Downing Street is being accused of a cover-up after a malfunction in Britain's Trident nuclear weapons deterrent in a test just weeks before a crucial House of Commons vote.

The Sunday Times reports that a Trident II D5 missile experienced a failure after being launched from the British submarine HMS Vengeance off the coast of Florida in June last year.

MPs are now demanding an inquiry and are calling for a Commons statement from Defence Secretary Michael Fallon on Monday.

The cause of the failure remains secret, but a naval source told The Sunday Times that the missile - which was unarmed for the test - may have veered off in the wrong direction towards America.

"There was a major panic at the highest level of government and the military after the first test of our nuclear deterrent in four years ended in disastrous failure," the source told the paper.

"Ultimately Downing Street decided to cover up the failed test. If the information was made public, they knew how damaging it would be to the credibility of our nuclear deterrent. The upcoming Trident vote made it all the more sensitive."

MPs want Defence Secretary Michael Fallon to make a Commons statement on Monday
The incident happened shortly before Theresa May became Prime Minister, but she made no mention of the failed test when she persuaded Parliament to spend £40bn on new Trident submarines in her first big Commons speech in a lengthy debate on 18 July.

After five hours of debate, MPs voted in favour of Trident renewal by 472 votes to 117, a majority of 355, on a motion backed by almost the entire Conservative Party and more than half of Labour MPs.

It was opposed by all Scottish National Party MPs, the Lib Dems and Labour leader Jeremy Corbyn - a lifelong unilateralist who spoke out strongly against the plans during the debate.

Speaking to The Sunday Times, the Labour MP Kevan Jones, a former defence minister and strong supporter of Trident, has called for an inquiry into the failed missile test.

"The UK's independent nuclear deterrent is a vital cornerstone for the nation's defence," he said. "If there are problems, they should not have been covered up in this ham-fisted way.

"Ministers should come clean if there are problems and there should be an urgent inquiry into what happened."

But a Ministry of Defence spokesperson told Sky News: "The capability and effectiveness of the Trident missile, should we ever need to employ it, is unquestionable.

"In June the Royal Navy conducted a routine unarmed Trident missile test launch from HMS Vengeance, as part of an operation which is designed to certify the submarine and its crew.

"Vengeance and her crew were successfully tested and certified, allowing Vengeance to return into service. We have absolute confidence in our independent nuclear deterrent."

According to The Sunday Times, the Trident missiles have been test-fired only five times by UK submarines this century because they each cost £17m.

The previous tests - in 2000, 2005, 2009 and 2012 - have all been widely publicised by the Ministry of Defence and Lockheed Martin, the weapon's US manufacturer, as demonstrations to the world of Trident's reliability.

The 2012 test was attended by VIPs, and a film of the launch both inside and outside the submarine was released on the internet.

But the failed Vengeance test last June was followed by a complete news silence by the British government and the missile's manufacturer.

In December 2015, HMS Vengeance returned to sea for the first time in four years after an extensive refit including the installation of a new missile launch system.

It undertook months of tests culminating in the test-firing of a Trident missile.

The Sunday Times source said the test took place about the time of the Brexit vote on 23 June.

Three days earlier, a warning was issued to pilots to avoid "hazard areas" over the Atlantic due to "a missile launch/splash down".

It appears that HMS Vengeance's missile was intended to be fired 5,600 miles to a sea target off the west coast of Africa.

But the Sunday Times source claimed the missile suffered an in-flight malfunction after launching out of the water. The source believes this led to it veering off target.

The failure means it is 16 years since Vengeance has successfully fired a missile but it has, nonetheless, returned to active service.

British PM Theresa May probed after missile 'misfires' from nuclear submarine
London: A test firing of an unarmed British nuclear Trident missile from a submarine malfunctioned last June, the Sunday Times has reported, prompting questions about why Prime Minister Theresa May did not tell parliament ahead of a vote on renewing the submarines.

The paper quoted a senior naval source as saying the missile may have veered off in the wrong direction towards the American mainland when it was fired off the coast of Florida.

"There are tests that take place all the time, regularly for our nuclear deterrent."

After more than five hours of debate, parliament last year voted to rubber-stamp a 2007 decision to replace the Trident system, approving the building of four submarines to ensure Britain can have nuclear weapons continuously on patrol at sea.

Opposition Labour Party leader Jeremy Corbyn and his finance spokesman John McDonnell, who both oppose Trident, on Sunday called for a discussion on the reported misfire.

"People on both sides of the argument on Trident would have expected that to be reported to parliament and the fact that Theresa May didn't is extremely worrying and I think questions have to be asked about that," Mr McDonnell told the BBC.

In a joint statement, Mrs May's office and Britain's Ministry of Defence said the Royal Navy conducted a routine unarmed Trident missile test in June from HMS Vengeance, as part of an operation designed to certify the submarine and its crew. It did not confirm the failure.

"We do not provide further details on submarine operations for obvious national security reasons," the statement said.

