etc. They also put up the usual posters etc. Some of them had managed to attack Pizza Hut and KFC food joints at Palakkad town, but they were caught within a few days.

From what I understand this time the K.P had got precise tip off on the arrival of the naxals. Malappuram Supdt. of Police and his team, along with K.P Commandos had started their move at 0400Hrs. The shoot out happened at around 1200 noon. So this was not a chance encounter between Naxals and the police.

This has the potential of having the significance of IC-814. Organizing the men and logistics to attack a high-security prison suggest the backing of a powerful entity.

That Nilambur forest encounter in which 3 Maoists were killed is a successful joint operation between Kerala, AP, TG, TN police forces. Of course, KL police struck at the Maoists but intelligence has been painstakingly gathered by all police forces for quite some time. Hats off. Two of the three killed were from TN.

Armed men in police uniform today stormed the high-security Nabha Jail in Patiala district, opening indiscriminate fire and fleeing with five prisoners including Khalistan Liberation Front chief Harminder Mintoo.
Suggests definitely some jihadis from Pakistan involved in this.

Recently, ISI had stepped up the Sikh separatists activity within Pakistan.

Ahead of the assembly elections in Punjab, a massive security breach at Nabha Jail - known for maximum security, saw gangsters posing as cops, walk away with dreaded terrorist and Khalistan Liberation Force (KLF) Chief - Harminder Singh Mintoo and four other dreaded criminals..

Punjab Deputy Chief Minister Sukhbir Singh Badal spoke to the National Security Advisor Ajit Doval and apprised him of the details of the incident of Nabha jail-break and updated him on the steps being taken to apprehend the culprits.

Mintoo is accused in ten terror related cases. The gangsters fearlessly drove inside the prison, entered in police fatigues and escaped with Mintoo and the others, all hardcore gangsters, without being stopped, clearly indicating that it was a pre-planned assault managed with the complicity of the highest authorities. {This is atrocious} As police tried to chase the escaping gangsters near Samana, few Kilometers from Nabha jail, a 24 year old girl was killed and another injured during the crossfire.

Incumbent Shiromani Akali Dal led Government has shifted the blame on to Pakistan, the way it did during Pathankot attacks few months back. However opposition parties are not buying this.

Congress and Aam Admi Party, however is calling it a serious security lapse, which couldn't have been possible without the incumbent Government support .

Mintoo, arrested in New Delhi in 2014, was accused of masterminding the 2008 attack on Sirsa Dera Sacha Sauda chief Gurmeet Ram Rahim Singh, and was allegedly involved in planting of IED explosives at Halwara Air Force station in 2010.

“Nabha jail break not possible without Badal govt connivance, says Captain Amarinder Singh said in Sangrur. “The incident had exposed a complete breakdown of law and order in the state, while triggering fears of revival of terrorism ahead of the Assembly elections. The shocking manner in which the gangsters walked into the high-security jail and freed a dreaded Khalistani terrorist along with other convicts clearly shows complicity at the highest levels, said Captain Amarinder.

“The rescue of Khalistan Liberation Force (KLF) chief Harminder Singh Mintoo, accused in 10 terror-related cases, clearly suggested an active effort from across the border to revive terrorism in Punjab, said Captain Amarinder, reiterating his fears of terror attacks and other violent incidents in the state ahead of the polls.”

Politics is heating up on the issue with AAP demanding immediate resignation of Home Minister Sukhbir Badal.

Aam Aadmi Party (AAP) National Spokesman and In-charge of party’s affairs in Punjab, Sanjay Singh demanded that Deputy Chief Minister Sukhbir Badal and Jail Minister Sohan Singh Thandal should put in their papers at once owning direct responsibility of Nabha Jail Break from where five dreaded gangsters including a hardcore terrorist escaped.

“May it be attack on religious preacher, murder of Mata Chand Kaur of Namdhari Sect in broad day light, series of sacrilege incidents, drug haul in Punjab, murder of RSS ideologue or Nabha Jail break, Sukhbir Badal has completely failed as Home Minister and hence must resign from his post”, Sanjay Singh added.

“If Sukhbir Badal was right that Pakistan was indeed behind Nabha Jail Break, then Union Home Minister Rajnath Singh should also quit for failing to protect the international borders”, Sanjay Singh said.
Earlier reports spoke of storming by the terrorists, indiscriminate firing etc. Nothing like that seems to have happened. The above report suggests that everybody in the jail simply allowed the terrorists to be 'peacefully' whisked away. I am no longer inclined to believe that it was the handiwork of Pakistan. Pakistan might still be involved but the entire blame falls on the Punjab Police. Those policemen in the jail are the clear culprits, desh-drohis. Must be hanged for this act.

Nabha jailbreak: UP police arrest man who helped the prisoners escape - ToI
In a major breakthrough, Uttar Pradesh Police on Sunday arrested the leader of the gang which stormed into Nabha Central Jail and freed six inmates including Harminder Singh alias Mintoo, the dreaded Khalistan Liberation Force "chief" on Sunday morning.

The arrested accused Parminder Singh was driving the SUV which used in the attack on jail, when intercepted by the police in kairana police circle of Shamli district.

Director General of Police (DGP) UP Javeed Ahmed said the arrest was made following an alert from the intelligence agencies about the movement of the SUVs in which the jail break accused had escaped.

"Parminder Singh - was intercepted by the police while he was spotted moving in a suspicious manner in one of the SUVs which was used by those who had come to free the KLF chief," Ahmed told TOI.

Initial interrogation has revealed that all the accused had escaed in separate SUVs after the jail break and had planned to meet in Delhi after the dust had settled.

"We have recovered a self loading rifle (SLR) and three other firearms which were robbed from unjab including some which were snatched from the security personnel during the jail break," said ADG law and Order Daljeet Chaudhary adding that some members of the gang had fled towards Panipat and Karnal.

Initial background check of Parminder alias Painda has revealed that he too is a fugitive and was lodged at Nabha jail when he escaped in March, said Deputy Inspector General of Police (DIG) Saharanpur (Range) Jitendra kumar Shahi.

Talking to TOI on phone from Shamli, he said the intelligence agencies are quizzing Parminder in connection with the jailbreak and a team from the Punjab police was on its way to Kairana.

A group of gun-toting men in police uniforms had stormed Punjab's Nabha Central Jail in early in the morning morning and freed two terrorists -- including the head of Khalistan Liberation Force, terrorist Harminder Singh Mintoo -- and four criminals. The Punjab government has announced a reward of Rs. 25 lakh for any information on them and a probe by a Special Task Force has been launched.

UP police catch the Mastermind of KLF Jailbreak

I had never seen so many UP police doing actual work -looking for certain SUV, as I saw this morning. Every highway exit and entry had police with radios. They deserve a kudos for arresting this terrorist.

Nah, the gangsters in Punjab ( Indian side ) are quite capable themselves. News reports say that the people who stormed the prison called out the names of all whom they wanted to escape. So they knew whom they came for.
Besides other than the 2 KLF guys, the other 4 who escaped are notorious gangsters. I would say they are more dangerous than the khalistani.
There is a reason why a person who helped in the escape was caught from UP. All of Punjab's gangs lead to or are supplied by a notorious UP don ( can't remember his name, but he was the person Modi defeated in Varanasi elections ).

Another big concern not apparently visible initially is that this is the first time, modern day gangs and Khalistani's have joined hands. Definitely a big cause of concern. Both are opposite sides of the spectrum. The khalistani's supposedly ultra religious, disciplined but lack popular support and are not a part of youth culture of today's Punjab. The gangster's OTOH are very much what most youths in Punjab want to be. Violent, alcoholic, narco trafficking, look like models, drive luxury cars, flush with cash, will kill for associates, no morals etc. Just look at the cars used in the escape today.
This incident seems completely homegrown and sets a very dangerous precedent.

Btw, I have a hunch. The operation was probably meant to free only the gang members. The KLF guy took advantage of the confusion.

Rail can fracture in light of high traffic, poor soil preparation. Same base which can serve well for 15 trains a day may not withstand load of 30 trains per day. Has traffic in these sectors increased dramatically past couple of years, statistics are needed on this front.

Not a major internal security issue, but just for the records. This may be the first time in Kerala, a Hindu who converted to Islam have been killed by his relatives. He had also managed to get his wife and kids converted, with perhaps the next in line being his sisters. One of the accused is the brother-in-law of the dead man, who is also said to be associated with RSS.

Faisal had converted to Islam while he was working in the Middle East. Later, his wife and children followed his path. Earlier, Faisal’s uncle too Faisal’s uncle too had embraced Islam...

NIA arrests youth, detains 2 others from Madurai - The Hindu
The National Investigation Agency (NIA) on on Sunday midnight picked up three youths from Madurai.

They have been identified as N. Abbas Ali (27) of Ismailpuram, T. Ayub Khan (26) of Nelpettai and Abdul Kareem of Manmalaimedu near K. Pudur.


Commissioner of Police, Madurai City, Shailesh Kumar Yadav, said only Abbas Ali was arrested by the NIA in connection with a Mysuru court blast case. The other two were detained for questioning. The youths had not come to the adverse notice of the city police so far, he said, adding that the operation was held with the assistance of the city police.

Abbas Ali, a painter, was running a library containing religious literature at Nelpettai. Ayub Khan got married only last week and Abdul Kareem was running a printing press in Katrapalayam.

They were being questioned in an undisclosed place, police sources said.
Vernacular news media are replete with the involvement of these youth with Al Qaeda and their plan to murder many important leaders.

For long, I have been saying that Madurai, Tirunelveli, Coimbatore, Kilakarai, and Chennai are becoming dens for extremism.

Looks like these very same people were involved in the crude bomb blast at Collectorate buildings of Kannur and Malappuram in Kerala. The police already had found the bombs to be similar to the ones used at Chittoor, AP and Mysore, KA.

Muhammad Kareem, a native of Usman Nagar in Puthur in Madurai, Ismailpuram native Abbas Ali and Jiyadnagar native Ayoob have been arrested. There are reports that there were three others in the gang that have been nabbed on Monday and that the three had escaped. According to reports, Tamil Nadu natives Hakeem, Dawood and Sulaiman are the escaped terrorists.......

Don't know if M/s Hakeem, Dawood and Sulaiman were allowed to escape, so that the bobbies know who they would try to call next, or where they go ;).

In raids in several places in the city, three suspected al-Qaida operatives were on Monday arrested by the National Investigation Agency.

Police said the three allegedly planned to attack 22 top leaders of the country including Prime Minister Narendra Modi.

They were allegedly involved in threatening embassies of various countries in India, they said.

Those arrested were identified as M Khareem, Asif Sultan Mohammed and Abbas Ali. While Khareem was arrested from Usmannagar, Asif Sultan Mohammed was picked up from G R Nagar and Abbas Ali from Ismailpuram, police said.

Explosive materials were also seized from them.

Police said NIA raided several places on specific information that suspected al-Qaida activists were operating from South Tamil Nadu in and around Madurai.

"Explosive materials and arms have been seized from them," police said, declining to elaborate.

The trio was allegedly running the al-Qaida unit in South Tamil Nadu. They were also allegedly involved in the explosions that took place in various courts in the country over a period of time, police added.

NIA were also searching for two other suspected Al-Qaeda operatives, Hakeem and Dawood Sulaiman, they said.

Arrested terror suspect brought to Bengaluru - The Hindu
Public installations, including the Bengaluru City Railway Station and courts, were allegedly potential targets of the Base Movement module (suspected terror group inspired by the al-Qaeda) that was cracked in Madurai on Sunday night. With the arrest of five terror suspects on Monday and Tuesday, investigators claimed that they have thwarted possible terror attacks. The investigators suspected that the five persons were involved in the low intensity blast that took place in the toilet of the Mysuru Court Complex premises on August 1.

According to sources associated with the investigation, the module was planning an attack in Bengaluru on or before December 6. Incidentally, one of the five arrested, Samsum Karim Raja, is suspected to be the aide of Abu Backer Siddique from Nagore, an accused in the Malleswaram blasts, who is still on the run.

Meanwhile, another accused, Sulaiman alias Dawood Suleiman (23) of Karimsa Pallivasal in Madurai, now residing at Neelangarai {and an employee of TCS} in Chennai, was brought to Bengaluru on Tuesday night in connection with the Mysuru Court Complex blast case. He was working with a software company in Chennai.

Sources said that the other accused, Abbas Ali, Samsum Karim Raja, Shamsudeen and Ayub Ali, will be brought to Bengaluru from Madurai on Wednesday.

A police team from Kerala is in Bengaluru for interrogating the suspects. “The Kerala team is here for the Mallapuram and Kollam attacks,” confirmed sources in the Bengaluru police.
