The new ISI chief believes Pakistan could resort to “aggressive measures” to undermine India’s role in war-torn Afghanistan to prevent Kabul from becoming a “proxy” for New Delhi.Lt Gen Naveed Mukhtar, named the head of the Inter-Services Intelligence as part of a major shake-up of the Pakistan Army top brass, also wrote in a paper five years ago that “moderate” Taliban factions should be accommodated in the government in Kabul before US troops withdraw from the country.In the paper titled “Afghanistan – alternative futures and their implications” that he wrote while studying at the US Army War College, Mukhtar emphasised that Pakistan has to take steps to counter India’s influence in Afghanistan.

A peaceful, united and stable Afghanistan is critical for Pakistan’s security and is a top policy objective,” he wrote.“At the same time, Pakistan needs to prevent the opening of another hostile front should Afghanistan emerge as a proxy for India. ^^^^^^ It's very interesting that journos were able to dig up his term paper at the War College, and he actually had the ba!!s to put across the Paki thinking, showing India in opposition to US/Western views. "Moderate elements within the Taliban" is like someone who is "moderately into donkey s@x", I don't think this point would have been lost on the hosts. Again the good cholesterol, bad cholesterol argument. Well at least this is a documentation of the Paki mindset. All we need to do is to find a beacon of moderate Taliban and egg that individual on (or bribe him) into doing an unthinkable act, then the bogey of moderate Taliban will go down in flames.

WASHINGTON, December 12—The World Bank Group today announced a pause in the separate processes initiated by India and Pakistan under the Indus Waters Treaty to allow the two countries to consider alternative ways to resolve their disagreements.

The announcement temporarily halts the appointment of a Neutral Expert, as requested by India, and the Chairman of the Court of Arbitration, as requested by Pakistan, to resolve issues regarding two hydroelectric power plants under construction by India along the Indus rivers system. Both processes initiated by the respective countries were advancing at the same time, creating a risk of contradictory outcomes that could potentially endanger the Treaty.

“We are announcing this pause to protect the Indus Waters Treaty and to help India and Pakistan consider alternative approaches to resolving conflicting interests under the Treaty and its application to two hydroelectric power plants,” said World Bank Group President Jim Yong Kim, "This is an opportunity for the two countries to begin to resolve the issue in an amicable manner and in line with the spirit of the treaty rather than pursuing concurrent processes that could make the treaty unworkable over time. I would hope that the two countries will come to an agreement by the end of January."

The pause was announced by Kim in letters to the finance ministers of India and Pakistan and emphasized that the Bank was acting to safeguard the Treaty. Pausing the process for now, the Bank would hold off from appointing the Chairman for the Court of Arbitration or the Neutral Expert – appointments that had been expected on December 12 as earlier communicated by the Bank.

The current processes under the treaty concern the Kishenganga (330 megawatts) and Ratle (850 megawatts) hydroelectric power plants. The power plants are being built by India on, respectively, the Kishenganga and Chenab Rivers. Neither of the two plants are being financed by the World Bank Group.

The Indus Waters Treaty 1960 is seen as one of the most successful international treaties and has withstood frequent tensions between India and Pakistan, including conflict. The Treaty sets out a mechanism for cooperation and information exchange between the two countries regarding their use of the rivers, known as the Permanent Indus Commission which includes a commissioner from each of the two countries. It also sets out a process for resolving so-called “questions”, “differences” and “disputes” that may arise between the parties.