Mrs May will meet with Mr Trump, whose nuclear policy remains sketchy, this week in Washington.

Britain's second female prime minister was asked about the worldwide anti-Trump women's marches on Saturday, and said that her presence as a female leader would send a strong message to Mr Trump.

"I've already said that some of the comments that Donald Trump has made in relation to women are unacceptable, some of those he himself has apologised for," she said.

"Whenever there is something that I find unacceptable I won't be afraid to say that to Donald Trump."

She told the BBC she would use Friday's meeting in Washington to discuss issues including future US-UK trading relations following Mr Trump's inauguration speech promise to put "America first".

Since Britons voted last year to leave the European Union, Mrs May's government has been keen to deepen ties with the United States and other nations outside Europe to show that Brexit will not diminish its standing in the world.

Becoming one of the first world leaders to meet Mr Trump following his inauguration will be viewed as a coup for Mrs May, who was perceived to have been snubbed by the billionaire following his election when he spoke to nine other world leaders ahead of her.

How safe is the UK’s nuclear arsenal?

Alarm concerning the safety of the UK nuclear submarine fleet is understandable. The Sunday Times revealed on last week that there had been a malfunction during a missile test off the coast of Florida in June last year. The £17m missile, fired from the nuclear submarine HMS Vengeance, had been supposed to fly across the Atlantic towards Ascension Island, off the coast of Africa. The Royal Navy boasts that such missiles have an accuracy to within a few feet, even after a flight of thousands of miles. But in this case, it was out by considerably more than a few feet – the flight had to be aborted as the missile headed in the opposite direction, towards Florida. In the middle of the week, there was another revelation, this time from declassified CIA material: in 1974 a US submarine, carrying 16 Poseidon nuclear missiles, was leaving the Holy Loch on the Clyde when it collided with a Russian submarine that had been tailing it.

So lots of reasons to be worried?

One of the most troubling aspects is not just that the missile went astray, or that the public was never informed about the 1974 collision, but the secrecy of the British government. Even now, neither Downing Street nor the Ministry of Defence will officially admit that the test-firing went wrong. We still do not know for sure if the government deliberately concealed this because it did not want the news to undermine a Commons vote to sanction spending on a new generation of nuclear submarines. And we still do not know what caused the missile to go astray. Defence sources, speaking informally, have said that the submarine performed as it should. The problem was the missile, which was not a UK problem – the UK just picked one at random from the US stockpile. It could just as easily have been a US submarine that fired it. Anyway, said these sources, it was a “minor” incident. When the malfunction was identified – a problem with “telemetry”, the navigational system – the missile was aborted. But that is not entirely comforting. It is one thing to abort a test missile – a small explosion is detonated – and another to abort a nuclear warhead.

What is the state of the nuclear fleet?

The UK’s nuclear fleet is ageing and there are regular reports that the four nuclear submarines that make up the fleet – HMS Vengeance, Vanguard, Victorious and Vigilant – are creaking. The date for replacements keeps slipping back and is now set for the early 2030s. Opponents of nuclear weapons counter that these stories are overplayed and that it is perfectly feasible to keep the submarines going beyond the 2030s; that such a delay would not only save money but allow an assessment of whether the case for nuclear weapons is still valid.

Does new technology threaten to make nuclear submarines redundant?

I visited a nuclear submarine last year, with the defence secretary Sir Michael Fallon. During a Q&A session I suggested that by the 2030s new technology such as underwater drones that can track submarines, or satellites that can detect large moving objects, would mean submarines were no longer hidden. And if they could not be hidden, they would lose their purpose. A deterrent only works if you are sure a submarine is not vulnerable to a preemptive strike. The bank of naval officers sitting behind Fallon shook their heads. The usual response is that whatever technology is developed to find subs, technology will also be found to help them stay hidden. But if it is possible to hack into the Pentagon, as happened five years ago, it is at least theoretically possible to hack into the communications system of a nuclear sub. Some of the speculation about the rogue missile last June is that it might have been hacked. It seems unlikely, but since the government declines to provide an explanation, it cannot be discounted.

Are accidents more common than generally realised?

There are lots of accidents. These are just the ones we know about. Just one example: in 2009, HMS Vanguard hit the French nuclear submarine Triomphant, in the Atlantic. The MoD said the vessels were moving at “very low speed”, as if that should somehow be comforting.

What are the chances of another error?

The standard of the crews aboard the nuclear subs is high. Elaborate procedures are in place and discipline is tight. But just getting out of a Scottish sea loch into open water, while at the same time escaping Russian detection, requires a lot of skill and risky manoeuvring. Sometimes they also turn off many of their sophisticated listening and navigational devices, in order to make themselves harder to find. But this also raises the risk of an accident. The military train all the time, often at the edge, and things often go wrong with planes, tanks, armoured cars or nuclear subs. But the number of casualties if a tank gun misfires is relatively small. What makes an accident involving a nuclear submarine so concerning is that each warhead is eight times more destructive than the bombs that hit Hiroshima.

