Good to see the Army walking its (chief's) talk. About time this nonsense it stopped. The Army did give a fair warning, which was widely disseminated (read criticized) in the media. But no one can claim to be ignorant of the warning. Now, a deterrence value has been established. Let's see how many stone pelters show up the next time.

all sorts of original and cloned anti material 50cal rifles are being used in syria. it has gone mainstream even for sniping at people. the kurds brought in a whole platoons of such snipers to clear the last bit of ISIS in manbij after a fruitless 2 months

Ntw is a multi caliber weapon with 20 mm 14.5 mm and 12.7 mm nato round capabilities. The AMR being sought by the IA seem to be of 12.7 mm nato caliber. So the weight will be lower than the NTW.

Militants attack army convoy in Jammu and Kashmir ahead of PM Modi's visit - TNIE
SRINAGAR: A day before Prime Minister Narendra Modi’s visit to Jammu and Kashmir to inaugurate country’s longest road tunnel on Srinagar-Jammu national highway, militants on Saturday attacked an army convoy near a hospital in Srinagar injuring three soldiers.
Militant outfit Hizbul Mujahideen has claimed responsibility for the attack.
Militants fired from AK-47 rifles towards an army vehicle, which was part of an army convoy, near SKIMS hospital Bemina, about 5 kms from city centre Lal Chowk, at around 1.20 pm.
An army official said the militants fired on the last vehicle of the convoy, which was on its way from North Kashmir to Srinagar.
“They targeted the last army vehicle of the convoy. They fired indiscriminately on the vehicle from one direction. Many bullets hit the windscreen of the vehicle. At least a dozen bullets hit the windscreen.”
The official said the soldiers retaliated with caution. “The army men exercised maximum restraint to avoid any civilian casualties because of presence of large number of civilians in the area.”
He said three army men sustained injuries in the militant attack.
The injured army men were evacuated to military hospital in Srinagar for specialized treatment and their condition is stable, the official said.
Immediately after the attack, police, paramilitary CRPF and army men launched a combing and search operation to track down the militants responsible for the attack. However, no arrests were reported.
Top police and security officials visited the spot to take stock of the situation.
A police official said police has launched investigation to ascertain the identity of the militants involved in the attack.
“We have launched a manhunt to track the militants involved in the attack,” he said.
The militant group Hizbul Mujahideen claimed responsibility for attack.
The operational spokesman of Hizbul, Burhan-ud-din, said militants of the outfit carried out the attack on army convoy.
He claimed that six army men were killed and many others injured in the attack.
“The attack was carried out against Indian Prime Minister, Narendra Modi’s visit to the State,” he said.
The attack on army convoy has taken at a time when the security apparatus in the Valley has been heightened for parliamentary bypolls and for Prime Minister’s Narendra Modi’s visit to the State.
PM Modi will visit Jammu, the winter capital of the State, tomorrow to inaugurate the country’s longest and Asia's longest bi-directional road tunnel at Chenani in Udhampur district on Srinagar-Jammu National highway.
He will also address a public rally after inaugurating the 10.89 km long road tunnel built at a cost of Rs 2,519 crores, which will reduce distance between Srinagar and Jammu by 31 kilometers.
The bypolls for Srinagar-Budgam parliamentary seat in Central Kashmir and Anantnag-Pulwama seat in South Kashmir will be held on April 9 and 12 respectively.
In view of the polls, the security personnel are on alert to foil any militant attack on security installations or on contesting candidates.
A police official said after today’s militant attack, security arrangements will be further tightened for PM’s visit to Jammu tomorrow and for bypolls in the Valley.
“Foolproof security arrangements have been put in place for PM’s visit to Jammu tomorrow,” he said.

Looking at wiki, Barrett is already with Mumbai Police. Further its a semi automatic rifle.
I think the specs match a Russian made sniper rifle called KVSK 12.7 https://en.wikipedia.org/wiki/KSVK_12.7

I don't know about all those rounds and how do they hope to use a sniper against low flying helicopters!!!