‘Where are you from?’ is generally the first question people here in the Emirates will ask you. That is because with people from over a 100 nationalities settled :roll: in the UAE, this is quite literally, the melting pot of cultures – (melting pot of course would also refer to soaring mercury levels!)
The other day, I met a girl at the mosque and when I asked where she was from, she said, “I was born and bred in the UAE and have been here all my life.” I could easily make out that she wasn’t a local Emarati, so I wondered aloud if she was in fact a local. To this the girl replied abashedly and almost grinding her teeth, “Well, my parents hail from Pakistan, but I’ve never really lived there,” she added defensively. So the girl was a Pakistani herself, because as is common knowledge, Arab countries do not grant their nationality upon you even you’ve lived in their country for generations, or if indeed you are born on their lands. Things have changed since ; some Ummah nations (eg. Kuwait !) do not allow Pakistanis
In a place like the United States or Canada, where one does eventually receive citizenship, many Pakistanis with foreign passports refer to themselves as ‘Americans’ or ‘Canadians’. ( or Indians !) A Pakistani woman I know who settled in Sydney a few years ago insists that she hails from Down Under. I personally don’t understand this. Just because someone owns something other than that green passport, ( this color passport invites "special attention" at ALL airports ) does it change their roots?
I have often come across Western educated Pakistanis who after being born and brought up in the Pakistan have left it and have settled in the US or UK. They now read Urdu with a perplexed expression on their faces, ( "ashamed" of being a Paki ?) almost as though it were ‘cool’ to stutter whilst reading Urdu, because you ‘forgot’ it.
A Pakistani friend who moved to the United States from Dubai now tells anyone who asks that she is from the UAE, even domestic help she plans to hire on an hourly basis, because personal experience has taught her that saying ‘Pakistani’ will invite needless suspicion from just about anyone. :D
One wistfully thinks of how wonderful it would be if being Pakistani was once more considered a privilege rather than an unlucky aberration. This land was acquired with lots of hard work and struggles by honourable men and women. Cynicism, I realize is a staple in our people but the fact is that we need to believe, in ourselves and in our country. We as the youth need to know that Pakistan, with its indomitable spirit may yet rise again, and that it is us who can make a real difference. :(( Blah, Blah , Blah !
Many Pakis yearn for their homeland when abroad and want to "emigrate " back to their original hell hole, because that is the ONLY place "they can be comfortable " in (" want to serve their nation" !), and yet dread of being caught in the crossfire between the "greens" that is presently raging in their land ; therefore "purchase" of insurance , in the form of a "foreign passport" is absolutely necessary before they set foot in Pakiland ; many prominent Pakistanis have followed this "well known tactic" including ex PMs Shaukat Aziz, Moeen Qurieshi ; presently you have journalist Mohamed Hanif ( UK passport) , Chaudhri Nisar, Interior Minister ( wife UK national ) Rahman Malik, Ex Home Minister and right bxll of AAZ ( UK national ) ; Hussein Sharif , Ganja's son ( UK passport) and the list goes on and on !

Reuters reports that the birthday of Mohammaddenism’s Prophet did not see a complete outbreak of peace in Mohammadden majority Pakistan but instead saw Green on Green Intra Mohammadden sectarian violence resulting in a place of worship used by members of the minority Ahmadiyya aka Ahmadi sect of Mohammaddenism being attacked by adherents of other sect/s of Mohammaddenism. Funnily Reuters indicates that the attack may have been set off because members of the Ahmadiyya sect of Mohammaddenism celebrated the birthday of their Prophet:

''Under the Indus Waters Treaty, signed between India and Pakistan and also the World Bank in 1960, the World Bank has a specified role in the process of resolution of differences and disputes.

On the issue of differences between India and Pakistan on Kishenganga and Ratle Hydroelectric Projects under the Indus Waters Treaty, India had asked the World Bank to appoint a Neutral Expert to resolve the differences of a technical nature which are within the domain of a neutral technical expert. Pakistan had sought the establishment of a Court of Arbitration, which is normally the logical next step in the process of resolution in the Treaty. The Neutral Expert can also determine that there are issues beyond mere technical differences.

The World Bank has decided to proceed with both steps simultaneously. It was pointed by the Government to the World Bank that the pursuit of two parallel difference/ dispute resolution mechanisms - appointment of a Neutral Expert and establishment of a Court of Arbitration – at the same time is legally untenable.

