The attack, on Monday afternoon, targeted the Baqir ul-Uloom mosque in the Darulaman area. It took place towards the end of a prayer ceremony marking Arbaeen, a religious observance on the 40th day of the martyrdom of Imam Hussein, perceived by Shias to be the rightful heir to the prophet Muhammad.

As European authorities target Salafism, the word needs parsing
Europe sees danger in Salafism
WHAT exactly is Salafism? In continental Europe, the word is now used as a catchall for extreme and violent interpretations of Islam. This week for example, authorities in the German state of Hesse raided five premises including a mosque; it was the latest move in a crackdown on ultra-militant forms of Islam all over Germany which began last week. “Extremist propaganda is the foundation for Islamic radicalisation and ultimately for violence,” said the interior minister of Hesse, Peter Beuth, by way of explaining the latest raids. “The Salafist ideology is a force not to be underestimated,” he added.
On November 15th, German federal authorities banned what they described as a Salafi organisation known as “True Religion” or “Read!” whose notional purpose was to distribute copies of the Koran. On the same day, police swept through 200 offices and other buildings across the country. Ralf Jäger, interior minister of the populous state of North Rhine-Westphalia (NRW), reportedly gave this reason for the ban: “Every fifth Salafist who has travelled out from NRW under the aegis of so-called Islamic State in order to join a terror cell had previous contact with ‘Read!’”
In France, too, the word Salafi or Salafist is often used as a generic term for forms of Islam which are too extreme for any government policy to parley with or accommodate. Manuel Valls, the Socialist prime minister, has reported with alarm that the Salafis, although a tiny minority among French Muslims, may be winning an ideological war in France because their voice is louder and more efficiently disseminated than any other. François Fillon, a centre-right politician who is likely to make the run-off in next year’s presidential election, is a strong advocate of cracking down both on Salafism and on the groups linked to the global Muslim Brotherhood.
In the very loosest of senses, all Muslims are Salafi. The word literally describes those who emulate and revere both the prophet Muhammad and the earliest generations of Muslims, the first three generations in particular. There is no Muslim who does not do that. But in practice the word Salafist is most often used to describe a purist, back-to-basics form of Islam that emerged on the Arabian peninsula in the 19th century, taking its cue from two conservative thinkers, Ibn Taymiyyah (1263-1328) and the even more controversial Muhammad Ibn Abd al-Wahhab (1703-1792). Followers of this line are often called Wahhabis by their critics, but they prefer to call themselves Salafis.
But even Saudi Salafism, despite appearances, is no monolith, according to H.A. Hellyer, a British scholar who studies Muslim communities across the world. Several different tendencies can be detected among the kingdom’s religious scholars, who underpin the monarchy. One, which he calls “unreconstructed Salafism” follows Ibn Abd al-Wahhab in regarding as unfaithful or deviant virtually every reading of Islam except its own. Another, slightly more emollient faction puts more emphasis on Ibn Taymiyyah and is not quite so certain that everybody else is in some way unorthodox. Yet another fractionally plays down both those thinkers and simply presents itself as part of the mainstream of Sunni Islam, following one of the faith’s four main legal schools (the Hanbali one) and not insisting on an absolute monopoly of correctness. The kingdom’s future may partly depend on which approach prevails, says Mr Hellyer, a fellow of the Royal United Services Institute, a British think-tank.
In Egypt, too, the word Salafi is used as though it had a simple meaning, but again that is misleading, according to Mr Hellyer, who has described that country’s heady religious politics in a new book, “A Revolution Undone: Egypt’s Road Beyond Revolt”. On the face of things, the Egyptian Salafis are represented by a political party, Al Nour, which emerged as a powerful player after the 2011 uprising, and favours extreme conservatism in matters of dress, gender roles and personal behaviour. This is contrasted with the more tactical and pragmatic form of Islamism represented by the Muslim Brotherhood, which emerged in Egypt in the early 20th century and now wields influence through ideological allies all over the world, including Europe. Nour initially allied itself with the Brotherhood, but when the Brotherhood-inspired government was toppled in 2013, it backed the new regime.
Here is another source of confusion: in the broad sense, the Brotherhood too is partially Salafi in inspiration. It shares the ideal of going back to the very first generations of Muslims; that was part of the thinking of Hassan al-Banna, the Brotherhood’s founder. And at the grass-roots level, the difference between Nour and Brotherhood supporters is not always that great, says Mr Hellyer: both consist of people who feel their hard lives would be improved by a form of government that was explicitly Sunni Muslim. The big difference is in the political tactics followed by the movements. For example, the Brotherhod favours pragmatic dealings with Shia Muslim Iran, whereas the Nour leaders tend to regard all Shias as verging on infidel.
Do the politicians of France and Germany, who use the word Salafi/Salafist as though it were virtually a synonym for terrorist, need to know all this? Yes they do, because the safety of Europe’s streets is at stake. In Britain, for example, there are Salafi mosques whose preachers are theologically conservative but are far from terrorists; and there have been terrorists who have had nothing to do with the mainstream of Salafism. It’s important to understand that of the various forms of Salafism described, there is one, the unreconstructed kind, which can (though does not always) morph into terrorism. Labels can be a helpful pointer through a maze of complexity, but in the end the labyrinth has to be negotiated carefully.