Barret is also available in AMR versions other than the original M82 (all use the same caliber version ammo. 50 BMG (12.7 x 99mm))
the semi-automatic bullpup version Barett XM500 - Weight: 11.8 kg, Length: 1168 mm
the bolt action Barett M95 - Weight: 9.98 kg empty, without scope, Length: 1143 mm
the bolt action Barrett Model M99 - Weight: 11.36 kg, Length: 1280 mm
and
the single shot bolt action bullpup version Barrett Model M99-1 - Weight: 9.53 kg, Length - 1179 mm
(This last one obiviously doesn't meet the tender requirements of 5 shots magazine)
The AMR Vidhwansak has approx weight 25Kgs, with the original Denel NTW-20 having a weight of 30kgs plus
So they will not qualify for the light weight part asked in the tender
There is also the Barrett M98B which is classified as an anti-personnel/sniper rifle since it uses the .338 Lapua Magnum (8.6×70mm or 8.58×70mm)

And do they want to have the rifle and the rounds made in India?
The OFB version at 25kg is not useful at this juncture.
Have the y looked at how to lighten it?
What is infuriating is the services use the OFB and DRDO at same level as foreign vendors when they should use them as in-house resources.

After having gotten over the news of Manohar Parrikar going back to Goa as the Chief Minister, I write this piece as someone who has had the opportunity of meeting & interacting with him. My interactions with Mr Parrikar happened because I work with an Ex Service Men (ESM) organisation called Akhil Bharatiya Poorva Sainik Seva Parishad (ABPSSP) and as a member of a Mumbai based think tank, Forum for Integrated National Security (FINS).
I first met him in a conclave organised by FINS in February 2015. What struck me in that conclave was unlike other politicians, I found him listening more than talking. His speech at the conclave was brief, to the point and his vision of Make in India to succeed in the

defence production segment was one of hope, positivity, and inclusiveness. He said he wanted more local manufacturers, big & small, to be part of the defence production process and assured them business from the Ministry of Defence if they were willing to commit to quality, timely deliverables & cost effectiveness. He made notes and asked questions to clarify, validate and understand. What a refreshing change it was to find a Minister do that.
The preceding months I had read enough criticism about him in/by the media – print, electronic and social. How he does not understand defence & security, his dressing sense, how he cannot salute, etc. etc. After having met him, the media view seemed so shallow. I wondered (still do) why the media focuses on the negative and destructive criticism rather than positive and constructive criticism.
In the following months, I had the opportunity to meet and interact with Mr Parrikar again. This time it was to do with my work in ABPSSP and working for the welfare of ESM. OROP agitation was at its peak and he was doing his best to resolve it in a conducive manner. His predecessors were in no way close to the patience he displayed towards all the ESM organisations and his commitment in seeing the OROP issue resolved. As OROP

In fact, Mr Parrikar became a guiding force for ABPSSP to organise several meetings to resolve any pension related challenges of our ESM. On a visit to remote Mahuadan village in Jharkhand, when I addressed about 250 plus ESM & families and asked them about receiving OROP, they all affirmed positively. Not only that, they said, “We bless the Raksha Mantri for having made this possible.” Few politicians actually get blessings from the public!
Formal education and current position can define your worthiness. What makes you different is defined by your attitude towards others. And this is seen in Mr Parrikar. He always returned calls, responded to emails and did not bother about detractors who underestimated his intellect & judged him only by his outward appearance.
The energy and the “to do attitude” was so evident and infectious, that Mr Parrikar inspired the implementers endlessly. He himself is a man of action with a simple, straight forward approach. I had once asked him how he views his role as Raksha Mantri of the country. His response reflects his attitude. He said this is a role with responsibilities that has been entrusted to him by the government and he must deliver results to ensure proper functioning of the ministry. He shared great vibes when he visited formations and addressed the soldiers. Many of my serving friends in the armed forces have come away pleasantly surprised by his no nonsense approach & positive outlook towards bringing in necessary changes in the armed forces.
This must do approach again became evident when he facilitated a meeting between ABPSSP and Skill Development Ministry as we had requested for it. His support to build skill sets for our retiring soldiers and encouragement to use the skill sets they have developed while in service enabled us to create projects at the state level for both – the retired & the retiring soldier.
His sharp grasp of complexities and result oriented approach saw many a change in the Ministry of Defence. That was him as the Minister. What a lot of people may not know is the humane side of Mr Parrikar. His quiet visits to families of martyred soldiers, action towards their problems that were stuck in the bureaucratic labyrinth of the Ministry, ensuring quick decisions were implemented & cross verification of the same, his simple approach when he interacts and easy manner of communication, are all traits that make him differently unique in the world of politics. Families of martyred soldiers have a lot to be thankful for. In November last year, Mr Parrikar quietly doubled the compensation for widows and families of soldiers dying while fighting for the country in five categories. He has taken personal interest in every case that was put up to him for rehabilitation or resettling of families of martyred soldiers. For two ladies, Mrs Swati Mahadik (w/o Late Lt Col Santosh Mahadik) and Mrs Nidhi Dubey (w/o Late Naik Mukesh Dubey) he helped cut down the bureaucratic process of applying to the Officers Training Academy and today both are proud lady cadets at the OTA.
Mr Manohar Parrikar definitely initiated change in the Defence Ministry. However, as the man performing the role of a minister, he sets the benchmark high. That is a tall act to follow.

After having gotten over the news of Manohar Parrikar going back to Goa as the Chief Minister, I write this piece as someone who has had the opportunity of meeting & interacting with him. My interactions with Mr Parrikar happened because I work with an Ex Service Men (ESM) organisation called Akhil Bharatiya Poorva Sainik Seva Parishad (ABPSSP) and as a member of a Mumbai based think tank, Forum for Integrated National Security (FINS).
I first met him in a conclave organised by FINS in February 2015. What struck me in that conclave was unlike other politicians, I found him listening more than talking. His speech at the conclave was brief, to the point and his vision of Make in India to succeed in the

defence production segment was one of hope, positivity, and inclusiveness. He said he wanted more local manufacturers, big & small, to be part of the defence production process and assured them business from the Ministry of Defence if they were willing to commit to quality, timely deliverables & cost effectiveness. He made notes and asked questions to clarify, validate and understand. What a refreshing change it was to find a Minister do that.
The preceding months I had read enough criticism about him in/by the media – print, electronic and social. How he does not understand defence & security, his dressing sense, how he cannot salute, etc. etc. After having met him, the media view seemed so shallow. I wondered (still do) why the media focuses on the negative and destructive criticism rather than positive and constructive criticism.
In the following months, I had the opportunity to meet and interact with Mr Parrikar again. This time it was to do with my work in ABPSSP and working for the welfare of ESM. OROP agitation was at its peak and he was doing his best to resolve it in a conducive manner. His predecessors were in no way close to the patience he displayed towards all the ESM organisations and his commitment in seeing the OROP issue resolved. As OROP

STATUE OF MARTYR CAPTAIN TUSHAR MAHAJAN, SHAURYA CHAKRA INSTALLED AT UDHAMPUR
A statue of martyr Captain Tushar Mahajan, a brave heart son of Udhampur, who was martyred in an anti-terrorist operation in Kashmir was unveiled at the 'T' Morh Junction of Udhampur on 20 April 2017, the date being his birthday.
Tushar, an intrepid army Special Forces Officer who was also an exceptional diver was commissioned into a Special Forces battalion in 2010. The officer made the supreme sacrifice while leading a team engaged in elimination of three terrorists who had taken refuge in the EDI building at Pampore near Srinagar , on 21 February 2016. Leading his team, Captain Tushar, displaying raw courage, stormed the building to flush out the terrorists. Despite grievously wounded in the firefight, he, with utter disregard to his personal safety, charged at the terrorists and eliminated them at close quarters. The officer exhibited indomitable courage conspicuous gallantry while leading his men from the front in the highest traditions of Indian Army before making the supreme sacrifice for the motherland. The grateful Nation bestowed the Shauya Chakra on the brave heart which was received by his father from the honorable Rashtrapati Shri Pranab Mukherjee on 20 March 2017.
The statue is a befitting tribute to the hero of Udhampur due to his heroics and sacrifice displaying unmatched leadership and courage which future generations would strive to emulate.