British MPs have approved the first stage of a bill empowering Prime Minister Theresa May to start pulling Britain out of the European Union.

The bill, approved on Wednesday, would allow the government to trigger Article 50 of the EU's Lisbon Treaty and formally begin two years of exit negotiations. It was approved by a margin of 498 to 114.

The opposition Labour party ordered MPs to not block the bill, but 47 rebelled against leader Jeremy Corbyn. He is yet to announce how he will respond to frontbenchers and other lawmakers who refused to tow the party line.

MPs on Wednesday also voted on a Scottish National Party (SNP) amendment seeking to derail the Brexit bill, defeating it by 336 votes to 100.Bre

India's space success 'limited' but offers lessons: Chinese media
According to the Chinese media, India's space technology still lags behind the US and China and it has not yet formed a complete system.

A Chinese state-run newspaper in an editorial Thursday said India's record of sending 104 satellites into space was "a limited achievement", with India's space programme still lagging behind China's successes in its manned space programme.
India on Wednesday launched a record 104 satellites on a single rocket, which followed the Mars orbiter mission, which also garnered attention in China. The Chinese government described the Mars orbiter mission as "the pride of Asia" and said it would be keen to work more closely with India on space projects.
The state media, however, struck a different note on Thursday. "The Indians have reason to be proud," said a Thursday editorial in the Party-run Global Times, a widely read tabloid. "However, the space technology race is not mainly about the number of satellites at one go," it added. "It's fair to say the significance of this achievement is limited. In this regard, Indian scientists know more than the Indian public, who are encouraged by media reports."
INDIA'S SPACE PROGRAMME VERSUS US, CHINA
The editorial pooh-poohed where India's space programme stood in comparison to America's and China's. "India's space technology development tends to project national image. It's reported that India also plans to reach Venus, another programme that is suitable for media hype but lacks follow-up research," the editorial said.
"On the whole, India's space technology still lags behind the US and China's. It has not yet formed a complete system. For instance, the engine of its rockets is not powerful enough to support large-scale space exploration."
WHERE IS INDIA LAGGING BEHIND
The editorial pointed out, "There is no Indian astronaut in space and the country's plan to establish a space station has not started," referring to China's manned space missions, with two astronauts last year spending 30 days in the Tiangong-2 space module, which will be developed into a full-fledged space station.
The paper did add that it was "a hard-won achievement for India to reach current space technology level with a relatively small investment", saying it offered "food for thought for other countries", pointing out that the US space budget in 2013 was $39.3 billion, China $6.1 billion, Russia $5.3 billion, Japan $3.6 billion and India $1.2 billion.
The editorial concluded that India's example was "worth pondering". "The first is its ambition to make India a great power. Therefore, it's focused not only on immediate interests but long-term ones. Second, the country believes it should remain present in space technology development, given its close links with military. And third, India is under pressure to compete with China and refuses to lag behind."
"India's Achilles' Heel is its relatively small economic scale and a weak foundation for national development. As a hierarchical society, it has both world-class elite and a largest number of poor people. Many lessons can be drawn from India. As a rising power, it has done a good job. It is ambitious but pragmatic, preferring to compare with others as an incentive to progress. India's political and social philosophy is worth pondering."

The prospects of UK-India economic ties
While the trade relationship is underperforming, the UK-India bilateral investment partnership is very strong

The UK has been the largest G20 investor in India since 2000. UK companies currently employ around 788,000 people across India—one in 20 of the total organized private sector jobs in the country. At the same time, India is the third-largest investor in the UK. Indian companies invest more in the UK than the rest of the EU combined. More than 800 Indian companies currently operate in the UK, employing more than 110,000 people.

So, how do we improve the already strong bilateral investment relationship?

Improving the operating environment in India will make the biggest difference in accelerating FDI (foreign direct investment). In a submission the UK-India Business Council and Confederation of British Industry sent to Jaitley in January, UK businesses identified the four areas that would bring the greatest benefit to the Indian economy:

l a reduction of corporate tax rates to the 25% Jaitley signalled in his 2015 budget.

l a smooth and fair implementation of GST. Businesses expect teething issues, but are confident that it will significantly simplify the ease of doing business. At the same time, it is important to note that there are a number of issues associated with the introduction of the GST, including the treatment of alcohol, petroleum products, and services (such as insurance) that are delivered pan-India. By adjusting the current plans for these sectors, the government will derive even greater benefits for the Indian economy

l a simpler, fairer and more predictable tax regime

l medium- and long-term clarity in areas of major government expenditure, for example defence, and on plans for infrastructure development.

On the surface, the UK-India trade statistics look good. The bilateral trade grew by 170% between 2004 and 2014. But India’s overall trade grew by 800% in the same period. In more recent times, UK-India trade actually fell by around 8% in 2014-15; India’s trade with Germany, Italy and France fell by even more that year.