Opinion: Is China changing its policy towards Uighur Muslims?
While the order covers everyone living in the area, many members of Xinjiang's more than 10 million-strong Muslim Uighur minority complain of discrimination - including denials of passport applications - as well as controls on their culture and religion.
In mid-October, the public security bureau of Shihezi city posted a directive on a verified social media account asking residents to hand in their passports to police.
The order stated: "Those who refuse to hand them in will bear the responsibility themselves should there be consequences such as being forbidden to go abroad."
The post was later deleted.
Photos of other notices posted on social media showed police stations in various counties and in the regional capital Urumqi requesting citizens hand in passports or stating that new documents would no longer be issued.
'Xinjiang regressing'
Angry questions about the new restrictions abounded on Chinese social media.
"I didn't spend time and money getting a passport to become the focus of the government's safeguarding or to ask for their instructions every time I go out on holiday," said one incensed user from the border district of Tacheng, on the Twitter-like Sina Weibo platform.
"If citizens cannot enjoy even basic rights, how can we live? Would the government please give me a sensible reason for this?"
A second said: "Xinjiang is becoming stranger and stranger, regressing as time goes on."

In June, local state-run media reported that the mostly Kazakh residents of a Xinjiang border district had to give police DNA samples, fingerprints, voiceprints and a "three-dimensional image" in order to apply for certain travel documents, including passports.
A Xinjiang official told the Global Times that the new tightening of policy was intended to maintain social order in the region.
Beijing regularly accuses what it says are exiled separatist groups, such as the East Turkestan Islamic Movement, of being behind attacks in Xinjiang, which has seen a wave of violent unrest.
But many independent experts doubt the strength of overseas Uighur groups and their links to violent attacks, with some saying China exaggerates the threat to justify tough security measures in the resource-rich region.

Minister Mentor Lee Kuan Yew issued a statement last night and said he stands corrected on how well-integrated Malay-Muslims are in Singapore, according to a Straits Times report.
He referred to the comments he made in the new book, Lee Kuan Yew: Hard Truths to Keep Singapore Going.
He said: "Hard Truths was a book based on 32 hours of interviews over a period of two years.
"I made this one comment on the Muslims integrating with other communities probably two or three years ago. Ministers and MPs, both Malay and non-Malay, have since told me that Singapore Malays have indeed made special efforts to integrate with the other communities, especially since 9/11, and that my call is out of date.
"I stand corrected. I hope that this trend will continue in the future."
Since the book was published, reactions from some Muslim groups were negative. Some said his remarks were unfounded while others called for him to apologise. ……………..

At the same time that this Pakistani, born and bred in Singapore and English-speaking, was caught by the Northern Alliance, another Pakistani born and bred in Bradford, U.K., was caught in Iraq and sent to Guant�namo Bay. I watched his father on the BBC, and thought to myself: two Pakistani families left Pakistan, one for Bradford, the other for Singapore, produced children, brought up in two totally different environments, quite distant from the Islam of Pakistan, and yet they both end up fighting in Afghanistan. This Islamist pull is more powerful than that of communism. The communists never fully trusted one another across racial boundaries. The Vietnamese communists never trusted the Chinese communists and so on. But with the Islamists there is total trust: You are a warrior for Islam, so am I: We swear to fight together.