Inexplicably, the World Bank has decided to continue to proceed with these two parallel mechanisms simultaneously. India cannot be party to actions which are not in accordance with the Indus Waters Treaty.

The Government will examine further options and take steps accordingly.''

Washington/Islamabad: Pakistan Prime Minister's top foreign policy aide Tariq Fatemi, who has been in the US for a week for 'familiarisation meetings' with President-elect Donald Trump's transition team, is yet to meet anyone from the incoming administration, a media report said on Sunday. While in NYC, he can fruitfully use his time to do some Christmas / ( sorry we are Muslims- don't "believe" in Christmas ) New Year's shopping; bargains galore !
Neither the Pakistan embassy nor the Trump team have said anything about Mr Fatemi's meetings/probable meetings with the officials of the incoming administration, it said. No "sifarish" here ; he will have to "stand in line " !
The embassy official claimed that Mr Fatemi has also been "very active on telephone," speaking to the Trump team. "We are reaching out to the 'influentials' not 'probables,' the paper quoted the official as saying while explaining why Mr Fatemi had not yet met Trump officials although he has been in the US for almost a week now."We are trying to meet the people who have influence and are feeding into the transition process," the official said.
Where "concrete action" is missing, "buzz words" make up the slack :D
While the Pakistan embassy insists that it would not be appropriate for Mr Fatemi to hold formal meetings with officials who are not in the government yet, officials from other countries are doing exactly that, the paper noted.
Pakistan is in the habit of giving itself an exaggerated sense of self - importance ; first Islamic nuclear takat, most influential UMMAH nation on earth, "greatest" victim of terrorism blah blah blah , but no one is "buying" that argument nowadays :mrgreen:
PS: Fatemi will also have to provide a "written guarantee " to Trump and his aides that THIS time, they will not distort / window dress what transpires in the meeting or phone call ( e.g. Trump has agreed to ask Modi to "give" Kashmir to Pakistan :mrgreen: )

We keep hearing about Pakistan being an 'ahem mulk' and having a strategic location, but I have never been able to figure that out till now. However I just realized that they must be referring to them being the only place in the world where migratory houbara birds can be culled by a bunch of semi-literate arabs. Now which other country has that strategic combination of being the last remaining migration spot for the endangered species combined with utter shamelessness and slavish obedience to a bunch of uncultured retards who would be beaten up and jailed if they attempted it anywhere else?

The end result, however, was a conflagration on the Line of Control that Pakistan’s Army was ill-prepared for.The new General’s spymaster, all those years ago, had outlined a way to walk Pakistan’s policies back from the edge in Afghanistan, involving a political resolution. The Afghanistan it was premised on, though, may no longer exist. For the General, retreat from Zarb-e-Azb may prove impossible, but ahead lies the abyss.

Sources claim the Canadian resident is one of the main “agitators” in the Chakwal Mosque attack.Like the Canadian "shopping mall" preacher, Tahir-ul- Qadri, this Haji (Malik Rashid Ahmad ) too- to escape the harsh Canadian winter - has migrated/ flown for a few months to Pakjab to do "mischief" and keep himself occupied. Big powers’ pressure may win India NSG entry, fear Pakistani officials

