Another Pakistan Senator says he was denied US visa
A day after reports of Pakistan’s Senate deputy-chairman and leader of one of the largest Islamic parties being denied a US visa, another Senator from the same party today alleged that his US visa application was turned down without a valid reason.
Hafiz Hamdullah said he had to wait in a queue for over four hours inside the US embassy's consular section before being told he could not be granted a visa, The Express Tribune reported.

Lahore blast: what does it mean for the PSL final

A blast on Monday shook Lahore’s Mall Road, claiming lives and injuring many others; the deaths have hurt everyone in the country and the loss of important lives can never be neglected.

However, what cannot be ignored is that the final of the ongoing Pakistan Super League (PSL) was to be held in just a few weeks’ time at Lahore’s Gaddafi Stadium — nearly six kilometres away from the blast site.

The return of cricket to Pakistan was being touted as a successful demonstration of the PSL final in Lahore – a move which could have presented the country as a safe nation to the world.

PSL chairman Najam Sethi, on many occasions, had said that foreign players participating in the league have signed contracts which abide them to play the final in Lahore, however, they can always quote security as an issue.

The Pakistan Cricket Board (PCB) is already suffering from the extra financial expenditure that they have to bear for hosting home matches in the UAE, and this blast will have drastic consequences to the prospect of cricket returning to the country.

As things stand, the verdict on whether PSL final will be staged in Lahore or not stands in the hands of the PCB. However, PSL chairman Sethi has time and again said that if the security situation is not clear, then the final might be moved out of Pakistan.

Let us as a nation pray that foreign players show solidarity with Pakistan and play the final in Lahore. Hopefully Sethi, PCB Chairman Shaharyar Khan and the Pakistani players will help convince the foreign ones to come to Pakistan for the PSL2 final.

Imho, all jihadi attacks in Fakistan are now designated as suicide attacks.
Initially, the media reports on Lahore blast said it was a car bomb. As the casualties rose, the attack was elevated to suicide attack status.

'China should ask Pakistan to address India's concern on terrorism': US Think Tank - PTI
The Trump Administration needs to convince China to ask Pakistan to take "good-faith measures" to address India's concerns on cross-border terrorism which is a key trigger of Indo-Pak military escalation, a top American think-tank said in a new report.

US Institute of Peace in the report warned that any terrorist activity coming from across the border might escalate into a major war, which could be disastrous for the region.

"Washington needs to convince Beijing to urge Pakistan to take good-faith measures addressing India's concerns on cross-border terrorism, which is a key trigger of military escalation. Beijing could in turn prod Islamabad to prosecute terrorists involved in attacks on India as a first step," USIP said.

"Meanwhile, the Indian government should abandon its current policy of seeking to internationally isolate Pakistan. These moves by both countries could create an opening for resuming talks and politically settling the Kashmir issue," it said.
"Although Beijing prefers that a war not break out, it also benefits from some level of Indo-Pakistani tension, which splits India's strategic attention on China," the report said.
While it makes some right noises, the report also allows an escape route to Pakistan by insisting India's actions in the present (stop isolating Pakistan internationally) while leaving Pakistan's actions for the future and that too through Chinese efforts while acknowledging that "China's 'protection' of Pakistan-based militant groups that have launched terrorist attacks in India from international criticism and punitive actions undermines its claims of neutrality". So, how can China play any meaningful role with Pakistan?

The US think tanks seem to be producing a spate of reports that seemingly take a slightly harder line approach than before against Pakistan but continue with the same old tactic of allowing Pakistan to escape while holding India accountable.

they are designated as such so that the case can be closed and avoid further investigation. a jurno spilled the beans on it saying further investigation may reveal embarrassing details. much easier to cry 4th gen waar fare and blam RAA

The amount of control isi may have in policy making and social influence may be much more than expected. We just simply cannot decide on a black and white policy on shitistan yet since independence and countless atrocities.

Modi is not confused at all, Pak army generals who keep a close look at their adversary know better than you and they keep a tab on military procurements and inventory management knows that this one is not kidding when it comes to Pakistan.