BEIJING: China has asked its Muslim population to "resolutely oppose religious extremism" and adhere to the concept of "socialism with Chinese characteristics" while practicing their religion.
The statement came from Wang Zuo'an, chief of the state administration for religious affairs, at the 10th National Congress of Chinese Muslims. Wang indicated that the government was worried about foreign influence over Muslims in China at a time when major acts of terrorism were being carried out by terrorists in different parts of the world.
Wang also expressed concern about new mosques being in Muslim populated areas were copying designs from shrines in foreign countries instead of relying on Chinese traditions in mosque building. New mosques should demonstrate Chinese characteristics and national features, he said.
China's Communist officials have often said that Muslim fundamentalism, which has overseas influence, is responsible for the growth of terrorism in Xinjiang, which borders Pakistan.
The government would disallow any attempt by Muslim religious groups to interfere in the process of governance, Wang said. Any "religious interference" in the fields of politics, justice and education is "intolerable", the official media said on Sunday quoting from Wang's speech.
China has been apprehensive about the rise of Muslim fundamentalism in Pakistan, which borders the western Chinese region of Xinjiang that has a vast Muslim population. Communist leaders have earlier indicated that terror camps in Pakistan have supplied arms and other forms of support to separatists in Xinjiang who occasionally indulge in grave violence.

NEW DELHI: Communist China continues its anti-Muslim campaign and this time its target is halal food, which the administration believes "spreads pan-Islamist tendencies in the market", the country's state-run media reported.
Halal food is food prepared according to Islamic law, as defined in the Koran. Islam lays down how meat that is to be consumed is slaughtered and that's called 'halal' meat. China has a Muslim population of more than 23 million, mostly living in the country's north and northwest.
And China will "seriously address the problem of hyping up, twisting and expanding the halal food concept," a senior religious affairs official said on Saturday. This, "amid worries that religion is intruding more into secular life in the country", wrote Global Times.

"By elaborately expanding the concept of 'halal," some foreign forces are selling their malicious ideas of pan-Islamism and desinicization in a bid to sabotage China's national security, social stability and unity among ethnic groups", said Xiong Kunxin, professor of ethnic studies at Beijing's Minzu University of China, to Global Times.

A Rohingya muslim guy threw a can of petrol and created an explosion inside a commonwealth bank branch in Melbourne. This occurred 10 days ago. 16 people were grievieously injured. The Australian media as usual down played the attack and termed it as a disgruntled youth who did not get the much needed money or facilities from banks or govt. The man had moved to Australia as a rohingya refugee less than a year ago.

Until now, this [civilizational jihad] movement was largely ignored by elites in the Republican and Democratic parties. Both George W. Bush and Barack Obama have gone to great lengths to distinguish between Muslims who commit violence in the name of Islam and Muslims who seek to impose Islamic rule on secular societies through elections and free debate. In Iraq, Bush embraced Sunni and Shiite leaders from Islamist parties. Obama went further. His government eliminated terms like "jihad" and "radical Islam" from official FBI and Homeland Security documents. In his first term, Obama explored a deeper relationship with the Muslim Brotherhood abroad in places like Egypt and Turkey.
There are strong indications that Trump will be taking a different approach. First consider what Trump has said. It's not just his off-the-cuff remarks about Muslims. On Aug. 15, Trump gave a prepared policy speech in which he said the U.S. should not only wage an ideological war against our Islamist enemies but also should instate a screening test for immigrants to keep out those who "believe that Sharia law should supplant American law," similar to Cold War era tests to keep out committed communists.
So far key advisers to Trump, like incoming national security adviser Michael Flynn, have spoken and written at length about combating radical Islam, not just the most extreme terrorist groups inspired by this ideology. Senator Jeff Sessions, Trump's nominee for attorney general, has also said there is a need for a bipartisan strategy, similar to the Cold War policy known as "containment," to fight the menace of jihadi ideology.
James Mattis, the front-runner to be Trump's next secretary of defense, has lamented the lack of a national conversation about political Islam. In 2015, the retired Marine Corps general told the Heritage Foundation that the Islamic State's strategy was premised on the assumption that "the Americans will not ask one fundamental question: … Is political Islam in the best interest of the United States?" Mattis continued: "I suggest the answer is no, but we need to have the discussion. If we won't even ask the question, how do we even recognize our side in this fight?"
One person who has been asking that question for the last 15 years has been Gaffney, a former senior Pentagon official under President Reagan. He has a habit of saying and writing outrageous things about Islam. He has mused that Obama was secretly Muslim. He conflates Islamic supremacism with Sharia Islamic law, which has multiple sources and interpretations. And he has accused the federal government of collaborating with radicals intent on bringing Islam to America.
This kind of hyperbole once kept Gaffney and his cohorts out of power and influence. That looks to be changing, though. While Gaffney is not on the transition team, he told me he is hopeful that his ideas and policies will influence the Trump administration.

PATERSON, N.J. (AP) — The leader of one of New Jersey's largest mosques is heading to court to fight from being deported after federal authorities say he lied on his green card application.
Imam Mohammad Qatanani told his congregation at the Islamic Center of Passaic County that he will return to court on Monday, after the Department of Homeland Security appealed an immigration judge's decision not to deport him eight years ago after finding no credible links to terrorism, The Record (http://bit.ly/2gYYpqX ) reported.
Qatanani came to the U.S. from Jordan. He was born in the West Bank and said that he was detained by Israeli officials while visiting there in 1993.
Federal officials say that he didn't disclose being convicted in Israel for being a member of Hamas, but Qatanani denies that he was ever part of the group classified as a terrorist organization by the U.S. government. He says that he was only detained like many others at the time and was never told that he was convicted of anything.
His brother-in-law was a senior Hamas military leader killed by the Israelis, but Qatanani said in his 2008 trial that he did not participate with him in political activities.
"I know that justice will prevail and that everything will be in the right way. I believe in the judicial system in this country," Qatanani, 52, said Friday.
An attorney for homeland security wasn't available for comment.
An FBI agent testified previously that Qatanani admitted that he was arrested and tried, but he claimed during the trial that he was not aware of the conviction and that he was subjected to physical and mental abuse while in detention.
Qatanani came to the U.S. in 1996 on a religious worker visa to lead the Paterson mosque and has been credited with working with leaders of different faiths and law enforcement. He has worked on the New Jersey Attorney General's Office's Muslim outreach task force.
A number of character witnesses have testified on his behalf at his first trial, including a rabbi and several high-ranking New Jersey law enforcement officials.
While serving as the U.S. federal prosecutor in New Jersey, Republican Gov. Chris Christie called him a "man of great goodwill" and said that "he's always had a very good relationship with us."

Inequality among British Muslim communities getting worse: UK govt report
Some UK communities are "worryingly" segregated and government's failure to tackle social and economic isolation, particularly among Muslims, is playing into the hands of extremists, a government-commissioned report released Monday said.
Louise Casey, a senior civil servant, said her study exposed "uncomfortable truths" about the impact of large-scale immigration, in particular discrimination against women in some South Asian communities in the country.
"Inequality within certain communities in these highly segregated areas is getting worse, not better," she told the BBC. Casey highlighted issues in areas that have high concentrations of Muslims of Pakistani and Bangladeshi heritage.
She said that people of Pakistani and Bangladeshi origin were more likely to live in residentially segregated communities than other ethnic minority groups, pointing to areas where up to 85 per cent of residents were Muslim.
Casey warned that many people in those areas did not have the same opportunities as others across Britain, often because they did not speak English, and also because cultural and religious practices held them back.
This was particularly true of women, and Casey warned that domestic abuse, female genital mutilation and forced marriage remained "all too prevalent" in some communities.
"It is the misogyny and the patriarchy that has to come to an end. Leaders that are not Muslim and are Muslim need to unite around unity in this country," she told the BBC.
She admitted her findings would put further pressure on Britain's 2.8 million Muslims, amid concerns about rising Islamophobia.
But in a foreword to the report, she warned: "A failure to talk about all this only leaves the ground open for the far-right on one side and Islamist extremists on the other. Every person, in every community, in every part of Britain, should feel a part of our nation and have every opportunity to succeed in it. There can be no exceptions to that by gender, colour or creed."
Government officials had reportedly sought to water-down the study, which was commissioned by former prime minister David Cameron last year, because of its controversial findings.
'Inflammatory, divisive'
Secretary of State for Communities and Local Government Sajid Javid said the report was a "valuable contribution".
"We need to take a serious look at the facts and must not shy away from the challenges we face," he said.
But Mohammed Shafiq, chief executive of the Ramadhan Foundation, a Muslim lobby group, condemned it as "inflammatory and divisive".
"Sadly, in today's Britain, Muslims are seen as an easy target to attack by politicians, commentators and parts of the media without any regard for the impact this has on communities," he said.
"There was no mention about the responsibility of the white community to help with integration, as many white families flee mixed areas as ethnic minorities move into a particular area," Shafiq added.
He also noted that the government had cut funding for English language classes ─ one of Casey's recommendations to improve integration.
The report also said immigrants should take an oath of integration with British values and society on arrival in the country, rather than waiting until their final citizenship test.
Casey urged the promotion of British laws, history and values within the core school curriculum to build "integration, tolerance, citizenship and resilience".
She also called for greater mixing among young people through activities such as sport, and efforts to raise employment levels among marginalised groups.