ISLAMABAD: Pakistani officials feel encouraged by growing support in the Nuclear Suppliers Group (NSG) for establishing criteria for membership of non-NPT countries, but are wary of big powers’ pressure on smaller countries that could pave the way for exemptions for India in the admission process.
“There are a lot of countries that now recognise the need for a criteria-based approach rather than granting exemptions, but pressures are still being exerted on smaller countries,” Director General of Disarmament at the Foreign Office Kamran Akhtar said while speaking at a workshop on ‘Defence, Deterrence and Stability’ in South Asia.
The workshop was jointly organised by Islamabad-based think-tank Centre for International Strategic Studies (CISS) and London’s International Institute for Strategic Studies (IISS).
Last month in Vienna NSG members, for the second time in a year, failed to reach consensus on the admission of non-NPT countries.
The NSG members have been divided between countries demanding strict adherence to the NPT criteria and the bloc wanting to embrace India immediately.
A growing support within NSG has been noted for developing criteria for non-NPT states and the Chinese proposal for a two-step approach for new admissions which involves developing criteria in the first stage and then inviting applications for the membership.
“We are pretty confident that NSG countries would not go down the exemption way, but if they ultimately do so and give exemption to India, there would be serious repercussions not just for Pakistan, but also for other non-nuclear weapon states that may feel being unjustly denied their right to peaceful uses of nuclear energy,” Mr Akhtar said.
He said it was now up to NSG countries to decide if they wanted the group to be seen as being driven by political and commercial interests or else they would want non-proliferation goals to be strengthened.
The official warned that strategic stability in South Asia would be undermined if Pakistani application was not treated equally with the Indian case.

Indus Water Treaty: India hails World Bank's decision
Vikas Swarup said India remains fully conscious of its international obligations and is ready to engage in further consultations on the matter of resolving current differences.
India on Tuesday said World Bank's decision to temporarily halt two simultaneous processes to look into Indo-Pak dispute over Kishenganga and Ratle project confirms that pursuing the two concurrent processes could have rendered the Indus Water Treaty unworkable over time.
External Affairs Ministry Spokesperson Vikas Swarup said India remains fully conscious of its international obligations and is ready to engage in further consultations on the matter of resolving current differences regarding these two projects. "The government had pointed out on 10 November, 2016 the legal untenability of the World Bank launching two simultaneous processes-- for appointment of a Neutral Expert as requested by India and establishment of a Court of Arbitration requested by Pakistan-- to adjudicate technical differences between India and a Pakistan on Kishenganga and Ralte projects. "By temporarily halting both the processes now, the Bank has confirmed that pursuing the two concurrent processes can render the Treaty unworkable over time," Swarup said.
The World Bank's move to pause the process came nearly a month after India had strongly objected to the global body's "inexplicable" decision, saying going ahead with two separate mechanisms was "legally untenable".

New US curbs may harm Pak defence, commercial concerns

ISLAMABAD: Pakistan government officials are minutely studying implications of likely inclusion of more Pakistan defence and commercial concerns in the United States export control (entity list) that could harm the ongoing anti-terror military and intelligence-based operations across the country as arms and ammunition manufacturing cost could greatly surge.

With Prime Minister’s Special Assistant on Foreign Affairs Tariq Fatemi undertaking a visit to the United States to establish initial contacts with US President-elect Donald J Trump’s transition team, officials in Islamabad hope the issue of putting more Pakistani concerns on US entity list could be taken up on the sidelines with the current Obama administration.

The possible inclusion of some Pakistani companies under the US entity list (in a few days time) will not only affect Pakistani defence and commercial industry, but also surge the military spending on the ongoing military and intelligence-based operation across Pakistan, experts say. “In many a case, the cost of basic raw material for the manufacture of simple bullets will go up as Pakistan’s defence industry will have to look for other sources from open market if Pakistan Ordinance Factories is included in the list,” an expert closely linked with the issue said. Same goes for more sophisticated and advance defence equipment and even manufacturing sectors as the cost of raw material will surge to impact Pakistan’s industrial and commercial concerns very negatively.

Already, 44 Pakistani entities, including 9 related to public sector organisations, are on the US entity list which includes foreign governments, private organisations and individuals that are accused of activities contrary to the US national security, foreign policy interests etc. Presently, out of 36 countries which figure in the US entity list, Russia tops with 161 concerns, followed by 149 Iranian and 92 Chinese concerns.

But the more worrying aspect of the whole exercise is that the entity list is reviewed annually by End User Review Committee comprising various US departments, and the process becomes too lethargic and tedious. The US has a long history of export controls – an effective tool to limit transfer of western originated advance technologies (both military and dual use) to the opponent countries -- that dates back to post World War II era.

