Karachi: Two killed in Kemari oil tank blast

KARACHI: Two persons were killed when a chemical tank at Karachi’s Kemari oil terminal caught fire. Rescue and fire-fighting operation was underway at the scene. According to our correspondent, the fire erupted at an oil depot of Pakistan State Oil (PSO) in Kemari.

Eyewitnesses said a tank filled with liquid methanol chemical exploded when dozens of labourers were working at the site. Those injured were rushed to civil hospital. Rescue officials said five labourers suffered burn injuries, of them two died in hospital. Fire tenders rushed to the scene to extinguish the blaze, with Rangers and rescue teams also busy in the relief and rescue operations.

Amid the law-enforcement agencies’ crackdown on terrorists in Karachi, the Tehreek-e-Taliban Pakistan’s central leadership has chosen a former policeman to lead the banned outfit in the city, The News has learnt.

Haji Daud Mehsud, a TTP Mehsud chapter militant and a former cop, was seen with the terrorist outfit’s central chief Mullah Fazlullah in a two-minute video message in Pashto. Fazlullah, in the message, announced Daud as new TTP Karachi chief and instructed all factions of the organisation to follow his directives. However, the location and date of recording of the video message could not be ascertained.

Kashi ji, my take is that, unlike in the past, when the Pakistani Generals & ruling class had to seek the American permission to do certain things (such as staging a coup or appointing a COAS etc.), it is now China that plays that role.

If Gen. Raheel Sharif recommended the new COAS, then he should have got the approval from his Chinese masters. It is not beyond possibility that the Chinese even manipulated to hoist Bajwa into the slot. The Chinese Ambassador to Islamabad frequently visits the GHQ to meet the COAS. China is extremely concerned about Pakistan. I would venture to say that apart from Taiwan, Indo-China Sea and Tibet, China considers Pakistan as another 'core issue', unannounced though. The reasons are simple and well known. China is worried about Islamic extremism and Pakistan is important for that. China wants to get Gwadar permanently as its naval base, for several reasons: managing chokepoints Strait of Hormuz & Bab-al-Mandeb, encircle India, and access to IOR. China is also worried about a destabilized and nuclear Pakistan in its periphery. The Chinese control of Afghanistan also depends on Pakistan. The success of CPEC is important to convince other countries too and implement that template elsewhere. More importantly, Pakistan as a state needs to exist to keep India checkmated, off-balance all the time and as a first line of offence against India.

Like some other unscrupulous nations (US or UK for example), the Chinese are also willing to cut deals with the Army, the only entity that runs the State. Of course, the Chinese do not give grants or even soft-loans for that matter. In fact, their technique is to charge very high rates of interest or demand high returns backed by sovereign guarantee that would enfeeble the country and make them acquiesce to Chinese designs and interests at some point of time. But, Pakistan has no other option. Nobody else is investing in their country and even if the situation turns for the better by some magic tomorrow, the toxicity is so much that medium or long-term investments would be a decade away. China is their saviour at present though five years from now, Pakistan would be so heavily indebted and unable to repay that China would strangulate it. But, plainly, who cares in Pakistan five years hence?

As for CPEC being vested with the Army, it has been accepted by the Pakistani Planning Minister that a proposal for setting up a 'CPEC Authority' was received but was not being considered. The Chinese have always complained openly that too many layers of bureaucracy were delaying their project. Gen. Raheel had shown an undue interest in the project and openly commented about it very frequently. And, why not? It is the Army Frontier Works Organization (FWO) and the notorious National Logistics Cell (NLC) that have been involved heavily so far, apart from the 15000 strong Special Security Division that have been visibly responsible for any progress at all. It is not known (at least to me) if the Pakistani Army gets paid by the Chinese directly, like the Coalition Support Fund of the US, for its Special Security Division extending security to the CPEC. I don't think that the Chinese would be doing so. On the other hand, the politicians have fought among themselves. The Nawaz government has blundered along in many instances on this project. So, I believe that there is truth in the chasm between the Army & China on the one hand and the Nawaz government, on the other.

China to crack down on 'hyping' of halal products to contain 'pan-Islamism'

NEW DELHI: Communist China continues its anti-Muslim campaign and this time its target is halal food, which the administration believes "spreads pan-Islamist tendencies in the market", the country's state-run media reported.

Halal food is food prepared according to Islamic law, as defined in the Koran. Islam lays down how meat that is to be consumed is slaughtered and that's called 'halal' meat. China has a Muslim population of more than 23 million, mostly living in the country's north and northwest.

And China will "seriously address the problem of hyping up, twisting and expanding the halal food concept," a senior religious affairs official said on Saturday. This, "amid worries that religion is intruding more into secular life in the country", wrote Global Times.

Chinese Muslims should oppose religious extremism, said Wang Zuoan, director of the State Administration for Religious Affairs, on Saturday, according to state news agency Xinhua. He added that the development of Islam in China "should stick to socialism with Chinese characteristics."

This latest move against the "hyping" of halal, comes on top of an "anti-terrorism regulation" imposed in the Muslim-majority Xinjiang Uyghur Autonomous Region in China in August. According to the regulation, those who have "twisted the concept of halal," which usually only applies to food, "and have expanded the concept to all aspects of social life," will be fined up to 10,000 yuan ($1,446) or detained for five to 15 days.

"By elaborately expanding the concept of 'halal," some foreign forces are selling their malicious ideas of pan-Islamism and desinicization in a bid to sabotage China's national security, social stability and unity among ethnic groups", said Xiong Kunxin, professor of ethnic studies at Beijing's Minzu University of China, to Global Times.

Wang, the director of the State Administration for Religious Affairs, said that while Muslims' beliefs and customs should be respected, religious interference in the fields of politics, justice and education is "intolerable". Profesor Xiong said that any violations that affect "normal social order, be they committed by either religious or non-religious individuals, should be sanctioned by law. "

In April, another Communist Party of China official also railed against halal products,

"The government must be vigilant to the pan-Islamist tendencies in the market, like halal water, halal toilet paper, halal toothpaste and halal cosmetics," Li Jianhua, was quoted as saying by during a religious work meeting.

I thought just the other day the fart Aziz said no talks unless Kashmir is on the agenda. Looks like TSP is once again back to blow hot blow cold. Whatever may be the reason, heat at the LoC, surgical strikes, whatever, TSP is now blowing cold.

As I have said before, what Sartaj Aziz really means is that the other participants of the Heart of Asia Conference, including Higher than Himalaya’s, Deeper than Indian Ocean, Sweeter than Honey, Iron Brother P.R. China, have turned down the Islamic Republic of Pakistan’s fervent plea to shift the Amritsar meeting out of India as retaliation for India and Afghanistan boycotting the Islamabad SAARC meeting resulting in the Mohammadden Terrorist fomenting Islamic Republic of Pakistan tucking its tail between its legs and attending the meeting.

Meanwhile Sartaj Aziz seems and the Mohammadden Terrorist fomenting Islamic Republic of Pakistan seems to have developed amnesia about how India successfully got the Commonwealth Parliamentary Association (CPA) which was to have been held in the Islamic Republic cancelled because the Islamic Republic of Pakistan did not invite State Assembly Parliamentarians from our Jammu & Kashmir State:

The United Arab Emirates (UAE) has toughened its visa policy for Pakistanis, particularly for those holding official and diplomatic passports.
Now, official passport holders are required to wait for a longer time to get visas, contrary to the norms that accord priority to such passport holders. This startling revelation ( so this "bad" news was hidden from the Paki legislators !) was made in a written reply of the Ministry for Foreign Affairs submitted to the Senate in response to a question of a senator.
According to it, UAE authorities have adopted a stringent policy for granting visas to the holders of official passports from Pakistan.“Pakistani passport holders – both diplomatic and official – have been facing a stringent clearance regime for the past three years before visas are issued,” stated the written reply.
Media reports regarding issuance of multiple and unauthorised passports to applicants on the basis of forged documents ("manufactured" in the Pakjabi city of Gujarat? ) noticed by local authorities may have influenced the UAE visa policy towards Pakistani official passport holders, the reply added.
“All applications are referred to the Ministry of Foreign Affairs, Abu Dhabi, for approval. After referral by the UAE embassy in Islamabad, authorities in Abu Dhabi consume ( Arab "work ethic" ?)a maximum of two weeks (eight working days) for processing the applications.”
The immigration system in the UAE has been digitised. But despite this, many problems still exist. The Pakistani mission in Abu Dhabi has approached the UAE for a review of its official policy vis-à-vis issuance of visa to the holders of official passports from Pakistan on November 17, 2015 and on August 15, 2016. “However, their response is still awaited,” maintained the written reply.
(So, being from an "Ummah country" does not necessarily translate into a preferential treatment :D )
UAE’s Minister of State for Foreign Affairs Dr Anwar Mohammed Gargash had warned Pakistan in April last year that it would pay a heavy price for its ambiguous stand on Yemen. That warning may also be a reason behind treating Pakistani official passport holders so strictly.
. As also (long forgotten) the Pakistani refusal to send troops to Saudia against the stand-off with Shia Iran , a "warning" was given to the Pakistan Govt, by an UAE Minister at that time !)
In 2013, media reports had alleged that at least 2,000 blue passports were sold to influential people at a hefty price during the PPP regime. According to the reports, undeserving officials were issued these passports and billions of rupees were made out of the sale of diplomatic passports.
Maybe, that "policy" is still in existence :D
During Shaukat Aziz’s time, a blue passport scandal surfaced in which retired bureaucrats and former ministers were declared entitled to carry it.

Chinese Engineers Killed In Pakistan's Balochistan Province
Two Chinese engineers were killed by unknown assailants on November 26 in Pakistan’s southwestern Balochistan province.
Mansoor Kichki, the assistant commissioner in the Pasni district, told RFE/RL's Radio Mashaal that both men were killed in the morningwhile on their way to work. The assailants took their vehicle and escaped.No group has so far claimed responsibility for the attack.
The Pasni district is close to the port of Gwadar on the Arabian Sea. Two weeks ago, Pakistan's Prime Minister Nawaz Sharif and army chief General Raheel Sharif welcomed the first shipment of Chinese goods through the renovated port of Gwadar.
China is building roads and other infrastructure in Pakistan under the China-Pakistan Economic Corridor project that is expected to absorb more than $40 billion in Chinese investment in the coming decades.
Not sure that this news item has been reported in the Pakistani media

Balochistan High Ccourt goes for Mush's Tush

ISLAMABAD: The Balochistan High Court on Monday issued a bailable arrest warrant against former Pakistani president General Pervez Musharraf in a case pertaining to the alleged murder of former Baloch nationalist leader Nawab Akbar Khan Bugti in a military operation in 2006.

A divisional bench of the Balochistan High Court passed the order during hearing of review petition challenging acquittal of the 73-year-old former president by an anti-terrorism Court in the case, Dawn reported.

Justice Jamal Mandokhail and Justice Zaheeruddin Kakar heard a review petition filed by Nawabzada Jamil Bugti, the son of Akbar Bugti.

The counsel of Musharraf, Akhtar Shah pleaded to the court that although his client respects the court, he cannot appear before the court due to "security reasons".The Balochistan High Court should provide Mush the Tush "Fool Proof Security" like the one provided by the Govt. of Cwapistan to the Last Sri Lanka Cricket Team

However, Bugti's lawyer complained that despite repeated orders, the former president Pervez Musharraf has failed to appear before the court.

The court ordered that the administration should ensure adequate security to Musharraf while he appears in court.
Pakistan government had allowed Musharraf to go abroad in March this year for medical treatment.

Baloch leader Nawab Akbar Bugti was killed in an operation in Balochistan's rugged mountains of Taratani in Kohlu district on August 26, 2006.

Bugti had led an armed campaign to press for provincial autonomy and a greater share of profits from Balochistan's natural resources.

The death of the Baloch chieftain had sparked angry protests in parts of the country.

Musharraf, who went into self-imposed exile in Dubai after being forced to resign as president facing impeachment following the 2008 elections, had returned to Pakistan in 2013 to contest elections but was implicated in several cases. He also lost in the polls.

He was not allowed to leave the country until government allowed him in March this year to go abroad for treatment following orders by the Supreme Court.

Musharraf has been facing a slew of cases, including the high treason trial since 2013 and he was barred from leaving the country in 2014 by the government.

Musharraf seized power in a bloodless coup in 1999, deposing the then Prime Minister Nawaz Sharif.

Will positively consider if India proposes talks on sidelines of Heart of Asia conference: Pakistan

NEW DELHI: Ahead of a visit by its foreign advisor Sartaj Aziz to India to attend Heart of Asia conference+ in Amritsar, Pakistan on Monday said it will "positively consider" if India, as a host, proposed a bilateral meeting on the sidelines of the forum.

However, none of the two has approached each other in this regard, Pakistan High Commissioner Abdul Basit said.
"As a host, if India approaches us with a proposal (for talks on the sidelines), Pakistan will positively consider it," Basit told Aaj Tak news channel.

Aziz's would be the first high-level visit from Pakistan after the announcement of Comprehensive Bilateral Dialogue (CBD) in December last year which never took off in the wake of terror strikes, including the Pathankot airbase attack by Pakistan-based terror groups in January, and subsequent incidents which led to intense tension between the two countries.

India has been non-committal about holding bilateral talks with Aziz but has made it clear that "talks and terror cannot go hand in hand".

Pakistan has obtained $3 billion in new foreign loans in the past four months, and alarmingly three-fourths of the borrowing is for meeting budget financing requirements and building foreign currency reserves.
Another notable pattern was that Pakistan’s traditional bilateral sources of borrowings and grants were drying up. Out of 12 traditional bilateral partners, nine did not disburse any sum during the July-October period.
Due to drying up of non-debt creating sources and increasing infrastructure development requirements, Pakistan’s debt has been gradually increasing in absolute terms.
A recent report of the finance ministry also indicates that Pakistan’s debt sustainability indicators have worsened in the past one year.
Pakistan is borrowing money left and right ( as if there is no "tomorrow") like a drunken sailor !

The Supreme Court of Pakistan on Thursday issued an interim order to reopen wine shops in Sindh which were sealed last month in light of the Sindh High Court orders.During proceedings Justice Saqib Nisar asked under which laws the licenses were issued to wine shops. Responding Justice Nisar’s remarks the legal counsel Shahid Hamid informed the bench that licenses were issued under Article 17.
Liqour consumption is "strictly prohibited" under the " Book", therefore Article 17 (whatever it is ) should not be not valid !
During the hearing, the DG Excise and Taxation department submitted its report stating that presently there are 59 registered wine shops operating in the city on which the court expressed its concerns remarking that it seems that there are more wine shops in Karachi than number of non-Muslims in the metropolis. :rotfl:
SHC Chief Justice Sajjad Ali Shah, who was heading the bench, remarked that so much liquor was being sold in Karachi that “minority communities can bath in it”. :lol: ( every day or on Fridays only :P )
The bench was hearing a petition filed by citizens Muhammad Zafar Muavia and Shehryar David, which pleased the court tht as per rules wine shops should not be allowed in the in Muslim vicinities but many licenses have been issued for opening liquor shops in the areas where non-Muslims are not in majority which is the violation of the rules. :roll:

Falijee, Emma Duncan in her book "Breaking the Curfew" writes there is non alcoholic beer that is made for consumption by the bious. And some Parsee owns the only brewery.
And many affsars/eminent people get permits for health reasons to consume in 5* hotel bars.

An officer of the newly formed City Patrolling Police Peshawar was killed and two injured on Monday when unidentified assailants opened fire with an assault rifle at a police vehicle in the Shinwari Town area of Peshawar. The deceased police officer was identified as Assistant Sub-Inspector (ASI) Asmat Khan.

While talking to DawnNews, a local who witnessed the incident said, "Gunmen were riding on a motorcycle holding an AK-47 and they fled towards Shinwari town". ASI Asmat Khan died on the spot whereas the injured police officials were rushed to Lady Reading Hospital for treatment. City Patrolling Police is a newly formed unit, established by the provincial government to patrol in Peshawar city and the cantonment areas.

‘Zardari’s return not linked to army chief’s retirement’
ISLAMABAD - Former president Asif Ali Zardari’s return from self-imposed exile – expected next month – has nothing to do with Army Chief Gen Raheel Sharif’s retirement, party leaders have said.
An "official denial" is always a sure form of confirmation :D
Zardari had flown abroad in June 2015, after his controversial speech in which he had criticised the country’s military leadership without clearly mentioning any names.
Pakistan People’s Party (PPP) however, claimed that Zardari was abroad for treatment purposes.
The "treatment" also included a fund raising dinner for Hillary Clinton in California and a meeting with Senator John McCain :mrgreen:
Senior PPP leader Nadeem Chan, who was appointed party’s general secretary for central Punjab, said Zardari’s return was not linked to Gen Raheel Sharif’s retirement.“We take General Raheel Sharif as a good soldier. Watched "Dukhtar". Nothing exciting about the movie, but the scenes and places where it is shot made me nostalgic about my Sept visit to Leh, Ladakh, Panamic, and Nubra Valley. Wiki says that the film was shot entirely in Gilgit–Baltistan northern areas, included locations Skardu, Hunza, Gilgit.

NEW DELHI: India's former National Security Adviser Shivshankar Menon says there is no alternative to talking to Pakistan to resolve outstanding issues because not talking is to allow terrorists to have a "veto on the relationship" and submitting to the "agenda of terrorists and their sponsors".

"If you don't talk, you are actually giving the terrorists and their sponsors what they want, because they don't want talks... They want to control the dialogue. They want to have a veto on the relationship. So, I don't see why you should allow them to do that," Menon, who also served as Foreign Secretary and ambassador to important capitals, including Islamabad and Beijing, told IANS in a chat ahead of the formal launch of his book, "Choices - Inside the Making of India's Foreign Policy" (Penguin Random House).

"Talking doesn't mean you don't do the other things necessary to deal with the terrorists. You have to eliminate the terrorists, do what a state is supposed to do.

"But that also doesn't mean you stop talking. If you have an opportunity, do talk, and you have a lot to say... you do want the ceasefire to be restored, you don't want the standoff in the relationship with cross-border terrorism going on and on... and a lot of this with the support of the Pakistani state, and elements of the Pakistani state.

"We need to raise this and talk to them about it," Menon stated.

Menon thinks use of application of military force -- or "surgical strikes" as India's cross-border action against "terror launchpads" in Pakistan were described -- had "limited utility".

"It is not going to change the mind of the Pakistan Army which sponsors this cross-border terrorism or the ISI (Inter-Services Intelligence) or the jihadi tanzeems who undertake it, nor is it going to destroy their infrastructure or the courses they espouse and what motivates them. That is not going to change."

He said any way the tanzeems "seek martydom" and are not afraid to die.

Menon reiterated that "covert cross-border action" had been undertaken by the previous administration too, but the government of Prime Minister Manmohan Singh decided not to go public with it as these strikes were more focused on outcomes rather than on influencing public opinion.

"If your goal is to effect public opinion at home, you have to deal with its consequences," said Menon, adding that these often raised public expectations of results and then "control of escalation becomes a challenge".

"The moment you go public, then these (expected outcomes) are unlikely to happen because then both sides' faces are involved. Both sides have to show that they have not been deterred or frightened." He said the Manmohan Singh "kept quiet for a reason" :lol: on the covert actions that were undertaken "and the reasons (for not publicising them) are still valid".

Menon said the dilemma of dealing with Pakistan was that "there was not one Pakistan" as there were "large portions of Pakistani society that was not inimical to India". :roll:

In his book, Menon says that "an Indian policymaker must deal with several Pakistans -- with civil society, the Pakistani business community, civilian politicians, the army and the ISI, and the religious right (which extends from political parties to jihadi tanzeems).

"Not all of these Pakistans have the same attitude towards India, and each responds and acts differently towards India and Indians." :roll:

He said thanks to "Pakistan's decline into irrelevance, Indian motives to address India-Pakistan issues are diminishing. The tragedy is that Pakistan is increasingly becoming a single-issue country in Indian discourse, and that issue is the zero-sum one of security".

And, he says, as Pakistan becomes ever closer and more tied to China, "India-Pakistan relations will bear the imprint and will probably pay the price".
Once again it beggars belief that this man was not only our NSA but also in charge of dealings with China and Pakistan.

That is right...they have no choice. Its credit rating is "Junk" which means except begging to middle yeast donors and China, no one wants to invest in the country. Pakistan is near collapse....and that is the reason why Chinese are ready to squeeze them by their balls. CPEC cool-aid from Chinese is going to make them dehydrate. IMF's Christine Lagarde recently (October) made a trip in which Pakis may have asked for aid to stay alive. If CPEC fails, it will end Paki house of cards without firing a single shot.

Ohio State University attacker praised al-Qaida man in Facebook post, minutes before stabbing spree

NEW DELHI: Minutes before he went on a stabbing spree at Ohio State University yesterday, a Somali attacker posted an anti-US rant in which he praised an al-Qaida terrorist, a law enforcement official told NBC news.

"I can't take it anymore. America! Stop interfering with other countries, especially the Muslim Ummah (community). We are not weak. We are not weak, remember that," read the post on the Facebook page of the student Abdul Razak Ali Artan, NBC and ABC News reported.

Artan yesterday ploughed his car into a group of people on campus, then got out and started attacking them with a knife. He wounded 11 people who are now out of danger. Minutes after he began his stabbing spree Artan was shot and killed by a policeman.

"It bears all of the hallmarks of a terror attack carried out by someone who may have been self-radicalized," said US Representative Adam Schiff, New York Post reported.

"If you want us Muslims to stop carrying lone wolf attacks, then make peace. We will not let you sleep unless you give peace to the Muslims" his FB post further said, ABC News reported.

Artan also praised Anwar Al-Awlaki, a radical American-born al-Qaida terrorist who was killed in 2011. Artan described Al-Awlaki as a "hero." ABC said Al-Awlaki's "propaganda has been linked to several domestic terrorist attacks in the years after his death."

Law enforcement officials told NBC News that Artan was a Somali refugee who left his homeland with his family in 2007, then lived in Pakistan and then went to the US in 2014 as a legal permanent resident.

The Somali student was interviewed by the university paper three months ago when he talked about having problems finding a place to pray on his new Ohio State campus.

"I wanted to pray in the open, but I was kind of scared with everything going on in the media. I'm a Muslim, it's not what the media portrays me to be," Artan is quoted as saying in the university paper.

"If people look at me, a Muslim praying, I don't know what they're going to think, what's going to happen. But I don't blame them. It's the media that put that picture in their heads, so they're just going to have it, and it - it's going to make them feel uncomfortable" he said.