Afghanistan was urged to take urgent measures to eliminate the terrorists and their sanctuaries, financiers and handlers operating from its territory.An Aide-Memoire containing details of the terrorist attacks and supporting information was also shared with the Afghan Deputy Head of Mission. – SAMAA
PS: India and Afghanistan are the favourite (foreign ) "whipping boys" of the Paki Govt ; but no one - including the domestic Aam Abduls and the phoren entities such as Scotland Yard and UN - "buys this nonsense" !

Windfall for Chinese on coal fired projects

ISLAMABAD: In what appear to be heavily China-favoured deals, Pakistan has offered up to 34.5 per cent annual profit on equity invested in coal-fired energy projects of China-Pakistan Economic Corridor and loans have been obtained at six per cent interest rates, excluding insurance cost.

The official documents revealed that by including the cost of insurance, also paid to a Chinese insurance company, the cost of borrowings would surge to 13 per cent. Adding insult to injury, the government has already exempted income of Chinese financial institutions from dividend income tax.

The Ministry of Water and Power on Tuesday submitted details of terms of conditions of financing and tariff structures of energy projects in a meeting of the National Assembly’s Standing Committee on Planning and Development, shedding some light on these deals.

The ministry provided financing details of eight energy projects having cumulative generation capacity of 7,880 megawatts and being set up at a cost of $12.54 billion. Their sponsors have obtained $9.5 billion loans at an interest rate of London Interbank Offered Rate (Libor) plus 4.5 per cent, according to these documents. The six-month Libor rate was 1.34 per cent and one-year Libor was 1.71 per cent. This would translate into an interest rate equivalent to 5.84 per cent to 6.2 per cent.

The debt to equity ratio for all these eight projects is 75 per cent debt and 25 per cent equity except in case of Karot hydropower project where the debt ratio is 80 per cent.

Besides, China Export and Credit Insurance Corporation (Sinosure) would charge seven per cent fee on the insurance of the loans given to these companies.

Pakistan and China had signed CPEC Energy Framework Agreement in November 2014. Out of $55 billion estimated cost of the CPEC, an amount of $35 billion is earmarked for energy projects.

However, the alarming thing was the return on equity that in case of coal-fired power plants was in between 27.2 per cent to 34.49, almost double the standard 17 per cent rates. In case of hydel-based projects, the internal rate of return (IRR) was 17 per cent. The high return on equity had to be given to make these projects attractive, as people were not ready to invest in coal-based projects, said Omer Rasul, Additional Secretary Ministry of Water and Power after the meeting.

In his article, “Financing burden of CPEC”, former Governor State Bank of Pakistan, Dr Ishrat Husain recently wrote, “The loans would be taken by Chinese companies, mainly from the China Development Bank and China Exim Bank, against their own balance sheets”.

Dr Husain estimated that at 40 per cent equity and 17 per cent guaranteed return on these projects would entail annual payments of $2.4 billion from the current account.

But the details showed that the equity is 25 per cent while the return is as high as 34.55 per cent. So far, National Electric Power Regulatory Authority (NEPRA) has approved tariffs for eight CPEC energy projects, said Safeer Ahmad, Director Finance of Private Power Infrastructure Board (PPIB).

Pakistan has approved 30.65 per cent return on Equity for 660MW Engro Powergen Thar coal-II project. The project cost is $995.4 million and the sponsors have taken $746.55 million loan at almost 6 per cent interest rate. The project got tariff of Rs8.5 per unit.

The government did not approve a separate policy for CPEC energy projects as these plants are set up under the existing energy policies, said Ahsan Iqbal, Minister for Planning and Development, at the floor of the Senate.

The government gave 27.2 per cent return on equity to 1320MW Port Qasim Power Plant. The total cost of the project is $1.92 billion and the sponsors have arranged $1.44 billion loan at 6 per cent interest rate.

The 1320MW Thar Coal power plant by Shanghai Electric Power got the maximum return on equity at 34.49 per cent. The total project cost is $1.92 billion and the sponsors have obtained $1.44 billion loan at 6 per cent interest rate. However, the 1320MW Hubco Coal power, being built in collaboration with China Power Hub, having same cost and debt-equity ratio would get 27.2 per cent return on equity.

The 330MW Thar Energy Limited project, having $497.7 million cost, would attract 30.65 per cent return on equity. The sponsors have got $373.3 million loan.

The 1320MW Sahiwal coal power project would get 27.2 per cent return on equity and the sponsors have obtained $1.44 billion loan, according to Ministry of Water and Power.

Omer Rasul said that the CPEC energy projects were in IPP mode and there was no public financing involved. He said that the average tariff of coal-based power plant was Rs8.3 per unit. However, energy experts said that the actual tariff was far higher than this, as the NEPRA calculated the tariff at 85% plant capacity.

The 870MW Suki Kinari hydro project, having $1.7 billion cost would get 17 per cent internal rate of return. The project will be completed by obtaining $1.3 billion loan at 6 per cent interest rate. The 720MW Karot hydro power project will also get 17 per cent internal rate of return. Its debt-equity ratio is 80-20 and the company has got $1.4 billion loan to complete it.

Musharraf said King Abdullah considered him as a younger brother and gave him a big amount of money by opening a bank account in his name in London. He said a team of Saudi officials came to him at midnight (hush hush - no witness !) and got his signatures on papers to open the bank account. He said after that he started lectures and for every 40-minute lecture he got between 100,000 to 150,000 dollars. He said he even gave lectures in India and charged them ( money from "kuffar" is halal in Malsi!) but did not claim any money from TV interviews.
To keep himself "relevant" in the Paki public eye, this pompous Ex Kammundu has confirmed the above again , in his latest TV interview with Nadeem Malik of Saama TV :D

We took note of yet another fit of “conspiracy theory” fever – you can’t call it otherwise – hitting the Commander of the US and NATO Forces in Afghanistan, Gen. John Nicholson, who claims that Russia has been supplying arms to the Taliban to undermine the US and NATO positions in Afghanistan. These groundless claims were echoed by a well-known Russophobe, Senator John McCain. ( The candidate for the War Party !)At the same time, acknowledging that the security situation in Afghanistan is truly lamentable, General Nicholson is asking Washington to send several thousand troops in addition to the existing, almost 10,000-strong, US military contingent in the IRA in the hope that this will help address current problems. He must have forgotten that there were about 100,000 US troops there not long ago who also failed to mitigate the situation.All of this is strongly reminiscent of the futile attempts to accuse Russia of their own failures in Afghan affairs. This is likely to help him gain favour in certain circles in Washington but will hardly improve the depressing security situation in Afghanistan.
Pakistan has been recently trumpeting it's increasing so-called close relations with the Russkies; but the Russians are cautious and know, from past experience, that the Pakis cannot be trusted ; their "legs" are wide open to the highest bidder :mrgreen:

Lahore bomb blast: an abysmal tragedy

Insecurity is the ‘risk of something very bad happening’. That risk despite the national resolve and the sacrifices of our armed forces has not mitigated. The recent example of that is the suicide blast in front of the Punjab Assembly in Lahore in which more than 13 people have been killed and another 83 injured. Jamaat-ul-Ahrar, a faction of the Tehreek-e-Taliban Pakistan, has not only claimed the responsibility of the attack it has also revealed the name and photograph of the suicide bomber who carried out the attack. It has also threatened to carry out more such attacks announcing the start of what it calls ‘Operation Ghazi’

In the post-attack debate in our electronic as well as print media the blame of attack is being laid on the shoulders of India linking it as an Indian attempt to derail the possibility of holding the final of IPL in Lahore — something that was being seen as the ‘we can do it event’ to bring international cricket back to the cricketing fields of Pakistan. The suicide bomber neither came from India nor is the TTP an organisation that is based in that country. However, if the long arm of the Indian intelligence can reach deep into the heartland of our country and rent suicide bombers to undermine our security then that too is more reflective of our poor counterintelligence than their exceptional intelligence ability. In short, it is our own poor civil and military security preparedness that contributes to our lack of security. The enemy (whosoever it may be) only takes advantage of this unpreparedness.