Some Pakistani experts are also wary the way such an effort is being undertaken by the officials of the outgoing US administration that could muddle Pakistan’s interaction with the upcoming US administration. They opine that a recently released Project Alpha Report of King’s College London, an academic report in nature, could become the basis of such an irrational step to sanctions Pakistani defence and commercial concerns. And makes Pakistan’s bid for entry into the 48-country Nuclear Suppliers Group (NSG) more difficult.

“Pakistan’s strategic industries are in a period of substantial growth. Pakistan is continuing to improve its fissile material production facilities; is developing tactical nuclear weapons; and is working on enhanced nuclear delivery system, probably including submarines based second strike capability,” Project Alpha report says.

“Pakistan maintains a network of trading companies in mainland China. Hong Kong, Dubai and Singapore which it uses to covertly funnel dual use goods to its strategic programmes,” the report alleges. The report however absolves Pakistan of unfounded reports in Indian media regarding nuclear proliferation.

“Despite allegations in the Indian media that Pakistani entities have supplied goods to North Korea’s nuclear programme in violation of UN Security Council sanctions, no evidence was found in the course of this study that suggests Pakistan is involved in onward proliferation to the DPRK or elsewhere”.

“Project Alpha report can make Pakistan’s Nuclear Supplier Group membership case more complicated. This report may also muddle Pakistan’s interaction with the upcoming US administration,” said Dr Maria Sultan, head of South Asian Strategic Stability Institute (SASSI), a defence and foreign policy think tank.

“An academic report should not be a criterion for putting companies on the US entity list. The possible inclusion of Pakistani companies in the US entity list, mentioned in the Project Alpha report, will affect Pakistan’s defence, nuclear and commercial industry. The Project Alpha report is targeting Pakistan’s jugular vein by attacking companies that are its industrial base. Furthermore, the outgoing US administration is also playing its role in making the future of Pakistan-US relations more complicated,” Dr Maria added.

Recently, Director General Strategic Export Control Division, Dr Zafar Ali, highlighted the steps Pakistan had taken in the domain of exports control. He explained that Pakistan had a comprehensive export control regime. “The legislative, regulatory, administrative and enforcement measures of Pakistan’s export control regime are at par with the standards followed by the NSG, the Missile Technology Control Regime and the Australia Group,” he added.

Pakistan’s NSG application, he said, was based on merit and sound technical capabilities. By becoming a member of NSG, Pakistan is looking to contribute towards strengthening the non-proliferation regime. Furthermore, NSG membership is also vital for overcoming Pakistan’s energy needs and for maintaining strategic stability in the region.

ISLAMABAD: In an alarming development that happened for the first time in the country’s history, Pakistan’s net revenue receipts failed to meet the requirements of even debt servicing during the first quarter of the current financial year 2016-17, indicating that the country is plunging towards a debt trap.

The net revenue receipts versus debt servicing have turned into negative, which simply means that the federal government is unable to meet the expenditure on account of debt servicing heads.

The federal government is now forced to go on rampant borrowing for meeting major expenditure heads including three Ds (debt servicing, defence and development).

The net revenue receipts are calculated out of the total gross collection and after transferring of financial resources to the provinces, the remaining amount is net revenues receipts of the federal government. It had never happened in last two to three decades that the net revenue receipts of the federal government could manage to meet requirements of two major expenditures items but now the fiscal woes were worsening where the net revenue receipts of the federal government could not fully meet the requirements of single head such as debt servicing.

The net revenue receipts of federal government stood at Rs369.4 bn but the debt servicing on domestic and foreign debt consumed Rs 413 billion during the first quarter (July-Sept) period of the current financial year so it remained negative at Rs 44 billion. The servicing of domestic debt had consumed Rs 392 billion and foreign debt Rs 21 billion in the first quarter of the ongoing fiscal year.

The gross revenue receipts had fetched Rs785.962 billion during July-Sept period of fiscal year 2016-17 out of which the federal government had transferred Rs416.472 billion to provinces so the net revenue receipts stood at Rs369.4 billion.

Earlier, the net revenue receipts of the federal government had always remained sufficient for meeting requirements of debt servicing and largely defense requirements and the federal government was used to get loans to run the affairs of the development and running of the civil government as well as for provision of subsidies.

For instance, the net revenue receipts stood at Rs576 billion during the first quarter of the last financial year 2015-16 while the debt servicing on both domestic and foreign loans had consumed Rs415 billion. So the net revenue receipts had met defense requirements of Rs 145.6 billion in the first quarter of the last financial year 2015-16.

The net revenue receipts were standing at Rs474.88 billion in the first quarter of financial year 2014-15 but the debt servicing had consumed Rs 393 billion and superannuation allowances & pension had consumed Rs 39 billion so these two heads were fulfilled with the help of net revenue receipts of the federal govt.

The net revenue receipts of the federal government were standing at Rs457.5 billion in the first quarter of financial year 2013-14 while the debt servicing on domestic and foreign loans had incurred expenditures of Rs300 billion and the government had also managed defense requirements of Rs146 billion in the first quarter of the same financial year.

Talking with The News, Dr Vaqar Ahmed, Deputy Executive Director SDPI said that it would be hard for the government to raise revenues in the upcoming tenure of electioneering as well as the debt strategy has not worked well because the trimming of expenditures could not be done especially on account of circular debt. The fiscal woes are worsening day by day, he added.

When contacted to renowned economist and former economic advisor Sakib Sherani on Friday, he said that this trend was worsening from quite some time but it had never so bad as it had now turned into negative indicating that it was sign of debt trap.

However, Finance Ministry high-ups, when contacted, argued that the government had placed an effective debt strategy including amending the Fiscal Responsibility and Debt Limitation Act (FRDLA) with the approval of the Parliament this year through which the debt to GDP ratio would be brought down to 50 percent in next 15 years. There is nothing to worry about on this account, they concluded.

Task force on Indus Water Treaty in one week’s time
The government has finalised the details of a task force on Indus Water Treaty, which will be formed within one week, with the aim to stop river waters going waste in Pakistan.“The government wants to ensure surplus water for farmers in border states of Punjab and Jammu and Kashmir. This can easily be done by stopping water from Indian rivers which flows into Pakistan from going waste there,” a source said.The Indus Waters Treaty of 1960 covers the water distribution and sharing rights of six rivers — Beas, Ravi, Sutlej, Indus, Chenab and Jhelum.“Framework for the task force on Indus Water Treaty has been prepared. The task force will comprise 6 to 7 members and will be formed within a week,” the source said.Prime Minister Narendra Modi had recently said that Sutlej, Beas, Ravi waters belong to India and is not being used in Pakistan. “Every drop of this water will be stopped and would be given to farmers of Punjab and Jammu and Kashmir,” Mr. Modi had said.
Meanwhile, the World Bank which had brokered the treaty in 1960, has paused the separate processes initiated by India and Pakistan under the Indus Waters Treaty to allow the two countries to consider alternative ways to resolve their disagreements.India had taken strong exception last month to the World Bank’s decision to set up a Court of Arbitration to look into Pakistan’s complaint against it over Kishenganga and Ratle hydroelectric projects in Jammu and Kashmir.Surprised at the World Bank’s decision to appoint a neutral expert, as sought by the Indian government, and at the same time establish a Court of Arbitration as wanted by Pakistan, India had said proceeding with both the steps simultaneously was “legally untenable”.
As and when the recommended actions of this Task Force are implemented by India , it will trigger a water (civil) war between Pakjab and the Sind province (lower riparian ), and will definitely reinforce the exploitative image of Pakjab province :mrgreen:
