Since this thread has long gone into the retarded mode, here is my theory.I have been told that ISIS was alerted to the meteorological situation by agents of the CIA and MI6 who planned the operation.
ISIS has launched numerous satellites into orbit using NASA. CIA and MI6 have been the go between to facilitate the arrangement. With these satellites ISIS has eyes all around middle east. That is how they learn of the vulnerable weak spots to attack.
These weak spots are bombed by F16s, which again are flown by ISIS pilots trained by CIA and MI6. I have been told that ISIS attacking with VBIEDs is propaganda spread by Mossad to aid ISIS and deceive noble Russians and Iranians.
RAW has been helping ISIS by shipping Pakistani jihadis to Syria and Iraq. Mossad and RAW are collaborating with MI6,CIA,NATO and Pentagon to strengthen ISIS.

yes, in winter months there is issue of visibility in those parts during some days. Dei ez zor is different from homs, but yes it is vulnerable to same strikes under cover of dust storms & fog. ISIS until now has gamed these weather aberrations exceedingly well.

Russia and Saudi have softened towards each other over oil prices: After Saudi persuading not only OPEC but non OPEC countries including Ru has cut down oil production as well, already bringing up oil prices to over $55/barrel. Lets see if this leads to any further soft posturing regarding war on IS.