Given that the TTP has taken responsibility for the attack, we should be more focused in how to set our own house in order rather than find excuses to hide behind the curtain of ‘blame India’. Even if we blame India such blame will fall on its deaf ears and it’s not only the deaf ‘Indian ears’ we are talking here it is the ‘world’s ears at large’. The problem with our insecurity is not that a suicide bomber can pop up at a crowded place and blow himself and many around him to pieces — the problem is that we have become too insensitive to do anything about this. The world has stop coming to us (IPL) not because of the insecurity or ‘terrorism threats’ — they are pretty much there in New York, London, Berlin and Sydney as well. They don’t come here because they know that we lack the national resolve (and please don’t mistake that for military resolve) to stand up and fight against it. Blessed with a leadership that sets lopsided national priorities — fighting terrorism is a ‘hard business of national security’ from which the civilian leadership has taken its hands off. This is not a recent phenomenon — the one-dimensional (military operation) execution of the National Action Plan (NAP) bears witness to the strategy of reluctance employed by the current government. At the heart of this government’s strategy of reluctance has been its deliberate choice of not executing military operation in Punjab — despite the military’s insistence for it and the resultant political drama that marred the complete debate in the mud of controversy and gifted this nation ‘Dawn Leaks’. Is there a method or way forward to prevent the terrorists from hitting us whenever and wherever they want with such impunity? If there has been none — Can we find one now?

It starts from the political field where the leadership instead of making choices (finding political will to fight extremism) is more content on taking sides. All political parties have political manifestos that showcase their ‘ideological tilt’. Yet in matters of attaining political powers and seeking the reins of governance not one but all settle their differences and embrace one another in a big ‘political huddle of compromise’. Those collecting charities in the name of the religion and those seeking the foreign funds to run the mills and factories that produce men like Nasrullahs all sit in a big ‘hypocritical political merger’ with those that raise the flag of rooting out extremism and fighting terrorism ‘until the last terrorist is alive’. It is this lack of ‘political will’ which is considered hypocritical by a global audience that questions the inability to take an absolute side on the issue of extremism by the major political parties in this country– a gap in our words and deeds popularly termed our ‘policy duality’. And when the world reacts to demonstrate how ‘our hypocrisy’ is not ‘their hypocrisy’ by denying visas to members of the Senate (Hafiz Hamdullah and Abdul Ghafoor Haidri) who they (the world) think have an ‘extremist ideological tilt’— we instead of searching for an answer why, react by saying that we will also demonstrate quid pro quo and extend the same treatment to their dignitaries hopeful of visiting us.

Does the elevation of a person from the streets of the city to the chairs of the Senate bring a change in his/her ideological thinking? Have the two senators any good words to speak about the USA? Barring that — just google the statements of the leader of their party JUI (F) and you would be questioning why these senators in the first place should be interested in going to an ‘infidel and an enemy of our country?

Pakistan deserves a political leadership that should correctly read the threat, preempt it and then utilise all resources at its disposal to mitigate it and protect the people from it. But is the safety and wellbeing of the people of this country the top priority of its political leadership? Do we have a national security staff that knows what constitutes our national security? Who is it for? And how it is to be achieved?

‘Hit them before they hit us’. ‘If they hit us we will hit back harder’ are the battle cry’s of the nations that are not confused in how they want to fight the war against terror. It is not clear what guides the current governments strategy of reluctance to go after the swarm of Jihadis and militant organisations nested in Punjab. But if it is the fear of loss of its vote bank in southern and central Punjab then rest assured that the security reality will catch up sooner with this government than the political reality.

In the military jargon it is said that ‘the generals adjust the strategic basis of their operational plans in light of the civilian dictates (policy)’. However, when the execution and implementation of military operational plans is delayed (Punjab) on purpose then the consequent environment of insecurity and uncertainty (worsening security environment) itself dictates the adjustment of policy in view of the operational reality(military aim of winning war on terror being put to hold).

If it is the policy of the current government not to conduct military operations (Karachi-style Rangers operation) in Punjab then that policy will now be tested. Also tested would be the military commander’s resolve. How would General Bajwa react to this terrorist attack and their threats? It’s time we saw through his words and deeds something of his predecessor in him.

Saudi Arabia expels around 40,000 Pakistani workers
Thousands of foreign national workers allegedly expelled from country over visa violations and security concerns, as protests over unpaid wages continue.
Over 39,000 people have been deported since October 2016 over visa violations and security concerns, the Saudi Gazette reported, citing unnamed interior ministry officials. As well as crimes including drug trafficking, forgery and theft, an unknown number of those removed from the country were suspected to have links to ISIS and other extremist groups, the paper said. The alleged mass deportations come after a year of strikes and other unrest in the kingdom due to unpaid wages following the oil market's decline and subsequent blow to the Saudi economy.
Official Saudi statistics say that 243,000 Pakistanis were deported between2012 -2015. Mass deportations of migrant workers - which Human Rights Watch and other rights organizations say often involve illegal beatings and detainment in poor conditions - are fairly common.As is so common all over the Gulf, the Paki "Aam Abduls" get "special treatment" at the hands of these corrupt Sheikhs, while the Paki elite like Mush and the Bad Sharif are "royally treated" and are offered "special incentives " in the form of "free financial gifts" ( and "special jobs" ) to purchase expensive real estate in Dubai and Londonistan !
While the Philippines and India have also seen hundreds of thousands of citizens returned home after lay-offs in Saudi Arabia, the deportation of Pakistani workers has been mainly driven by security concerns, the New Arab reported.

No other injuries were reported in the incident.Two Pakistani nationals as well as one Sudanese and one Syrian were also arrested for allegedly planning a terror attack on a football match between the kingdom and the United Arab Emirates in Jeddah's Al-Jawhara Stadium last year. LAHORE – A vendor has been arrested in Lahore for selling sex toys in Chauburji Chowk.According to the FIR received by Daily Pakistan, a man was standing in the parking space of a private bank in the market area with his wares visible to passersby when some citizens noticed and called the police.
Farmanul Haq, 25, a BCom student at a private college, had allegedly been in the business for “a while” and was “earning handsome profits”, far more than he would in “any other business”.
According to reports, the suspect has told the police that his supplier was based in Karachi and that he has no local supply chain in Lahore. Haq also told the police that he also sold batteries and other necessary accessories required for “smooth operation” of the toys. For the US Deep State it would seem talking themselves into fearfully surrendering to the demands of the Mohammadden Terrorist Fomenting Islamic Republic of Pakistan is the most Statesmanlike Realpolitik course:
The new administration must surely be thinking about the challenges of Afghanistan and Pakistan and what to do. The region has bedeviled outsiders for generations. Afghanistan perplexed Alexander the Great, got the best of the British, beat up on the Soviet Union, and now it’s befuddled U.S. Presidents Barack Obama for the last eight years and George W. Bush for most of the eight years before that. While Obama had originally hoped to end our long U.S. military efforts in Afghanistan, he wound up going sideways over the last few years, grudgingly maintaining about 10,000 non-combat mission troops on the ground.

What might the new Trump administration do? On the good side, Secretary of Defense James Mattis has deep experience in the area. On the bad side, you unfortunately have a situation that frankly does not have any good answers. These are difficult foreign policy challenges for the U.S. (and the world), and ones where there are no real “solutions” to implement – only a slate of bad options from which you are going to have to choose something and try to make it work.

In Afghanistan, we have now had U.S. military forces in the country for over 15 years. What is the plan? Is there a plan? Are we getting out? Staying forever? Combat operations ended at the end of 2014.

There seem to only be two broad choices in Afghanistan for the new Commander in Chief – and both choices have serious downsides:
1.Stay the course and continue to spend tens of billions of dollars on Afghanistan every year, paying billions to U.S. Central Command (CENTCOM) and billions to Afghanistan to support the Afghan National Army and other institutions. The only real mission today is to stop the country from falling to the Taliban and to prevent Afghanistan from becoming a safe haven for terrorists who might plan attacks against the West. Meanwhile, if we stay, the death toll for the U.S. continues as the casualties dribble in.
2.Pull out, save tens of billions of dollars, save some lives, but despite our best efforts to build an effective government and military in Afghanistan over the last 15 years, the country will probably fall to the Taliban in 30 days after we leave, causing a lot of people to wonder why we spent all that blood and treasure on Afghanistan. Then, the country will likely become a terrorist safe haven, too.

There is a third way: withdraw U.S. troops, but have the U.S. Intelligence Community monitor the area much more closely than it did in say, 2001, to ensure that Afghanistan does not again become a terrorist safe haven and to take decisive action if it does. This course of action is admittedly easier said than done. There is the added concern that if you lose the big U.S. military footprint, you’d have a real force protection issue, and it would be exceedingly difficult for others to stay in the country in large numbers. Further, you would be at risk of losing the entire (alleged) Predator program.

In James Mattis’ written testimony for his confirmation to be Secretary of Defense, when asked, “What are the U.S. national security interests and objectives in Afghanistan and what strategy to you recommend to achieve them?” his answer was a succinct, “We all remember what it felt like on 9/11 and 9/12. We should do what is necessary to prevent such an attack from occurring again.”

So, it might appear that the writing is on the wall: We’re likely to stay in Afghanistan, stuck there in a non-combat role, ensuring that the country never again becomes a safe haven for terrorists.

How much money have we spent in Afghanistan, and further, should we just keep on spending money there forever? To the first question, nobody really knows how much the war in Afghanistan has cost. You can add up all of the funding specifically approved by congress for the Afghan war through fiscal year 2017, but that only gives you a very partial understanding of the total costs. But, whatever the total, it is surely a number that is both staggering and disheartening. Some estimates put the total at over a trillion dollars. Others say it was “just” many hundreds of billions. The Congressional Research Service recently soberly opined that the cost of keeping one U.S. soldier in Afghanistan was approximately $3.9 million a year. It seems untenable to keep doing this forever and at some point, we are going to have to think about bringing our troops home and letting the chips fall where they may.

They don’t call it the graveyard of empires for nothing.

Pakistan represents an entire other host of issues. Pakistan is like the bank that is “too big to fail,” or “too big to allow to fail” more appropriately, because allowing the bank to fail could have catastrophic impacts on the greater economy. The “failure” of Pakistan would have implications for the world. We have big problems in Afghanistan with its population of 33 million people, but Pakistan has about 182 million inhabitants, over five times the size of Afghanistan.

With a failing economy, rampant terrorism, the fastest growing nuclear arsenal, the sixth largest population, and one of the highest birthrates in the world, Pakistan is of grave concern. But, what should we do?

The U.S. has given Pakistan tens of billions of dollars in aid, coalition support funds, and International Monetary Fund loans over the last 15 years because they helped us on terrorism, they helped us in Afghanistan (albeit not always as much as we had hoped), and because the specter of Pakistan collapsing presents the U.S. President with more nightmare scenarios than probably any other country in the world. So, we keep throwing money at it, trying to steer them towards good behavior, and with only limited success. But, we must keep trying. In the end, while Pakistan is not the most dangerous country in the world, it probably is the most dangerous country for the world.

There seem few levers to pull in Pakistan today, but if we pursue a strategy of containment or disengagement, things will only get worse. I used to brief U.S. policymakers that Pakistan had the very unique distinction of being both one of our best partners on counterterrorism and one of our worst partners on counterterrorism— all at the same time. Imperfect partners though they are, writing Pakistan off would be a big mistake because then we would lose the ability to work together with Pakistan on various efforts in that troubled region.