Louise Casey, a senior civil servant, said her study exposed "uncomfortable truths" about the impact of large-scale immigration, in particular discrimination against women in some South Asian communities in the country.
"Inequality within certain communities in these highly segregated areas is getting worse, not better," she told the BBC. Casey highlighted issues in areas that have high concentrations of Muslims of Pakistani and Bangladeshi heritage.
She said that people of Pakistani and Bangladeshi origin were more likely to live in residentially segregated communities than other ethnic minority groups, pointing to areas where up to 85 per cent of residents were Muslim.
Casey warned that many people in those areas did not have the same opportunities as others across Britain, often because they did not speak English, and also because cultural and religious practices held them back.
This was particularly true of women, and Casey warned that domestic abuse, female genital mutilation and forced marriage remained "all too prevalent" in some communities.
"It is the misogyny and the patriarchy that has to come to an end. Leaders that are not Muslim and are Muslim need to unite around unity in this country," she told the BBC.
She admitted her findings would put further pressure on Britain's 2.8 million Muslims, amid concerns about rising Islamophobia.
But in a foreword to the report, she warned: "A failure to talk about all this only leaves the ground open for the far-right on one side and Islamist extremists on the other. Every person, in every community, in every part of Britain, should feel a part of our nation and have every opportunity to succeed in it. There can be no exceptions to that by gender, colour or creed."
Government officials had reportedly sought to water-down the study, which was commissioned by former prime minister David Cameron last year, because of its controversial findings.
'Inflammatory, divisive'
Secretary of State for Communities and Local Government Sajid Javid said the report was a "valuable contribution".
"We need to take a serious look at the facts and must not shy away from the challenges we face," he said.
But Mohammed Shafiq, chief executive of the Ramadhan Foundation, a Muslim lobby group, condemned it as "inflammatory and divisive".
"Sadly, in today's Britain, Muslims are seen as an easy target to attack by politicians, commentators and parts of the media without any regard for the impact this has on communities," he said.
"There was no mention about the responsibility of the white community to help with integration, as many white families flee mixed areas as ethnic minorities move into a particular area," Shafiq added.
He also noted that the government had cut funding for English language classes ─ one of Casey's recommendations to improve integration.
The report also said immigrants should take an oath of integration with British values and society on arrival in the country, rather than waiting until their final citizenship test.
Casey urged the promotion of British laws, history and values within the core school curriculum to build "integration, tolerance, citizenship and resilience".
She also called for greater mixing among young people through activities such as sport, and efforts to raise employment levels among marginalised groups.

And , this "modern" country insists on joining the EUThis fatwa comes shortly after another fatwa from Diyanet, which said that engaged couples should not hold hands, because it could lead to other things, things that are haram (illegal) in Islam. In some countries it could even give grown men a reason to pick up stones and throw them at the couple until they are dead.Put the two latest fatwas together and it gives a view of sexuality in Islam that is completely unreal and disgusting seen with Western eyes.

One country to watch in a Trump-Putin world will be Turkey, going by the chatter. Last year I had posted material of prominent Islamist eschatologists hobnobbing with Russian Orthodoxy and claiming the "Ottomans" were part of the Dajjal, etc. Now those same guys are very happy about Trump's election.

Saar, they declared the microwave to be halal, not the food. It is very regrettable that we Indian’s seem not to have learned anything from the flooding of the North East of our country by illegal Bangladeshi origin Mohammadden migrants from Bangladesh and we now are being lax about illegal migration of Bangladeshi origin Mohammaddens from Myanmar into Jammu. I hope that our BJP led Government, both at New Delhi and in J&K State, will act firmly against illegal migration to leave no possibility of changing the religious demographic of the Jammu part of J&K so that the future will not see the Non-Mohammadden Sikh and Hindu population of Jammu meeting the same fate of Hindu Kashmiri Pandits who were forced out of their ancestral lands in the Kashmir Vale:
